Christmas window cheer Hobsons Bay’s shop windows are about to get a festive makeover with Christmas wreaths, lights, nutcrackers and other decorations as part of the annual Shops on Show competition. Shoppers are being invited to vote for their favourite shopfronts from December 1 to 15 to be in the draw for more than $7000 in prizes under the council initiative. Prizes will showcase other Hobsons Bay offerings such as sailing on the Enterprize tall ship, ghost tours, doggy walking tours, holiday accommodation, shopping, dining and pampering. The three businesses with the most votes will also win prizes. Hobsons Bay mayor Colleen Gates said the competition aimed to boost local Christmas trade and festive cheer. “Christmas is a wonderful time of year to support local Hobsons Bay businesses, whilst picking up treasures you won’t find anywhere else,” she said. “Why head to the city to see Christmas window displays when we will have a fantastic display of lights and decorations on show in our own backyard.” Shoppers can vote for their favourite Christmas display by ‘liking’ shopfront photos posted on the council’s Facebook and Instagram pages. Authorities bracing for the massive task of removing millions of litres of dangerous waste from the site of the Tottenham fire have revealed a toxic cocktail of more than 100 different chemicals remains at the site. Star Weekly last month reported up to 10 million litres of chemical waste have been sitting on the site for more than a year, sparking a furious response from nearby residents worried about the potential health and safety risks. Environment Protection Authority Victoria and WorkSafe earlier this year ordered the site’s owner to devise plans to clean up the site by next August, however WorkSafe is now using its powers to directly oversee waste chemical removal and disposal after the owner failed to comply. WorkSafe is assembling a taskforce, including the EPA, to clean up the site, with input from emergency services and Maribyrnong council. The operation involves the removal of seven to 15 thousand cubic metres of debris, including an estimated 7-10 million litres of residual chemicals. “Contractors will be engaged to manage the operation, and all demolition work will need to comply with construction and asbestos regulations,” WorkSafe said in a statement. “Security and air monitoring for asbestos are also in place.” A site clean-up and management plan is being devised to safely remove the toxic waste without harming workers, the community or the environment. The plan is drawing on the results of the EPA’s sampling of chemical drums that weren’t burnt in the fire, publicly released last week. Sampling conducted between May and June, and completed last month, found large amounts of hydrocarbons, alkanes, chlorinated hydrocarbons, phenols, pesticides, metals and solvents such as acetone. Volatile organic compounds were also discovered, along with compounds such as PFAS and PFOA. “A mix of over one hundred hazardous and industrial chemical substances were identified inside the drums,” the EPA said in a statement. “Sludge and water samples contained the same sorts of chemicals found in drum and waste samples showing concentrations of PFAS, PAHs and hydrocarbons.” The EPA has moved to assure residents that the remaining chemicals pose no health risk while still contained in the drums, defending the time taken to reveal the lengthy chemical list by arguing safety was a priority.

Calls to scrap dog bar ban law By Benjamin Millar Inner-west councils are calling on the state government to consider scrapping controversial laws banning dogs from local cafes and bars. Star Weekly last week reported that Footscray’s Bar Josephine, billed as a ‘dog-friendly’ venue on Maribyrnong council’s website, has been warned by the council not to allow dogs onto the premises after the council received a complaint from the public. The council told the bar it was breaching state food safety laws that ban animals from indoor
areas where food or beverages are served. Maribyrnong mayor Sarah Carter raised an urgent motion at last week’s council meeting calling for the state government to review the laws, claiming they fail to reflect modern life in Melbourne. Cr Carter said the Bar Josephine situation shows there is a need for “some immediate advocacy” regarding clarity around the “outdated” laws. “What I have found is there is a lot of confusion and there is no single interpretation of these laws,” she said.
“They really need to be updated. If we think about the way that Australians dine, socialise, even our relationship with our pets, it’s changed.” Cr Carter’s motion was unanimously supported. The council will now write to the Victorian health minister seeking clarity in regards to the promotion and implementation of the laws and work with other Melbourne councils seeking a consistent interpretation of legislation in regards to allowing dogs into premises. “Maribyrnong doesn’t hate its pooches, it
Hockeyroo’s sustainable Stature When Australian Hockeyroo Lily Brazel tore open the packaging for the uniform she was to wear in her international debut, her initial elation was dampened by a nagging sensation. The Footscray Hockey Club rising star knew she should be excited to be on the verge of hitting the world stage to represent her country, yet something else was now on her mind. “I was opening my very first bag as part of the Australian Hockeyroos team, but my excitement to be getting into the green and gold was impacted by the amount of plastic, I was pretty upset by it,” she said. “I started to look more deeply into why things are packaged like this; then I started looking into how the clothing is made and found out that the fashion industry is one of the biggest carbon emitters and causes of modern slavery.” With her conscience pricked, Brazel decided to do something about it – 18 months on she is now launching Stature, her sustainable sportswear line. Brazel said it was a constant juggle to research and develop Stature while travelling the globe to play all 18 games of the recent Pro League series, but she is proud to have the start-up off the ground. The Stature range’s fabrics are all made from recycled or sustainably produced material, with no plastic used throughout the handling and shipping process. Stature also has a program in which customers can return garments at the end of their life to be turned into a new product such as a bag. Now training and preparing for the 2020 Tokyo Olympics, Brazel is pleased with the early response she has received from her teammates and other elite athletes. “I researched a lot and there wasn’t anything like this out there in terms of elite performance in the sporting environment,” she said. “It’s been incredible, the feedback I have gotten has been amazing.” Details: www.statureclothing.com.au. loves its pooches … we have a lot of love for our four-legged friends in Maribyrnong,” Cr Carter said. Cr Mia McGregor said being forced to implement state laws at a local level leaves the council stuck in a difficult position when complaints are made. Hobsons Bay council will also write to the Department of Health requesting a review of the existing laws. The council has not officially fined any local businesses for breaches, indicating it would prefer to alert businesses to the act requirements in the first instance.
Stony Creek’s latest setback Contamination-plagued Stony Creek has been hit by another pollution discharge with authorities investigating the potential source of the latest mystery red plume. Environment Protection Authority Victoria (EPA) officers have been working to trace the source of a red discolouration that was spotted in the creek in Yarraville by a local resident last Tuesday. An EPA spokesman said officers visited the creek and took samples to help determine whether the plume was likely to be creating any environmental or public health risks. The investigation is focusing on the nature of the red liquid and how it entered the stormwater system. The incident comes after a Brooklyn company that was responsible for turning a stretch of Stony Creek blood red was ordered to take steps to prevent any further waste discharge from its premises. Marchem Australasia Pty Ltd, a chemical business on the old BP Castrol site on Geelong Road, was slapped with a minor works pollution abatement notice by the EPA in September after an investigation linked the company with the blood red dye that polluted the creek. The EPA says the company has since complied with the notice by installing controls to prevent any industrial waste discharging from its premises. The EPA is continuing to investigate the September incident, in which the red dye travelled almost three kilometres before spilling out into Stony Creek. Benjamin Millar

