Square deal for centre By Esther Lauaki A $45 million expansion of Caroline Springs’ shopping hub is set to breathe new life into the centre of town by next year. Melton council approved a proposed 6500 square metre development of CS Square which will include the addition of a Woolworths supermarket, large format discount store, car wash, more than 10 specialty stores and a new parents’ room. CS Square has served the main shopping centre for the municipality’s east since 2004 and presently has 60 stores.

Construction is due to begin this month on the development which will introduce another 15 retailers to the mix. Centre manager Rod Kennedy said the expansion would enhance the centre’s existing grocery offer, along with a range of specialty stores and services to the local community.
“This will be the second development since the centre opened in 2004,” Mr Kennedy said. “We have also invested in many internal upgrades such as lighting and a new colour scheme to refresh the existing centre. “This is an exciting time for us and a significant investment by the owners. We are proud to be part of the Caroline Springs community and look forward to delivering a new retail offer and experience to our valued customers. “CS Square is one of the leading shopping destinations for Melton East and this development will further enhance the retail offer and experience for our valued customers.”
Mr Kennedy said he hoped to see the expansion completed by early 2019. Better pedestrian access near Aldi and additional carparking spaces on the vacant land north of CS Square are also planned. Melton mayor Bob Turner said he welcomed the development. “Caroline Springs is a strong and growing area and this expansion of CS Square reflects the growing population and needs of the community,” Cr Turner said. “Melton council is excited that Lendlease is taking steps towards its next development.” Details: www.cssquare.com.au

Rates discount follows cap error By Esther Lauaki Moorabool ratepayers will receive a discount on their next notices after a recent state government audit found the council had incorrectly collected nearly $40,000. The Essential Services Commission recently delivered its second report on the compliance of councils with the state-imposed Fair Go Rates system introduced in 2015-16. Moorabool, Wellington and Northern Grampians councils were the only municipalities whose rates were higher than
the cap without approval. Moorabool council said an administrative error in applying rates meant ratepayers were overcharged about $2.35 on average per property. Council infrastructure general manager Phil Jeffrey said the error occurred when calculating total rate revenue for 2017-18. “At the time of preparing the 2017-18 budget, an incorrect rate was applied in calculating total revenue for that period,” he said. “The error meant that council rates increased by 2.14 per cent rather than two per cent, resulting in an extra $39,000 in rates.”
Mr Jeffrey said that the council would adjust 2018-19 rates and put measures in place to prevent a recurrence of the error. “Council understands the importance of ensuring the correct calculation of the capped average rates in any given year is critical in preserving the integrity of the Fair Go Rates system,” he said. Andrew Chow, of the Essential Services Commission, said the report found there were no major compliance or systemic issues. He said 76 of the state’s councils were fully compliant with the average two per cent rate
cap or with higher caps successfully sought by councils. “Three councils were over the cap, but there were reasonable explanations,” Mr Chow said. Wellington and Northern Grampians councils calculation errors cost ratepayers in those areas about 23 cents or less per property. “The additional $39,000 in revenue collected by Moorabool council will be returned to ratepayers in their 2018-19 rates,” Mr Chow said. Melton showdown hits the bullseye Darts players from around the country are sharpening their skills in training for the Melton Classic. The January 27 and 28 event, now in its sixth year, attracts about 200 competitors from around Australia to the Melton Darts and Bingo Club to compete for prize money and points towards national rankings. Tournament director Neal Bradbury said he was expecting a big field. “We get people from Western Australia, New South Wales – they come from all around to
compete at the Melton Classic,” Bradbury said. “It’s an open event on the Saturday and anyone can play, but on the Sunday it’s a ranked event where players must be registered with Darts Australia.” Bradbury said the sport was popular among all age groups. “We’re all for juniors here,” he said. “We’ve got about 15 juniors playing out of this club and we welcome everyone.” Ranked No.2 in Victoria, Barry Ledington of Melton, said he played more for fun than
points. “My dad used to be a top player and I started playing in the ’80s as a junior,” he said. “I just love darts. Money’s always good and last year I chased points a little bit to see how far I could get. A snake catcher came to the aid of a Ravenhall family three times in a day before bagging an elusive eastern brown snake measuring close to two metres. Jarrod Bingham, a snake catcher and Moorabool councillor, said it was the biggest snake he had caught in his 10-year career. As revealed in a video posted on Facebook, it was a passerby that first spotted the snake as it slithered under a fence and on to the property. Mr Bingham said that when he arrived at the home to tell the residents what was on their property, they didn’t believe him. “I told them, ‘There’s a snake in the area’, and they thought I was crazy,” Mr Bingham said. “I had to leave because I just couldn’t find it, but about 30 minutes later they called me back and said it was in their backyard.” It was only on a third attempt that Mr Bingham and the residents managed to locate the snake – in a very small hole in the driveway. He said it was “pushing” two metres long. “The residents were over the moon when I was able to finally catch it,” he said. Mr Bingham said the rescue was a reminder to people to keep an eye on snakes after they have called a snake catcher. Melton council offers a free snake removal program across the municipality. Nearly 6000 houses across the western suburbs were left in the dark after outages across the Powercorp network earlier this month. The January 6 blackout knocked Albanvale, Ardeer, Caroline Springs, Burnside, Cairnlea and Deer Park on the hottest day for nearly two years. Caroline Springs was hardest hit of all the suburbs with a total of 2055 homes affected. The cause is being investigated.

