PRESIDENT’S REPORT Happy November plumbers & tradespeople! Fellow professionals and plumbers, I hope everyone is adjusting to the cold weather well! Make sure you keep stock of basic material we use for heating issue services, freezes, and other issues that arise during colder seasons. Be sure to reach out to your clients to schedule their yearly start-ups and services.

Our lobbyist, Sam Weinstein, along with the PPAG, Steve Rodzinak and Thomas Pitcherello are still diligently working to address concerns with our legislation regarding the water heater bill, mandating time windows for inspections (item no. 5130), and to establish an approved SLMP apprenticeship program. The paperwork process is in the works with the D.O.L. for the New Jersey State league approved apprenticeship program.

Please do your part in combatting unlicensed contractors, please create a record and report the grievance to the Division of Consumer Affairs (DCA) as well as to the State League along with any available supporting photos/ documentation. The board will get all completed complaints filed on behalf of members. You can find links for more information from consumer affairs on our website.

You can still access all other information regarding the league, events, classes, and more. Be sure to check out all the great resources on the site & RSVP to events.

Our November class will be held on the 20th & hosted by Resido/Honeywell & Venco Sales, touching on many aspects of their hydronic systems. All classes are free for State League members and employees, so I hope many of you take advantage of this opportunity to gain knowledge and experience. Ronnie Barbarulo, Steve Rodzniak, Dan O’gorman, Vinny Tinervia Mark Bleiweis and myself work to provide these courses monthly from (from Sep. to May). I thank them for their assistance. First Year Vice President Report Happy holidays to you all. May the good Lord bless you and your family always! I took the drive down the parkway to see my good friend Sergio and all his members at Northern Ocean. To my surprise our president Steve Bouer and 2nd VP Vincent Tanervia were there. Also Young Mike from certified public adjusters and the one and only Mr Anthony Lamorga of 4sure restoration company. Along with a couple of other vendors. We had a great discussion on what we're trying to get done at the head table and a nice meal. Thanks again! At the Somerset meeting a few months ago I had mentioned to past president and a great guy Mr Doug Loranger about trying to get tickets to the NY Giants and my team the Green Bay Packers. Within seconds Doug made a call and wala 6 tickets appeared. I was so blessed to be with Doug his son and ball busting brother And my co-pilot James F Becker we were invited to an unbelievable tailgate party with Maloney and Curcio company. Food drink and a great time. And yes the Packers won! Which made my trip upstate NY so much sweeter to sit in the woods and hunt nothing once again. I've had the great fortune of meeting so many good guys working my way up the "ladder" lots of fun and laughs. Come out to meeting and come say hello,I would love to meet and talk to you. Second Year Vice President Report Hello Brother Plumbers, I went to the Bradford White factory in Michigan a few weeks ago. It was a very interesting tour . After the tour we had a discussion about anode rods , this turned out to be a very interesting learning experience and I learned that there are several different types of anode rods and they are used for different types of water conditions..If you never have been to the factory ask your sales person to take you.

“Skirts” By Dimitri Checkur Back in the Day, I had a friend Joe who was always telling us to “Take off the Skirt!” He watched too much MTV. Skirts were everywhere…Cyndi Lauper, those five Girls in Robert Palmer’s “Addicted to Love” video, Boy George. Everywhere. Joe was always demanding that we ‘Man Up’, so if we left a party to go study, wimped out on skiing down a treacherous Black Diamond, or passed on a pub crawl in the Bronx, we were taunted with, “Take off the Skirt!”

Now that I’m older, I look at Skirts differently. For starters, if Joe hadn’t slept through class, he might have learned that some of the toughest Men in history wore skirts. Medieval Knights, Scottish Warriors, and Spartan Legions all loved them. I live in Sparta…but I still haven’t gotten’ the nerve to wear a Skirt to work yet. Fighters felt that the garment was comfortable, fashionable and allowed for Freedom of Movement. Perfect for War and Peace. In fact, up until the French Revolution, Men wore Skirts casually too. Then those radical Revolutionists guilted everyone into wearing Trousers. It sounds crazy, but they thought Pants were a symbol of Equality. Pants! I thought Equality was a symbol of Equality. Anyway, our last holdouts were Boys under five (about a Hundred Years ago) when transitioning from skirts to slacks was called ‘Breeching’. Don’t even get me started on Transitioning. Let’s just say, most Guys only wear Pants these days.

The one downside to wearing a Skirt while Plumbing, besides everyone Whistling, would be the ‘Solder down the Sock’ thing. This would probably lead to Squealing, and louder Whistling. Then again, it’s the 20’s…and since we’ve all lost our Torches, it might be time for Plumbers to un-Breech again! Thank you Press Technology. We’ll see how it all goes.

