PRESIDENT’S REPORT Happy fall plumbers & tradespeople! I hope everyone is enjoying the beginning of this autumn season. Customers will be preparing for the cold season so stay stocked with winterization kits & be ready for the frozen pipe calls!

If you also service HVAC, keep stocked with thermostats, electronic controls, and circulator pumps to be most effective on service calls.

Our lobbyist, Sam Weinstein, along with the PPAG, Steve Rodzinak and Thomas Pitcherello are diligently working to address concerns with our legislation regarding the water heater bill, mandating time windows for inspections (item no. 5130), and to establish an approved SLMP apprenticeship program. The paperwork process has begun with the D.O.L. for the league approved apprenticeship program. To do your part in combatting unlicensed contractors, please create a record and report the grievance to the Division of Consumer Affairs (DCA) as well as to the State League along with any available supporting photos/documentation. The board will get all completed complaints led on behalf of members. You can nd links for more information from consumer affairs on our website.

Speaking of the website, NJSLMP.com is now updated and live after merging with join master plumbers & added a new chat feature. You can still access all other information regarding the league, events, classes, and more. Be sure to check out all the great resources on the site & RSVP to events.

Our upcoming November class will be November 20th hosted by Resido/Honeywell & Venco Sales, touching on many aspects of their hydronic systems. All classes are free for State League members and employees, so I hope many of you take advantage of this opportunity to gain knowledge and experience. Ronnie Barbarulo, Steve Rodzniak, Dan O’gorman, Vinny Tinervia and myself work to provide these courses monthly from (from Sep. to May). I thank them for their assistance. First Year Vice President Report Looks like fall is here. The change of leaves and the change from ac work to heating. Ps my favorite! Leaving to go run my golf outing in Pawleys Island South Carolina for my murdered 9-11 best friend John Grazioso. lost him his brother tim and my rst cousin anthony infante chief of the port authority police. Sad day but i try to keep his memory in our hearts. It started out with 265 golfers 23 years ago and still have my 23 faithful going once again. Alot of fun always. Greater Newark had our health insurance provider Association of master trust at our meeting. They told us they are now selling life insurance besides the health coverage. My buddy nick a retired reman told me they offer a small life insurance policy with new recruits. maybe we should offer a $10,000.00 policy for all new and existing members. Enough to help cover funeral expenses. i’m going to get a quote and see what it would cost us. Doesn’t hurt to ask!. Our state League meeting went well with our brothers from Vineland. Congrats to our new association joining the state League from Mercer county. Great job Tony! Fourth Year Vice President Report Happy October, everyone!

We’ve been blessed with some truly fantastic weather lately—no complaints here. Honestly, I feel like I need a vacation, since it’s been a long time since i’ve stayed put in Jersey this long. But god was good to us and gave us beautiful days to enjoy.

October Meeting Recap our october meeting was held at martin’s custom catering in Buena, nJ. navigation told me it would be a 2 hour and 40 minute trip, but doing the speed limit, i made it in about an hour and 15! dinner was their famous Shake and Bake fried chicken, pot roast, veggies, sh, potatoes, charcuterie, and fresh salad. for dessert, we enjoyed fresh baked cookies and vanilla ice cream—a simple but delicious treat. the Shake and Bake chicken brought back warm memories of my mother’s cooking, which made the evening even more special. We had seven associations present, allowing us to meet quorum for the second year in a row—something we can all be proud of.

Family & the Trade As many of you know, my dedication to this association comes from my family and my belief in the trade. I have two sons—Luke (19) in HVAC school and Billy (21) in plumbing school. once they complete and pass their programs, they’ll switch—luke will move into plumbing and Billy into hvac—to ensure they both have a balanced foundation. i see luke’s future leaning toward sales and management, while Billy shows strong potential as a foreman and delegator in the eld, with sales skills as well. my commitment is 100%, not just for my family, but for the brotherhood we all share here.

