s proud members of the CAI Chesapeake Chapter, we here at Allsafe Elevator Inspections would like to inform you of the upcoming changes and new inspection requirements in the State of Maryland. In Maryland, beginning on October 1, 2021, the state will require witnessing of annual testing that was previously only verified by your third-party qualified elevator inspector (TPQEI). This will only be required on specific equipment as of October 1, 2021, and then on all equipment as of October 1, 2022. As we all go through these changes together, rely on your elevator inspection company to make the learning curve as smooth as possible for you.

President’s Message Dear Chapter Members, Can you believe that we are already in the final quarter of 2021 and soon heading into 2022?! What a fantastic year this has been, despite the trials of navigating through what I hope is the tail end of the pandemic.

Although my time as Chapter President is drawing near, and this being my final President’s message, I must take the moment to share how proud I am of our progress, not only this year, but in the full three years that I have been on the Board. When I started out on this adventure, I never dreamed of how far we would push the Chapter and essentially turn it into what it is today. As a result of everyone’s efforts and hard work, we have the most, and in my opinion the best, business partner involvement; a multitude of homeowner Board members and Community Managers who are attending more and more events to further their knowledge of association living and leadership; and not only did we reach the goal of 1,200 members by the end of 2021, but we have exceeded it before the year has even ended. (As I write this message, we currently sit at 1,218 members, and it’s still growing!) I continue to hear how much our Chapter is loved and valued for our continued efforts at bringing some of the best educational and social events to our members, and I fully anticipate that to continue into future years.

Being given the opportunity to serve as President has allowed me to be involved with so many more aspects of the operations of the Chapter and I have witnessed so much hard work that is given by all our committee members, Chairs, Vice Chairs, sponsors, staff, and the Board. This Chapter would truly not be where it is today without the valiant, tireless, and selfless efforts that everyone gives day-in and day-out. When they say, “it takes a village”, they are so

right, and we are working with some of the best “villagers” that I know. The relationships that are built, the connections made; all are what make this chapter the best one to be part of.

The Expo was a great success, and it was fabulous being amongst all the members again to see their bright and smiling faces, share stories, laugh, and engage. The educational seminars were conducted brilliantly, and some could hear those laughs emanating from the rooms throughout the hallways. Many thanks, as always, to our entire chapter staff who worked incredibly hard to ensure everything ran smoothly. The way they all work together is complete magic.

Looking ahead, we still have a few events coming up that I believe are going to be a great way to end the year. Although we have decided to cancel the Gala, the final breakfast seminar has been moved to December and will include our Annual Meeting. Don’t forget to wear your ugly sweater and encourage others to attend and make this last breakfast seminar the biggest of the year. Additionally, the results of the election will soon be known, and your 2022 Board members will be aligned to carry the chapter into more growth and success under the guidance of the 2022 President, Ms. Susan Rappaport. I know I am leaving the chapter in great hands with not just Susan and the returning members of the Board, but also with any new members that may be added. The foundation is strong, and now is the time to keep building up! “I know not what the future holds, but I know who holds the future” and that gives me great relief and pride.

WHAT’S CHANGING

THAT’S NOT IT FOLKS… THERE IS MORE!

Currently as part of the TPQEI inspection, the inspector verifies (reviews the paperwork) for annual safety tests performed by the elevator maintenance company, (if applicable) the fire alarm company, and (if applicable) the generator company/authorized personnel that tested the emergency power operation; therefore, it has not been necessary for any other vendor to be onsite during an annual periodic inspection. After the inspection is completed, your TPQEI sends in their inspection report to Maryland. The state then processes the inspection report and if the inspection passed, sends a renewed certificate to the building owner. The date of inspection becomes the new certificate renewal date going forward. Example: Inspection done on August 1, 2021, means property receives certificate expiring August 1, 2022.

