Five more complaints have also been made, but will not be pursued. The complaints have been lodged over the past six months following revelations up to seven babies who died at the hospital over a 15 year period may have done so due to medical error or negligence.

Dr Grant Davies, of the commissioner’s office, advised that 43 complaints related to events between 1990 and 2015, with 15 of these in 2013. Complaints raised issues relating to the management of both pregnancies and labour, he said. As reported by Star Weekly Weekly, a review by Professor Euan Wallace of baby deaths at the hospital going back to 2001 found five more cases of suspect deaths, bringing to 12 the number of babies who have died under circumstances that have yet to be made clear. That review was submitted to the health department last month and conciliation is now under way. Ministry-appointed administrator Dr John Ballard replaced the sacked board at Bacchus Marsh Hospital last October after an independent investigation into a cluster of baby deaths found some may have been avoided.

Last Friday, Dr Ballard refused to discuss details of the review but, in a memorandum, quashed any rumours of the hospital closing. “There is no question about the future of Bacchus Marsh and Melton Regional Hospital, located in a rapidly expanding part of Victoria,” he said. “In the six months since the health service was placed under administration, we have taken great steps at the hospital. “We all recognise there will continue to be a focus on what happened in the past. This is challenging for us all, but we cannot be distracted from the necessary and ongoing efforts to enhance the standards of care, safety and clinical governance at the hospital. “This is a painful and complex situation, and it will continue to be so for some time to come. All parties are being treated with the utmost sensitivity.” Obstetrics director Dr Nisha Khot and obstetrics and gynaecology specialist Dr Latika Cilly have taken up new positions. Dr Ballard said their recruitment was an important step in the transformation of Djerriwarrh Health Services. Health minister Jill Hennessy also refused to discuss Prof Wallace’s findings until all families involved had the full facts of their specific case. “Once this process is complete, and every woman has received the answers and certainty they deserve, I will make a full public statement.” An Australian Health Practitioner Regulation Agency spokeswoman confirmed it is investigating doctors, nurses and other practitioners at Bacchus Marsh after being provided medical records by Djerriwarrh. Crisis support centre on the way By Sumeyya Ilanbey The state government has pledged funds for a mobile youth outreach service, and promised ongoing support for a crisis accommodation centre at Melton, as part of its $152 million emergency housing package announced last week. More than 350 young Melton residents find themselves homeless each year, but the closest emergency centre is almost 30 kilometres away. Youth homelessness is said to be at “crisis” point, and, after a year-long wait and persistent

lobbying, Hope Street chief executive Donna Bennett said the agency is “thrilled” the state government has recognised the need for a youth-specific centre at Melton. And, Ms Bennett said, a mobile youth outreach service could be up and running within a month. Works on the crisis accommodation centre are expected to finish by 2018. “Young people are more vulnerable to falling through the system,” Ms Bennett said. “Having a solid safety net, keeping young people in the area, and having them engaged

with school and their extended family, is critical.” Ms Bennett praised the council, local politicians, community groups, businesses and media for the funding scoop. She said a “huge array” of people were involved in bringing the plight of homeless youth forward. “Without their support, we wouldn’t have been able to achieve this.” Ms Bennett said early intervention was pivotal in preventing young people experiencing homelessness from “graduating to adult homelessness”.

She said the crisis accommodation centre would include counsellors to help young people experiencing physical and emotional trauma. “If young people aren’t able to access these services, the impact is that they’re more likely to disengage from school, inadvertently put themselves in risky situations. They’re more vulnerable and other people might try to assault them.” “Hope Street currently can accommodate for only 12 young people out of the 350 who are homeless – so that should give you an idea of the demand and lack of supply.”

