am delighted to be writing this Chief Executive comment for the 100th issue of ARCA News. The Chief Executive’s Comment, or Chief Executive’s Report as it was initially called, first appeared in ARCA News Issue Number 20, in autumn 1997.

This first report was written by ARCA Chief Executive at the time, Terry Jago. In reaching this milestone of the 100th issue of ARCA News, I can’t help but reflect on the time I spent working with Terry and working on ARCA News in particular, and his contribution to the publication over the years.

I was hoping to report in this issue that the Level 3 NVQ Diploma in Supervising Licensed Asbestos Removal would be available. Unfortunately, due to an issue with one module, which is included in all Level 3 Supervision NVQs, the qualification will now not be launched until April. As soon as the qualification is available we will advise members, and following this we will be issuing supervisor CSCS cards under the ARCA ARMI Skills Card Scheme.

Following feedback from regional meetings the pricing structure for the ARCA Member Audit App has been revised. The pricing structure now makes the app more competitively priced for those companies who wish to utilise multiple users. This is covered on page 7.

It is our intention to visit all of our members this year at their offices, and some of our members will have already received a visit, or have a visit arranged. The purpose of these visits is to ensure that you are getting the most out of your ARCA membership and to obtain feedback on the services ARCA are providing and to determine how we can help further.

As a result of the last year’s ARCA Charity Week, ARCA was able to make significant donations to the Association’s charity, Mesothelioma UK, and the Chairman’s charity, the Indee Rose Trust.

This year’s ARCA Charity Week is scheduled for the 10th - 14th of September. This will be the third year ARCA has run a Charity Week and we are hoping for a bigger participation this year from ARCA members than in previous years. We will once again be supporting Mesothelioma UK and the Chairman’s charity this year is the Wigan and Leigh Hospice (please see page 7). I do hope that many of you will support this week of events in some way. Please let us know if you are planning an event or activity and we will promote your efforts through our communication channels.

Finally, I am pleased to be able to report that in February ARCA underwent the annual ISO 9001 Quality Management System audit and maintained certification with no non-conformances and no opportunities for improvement identified. This was even more pleasing as this was our first assessment under the new ISO9001:2015 standard.

NEWS IN BRIEF Licensed asbestos workers to continue with medicals every two years.

I

n October 2017 a proposed change to Regulation 22 of the Control of Asbestos Regulations 2012 (CAR 2012), was the subject of a public consultation following the post implementation review (PIR) of CAR 2012 recommending exploring the possibility of reducing the frequency by one year with which licensed asbestos workers undergo medical examination.

In light of the responses HSE received on this consultation, HSE has decided not to proceed with the proposed amendment at this time. Therefore, licensed workers will continue to be examined by an HSE appointed doctor every two years and those undertaking

notifiable non-licensed work will continue to be examined every three years.

HSE has concluded that the proposed amendment would have had no negative impacts on workers’ health or altered the prognosis of those whose previous exposures may have resulted in asbestos-related disease. CAR 2012 puts in place a robust regulatory framework of management through risk assessment and control of exposure to asbestos in the workplace; it is and will continue to be key in preventing asbestosrelated disease.

Association transitions to new ISO9001:2015 with flying colours A fter working towards and developing procedures to transition from ISO9001:2008 to the new ISO9001:2015, the Association gained certification to the new standard with no non-conformances or opportunities for improvement identified, following an audit in February.

The Association has followed and been audited under the ISO9001 quality management system for the last thirteen years. The ARCA quality management system (QMS) describes the approach, procedures and processes to be followed in order to demonstrate the Association’s ability to consistently provide quality membership, training and auditing services.

This new standard includes more emphasis on assessing leadership; what are the organisation’s goals and how will these be achieved. Also, there is more

on risk based thinking; ability to look at the bigger picture to see and take action on any risks to the business, as well as opportunities.

The auditor from NQA commented in his report; ‘the QMS was found to be comprehensive and continues to meet the needs of the Association.’

“I’m delighted to say ARCA obtained this new standard with no issues reported,” commented Steve Sadley, Chief Executive of ARCA. “The team has worked hard over the last twelvemonths to transition to this new standard, and the result of the audit highlights our commitment to continually deliver a firstclass service.”

Over 360 Unannounced Site Audits Completed Last year ARCA’s team of auditors carried out over 360 sites audits of members’ licensed asbestos removal work, under the Association’s Site Audit Accreditation Scheme.

These unannounced audits were conducted across domestic, commercial and industrial properties in the UK. The content of an ARCA audit, together with the fact that members do not know where or when an ARCA auditor will be assessing their work, continues to support members’ business performance and provide a system of reassurance for all parties, including end-clients.

Over 130 CSCS cards Issued Following announcing the availability of CSCS Cards through the Association, over 130 ARMI Skills Cards have now been issued*.

These cards, for asbestos removal operatives and managers, together with cards for asbestos analysts and surveyors, have been issued as both physical smartcards and also as virtual smartcards.

“The volume of take up has been quicker than we thought,” commented Steve Sadley, Chief Executive of ARCA. “Also, virtual smartcards have been requested by the majority of applicants, as they can have a card on their phone (after downloading the app) within minutes of the application being processed. There have been some applicants who have left their application to the last minute, so this service has definitely been a benefit to them!” * number at time of this publication going to print

NEWS IN BRIEF Contractors Handover Form for Analyst As from 15 February 2018 licensed asbestos removal contractors should complete a ‘Handover Form’ which should be given to the Analyst before the 4-stage clearance starts.

At the February 2018 ALG meeting it was discussed that licensed asbestos removal contractors should ensure that the asbestos enclosure or work area has been thoroughly cleaned by the contractor and that a thorough visual inspection has been completed by the contractor.

Following this the contractor should complete a Handover Form which should be given to the Analyst before the 4-stage clearance starts. The Analyst should not start the clearance until the Handover Form has been received and is satisfactory, at which time the Analyst should sign and date the form.

ARCA Members can find a copy of this ‘Handover Form’ in the Member Portal.

Member Audit App available for ROI members ARCA is pleased to announce that after further development the ‘Member Internal Site Audit App’ is now available for asbestos removal members in the Republic of Ireland.

This new product development will enable ROI members to undertake internal audits using the same question set as the ARCA audit, so enabling direct comparisons of external and internal audit results, so enhancing their audit programme. Also, the compilation of all audit results for statistical analysis creates a stronger management tool.

“The ROI site audit mirrors the standards set out in the UK site audit except for some minor differences in legislative requirements and terminology. This development means that the Member Audit App is now available to all of our asbestos removal members,” stated Geoff Silver, Membership Compliance Manager for ARCA. ARCA Supports IOSH ‘No Time to Lose’ Campaign T

he ‘No Time to Lose’ Campaign is to raise awareness of the significant health issues facing workers in the UK today, including the hazards from asbestos.

Asbestos is a hidden killer.

Banned in the UK in 1999 asbestos containing materials can still be found in a large number of buildings, so being aware of where asbestos can be found is vital to reducing the health risks faced by workers. Asbestos is the biggest occupational disease risk to construction workers in the UK, with currently approximately 5,000 asbestos related cancer deaths per year (HSE).

