PRESIDENT’S REPORT Fellow plumbers & professionals, I hope everyone enjoyed the holidays.

I hope everyone has been enjoying this brisk weather we have been seeing. As we move further into the colder months, remember to keep your trucks stocked with products for service heating, circulator pumps, thermostats, electronic controls, etc. Being prepared is the best way to limit downtime & costs and to sell additional service on jobs, no matter the season.

A reminder to join us on the third Thursday of each month, 6pm-8:30 pm, from September to May for free educational classes! The February class will be hosted by Keith Oneill from Dellon Sales on Halo filters. Come and check out the latest filtration systems from this excellent instructor on Feb 19th 2026 from 6:00 to 8:30 pm, located at the Bouer PHC office: 1100 US Highway 9, Howell 07731. As always, a great thanks to Our VPs Vincent Tinervia & Mark Bleiweis along with our members for their effort and continued support with making these classes happen.

I am pleased to report that the State League of Master Plumbers in New Jersey has been approved by the Department of Labor for our Approved Apprenticeship Program. A special thanks to the hard work and diligence of those members that did put in the lot of work in getting this approved; Tony Cacciotti, Mr Rodzinak, Mr Tinervia, Mr Bleiweis & Mr Italiano to name a few!

With that being said, we will start scheduling & moving forward with classes.

The league has been continuing efforts towards license enforcement throughout the state. To do your part in combatting unlicensed contractors, please create a record and report the grievance to the Division of Consumer Affairs (DCA) as well as to the State League along with any available supporting photos/documentation. The board will get all completed complaints filed on behalf of members. You can find links for more information from consumer affairs on our website.

First Year Vice President Report HELP!!!!! Happy New Year but we need your help. There's a major concern and shortage of anyone stepping up to join a committee,become a trustee or most of all run the chairs and become a president. I know it's time consuming but I have a great time doing it. Young guys with new ideas , older guys who see what's going on with the league for awhile. As I go to association meetings I'm told it's not the same. Water heater bill is a major issue. They tell me if you can't get that done what can you do. Second Year Vice President Report Happy New Year I hope everyone had a healthy and happy holiday . Now its back to business. Governor Murphy signed bill A5593/S4157 into law on January 12,2026 to allow electronic submissions for construction permits for plumbing,heating,electrical and HVAC contractors,reducing physical Seal requirements and aims to modernize permit processing with electronic seals.

The winter addition of the Construction Code communicator is available on line.

Congratulations MR. Cacciotti and Mr. Rodzinak on getting the Apprenticeship training course approved by the Department of Labor for the New Jersey State League of Master Plumbers. This program will be a major benefit to our association and our industry.

All the codes are out of the 60 day commentary period . We will keep everyone posted on the progress.

Third Year Vice President Report Hello fellow Master Plumbers Hope you had good family time over the holidays.

As we finished up a robust 2025 we look forward to 2026. Lots of business available, less licensed Plumbers = tremendous supply and demand ratio. Keep taking advantage of education programs for you and your team at work.

Our local State Assemblyman R) Robert Auth continues to be a friend and advocate to the Master Plumber. Pascack President Michael Medaglia will be meeting with him January 9th to draft a letter to the Attorney General about the weak performance of the Licencing Board. The plan is to have a Democrat Assemblyperson sign it as well. Jack loosing the Governors election certainly makes it a more challenging process.

Code Books - Still not available. Will report on any changes.

Insurance. We should expect a 13% increase. This is modest compared to others. GLP1 weight loss medicine is and has been excluded from our policies. I encourage you to check out the plans offered. I saved money with them.

Fourth Year Vice President Report Hello my Brothers and Sisters December’s New Jersey State League of Master Plumbers meeting in Smithville Inn was a great success, with a strong turnout and an enjoyable atmosphere. We were proud to welcome the Mercer Association into the State League for the first time as a new local, marking an exciting step forward for our organization.Thank You Tony Cacciotti for all your effort and hard work! Sam Weinstein provided an update on pending legislation,in reference to the electric water heater bill noting that it will not be presented until the new governor is in place. While he stated that we have a good chance of getting this passed, it’s something we’ve been hearing for nearly 20 years—so for now, all we can do is remain hopeful and patient. As always, Smithville delivered with its festive winter atmosphere and holiday spirit. The following Saturday, we hosted our annual New Jersey State League of Master Plumbers Holiday Party, with a turnout of approximately 85 people. It was great to see many new faces, though we missed some longtime attendees who couldn’t make it this year—we look forward to having them back next year as we aim for 100 or more. The food was fantastic, the DJ was outstanding, and the Secret Santa exchange was, as always, a big hit. Overall, it was a wonderful night celebrating the brotherhood and sisterhood of our NJSLMP family. We look forward to seeing everyone at our next meeting in January. “Dirty Laundry” By Dimitri Checkur Plumbing can be one messy profession. Our Trade is brutal on the body and filthy on the fibers. We learn early on, as a Plumber’s ‘Go’Fer’, that we’re gonna crawl through many holes in Life; and all of that dragging, twisting and squeezing can wreak havoc on our bones and clothes. As we rack up those hard, dirty miles, is there anything simple we can do to soften the impact? Sure! One of the best ways to ease pain is by singing! Fa La La La? Honest to Pete! Singing significantly increases your pain threshold, reduces stress and provides a distraction from all of those miserable trenches, crawlspaces, and grouchy Homeowners.

