Work bans blow ill wind A bitter union dispute shows no sign of easing as Hobsons Bay council staff continue work bans implemented before summer, including not removing seaweed or fallen branches except where public health is threatened. Bans are in place on mowing jobs in sporting fields and reserves, refilling dog-bag dispensers, processing court documents for new fines, issuing planning infringement notices, cleaning minor plant and equipment or refuelling vehicles after 1pm. Australian Services Union members said the council had previously threatened to lock out workers for taking protected industrial action in “an almost unprecedented move by a Victorian

council”. Union organiser Luke Cherry said the dispute had gone to the Fair Work Commission but no resolution was reached. “Council made commitments and we reached without-prejudice agreement to lift the work bans while we continued to negotiate, then council reneged on their commitments so the bans have remained on,” he said. “Labour hire has been used to clear seaweed but because they don’t have the right equipment it’s very slow for them. “It’s been piling up there since early December and the smell is pretty pervasive throughout Altona, depending on the wind. “Collecting branches, except where there’s a risk to public safety, has been stopped, too, and a lot of other bans on operations of council.”

He said council management had offered an eight per cent pay increase over a five-year period including one year backdated, meaning an average annual increase of 1.6 per cent. The union is seeking a 7.5 per cent pay increase over three years. “I can’t really see the impasse being resolved any time soon,” Mr Cherry said. “We are looking at returning to the Fair Work Commission to try and resolve it. “Hobsons Bay City Council management are intending to put an offer out to vote which is destined to be voted down, and if they have their way we’re facing many more months of prolonged industrial action, likely to escalate significantly to long-term stoppages.” A council spokesperson said negotiations were

continuing “to come to a fair and sustainable enterprise agreement that supports the same good working conditions staff have always enjoyed, while ensuring the organisation’s ongoing financial sustainability”. “We have ensured the work bans have resulted in no negative impact on our community and the services they rightfully deserve,” the spokesperson said. “Contractors have been engaged to deliver a number of the services included in the work bans. “There has been a higher than anticipated volume of seaweed over the last week due to adverse weather conditions. Our contractors are bringing larger, fit-for-purpose machinery on site early next week to clear any remaining seaweed from our local beaches.” 12442923-LB09-20

Four bin system causes stink By Goya Dmytryshchak The rollout of Hobsons Bay council’s Recycling 2.0 four bin system has met with some opposition, with the contents of a garbage bin dumped outside Williamstown Town Hall in protest last week. It comes as premier Daniel Andrews announced on Monday that all Victorian households will get four bins with a rollout to start next year. Meanwhile, the council says recycling bin inspections have shown some people are using them for rubbish, contaminating whole truckloads and increasing the cost associated with extra sorting. Some residents are calling for the fortnightly garbage collection to be returned to a weekly service, particularly for items such as nappies and animal waste – the council last week said animal waste could be flushed down the toilet. Residents also say the reduction in plastics accepted in the recycling bin is confusing and means more items going in the rubbish bin. Others have expressed concern that bins have been audited and not collected, and that food waste bins can’t have compostable bin liners. The council says audits have found some households are using the recycling service to get rid of rubbish. Common contaminants found in the yellow bin include plastics 3-7, lids, milk cartons and general rubbish, while they have also found large bags of clothing, portable toilets, bar fridge doors, chairs, bicycle wheels, garden hoses, plant pots, vacuum cleaner arms and broken toys, the council said. Newport’s Simon Morgan, a member of the newly-formed Hobsons Bay Talking Garbage group, said members were not against recycling and doing better but wanted weekly garbage collection restored. “The silent Australians are out there going, what on earth is this and where did this come from?” he said. “My purple [glass] bin’s still empty, three weeks later. “I think a lot of this has been done on the quiet. There was no consultation of the four-bin concept. There hasn’t been a trial. “Taking away the second garbage [collection] is just ridiculous – the math doesn’t add up. “Council is supposed to be a service provider. Provide us with service.” Cr Sandra Wilson said recycling bin inspections had found that many residents were putting in great effort to change the way they separated household rubbish. “However, in some cases, recycling bins are sadly being used as a rubbish bin,” she said. “Rubbish in recycling bins really chips away at the positive efforts and impacts people doing the right thing, as rubbish in just one recycling bin can lead to the entire truckload of recycling being sent to landfill. “Council has put accessible options in place if you need an additional bin or a larger rubbish

