PRESIDENT’S REPORT We certainly have had some severe cold fronts come through this winter! I hope everyone has been enjoying this better weather as it’s finally getting a bit warmer out. Hopefully some of you even got to enjoy the snow we got but I am sure everyone is excited for Spring. As we approach the season of rain showers, stay stocked with supplies to service and replace sump pumps and other systems. Continue to keep the winter preparedness on hand to be ready for any surprise cold days & of course remember that being ahead of the issue is the best way to stay on top of it all!

If you haven’t already stopped by; on the third Thursday of each month, 6pm-8:30 pm we host free educational classes! Classes are only one night a month from September-May. The March class will be hosted by Howard Miller representing Althern with Utica Boilers. Come and check out the latest products offered by Utica Boiler company from this excellent instructor on March 19th 2026 from 6:00 to 8:30 pm at the Bouer PHC office: 1100 US Highway 9, Howell 07731. As always, a great thanks to Our VPs Vincent Tinervia & Mark Bleiweis along with our members for their effort and continued support with making these classes happen.

An update in reference to the State approval by the Department of Labor for our Approved Apprenticeship Program. We are working on creating the budget and schedule for this program. More updates soon to come! Also an Advisory board meeting was held on February 26th 2026 to discuss membership benefits, leadership involvement, and organization transparency. The meeting was well attended (17 members) and the group is now working on a flyer showcasing benefits of our membership to bring in new members. There is also work towards using a marketing campaign to increase visibility to get more tradespeople involved with the league.

By the end of the year, we expect most towns to be implementing the updated electronic filing/inspection system.

Hopefully we see a rather smooth transition & will continue to provide updates as we know more. The league has been continuing efforts towards license enforcement throughout the state. To do your part in combatting unlicensed contractors, please create a record and report the grievance to the Division of Consumer Affairs (DCA) as well as to the State League along with any available supporting photos/documentation. The board will file all completed complaints on behalf of members. You can find links & more information for DCA on our site.

First Year Vice President Report Thanks to Atlantic plumbing supply. They have helped me on the membership committee with an ad at all there store asking all plumbers if there interested in joining us. In the near future they will show in stores that are closest to that association when and where they next meeting will be held. As always please reach out to me if I can help in any way. Thanks to my good friends at Somerset association. I attended there meeting hosted by Atlantic plumbing supply. The 2 gentleman were very helpful in telling us of the products the sell. Once again thank you to Joe, joe111 and Bob for there hospitality as always. I also went to see our members at Hawthorne association. They are not very happy with the state League as are a couple of other associations . They want to know what there getting for there dues. There not happy with the direction of our representation in Trenton and other items. I did tell them that a lot of things are done that most members don't know about. Steve Rodzniak and Vinny Tinervia attend meetings in Trenton and other locations in our behalf. I'm working with some senior members of the state League to give Hawthorne and the rest of you a decisive answer SOON. The last thing we can afford is negativity in our league! You have my word I will have an answer. As always each vice president is assigned to certain associations. If you haven't heard from anyone PLEASE let me know. Mr Steve Bauer our president and I will attend your meeting before June's convention.

Second Year Vice President Report Hello Brother Plumbers, I hope everyone survived the Alaskan weather that we had for a few weeks .

For those of you that don’t know what goes on after the meetings and almost every day of the week, There’s a man that looks at new proposed legislation in New Jersey to see what will be a conflict with the Master plumber’s interests and the State League. As of February there was over 6,000 new pieces of legislation that needed to be looked at. This is a lot of work to read through and decipher what each proposed bill is about. This person has a full time job as a code official and is chairman of several committees in the State League, and a Integral part of this association. This person is Steven RODZINAK. I did not know how much work he puts in to this association until I was 4th VP and had to get involved with the different committees. Any time someone asks him to be at a special meeting or has a problem, he is always there. I thought he should be recognized for what he does for this organization.

Remember from the President of the state league down to a committee chairman, we are all plumbers and we take on these positions to better our industry and this Association. We all have families and our jobs to deal with every day,but we also take time to to fulfill our responsibilities to the New Jersey State League Of Master Plumbers to the best of our abilities.

June is around the corner. There’s always open positions available for anyone that wants to help our association.

Fourth Year Vice President Report Hello Members of the New Jersey State League of Master Plumbers, We held our recent meeting this past Thursday at Carlucci’s Waterfront, and it was a tremendous success with a great turnout of members. Thank you to everyone who attended and participated.

During the meeting, Sam Weinstein was present to review the agenda and priorities for the upcoming year. It was an informative discussion that highlighted several important issues affecting our industry.

If you have not attended a meeting in some time, I strongly encourage you to do so. Attending meetings serves two very important purposes: 1. Supporting the State League of Master Plumbers and the brotherhood of our trade.