The free pop-up library initiative supports Melton council’s summer reading series by hosting outdoor activity days involving readings, games and crafts. Outreach librarian Hayley Martin said the most recent pop-up events – in Woodlea, Taylors Hill and Bridge Road – attracted about 100 children.
“We’ve been to every little township and the response has been excellent,” Ms Martin said. “It’s all about continuing their love for reading in the off season and a love for books.” The theme, “game on”, includes a decoding challenge using an iPad in a teepee, sustainable seedling activities and badge making. Flames and plumes of smoke could be seen from the Western Freeway at Rockbank after a semi-trailer caught fire last Tuesday. CCTV from a BP service station showed the truck driver grabbing a small white dog from the cabin as it filled with smoke and flames. A witness said the truck was destroyed.

By Esther Lauaki A Fern Hill man killed in a collision last week has been remembered as a loving father who was the “life of the party”. John Wilson, 30, was on his way to work when his sedan and a truck collided on Greendale-Trentham Road on January 4. Mr Wilson, who was a mechanic at Springfields Garage in Ballan, died at the scene, leaving behind fiance Teresa and two-year-old son Logan. The Moorabool community is rallying
around the young family and a crowdfunding page set up in Mr Wilson’s honor has raised more than $5000 in the past week. Rebecca Treadwell said her colleague’s death had sent shockwaves through the small community. “It’s my duty to find out what’s happened when someone doesn’t turn up to work. I rang John’s phone and it went straight to message bank that morning,” Ms Treadwell said. “I rang Teresa and said to her he may have broken down. She got in her car and came across the crash at the same time as police. It’s
a really hard situation.” Ms Treadwell helped organise an online auction with donated goods last Wednesday and collection tins were placed around Ballan. Mr Wilson’s childhood friend Laura Garner set up the online page to help raise funds for Teresa and Logan. “It’s shocking to lose a friend, but the real tragedy is that he left behind a baby boy and a fiance,” Ms Garner said. “Logan won’t grow up with a father.” Donate at bit.ly/2D0T5mB.

Residents rally for young family

Tuber pride quite a ride The humble spud will be the main attraction at an event that is expected to draw people from far and wide to Trentham later this year – but the groundwork needs to be done now. Organisers of the 11th annual Trentham Spudfest are seeking about 100 volunteers to help get the event rolling in time for the May spectacular. Committee spokesperson Peter Young said the event celebrated and promoted Trentham potato farming, which dates back to the 1860s and the gold rush era. Mr Young said the success of the event was heavily dependent on support of volunteers to organise and run it – and turning up to support its vendors, town businesses and associated events. “Many hands make light work,” he said. “It’s a lot of fun, community spirit and camaraderie not to mention a lot of laughs.” Previous Spudfests have been mainly single
location affairs, most recently in the town’s Quarry Street Reserve Park. But this year’s festival will include spuddy activities all around town, including in the two main retail streets, the village square and railway station. Tours of local farms will also make a return. “It started small and has evolved into a whole-village event,” Mr Young said. “It’s a tremendous tribute to the spirit of this town. The main purpose is to help put the town on the map. “It was created to engender local pride in its history and culture … it does that in spades.” Surplus funds raised at the event have also helped fund a La Trobe University Bendigo agribusiness scholarship for a local rural community student. A Christian school has amended its uniform policy after being found to have discriminated against a young Sikh boy because he wore a turban. The Victorian Civil and Administrative Tribunal in September found Melton Christian College breached the Equal Opportunity Act by not allowing Sidhak Singh Arora, then aged five, to attend the school wearing a patka, or children’s turban. A joint statement by Sidhak’s parents and the school says the uniform policy has been amended “to allow exceptions where
genuine medical or religious grounds exist”. “MCC regrets the difficulties that took place with respect to the enrolment and the family is grateful to the school for the amendments it has made to the uniform policy in order to welcome Sidhak to the school,” the statement read. Sidhak’s parents, Sagardeep Singh Arora and Anureet Kaur Arora, tried in 2016 to enrol their son at the school before the Victorian Equal Opportunity and Human Rights Commission intervened in the case. The Aroras still wanted Sidhak to attend the Melton Christian College
because it was close to home and where Sidhak’s cousins studied. During the VCAT hearing, the school argued its decision was lawful under exemptions to the Equal Opportunity Act. VCAT ordered the parents and school to negotiate an arrangement to resolve the situation. The ruling found “MCC’s uniform policy, in so far as it prohibits head gear of a non-Christian faith, could be described as ‘openly discriminatory’.” The Age