Tall timber makes protection list By Benjamin Millar About 80 of Maribyrnong’s most significant trees could be protected from removal after being selected for inclusion on a new register drafted by the council. The significant tree register, which seeks to protect large trees on private property from damage and removal, was recommended as part of the council’s 2018 Urban Forest Strategy. A council report on the register prepared for Tuesday night’s city development meeting noted that trees can be significant for a range of reasons, including social, historical, aesthetic

or environmental reasons. “The purpose of the register is to identify and protect trees on private property which are of significance to the local area,” the report noted. “It is also an opportunity to raise awareness of our city’s trees and promote the growth of our urban forest.”

A total of 182 trees were identified as contenders for the register over a six month period, via public nominations, a desktop study and site inspections by an independent arborist. About 80 trees were found to be suitable for final inclusion on the register, most commonly for “outstanding size” and “location of landscape”. The tallest tree on the draft register is a 28-metre tall spotted gum; the tree with the widest girth is a peppercorn tree with a 2.4 metre diameter at breast height; the tree with the widest canopy is a river red gum with a

22-metre wide canopy. The draft Maribyrnong Significant Tree Register will now go to public consultation. The next step is a suggested amendment to the local planning scheme, triggering the need for a planning permit for removal of any tree upon the register or for buildings or works proposed within a tree protection zone. The planning minister will also be asked to provide interim protection to trees on the register. “Interim controls are needed to protect trees as they may come under immediate threat during the process to introduce permanent controls,” the report noted.

A west side success story By Benjamin Millar The spirit of the 1920s was alive and kicking in Yarraville at the weekend for a gala screening of the first ever Phryne Fisher feature film, Miss Fisher and the Crypt of Tears. Officially released this Thursday, the film traces Miss Fisher’s globetrotting adventures as she unravels a wartime mystery concerning a priceless jewel and ancient curse. The production is based on the popular series of novels by Footscray author Kerry Greenwood and produced by Yarraville production

Ready again for regatta Organisers of the Inflatable Regatta down the Maribyrnong River this Saturday are hoping for smooth sailing after stormy conditions sunk hopes for the run down the Yarra scheduled for earlier this month. More than 2500 people are expected to set sail in the historic event, the first ever running of the regatta in the west. Starting at Footscray Rowing Club, the two-kilometre casual float down the Maribyrnong will be followed by a free after party celebration from noon at Grimes Reserve, featuring entertainment from Karate Boogaloo, Surprise Chef and DJ Joey Lightbulb. Stalls from local vintage market Footscray Finds will also be running, along with a host of lawn games. Mosque opens doors By Goya Dmytryshchak A year after the Christchurch terror attack where 51 people were killed during Friday prayers, the Australian Islamic Centre at Newport will welcome the public inside its doors for Victorian Mosque Open Day. Two days after the New Zealand massacre, thousands of people came to the Australian Islamic Centre for last year’s open mosque day to show their support. Last month, the mosque rallied around Victoria’s bushfire-affected communities, filling five trucks with supplies and travelling to Johnsonville, between Bairnsdale and Lakes Entrance, to deliver aid and cook meals. Perhaps the first truly contemporary Australian mosque, the Newport centre was designed by world-renowned Sydney architect Glenn Murcutt in collaboration with local architect Hakan Elevli. It has attracted world acclaim for its appearance. The mosque’s Oussama Abou-Zeid said the Australian Islamic Centre was always destined to gain attention but was fulfilling its sole purpose of giving back. “Obviously from being designed by Glenn Murcutt it’s always had that attention, but now we’re really trying to give back to the community through these projects and initiatives,” he said. “The mosque has always been really really open and transparent … it’s not just for Muslims, it’s for every member of the community.” The Australian Islamic Centre, 23/31 Blenheim Road, Newport, will be open on Sunday, March 15 between 10am and 4pm. Cash boost for interfaith centre Muslim AFL legend Bachar Houli has helped announce $850,000 in federal funding for an interfaith youth and education centre at Newport. The cash boost will go towards classrooms, a library and gym at the Australian Islamic Centre. “We are very, very passionate about making a difference in society … being that role model for all kids, not just Muslim kids, growing up in Australia,” Houli said during the funding announcement at the centre. Deputy Prime Minister Michael McCormack said the centre was “critical to community harmony, strengthening multicultural ties in Australia”. “Our investment will make a real difference by delivering sports facilities, a library, a kitchen and classrooms to host workshops, seminars, language classes and sporting programs,” he said. The government also announced $3 million to expand the Anti-Defamation Commission’s Click Against Hate program, which is taught at schools throughout Melbourne. “This program teaches students to take action when they experience intolerance or if they see it happening to others,” Treasurer Josh Frydenberg said. “We cannot accept the recent incidents of racial and religious intolerance in our schools and broader community.” Goya Dmytryshchak