2. Staying informed about the current issues affecting our industry.

One of the major topics discussed was the growing concern of unlicensed individuals performing plumbing work in various municipalities throughout the state. As licensed professionals who have worked hard to earn and maintain our credentials, we must come together as a brotherhood to protect our licenses and uphold the integrity of our trade. This issue requires unity and cooperation from all of us.

Another important reminder discussed at the meeting was the preparation of resolutions. Please make sure your resolutions are properly prepared before the first meeting in March.

Barry Ward, who serves as Chairman of the Resolution Committee, will be available to assist you through the process. However, please be respectful of his time and avoid waiting until the last minute. Each local association should follow the proper procedures when preparing resolutions.

We also discussed our Annual Convention, which will take place June 26th and June 27th. I am proud to share that all New Jersey State League members in good standing will be able to attend at no cost. Employees, spouses, and family members are welcome to attend for an additional fee.

Please remember that badges are required. Without a badge, you will not be permitted to attend the convention breakfasts, lunches, or dinners. The Convention Committee, along with myself as Chair, has worked very hard to organize and provide this event for our members.

This marks the third year that I have had the honor of running the convention with our committee, and we are proud to continue offering this opportunity to our membership. This level of access and support for our members has never been done before, and we intend to continue building upon it in the future. However, we need your continued participation and support.

The convention is a valuable opportunity to: Speak with vendors, grow your business, learn about new products and technologies, & expand your knowledge of our industry If you have any questions regarding the meeting, resolutions, or the upcoming convention, please feel free to contact me. RESOLUTION 1 - 2026 Whereas the NJSLMP bylaws do not specifically state when reports are due, we propose adding this Paragraph F to Ar�cle 2 as wri�en:

Par. F) All officers and committee chairmen shall present verbal reports on their activity at the monthly Executive Board Meeting and a yearly summary at the annual NJSLMP Convention when called upon. In addition, a written copy of their report shall be submitted to the secretary at or before the monthly Executive Board Meeting and the annual NJSLMP Convention.

The purpose and intent of this addi�on is to create standardiza�on of the Execu�ve Board repor�ng process.

Date and time of the monthly meeting will appear in the Pipeline. The meeting place to be named by local Association who co-host meeting. All requests for hosting a State League meeting, other than the July open meeting, shall be made 60 days prior to the date requested. Any meeting sponsored by the State League will cost the League no more than $4000.00. Any cost over this amount will be paid by the hosting association.

Should the hosting association fail to pay the overage, it will lose the hosting date.

N) The meetings of the Executive Board shall be held on the first Thursday of each month except in July and when the first Thursday of a month falls on a national holiday, at which the meeting shall be held on the second Thursday of that month. Any meeting date that occurs on a day when a state of emergency has been declared, or other similar circumstance, may be rescheduled for the following Thursday or canceled, at the discretion of the president.

All requests for hosting a State League meeting, other than the July open meeting, shall be made 60 days prior to the date requested. Any meeting sponsored by the State League will cost the League no more than $4000.00. Any cost over this amount will be paid by the hosting association. Should the hosting association fail to pay the overage, it will lose the hosting date.

The purpose and intent of these changes are to create standardiza�on of the mee�ng rescheduling process when the mee�ng date occurs on a na�onal holiday or in a state of emergency.

RESOLUTION 3 - 2026 Whereas, the New Jersey State League of Master Plumbers bylaws article 5, Par. B partially reads:

Par. B) Dues of this League shall be one hundred fifty dollars ($150.00) per annum, payable in advance, and the same due January 1st of each year. Members whose dues have not been paid by the April executive meeting will be dropped from all State League activities including insurance coverage and bond.

We propose an increase in annual dues to the NJSLMP in the amount of $50.00, to new per annum amount of $200.00.

Be it resolved NJSLMP bylaws article 5, Par. B be partially changed and rewritten as:

Par. B) Dues of this League shall be two hundred dollars ($200.00) per annum, payable in advance, and the same due January 1st of each year. Members whose dues have not been paid by the April executive meeting will be dropped from all State League activities including insurance coverage and bond.

Be it resolved the new $200.00 per annum dues become effective for the 2027 calendar year.

Whereas the per annum dues for the NJSLMP has not increased in many years, this increase is necessary to maintain the effectiveness of the NJSLMP’s ability to continue to operate its normal business, be able to afford the programs we have in place and the ability to institute new programs benefiting the NJSLMP, its members and our trade as plumbers.

No local Association will be allowed to host two State League Meetings in one year July to June.

