Oil spill blackens river By Sumeyya Ilanbey A Maddingley business is being investigated after 1200 litres of black engine oil contaminated the Werribee River earlier this month. Environment Protection Authority, Melbourne Water and Moorabool council officers investigated the spill at Peelmans Lane, Maddingley, tracing it back to a company in the industrial estate. Melbourne Water put booms out in the river on Thursday, January 5, to contain the oil. A second boom was put in to capture any residue after the clean-up. EPA south-west manager Carolyn Francis said the company, which hasn’t been named, is required to clean up the spill, clean the stormwater drains and remove the oil. She said a remedial notice had been issued, requiring works to be completed by February 10. The company has also been ordered to prevent any recurrence of the spill. “A spill of this volume could have significant impacts on the environment,” Ms Francis said. “Thankfully, prompt community reporting allowed the EPA to ensure that the oil spill was quickly contained and removed from the river, reducing any potential impact.” There have been reports of oil spills in the same location over the past six months, but Ms Francis said these were unlikely to be from the company being investigated over this month’s incident. There are serious concerns for the native wildlife and flora of the river after residents spotted a duck covered in black oil and fish coming up to the surface of the river where the oil spill occurred. Moorabool Environment Group president Ben Courtice said Friends of the Werribee River group members had also spotted a platypus a hundred metres downstream of the spill site a few weeks ago. “This is frustrating,” Mr Courtice said. “Because if someone has an EPA licence to handle that quantity of hazardous waste, they should also have the condition it should be stored in such a way that it can’t get into stormwater drains. “So how did it get into the river? Either someone decided they’d be cheap and deliberately disposed of it, or it was an accident, which would have to be negligence.” Melbourne Water west regional services acting manager Ben English said the impact of the recent spill should be minimal. Anyone found guilty of failing to comply with EPA notices for this type of incident faces fines of up to $370,000 .

Islamic school buys Mowbray By Sumeyya Ilanbey Wyndham councillor and businessman Intaj Khan has sold the site of the failed Mowbray College at Caroline Springs for $12 million – a $6 million profit on the price he paid in 2012. Australian International Academy, an Islamic school with six campuses in Melbourne, Sydney and Abu Dhabi, bought the site at 183 Caroline Springs Boulevard, settling the purchase last month. AIA opened a Caroline Springs campus at Stevenson Crescent in 2014, but Star Weekly
understands the site was much smaller than the former Mowbray College site. Cr Khan said he is pleased the property would remain as a school, after his plans to open a grammar school at the site were shelved because of low enrolments. “There were interests from various organisations, from developers as well as from the health sector, to purchase the site,” he said. “But as promised, I wanted to make sure this site remains an educational facility, and we would not be handing it over to builders. “We thought the Mowbray site would be

ideal for the AIA – they already have schools running, so they’ve been in the industry for quite some time.” Cr Khan bought the 12,500 square metre site in 2012 after Mowbray College was placed into receivership with debts of about $28 million. The site still contains the college’s buildings,
including classroom, staffrooms, a canteen, library and offices. Cr Khan said the site had been predominantly vacant since he took ownership after several failed attempts to open a school. It’s not yet understood if AIA will start offering classes at the new campus for first term, but Cr Khan said he believed the school would be up and running by second term. An education department spokesman said the department wouldn’t be making a comment about the sale as it was between two independent schools.
Farmers query rating fairness
Wildlife rescuer Naomi Carr is urging people not to use nets to protect there fruit trees.
The Victorian Farmers Federation has called for a more equitable rate-capped environment after its own analysis revealed rural ratepayers were being ripped off. The state government introduced its ‘Fair Go’ rates cap system last year, requiring councils to cap rate rises at the consumer price index. But the system currently allows councils to increase farm rates above the cap while maintaining the overall increase for all ratepayers at CPI levels. Rate rises were capped at 2.5 per cent last year, but Moorabool council applied to the Essential Services Commission for a 3.5 per cent rise. A VFF analysis, however, revealed rates increased, on average, by 4.8 per cent for Moorabool’s rural ratepayers. VFF president David Jochinke said the ‘fair go’ cap needed to be applied to each rating category – residential, commercial/industrial and rural – to make it fairer for farmers paying large sums in rates. Municipal Association of Victoria interim president Coral Ross said a 2015 MAV analysis found rural properties in Victoria made up 21 per cent of total valuations and contributed 16 per cent towards total rates. She said the MAV did not support rate caps being applied to each property category. “So while some property owners might have paid more than the cap … others would have paid less than the cap.” Acting Local Government Minister Lisa Neville said councils weren’t restricted from providing discounted rates to different groups of properties.