The awards, on April 2, pitted Victoria’s best fresh produce farmers against each other to weed out the champions. Jackie Chan the ram is officially on notice. The future of the 10 year-old merino at the centre of a long-running dispute between the ram’s owner, Godwin Aquilina, his neighbours and Moorabool council will be decided at a meeting next month. Several reports of the ram charging nearby residents were brought to council in 2013. A permit to keep the ram was later issued on condition that Jackie Chan was contained in a pen on Mr Aquilina’s Love Close property. Mr Aquilina believed the permit did not have an expiry date. Residents claim Jackie Chan was off the property earlier this month, and raised the issue in public question time at the April 6 council meeting. The council has since advised Mr Aquilina that an application for a renewed permit will be discussed on May 4. Council growth and development manager Satwinder Sandhu said Jackie Chan is on notice. “Mr Aquilina was advised to contain his ram to his premises while the application was being processed, and that council would be serving a notice to comply to this,” he said. “He was advised that, should the ram be found outside of his property during this time, council officers would impound the animal.” Mr Sandhu invited Mr Aquilina to make a submission at the meeting, but Mr Aquilina says he still feels bullied. “I’d call this entrapment,” he said. “Jackie Chan is a registered animal, so how can they not let me walk a registered animal?”

A botany student looking for plant samples has stumbled upon the remains of a Chelsea Heights teenager in a mineshaft in Lerderderg State Park. Homicide detectives last week confirmed that the remains, discovered near Seerey Track, were those of missing 17-year-old Cayleb Hough, who was last seen attending a party near The Crescent in Highett in the early hours of December 20 last year. His body was discovered on March 10. Missing Persons Squad Detective Senior Sergeant Craig Rhodes said he believed Cayleb was killed soon after his disappearance. “There is no way that this was an accident,” he said. “I can say quite categorically [as a result of medical examination] that Cayleb Hough was murdered. “We’ve got no idea when he was killed but we do believe, due to the way that the body was located, that it was shortly after his disappearance last year. “My understanding is that whoever committed this atrocious offence would be known to Cayleb.” Senior Sergeant Rhodes said the location where the remains were found was “out-of-the-way”. “Cayleb has no real connection to this area,” he said. Detectives and SES crew members searched the area near the mineshaft for anything that might assist with the investigation. Senior Sergeant Rhodes appealed for public help. “We are particularly keen to speak to anyone who may have seen any suspicious activity in the Lerderderg State Park since December 20 last year,” he said.

“These are very tragic circumstances and this has totally gutted the family. “I have no doubt at all that someone out there knows something about this incident … I just implore them to come forward.” Police found a car they believe Cayleb had travelled in – a blue 2003 Ford Falcon XR6 sedan with registration SOG 812 number – at a Southbank carpark on Saturday, January 16. The owner of the vehicle was interviewed by police

and was one of a number of people of interest in the investigation, Senior Sergeant Rhodes said. Police are appealing for witnesses who may have seen a pair of black Adidas high-top shoes and Samsung mobile phone that are believed to have been discarded from a taxi between 10pm and 11.30pm on December 21, 2015, somewhere between Harold, Springvale, Patterson and Darren roads in Springvale South.

Family services set for overhaul Legal support for Bacchus Marsh and Melton domestic violence victims will be boosted thanks to new state government funding. Victoria Legal Aid and community legal centres will share $4.6 million to expand specialist services. Comm-Unity Plus chief executive Rachna Muddagouni said the money would guarantee duty lawyers at Bacchus Marsh, while work with maternal child health nurses would also continue. She said programs in antenatal wards at Sunshine and Melton hospitals would be expanded, addressing some recommendations of the Royal Commission into Family Violence, such as working with women who “often present with family violence issues”. “This means that funding doesn’t come to an abrupt end,” Ms Muddagouni said. “It allows us to continue our work.” Ms Muddagouni said Comm-Unity Plus is hopeful of enough funding to address shortfalls, including contributions from the forthcoming federal budget. More than half a billion dollars was earmarked last week by the state government to support domestic violence services, including $330,000 for services working with communities from a non-English speaking background. “I don’t accept [the site] emits a lot of dust,” the spokesman said. “When it’s windy, we don’t crush. And, also, we have two water carts spraying water down to keep the dust out. “We’ve got a diary we fill out, [noting] which way the wind is going. When the wind is travelling in a north-westerly direction, we don’t crush.” Residents and business owners told council’s planning services manager, Bob Baggio, they are concerned the pit will become a landfill. Mr Baggio said there were no plans to accept any landfill at the site. “It is important to stress that the existing use and proposed changes do not involve the processing of any refuse material,” Mr Baggio told Star Weekly. Melton residents and business owners are up in arms over plans for a 100 square-metre, eight metre deep pit at a Plumpton rock-crushing plant. North Altona Rock Blasting Company has applied to Melton council to create a pit, 100 metres by 137 metres, and eight metres deep, at their Plumpton Road Recycling Centre. A company spokesman said the pit would be used to set up crushing equipment and would reduce dust, noise and fuel emissions, alleviating concerns of nearby residents and businesses. But some are not convinced. About 20 home and business owners met with council officers and councillors last week to air concerns about the company’s proposal, and the council’s handling of complaints. They say they are worried the company’s operations are going to expand and make the present situation worse. One resident, who lives about a kilometre from the crushing plant, said she was disappointed with council’s response to her complaints about dust, which she says is a daily emission from the site. “Go through my house and just see how much dust I get day to day,” she said. “Then you’ll know what I’m talking about and see what we go through.” Almost everyone who spoke up raised similar concerns about dust and potential health impacts. “I’ve got a six-month pregnant daughter

