am writing this piece the morning after Boris Johnson gave the first daily Coronavirus update press conference (17th March 2020). The PM has said everyone in the UK should avoid “non-essential” travel and contact with others to curb coronavirus - as the country’s death toll hit 55. He said people should work from home where possible as part of a range of stringent new measures. Pregnant women, people over the age of 70 and those with certain health conditions should consider the advice “particularly important”, he said. People in at-risk groups will be asked within days to stay home for 12 weeks. And more than 1,500 people have tested positive for the virus in the UK - but the actual number of cases is estimated to be between 35,000 and 50,000. By the time you read this article the situation is sure to have changed. I am sure everyone is beginning to see the potential challenges that we could face in the near future. The situation as its stands is already presenting significant challenges to the industry. ARCA is like every other business, in as much as our primary concern has to be the health of our staff, implementing good hygiene practices within our workplace such as regular handwashing and sanitising, ensuring staff that can work from home, do work from home, avoiding unnecessary travel and contact with people whilst still operating the business as normally as possible. The situation presents particular challenges to licensed contractors. There is already a shortage of coveralls as the majority are made in China. A combination of lack of supply and increased use by other professions is causing this. There are some ways to conserve stocks, such as always using direct connection when you can, and reusing overalls whenever possible and when circumstances allow. I have heard today that some are finding it difficult to get a face fit at their usual clinic as medical staff who usually carry out the tests are diverted to more immediate duties, which is totally understandable. These issues, and others, have been raised with the HSE in order to try and establish some common sense solutions where possible. Hopefully I will have provided some of the answers to our members by the time you read this.
As we have said on our website, as the situation develops, we may consider it appropriate to postpone or cancel further face to face meetings, or schedule conference calls or video conferences in their place. We may also need to postpone training courses or assessments. In either case we will endeavour to provide as much advance notice as possible. It is essential that anyone planning to visit our premises or training centres does not attend if they, or any close family relatives, have any of the symptoms of COVID 19 (a cough, a high temperature, shortness of breath) or have recently travelled back from any significantly affected country or area. Also, if you are in an at-risk group, including those more elderly and/or those with a relevant underlying health condition (including asthma) then we strongly recommend you do not visit our premises or training centres at the moment. If any of the above restrictions apply to you, and you cannot attend a training course or assessment as a result, please contact our office and we will rearrange your booking free of charge. Association retains ISO9001:2015 with clean report
A
fter gaining the latest ISO9001:2015 two years ago, the Association was audited in February and retained certification to this standard with no non-conformances or opportunities for improvement identified. Being an organisation delivering various services to members, the Association is proud to have been following the ISO9001 quality management system, and undertaking annual audits, for the last 15 years. The ARCA quality management system (QMS) describes the approach, procedures and processes to be followed in order to demonstrate the Association’s ability to consistently provide quality membership, training and auditing services. Also, the standard includes assessing leadership; the organisation’s goals and how these will be achieved, as well as risk-based thinking.

Asbestos Licence Renewal Information
A
n updated version of the Guidance for Asbestos Licence Renewal is now available on the ARCA website. This version includes the latest HSE letter content, which highlights that if the HSE need to contact you regarding a query with your application, it is important to respond. If you are not able to respond within 24 hours, HSE will pause your application until you are
able to provide the information required. Also, ARCA has made available the latest version of the HSE asbestos licence renewal application form (V7.1), together with a guide for completing this form. All Asbestos Licence Renewal Information can be found in the support section of the ARCA website.

