Council quiet on rates cap Whittlesea council says it is still assessing the possible impact of the state opposition’s pledge to cap rate bills at the consumer price index. Mayor Mary Lalios was tight-lipped about the state Labor Party proposal announced last week. The council was also unable to reveal how much rates could rise in its 2014-15 budget, which will be unveiled on May 27. Opposition leader Daniel Andrews has promised the ALP will force councils to cap annual rates increases at CPI if it wins November’s state election. Under the plan, councils wanting to increase rates above CPI would have to appeal to the Essential Services Commission (ESC). As councils across Victoria finalise their budgets for the coming financial year, some are reporting average rate bill increases of more than double the CPI (currently 2.9 per cent). Hume council has proposed an average increase of 4.2 per cent. But Municipal Association of Victoria president Bill McArthur said the long-term consequences of Labor’s plan could wreak havoc for generations. “Rate rise restrictions leave councils with two main choices: reduce services relied on by communities or reduce capital spending to maintain assets,” he said. “Councils could save more than half a billion dollars this year if ratepayers didn’t need to keep stepping in to rescue chronically under-funded state and federal services, including emergency management, home
and community care, public libraries and kindergartens.” Mr Andrews said the rate-capping policy sent a clear message to councils that any increases above CPI must provide clear benefits to ratepayers. “With the cost of living increasing and Tony Abbott and Denis Napthine increasing taxes, home owners and businesses can have confidence that they aren’t footing the bill for wasteful or unnecessary council spending,’’ Mr Andrews said.

Broadmeadows Progress Association spokeswoman Sonja Rutherford said she doubted the ESC had the ‘‘teeth’’ to control rate rises. ‘‘The ESC has not been able to do much about gas, electricity or water price rises,’’ she said. Under last week’s state budget, $2.5 million will be used for projects including the development of a new website giving people the chance to see how their council rates are being spent. Local Government Minister Tim Bull said ratepayers would be able to use the My Council website to see how their council compared to similar councils.

‘Scary’ arrival has happy ending By Yasmine Talat Mother’s Day came early for Sunbury mother Jane Elliott in 2012 when daughter Hayley Grace Elliott surprised her. Hayley, who turns two on Wednesday, was born premature when Mrs Elliott was only 33 weeks pregnant. It was a bittersweet Mother’s Day gift for Mrs Elliott, who initially spent four weeks apart from her baby girl while Hayley was cared for in hospital. “It was a really scary experience,” Mrs Elliott said. “You don’t know what to expect – there’s so many things going through your mind.” Mrs Elliott experienced a healthy pregnancy and said she was not expecting an early birth. She said she was a “planner” and had booked her hospital bed and expected to leave hospital with lots of flowers and her baby, but she couldn’t. “I couldn’t hold her, I couldn’t take her home, I couldn’t bathe her,” she said. After spending time in the special care unit when she was born, and regular check-ups along the way, Hayley is “healthy and brilliant”, says her mother. “She’s just kicked goals from the moment she was born,” Mrs Elliott said. She said she hoped her story would raise awareness about premature birth and give other parents hope. She said organisations such as Life’s Little Treasures Foundation were informative and a great way to meet other parents with similar experiences. The foundation is Australia’s leading charity dedicated to providing information, support and understanding to the parents of babies born premature or sick. Light work time well spent The Hume Light$mart Program, an initiative of the City of Hume, is helping businesses with fitting energy-efficient lighting to help save money and reduce environmental impact. A number of local enterprises have already jumped on board, and are collectively saving about $13,000 each year. Barry Huxley, owner of travel agent Helloworld Sunbury, is thankful he made the switch and is already seeing big savings. Mr Huxley uses LED panels that provide extra lighting while using half the energy of the double fluorescent lights they replaced. Hume’s Business Efficiency Network (BEN) is hosting a forum on Thursday, May 15, from 8-11.30am at the Broadmeadows Global Learning Centre about “energy efficiency financing, lighting and solar PV for business”. The pair help in many successful Sunbury programs, including the Sunbury Family Community Kitchen, the Salvation Army op-shop and the Companion Club, which they have been running for six years.

Good schools work hard to ensure children develop the resilience and practical skills needed to face education milestones with confidence. While most schools have orientation days and a mentor system, transition processes leading into kindergarten, prep and high school vary depending on traditions, size and ideas. John Nolan, head of Mentone Grammar’s Eblana junior school, says preschoolers are exposed to more technology and events outside their family unit, adding new challenges for schools. “Very young children still need time to relax, pursue interests they own and not be overwhelmed by the opportunities they’re inundated with,” he says. Moving from a public primary school to an independent high school was seamless for Janet Newland’s daughters Darcie and Tessa, now in years 8 and 11 at Ivanhoe Grammar School. The school’s transition program prepares all students, regardless of their primary school. Newland’s oldest daughter Georgia, now 19 and studying arts at university, entered Ivanhoe Grammar in year 8, having had an individual tour and met key staff at the end of year 7. Tessa, 16, and Darcie, 13, enjoyed the full transition program. Late in grade 6 they individually visited the school to discuss their interests and abilities. At an orientation day and barbecue they met students and teachers, explored the grounds, took a group photo and filled in a booklet about themselves. “There is a big group … that moves over from the junior school, but there’s so many that come in,” Newland says. “They make the child feel like they understand them and they know them.” Year 7 students attend camp early on, are mentored by year 11 students and remain in their home room for all classes, with subject teachers coming to them. ■ www.ivanhoe.com.au