breathing in the dust every day,” one person said. “Cement dust sits on everything – it’s destroyed the facade of my building. This [new proposal] is only going to make it worse.” But a North Altona Rock Blasting Company spokesman denied the dust problem was caused by the Plumpton operations.

In an explanatory report, the minister concedes the effects of this amendment will mean “a person potentially affected by the amendment will not be notified of the amendment or have an opportunity to make a submission about it”. The Lal Lal Environment Protection Association filed a writ in the Supreme Court last month. Association president John McMahon said the group had written to Mr Wynne asking for clarification about the amendment but got no response.

A Lal Lal community group is taking the state government to the Supreme Court following a decision by the planning minister that could strip people’s rights to object to changes to wind farms close to their homes. Planning Minister Richard Wynne earlier this year approved an amendment to the state planning scheme that allows the minister to “fast-track” amendments for wind farms when there is no increase in the number of turbines or a new turbine is not proposed

Last week he said he was unable to comment further on the matter because it was before the court. Angela Kearns, a Mt Egerton resident who lives “very close” to planned Moorabool wind-farm turbines, said she was concerned residents and businesses affected by future decisions would not have their voices or objections heard. “This is basically giving the minister powers to allow for changes without going to a panel hearing,” Ms Kearns said. “We might not even be given an avenue for appeal.”

Ms Kearns, who is not a member of the association, said she wasn’t anti-renewable energy or pro-coal, but she was concerned about wind farms close to people’s homes. “I have a bit of a mantra – too many turbines too close to too many homes,” she said. “I haven’t met anyone who’s been in this situation [objecting to wind farms close to homes] who are anti-renewable. “We just want a fair go as Australians and [to] be listened to.” The state government was contacted for comment.

Funds help break violent cycle By Ben Cameron Almost $4 million has been earmarked in next week’s state budget to help female offenders incarcerated at Dame Phyllis Frost Centre who have experienced “significant domestic abuse issues”. The budget offers $3.6 million over two years for sexual assault and family violence recovery counselling for women at the centre and at Tarrengower Prison. A Corrections Victoria spokesman said the new funding was a direct response to three

recommendations from the Royal Commission on Family Violence involving women in prisons. “Recommendations … specifically reference the need for additional programs, counselling and support services for women in prison who have experienced family violence,” he said. Counselling and group-based programs, such as Out of the Dark, will be available over the next 12 months to all female prisoners who have experienced family violence. Melbourne City Mission has delivered the Out of the Dark program in prisons since 2009

The house that Jean built For months, Jean Arnold searched for the best location for an elderly resident’s home. It couldn’t just be anywhere. So when Melton council offered land near the Melton train station for Abbeyfield House, Ms Arnold was ecstatic. There was nothing like Abbeyfield House in Melton in the 90s – a place where elderly people could live independently in a supported house. Ms Arnold, now 87, recently announced her retirement from the Abbeyfield House board. Residents and board members thanked her for her long commitment by naming the communal lounge area ‘the Jean Arnold room’. One man said: “This is a fantastic location. Residents have had their lives extended by coming here.” Ms Arnold said while her quest had had its

“ups and downs”, she’d enjoyed every minute of it’. “I’ve been privileged, I’ve loved it but because of my health I can’t do it anymore,” she said. What’s your connection to Melton? I’ve lived here all my life – I’m 21 now. What’s your favourite thing about living in Melton? I like how child-oriented we are. There are a lot of kids in this town, and I like that we have so many playgrounds, so many schools, because I’ve always loved kids. If I’m visiting, for example, the Macedon Ranges, I love that it’s quiet, but it’s mainly [older] people who live there. I like that the population here is young.