School backs down on patka ban
Spirit of Australia Day Father Bob Maguire will break bread with Ballan residents on Australia Day to celebrate community spirit. The Australia Day ambassador, and chairman of the Father Bob Maguire Foundation, will be joined by fellow ambassador Andrea Cafnik for the breakfast at the Mechanics Institute next week. Father Maguire said he believed rural communities are the “heart of all Australia” and that he was keen to establish a hub in Moorabool where young people from the inner city could visit for a country experience. “I really believe that rural areas like Ballan will save the Australian identity,” he said. “I’m going up to Ballan for refreshment. You’ve got all those glorious ranges and little villages and a sense of community, which is what Australia Day should be all about, no matter what your background or political persuasion.”
Ms Cafnik, who co-ordinates fundraising and events for the foundation, said she was looking forward to sharing stories with people from all different cultures. “I came from Slovenia when Yugoslavia was still a communist country,” Ms Cafnik said. “When I tell people that I was let into the country as a refugee, they look at me and say, ‘But you’re white’. They forget that people come from all sorts of places and from all races. Being a refugee shapes my view of Australia.” The Father Bob Maguire Foundation is dedicated to ending homelessness through outreach programs and community initiatives. The Australia Day festivities at the Mechanics Institute in Ballan, open to the public, will run from 8-11.30am and include a community breakfast and an Australian citizenship ceremony. Esther Lauaki

Take the right steps to get your kids dancing with joy Finding the right dance classes for kids can be a challenge for parents, especially if they haven’t been in classes themselves. Parents can inadvertently form unhelpful expectations or not properly consider the whys and hows of it all. Some of the best dance teachers around offer the following advice to loving mums and dads who want what’s best for their children when it comes to the world of dance: 1. Do a trial class first This gives parents the chance to observe how the teacher delivers lessons, their communication skills and choice of words. Kids often want to
observe a class before they feel comfortable joining in. With a toddler class, it’s often best to simply join in yourself and show the way. 2. Don’t compare your child to others in the class Parents can unintentionally find themselves comparing their child with others, even from the very first class. They may see their own child listening less, jumping and skipping around haphazardly, and make an assessment that the child isn’t really “into it” or the class isn’t the right fit. It can seem a little chaotic, but
good teachers have a plan. Kids generally find dancing uninhibitedly comes naturally and it’s actually the best starting point. 3. I’d like to wish everyone a happy New Year, and hope that you all enjoyed the Christmas break and are looking forward to a great year ahead.
It’s been a scorching start to 2018, and I hope that residents have found a way to keep cool, hydrated, and safe under our extreme weather conditions.
Our first event back for 2018 is our Australia Day celebration on Friday 26 January
Summer presents many hazards, not least of which is snakes emerging from hibernation. It gives me great pleasure to remind residents that Council offers a free snake removal program, an initiative I put forward in 2016. If you spot a snake anywhere within the City of Melton, it’s important to leave it alone, call Council on 9747 7200 immediately, and we will arrange for it to be removed by a professional at no cost.
(Willows Historical Park, Melton), a highlight of which will be the citizenship ceremony, where over 170 people will be sworn in as new citizens. I look forward to congratulating and welcoming them to our community. Celebrations will also feature live entertainment, great food and activities for the kids. I’m also looking forward to meeting our Community Achievement Award winners, including the 2018 Citizen of the Year and Young Citizen of the Year. These awards are a fantastic opportunity to recognise the outstanding contribution that volunteers make to our community, and I for one am grateful for the time and effort they put into making the City of Melton welcoming for all. This event draws crowds of over 5000, with people traveling from all over Victoria, and interstate, to enjoy the fun. The Melton Gold Cup incorporates eight classes with up to 80 boats competing in 25 races each day, with some boats capable of speeds of over 140mph. Stage 1 of the Hume Drive Duplication project is expected to begin in late January, after Council awarded the construction contract to ACE Infrastructure P/L. This is a thrilling outcome for residents, with planned upgrades set to significantly improve road safety and cater for increased traffic in the area. The $4.46 million project will see Hume Drive expanded from two to four lanes, between Calder Park Drive, Taylors Hill and Copperfield Drive, Delahey; traffic signals installed at the intersection of Hume Drive and Overton Lea Boulevard, and upgrades to roundabouts and landscaping. Construction is expected to be completed by end of August 2018. I’d also like to say how thrilled I am that Council endorsed recommendations to install female friendly change amenities across a number of our recreation facilities, including Hillside Recreation Reserve and Diggers Rest Recreation Reserve. It’s fantastic to see local clubs encouraging female participation in sport, particularly AFL and cricket, and I’d like to congratulate all the women making positive changes for a healthier lifestyle. MC Dumpling, you see, stands for My Chinese Dumpling. But more than that, this place does embrace a fast-food look and process. And that, as in this case, can be good. What it means here is bright, clean surrounds; brisk service with a smile; and freshly prepared and very affordable food. But it is the dumplings that are definitely the go here. The steamed pork and chive numbers, for instance, are fabulous at $9 for 16. Fresh-as, not too big, kinda dainty, juicy/ succulent – even if there was little by way of discernible chive vibe. Ditto with the lamb and leek dumplings – same number, same price, same good impression. We fare slightly less impressively with the sides. These chicken ribs normally cost $3, but are being presented to customers free with any order as an opening celebration. We don’t know how long that’ll be the case! They’re well fried and ungreasy – but tasteless. Or rather, taste not of chicken. Actually, ALL the sides cost $3 – including the corn fritters. They’re a variation on the more familiar