She doesn’t recall much orientation other than a school tour. “We girls were all in the same boat,” she says. Elsworth says the transition into primary and secondary school is now very thorough. “The children who come from ELC or other local kinders have an orientation day,” she says. “As the ELC is within the school grounds, I think the children feel very comfortable and often excited to move up to the ‘junior primary area’. “The introduction to year 7 is again very thorough. There might be 50 students who move within Yarra Valley from junior to middle school, but there could also be up to another 100 new students from surrounding local primary schools, so it’s quite ‘new’ for everyone. “Every child … is visited in their own primary school by the head of middle school. When Jacqui Kerr attended Catholic Ladies’ College (CLC) from 1986-89, the transition into year 7 was similar to what her daughters experienced. Georgia, 14, is in year 8 and Jessica, 12, started year 7 this year. All three attended an orientation day and barbecue at the school, which Kerr says is a tried and true formula. Georgia and Jessica had their orientation days late in grade 6 and CLC teachers visited their primary school, Holy Trinity, a local partner primary school. In 1973 when Lou Bevilacqua joined Xavier College’s Kostka Hall for grade 5 students, the school was ahead of its time in pastoral care. The orientation was less comprehensive, but student welfare was a priority. Bevilacqua, who has had three sons attend Xavier, recalls taking an exam and attending an orientation day before joining Kostka Hall, which covered only grade 5 to year 8. It now has an Early Learning Centre and prep to grade 4 as well. When Bevilacqua moved to the years 9-12 senior school, he was already familiar with it from visits for sport and chapel. “That four years really consolidates character; it consolidates academic and sporting achievements, and friendships,” he says of Kostka Hall. Sons Julian, now 21 and studying architecture and construction management, and Michael, 19, who is studying law and commerce, attended Xavier from grade 5. Their brother Adrian, 11, started in the second ELC intake and is now in grade 6. Sister Emma, 17, is in year 11 at Loreto Mandeville Hall Toorak. Bevilacqua says the transition process involves information nights and social events including a cocktail party and an annual family picnic. “The level of engagement is up to you,” he says. The first thing I noticed about the Lancer was how roomy it is. The compact exterior belies its inner width, providing plenty of arm room in the front and enough space in the back for three kids to be content for about 50 kilometres before their first fight. The boot is surprisingly spacious too, its 400 litres made larger by the split rear seats that fold flat. The LX version has a few bells and whistles but there aren’t too many buttons, thanks mainly to the user-friendly touch screen that controls the radio, MP3 and CD player (with six-speaker stereo), phone and reverse camera display. The Bluetooth connection is hassle free. Most of the functions on the touch screen, as well as cruise control, can be operated via buttons on the steering wheel. They’re easy to use while still concentrating on the road, although I kept hanging up on incoming calls because the answer and end-call buttons are close together and a little hard to distinguish at first. There’s also voice control, which works well. The business end of the dashboard is nice to look at with nothing obscured by the steering wheel. Gauges are limited to the tacho and speedometer. Temperature and fuel level displays are on a small, multi-function digital screen which also has trip computer data such as fuel consumption and kilometres until empty. The designers have gone with simplicity rather than wannabe jet-fighter cockpit, and it works. The leather seats are comfortable and heated in the front. I was sceptical of this feature until a drive from Geelong on a particularly cold and wet day where it proved rather sublime.
MITSUBISHI LANCER LX
Unlike the 2002 Lancer coupe I once owned, this Lancer LX doesn’t exude raciness to look at, but the 2.0 litre engine doesn’t let you down on a freeway entrance. It sits comfortably at 2000rpm at 100km/h (using just 5 litres/ per 100km on a flat deck), which you’ll easily exceed if not paying attention. The CVT automatic transmission has the
Sportronic option, which provides clutch-free manual gear shifting that lets you channel the Lancer’s rally heritage. It shoots off like a rocket in first gear. In full auto mode the gear changes are smooth, and there’s none of the lag that you often get with smaller cars. The LX will set you back $2000 more than
the base ES model, but for that you get a host of extras including a display audio system and reversing camera and sensors, leather trim, sports seats and leather steering wheel. It also has chrome accents and door handles, which enhance the Lancer’s, shall we say, familiar exterior. www.mitsubishi-motors.com.au