Search for soccer stars The next generation of soccer stars is being sought. Altona City Soccer Club is hosting a free trial morning for children aged 4-6 years next month. Club manager Tania Oddi said the try-out was for the NewRoos program. “It’s all spiralled down from the Australian Socceroos … it’s the junior program for all of our kids,” she said. “We have now two under 7s teams called MiniRoos. “Then there’s also a program for under 4s to under 6s, and that’s the NewRoos.”

Oddi said the program was enormous fun. “They’re just running around kicking back, high-fiving each other,” she said. “It’s glorious, it’s one of the best programs to be involved in.” There are gifts for every child who brings a friend. Seventy years of bliss By Goya Dmytryshchak Altona’s Max and Betty Hughes this month celebrated their platinum anniversary, 70 years after being wed in Williamstown. Mr Hughes, 91, captained the Spotswood Football Club’s 1946 premiership side, and it was on the field that he caught Mrs Hughes’ eye. “I used to follow the Spotswood Football Club and he was playing under 18s,” Mrs Hughes, 92, said. “My girlfriend and I, we used to ride our bikes up around the Yarraville way to see them play – that’s how it all started. “We were only 16 when we met.”

Three of George Calombaris’ restaurants have sold but liquidators say they are out of time to sell his failed Williamstown venture. Williamstown’s Hellenic Hotel Williamstown was the first western suburbs foray for the then-lauded MasterChef judge in mid-2016. It was rebranded as Hotel Argentina last November. KordaMentha Restructuring was this month appointed voluntary administrators of 22 companies in Calombaris’ Made Establishment Group, which operated 12 restaurants and food venues in Melbourne. A KordaMentha spokesman last Friday said the liquidation team had run out of time to sell the Williamstown business and would disclaim or walk away from the lease while taking possession of the plant and equipment owned by Made. Anyone interested in leasing the building, on the corner of Ferguson and James streets, has been advised to contact the landlord. Calombaris’ original Hellenic Republic in Brunswick East, the rebranded Vita Ristorante in Kew and Hellenic Republic in Brighton have been sold. “There has been enormous interest in the venues but transitioning the businesses has been complex and time-consuming,” KordaMentha partner Craig Shepard said. The two had moved to Newport from country Victoria as children in 1941. They married at Holy Trinity Anglican Church on February 18, 1950. “Times have changed,” Mrs Hughes said. “We started off in married life with just the bare necessities.” Mr Hughes got an apprenticeship with Victorian Railways – his only job for 40 years – while Mrs Hughes was a tailoress in the city. “She’d get the train home and I’d meet her off the train and walk her home,” he said. It was a time when dances were held weekly at venues such as the Newport Masonic Lodge and Williamstown Town Hall. “All the men’d stand up that end and all the girls would sit along a row and next minute it would be a race which one you were going to get,” Mr Hughes said.