There are 12 species of bats in Moorabool, a recent Moorabool Catchment Landcare Group analysis revealed. Ms Carr has recommended people do the “finger-test” when netting trees. “If you can put your finger through the holes in the netting, then it’s not wildlife safe.” But she warned people not to handle bats as they carry a strain of the rabies virus. The bats can sustain horrific injuries, including broken bones and wings, and can die as a result, Ms Carr says. “It’s very painful for the bats. A Greendale animal rescuer who’s recently saved three bats tangled in fruit tree netting is urging people to be more mindful of wildlife. Naomi Carr, of Badgar Wildlife Rescue, rescued a threatened yellow-bellied sheath-tailed bat and two grey-headed flying foxes, listed as vulnerable, in the past two months. She says the animals were caught in netting on fruit trees, and some had been badly injured. “The bats go in to get fruits because they’re

Driver discipline on holiday, too By Sumeyya Ilanbey It was a horror Christmas-New Year on Melton roads with police detecting 473 driving offences in their Operation Roadwise over a three-week period. Despite police saturating the roads, the number of offenders almost doubled the total for the same time last year. Police say they nabbed 12 drink-drivers, nine drug-drivers, and 26 unlicensed or disqualified drivers. As well, there were 279 speeding offences in the three weeks to January 8,
25 seatbelt offences and 18 mobile phone offences, while 96 unregistered vehicles were identified. Police say they impounded eight vehicles. Melton highway patrol’s Acting Sergeant Mark Cadman said the number of drivers breaking the law was extremely disappointing. He said Victoria Police and the state government were spending a lot of money and effort to deter people from getting behind the wheel while drug or alcohol-affected, but some were just not getting the message. “If you’re caught over the limit, you can lose
your licence and that can mean the loss of a job and possible financial constraints,” Acting Sergeant Cadman said. “Other than those personal consequences, no one wants to be on the road with those drivers. There’s a reason these laws have been put in place.” Meanwhile, over the same three weeks, Moorabool police nabbed 10 drink-drivers, three drug-drivers and 12 disqualified or unlicensed drivers. There were 177 speeding offences, five seatbelt offences, one mobile phone offence and 27 unregistered vehicles. Police impounded five vehicles. Moorabool
highway patrol officer Sergeant John Cody said there were a high number of offences detected despite drivers knowing extra police would be on duty. “Speeding is the big issue,” Sergeant Cody said. “Particularly when we tell people we’re out there and we’re going to be catching them. “Christmas is meant to be a joyous season, but 15 people died [on Victoria’s roads]. Their families are certainly not having a good time over Christmas. The trauma affects a lot of people and it’s really disappointing some drivers can’t see that.”
Great global delights Oliver MacPherson has always been fascinated by history, language and culture. His mini thesis for year 12 was on Mongolian emperor Genghis Khan – what would have happened if the Mongols had managed to get through to Europe? What would the world look like if the west wasn’t the “dominant power”? It was this fascination with world affairs that prompted Oliver to go on exchange, through the Southern Cross Cultural Exchange program, to a small town in France for a year. “I’d initially hoped to go to England, but learning a new language is something that I knew would, hopefully, be very beneficial in later life,” the Toolern Vale teenager says. “Learning the language of another country, and the way they phrase their words helps you understand who the people are. “The French won’t say they’re going to another country. They’ll say, ‘When will you be in this country? When will you be immersed
in this country?’,” he said. Oliver, 16, finished year 12 last year with an 85.55 ATAR. He was 15 years old, for the most part. And while he says he wasn’t “intellectually challenged” by being two years younger than his classmates throughout secondary school, making friends had been a bit of a challenge. He plans to study a Bachelor of Arts on his return, with hopes of becoming a fantasy or science fiction author or a historian. “I want to understand a lot more about the world,” Oliver says. Gorton MP Brendan O’Connor last week gave Oliver an Australian flag for his hosts. “Oliver is a remarkable young man … I look forward to following what the future holds for him.” Details of the Southern Cross Cultural Exchange program are at scce.com.au. DAVID ARNELL
Thanks from on high David Arnell’s been on the job for two weeks now, but he’s already grasped how difficult the vocation of firefighting can be. Whether it’s the house fire in the winter or the out-of-control blaze in the scorching heat, Mr Arnell knows he needs to drop everything and fight the fires. Most of the time, without praise or thanks. That’s why days like National Red Balloon Day are important to Mr Arnell, Melton CFA’s newest recruit, and his colleagues. “It’s an opportunity for the public to say, ‘thank you, fireys’ and for the men and women in red to feel appreciated, he says.
“Driving around on the day and seeing the balloons flying will make every firefighter feel appreciated. A thanks can go a long way after a job; it makes you feel like you’ve done something good for someone and the community. Mr Arnell is asking Melton and Moorabool people to buy a ‘thank you fireys’ balloon and fly it from their homes or workplaces on February 28. Profits raised from the event will go to Victoria’s CFA. Details: nationalredballoonday.org Sumeyya Ilanbey