ARCA Member Regional Meetings …

RCA has seen attendee numbers at member regional meetings increase by nearly 60% over the past eighteen months. Members see these meetings as an excellent forum for gaining information, asking questions and raising industry issues. ARCA membership is covered by holding meetings three times a year in six regions: South West & Wales, Midlands, North West, North East, South East and Scotland. “We hold these meetings to meet our members, and to provide a forum where we
can gain feedback regarding our services, as well as, gain industry wide issues which we can then feed into ALC meetings,” stated Steve Sadley, Chief Executive of ARCA. “Also, at the end of 2017 we began to issue Certificates of Attendance, which include the training/information provided at the meeting, which is intended to compliment individuals’ training records. This action has been met very positively.” Dates for the next round of regional meetings can be found on page 8.
Changes to NNLW and ASB5 forms L
ast month the HSE moved to a new system for ASB5 (Licensed Asbestos Notification) and the NNLW (Notifiable Non-Licensed Work) forms. The HSE has made some changes, particularly to the ASB5 form, which they hope will result in a much-improved service for licence holders. What’s New w A pdf copy of notifications will be available immediately on submission of the form, avoiding the need to wait for a copy of the notification to be emailed to the notifier. Notifiers must download this as they will no longer get an email copy sent to them. w Ability to amend the Site Address field on the ASB5 – useful if the wrong address has been input. w The NNLW form will have a new tick box for ONR (Office for Nuclear Regulation) in the section “which authority is responsible for inspecting the work”. w The text boxes now contain a counter and a progress bar. w Both forms will be available via new links on the HSE Website Forms page. Online CSCS Card Checker
CSCS smartcards can now be validated online providing proof that the card is genuine.
T
he Online Card Checker, ‘Go Smart’, allows individuals to validate both physical and virtual CSCS smartcards, including ARCA ARMI Skills Cards, securely online. This tool validates the cardholder’s identity and ensures they have the appropriate training and qualifications for the work they undertake. Available for IOS, Android and PC/laptop, ‘Go Smart’ can be used both online and offline, enabling CSCS smartcards to be read and checked even with no connectivity. Certain information on a CSCS smartcard is required, including the partner scheme, individual’s surname and registration number. When all the information has been inputted, the checker will verify the card, and if validated the CSCS smartcard information can be viewed on screen. HSE talk about the‌ Asbestos Licence Renewal Process W
ith the support of ARCA, HSE has implemented a new desk top asbestos licence assessment. This has been a significant change for both the industry and HSE. The aim of this improvement project was to reduce the need for every licence application to require a face to face inspection visit, which took a considerable amount of time and effort for licence holders and inspectors. We also aimed to reduce HSE administration time, resulting in a more consistent and timeously application to decision process. The new process has been in operation for eight months now and we continue to iterate and change following feedback from both contractors and ARCA. HSE conducted user research during the pilot phase and have taken comments and suggestions on board, making improvements to the guidance document and application form, increasing and improving communication and providing explanation on areas where licence holders felt it was needed. All licence holders will be asked to complete a feedback survey on the process once their application has completed, we would encourage all licence holders to complete this in order to ensure that the Licensing and Permissioning Unit are providing the service expected and that we are able to continuously improve the licensing processes. One example to demonstrate the iterative process would be the recent separation of the guidance from the licence renewal application form to make the process easier to understand for all concerned. We are now seeing more applications being submitted with the optimum quality and quantity of supporting evidence which improves the overall processing time and reduces the need for licence holders to send
in further or different evidence after the initial submission. Part of the change internally is to have a set process for when and how we communicate, using email and phone calls, ensuring all licence holders receive the best service and consistent communications. The aim of this is to ensure that licence holders are kept informed of their application status throughout. We hope that this will continue the positive relationships between HSE staff and licence holders. We have made significant changes to the process within HSE, which may not be immediately visible to licence holders, however will allow our staff to proactively manage the application process resulting in a faster, more efficient and more consistent way of working to the benefit of licence holders. Arguably the most contentious process change has been the target date for applications that may differ from the expiration of the licence, this is essential to ensure that applications can be processed and assessed before the current licence expires, with built in time if extra information or discussion is required. It is therefore very important that licence holders apply for a licence renewal around 10 weeks before the expiration of the licence, and the applicant nominates someone to be available throughout the licence renewal process, this allows HSE licence assessors to have a point of contact within the company to discuss issues or ask for more information, therefore avoiding delays in the assessment and being able to come to a licence decision. The renewal form has been reduced in size to make the process more manageable. ARCA have helpfully raised a concern regarding the time elapse between the licence renewal submission and the time scale that the licence
holder hears from the assessor. HSE have now changed the allocation process, whilst it will not be an immediate communication, we have ensured that communication is earlier and that contractors know who their assessor is as soon as it is possible to advise them. We endeavour to keep licence holders informed and updated throughout the process as to the stage and progression of their application. This change project is now complete and HSE are now ensuring all staff remain confident and comfortable with the processes and can ably assist licence holders, we will continue to measure the success of this improvement project and conduct benefits analysis in order that we continuously improve. There are no further major changes to the Asbestos Licence Application process expected as far as forecastable, should any further improvements be identified going forward, we expect these to be minor and mostly internal. HSE are confident that this process is now fit for purpose and future proof for both licence holders and HSE. HSE would like to thank ARCA and their members for the support that has been shown throughout this change process and we look forward to continuing to improve the service for all concerned.