As the UK’s leading trade association in the field of asbestos management services, ARCA’s mission is to give the best possible service and support to assist members and customers in providing safe, effective and ethical management of asbestos, thereby safeguarding the public.

Asbestos to be a Key Topic at AGSM 2018 Conference ARCA to support Housing Sector on Managing the Risks from Asbestos

A

RCA will be exhibiting and speaking at the AGSM National Conference 2018 to support the housing sector in managing the risks from asbestos.

This conference, held by the Association of Gas Safety Managers on 25-26 April in Hinckley, Leicestershire, is the only UK event dedicated to informing and supporting the role of compliance managers across the social housing sector.

To support the safe management of asbestos the ARCA conference session, ‘Managing the Risks from Asbestos’, will cover asbestos management, from surveying for asbestos to the removal of asbestos containing materials, and how to choose a competent removal contractor.

Also, the legal requirements will be covered, including the requirement to have an asbestos management plan and effective communications, so those who need to know, do know where asbestos containing materials are. This could include in-house maintenance teams and external contractors, such as, utility installers.

ast year, the Association held their second Charity Week. A huge thank you to all of the ARCA / ATaC members and their staff for supporting the Charity Week by donating, biking, skydiving, baking (and eating), the total funds raised were fantastic.

New Multi-User pricing for ARCA Member Audit App F ollowing the availability of the Association’s ‘Member Internal Site Audit App’ the interest from asbestos removal members has been significant.

“To support our member contractors we developed the ARCA audit app for members’ internal audits because we saw this as a huge benefit for them,” commented Geoff Silver, Membership Compliance Manager for ARCA. “Today there are a number of members using the App and I have also spoken to numerous member contractors who are very interested in the App as they can see the benefits to the business. Yet, a number of these businesses would prefer to spread their internal audits across a number of registered users (up to 18 in one case) rather than 1 or 2 dedicated internal auditors, so cost per user was a barrier. We have taken this feedback on-board and following a review have subsequently revised the pricing structure.”

“In December ATaC began to issue CSCS cards to support our members gain access to many construction and demolition sites,” stated Stephen Platkiw, ATaC Manager.

“As well as physical smartcards, virtual smartcards can also be issued to applicants, at no additional cost, which will enable the cardholder to store their card on an app on their smartphone or tablet.”

The Construction Leadership Council (CLC) set the specification for industry card schemes carrying the CSCS logo, under which the ARMI Skills Card Scheme was approved as a nationally recognised scheme, enabling the use of the CSCS logo. Following this the Asbestos Removal Contractors Association (ARCA) and Asbestos Testing and Consultancy Association (ATaC) successfully completed an audit, confirming compliance with the CLC requirements.

Carter Brothers (Rochdale) Ltd contracted Frank Allan, trading as ‘Jet Blast and Maintenance,’ to clean its premises including the asbestos cement roof in September 2016.

Greater Manchester Magistrates’ Court heard that the work to clean the roof was unnecessary and had not been agreed in advance with the landlord of the property.

A Health Safety Executive investigation found that the contractor had failed to identify the risks involved. There were insufficient measures put in place to prevent exposure to asbestos when using an industrial high pressure jet washer to clean a fragile asbestos cement roof. Asbestos was subsequently found in debris around the premises.

Carter Brothers did not select a suitable contractor and did not monitor or supervise the work being carried out by Frank Allan on the roof.

If the work was required, the company should have employed a specialist contractor with access to specialist cleaning equipment.

Carter Brothers (Rochdale) Ltd of Fieldhouse Industrial Estate, Rochdale pleaded guilty to breaching Section 3(1) of the Health and Safety at Work etc. Act 1974 and was fined £8000 with £3913.94 costs.

Frank Allan T/A Jet Blast and Maintenance of Union Road, Rochdale, pleaded guilty to breaching Regulations 6 and 11 of the Control of Asbestos Regulations 2012 and was fined £330 with £3910.94 costs.

he principal contractor and site manager of a construction site in Derby city centre have been sentenced after workers were exposed to asbestos during refurbishment work.

Derby Magistrates’ Court heard how, on or before 5 January 2017, at the St Peters Churchyard site, labourers removed asbestos insulating board (AIB) ceiling panels from a store room, work which should have been completed by a licensed asbestos removal contractor under fully controlled conditions.

An investigation by the Health and Safety Executive (HSE) found that M&S Developments (Bemrose Court) Limited were the Principal Contractor for the site and Adam Campbell was the site manager (operating as Kynersley Management Services Limited). Work was taking place to convert the former office buildings into apartments.

An asbestos refurbishment survey completed prior to construction work starting clearly indicated that the lower ground floor store room contained an asbestos insulating board (AIB) ceiling. During construction work this AIB ceiling was accidentally damaged and the site manager instructed two young labourers to remove approximately 4-6 square metres of it. Suitable asbestos control measures were not in place and the workers involved were not trained in asbestos removal.

Following the involvement of HSE in January 2017, a licensed asbestos removal contractor was brought in to clean the area. Asbestos containing floor tiles located around the site were also identified as at risk of damage from the construction work and arrangements were made with the principal contractor for these to be removed under controlled conditions by trained staff.

The investigation found that the principal contractor and their site manager failed to suitably manage the site asbestos containing materials.

They failed to ensure that the asbestos containing materials (ACM) identified in the asbestos refurbishment survey were removed prior to any potential for disturbance during the construction work and the site manager failed to respond appropriately once the AIB ceiling had been accidentally damaged in the lower ground floor store room.

M&S Developments (Bemrose Court) Limited pleaded guilty to breaching Section 2(1) of the Health & Safety at Work etc. Act 1974 and was fined £9,000 and ordered to pay costs of £3,336.

Kynersley Management Services Limited pleaded guilty to breaching Section 3(1) of the Health & Safety at Work etc. Act 1974 and was fined £20,000 and ordered to pay costs of £1,531.66.

Adam Campbell pleaded guilty to breaching Section 3(1) of the Health & Safety at Work etc.

Act 1974 via Section 37 in his role as a Director of Kynersley Management Services Limited. He was given a community order to carry out 120 hours unpaid work and was also ordered to pay costs of £1,531.66.

Speaking after the hearing, HSE inspector Andrew Bowker said: “This incident could so easily have been avoided by the duty holders simply carrying out correct asbestos control measures and safe working practices.”

Company fined after employees exposed to asbestos fibres

S

SE Hornsea Ltd, operators of a natural gas storage facility near Atwick on the East Yorkshire coast, has been sentenced today after 13 employees and contractors were exposed to asbestos fibres.

Beverley Magistrates’ Court heard that a team of three mechanical maintenance personnel were tasked with the removal of a non-return valve from a compressed air distribution system.

Some of the sealing gasket material was difficult to remove so they used a wire brush mounted on an electric drill to remove the gasket material which spread fibres from the gasket around the maintenance workshop onto floors, work benches and clothing.

Two days later another employee of SSE Hornsea Ltd became suspicious of the fibrous

dust, and having reported his concerns, arranged for a sample of the dust to be tested. It was found to contain chrysotile (white) asbestos fibres. The maintenance workshop was later closed to prevent access by employees and contractors.