Following the success of three dance music events held at the former wool store last year, Pavilion Australia is seeking to hold up to a dozen major music events at the venue over the next two years as well as another dozen smaller events. The event manager has applied to Maribyrnong council to amend a planning

Another 12 smaller social functions and cultural events could also be held at the site, situated at 47-61 Sunshine Road. “Pavilion proposes to activate the site again for a period of 14 - 24 months for major public

music events and smaller cultural and private events,” director David Separovic stated in the submission. “At the conclusion of this period, Pavilion is aiming to have a full-time permanent venue opportunity operational at another site within Maribyrnong.” The proposed use is for up to six ‘concert events’ per financial year, plus a further six private function or community events such as a gala awards night, with a maximum of 2000 patrons. Events are proposed to run from noon to 10pm. A noise management plan noted that the nearest house is located about 140 metres from the site and that all speakers will be kept at least

15 metres away from the external walls. “The building structure has many openings and holes; however it will provide some sound insulation,” it states. “The north end of the building provides a good acoustic barrier to the dwellings to the north. The adjacent warehouses provide a good acoustic barrier to dwellings to the south and west.” Music will play at levels up to 105 decibels, dropping to 65 decibels at the nearest residence. A complaints hotline will be established for the duration of events and a notice informing nearby residents of the event details, operating times and the hotline number will be sent out at least four days prior.

Vice-chancellor to retire By Benjamin Millar Victoria University has begun its search for a new vice-chancellor following the decision by current VC Peter Dawkins to step down after a decade in the role. Professor Dawkins last week announced his intention to retire in January 2021, the end of his second term as the university’s vice-chancellor and president. He said he was proud of having played a role in the “transformation process” of moving VU’s teaching approach from the traditional

program of juggling multiple subjects at a time to a new block model. “In 2020 we will also have our first graduates who have studied their entire course under the block model,” he said. “This major milestone will be an opportunity to reflect and celebrate on what we have accomplished in such a short period of time. “I am also committed to continuing to build our main campuses in line with the region and communities they are a part of, with the help of our many stakeholders in the west.” Victoria University chancellor Wayne

Kayler-Thomson said the “vision and determination” of Professor Dawkins had helped to revolutionise VU’s approach to learning and teaching on an unprecedented scale. “As we continue to achieve our bold plans, our next vice-chancellor has a tremendous opportunity to build on our culture of creating opportunity and success for any student from any background,” he said. “We will be looking for someone who will champion our moral purpose and help us transform the lives of our students and the communities we serve.”

Community champion Altona Meadows’ Giuseppe Inserra has an extensive history of service to the community. Mr Inserra, who is also known as Joe, is aged 83. He immigrated from Sicily to Australia during the 1960s. He lived in Werribee at first, before moving to Laverton. In 1985, Mr Inserra built the Laverton Skate Centre, so his five children could learn to skate. At the age of 50, Mr Inserra also learned to skate himself, and still enjoys rollerblading today. Mr Inserra has a long list of involvement in many community causes, including the Rotary Club of Laverton, Laverton Community Centre, four Italian social clubs and St George – Benatas aged care centre in Altona Meadows. He was named the Rotary Club of Laverton’s Citizen of the Year 1996 and Hobsons Bay Citizen of the Year 2001.

He has also received a Cemetery Medal and Order of Australia Medal. During the 1990s, after big banks closed their Laverton branches, the Laverton Retail Traders Association decided to raise $350,000 worth of shares to start a community bank. Mr Inserra, a member of the association, helped to raise the money. He served as a member of the Laverton Bendigo Bank Community Bank until the age of 80, and is now a community ambassador for the bank. Hobsons Bay Community Financial Services – a social enterprise which owns the Altona and Laverton Community Bank branches of the Bendigo Bank, and Point Cook Business Centre – last year presented Mr Inserra with its Community Partner of the Year. “I felt on top of the world, always in my life I try to help people,” Mr Inserra said. MY PLACE Loving the diversity that waves of migration have brought to the inner-west, Stewart MacLeod wants people to realise what a success story the area has been. He speaks with Benjamin Millar. What’s your connection with the inner-west? I grew up in country Victoria, and moved up to Melbourne about 20 years ago. I’ve been living in the inner west pretty much ever since. That was around the time there was a massive boom out here. Everyone simultaneously seemed to discover the area, property prices went through the roof and the western suburbs has seemed to be in a state of constant change ever since. I used to work in the city, but some years back the organisation I work for moved their offices out to Footscray. Now I’m lucky enough to work close to home rather than squeezing myself onto the over-packed sardine tin that’s also called the Watergardens line.