wo Greater Manchester companies and their sole director have been fined after failing to manage asbestos safely during the refurbishment of a converted mill. Manchester Magistrates’ Court heard that Titan MCR limited was the principal contractor refurbishing an old Mill complex at Greenfield in Oldham, owned by the Greenfield Centre Limited. Mark Hirst is the sole director of both companies. An unannounced visit during a refurbishment campaign by the Health and Safety Executive (HSE) on 4 July 2018, found that no asbestos survey had been carried out prior to work commencing. A Prohibition Notice was subsequently issued preventing any access into the building until an asbestos assessment had been made. The HSE investigation found that chrysotile asbestos had previously been identified in concrete panels removed from the front of the building. Despite this, Mark Hirst and both companies allowed the work to continue without any asbestos assessments being carried out. An asbestos assessment following the HSE inspector’s visit found chrysotile throughout the site and the presence of amosite asbestos. An asbestos removal company was engaged to ensure that these were removed safely. The Greenfield Centre Limited of Two Acre Drive, Oldham pleaded guilty of breaching
Regulation 4(3) of the Control of Asbestos Regulations 2012 and was fined £10,000 and ordered to pay costs of £1758.41. Titan MCR Limited of Two Acre Drive, Oldham pleaded guilty to breaching Regulations 6, 11(a) and 16 of the Control of Asbestos Regulations 2012. The company was sentenced to £4,000 and ordered to pay costs of £1758.41. Company Director Mark Hirst of Two Acre Drive, Oldham pleaded guilty of breaching regulations 6, 11(a) and 16 of the Control of Asbestos Regulations 2012. He was fined £3,000 and ordered to pay costs of £1758.41. HSE inspector Rose Leese-Weller said after the hearing: “Mark Hirst and his two companies failed to identify the risks involved and put appropriate measures in place to prevent exposure to asbestos. This case highlights the importance of surveying a property for asbestos to prevent risk to anyone working in that building and to reduce the risk of exposure to asbestos. “When asbestos is disturbed, fibres are released into the air where they can be inhaled and may penetrate the lungs. This can cause serious diseases including mesothelioma, lung cancer and asbestosis. These diseases do not have an immediate effect, they often take a long time to develop, and are often fatal.”

ewnham College has been fined for failings that exposed employees and subcontractors to asbestos during refurbishment of a flat owned by the college. Cambridge Magistrates’ Court heard that in March 2018, employees of Newnham College and subcontractors were carrying out a refurbishment of a flat on Grange Road, Cambridge when asbestos insulation debris was discovered in the floor voids after work had been carried out in them. No asbestos refurbishment survey was carried out prior to insulation debris being found. One employee, who contaminated his gloves and clothing with loose asbestos debris, did not have

asbestos awareness training and spread asbestos from his clothing outside the flat. An investigation by the Health & Safety Executive (HSE) found that there was inadequate planning and management of the refurbishment work of a flat on Grange Road, Cambridge when asbestos insulation debris was discovered in the floor voids after work had been carried out in them. Newnham College of Sidgwick Avenue, Cambridge, pleaded guilty to breaching Regulations 5 and 16 of the Control of Asbestos Regulations 2012. It has been fined £12,000 and ordered to pay costs of £4,450.28.

n employer has been sentenced for failing to reduce the exposure and spread of asbestos when demolishing a large pig shed. Lincolnshire Magistrates’ Court heard that, in July and August 2018, whilst carrying out demolition and asbestos removal works at the former pig shed on Caenby Corner, Market Rasen, Lincolnshire, Barry Patchett, trading as BSN Demolition, had failed to remove asbestos containing materials (ACMs) prior to commencing the work. Consequently, the ACMs were needlessly broken up in significant quantities across the site, leading to the risk of spreading asbestos fibres. An investigation by the Health and Safety Executive (HSE) found that Mr Patchett had received the relevant training on how to remove non-licenced asbestos and had submitted a plan of work to the client which included removing the asbestos sheets manually before demolition,
which he chose not to follow. Mr Patchett also failed to have a copy of the plan of work on the premises for workers to follow at the time of the demolition. Mr Patchett of Firebeacon Farm, Wragholme, Louth pleaded guilty to contravening Regulations 7(2), 11(1) and 12 of the Control of Asbestos Regulations 2012, and was sentenced to 12 weeks imprisonment, suspended for one year, and ordered to pay costs of £1,000. Speaking after the hearing, HSE inspector Stuart Whitesmith said: “Asbestos related disease still kills around 5,000 workers each year. Asbestos is not just a problem of the past; it can be present today in any building or industrial process plant built or refurbished before the year 2000.” “In this case, Mr Patchett failed to follow basic safe working practices required by the Regulations.”

