PREFACE Welcome to the 2019 issue of the Tourism Review. The Anguilla Statistics Department, a department in the portfolio of the Ministry of Finance, Economic Development, Investment, Commerce, Tourism and Information Technology, hopes that you find navigating through this report easy and the information therein useful. The tourism industry in Anguilla has seen many advances and is developing on many spheres. One of the key indicators of the industry is visitor arrivals, that is non-residents entering Anguilla’s borders. This indicator has become consistent in its compilation and dissemination. Tourism in Anguilla has become dynamic and improved as well as increased its offerings over the years. Notwithstanding the fact that these figures are important, it is now incumbent on all of us to move to the next level and play our part in providing data on occupancy and on research based information which can be used to inform evidence based policies and decision-making. Such research will provide information on tourism and its various subsectors as a driver of economic activity. As we look into the future, it is hoped that as the ASD strongly advocates for resources; introduction of principles and standards, infrastructure, legal, human and financial, to provide the country with such products and tools that could be used in corroborating policy and programme decisions, these will be forthcoming. These products and tools will assist in harmonizing and reconciling the tourism statistics in an effort to measure consumption and supply by and from visitors and local producers respectively. While growth in arrivals is important, it is time that we also transition to measuring consumption which provides us with a picture of impact. The move to the use of such tools will afford Anguilla to produce, ‘Sound Statistics for Sustainable Development’. We welcome any comments and suggestions from users as we continue to expand and improve the data presented.

Definitions TOURISM: Tourism comprises the activities of persons traveling to and staying in places outside their usual environment for less than one year for leisure, business and other activities.Tourism represents various types of short-term travels and visits and is variously defined for particular purposes, by reference to the purpose of the journey its duration and other criteria. VISITORS: In any particular place, visitors represent all non-residents. They may be divided into day visitors (sometimes referred to as excursionists) and tourists (sometimes referred to as stay-overs). TOURISTS: These are persons normally resident abroad (excluding those with Anguillian belongership) who enter the island and remain for not less than twenty-four hours and not more than six months for legitimate non-immigrant purposes such as:a) Pleasure, Recreation, Holiday, Sport b) Business, Visiting Friends and Relatives, Conference, Health, Studies, Religion, Mission, Meetings EXCURSIONISTS: These are visitors staying less than twenty-four hours in the country visited and not over-nighting at an accommodation establishment. AVERAGE LENGTH OF STAY: This figure is derived from the intended length of stay as declared by the visitors to the Immigration officer, upon arrival into Anguilla. In Anguilla's case what is measured is intended length of stay as no matching occurs. The unit of measurement is days. COUNTRY OF RESIDENCE: Country of residence is recorded as the country of citizenship defined on travel documents presented at border control. TOURISM SEASONS: In these tables the winter months consists of the months from November to April. The summer months consists of the months from May to September. PERIOD COVERED: - 1990 - 2019

Overview of tourism in Anguilla, 2019 Visitors Visitor arrivals which include tourists (stay-over visitors) and excursionists (day-trippers) to Anguilla for the year 2019 totalled 166,351, a 90.5% increase over its 2018 figure of 87,345 arrivals. Arrivals for 2018 may have been affected by the aftermath of hurricane Irma that impacted Anguilla in September 2017; recording a 42.0% decrease from total arrivals of 150,678 in 2017. Table 1 shows that, for 30 years (1990-2019) of recorded visitor data, 2019 ranked the 5th highest after being ranked 29th highest in 2018. The highest ranking was recorded in 2015 with a total of 186,068 arrivals followed by 2014 with 176,780, 2016 with 175,970 and 2006 with 167,245. During 2019, most of Anguilla’s visitors came during the 3rd quarter; totalling 49,952 arrivals, historical data shows that March usually contributes the most within the quarter and the entire year, March 2019 recorded 19,222 arrivals; 11.6% of total arrivals and the month with the least amount was September with 4,004 arrivals. The second highest arrivals were recorded in August with 16,575; 10.0% of total arrivals which may have been due to the carnival summer festivities. Visitor arrivals by source market showed that Anguilla’s main source market the ‘USA’ recorded the largest share of the visitor market with 59.6% (99,166) followed by the 'Other European' countries with a share of 9.8% (16,351). Anguilla’s sea ports (Sandy Ground and Blowing Point), the main ports of entry in to Anguilla recorded 90.0% (149,685) of arrivals while 10.0% (16,666) came via the airport (Clayton J. Lloyd International). The majority of the arrivals 98.0% (163,046) came with the intention of vacationing while 2.0% (3,305) came with the intention of doing business.
Tourists Tourist arrivals contributed 95,375 arrivals to the overall visitor figure during this year under review, the highest number to grace Anguilla’s shores during the years for which data is available. This figure summed to 16,136 arrivals more than the 2nd highest recorded figure of 79,239 which was recorded in 2015. Also this figure under review recorded a 74.9% increase from the 54,533 arrivals in 2018 which ranked 15th highest. Additionally, nine of the months during 2019 recorded their highest figures over their respective months for the years in which data recorded for. The month of March recorded the largest number of