The annual smoke/fire alarm initiating device (FAID) test performed by the fire alarm company must be witnessed by a TPQEI, and a Licensed Elevator Mechanic must be onsite too. This also applies to the annual generator test performed by the generator company or authorized building personnel along with the Licensed Elevator Mechanic. The annual testing on these smoke detector devices and generator testing is the same but now must be witnessed by the TPQEI. In the past, code did not require TPQEI to witness these tests, but rather review the respective paperwork left in the elevator machine room and confirm compliance. This verification of paperwork will not suffice after Oct. 1 for any equipment that is not a direct acting hydraulic elevator.

New state requirements as of October 1, 2021, will require all privately owned elevators, handicap lifts, and dumbwaiters to have their annual safety test, also known as CAT1 test, performed in the physical presence of a TPQEI. Your TPQEI will then perform the inspection after witnessing the annual safety test performed by the elevator maintenance company. The equipment that will require the witnessed CAT1 testing as of Oct. 1 will be traction elevators, handicap lifts, roped hydraulic elevators, hydraulic elevators with a rupture valve, and hydraulic elevators with a plunger gripper*. Any properties with dumbwaiters will also fall into this category. The same rules will apply to direct-acting hydraulic elevators as of October 1, 2022.

Please keep in mind that CAT1 testing performed by your elevator maintenance company, the smoke testing performed by your fire alarm company, and the standby generator testing are good for one (1) year. If these tests were completed before 10/1/2021, then TPQEI can come out and do their normal inspection without having to witness that test until the next test is due.

VENDOR COORDINATION Now, it is not just the owners and property managers having to take on all these changes. The Maryland Department of Labor is requiring much more from the 3rd Party inspection companies. Before the change, TPQEI would fill out the original state inspection forms and send them to the state to be processed.

Several more forms are now required for submission to the state in addition to the standard form we are all used to. For example, the TPQEI must fill out an Inspection Requirement Form. This new form is to be filled out at inspection and again if re-inspection is necessary. This form has over 140 rows of requirements to be inspected and documented. Along with this, there are new/ updated annual safety test forms, fire service forms, and generator forms. The TPQEI will be required to submit copies of all these annual test forms along with all the inspection paperwork.

In the past, the TPQEI could have submitted only one form for your inspection, but in the future, they may have to submit up to 6 forms per unit per visit!

Coordination between all these vendors will be especially important. When witnessing the elevator maintenance company perform a CAT1, it is now a requirement for the TPQEI to alert the State of Maryland 60 days before the date of the test of the test date of the name of elevator maintenance company and the name of elevator inspector. If any of this information changes, the TPQEI must inform the state.

STATE FINE UPDATES One thing that properties want to avoid at all costs are state fines. Due to the recent pandemic, the state put a hold on issuing fines for any properties with overdue certificates as part of a “State of Emergency.” This State of Emergency was lifted as of June 30, 2021, which gives properties 30 days to get certificates current.

Starting August 1, 2021, if your property has an overdue certificate, you will receive a $750 fine per unit. If not taken care of, it could eventually lead up to a $5,000 citation, posting of unsafe equipment notice, and even a $1,000 per day citation! Please make sure you are actively trying to get all of your certificates current to avoid possible fines.

CHESAPEAKE REGION CHAPTER’S

Supporting the Community!

2020 was a challenge for everyone. Early in the pandemic, The Chesapeake Region Chapter of CAI recognized that our community members were in desperate need of help. So many people lost their jobs and became food insecure. The Social Committee provided community service by partnering with local organizations to set up a virtual food drive as well as a virtual clean up event in our communities and neighborhoods.

The Maryland Food Bank has provided food assistance to those in need for 42 years. That longevity, expertise and strong relationships with community partners allowed them to continue serving the community throughout the pandemic. The Chesapeake Region Chapter of CAI began their virtual food drive in April of 2020. Our first push was to raise funds through our own unique link on the Maryland Food Bank Website. From that effort, we raised $1,758 from 19 individual and corporate donations.

Our next big push began in mid-April of 2021 in honor of Earth Week. We encouraged all our chapter members to do a clean-up in their community. To raise funds for the Chesapeake Bay Foundation, the Chapter donated $5 for every unique photo posted on social media. Thanks to everyone’s efforts, we were able to donate $250!