The Health and Safety Executive (HSE) prosecuting told the court that the company had failed to identify in the risk assessment for this job that there were asbestos gaskets attached to the non-return valve. HSE also told the court that records held on site, which could have helped identify the presence of asbestos, were not adequate and that the maintenance team leader involved in this task had not undertaken asbestos awareness training.

SSE Hornsea Ltd of Inveralmond House, 200

Dunkeld Road, Perth pleaded guilty to breaching Sections 2 (1) and 3(1) of the Health & Safety at Work etc, Act 1974.

The company has been fined £300,000 and ordered to pay costs of £12,670.72.

Speaking after the hearing, HSE Inspector Paul Miller said: “In this case SSE Hornsea Ltd substantially failed to manage the risks associated with asbestos found within their process plant and have needlessly risked the future health of 13 people. Employers should ensure that they have in place adequate arrangements for both the identification and management of asbestos which may be found in buildings or process plant.”

ALG appendices on Asbestos Guidance available At a number of ALG Technical Working Group meetings questions on asbestos removal and sampling topics were raised and discussed. Following this, appendices covering these topics are now available:

l Appendix 1/17 - Asbestos Enclosure Ventilation Research Extract: The purpose of the new research was to address the issues raised by industry.

The research was also designed to provide further information on the supply, management and measurement of airflow within asbestos enclosures in order to ensure a better understanding of the factors which influence airflow and containment.

l Appendix 2/17 - Asbestos in Soil: Classification of Work Extract: Asbestos materials in soil will often have physically degraded and have changed appearance and therefore may not be readily identifiable as its original source material (e.g. lagging, insulation etc.) For this reason, the definition of asbestos products used in CAR 2012 as a means of establishing licensable work cannot always be applied. ……. Most work on degraded asbestos materials in soils will be non-licensed.

l Appendix 3/17 - Work with Asbestos Paper Extract: Asbestos paper, when applied as a thin sheet(s) (<1mm) to pipework, vinyl floor files or boards etc, was primarily intended as a vapour barrier rather than for thermal/acoustic insulation purposes. Therefore, this type of asbestos paper would not be considered a licensable material as defined under Control of Asbestos Regulations (CAR) 2012 Regulation 8. In addition, as asbestos paper will generally break into fragments and pieces (i.e. not fine particles of dust), exposure and fibre levels associated with controlled work on these forms would not be expected to exceed the Control Limit or the STEL.

l Appendix 4/17 - Asbestos Dust/Wipe Sampling Extract: Asbestos fibres are ‘naturally present’ in extremely low levels in the air and surfaces of buildings which contain asbestos products. Therefore, where dust sampling (and spectra analysis) is carried out, asbestos fibres will be detected from time to time on the surfaces in the normal occupancy areas of buildings. Their presence is not unexpected. ..….. Speculative dust sampling is not advised particularly where there is no incident, debris or suspect material. As already pointed out random asbestos fibres may be detected on occasions. Such sampling is actually often unhelpful and can lead to incorrect conclusions on exposure and risk.

l Appendix 5/17 - Enclosures for AIB Soffit Removal Extract: AIB soffit removal is generally licensed work (unless the short duration exemption applies) and therefore a full enclosure (FE) would be expected unless it is not reasonably practicable. The main criteria for establishing if a FE is reasonably practicable are as follows: (i) the potential for fibre release and spread during the removal (ii) the relative ease with which an enclosure can be constructed.

l Appendix 6/17 - Abrasive Blasting Removal Systems Extract: ACMs are typically removed using low dust emission methods such as manual removal with hand tools along with wet injection or spray wetting. These methods comply with legal requirements to minimise worker exposure and to prevent the spread of dust.

However, in certain circumstances it may be necessary to adopt more abrasive methods to remove ACMs. This appendix provides guidance on the use of abrasive blasting systems.

There are a variety of commercially available systems which all use blasting media such as garnet. In addition, there are other ‘wet’ type systems which can use ice for blasting and there are also dry ice systems.

research Monitoring HSE will be carrying out air monitoring during all of the stages, and this will include personal and static monitoring, as well as looking at some new ways of potentially measuring asbestos exposure.

The new ways of measuring exposure include taking saliva samples from operatives before and after they go into enclosures and where possible looking at exhaled breath condensate.

Measuring asbestos within exhaled breath condensate involves breathing into a machine for 15 minutes, the machine condenses the water vapour in the breath and potentially fibres drop out from the breath in the water vapour. This has not been possible on all sites as it requires mains power and that is not always available on asbestos removal sites.

Also, an in-mask sampler has been developed so that sampling can be undertaken inside the RPE and fibre levels inside the RPE can be measured.

Research Current Exposures and Work Practices in the Licensed Asbestos Removal Industry At the Asbestos Leadership T Group (ALG) meeting held on the 14th February, the HSE Science Division gave an update on their current research work relating to current asbestos exposures and work practices in the licensed asbestos removal industry.

his work is in some part an update of the work that HSL did some 15 years ago looking at removal techniques and the 4-stage clearance procedure, as was then, and that work fed into what became the current guidance HSG248, The Licensed Contractorâ&#x20AC;&#x2122;s Guide. At the time the research highlighted some issues within the industry.

The current research work is looking at whether the guidance documents are effective and are they doing what HSE expected in controlling asbestos exposure during licensed asbestos removal work. It is also an opportunity for HSE to look at different ways of assessing asbestos exposure.

Project Format For this project HSE will visit 10 sites where asbestos removal is taking place and these are selected by asking companies to volunteer to take part. HSE is then monitoring the ASB 5 notifications from the volunteer companies and talking to the companies generally about upcoming work they may have, and selecting sites that HSE would want to visit. HSE is generally looking at week long jobs, and they want to capture the whole process from enclosure construction to 4-stage clearance.

Current Project Status

So far HSE has visited 4 sites out of the 10 sites planned to be visited. It is hoped that all site visits can be completed by the end of the calendar year, however visits may stretch into 2019.

The 4 sites visited so far have all been the removal of Asbestos Insulating Board (AIB) and smaller work. The last site was removal of AIB around columns with multiple small enclosures.

Another site was a relatively large site with large AIB panels forming two partition walls and another job was an environmental clean where very little material was involved.

The next site visit will be looking at the removal of sprayed coating. The HSE is looking to carry out visits to more sites where sprayed coating is being removed, as well as sites where thermal insulation is being removed. Judging by the ASB 5 notifications that are being submitted AIB work is the main body of work currently been undertaken by asbestos removal contractors.

Results So Far As HSE is currently only halfway through the study, no definitive conclusions can be drawn, but based on air monitoring results so far,

research enclosures are effective in containing the fibres released.

Air monitoring within the enclosure shows a variance in levels which might be expected. The jobs where a relatively small amount of AIB was being removed showed lower levels. Inside the enclosure for the larger job some higher levels were seen, probably as some big AIB panels were being removed which were nailed on, and therefore some effort was required to remove them, which inevitably caused breakage of material as it was removed. The levels seen were well within the protection factors of the RPE being worn.