roperty owner Michael Cutmore and building contractors B and S BM Limited have both been sentenced after a refurbishment project of an old hotel was found to contain asbestos containing materials (ACMs) on site while work was still taking place. Truro Crown Court heard that during September 2017 a property in Island Crescent, Newquay was to be partially demolished and refurbished under the control of one of its owners, Michael Cutmore. The hotel had been left derelict for several years, allowing it to be subject to vandalism and squatting and had been soft-stripped by its owner. Asbestos surveys identified the presence of ACMs, but these were not managed appropriately nor removed prior to the work. Local building contractors, B and S BM Limited were appointed by the hotel’s
second co-owner to carry out works in half of the property while Mr Cutmore himself also stripped asbestos from within the former hotel. During a proactive inspection, the Health and Safety Executive (HSE) identified that the former hotel was being refurbished and partially demolished whilst ACMs remained in-situ. Some of these ACMs were licensable products (e.g. asbestos insulating board which contains amosite). Due to the extent of the spread of asbestos dust and debris throughout the building and the lack of adequate control measures, workers and visitors to the properties were at risk of exposure to asbestos fibres. B and S BM Limited of Prow Park, Newquay pleaded guilty to breaching Sections 2(1) and 3(1) of the Health and Safety at Work Act 1974. The company
was fined £22,000 and ordered to pay costs of £5,000. Michael Cutmore of Mount Wise, Newquay pleaded guilty to breaching S3(2) of the Health and Safety at Work Act 1974 and has been ordered to carry out 120 hours unpaid work and ordered to pay costs of £7,500. Speaking after the hearing HSE inspector Georgina Speake said, “Companies should be aware that HSE will not hesitate to take appropriate enforcement action against those that fall below the required standards. “The dangers associated with asbestos are well known and a wealth of advice and guidance is freely available from HSE and other organisations.”

Asbestos Surveys As a property owner or manager assessing the risk from any asbestos containing materials in a building and managing those risks is a legal duty. Action such as undertaking an asbestos survey, followed by creating an asbestos register and management plan, is covered in Regulation 4 of the Control of Asbestos Regulations 2012 (CAR 2012).

What type of Asbestos Survey is required? Before deciding on the type of survey, the client needs to be aware that the survey must provide sufficient information for: an asbestos register and plan to be prepared, a suitable risk assessment to be carried out and a written plan to manage the risks to be produced. Also, it is highly recommended that the client (the customer) agrees with the surveyor, before the survey is commissioned, what format the survey report should take, agree on any caveats and areas not to be surveyed. There are three types of asbestos surveys, each covering different aspects of asbestos management: w Management Survey w Refurbishment Survey w Demolition Survey
Management Survey The purpose of a management survey, known as the ‘standard’ survey, is to locate, as far as reasonably practicable, the presence and extent of any suspected asbestos containing materials (ACMs) in the building which could be damaged or disturbed during normal occupancy, including foreseeable maintenance and installation, and to assess their condition.
Refurbishment Survey If it is possible that the fabric of the building will be disturbed during refurbishment works, then the building requires a refurbishment survey. The survey should locate, as far as reasonably practicable, the presence and extent of any suspected ACMs in the areas that are to be refurbished. Therefore, the refurbishment job specification should be provided so that all the areas likely to be disturbed are surveyed prior to the work starting.
Demolition Survey If a building or part of a building is to be demolished, a demolition survey is required, so that all ACMs can be identified and then removed, prior to the demolition taking place. Demolition surveys are the most intrusive and licensed asbestos removal may have to take place to access all areas for surveying purposes.
Who should undertake an Asbestos Survey? Asbestos surveys can be carried out by inhouse personnel or a third party. However, the surveyor must be competent to carry out the work required, and it is the duty holders’ responsibility (as stated in ‘Asbestos: The survey guide’ HSG264) to ensure the surveyor is competent to carry out the type of survey required.

To be competent HSG264 states that the surveyor must: w have sufficient training, qualifications, knowledge, experience and ability to carry out their duties in relation to the survey and to recognise their limitations w have sufficient knowledge of the specific tasks to be undertaken and the risks which the work will entail w be able to demonstrate independence, impartiality and integrity w have an adequate quality management system w carry out the survey in accordance with recommended guidance When choosing a third party, clients should note that the Health and Safety Executive (HSE) do recommend United Kingdom Accreditation Service (UKAS) accreditation for surveying organisations, although this is not a legal requirement. Also, accreditation for individual surveyors is not available.
Survey Report – What should a client receive? A client should receive a comprehensible and usable report, that is, the information in the survey report should be easy for the client to extract and to use to prepare an asbestos register, e.g. by presenting the results in a manner or format that can be directly lifted or employed to form the asbestos register. It’s important to note that reports should contain the results of sample analysis. A report, for any type of survey should contain the following sections: w executive summary w introduction covering the scope of work w general site and survey information w survey results (including material assessment results) w conclusions and actions w bulk analysis results
A report should be completed in a written format and supplied either as a hard copy or as an electronic document, or both. Also, once a survey is completed the surveyor should return and meet the client to discuss the findings and to explain how the survey report should be used. For the client a survey report forms part of their overall management plan and should be able to fulfil the requirements of an asbestos register.