Community Involvement & Month of Good!

Our Chapter’s L.E.A.D. for Tomorrow Committee hosted a Month of Good campaign to inspire members in our region to do good deeds during the month of October. Members’ across Maryland and Delaware were highlighted by our Chapter on social media throughout October. The goal of our Month of Good was to spread kindness while raising money for the Special Olympics of Maryland and Delaware.

3 COMMON LAKE & POND MANAGEMENT MISCONCEPTIONS As an Aquatic Specialist with more than a decade of experience, I’ve noticed that many property managers have the same set of concerns or misconceptions about their waterbodies. Let’s take an in-depth look at some of these common assumptions.

2. Herbicides Pose a Danger to Non-Targeted Plants and Animals All herbicides are registered by the Environmental Protection Agency (EPA) and monitored to ensure lasting safety and success.

Aquatic herbicides are designed to exclusively target specific weed and algae species without impacting desirable plants and animals.

They do so by interfering with the unique growth mechanisms identified in nuisance species that are not found in beneficial ones.

Likewise, the concurrent use of eco-friendly compounds called surfactants helps confine herbicides and algaecides to the affected area without migrating elsewhere. Historically, herbicides have been applied by licensed professional ground crews, but new industry technologies like drones are making it possible to remotely apply products with more accuracy and efficiency.

3. All Freshwater Management Programs Are the Same Many property managers assume that the solutions used on a colleague’s lake or pond will work on theirs. Unfortunately, there’s no one-size-fits-all approach to water quality problems. The way your waterbody responds to different treatments can be dictated by many factors, including water use, location, and even weather. Likewise, every stakeholder has different goals and budget requirements.

1. Lakes and Ponds are Permanent Fixtures in the Landscape Lakes and ponds are not permanent. Over the years, they fill with sediment and pollutants that flow in during rainstorms. Weed growth and decomposition cause muck development and trash, tree branches, and other pollutants can build up over time. Without intervention, your waterbody could eventually become a marsh.

TheThe Future Plumbing Future of of Plumbing INNOVATION IS A CURIOUS THING. It happens in fits and starts, leaps and bounds, sometimes evolutionary and sometimes revolutionary. We see it daily, we experience it real-time, in our technology, in our society, and in our lives.

In many ways, innovation is front and center. In other areas, it goes almost unnoticed. Take piping for instance: the concept of using a tubular vessel to carry water has been around since humans figured out how to make tubular vessels to carry water. From clay to metal to plastic, the material may have evolved, but the very nature of plumbing remains unchanged: to move water from one place to another.

So, what are the next innovations that will reshape the future of plumbing? Is there any better way to actually carry water from one place to another? Who knows, but as specialists focused on replacing aged and defective plumbing systems, we certainly see some obvious areas for improvement and are approached every day by the “next big thing” in the industry.

But what if we aren’t thinking outside the box as much as we should, or far enough into the future. What are the real possibilities? Well, here are some theories on current technologies that will evolve plumbing in the next 5 to 20 years.

Sensors Sensors From flow monitoring to remote controlled shut-off valves to water intrusion sensors, these technologies already exist, and it’s only a short matter of time before they become commonplace

components of every piping system. Reporting when water is moving too fast, too hot, with too much pressure, or is showing up where it doesn’t belong is easily achievable by installing various sensors in and around your piping system that can report such information. As soon as you know a problem exists, the sensors can be programmed to act on that information. Water is too hot, automatically cool it down; flowing too fast, reduce the pump rates; leaking, shut it off. Integrating computer technology and control systems into plumbing for both new construction and retrofits is a relatively easy task, and the costs are coming down every day. We predict it will soon be ubiquitous.