What’s something you think is unique to the area? It seems like every wave of migration that Australia has experienced – post-World War II Mediterranean countries, Vietnam, India, the Horn of Africa and more besides – has

What are your favourite local places? You can’t go past beef tibes at Addis for lunch, but you’ll often see me walking down the mall to Maples for an egg-and-bacon second breakfast. For weekend brunch, the kids love the French toast at Lola and the babycinos at Alfa, and I literally can’t walk past Seddon Deadly Sins without stopping for a coffee.

What do you like most about the area? There’s a sense of community and connection here that I haven’t found anywhere else, and we couldn’t think of a better place to raise a family. I got married to my gorgeous wife at the Sun Theatre, we bought our house here, and we’ve got kids in school here. Not being born and bred in the area I don’t know if I can officially count myself as a capital-W Westie, but after a couple of decades here I couldn’t imagine living anywhere else.

swept through this area and put roots down. ‘Melting pot’ is an overworn phrase, but it’s very applicable here. There’s a real strength in diversity. I’d love the inner west to be better known as a success story in that regard.

What is something people may be surprised to learn about you? Despite being a born-and-bred Victorian, I’ve somehow managed to get through life without ever really barracking for a football team. Sacrilege, I know!

Renault Koleos big, bold SUV By Alistair Kennedy, Marque Motoring

AT A GLANCE MODEL RANGE

Koleos is the largest of the three-model Renault SUV range ahead of the small Captur and the recently-launched mid-size Kadjur. A product of the alliance between the French automotive giant and its Japanese partner Nissan, Koleos sits on the same platform and shares its 2.5-litre engine and transmission with the Nissan X-Trail. Koleos is offered in three spec levels, Life, Zen and Intens but now only with petrol power, the previous diesel option being dropped. Life and Zen are both front-wheel drive with the Intens also available with drive to all four wheels.

Styling While the overall shape of the Koleos matches that of the X-Trail the Renault has a much bolder grille highlighted by a large version of the brand’s distinctive diamond badge in the centre. The MY2020 Koleos gets some extra chrome trim, new alloy wheels and skid plates along with LED fog lamps. Twin chrome exhaust pipes add a semi-sporty touch.

Interior Koleos only comes with five seats unlike the X-Trail which has a third-row. There’s enough rear space in all directions for three adults to travel in comfort. With two rear passengers the central armrest can be folded to reveal twin drink holders. There’s good volume of storage space with 458 litres when the rear seatbacks are in place, extending to 1690 litres when they are folded. There’s a full-size spare below the boot floor.

a high level of standard equipment across the range including six airbags; ABS brakes with emergency brake assist and electronic brakeforce distribution; forward collision warning; autonomous emergency braking; electronic stability control; hill-start assist; lane departure warning; IsoFix child seat anchors; reversing camera; rear parking sensors; tyre pressure monitoring; height adjustable headlights; and front and rear foglights. Zen adds front and side parking sensors; automatic ‘walk-away’ door locking and blind spot monitoring while the Intens tops off the safety package with Easy Park Assist and optional all-wheel drive.

Engines / transmissions Only one powertrain is offered, a 2.5-litre naturally-aspirated four-cylinder unit with peaks of 126 kW at 6000 rpm and 226 Nm at 4400 revs mated to continuously variable transmission. The AWD Intens has three drive options: 2WD, Auto and Lock controlled by a switch on the centre console.

Infotainment Koleos gets Renault’s latest R-Link 2 system for its infotainment technology. The premium Intens model displays onto an 8.7-inch tablet-style portrait touchscreen with the Life and Zen getting a 7.0-inch portrait screen.

Getting in and out is comfortable without too much bending or head scraping. The driver’s seat is wide, supportive and comfortable. The steering wheel is both tilt and reach adjustable. Koleos is a capable enough vehicle with good, but unexciting, performance. We found it needed a bit of urging to climb steepish hills without losing momentum although there is a pre-set manual mode to assist the CVT. Suspension is a little harsh and relatively firm without making the ride uncomfortable. Steering is light and direct. On the motorway segment of our test route the Koleos cruised comfortably despite its fairly modest outputs. Fuel consumption is listed at 8.1 litres per 100 kilometres for the Zen. We averaged 9.2 L/100 km during our week in the Zen, acceptable enough for a fairly large SUV.