MY PLACE Marlene Burvill, 80, has volunteered all her working life. She’s helped out with at least 10 groups over 60 years in Ballan … the much-loved matriarch speaks with Sumeyya Ilanbey. We’ve been residents here in Ballan for nearly 59 years. My husband passed away (15 months ago), but he was a resident in the shire for 81 years. Prior to that (my marriage), I was at Anakie. My husband had a farm in Ballan and I moved here with him when we got married. What’s your favourite thing about living in Ballan? The community. We all help each other out here. If we see anyone who’s in need, we’ll put ourselves out and help. I feel we’re also very central to wherever we want to go – we can go down to the beach, we can go to Melbourne, we can go up to Daylesford. It’s a bit like Bacchus Marsh – we’re in the centre of everything … it’s just a lovely place, Ballan. What would you change about the area if you could? I shouldn’t say it, but I want more employment for children – I think everyone would say that. We’ve got no work here, have we? They’ve got to travel far. Years ago there was work, but not anymore. If they had jobs here … while they’re young they still live at home and don’t have to go away for work. Where’s your favourite place to hang out? I spend most of my time at the nursing home, volunteering. I do love it. I just feel I’m lucky that I can get around and do my own (thing). But some of the people I visit, they don’t see
family or some haven’t got family, and I just feel I get a lot of pleasure talking to them. It’s lovely to help people. You’ve been volunteering for many, many decades – how do you find the time? Oh, I don’t know, I just do. I’m lucky I’m active – I’m going to have an operation (on Thursday) – it’s only a day procedure for my cancer that came back six months ago. But for the last six months, I’ve been doing the same things I did before the cancer, and I’m sure it’s helped me beat it. I don’t know for sure, but I’m really confident it has. Why do you enjoy volunteering? When I left school, I had all the paperwork done and I was going to be an occupational health therapist, but my dad said ‘no, you’ve got to stop and stay home’. So I was home on the farm, then I married, then I had children, then I worked at Fiskville, and then this (volunteering) door opened for me. I feel like I’m giving back to the community … I really enjoy it. Do you have plans to retire from volunteering any time soon? Not at the moment. None of us know tomorrow, do we? This is how I do it – put my clothes on, plan today and let tomorrow look after itself.
(Kristian Scott)