The July New Jersey State League of Master Plumbers’ Executive Board meeting will be an open meeting for which bids for co-hosting July open meetings must be received by no later than the March New Jersey State League of Master Plumbers’ Executive Board meeting. Bid submissions shall be sent to the secretary of The New Jersey State League of Master Plumbers in writing and via email. If two (2) or more local associations ask for the same open meeting the local association paying the most percapita will be given the July open meeting. If no bids for the July open meeting are received by the conclusion of the March New Jersey State League of Master Plumbers’ Executive Board meeting, the First Vice President shall choose a local association to co-host the July open meeting after the conclusion of the March New Jersey State League of Master Plumbers’ Executive Board Meeting. Any association already assigned a monthly meeting shall not be eligible to host the July open meeting. If the First Vice President’s local association has not been granted an assigned monthly meeting, the First Vice President’s local association has first right of refusal for the July open meeting regardless of per capita. Open meeting assignments must be made and published 60 days prior to the July open meeting. Any association co-hosting the July open meeting shall not be eligible to co-host an open meeting until the third year after hosting the July meeting.

Annual Inspection. Chimneys, fireplaces, and vents shall be inspected at least once a year in accordance with the requirements of section 15.2.

Damaged or Deteriorated Liners. If the flue liner in a chimney has softened, cracked, or otherwise deteriorated so that it no longer has the continued ability to contain the products of combustion (i.e., heat, moisture, creosote, NFPA 211: 14.9* and flue gases), the liner shall either be removed and replaced, repaired, or relined with a listed liner system or other approved material that will resist corrosion, softening, or cracking from flue gases at temperatures appropriate to the class of chimney service.

Size. The chimney or vent shall be resized as necessary to control flue gas condensation in the interior of the NFPA M1801.3.1 chimney or vent and to provide the appliance, or appliances served, with the required draft. For the venting of

oil-fired appliances to masonry chimneys, the resizing shall be done in accordance with NPFA 31.

Apprenticeship Training Program Report The committee meet and created our outline for rolling out our program. We're going to ask the outline be sent out to each associations secretary for each local to be aware of the program outline. If any local association has a member who wants to be the committees point of contact, please let us know.

Here are some details that this committee will be over seeing: 1.

We will register all apprentices with the department of labor and each individual will receive a DOL registration number.

2.

We will prioritize members of the league apprentices registration though we will be accepting apprentices that arent employed by league members. We'd seek for that employer to become a member to the best of our recruitment.

3.

We will assist any member of the league with the application process for the NJ Public works certificate once we register our FIRST apprentice, that means any member will be eligible for the public works certificate application. That does not guarantee that application will be approved, so please understand we only help someone apply.

4.

We will assist members with the paperwork for the sponsorship of their employee apprentice. This is the agreement recorded on the DOL form.

5.

We will assist in the application process for an apprentice to receive a grant for the school tuition for one year at a time, not all 4 years in one application.

6.

We will be seeking and apply for grants that are currently available to build up our apprenticeship training program, which could be used for books, instructor training, record keeping software, advertising the program, and locations for classes.

7.

In the program's inception we're currently seeking locations all over the state for classes, we'll be creating an instructors list to teach classes conveniently located in their area, as well as creating our hybrid program utilizing online sessions. This will be a learning curve, though we're confident once we get rolling we'll tweek it and be fully functional and consistent.

This is a great opportunity to offer valuable membership benefits, and raise our professional outlook as a great association to be part of. It's our goal to not only be a self funded committee but to be a net operating income stream.

Legislative Code Report The NJSLMP (New Jersey State League of Master Plumbers) is currently managing the following legislative updates for the 2026-2027 session: 1. Water Heater Bill (A4272) This bill is a top priority aimed at reducing regulatory burdens for licensed master plumbers.

•

Bill Status: Introduced on February 19, 2026, and referred to the Assembly Regulated Professions Committee.

•

Key Provision: Exempts licensed master plumbers from needing a electrical license from the Board of Examiners of Electrical Contractors when replacing electric water heaters (up to 240 volts).

•

Legislative Meeting: A meeting is being coordinated with Assemblyman Wayne DeAngelo (District 14) to navigate recent setbacks and advocate for the bill's advancement.

2. Enforcement Bill (In Development) The League is working closely with Assemblyman Robert Karabinchak (District 18) to strengthen professional standards.

•

Status: A draft of the new enforcement bill is expected to be finalized shortly.

•

Objective: To enhance protections against unlicensed work and ensure that only qualified professionals perform tasks requiring licensure.

•

Context: This follows the success of P.L. 2017, c.173, which established that performing licensed work without a license is a 4th-degree indictable offense [NJSLMP Internal Report].

3. Industry Impact and Advocacy The League's ongoing monitoring of over 6,000 bills is critical due to current industry pressures: •

Workforce Challenges: As of February 2026, New Jersey has fewer than 5,000 licensed Master Plumbers, with only 20% under the age of 40.

•

Legislative Wins: Past successes include the Propane Exemption and the HVACR Licensing Law, which have protected the scope of practice for master plumber exemption from the HIC registration, Stopping the irrigation contractors from installing backflow devices among others.