I
t is becoming increasingly popular in the asbestos industry to employ staff on short-term contracts or freelance work as opposed to having them on the pay roll, known as a ‘gig economy’. Although this has its benefits, it is becoming more complicated to understand the distinctions between Contractors, workers and Employees. Employing people on this basis can cause confusion between the different rights of an Employee and a Self-Employed Contractor, and there have been a number of legal cases whereby individuals have been fighting to be recognised as workers rather than Self-Employed Contractors. A ‘Self-Employed Contractor’ has fewer rights compared to a worker who has rights to benefits such as minimum pay, paid holidays and sick pay. An Employee also has further rights relating to wrongful or unfair dismissal.
Getting your insurance right is critical Whilst workers’ rights are an important concept to understand, of equal importance is how you ensure your business has the right insurance programme in place. To get the right insurance programme in place, you must consider who is covered by a standard UK Liability policy. The following list of workers are usually covered while working in connection with the business, for example anyone who is: a) under a contract of service or apprenticeship with the insured; b) borrowed by or hired to the insured; c) a labour master or supplied by a labour master; d) employed by labour only sub-contractors; e) self-employed; f) under a work experience or training scheme; The important point here is that both a standard employee (under a contract of service or apprenticeship) and a self-employed person are both included within the definition above. However, there is no insurance definition for “worker”. Under the Employment Rights Act 1996, a ‘worker’ is defined as: “An individual who has entered into or works under a contract of employment or any other contract whereby the individual undertakes to do or personally perform any work or services for another party to the contract whose status is not by virtue of the contract that of a client or customer”. In other words, a worker is doing work under a contract but not for their own client or customer, which would fall under the insurance Employee definition above. To ensure a worker is covered under your insurance it is important to determine whether they are a Labour Only Subcontractor (LOSC) or Bona-fide Subcontractor (BFSC). In insurance, an LOSC is regarded as an Employee where as a BFSC is not. In addition, it is important to consider if you are sourcing a labourer from a labour hire company. Sometimes it is difficult to differentiate between the three, but it is critically important to do so. Your Employers’ Liability premium will be based on your payroll, which will be the annual amount paid to all persons who fall within the insurance definition of ‘Employee’. Because Employees carry a risk, insurers will want to collect a premium to commensurate, so it is vital to know who are your LOSCs and include them in the wage roll figure.

Poor mental health is one of the biggest issues in the workplace today, causing over 70 million working days to be lost each year. There are many reasons why mental health has become such a huge issue in the workplace today, but one factor is that many cases go unrecognised until they become severe. Whilst many employers are now prepared to spot signs of physical illness, mental health problems can be more difficult to identify.

This may result in employees struggling in silence.

Questions with… What was your first job? I was a temp for Digital Computers trying to arrange for computer parts to be collected, that engineers had left behind when fixing pc’s across London.
How did you get into the asbestos industry? I decided temping wasn’t for me and sent off 200 CVs to environmental companies hoping to get into air or water pollution and had an interview at an asbestos consultancy …. probably a familiar story to a number of people in our industry.
What is your current role? I am one of two owner directors at Riverside Environmental Services Ltd, and with Chris Hansen, employ almost 90 staff providing a full range of Asbestos Services, as well as Legionella and Occupational Hygiene.
What achievement in this role are you most proud of? At Riverside we have a good staff retention and we do our best to make them feel valued.

What is the main challenge faced by the asbestos industry today? Finding good quality staff.
How could the asbestos surveying/analytical industry be improved? I think there are a lot of members of our industry that would benefit from more training and a better appreciation of both asbestos removal, as well as all aspects of the consultancy side. The Trailblazer Asbestos Analysts and Surveyors Apprenticeship scheme has been set up as a means to increase individual’s knowledge of all facets
of the industry, as it will cover three RSPH qualifications, as well as include training modules covering asbestos removal, plans of work and risk assessment. With this, and funding in place, we should see an improvement in the quality of labour in the industry.
How do you like spending your spare time? My main interest is cricket, watching and coaching. I wasn’t a good player but thoroughly enjoy the intricacies of the game, as well as appreciate the huge amount of skill required.
Who has inspired you in life and why? I’ve been fortunate to have met a number of people throughout my life who have inspired me to various extents, but my parents have provided the most significant impact with support and allowing me to make my own mistakes.