What’s actually happening in the walls, is that the volume of water draining from a Washer creates pressure, which can drain the water from traps of those other fixtures being wet-vented. Get the picture? It’s nicely drawn in NSPC Figure 12.9.2. (Note 1). Our other problem is Suds, Buds. We sure don’t want our laundry Suds spilling up and out of our other fixture drains either. Using less soap could help, but some of your lovers may stop dropping by at lunchtime.

I like distractions…so it sounds like we’ll all be warbling in the Washrooms while roughin’ in our waste water, right? WRONG! Don’t do that! Now you listen closely…there’s a down and dirty side to singing while working. Singing can actually cause a lot of pain for the person who’s Croonin’. You want that down and dirty? You just ask Don.

Now back to Henley. Don’s greatest solo hit was ‘Dirty Laundry.’

I firmly believe he was inspired by a Plumber. I envision Henley stretched out one night on his King-Sized Mattress in some Californian Hotel, with his perfectly Permed Afro, trying to catch a few winks after a good soak. A lone Plumber knocks on his door, interrupting his sleep, and clears a massive Hair Clog from the Tub. Don sizes him up. He sees a real Workin’ Man, flying solo in his tough Profession. He admires the Guys dirty Uniform…a genuine American Tradesman! Don’s Mind is quickly thinking up new Lyrics, while he’s dragging his Drumsticks and King-Sized Mattress over troves of Lovers rolling around on the Hallway Floors. He says to each of his mates as he passes, “Ten years is long enough boys. Tonight, this Eagle flies alone.” The rest is history.

Don Henley suffered so much back pain from Singing while Working (playing Drums), that he traveled with his own KingSized Mattress and bed frame when he toured. That’s a LOT of extra lugging for a Bellboy, who had better not be singing while THEY’RE working. Don’s Mattress was even on his Rider…so if you wanted Don, you got him his Bed. My next question is, “Did Don bring his own Sheets?” I sure hope so. I don’t know how well you know the Eagles, but they reportedly threw epic After-Parties! They were called their “Third Encore” and the debauchery was reportedly off the charts! Every Day was Valentines Day! I can be sitting home alone with an Eagle’s Album on, and if the Window’s open, a LOT of Wine and Neighbors just start showing up. You take it on the road, baby…you Take it to the Limit! It sure would have been fun to be in the field in the early 70’s! We don’t even get offered a glass of water these days.

Anyhow, what exactly does any of this Free Love stuff have to do with Plumbing? I’m glad you’re still with me. At the end of the evening, we ALL have Dirty Laundry. Someone has to wash all those hairy, Third Encore Linens, and it gets downright filthy in the field for Plumbers too. For a Washer to work best, it should really only play solo. It’s a not bathroom fixture, and its drain is not intended to vent something else. Don’t get all mingly with sharing someone else’s air space. Most Codes specifically prohibit using a Washing Machines for wet-venting because it’s that Lone Eagle…a Siphoning Fixture! Trying to sneak something else into the duo, where size matters, could cause a major rift. Just be careful. After dealing with our own loveless fans and greedy Supply Houses for decades, we’re already in Venting words every day!

This Valentine’s Day, let’s all commit to spending a little more time with our own Band of Brothers…the NJSLMP. We have a show on the first Thursday Night of every Month. We even have our own Don, who holds down our Finances, with dapper clothes and hair, and plays in a band. Don Kerper. As for February 14th, let me tell you young Bucks how to set the mood after a hard day of breadwinning. This V-Day, put a Bottle of Red on the nightstand, fix your Hair up nice like either Don (Feathered like Don Kerper, or an Afro like Don Henley…both work well), drop an Eagle's Album onto the Turntable, and dim the lights down low; but not so low that you can’t read your National Standard Plumbing Code while you wait for your Gal to get ready for Bed. It could be awhile. Try reading Chapter 12 about Vents and Venting softly to her before the First (and possibly only) Encore. In fact, you should read to her from the NSPC every night as you both get snuggled in. She’ll even sleep better, knowing that you’ll be home more; because, less late-night callbacks can only mean…more Mattress time! Now you really wanna be her Hero? Properly Vent her Clothes Washer. She don’t care how well you sing. Just say you’ll help her with the Laundry, and she’ll love you forever. Happy Valentine’s Day.

Annual Inspection. Chimneys, fireplaces, and vents shall be inspected at least once a year in accordance with the requirements of section 15.2.