Pet cruelty laws change Animal welfare authorities have been given extra powers to crack down on animal cruelty – including pets left in cars during hot weather. The state government recently changed the Prevention of Cruelty to Animals Act legislation to allow Agriculture Victoria, Victoria Police and RSPCA inspectors to issue compliance notices to people who commit or are likely to commit offences against animals. Inspectors were previously only authorised to issue compliance notices to pet owners. RSPCA Victoria chief executive Liz Walker has welcomed the changes, saying it was not always possible to issue notices to owners, and this can delay the welfare enforcement process.
Dr Walker urged people to be mindful of leaving pets in cars, with the RSPCA receiving several reports a day of animals locked inside. “Pets can overheat even when the windows are down or the car is in the shade,” she said. “It takes less than six minutes for an animal to suffer heat exhaustion and an agonising death if left in a hot car.” Agriculture minister Jaala Pulford has also cautioned against people transporting or handling livestock during the heat. Anyone who sees pets in locked cars should contact police on triple-0. Sumeyya Ilanbey

BROOKFIELD 6 Manna Gum Court, 3338 4
Barry Plant: 9746 6000 Price: $569,000 Private sale Don’t be fooled by its modest facade, because indoors this place steps up the style stakes by several notches. It has a floorplan with real-world liveability, a sophisticated decor, and polish and class at every turn. Shades of grey on walls, white accents and grey carpet juxtapose with chocolate/ latte in glam wet areas, and the richly polished floorboards that kick off in the generous foyer. Three separate living areas are a carpeted
lounge room (through double doors from the foyer), where a wall of shelves above lowboy cabinetry is framed by stacked stone; a floorboarded living hub wraps around a cracker of a kitchen; and a carpeted theatre room, appealingly moody when heavy grey drapes are drawn -– and there’s noise insulation. Under a dropped, downlight-studded bulkhead, a stone-topped island bench delineates the kitchen, which has a fab butler’s pantry with second dishwasher, a
stack of drawers, mirror and stainless-steel splashbacks and a 900mm cooker. Even the laundry here puts on a fine show, with loads of cupboards, stone benches and a walk-in storage room. Four large bedrooms include the main, which has walk-through wardrobes and a gorgeous en suite with full designer tiling, dual basins atop stone, walk-in dual shower, chic storage and enclosed toilet. The bathroom and powder room the other bedrooms share have equal pizzazz.

Sliding doors from the kitchen and dining area open to a pergola with a downlit, boarded ceiling; a spa shares this space. A three-car garage has a back roller door to space for parking boat or caravan. The location – in the popular Botanica Springs estate – also gets a gold star. There’s a residents-only community centre (pool, gym, tennis courts) just 100 metres away. Carole Levy 15 MELTON & MOORABOOL STAR WEEKLY \ JANUARY 17, 2017