As much as I love how many schools we have, the quality of education in the western suburbs is pretty low. Expectations are also very low. The closest university is Victoria University in Footscray. Other than that, the quickest drive is 50 minutes to any other uni; you know how shocking public transport out here is. How important is mental health during VCE? Extremely important. There is so much pressure packed onto you in years 11 and 12

SPORT Bloods make Panthers pay for a lack of firepower Melton got early bragging rights over cross-town rival Melton South with a massive win in the Ballarat Football League on Saturday night. The Bloods, playing their first match of the season, got an early jump on the Panthers, who had played the previous week. Rain after quarter-time had little effect on the Bloods, who won 13.4 (82)-3.8 (26) at MacPherson Park. For Bloods coach Brad Murphy, it was a good yet necessary outcome. “We probably had to win the game,” he said. “We’d done a lot of homework on them and knew they would come out firing in the first 10

minutes of each quarter. It was a real focus on ours to make sure we started well. “We thought they would drop away in the second half and they did. They lacked firepower.” The Bloods restricted the Panthers to a single goal in the first three quarters. Murphy believes that if the rain had stayed away, the margin would have been even bigger. “We don’t have the kicking power up forward … it’s about having a real even spread and balance between defence and attack,” he said. “We had the balance perfect on Saturday night.” Murphy said his backline was a standout

and clearly dominated the game. He praised full-back Malcolm Beck for holding Marc Dransman goal-less and to only three possessions. “Jack Walker, Matt Notman, Brett McIntyre and Jake Glesson were all really good,” he said. “The wet weather suits Jake and he led from the front.” Brody Sullivan and Brendan Hooper were best for the Panthers, who had no multiple goal kickers. The Bloods will this week face the Sunbury Lions at Clarke Oval on Saturday night. The Lions suffered a first-up loss to Bacchus Marsh.

Late rush gets Burras in By Tara Murray Diggers Rest turned it on in the last quarter to overcome Riddell in the Riddell District Football League round 1 clash on Saturday. After a scrappy first two quarters, when both sides struggled in windy and wet conditions, the Burras kicked two late goals to take a half-time lead. The Bombers appeared to have taken control of the game with five goals to nil in the third quarter to lead by 15. But it was all the Burras in the final quarter at Bloomdale Oval, as they won most of the ball and went on to win 11.13 (79)-7.6 (48). Burras’ coach Shaun Sims said he was just happy to come away with the win against a side he expected to be up there at the end of the season. “It wasn’t pretty footy in the first half that’s for sure,” he said. “We were prepared for a team which finished on top of the ladder last year. They have recruited well, have a new coach and a bit of enthusiasm about them, so to get the win was the most important thing. “The first couple of quarters were a grind and the conditions weren’t great. Basically, they were winning the footy.” Sims said there was one major difference with his side in the last quarter. “I think we played some better footy; we were very clean and it showed,” he said. “I don’t think they went inside 50 in the last quarter. “You’re very happy any time you play a top-three side and get the win. You’ll take it.” Sims said he was impressed by Brandon Kilty, who kept Paul Sahlberg quiet for most of the match, while Mick Kilty turned the game in the last quarter with three goals. It was a good day for the Burras with all three sides getting good wins. “The depth is really good,” Sims said. “We had five to six blokes [in lower grades] who put up their hands up to play seniors next week. “It’s a good place to be. People are going to have to perform to keep their spots.” One person who won’t be playing for the Burras this season is Jason Williams. Sims was already expecting to be without Williams because of his VFL commitments with Port Melbourne, but the player is now seeking a clearance to move to Broadford. “He had a really good opportunity,” Sims said. “He spoke to me and I said he should take it.” Rupertswood, Sunbury Kangaroos and Macedon were the other weekend winners.