Growth & Brotherhood We’re excited to welcome a new Mercer County Chapter, organized by Tony Cacciotti. It’s been six to eight years since a new chapter was formed (Northern Ocean being the last), and this expansion shows our continued growth. Membership is the lifeblood of our League—please encourage fellow plumbers, whether at supply houses, grocery stores, or during your travels, to join the NJ State League of Master Plumbers.

The League is more than free continuing education or bonds—it’s about brotherhood, learning, and family. We support each other not just in plumbing, but in investments, life experiences, and beyond.

“Dead Ends” By Dimitri Checkur Plumbers are very creative. Not only are we always inventing new ways to do things, we even make up new words. Some of these might be Swear words! Our Job is not an easy one. I know at the end of the week, other tradesmen still have some energy left over. i’ve even been to weddings where Electricians are all out doin’ the “Electric Slide”, masons are Bumpin’ and grindin’ to “She’s a Brick…house”, and hvacR’s keep cuddling up to “the air that i Breathe”. i usually sit and watch. Even when i’m not too tired to cut a rug, I have to request one of our tribute songs like ‘The Plumber Rap’ by Captain Lou albano! are you kidding me? i can’t dance to that! and don’t even get me started on “Earth, wind and fire”. good Band…they left watER out of their name! “let’s groove” without the greatest Element? not a bright idea. You could live a looong time on a dance floor without wind and fire. i need a drink!

So, since we rarely get the chance to show off our stuff, when i can point out something ouR trade has accomplished, i let everybody know. i just came across this. in 1851, Plumbers in london were the rst to use the term “dead End”. that’s right!! Plumbers in london. of course, you know what always happens next. Pavers stole it for ‘dead End Streets’ and lovers cheated on us with ‘dead-End Relationships.’ Yet you couldn’t even have a dead-End Relationship without us! it’s in our code Book, and that Book is our love Story! let’s go check it out. as our ngers ip softly through the nSPc pages, we nd “dead Ends” early on. Section 2.23. i rst read about it 25 years ago after installing a water Softener for some Bloke from England. i’m sure he sold his newest wife on the idea by telling her that if she got all of hER cleaning done quicker, she could spend more time with him…but i think he just wanted Soft water for hiS new Sports car. the wife kept asking if that Soft water would kill hER new flowers, so we capped the existing 5’ length of tubing before the Softener for a ‘future’. we did that sometimes ‘just in case’ some newly remarried guy realized he had better start caring a ‘little’ more about pretty dead flowers than that ‘Stupid new car’. when the honeymoon’s over, it’s easily reversible; or if ‘El cheapo’ had coughed up more money from the start, we would have given him a Ball valve hard/Soft option. anyway, the husband carefully scrutinized our work when we were done, and said in his deep British accent, “You left me a Bloody dead-End!” i turned to my Boss, and whispered, “what’s he talking about”. he just shrugged his Shoulders. he was always shrugging his shoulders. So we dragged all of that Solder stuff back in again (it was the Pre-PEx era), drained down the house again, removed the piece for the chap, and moved on.