l Other Trades and Live Enclosures Asbestos removal contractors can often come across exceptional circumstances where they require the services of other trades. This publication discusses the actions other trades should take when there is a live enclosure on the removal site, in order to allow work activities to continue in a safe and effective manner.
l Personal Air Monitoring This guidance covers the legal requirements and the purpose of personal air monitoring, as well as how licensed asbestos removal contractors should plan, manage, collect and record personal monitoring data.
l Monitoring of Airborne Asbestos Fibre During work with asbestos it is often necessary to carry out air monitoring to assess the concentration of airborne asbestos fibre levels that have been generated by the removal/ remediation process. Windsor Waste Management achieves FORS Silver Accreditation W
indsor Waste Management is proud to have achieved Silver accreditation from the Fleet Operators Recognition Scheme (FORS). The aim of the scheme is to raise the level of quality in fleet operations and to demonstrate and set apart those operators which achieve exemplary levels of best practice in safety, efficiency and environmental best practice. Having successfully maintained Bronze accreditation for nearly 7 years, and with our commitment to continuous improvement, it was important for Windsor Waste Management to continue to raise standards in the safety and environmental efficiency of our operations and attain Silver accreditation. To achieve the FORS Silver Accreditation, Windsor Waste Management had to demonstrate that we could deliver our fleet operations to a high standard in a number of areas, including vehicle safety and maintenance, environmental performance, and driver training and communication. This has involved implementing a number of changes to processes and procedures to ensure we are able to more closely measure and monitor
performance particularly in relation to fuel use and emissions. As part of our ongoing programme to improve the safety of our fleet and as a requirement of the silver standard, our waste collection vehicles are fitted with four way CCTV camera technology and all vehicles over 3.5 tonnes are fitted with left turn audible warning systems. Hull native Lee has 14 years’ experience in the asbestos removal industry, working for some of the leading companies in the sector. He has been working as a contracts manager for six years and is looking to use his knowledge on Rilmac’s larger contracts. Lee was instrumental working on the ‘Legacy’ project on the island of Jersey which renewed the asbestos disposals facilities for the community. Jersey is an area Rilmac know well having also worked on the island.

t the Queen Alexandra Hospital in Portsmouth, ION environmental
was contracted to decontaminate and environmentally clean 65m of below

hodar has completed a 26-week project to remove asbestos containing materials and demolish the derelict Old Vic pub, which was situated on top of a live railway tunnel, above one of the South East’s busiest railway lines connecting the area with London. Having been derelict for over ten years, and with a considerable amount of weather damage compromising the internal structure, Rhodar was appointed as principal contractor directly by Network Rail and tasked with asbestos removal and the coordinated controlled demolition of the building. ION needed to overcome a number of challenges. One of these was the fact that the steam duct could only be accessed by personnel that had received specific training. Also, ION faced and solved dealing with high temperatures, of up to 45 degrees centigrade within the steam duct, and having to safely deliver works within a live hospital environment, without causing any disruption. ION assigned team members that possessed numerous years of experience working with similar complex conditions and confined spaces. Additionally, they installed a tripod and winch system to enable operatives to be able to safely enter the duct. Prior to each shift, ION

Air Performance of Negative Pressure Units Report on flow measurement at system inlet using the skirt of BS 8520-2
M
easurements of the air performance of Negative Pressure Units (NPU) have been undertaken by ebm-papst UK during product development with their client Enviro-vac. A significant deviation of the measured value was observed between the method used by the asbestos removal industry and the standard used by the fan industry. The value determined by BS 8520-2, the method currently used by the asbestos removal industry, was found to be 30 to 40% higher than the value determined by other methods. The fan and other industries use methodologies described in BS EN ISO 5801. It is recognised that this can be an expensive methodology requiring the need for large standardised facilities. The BS 8520-2 methodology is a simple approach using low cost vane anemometer, but there are variability issues with the use of handheld anemometers. An investigation was undertaken to find an alternative reliable, accurate and low cost method that gives results similar to that of ISO 5801. The alternative also needs to be one that can be used on site to check the NPU before use. The first investigation utilised the same skirt as used in the BS 8520-2 method, but following some of the methodology described in ISO 5801. The results demonstrated that the same value can be measured, within a few percent variation, when the NPU is set at its highest flow setting. But at reduced volume flows there are inaccuracies leading to deviations of 6.3% at 75% volume flow and 17% at 50% volume flow. A second investigation made use of a smaller round duct instead of the skirt. The inlet of a NPU is typically a round inlet connection and a round duct of similar length to the skirt was attached. A method using this approach was found to give the same volume flow measurements as