Melton Swimming Club’s Mitchell Wills and Jye Burton took home bronze medals from the Victorian Open Water Championships. Wills finished third in the 17-18 boys’ 5km event, while Burton finished third in the 14 boys’ 5km contest. Burton also competed at the NSW Open Water Championships, achieving a national qualifying time. Both Wills and Burton will compete at the national 5km event.
By Tara Murray Melton’s hopes of a finals berth in Bowls Victoria’s Pennant division 1, section 1, suffered a setback on Saturday. Against Sunbury, a side looking to push into the top four, Melton was hoping that playing at home would give it an advantage. It wasn’t the case. Sunbury hardly let Melton into the game, winning 86 (16)-61 (2). Ray Gnidic led the only winning rink for Melton. The result meant Sunbury and Melton switched positions, with Sunbury into the top four. Melton is now nine points outside that top echelon. Melton secretary John Adams said they quickly needed to turn things around if they were going to be in the mix come finals. Melton has won just one of its last four matches. “We might have to jag things around,” Adams said. “Any side is hard to beat and you have to be on the boil. We’re not sure whether we’re not playing well or they’re playing better. “It doesn’t get any easier. We play Essendon at Essendon and then Deer Park, but we need to start winning if we want to make finals. Four wins from the last seven games should get us in; five wins definitely will.” Melton’s second side has slipped from top to third after two straight losses. Elsewhere, the Avenue lost to Ballarat 109 (18)-63 (0) in the Ballarat District Bowls Division 1. In Central Highlands bowls’ division 1, Bacchus Marsh won 107 (6)-87 (2) against Trentham.
VTCA
Melton Centrals won a low-scoring match against Williamstown Imperials in Victorian Turf Cricket Association’s west A1 competition. Centrals could only manage 97 off its overs, and on paper that wasn’t enough. But the bowlers responded, and the Imperials were out for 78 to seal a 19-run Centrals’ win, and are now top of the ladde, by 0.01 of a point margin. In other results, Melton South Primary School lost to Williamstown Colts.
BCA
Darley came out on top in a low scoring match against Brown Hill in the Ballarat Cricket Association. Lions’ bowlers again did the job, taking the Bulls out for 117. In reply, the Lions reached the target with four wickets in hand. Matt Cape top-scored with 42 not out. The win puts the Lions on top of the ladder. SPORT Injuries sap the Highlanders’ under-18 title bid The Central Highlands players had their fair share of bad luck at the Cricket Victoria under-18 male state championships in Melbourne last week. Having made the final the previous year, the Highlanders were hoping that with a strong squad they could go one step further. Their campaign started well when they won the first match against Mallee Murray, but things went wrong from there. Gun batsman Tom Rogers was withdrawn from the tournament, still suffering side effects of concussion suffered at the under-19 national carnival. Nathan Fowler suffered a foot injury and keeper Hugh Knight battled a hamstring injury, while a couple of other players were also dealing with niggling injuries. Highlanders coach Karl Mayne said luck just didn’t go their way.
“We were starting to think we walked under a ladder,” he said. “Tom was having reoccurrence of headaches and we wanted to make sure he was right. “His leadership of the group was something we missed. Hugh did well to keep playing and kept really well, while we weren’t able to get much out of Nathan. “With a couple of other niggling injuries, it made it a little tougher than we would have liked.” But Mayne, in his first season coaching the side, said the injuries gave other players opportunities. He said that while winning was a focus, seeing players continue to improve was just as important. Despite the results, he said it was a thoroughly enjoyable experience with a really tight-knit group of players. “It’s a learning experience, with several of
this players playing at the championships for the first time,” he said. “Roby Lane bowled well as a bottom-age player. Zac Jenkins batted really well, while Jack Lalor’s leadership was exceptional.” Jenkins topped the scoring for the Highlanders, making 164 runs at an average of 41. Former Bacchus Marsh player Lalor was the best of the bowlers, taking 10 wickets. The under-18 side wasn’t the only Highlanders team in action last week, with the under-14 and under-16 girls playing in their state championships. The under-16 girls won one match for the championships, finishing fourth in their pool. The under-14 girls made it through to one of the two major semi-finals, in which they were downed by South East Bayside. Tara Murray
Saints waste top start By Tara Murray St Anthonys’ up-and-down batting continued against East Sunbury in the Gisborne and District Cricket Association’s B-grade competition. Having batted brilliantly against Sunbury United in the previous round at more than a run a ball, United looked to being cruising at drinks against the Thunder. At 0-89 after 20 overs, a big total was on the cards. But once one wicket fell, so followed another and another until the Saints were all out for 161. Saints playing coach Cameron Clayton said the team struggled to form a partnership after drinks. “We fell into a hole,” he said. “We had a really good win against Sunbury United and took that momentum into this game, and looked like we had the perfect start. “The wickets started to fall and we couldn’t build a partnership … we didn’t bat to the situation.” Opener John Jensen top scored with 47, but only four players reached double figures. The Saints bowled well without reward late on day one. The Thunder will resume at 0-22. The match is an important one in the context of the season for both sides. Sitting sixth and seventh, only 0.17 of a point separates them. They are both about 16 points outside the top four. Fifth-placed Macedon has already conceded first innings points to Lancefield, while fourth-placed Bacchus Marsh is locked in a tough battle with top side Wallan. Clayton said the Saints remained confident about their chances of beating the Thunder. “Their scores have been pretty low,” he said. “We’ve got the runs on the board.” As for making finals, Clayton knows that if they play their best cricket they will be in the mix. “After starting 2-0 we lost the next five games,” he said. “It’s not an ideal position – every game is like a final now. We’ve got to make sure we keep winning so we can sneak into the top four. “When we put it together we are a good side and a good side to watch.” Bacchus Marsh made 174 in its match with Wallan, Jack Powell top scoring with 29. In the McIntyre Cup, Dennis O’Loughlin guided Bacchus Marsh to 9-271 against Romsey. O’Loughlin, batting at No.6, made 97 before being run out. Diggers Rest Bulla is in trouble against Gisborne. Sitting second on the ladder, the Burras were bowled out for 101 by third placed GIsborne. Steven Fogarty top scored with 46. The Dragons will resume at 2-37. 30 MELTON & MOORABOOL STAR WEEKLY \ JANUARY 17, 2017