SPORT Rain saves the day as Melton’s bats fail to fire Melbourne’s weather proved to be a saviour for Melton in Victorian Sub-District Cricket Association north-west competition. The Lions were in all sorts of trouble against St Bernards before the rain hit, ending the game and St Bernards’ hopes of an upset win. Lions playing coach Nathan Geisler said they know they were lucky to come away with three points from the game which ended in a draw. The Lions were 7-59 when rain halted play. Their top order failed with the bat, with Geisler top-scoring with 20 not out. Number nine Brad Jones was the only other batsman to reach double figures, finishing 10 not out. “We dodged a bullet,” Geisler said.
“We were 7-50, which wasn’t ideal. We won the toss and elected to bat so we thought the conditions were good. “They bowled really well and we didn’t apply ourselves the way we wanted to.” Geisler said it was disappointing to put out a performance like that after having spoken about starting the new year playing well. Twelve months ago, the Lions wasted a good start to the season, with a form slump after Christmas and ultimately missed out on finals. Geisler said the weekend’s performance was a reality check for the side that sits on top of the ladder. “We finished the year on a high beating Williamstown and Plenty Valley,” he said.
“It [the weekend’s game] was a bit of a reality check and a bit of a wake up call. We’re lucky in the end that we didn’t lose six points.” Geisler said the focus for the rest of the season would be trying to secure a home final. He said despite sitting on top of the ladder, they don’t see themselves as favourites for the premiership. As the ladder stands, the Lions play just one team which is currently in the top six in the run home. “If we win three of the four games, we should secure that home final,” Geisler said. “We want to play at home as we play well in our conditions. Internally, we know where we stand. They [Plenty Valley and Williamstown]
Eynesbury lets one slip By Tara Murray Eynesbury let slip the opportunity to move into the Gisborne and District Cricket Association B-grade top two. One of three teams with a 4-1-1 record, the Eagles put in a disappointing performance against St Anthonys, one of the other two sides with the same record. Eagles playing coach Luke Castle said they didn’t stand up in a crucial game, which was shortened due to rain. “We didn’t play well enough,” he said. “We started well and were 1-78 off 11 overs, but then lost 6-20. Hayden [Castle] made 25 and I made 45, but there wasn’t much after that, with the club finishing on 8-127. “We didn’t have enough runs on the board.” The only other two batsmen to reach double figures were number nine Darren McCrae and number 10 Tyson Orr, who both finished 13 not out. Robert Strugnell and Daniel Tennant took three wickets each for the Saints. The Saints chased down the runs with ease, finishing 2-131. John Jensen finished 60 not out, his best score of the season. The loss is the Eagles second for the season, both of which have come against the Saints. They also struggled against Wallan, the other team above them on the ladder, in a match which ended in a draw. Castle said the result on Saturday will dint their top two hopes. He said the focus now was ensuring they remain in the top four and get back to playing some good cricket. The Eagles’ remaining matches are all against sides outside the top four. “I said to the boys, we would have been second had we won, so it was a crucial game. “We have to get Tristan Francis to come back and a few other guys will return as well. “We’re a really young side and we need to get that experience back into the side to help the young boys. “I’m not worried about ladder position as long as we make finals. I want the boys playing a good brand of cricket heading into finals.” In other results, Wallan ensured it remained on top with an easy win against Bacchus Marsh. The Magpies made 2-109 in reply to the Bulls 106. East Sunbury easily accounted for Riddell and Macedon keeps the pressure on the top four, defeating Kyneton. The match between Ashfield and Gisborne ended in a draw due to rain. In the McIntyre Cup, rain meant just one game ended with a result. Riddell was the side to benefit, beating Rupertswood and moving to the top of the ladder. Rupertswood made just 90. Several matches didn’t get under way, while others had not many overs bowled. In west A1, Melton South Royals had Flemington at 3-43, while Melton Centrals’ match against Bellbridge didn’t see a ball bowled. Sunshine will resume at 1-27 against Sydenham-Hillside in north A1. Caroline Springs match against Moonee Valley didn’t get under way.