measured using the ISO 5801 method. Only a few percentage deviation was found at full speed and at settings as low as 25% of full flow. The second method is a simple solution, easy to apply and of similar cost to the method described in BS 8520-2. In addition it gives a true value of the operation of the NPU when the inlet cover is fitted. It is recommend that further investigation is undertaken to standardise the position of measuring points and defining values of constants for each diameter of duct used by Negative Pressure Units.
Background Measurements of the air performance of Negative Pressure Units (NPU) have been undertaken by ebm-papst UK during product development with their client Enviro-vac. The performance on an NPU is determined using standard BS 8520-2:2009 - Equipment used in the removal of asbestos containing material. The performance of fans, and other air moving units, is determined using standard BS EN ISO 5801:2017 - Fans – Performance testing using standardised airways. The value determined by BS 8520-2 is 30 to 40% high than the value determined using ISO 5801. Other common methods are shown to provide a similar value to that obtained by ISO 5801. This has been demonstrated to the Health & Safety Executive (HSE) and the trade association, ARCA. It is recognised that the ISO 5801 is an expensive methodology requiring the need for large standardised facilities. there are variability issues with the use of handheld anemometers.. There is a method that uses the same principles as ISO 5801. It is a method used in the building service industry to determine the volume flow of a ducted system. That method is flow measurement at the system intake as described in the Fan Application Guide – TM42:2006 (TM42) (1). It is described as ‘measurement by static suction’ in the entry part of the system. The method is based on the same principle of the in-line flow meters described in ISO 5801, for example the conical inlet, see A2.2.1 of TM42. It uses the drop in static pressure that occurs at an inlet when air accelerates at the inlet. The effect is applied in Bernoulli’s Theorem. A pressure measurement is taken at a short distance from the inlet. This pressure reading can be used to determine the velocity of the flow, and hence the volume of the flow.

The conical inlets described in ISO 5801 are finely defined and made to a close tolerance. If a lower level accuracy is acceptable then the same principle can be applied to a plain duct inlet using an appropriate entry coefficient; measurement by static suction. The first investigation used the skirt described in BS 8520-2 as an alternative to

a conical inlet, see figure 2, and applied the measurement by static suction as described in A2.2 of TM42. A pressure tap was fitted a short distance from the inlet and pressure reading taken, see figure 3. The second investigation used a short length of 400 mm diameter duct fitted to the inlet of the NPU, see figure 4, and applied the measurement by static suction as described in A2.2 of TM42. A ring of pressure tappings was fitted a short distance from the inlet and pressure reading taken, see figure 5.
Method The method is the measurement by static suction in the entry part of the system as described in A2.2.1 of TM42. Volume flow is determine using equation A2.1 of TM42 multipled by 3600 to convert to m3/h; qv= 1.291 × A × a ps × 3600 Where, qv is volume flow (m3/h)