Damaged or Deteriorated Liners. If the flue liner in a chimney has softened, cracked, or otherwise deteriorated so that it no longer has the continued ability to contain the products of combustion (i.e., heat, moisture, creosote, NFPA 211: 14.9* and flue gases), the liner shall either be removed and replaced, repaired, or relined with a listed liner system or other approved material that will resist corrosion, softening, or cracking from flue gases at temperatures appropriate to the class of chimney service.

Size. The chimney or vent shall be resized as necessary to control flue gas condensation in the interior of the NFPA M1801.3.1 chimney or vent and to provide the appliance, or appliances served, with the required draft. For the venting of

oil-fired appliances to masonry chimneys, the resizing shall be done in accordance with NPFA 31.

Ethics & Grievance Committee Report — January 16, 2026 There has been no activity for Ethics and Grievance for this month.

Apprenticeship Training Program Report The Department of Labor has officially issued the NJSMP our Apprenticeship training certificate, marking the successful completion of the most significant administrative hurdle.

Credit is given to the committee for their persistence in navigating the intensive paperwork and filing process.

In next month’s report following the Clifton Association hosting the State meeting we'll review specific highlights, feedback, and key takeaways from the presentation delivered by the DOL representatives whom were at the State meeting.

The committee continues to seek at least one qualified instructor from each local to ensure broad representation. We can assist in helping you become an instructor if you do not have previous teaching experience.

Program Expansion: What are the "next steps" for the program's rollout now that the federal certification is in place, we'll be discussing this further. Please email me any thoughts.

Members are encouraged to reach out regarding: 1- Apprenticeship Interest: Inquiring about enrollment or program structure.

2- Sponsorship: Learning how to become a registered sponsor when hiring new apprentice talent.

Insufficient Height: Individual or branch AAVs must be installed as per the manufacturers installation instructions typically at least 4 inches above the horizontal branch or fixture drain being vented.

Vertical Alignment: Valves must be installed within 15 degrees of vertical to ensure the internal seal functions properly.

3. Lack of Accessibility and Ventilation AAVs are mechanical devices and must remain accessible for maintenance or replacement.

Hidden in Walls: Installing an AAV behind a finished wall without an access panel or grill is a major code violation.

•

Restricted Airflow: They must be located in a space that allows air to enter freely; they cannot be sealed in airtight compartments or covered by insulation.

4. Prohibited Applications AAVs are designed for one-way airflow (into the system) and cannot handle positive pressure.

Sumps and Pumps: Typically, they cannot be used to vent sumps, tanks, or ejector pumps because these systems need to push air out as they fill.

•

They can be used to vent sewer ejection pumps and sumps if installed using an approved design from a recognized testing agency such as the ICC, using an ICC ES report.

•

Air Plenums: AAVs are prohibited in supply or return air plenums.

•

Chemical Waste: Standard AAVs cannot be used for special or chemical waste systems unless they specifically meet ASSE 1049 standards.

5. System-Wide Requirements •

Outdoor Vent Requirement: A plumbing system cannot rely solely on AAVs; at least one primary vent stack must extend to the open air to relieve positive pressure in the system.

Wait for Testing: A common mistake is installing the AAV before performing required drain, waste, and vent (DWV) pressure tests, which can damage the valve's mechanical seal.

Scholarship Committee & Legislative Code Committee Report As of January 2026, the key plumbing code and regulatory concerns in New Jersey center on the transition to digital administrative processes, pending state-level adoption of updated 2024 standards, and significant new federal efficiency mandates for water heaters.

Scholarship Committee •

Status: No scholarship applications have been received as of the current State League meeting.

Legislative Code Committee •

Electronic Seals: Governor Murphy has officially signed legislation authorizing the use of electronic seals for permits and plans. Following this enactment, state licensing boards must now move to approve and adopt specific formats.

•

Progress: The Plumbing Board has already approved its official format for electronic seals.

•

2024 Code Adoption: As of this report, the Governor has not yet signed off on the adoption of the 2024 Building Codes.

•

Legislative Session Update: •

A new legislative session has commenced. Any bills proposed in the previous year must be reintroduced or they will expire.

•

The committee is currently monitoring over 80 active bills.

•

Priority focus remains on advancing legislation related to code enforcement and water heater regulations.

Go South on Black Horse Pike - travel to intersection of Black Horse Pike (Rte. 168) and Clements Bridge Road, make a right onto Clements Bridge Road. Stay right of fork (McDonald's on Left) and proceed past overpass and next two traffic lights - Adelphia is on right.

From Trenton, NJ: Take Route 1 South to Route 29 South bearing left on the exit ramp for Route 29 merger. Exit Route 29 at exit 60 A-B ramp. Merge onto I-295 South. Take Exit 26 and merge onto I-76 East to Exit 1A to Route 42 South. Take Route 42 South to Deptford, Woodbury, and Runnemede – Route 544 (Exit 12). Make Left at Traffic Light, bottom of ramp and proceed past first traffic light - Adelphia is on right.

From Northern New Jersey via New Jersey Turnpike Exit #3: Take the NJ Turnpike South to Exit #3.