Just 16 overs were bowled in Darley’s match against Mt Clear as rain affected the Ballarat Cricket Association game. Mt Clear was 2-49 when the rain fell, which ultimately stopped play for the rest of the day. The points were shared between the two sides. Darley remains fifth.

Melton’s return to the bowling green was delayed another week, with rain preventing play in Bowls Victoria pennant division 1, section 1. Melton was due to play Moonee Valley, but the two sides had to settle for nine points a piece. Melton remains fifth ahead of a match-up against third-placed Sunbury.
Cricket
Metropolitan West fell just short of a grand final appearance in the Cricket Victoria under-18 championships last week. The Spirit made it through to the semi-finals, where they were defeated by Metropolitan inner east. The Spirit were bowled out for 105, with the Inner East making 4-80, which was enough under the Duckworth-Lewis system which came into play when rain hit. Dylan Brasher was the star for the Spirit, topping the run scorers.

Melton has two wins from its opening three matches of the Victorian Sub-District Cricket Association Craig Shield competition. Centrals seek women players

Melton Centrals are looking for players to join their women’s football side this year. Centrals, which have been around for more than 10 years, are the only women’s team based in Melton. Former coach Janelle Martin said the current playing numbers were lower than they would have liked at this time of the year. “We’re hoping with AFL women’s about to start that a few more players will come down,” she said. “We had a lot of older players who have retired and some other players have moved on. “A couple of players have moved onto the VFL, which is good for them and good for the club to see players move to a higher level.” Players of any ability are welcome to join the club, which also has junior and youth girl’s sides providing a pathway. Martin said the club was in the process of appointing a coach for this season, and was hoping to arrange for some AFLW players to come down and visit the club at some point. Melton Centrals proved no match for Hoppers Crossing in the CV Women’s Community Cricket west T20 competition on Sunday. Sitting with one win apiece heading into the match, the Cats fired early with the bat to set a big target. All but one Cat got going as they posted 3-172 off their 20 overs. Candace Hulett, Shanae Freund and Chelsea Connell were the wicket takers for Centrals. Centrals got off to a good start, but then lost 3-9 to slump to 3-33. The going was then slow, with Centrals falling well short, making 5-65. Rhiannah Jordan and Katherine Lumley top scored with 17. The loss leaves Centrals fourth with one round left in the T20 competition before they return to the one-day format. They face EMP/Williamstown Congs this week. St Anthonys remains without a win in the T20 competition, after losing to Altona Roosters. The Roosters made 1-168 off their overs, with both openers retiring to give other batters a go. The Saints struggled with the bat and were bowled out for just 26 in the 16th over. The Saints have a bye this week, with their next match on February 4 in the one-day competition. In the premier women’s seconds T20 competition, Melton fell short against Carlton Brunswick. Carlton Brunswick made 5-146 from its overs The Lions managed 8-99 off its overs. Janelle Hayhurst was the standout for the Lions, finishing 42 not out. The Lions sit fourth after five rounds.