There are still three times that we come across a Skirt in our Trade. The first Skirt in Plumbing is a Skirted Fixture. Some Water Closets have that smooth, rounded design which allows for ease of cleaning and better sanitation. Now, I know they can be a ‘wee bit’ annoying to set, service and access bolts…but think of all that time you just saved pressing in the water supply! We also have Skirted Sinks to protect both People and Pipes beneath the base. The cheaper version of these is that hangin’ loin cloth thing in front of a cabinet you see once in a Blue Moon. I know this Skirt kind of looks like a puppet show, but it’s great for tiny Kitchens and Baths. When you can’t open doors, or today’s cheap cabinets have already come unhinged, you still have a way to hide the revolting cleaning-products mess we must carefully remove, and gently cram back in, when we fix P-Traps. Once again, Skirts; an inexpensive option, allowing for freedom of movement for everyone!

The second Skirt in our Profession has even more movement…it’s called ‘Skirting the Code.’ This is normally a 10% Owner who lives in France, or an unlicensed Moonlighter. Sadly, sometimes it’s one of our own. I recently had a Seasoned Plumber who had no intention of protecting his Plumbing from Freezing beneath a Skirted Trailer. His explanation was, “That’s what the Skirt is for…WIND! Wind causes Freezing.” He was full of hot air. After much discussion, he reluctantly agreed to protect the Potable Piping, but not the Drain. “Moving water CAN’T freeze,” he stammered. I said, “In Sussex County, we’ve hit Negative 8 Deg. twice, without Wind Chill.” NSPC 2.16 a.5. “All DRAIN PIPING and water piping in exterior walls, attics, and other areas exposed to outdoor temperatures shall be protected from freezing.” Don’t put too much faith in a guy who puts his faith in a Trailer that wears a Skirt.

Finally, the third Skirt in our Trade allows for the most freedom of movement. It’s called ‘Skirting reality.’ Sometimes a Plumber has huffed the entire can of Shower Pan Glue. I inspected a Shower Liner this week in a center-hall Bath, and asked the Plumber if the floor beneath was ‘sloped’ to the shower drain outlet. NSPC 7.10.6 f. The Plumber confidently said, “Yes!!” (his first Skirt, which was already bulging). I turned my head horizontally and replied, “I only asked, because it kinda looks level to me.” He sized me up…then proudly announced, “No! YOU can’t see it, but the house is pitched!” Now that’s a big Skirt! It could fit Alice from Dallas. Sure, it was a brand new house, but I was left speechless by just how far a Builder would go to help the Plumber pitch a Pan. It took a moment to gather myself before I mumbled, “Well…Let ‘er Drain!” Well… one end Drained completely; the other end held about 1/4” of Water. He had tried to ‘Skirt reality’. I’m not allowed to be the Design Professional, but I had to help a Brother out. We’re Plumbers, so I Skirted reality with Him! I calmly said, “Please forgive me. It’s my first time inspecting a Pitched House, architecturally designed around a shower drain. It’s the Excavator’s Fault! That Son-of-a-Breech never even read the Plans. Tell him he can just lift up the left side of the Building which is 7” too low. A good Rule of thumb for a Crane is six times the House’s weight in Tons.

For a 50-Ton House, he’ll probably need a 300-Ton Crane. Simple, right? Next Week, the whole house will once again be gently ‘sloped to the center shower drain outlet’ from both ends. Don’t even reschedule. When I drive by and see the Traffic Detail gone, and guys are filling in the huge ruts where the Crane sank, I’ll know you’re pan is perfectly pitched, and stop in to Pass it.”

In closing, it’s been a great year. The NJSLMP Holiday Party is December 6th. Come down to AC, where we can all tell stories, and dance the night away on a level Ballroom Floor. In writing this short story, I’ve even discovered something you could wear. They now make a Contractor’s Skirt! It’s a short, Denim number with extra Pockets and a Hammer Loop. If you don’t wear Skirts, don’t look it up…it kind of ruined my memory of Marylin Monroe with Mechanical Air blowin’ up her Skirt! It’s very unsettling. If you do decide to purchase one, and wear it to our Party, it might be a good idea to bring a pair of Trousers also. Long live Breeching! I know I’ve also been adding things to my Coffin wish list lately in Pipeline articles; so please bury me with that Road Closure Request Form to Slope a Shower Drain as well. Happy Holidays!

Plumbing Inspectors Report — November 2025 On October 9th, at Pebble Creek Golf Course in Colts Neck, NJ, We hosted our annual golf outing. We had 144 golfers in attendace and over 60 hole and event sponsors. It was agreat day of fun and laughter. I want to thank all that played golf, brought golfers and sponsored holes. This goes towards our scholarship fund.. I also want to thank my committee, which included: Ray Keeley, Dave Bishop, Frank Speranza, Gary Junkcroft and Dimitri Checkur. Our outing next year is on October 8th. Infromation to follow in January.

The 2024 codes are in the registry for 60 day comment as we speak. After 60 days it will go back to advisory board, then hopefully to the governer for adoption by January. If adopted, you have a 6 month grace period to use either the 2021 code or th3 adopted 2024 code.

American Standard Research I wanted to tell you about my trip to American Standard research in Piscataway, with my students on October 21. I want to thank Vince Arnese, Chris DeMarco from IAPMO and Ben Rifkin for a great educational night.