On some sites asbestos was detected in samples taken outside the enclosure during enclosure dismantling. In most cases this was below 0.01 f/cm3, but nonetheless there were fibres there. In one instance there was a result which was just below the control limit when waste was being transferred out of the enclosure. The person carrying the waste to the skip was wearing a personal monitor and a relatively high result was picked up. The individual was wearing ½ face RPE so again the protection factor of the RPE was sufficient.

Asbestos has been found in some of the saliva samples taken. Saliva sampling is not a technique that HSE has used before and while the number of fibres found is recorded is does not give an accurate level of exposure, it is merely an indication and it cannot be related back to what the level of exposure was. Saliva samples were taken prior to entry to the enclosure and on exit, so this is before they go into the DCU and after they come out of the DCU. The odd sample had a couple of fibres present and HSE is trying to understand what that means. Where fibres were found, it was found before entry and after exit at similar levels, so perhaps what is being seen is not exposure from inside the enclosure but exposure that is coming from elsewhere, possibly contaminated RPE or from previous exposure.

Asbestos fibres that are breathed in may be trapped in the throat and there may be a clearance procedure that brings them out over time, so what is being detected may not be recent exposure but exposure that occurred a couple of weeks ago. It is interesting, and HSE want to do more work to show what it means, a definitive answer to what is being seen cannot be given currently.

When the in-mask sampling equipment is taken on-site, this will be used on the next 6 sites, a measurable fibre level with in the RPE should be possible. Hopefully, that will provide evidence that the RPE is working, and the fibres in the saliva are coming from somewhere else.

Until HSE has that data they canâ&#x20AC;&#x2122;t really be sure.

HSE has noticed that for all of the 4 sites they have been on, the 4-stage clearance has failed either the visual or the air test. The failures were justified when HSE saw them fail, the analyst had good reasons in each case. There were two clearance air tests that failed and the enclosure had to be recleaned.

Research Reports Once all the site visits are complete HSE will compile 4 final reports commenting on (1) operative exposure, (2) on the effectiveness of enclosures, (3) on the 4-stage clearance and (4) on RPE written by the HSE RPE team.

Trade Credit Insurance Explained Article by Miles Smith Insurance Group with contributions from EC3 Legal LLP

What is credit insurance?

Essentially, credit insurance is protection against non-payment of invoices for the sale of goods or services. The two main areas of cover are buyer insolvency and protracted default. Buyer insolvency is quite self-explanatory and is when a customer becomes insolvent. Protracted default is when an amount (that is not under dispute) remains unpaid within a specified period.

Other risks can be covered by credit insurance, for example political risks for exporters covering war, acts of overseas governments, export restrictions and currency restrictions.

Why is it required?

Insolvencies are at their highest level since 2013, and one of the main reasons for this is unrecovered bad debt leaving a company in an unsustainable trading position. Debtors can account for a substantial percentage of a company’s current assets, and one of the major risks faced by a company is the domino effect. An old and trusted customer can turn into a problem if they, in turn, have fallen foul of a bad debt.

Recently, the Carillion insolvency affected hundreds of companies in their supply chain and, according to the Association of British Insurers, it is estimated that only £31 million is expected to be paid by trade credit insurers to help those companies. This is a drop in the ocean compared to the widely reported £1 billion that Carillion could owe businesses following their collapse.

Any business that provides goods or services to another business on credit terms should consider this type of insurance.

Key benefits w A better credit risk – insurers have access to valuable credit information sources which can help avoid bad risks in the first place. w Protection of profit and loss account/balance sheet – as the impact of bad debts is greatly reduced. w A lower bad debt provision – as protection is in place for bad debts, this lessens the need for a large provision in the accounts. w A potential for growth – better credit terms can be offered to customers based on the credit information available which, in turn, can lead to increased sales. w Easier financing – with protection in place, access to finance facilities is improved.

What kind of cover is required?

When considering credit insurance, one of the first decisions to make is the type of protection required.

This can be for a single key customer, specified customers or all customers (whole turnover). If cover

for whole turnover is taken, insurers are likely to provide a lower rate, due to the spread of risk.

Are there any pre-qualifying requirements?

Policyholders are often required to ensure they comply with certain conditions from the outset.

Non-compliance with such conditions could lead to repudiation of a loss. Pre-qualifying requirements can include: w Credit limits Credit limits are usually set by insurers for specific customers. Policyholders will need to regularly review the level of business with customers against the credit limits to ensure there is no risk of uninsured exposures, as any losses over the credit limit will not be covered. w Credit management Insurers will require non-payment of invoices to be rigorously pursued, so that there are few outstanding, outside of normal credit terms. w Retention of title clauses Insurers usually require retention of title clauses in contracts with customers because on payment default or a customer insolvency, title to the goods does not pass but remains with the policyholder, thereby minimising loss. w Geographical limitations to the cover Credit insurance policies usually contain geographical limitations and exclusions on the services provided, or when selling goods to customers in certain territories.

What are the reporting obligations?

Credit insurance policies can contain onerous reporting and notification obligations. For example, there is a duty to notify insurers of overdue payments within a certain time of the overdue date.

Frequent monitoring of payments, defaults and overdue dates, as well as credit limits, requires robust internal procedures to ensure compliance with these notification obligations.

Other reporting triggers can include when the policyholder becomes aware, or suspects, that a customer cannot perform their obligations under the contract. There may also be a duty to report to insurers as soon as they become aware of unfavourable information concerning a customer, be it financial or reputational.

The policy should specify whose knowledge triggers the obligation to notify? The policyholder should ensure that this fits with their internal business practices, so they have sufficient time to notify insurers and to gather supporting information with sufficient detail, as required by the policy terms.

Obligations to prevent and minimise loss Often there are policyholder obligations to use reasonable efforts to prevent and/or minimise losses.

Credit insurers are usually prepared to contribute to the policyholder’s costs when taking reasonable preventative or mitigating action. However, insurers will usually require advance notice of what steps are being contemplated. Therefore, policyholders should always consider whether insurers need to be informed or their consent obtained before any action is taken.

A strategy of re-issuing invoices or accepting the payment of lesser amounts in satisfaction of the whole debt can cause issues. The re-issuing of an invoice can have the effect of taking it out of a default situation and, therefore, it will not be covered by the insurance. Accepting a price or payment reduction in satisfaction for the original debt means that there is no debt, and therefore no loss for the insurance to indemnify. If there is an intention to agree to a full and final settlement with a customer, this should be agreed with insurers first.

Other issues to be aware of w Disputed receivables The insurance cover for a particular claim will usually be suspended pending the resolution of a dispute over an invoice, the services provided, or the products supplied. w Collation and provision of documents to support an insurance claim There are usually onerous deadlines for providing documents to support a claim. Policyholders should ensure that their internal procedures are consistent to enable the obligation to report to insurers to be met and to ensure all supporting documentation can be provided in time. w Calculation of insured loss Credit insurance usually sets out how the insured loss is to be calculated. Policyholders need to be aware of this and how this is dealt with under their individual policy.