League blow as Rockbank says bye, bye The Riddell District Netball League A-grade competition will be an 11-team competition this season following the withdrawal of Rockbank. After forfeiting the opening-round match against Melton Centrals, the Rams have now quit the competition and teams will get a bye when they are due to face them. Rams coach Tara Crisp said that right up until last week the club was hoping to field a team but would have needed at least eight A-grade players. “Only two girls from last year’s A-grade team have come back and we’ve been unable to recruit A-grade players,” she said before the decision not to field a side. Crisp said the club had lost about 20 girls from last year’s teams, most of them from the top side. She said a combination of a late decision about coaches and a number of girls leaving the club because partners were moving elsewhere to play football had a massive impact on numbers. “We’re absolutely devastated,” Crisp said. “If we’d kept most of the girls from last season, we could have been successful. “I reckon there was room in that squad for heaps of improvement.” Crisp said the club had good numbers for its other three sides and she expected them to be competitive. But while there was the temptation to promote players from these sides to A-grade, she said it would do more harm than good in the long term. “We’re working with what we have and the three teams are strong teams and will do us justice on the court,” she said. “I’m concerned that if we put players up into the A-grade side they could be beaten heavily every week and that would make them not want to come back next season.” She said the Rams hoped to field an A-grade team again next season. RDNL netball manager Kim Bailey said it was extremely disappointing that Rockbank would not field an A-grade side. It will be the fifth season in a row that the league has not had a full complement of A-grade teams. Broadford did not have an A-grade side last year and Sunbury Kangaroos did not field one in 2014. Bombers blitz Burras By Tara Murray Riddell started the new season the way they finished the last – with a big win. The reigning Riddell District Netball League premiers kicked off their 2016 campaign with a strong win over a new-look Diggers Rest, winning 52-27. The Bombers controlled the game from the opening whistle, and the result never looked in doubt. Bombers’ coach Jarrod Walker said while he was happy with getting a win first up, there was things that the side would have to work on. “I’m happy to get the win and also identified a lot of things we can work improve on across the next couple of weeks. “In training, we sewed it all together well. I think, today, first-round nerves hit a couple of players, but we’re bringing through some youth, which is exciting for the area. “We need to work on our transition. Getting the ball out of defence was good, but it’s the linking to the attacking end we need to work on. I feel our attack end is our biggest asset, and we didn’t use it well at all today. “ Like their opposition, the Bombers were a different looking line-up to the one that played last season. Walker didn’t hesitate to switch players around as they looked to find the right mix. He also made the most of the new time-out rule. “We’re going to look to see how we can use the new time-out rules for netball, to see whether it’ll impact us to run them on and off the bench, or have the players play the whole 15 minutes. We thought today would be a good day to try it, to see how it will go.” Two of the Bombers’ best players were new defender Sarah King and Cayley Armstrong, who returns to the team after missing last year through injury. “Sarah is a young under-19 player from the city. She just needs a bit of extra work so we brought her out here to get a bit more experience. “Cayley has a fantastic game. She’s back in the form where she’s comfortable and really confident.” Burras’ coach Amy Carroll said it was a disappointing way to start the season. “It was really tough, actually,” she said. “The actual game itself wasn’t too bad, we just didn’t put the score on the board. “Defensively, I think we did really well. I don’t think our attacking end was up to it.” Carroll said she expected the team to build as the season went on. “The whole attack end really hasn’t played together before our first game, which really tested us, and I think that was visible. “The defensive end [of Stephanie Barnes, Jena Baboth and Tayla Behan] has played together [at Romsey] which you could see.” The Bombers weren’t the only side with a big win; Rupertswood, Romsey and Macedon also had dominant matches.

Caroline Springs had a close battle to score its second win of the Western Region Football League division 2 season. Jets lose head of steam in final break A Western Jets last quarter comeback against Sandringham Dragons fell short in Saturday’s TAC Cup, as they went down by 10 points. With all the scoring at one end due to the wind, both sides had periods of dominance in the game but the Jets were chasing for most of the day. The Jets trailed at the last break by 23 points, and despite kicking four goals in the last quarter, they ran out of time, losing 12.7 (79)-10.9 (69) at Burbank Oval. Blake Graham and Brandon Lester both kicked three goals each for the Jets, with Connor Griffiths and Alexander Bouris named best in the loss. The result leaves the Jets with one win from their first three games, sitting ninth on the ladder. This week they travel to Aspley Hornets Football Club to take on Queensland, and are hoping to have a few private school players back in the squad.