That night, I went home to read into it a little further. I’m not really a ‘Shrugger.’ I wanted to make sure that I had an ‘appropriate’ answer the next time someone made a Bloody comment. turns out, that geezer was right! dead Ends are a real thing! interestingly, i learned that stagnant uncirculated Water piping is the perfect breeding ground for Legionella and Pseudomonas aeruginosa. Over time, the disinfectant residuals just aren’t strong enough in an unused line. I thought one solution would be to simply tell homeowners to run those unused faucets occasionally and smell the water for chlorine? don’t do that! if it’s not there, even inhaling contaminated droplets can cause a serious type of Pneumonia! no wonder Plumbers sit at weddings drinking, while all the other trades are out dancing…we’re have more Life/Safety responsibility than all those other creampuffs combined. Regardless, I tucked the reason away to explain myself to our future generations. now fast-forward to last week. the Plumber who hit me with mY next dead End just got his license. i casually pointed up to remove an existing length of Pipe with a cap, and he shrugged his shoulders. he pointed out nSPc 2021 nJ Edition 2.23. it’s hard to keep up with all of life’s changes, so i phoned a friend. turns out, Potable water is gone! it’s been completed left out of dead Ends in our Romance novel. an Existing xture or equipment that is removed shall be capped or plugged watertight. i guess 25 Years later, we just leave it up to the homeowner to decide. dead Ends are back in!! (the house, not the code). more importantly, i’m still learning new things from new Plumbers. the old joke is that all we need to know is ‘water runs down hill’ and ‘Payday is on friday’. Yet new methods and materials change all the time. we never get recognized for the skills we have or the great words we invent. lou Rawls won a “grammy” with dead End Street in 1967 and alicia keys wrote dead End Road in 2021. are we on their credits? no! do they intro their Songs at concerts with, “this next tune would have been impossible without my Plumber.” never! But at the dead end of the day, i love this Profession. ai won’t ever be able to clear a faucet aerator…most musicians won’t either. we’ve always been invaluable. i’m sure 4500 Years ago, Pyramid masons were Bumpin’ and grindin’ to harps and flutes at some wedding, and people were droolin’ over Potters for making the cups everyone was drinking wine from. Electricians wouldn’t even be invited to the Party for 4000 Years! where were we? i suppose the Plumber was clearing an unvented copper Basin for the next Puri cation Ritual, because some handyman was already Roughing-in temples on weekends. curse words! they always need uS to clean up their messes. oh, and oddly enough, i just learned that EvEn ‘curses’ put on those Pyramids was actually Bacteria! aspergillus avus. Some dead thief had disturbed dust and stagnant air in a Bloody dead End Corridor again. We’ll take credit for that, Thank you.

Website & Educational Classes — October 2025 exCitiNg UPdates at NJslMP.CoM! So far, progress on merging joinmasterplumbers.com with the State League’s website is going smoothly. By consolidating both platforms into one, we are saving the League approximately $375 per month in hosting and management costs.

As part of this transition, Anthony LaMorgia has personally covered the cost of two domain renewals ($32 for the year).

Due to the launch of his new business venture, he has not yet submitted for reimbursement.

The second phase of development is now underway: creating a continuous chat/forum feature where members can actively interact, share insights, and support one another. This new feature will provide:  A place for open discussion and collaboration  A whistleblower channel regarding non-licensed plumbers  A “Help a Brother Out” page, where members can refer work or share opportunities (e.g., vacation coverage), putting extra income into fellow members’ pockets.

This update is part of our ongoing e ort to strengthen communication, increase value for members, and modernize how the League connects and supports one another.

Annual Inspection. Chimneys, fireplaces, and vents shall be inspected at least once a year in accordance with the requirements of section 15.2.

Damaged or Deteriorated Liners. If the flue liner in a chimney has softened, cracked, or otherwise deteriorated so that it no longer has the continued ability to contain the products of combustion (i.e., heat, moisture, creosote, NFPA 211: 14.9* and flue gases), the liner shall either be removed and replaced, repaired, or relined with a listed liner system or other approved material that will resist corrosion, softening, or cracking from flue gases at temperatures appropriate to the class of chimney service.

Size. The chimney or vent shall be resized as necessary to control flue gas condensation in the interior of the NFPA M1801.3.1 chimney or vent and to provide the appliance, or appliances served, with the required draft. For the venting of

oil-fired appliances to masonry chimneys, the resizing shall be done in accordance with NPFA 31.

From the Code Corner We’ve been receiving a number of calls regarding di erent code o ces not accepting phone inspection requests. As you may already know, the legislature recently passed a law requiring that all inspections must be performed within three business days of the request.

If your o ce cannot accommodate an inspection within that timeframe— or come to another arrangement with the contractor—the contractor has the option to hire a third-party inspection agency to complete the inspections, and the municipality would then incur the cost.