In summary Credit insurance can be an extremely useful product in supporting a business’s ambitions, as it can contribute to lowering the cost of financing, mitigating customer default risk and allowing businesses to increase their trading capacity or to focus on new, less well-known markets. The insurance wordings can be complex, and therefore it is essential that all the clauses in the policy are read and understood to ensure the cover is right for the business’s needs and to fully understand the obligations under the policy. The policyholder should ensure that the business’s internal procedures are structured in a way that enables it to comply with all the insurance obligations set out in the policy.

Asbestos Essentials (HSG 210)

Asbestos Essentials is a task manual, published by the HSE covering non-licensed asbestos work that building, maintenance and allied trades can undertake. The task sheets inside the manual are designed to help small businesses, sub-contractors and self-employed people comply with the Control of Asbestos Regulations 2012.

The guidance comes in the form of individual tasks sheets that provide information required to help recognise asbestos and the personal protection and protection of others required.

The task sheets include:

w Equipment and method sheets (em0-em10). These provide guidance and advice on the right tools and how to use them. w A series of task sheets (a0-a38) with full colour images, illustrations and step by step guidance.

Following the sheets reduces the risk of ill health and the spread of asbestos. The task sheets can be used to form part of the risk assessment.

HSE have recently updated this document although the publication number has stayed the same as each individual task sheet has been looked at and amended where necessary.

Below are the changes to the document.

Before any asbestos work is undertaken a decision on whether the work is licensed or covered by licence must be carried out. Asbestos Essentials only covers non-licensed and Notifiable Non-Licensed Work (NNLW).

Introduction to Asbestos Essentials a0 In this section there has been an additional paragraph added titled Information, Instruction and Training.

“Any worker (including the self-employed) who is liable to disturb asbestos during their work, must receive the correct level of information, instruction and training so they can work safely and without risk to others”.

The instruction is then to read the requirements described in em2 (Information, Instruction & Training) emphasising the practical element of training.

There has been the addition of two diagrams titled, where asbestos materials can be found in an industrial property and a residential property, with two numbered pictorial diagrams of a domestic and industrial premise.

A description of how to notify Notifiable Non-Licensed Work and a table explaining which enforcing authority to notify have also been useful additions. The decision-making flow chart regarding whether work is licensed, notifiable non-licensed or non-licensed has not changed.

The removal of textured coatings has been explained in more detail as NNLW will normally include textured coatings where the material has deteriorated. Therefore, an assessment of the material must be undertaken to assess its condition before any works commence. This information is normally readily available in the asbestos survey under material assessment.

A new equipment and method sheet (em0) has been inserted covering risk assessments and plans of work.

“Before commencing any work on asbestos-containing materials (ACMs), a risk assessment must be carried out to assess the potential risk of exposure to asbestos, and appropriate steps put in place to prevent or reduce exposure”.

The risk assessment process is then explained in bullet form. Whoever carries out the risk assessment must: w Be competent to conduct the risk assessment; w Carry out the risk assessment before work starts; w Make sure the assessment is job specific;

Establish both asbestos and non-asbestos risks and who may be affected; How to remove or reduce the risk; Record any findings and inform the workforce; Implement any actions to be taken; Review and update the assessment as required; Asbestos specific details such as type and quantity of asbestos, expected levels of exposure, control measure in place to reduce exposure, decontamination procedures, how waste is to be dealt with and emergency procedures must also be added.

Plan of Work A short plan of work must be prepared and include: w What the work is and how long it is likely to last; w The address and description of the job; w When the work will be done; w What procedures to follow to prevent or reduce exposure; w The equipment needed, including PPE; w Decontamination and waste disposal arrangements; w Emergency procedures.

The work must then be monitored to ensure it is being carried out with the appropriate controls in place and that the controls in place are being used correctly.

Equipment and Method series (em) What to do if you uncover or damage material that may contain asbestos (em1) There has been additional information added on accidental release, emergency procedures and what RPE/PPE will be required. The decisionmaking flow chart has been kept the same.

Using a Class ‘H’ vacuum cleaner for asbestos (em4) Additional information has been put in place regarding the certification required for vacuum cleaners, especially when hired. It is the responsibility of the company using the vacuum to ensure the certification is correct and in date.

Wet/dry type vacuum cleaners are also covered in em4.

Task sheets ‘a’ series Plans of Work and Risk assessments (equipment and method sheets em0 & a0) are highlighted on each task sheet (a1 to a38) so must be carried out before the work takes place.

Task sheet a25, Removing Compressed Asbestos Fibre (CAF) gaskets and asbestos rope seals. An additional paragraph has been added stating: ‘If the gasket or seals are substantially broken up or damaged during removal then the work will be Notifiable Non-Licensed Work (NNLW) see sheet a0 Introduction to asbestos essentials’.

The remainder of the task sheets are in essence the same.

hether you are the manager of a Licensed Asbestos Removal Contractor (LARC), or of an end-client, you may think you are managing the business well. After all, the bottom line may look convincing, turnover is up, and further success seems just on the horizon. But have you taken a good look at how you are really managing, and whether your perception of your performance resembles the perceptions of those who work alongside you? As a manager/director of an organisation, the general expectation is that you will be aware of what the key issues are.

However, this isn’t always as simple as it seems.

One way to increase your selfawareness of how you are actually managing is to categorise key issues into four areas, as shown in the diagram.

How are you

really managing?

Area 1, The Open Area This area represents things you know about yourself as a manager, together with the management skills and understanding you demonstrate in the workplace. These are the personal qualities you openly demonstrate, your example and competencies. They are also clearly visible and evident to other employees, as depicted in the diagram. Both parties see eye to eye, and nothing is hidden.

In general, these issues are probably being dealt with, for example the issues raised, discussed and actioned though management and staff meetings, or made known to the workforce through conscious non-verbal communications such as setting an example

of desired behaviour. However, it is still worth checking that these issues are being dealt with, rather than just making the assumption that they are. As a manager, this is where you can build trust between yourself and your workforce by disclosing information to them, and learning about them from the information they in turn disclose about themselves and the work they do. Everything here is based on open communication, both verbal and non-verbal, and is evident to all.

Area 2, The Blind Area Those things that you don’t know about yourself, but others in your workplace have become aware of, form your Blind Area. How others view us may be different to how we view ourselves, so this area represents those things that others know about you but that you are unaware of yourself. This is illustrated in the diagram as being clear to the employee, but as yet concealed from your own perspective. In addition, as the content of this area is unknown to you, you won’t even know how many issues there are (if any) nor the extent of them.

So, what are the issues others know about, but you are currently aware of? How would you find out about them? How would you instil in others the confidence to speak up? How do they know they will be listened to? How do you become more approachable? How should you respond if you find something out that you didn’t want to hear? These, and other questions, may need addressing, and could be ‘make or break’ in terms of an organisation working towards common goals.

management news With the help of feedback from others, you can become aware of some of your negative and positive traits as perceived by your workforce and others, and overcome some of the personal issues that may be inhibiting the dynamics within the workplace. It takes a brave manager to regularly explore this area, but to be really managing a business this becomes absolutely crucial.