Spirit lives up to its name to honour west Metropolitan West’s luck ran out in the semi- finals of Cricket Victoria’s under-18 male state championships last week. Despite winning two of its four pool matches, a new structure for the championships meant the team also known as Western Spirit went through to the semi-finals while other teams with better winning records missed out. Spirit made 138 in its semi-final against South East Country before rain halted play with SEC at 1-15. The match ended up washed out, with SEC progressing to the grand final at the MCG on February 5 due to having better pool match results. Jordan Kight top-scored for the Spirit with 46. Spirit coach Ash Armstrong admitted they were lucky to get through to the finals. “It was disappointing the way it finished with the semi washed out,” he said. “The way it was set up you could win four games and miss out on finals or you could win fewer games and make it through. It depended on which pool you were in, and we were lucky to win a couple of close games to get in.” Armstrong said his side’s fighting spirit also ensured it would make it through to the final four for a second straight season. “We knew going into the final pool game we either had to win or have a close loss. “We were up against it playing Metropolitan North West, who are a good side, but we kept fighting even after they passed our score and it was one of the reasons we played on Friday.” Former Melton player Kight was the best of the batsman, averaging 34 with the bat, while Jack Budd and Ben Roosenboom took eight wickets each. Armstrong said five to six players were in the bottom-age category and eligible to be selected to play in the side again next season. The under-18 boys team was one of three Spirit sides in action last week. Under-14 and under-16 girls also played in state championships. The under-16 team finished at the bottom of its pool, after not winning a match. The under-14s won one match to top their pool. Tara Murray

L
G
ike Hyundai itself, the Tucson is all grown up. Called ix35 in the previous generation, the latest medium SUV from the South Korean car-maker has shed its adolescent awkwardness and knuckled down. Hyundai started by stretching the new Tucson in most dimensions to turn it into a true medium SUV, thus allowing roomy five-seat accommodation and handy 488-litre luggage space. The stylish new look came courtesy of its European designers, while Australian engineers tweaked the suspension and steering for a supple ride and reassuring control. Now armed with a choice of three four-cylinder engines and four specification levels, the Tucson spans a wide range. Our test vehicle was the flagship Czech-built all-wheel-drive Highlander – yes, most Tucson variants are now built there – powered by Hyundai’s renowned 2.0-litre diesel packing 136kW of power (more than most of its rivals) hooked up to a six-speed auto for sparkling acceleration.
etting back to where you belong – whether it’s heading home from a winter break, or heading out on workaday duties – feels pretty good in a Tucson. There’s a sense that you’re in safe hands within its sturdy body, with plenty of power, yet you feel comfortably in control, thanks to its responsive steering and clear, accessible driving instruments. The safety aspect goes up a notch with automatic emergency braking and rear-traffic alert, which warns you if a car or pedestrian is approaching as you back out of a driveway or parking spot. Safe, roomy and comfy, it is clearly all about the family, with big doors and boot space to fit kids and all their stuff. Despite a nice line in leather, which also elevates the price, the interior is somewhat uninspired. All the design effort has gone into the eye-catching exterior of curves flowing around elongated window and headlight shapes, with a handsome grille and subtle chrome underscoring.