My students enjoyed it so much and learned so much. They fed us and taught us how things are designed and made. It was a great evening. They are willing to host any association, or come to any association to teach what you want.

New Members Hello everyone, sorry I am not at the meeting tonight. "Other obligations".

Mr. President, I believe Tony Cacciotti and his new Chapter of Mercer County should either have a motion made or a vote on their acceptance to the NJSLMP. As I recall, when Nothern Ocean emerged, they formed the chapter and their Board met the requirements.

They were vote in I believe was the head table only vote passed. I further asked the President of Monmouth when they formed, and he recalls they formed their Association and believed they were voted in and received a certificate from NJSLMP signed by the President and Secretary at the time. As was sent to our Secretary Gary Italiano.

In my opinion, you should vote them in as a Local Association.

P.S. This is a good thing for our Association as a whole for bringing growth and prosperity of new members.

Annual Inspection. Chimneys, fireplaces, and vents shall be inspected at least once a year in accordance with the requirements of section 15.2.

Damaged or Deteriorated Liners. If the flue liner in a chimney has softened, cracked, or otherwise deteriorated so that it no longer has the continued ability to contain the products of combustion (i.e., heat, moisture, creosote, NFPA 211: 14.9* and flue gases), the liner shall either be removed and replaced, repaired, or relined with a listed liner system or other approved material that will resist corrosion, softening, or cracking from flue gases at temperatures appropriate to the class of chimney service.

Size. The chimney or vent shall be resized as necessary to control flue gas condensation in the interior of the NFPA M1801.3.1 chimney or vent and to provide the appliance, or appliances served, with the required draft. For the venting of

oil-fired appliances to masonry chimneys, the resizing shall be done in accordance with NPFA 31.

From the Code Corner There have been several questions regarding the requirement to submit a Chimney Verification Form (UCC F-370) when applying for a permit to replace fuel-fired equipment under minor work or emergency work. Below is a summary of the relevant Uniform Construction Code (UCC) provisions.

Definition of Minor Work “Minor work” means construction work performed in existing structures that: • Requires no plan review, • Does not alter any structural members of a building, and • Meets the definition set forth in N.J.A.C. 5:23-2.17A. UCC 5:23-2.8 — Installation of Equipment (a) When the installation, extension, or alteration of mechanical equipment, refrigeration, air conditioning, ventilating systems, plumbing, gas piping, electric wiring, or heating systems is regulated by this chapter, it is unlawful to use the equipment until a Certificate of Occupancy or Certificate of Approval has been issued by the construction official.

Exception: Replacement of equipment performed under minor or emergency work may be put into use before the Certificate of Approval is issued.

UCC 5:23-2.20(d) — Chimney Verification Instead of requiring removal of the chimney vent connector to inspect the chimney or vent (as per 5:232.18), the construction official shall accept a: Chimney Verification for Replacement of Fuel-Fired Equipment (Form F-370) This form must be: • Signed by the installing contractor, and • Not completed by the homeowner. Homeowner verification is not accepted.

Section (d)1: When using Form F-370 for minor or emergency work, the applicant must provide the form at the time of permit application.

What type of Liner can be used for gas-fired appliances, solid-fuel appliances, or oil-fired appliances?

1. Gas-Fired Appliances (Natural Gas or Propane) Liner must be listed and approved for gas venting.  Acceptable liners: • Stainless steel (UL 1777 gas-rated) – 316L – 316Ti – AL29-4C (required for appliances that produce significant condensate)

From the Code Corner, Continued • Listed aluminum liner (ONLY for gas — never for oil or solid fuel) • Type B gas vent (if chimney construction allows) • Existing clay/tile liner (only if intact and correctly sized)  Not acceptable: • Aluminum for oil or solid-fuel use • Unlisted or nonmetallic liners • Improperly sized clay/tile 2. Oil-Fired Appliances (Oil Boilers, Furnaces, Water Heaters) Oil produces hotter and more corrosive flue gases.  Acceptable liners: • Stainless steel 316L or 316Ti (UL 1777, oil-rated) • Cast-in-place (refractory) liners listed for oil appliances  Not acceptable: • Aluminum (fails rapidly in oil flue gas) • Gas-only liners • Any liner without a listing for oil-fired use 3. Solid-Fuel Appliances (Wood Stoves, Wood Inserts, Fireplaces) These require the highest-temperature rating.  Acceptable liners: • Stainless steel, UL 1777 HT (High Temperature), meeting the 2100°F test: – 304 – 316 – 316L – 316Ti • Cast-in-place (refractory) liners listed for solid fuel • Existing clay/tile liner (only if structurally sound and properly sized)  Not acceptable: • Aluminum • Gas-rated-only liners • Stainless liners not labeled HT for solid fuel FAQ: Is a Chimney Verification Form Needed When Installing a Chimney Liner?

Yes. In New Jersey, you must submit Form F-370 when installing a chimney liner, even if you are not replacing the fuel-fired equipment connected to the chimney.

The liner installation still triggers the requirement for chimney compliance verification under UCC 5:232.20(d).