Area 3, The Hidden Area Conversely, there are also aspects relating to yourself or the business that you are aware of but might not want others to know. This is known as your Hidden Area. Sometimes it may be wise to not tell everything you know to everyone, as some people may pass on information they receive further afield than you desire, or it may just be down to confidentiality.

What we share with some people will differ from what we will share with others, and will be based on the work relationships, responsibilities and trust levels we have with the other party.

In terms of management traits, we may choose to keep some of our characteristics hidden because it would otherwise make us feel uncomfortably vulnerable. Sometimes we might keep quiet about these things, but eventually they tend to surface at some point. We may even expend a great deal of energy keeping these things to ourselves – energy that could be better utilised in some other way.

Area 4, The Unknown Area This is where issues are hidden from yourself (as a manager) as well as hidden from others in the organisation. Although these are all hidden from view (i.e. no-one is aware of them) it doesn’t mean they don’t exist. How would you find out about them? From customers, clients, competitors?

As with the blind and hidden areas, it takes a brave manager to explore this area. Just because an attribute is unknown doesn’t mean it is a weakness. It could be an ability that is (as yet) underestimated or untried due to lack of opportunity, or that you (and others) don’t realise you possess. It could also be the opposite, and be a disaster waiting to happen.

Practical Application When using this model in a professional context we should be aiming to increase the size of our Open Area. We do this by reducing the size of the three other areas.

Learning about your Blind Area will require enhanced communication skills, such as those developed in the Communications Management Unit of the ARCA ILM Level 4 Certificate in Leadership and Management.

Such communication needs to be two way, will likely require development of skills beyond current levels, and will take time. It will be a process, not a single event.

How others view you as a manager and what you contribute to the management of the organisation can also be determined through worker involvement. Just because someone is in a senior position within an organisation doesn’t necessarily mean that their ideas and thoughts are superior to those of others. Listening to your workforce can reveal things about yourself that you didn’t otherwise know, if you are open to feedback. Sometimes, because of the unique position that the workforce is in, they see things from a different and unique perspective.

An effective manager embraces different perspectives, rather than fights against them.

Feedback can be obtained verbally, through site meetings, staff meetings, informal discussions, appraisals, or one to one through having an open-door policy. Written feedback is usually much less forthcoming.

External audits, such as those conducted regularly by ARCA under the Site Audit Accreditation Scheme, can reveal strengths and weaknesses in site performance, and these are invariably linked to management performance.

External audits can be invaluable in that they can address issues that sit in your Blind Area, that your workforce is aware of, but haven’t yet been openly communicated. Perhaps the workforce has felt too intimidated up until now to say anything, but an audit finding, confirming what the worker has been thinking all along, now brings the issue into the Open Area. Audit findings may also bring issues to light that have been sitting in the Hidden Area for too long and that really need to be addressed. And finally, external audit findings may also delve into the Unknown Area, bringing things to light that no one in the organisation was previously aware of. Hence the value of embracing external audit findings, and enhancing our personal development as managers.

Feedback from external sources (such as through external audits) is useful in so many ways, but has some limitations in terms of helping you, as a manager, to see the blind areas more clearly. An external audit can only

report on what is evident at the time of audit, and is based on the auditor’s perspective and to an extent on the predetermined audit criteria. What you really need is honest and uninhibited feedback from your employees, who know of events before and after audits, and the organisational culture, and should therefore be able to identify issues beyond audit criteria. Their opinions and perspectives may also be reinforced by observations and comments of other workers. So, feedback from a group of workers may not be so much that they are ganging up on you, but that they are all seeing the same thing. Depending on individual characteristics, as well as historic cultural influences, it may take a while to truly learn what is in your Blind Area.

As we receive feedback from other workers and learn new things about our self, we expand the Open Area and shrink our Blind Area. We also become better equipped to explore our Blind Area further, and subsequently the rate of our progress as managers may increase.

In the Hidden Area, we may supress a great deal. Interestingly, we may feel that we have hidden things well over the years, only to find out when exploring our Blind Area that other work colleagues knew about them all the time, hence it is often a good idea to have started with the Blind Area. Exploring our Hidden Area, and what we will bring across to our Open Area, relies very much on trust levels. Trust works both ways – to trust and to be trusted.

All this feedback can be useful in determining any management weaknesses that will need to be addressed before the next licence renewal assessment, where the assessors will likely explore in considerable depth how the organisation is being led and managed. Clearly, just finding out about things that you were previously blind to is not going to be enough – they need to be acted on appropriately and become the new norm.

When we are able to broaden our perspective, by embracing the perspectives of others, we are in a much better position to answer the question of how we are really managing.

A View of the Industry

“Over the last few decades the industry has seen many changes......”

Sarah Costello A summer holiday job over 20 years ago has led to a career in the asbestos removal industry, and today Sarah Costello is a director and partner of Northern Insulation Contractors Ltd (NIC). Sarah also recently began a second term as a member of the Asbestos Removal Contractors Association’s Governing Council.

What are your views on training and qualifications within the asbestos industry?

Training and competency is paramount, because we work in a hazardous industry removing materials containing asbestos which is a class 1 carcinogen. This industry is one of only a few that is part of a permissioning regime which means asbestos removal businesses require a licence from the HSE (NIC currently hold a 3-year licence). Therefore, I believe development of all employees is crucial. At NIC we pride ourselves on the high levels of training we offer all our employees, from field-based teams through to senior level management, with all having comprehensive Personal Development Plans and regular appraisals. This year we have an initiative focusing specifically on our female staff with members of our team completing various qualifications such as HR Foundation Level 3, AAT Level 2, NEBOSH and various leadership and development courses.

Due to the dangerous nature of asbestos removal/abatement works there are legal requirements regarding health and safety, which includes staff being trained and competent in managing, removing and disposing of asbestos containing materials. Also, property owners and managers have legal responsibilities to manage the risks from asbestos.

At NIC we trust ARCA to deliver this training

for managers and site teams alike, including annual refresher training. To further consolidate this, we carry out a rigorous in-house training programme based on training needs analysis (TNA).

Over the last few decades the training and qualifications for both on-site and office staff has developed extensively with ARCA at the forefront of this development.

Last year saw the introduction of new NVQs for Asbestos Removal Operatives, a method to prove their competency by undertaking tasks on-site while being observed/questioned by an assessor. This all helps promote health and safety and good practice in the industry.

With ARCA delivering the NVQ they have offered NIC full support throughout the process and we are happy to boast that very nearly all our operatives have now been processed through their NVQ. In fact, two of our operatives were the first to gain an NVQ Level 2 qualification via the experienced worker practical assessment route with ARCA last year.

In this licensed industry you also need supervisors and managers who have the skills to efficiently manage projects and can effectively communicate to all team members, whether on-site or in the office. When businesses apply or reapply for a licence evidence of this is always looked for by the HSE. Asbestos removal managers can gain a

Level 4 qualification (and undertake annual refreshers) and to support the industry further, ARCA developed and delivers a Leadership and Management Qualification (as an approved ILM Centre). I’m continuing my own development by undertaking this qualification and currently I’ve gained one unit and working on my second of the four units.

From your point of view, what has been a significant development/ improvement in the industry?

Professionalism. By this I mean that over the years this industry has developed, I’ve already mentioned training and competency, and there is actual performance.