tourist for 2019 and the largest number overall to ever grace Anguilla shores in any one month throughout the years for which data is available. Of the total tourist arrivals figure; 83.5% (79,610) entered Anguilla via the sea ports and 16.5% (15,765) entered via the airport. The lack of major airlines flying directly to Anguilla such as Jet Blue, American etc. using popular routes via the USA which mostly flies to St. Maarten, coupled with what maybe an additional experience, the option of a ferry service to Anguilla may have contributed to the sea ports being the most popular port of entry. The tourist market showed that majority of tourist were from the USA with 56.2% (30,634) followed by the Caribbean with 11.1% (6,067). The average intended length of stay for 2019 was 7.2 days, down 1.4 days from 2018. The majority of the tourists to Anguilla; 50.2% (47,892, intended to stay 4-7 days in Anguilla, followed by 24.2% (23,071) who wished to stay 1-3 days, 16.0% (15,269) for 8-15 days, 7.9% (7,492) for 23 and more days and 1.7% (1,651) for 16-22 days., an average for the year of 8.6 days being spent on the island. Excursionists Excursionist arrivals also contributed to the total visitor arrivals figure accounting for 70,976 arrivals. Conversely, 2019 excursionist arrivals did not perform as well as tourist, as they ranked 11th highest over the years. Excursionist arrivals are usually visitors who are visiting St. Maarten and/or St. Martin, and journey over to Anguilla to experience the beaches and visit attraction. Travel Weekly stated that “Travelers are returning to St. Maarten in strong numbers as the post-hurricane recovery continues; from January to June, the destination welcomed 171,543 air arrivals, a 131% increase over the same period in 2018.” This can be reflected in Anguilla excursionist arrivals as the comparative period showed a 170.1% increase from 13,821 for the period Jan – June 2018 to 37,325 arrivals for the same period in 2019. For the period under review, the largest number of excursionists to the island was for the month of August with 7,672 (10.8%) of the total for the year which may have been due to the Carnival festival season. Conversely, the lowest was recorded in September with 2,547 which has shown historically to be Anguilla’s most active period for hurricanes. The USA market held the largest share of the excursionist arrivals with 50.6% (35,930) followed by 'Other European' countries with 16.3% (11,583).

Passenger movement Passenger movements which consist of arrivals and departures of visitors and residents of Anguilla, showed that arrivals total 257,963 with an increase of 53.9% over its 2018 figure of 167,653. In comparison, departures increased at a faster rate with 56.5%, numbering to 255,855 persons. Passenger movements historically have shown to be at its peak within the 1st quarter of each year, however March is usually the month that contributes the most to arrivals and departures followed by the month of December. Passenger arrivals during 2019 for the 1st quarter totalled 71,990. The month with the highest number of arrivals was March with 26,888 persons followed by August with 25,237. Passenger departures during the 1st quarter totalled 72,395 with the highest number recorded in March with 26,748 followed by August total of 27,367.
Cruise vessels Anguilla welcomed 48 small cruise vessels via the Sandy Ground port which accommodated 6,916 passengers along with 6,666 crew members.