Discussion and observations Reference table 1 and the 100% full speed setting. The full speed volume flow measurement of 3,521 m3/h measured using the measurement by static suction method compares well to the value of 3,485 m3/h determined using ISO 5801 method, a variation of 1%. But at 75% setting the variation is 6.3%, at 50% speed the variation is large at 17% and no value could be measured at 25% speed. The effect of a change in entry coefficient from 0.72 to 0.73 is small. The effect of a variation of inlet area of the skirt is small. Reference table 2 the results of the second investigation are good. The arrangement used a short length of 400 mm diameter duct on the inlet of
the NPU with a ring of pressure taps at 400 mm from the inlet of the duct. The measurement by static suction was used to measure a pressure and calculate the volume flow through the duct. The results show just 1.3% deviation to the measurement undertaken on the ISO 5801 test method. The method requires the use of four pressure taps joined together to provide an average pressure reading. The distance from the inlet is equivalent to the diameter of the duct. The pressure reading is measured with an accurate hand held pressure meter with the value apply to a standard equation. The coefficient of entry is determined based on the dynamic and static pressure readings
Recommendations The test shows that a simple short length of round duct, with a few pressure tappings set at a diameter length from the inlet will provide a volume flow measurement that aligns with the international ISO 5801 method and other methods. With a 400 mm diameter duct with tapings set at 400 mm from the inlet, an entry coefficient of 0.65 gives very close alignment with other common methods. The second method is a simple solution, easy to apply and of similar cost to the method described in BS 8520-2. In addition it gives a true value of the operation of the NPU of when the inlet cover is fitted. It is recommend that further investigation is undertaken to standardise the position of measuring points and defining values of coefficient of entry for each diameter of duct used by Negative Pressure Units. Powerful Ways to Empower Your Employees
I
f you manage other people, the first thing you need to understand is that your success depends on their success. The more you empower your employees, the more they will grow and thrive. Here are ten specific ways to do this:
Give employees boundaries Contrary to conventional wisdom, boundaries don’t restrict team members; they empower them. Define the boundaries within which an employee can make his or her own decisions. In doing so, you give them freedom to act. For example, allow employees to work within boundaries, there isn’t always the room for complete freedom, but agreed boundaries with yourself and employees is incredibly empowering. Changes to Plans of Work (POW) on site do occur, but ensuring the supervisor knows what changes they can make and what they can’t, is important, as is asking for their suggestions.
Listen intently Too many managers try to get employees to say what they want to hear. “Tell me we will hit our sales target.” It is far wiser to listen carefully for the truth... and then change your behaviour in response to that truth. For example, if there are changes to be made on-site, listen for the ‘why ‘. Employees may just have a method of working which will be better, cost less and save time.
Believe in your employees The best managers get outstanding performance from ordinary human beings. If you wait for a team of superstars, you will be waiting forever. Discover what each person does best. Find better ways for people to support each other. Bring people together to support and encourage each other. Then believe 100% in these partnerships and collaborations.
Forgive mistakes If your team isn’t making mistakes, then you aren’t reaching high enough. But if you punish mistakes, you will encourage overly conservative behaviour. Establish clear differences between acceptable mistakes versus mission-critical offences. Remember in the asbestos removal industry, veering off the POW can have serious consequences, but reviewing performance from a recently completed POW and discussing how to apply future improvements is an essential method of improvement. If you can learn from your mistakes, that’s now called experience.
Provide growth paths Everything in life -- including people -changes. If you don’t give people room to grow, you will force them to either leave your business or grow stagnant. Even if it is inconvenient for you or your business, you must provide robust ways for your employees to grow.
Praise effort Don’t focus on talent; focus on effort. Over the long run, effort is far more important than talent. Also, by praising effort you will encourage people to learn and grow, rather than to simply stay focused on the one or two things that come easy to them. Those team members on site or in the office all have talents, and are better and stronger in some areas than others. For example, get the operative who doesn’t sheet up very well to start working with those who do. This will improve the speed and consistency of the ones who can’t sheet up to those who are naturally better at sheeting. Once they can sheet to a standard, consistently, these are the ones who will contribute more in the long term with their effort.
Ask powerful questions Instead of making rash demands or constantly telling employees how to do something, try talking less and observing more. Then, when you start to understand what’s happening, express your observation in the form of a powerful question. Remember this question and wait as long as necessary for a good answer. For example: “If we could re-do this job, from beginning to end, what would we do differently?”

Recognise that building trust takes hard work Be honest and supportive Be quiet sometimes Be consistent Model the behaviour you seek Build in accountability (including yourself )
Give employees time You can’t always give each employee as much money as they would like, but you generally can give them time. This includes time to learn, time to experiment, and time to manage their personal affairs. Time produces better results.
Set your own ego aside Too many bosses want to be the smartest person in the room, but if this is always true you have utterly failed as a leader and manager. Avoid pontification and bluster. Talk less and listen more. Celebrate your team members, not yourself.

ARCA supported CITB in making an asbestos awareness video A
RCA supported CITB in the creation of a short video, with the aim to increase awareness of the dangers of asbestos to construction workers. CITB commissioned ‘On the Tools’ to produce a video, as many construction workers are not aware of what asbestos is, where it can be found or the dangers. The Association was keen to support CITB in this task, so improving plumbers, electricians, joiners and other construction worker’s understanding of asbestos and the risks. CITB, ‘On the Tools’, (online construction community), and ARCA member, Northern Insulation Contractors (UK) Limited (NIC) visited ARCA’s Head Office in Burton to

NVQs require effective planning ARCA can provide an efficient assessment process Asbestos removal operatives and supervisors can gain an NVQ in the shortest possible time when the assessment process is planned well in advance, especially as a candidate can need up to three assessment sites and dates scheduled. By discussing appropriate sites and timings, ARCA will be able to provide members with the best possible assessment plan for a Level 2 and Level 3 NVQ. Also, members can plan by prioritising candidates based on their CSCS card requirements or card expiry. “It is important for members to plan well in advance, as we need a number of suitable asbestos removal sites to assess a candidate and construct a portfolio of evidence that covers all the necessary criteria,” commented Satish Patel, Training Manager for ARCA. “More members are now effectively planning all NVQs with us, so that candidates are able to complete their NVQ assessments in the most efficient and cost-effective way.”