The industry has changed dramatically over the last few decades, partly through regulations and partly through the championing by organisations, such as ARCA. ARCA is not only here to support members, but to lead the industry and to be proactive in continually improving standards. So, to be a member of ARCA, businesses need to do a lot more than just pay an annual fee.

A significant development for the asbestos removal industry was the introduction of auditing – performance monitoring.

This method of measuring performance of members’ work on-site was pioneered by ARCA in 2000 and within three years it was

a view of the industry a membership requirement. By that I mean members have to successfully complete two site audits every year to remain members. Then at the beginning of 2017 ARCA made both these site audits unannounced, so members have no warning of when or where an ARCA auditor will be assessing their work (made possible with HSE support as they provide information from the ASB5 notification data).

This was another step taken by the Association to support its members’ performance and continually raise standards in the industry.

You are a member of the ARCA Governing Council. Why is this important to you?

Following a member visit to our office by Satish Patel of ARCA I decided that I would put myself forward for a seat on the Governing Council, as I’m dedicated to the work I do and I wanted to be at the forefront of helping ARCA develop and evolve further. I was very grateful to gain a seat on the Governing Council and I have enjoyed participating in the future of ARCA, as the leading trade association in the industry.

I’m very proud to be the first women to sit

on the ARCA Governing Council and in October last year I nominated myself for a second term and was elated to be voted on once again.

Also, I recently joined the Membership and Compliance Committee to support both the Association’s membership team, as well as the audit scheme.

As a dedicated professional I am charged to bring a youthful influence to ARCA to improve diversity and create a fresh impact. In any case, ARCA needs more female flair to supplement the great job the men are doing.

I am especially passionate about supporting the opportunities of the smaller ARCA members, not just the bigger companies. I have been privileged to work with the existing Governing Council and I believe my enthusiasm, knowledge, experience and deep-seated ethics do make a difference.

The asbestos industry has a number of business sectors. Asbestos removal is one, and due to the nature of a lot of the roles (on-site), it probably always will be a male dominated industry. But, like most industries, there are many roles for females, as well as in the asbestos testing sector where there are a lot of female analysts. I hope more females come into the industry and those who are already in the industry take the opportunities available to further their career.

Back in January 1992 the first issue of ARCA News was published and today you are reading the 100th issue!

What has been talked about?

Publishing the 100th issue is a fantastic achievement. The aim of keeping ARCA News readers informed by reporting on the many changes both to the Association and the industry over the years has meant the publication has grown from 8 pages to 60 pages.

Issue 1 in January 1992, focussed on the role of EARA and Directive 83/477/EEC (Asbestos Workers Protection Directive), and reported that the number of asbestos licence holders (as of 27 November 1991) was 1,087. It also covered ‘asbestos melting could reduce landfill burden’, a subject which is still being debated today.

Many initiatives and developments made by the Association have been reported over the 100 issues.

In 1997 ARCA took the lead by introducing practical training, before it became a requirement for the industry, by establishing two practical training centres in the north and south of England. The following year ARCA News reported the launch of ATaC, the Asbestos Testing and Consultancy division, to provide a platform for associated businesses in asbestos analysis and consultancy.

A couple of years later in 2000, it was reported that ARCA had met with HSE to request an industry forum. Following this the first meeting of the ALG (Asbestos Leadership Group) was held in December 2000, a forum which still has an important role for the industry today.

Also, in 2000 ARCA informed the industry of the Association’s Site Audit Accreditation Scheme (SAAS).This scheme has continued to be reported in ARCA News over the years, as two site audits became a membership requirement in 2003, and in January 2017 both these site audits became ’unannounced,’ so members have no warning of when or where an ARCA auditor will be assessing their work. This was another step taken by the Association to continually support its members in raising standards.

Over the years ARCA News has kept its readership up-to-date with changing regulations, including CAR 2002 and 2012, and CDM 2015. It has also included guidance, for both asbestos removal contractors and end-clients, to assist in the application of these legislative requirements.

Readers have also been able to hear from specialist third parties about topics of the day, whether that be insurance, employment law or cyber attacks.

The future of ARCA News Over the years ARCA News has seen a few different looks, with this 100th issue receiving a refresh! It has also developed from 8 pages in black and white to a substantial full colour 60 page magazine.

Importantly this publication has become to be read by many, both working in the asbestos removal and testing industries, as well as end-clients (property owners and managers), and known as the journal for asbestos management professionals.

Over the coming years ARCA News aims to continue to keep its readership up-to-date with Association and industry news, regulation updates, and cover guidance and topics of the day.

Thereby, continuing its role as the journal for asbestos management professionals.

Rilmac end successful year with training day

R

ilmac Insulation Ltd rounded off an excellent year with a highly successful group wide training day at the end of December. Employees from all across the country converged on the Epic Centre, at the Lincolnshire Showground for sessions on Health & Safety, Site Standards, and Safe Driving. Although Rilmac Insulation has a history of running their own training days this was the first time all the Rilmac Companies have met together en masse, and it proved to be very successful.

Group Chairman, Paul Walker opened the day addressing the 250 employees in attendance, the largest gathering of Rilmac staff in its 60-year history.

All four Rilmac offices; Lincoln, Northampton, London and Huddersfield, were present.

Guest speakers from ARCA, Clarkes Health & Safety Consultants, Kier, Galliford Try, and Lincolnshire Road Safety Partnership presented throughout the day along with individuals from the Rilmac Group.

Geoff Silver of ARCA gave a presentation on site standards and good practice. Geoff guided the workforce through a journey, from why standards matter, through good practice and potential downfalls, to how everything can and should work in practice. Rilmac is very focussed on safety and standards, and the opportunity to make further improvements was well received.

Speaking after the event Rilmac Insulation Ltd Managing Director, Michael Woods said, “This has been a fantastic day, and a great way to round

ARCA Members support I asbestos cancer patients £9,000 raised for

n September last year, the Association held another successful Charity Week with ARCA staff and many members taking part in different activities to raise funds for charity.

Mesothelioma UK is one of the charities that ARCA supports, raising funds to help people suffering from Mesothelioma, a cancer caused by exposure to asbestos.

The UK has the highest incidence of Mesothelioma in the world, and it continues to rise. Currently over 2,600 people are diagnosed each year, and whilst the treatment options are increasing, the disease remains incurable.

“Mesothelioma UK achieved some significant milestones last year, including funding for 18 clinical nurse specialists posted at NHS hospitals across the UK. It was great to be able to show our support again for this worthwhile charity,” commented Steve Sadley, Chief Executive of ARCA. “ARCA staff and members completed various activities during the Charity Week, and I was delighted to present the charity with a donation of £9,000.”

Operatives at A.R.C.S undertake NVQ R

ecently four asbestos removal operatives at A.R.C.S Environmental undertook NVQs while working on-site at Fareham Reach Industrial Estate in Gosport.