Materials Materials There is an almost infinite array of plastic composites that are available to scientists and inventors today. As research continues, advancements will be made, and newer, better materials will continue to emerge in the marketplace, providing builders and homeowners with choices. From better insulating options (temperature and sound) to improved connections to fittings, new materials will drive some level of innovation within current piping systems, and new piping systems that have yet to be conceived will emerge. Composites are even starting to appear with metal pipes, pre-lined at the factory with plastic resins to prevent corrosion, already available in the marketplace.

dissolve and consume waste and then gasify directly into the atmosphere, eliminating the need for drains? Science fiction? Or will we look back 1,000 years from now, and marvel at the true genius of basic tubular plumbing, still going strong even after a millennia of evolutionary changes, simply moving water from one place to another?

Regardless of what plumbing innovations actually happen, there are three things we know are for sure: 1. Water is very important and truly essential to life.

2. Waste is bad and harmful if not handled properly (just read about the bubonic plague and plumbing issues during the Dark Ages).

Research, innovation, advanced modeling techniques and even artificial intelligence will all help answer these and other, far more complex, plumbing questions of the future.

But that’s all relatively predictable. The harder and more exciting question is what happens next?

What hypothetical improvements will impact plumbing in 100 years or more?

As biology and technology continue on their march towards “The Singularity,” the reliance on adaptive artificial intelligence to solve widespread problems, there is no doubt that new concepts in plumbing will emerge.

Think “smart” pipes that can sense corrosion and deploy an army of nanobots to perform an autonomous repair from inside the pipe.

Or “self-healing” pipes that can adjust their size and wall thickness based on temperature, pressure, and velocity to better accommodate changes in behavioral use. Need bigger, stronger pipes in the morning when everyone in a high-rise apartment building is showering and getting ready for work, but smaller, thinner pipes mid-day when usage is down? How about adaptive, organic pipes that can literally grow new branches to reroute around clogs? Is it science fiction or could it really happen one day?

Is there an eventual end to piping? Could localized, high-speed “condensators” that quickly pull water out of thin air replace the need for pipes altogether? How about rapid biodegrading evaporators that

Why Proactive Annual Lake and Pond Management is Better for the Environment and Your Wallet

W

e have all heard the adages about being proactive: “The early bird gets the worm” and “Never do tomorrow what you can do today.” These principles apply to nearly every facet of life, whether it’s our job performance, healthcare, financial planning, or in this case, lake and pond management. It’s no secret that taking care of our environment is important, but it goes beyond that. Science suggests that the preservation of our water resources is a key factor in our health and happiness; memorable experiences and time spent around the water lead to a greater sense of peace and connection to the world around us.

The number of tools necessary to restore an imbalanced lake or pond depends on many factors, and the benefits can be fleeting if not done consistently. That’s why year-round maintenance is key. To begin developing an annual management program, aquatic specialists conduct preliminary assessments that examine the biological, physical, and chemical properties of the water. Detailed visual inspections and baseline water quality tests provide valuable insights into the overall health of the waterbody and establish an important foundation of data to inform future management decisions.

Much like the human body, when a lake or pond is ‘young,’ it typically requires less effort and funds to keep it healthy and functional.

But a lifetime of neglect can lead to premature aging and serious imbalances. Without ongoing management, waterbodies become inundated with organic matter, sediment, debris, and other pollutants that cause aesthetic, ecological, and functional problems. These can arise in a multitude of ways, including recurring water quality issues, nuisance weeds and algae, and foul odors—and even scarier issues may lurk unnoticed beneath the water for many years before they manifest.

When they do finally appear, it is generally a sign that the waterbody requires significant intervention.

Once preliminary assessments are completed, a customized management program can be designed. Thank You! Over the last 2 years, we, as a chapter, have faced challenge after challenge, and overcome each obstacle that has been thrown our way. In the opinion of many, we not only overcame these obstacles, but came out stronger on the other side.

None of this would have been possible if not for the fearless leadership and support of our Chapter Staff. They, along with the Board and Committee members, led the chapter into a new age of virtual meetings, webinars instead of seminars, and kept spirits high the whole time. Now that we are entering our new normal, they are leading us back into in-person events that allow for safety and comfort, while still providing a great experience.