Because of this requirement, the state has mandated that all inspection requests be submitted in writing—either by email or, if your municipal software allows, through an online portal. The state has not set a speci c procedure for how this must be done; instead, each municipality may establish its own system to meet the three-day rule. This means procedures will vary from town to town, but all must comply with the same deadline.

Another question we’ve been hearing frequently is: When will the new codes be adopted?

As you may know, the codes are updated on a three-year cycle. The last adoption of the Plumbing Code occurred on September 19, 2022, which means the earliest possible adoption date for the next code would be October of this year.

However, there’s a wrinkle in the process: all codes must now pass through the Governor’s O ce before adoption, and currently, nothing appears to be moving through that o ce. Even if the 2024 code were released today, it would still need to be published in the New Jersey Register for a 60-day public comment period.

After formal adoption, there would be a six-month grace period during which either the 2021 NSPC or the 2024 NSPC could be used.

Given the potential delays, it’s possible that the state may skip the 2024 cycle entirely and move directly to the 2027 edition. The 2024 NSPC has already gone through the CAB (Code Advisory Board), while the 2027 edition has been reviewed by the NSPC Code Committee but not yet by the CAB. Time will tell.

Letter from the New Jersey Codes Coalition New Jersey Codes Coalition — Cooperation through Communication municiPal conStRuction officialS of nEw JERSEY This letter is an urgent alert from New Jersey’s municipal construction code Inspector Associations to municipal leaders, warning them about pending legislation S-4501 / A-5927. the associations are urging of cials to take action to defeat the bill, arguing it poses a signi cant threat to public safety and municipal authority.

The Core Proposal of the Bill The main provision of the bill, sponsored by Senator Nicolas Scutari, would allow a permit holder or builder to hire and pay a private inspection company to conduct all construction inspections. this would replace the current system where inspections are performed by of cials employed by the municipality. The choice to privatize would be at the builder’s sole discretion, and the municipality would be legally required to accept the results of these private inspections.

Key Objections Raised The Inspector Associations raise several critical objections to this proposed change: • Conflict of Interest: the primary concern is the inherent con ict of interest. an inspector paid directly by the builder may feel pressured to approve work that might otherwise fail inspection. the letter suggests a builder could simply re an inspector who is too strict and hire a “more accommodating one,” fundamentally weakening code enforcement.

• Erosion of Municipal Authority: Municipalities would lose their power to enforce construction codes and protect the safety of their residents.

This authority would effectively be transferred from accountable local governments to private developers.

• Administrative Instability: It would become impossible for municipalities to effectively plan and staff their building departments. The workload would become unpredictable, as it would depend on the case-by-case decisions of countless individual builders.

• Questionable Legality of Fees: An amendment allows municipalities to continue collecting inspection fees even if the work is performed by a private company. The associations question the constitutionality of this provision, noting that the state Constitution may prohibit collecting fees for services that are not rendered.

Call to Action We urge municipal leaders to directly contact their state legislators and their municipal associations and share the concerns we have outlined in this article. This legislation is an assault on municipal government and public safety and should be defeated.

Apprenticeship Program Committee Report Mr. Rodzinak, Mr. Tinveria and I have successfully submitted all our paperwork which shall be approved shortly. The paperwork submitted was a lengthy application to apply for the DOL, (department of labor), approval for the State Leagues own state wide apprenticeship program. Our contact has informed us that everything looks good and we should have our initial meeting with our DOL contact soon, this zoom meeting will be a simple introduction for us regarding the standards and procedures for our training. Since this is a new committee this report follows many conversations and comments at prior league meetings regarding this opportunity. This committee is seeking a member from each association to be on the committee, simply to be able to pass along information, opportunities, classes, paperwork procedures for new apprentices, and the public works certi cation process and/or updates. at some point our vision should be to have at least 1 (if not more), instructor from each local association so every county in the state we can have representation when it comes to training apprentices under our program. This is a great opportunity for new member attraction, current members expanding on their membership bene ts, and another notch in professionalism for the State League. This is right in line with the object for which we continue to meet.