Due to the size of the Fareham Reach Industrial Estate the asbestos removal project has been managed in phases. The current phase started earlier this year and will span 14 weeks. As asbestos insulating boards are being removed from the underside of an apex roof and the corresponding walls, it involves working methodically through the buildings This project has required careful planning and A.R.C.S worked closely with the client, due to the size of the buildings, the void spaces and working at height. Also, there is a lot of site traffic to be managed, along with other trades working in close proximity. However, A.R.C.S Environmental saw the second phase of removal works as an opportunity for four operatives to undertake their NVQ Level 2 Diplomas.

Darren Keeble, Director of A.R.C.S Environmental Ltd, said, “The team has worked

very well on what is a complex site. The work was planned/ completed in phases, all with tight schedules as other trades need to follow us to finish the refurbishment.

Sites such as these are all about the planning. The more we engaged and communicated with the client, and the other trades involved, the better understanding we all had, enabling everyone involved to meet their target”.

“This proved to be a good site for the A.R.C.S’s operatives to undertake the NVQ assessments, as there was a varying amount of work that was accessible, and therefore provided a wide range of evidence collection opportunities,” commented Satish Patel, Training Manager for ARCA “All of the candidates, Christian Jones, James Bradfield, James Jackson and Ricky Thompson were professional and courteous, genuinely a credit to their company. Developing People in the Workplace This article is the third in a series covering the four core subject areas of the ARCA ILM qualification.

A regular contributor on Forbes website, Steve Olenski, gives us his world view on the subject of developing and retaining employees.

Covering the impact this can have on your organisation and the eight steps you can put in place to help overcome these problems.

F

inding great talent is hard, but what’s even more challenging is keeping the talent you have engaged so they will stay.

Unless you continually reinvest in developing your employees with successful on-boarding and ongoing training—helping them reach their full potential—they may leave and you will find yourself back at square one trying to procure more talent. This process can be a timeconsuming, stress-inducing cycle. Despite this knowledge, it doesn’t seem that organisations are making a lot of progress in this area.

In 2012, Gallup reported that only 30% of employees in the U.S., and just 13% of employees outside of the U.S., feel engaged with their companies. Now, just three years later, these figures have not improved in any significant way. Even though statistics show that it is worth a company’s effort and resources to develop employees in order to retain them, there is still a gap. According to the WASP small business report, 56% of businesses plan on hiring in the next 12 months while 82 % plan on developing employees more.

Research also suggests that having effective managers can improve employee engagement.

Organisations rely on talented and inspiring managers that have the ability to keep employees engaged and that help staff achieve strategic imperatives. But not everyone who is promoted to manager has these skills.

Gallup research also revealed that only one in 10 people have an existing talent to manage.

Others may possess a few manager-level qualities, such as making decisions, building relationships, creating clear accountability, being assertive, and motivating others. But, the qualities that are missing can make a huge difference in employee engagement.

Fortunately, most of these talents can be learned or strengthened according to Gallup.

It is therefore critical that an organisation have a plan in place that focuses on developing effective managers. The process of developing employees for greater roles and responsibilities accomplishes two goals: keeping employees engaged and energized about their future with the company and ensuring the organisation has a new generation of managers who are prepared to inspire and lead, which in turn increases levels of employee engagement.

training news Here are eight ways to develop employees, keep them engaged, and increase the probability they will remain with the organisation: 1. Create Individual Development Plans The first step in developing employees is to create a development plan. It is important to sit down with the employee and discuss individual interests and career goals. This conversation will help identify the development activities that individual should be undertaking. After all, not everyone shares the same goals or has the same perspective about what they want to achieve in their career. Still others may be unsure about what they want to do. The development plan should provide a roadmap for the employee that includes measurable goals and a realistic timeframe for achieving each goal. Taking time to discuss and add detail to the employee development plan or blueprint will increase the likelihood for a return-on-investment for all involved.

2. Provide Performance Metrics It is essential to set specific quantitative metrics to help an employee understand where they need to be or what they can realistically achieve. Then, as these performance metrics are met, the bar can be raised so the employee feels a continued sense of accomplishment. Before running a marathon, a runner first sets shorter goals and then works their way up, running further and further and building the muscles and power needed to eventually get them to that marathon goal. A manager works with the employee to decide where he or she is now in relation to achieving key performance objectives that will eventually lead them to where they want to be and need to be. Measuring progress also provides evidence of how these activities are working. Furthermore, performance metrics help drive accountability when paired with effective leadership.

3. Provide Opportunities Outside of Job Function Today’s organisations have become so compartmentalized that employees believe they can only operate within their department or function. However, to truly develop an employee for a larger role in the company, they need to understand how all aspects of the organisation work. Create opportunities for an employee to take on new responsibilities outside their job function. This cross-training will increase their

awareness and knowledge of the organisation and help them work more effectively with others because they have a new understanding of what other employees do for the company.

The additional responsibility will put them in new situations, add challenges, expand skill sets, and encourage them to think on their feet, which will also improve their chances for success in any future roles they take on. This type of development also creates energy and excitement in the workplace.

4. Give Constructive Feedback Feedback does not mean criticizing, chiding, or disapproving. Instead, it should be constructive in nature and include specific recommendations for further improvement and development. Feedback should also be delivered regularly and tied to data or examples such as the performance metrics or the individual development plan. Only using feedback for employee reviews can result in missed opportunities to guide an employee through the professional development process.

Employees want to know how they are doing.

If feedback is used as a tool for growth and recognition, and not a tool to knock the employee down, it will make a measurable difference.

5. Remove Barriers Many organisations are rigid in their organisational structure and processes, which can make it challenging to implement some cross-functional development and facilitate dynamic growth and high-performance training.

It’s up to leadership to bridge silos, knock down walls, and design a system that encourages a fluid approach to learning and working. Today’s generation of workers are used to change and enjoy open work environments that let them explore. Take the barriers away and watch people flourish.

6. Link to a Professional Network Help employees access additional contacts that can help them grow. Introduce them to other professionals that can serve as mentors or coaches, sign them up for professional industry associations, send them to training courses and workshops, and create and attend networking events. Getting them connected to a network offers a way to get additional support, advice, and information on how to grow professionally and personally. It also gives the organisation another ambassador for the business.

7. Outlay Resources From day one, an employee is an investment that the organisation is making and from which it expects a return. To get the most out of employees requires making further investments along the way. Although many of the tactics on this list do not necessarily require dollars to implement, resources are still being used in the form of time and focus. Other employee development activities, including training, online learning programs, and coaching are well worth the monetary resource investment dollar. Whatever the resource, this additional investment is necessary and valuable when it is thoughtfully aligned with the organisation’s strategic goals and the individual development plans designed around key talent.

8. Set the Example An employee will see the value of the development process when they see their current leadership continue to develop personally and professionally. By modelling this behaviour, leaders build credibility and the trust necessary to encourage employees to participate in development-building activities.

It shows employees that development is part of the organisation’s culture. It sends the message that it’s important for, and expected from, everyone in the organisation to be part of a continual improvement process that nurtures from within. If you want to compete with big brands, you have to emulate big brands.

These eight employee development tactics can be implemented within any size organisation and will work effectively to shape a company’s future leadership. Whether an organisation leverages a few or all of the tactics listed here, it is critical that each is used consistently, communicated clearly, and championed by leadership.