Footscray’s freshest arts space wants to open minds to a new way of seeing the world. Open Close Gallery, the brainchild of Footscray artist Karima Baadilla, is a pop-up gallery designed to challenge people’s perception of how a gallery might look and feel. Baadilla said her experience working with the not-for-profit group Renew Australia as they worked to breathe life into barren Docklands locations inspired her to bring the gallery to life in an empty Barkly Street shopfront. “They take urban locations and rather than leave spaces empty, they provide them for short term creative use,” she said. “I have been in Footscray for almost four years now and I love it, so I thought why don’t I do something similar in Footscray?”
A man feared his wife had re-entered their burning house when he couldn’t find her during a fire in their Second Avenue home at Altona North on Monday. Crews attended the blaze shortly before 10pm to find fire in two front rooms and the roof space. All members of the family, including the dog, were found safe. No Victory for soccer plan By Benjamin Millar Melbourne Victory’s plan to build a soccer academy in Footscray Park appears doomed after an advisory panel and Maribyrnong council staff recommended the proposal be dumped. A draft master plan for Footscray Park that included the $18 million soccer academy attracted hundreds of submissions both for and against the football club’s plans to build three new floodlit pitches and undercover stadium seating in the park in exchange for a 21-year lease. The state government has already promised $10 million towards the project, however the funding is tied to the academy not the location. Supporters said the area was crying out for football facilities, particularly for women and girls, but objectors argued the proposal gave away a rare slice of public open space. A vocal backlash, driven by the Save Footscray Park group, pressured council staff and councillors who had earlier backed the plan to delay their final decision on the project. Councillors instead voted in August to set up a community advisory panel to review the proposal and provide future options for Footscray Park. The panel reported back to the council last Tuesday, unanimously calling on the council to dump the soccer academy and revert to the existing 2011 Footscray Park Masterplan. The 12-person panel included five community-elected representatives, all aligned with the Save Footscray Park group. Group spokeswoman and panel member
Sharon Schwab said the panel wanted to encourage greater use by both the community and local sporting groups. “Changing part of a public park to single use for soccer only for at least 21 years is a very serious decision with long-term consequences for our community,” she said.

The panel’s report stated the group was “acutely aware” that local not-for-profit sports clubs are under significant pressure to provide facilities and grounds due to increasing demand, particularly for female participation. “The panel does not consider the MVFC proposal to be an efficient use of the scarce space available in Footscray Park that is required by several existing local sports clubs in desperate need of additional capacity, as well as the general community.” A council officer report to last night’s city development council meeting noted that the panel recommended the western playing area be improved for both formal and informal community, sport and recreation uses. “It is recommended that the Footscray Park Masterplan Update 2019 not proceed any further and that council continue with the 2011 Footscray Park masterplan,” it stated. Visit www.starweekly.com.au for the latest update on the council’s decision.

Shopping made easier By Goya Dmytryshchak Woolworths last week opened its new supermarket at the $70 million Millers Junction shopping centre in Millers Road. The new store offers a ‘Drive Thru’ store-to-boot grocery service for online customers using Woolworths’ pick-up service. It is the first Woolworths in Victoria to offer the ‘Scan&Go’ app for customers to scan goods on their smartphones in-store and pay in the app before leaving. Woolworths’ Millers Junction manager Jeanne Haber said the new store raised the bar in convenient shopping. “To make it easier to collect groceries, we’re offering designated Drive Thru bays,” she said. “Team members will pack handpicked online orders direct to the boot, allowing customers to pick up groceries without leaving the car. “For those who prefer shopping in-store, our Scan&Go app gives customers the option to scan, bag and pay for groceries on their smartphones before tapping off through a dedicated shopping lane.” The supermarket will have a ‘bag-and-bake’ fish market and customers have the option to slice bread to their preferred thickness using a customer bread slicer. There’s also a safety robot named ‘Millie’ who roams the store scanning for spills and other potential safety hazards on the floor. The new supermarket store employs 110 workers, including 65 new to Woolworths, and is open from 7am to 10pm. Woolworths last week confirmed its nearby store at Borrack Square shopping centre would remain open. precinct. Other stores at Millers Junction will include BWS, The Reject Shop, Jolly Miller Cafe and a medical centre and pharmacy. Reading Cinemas is set to open at the shopping centre by mid 2020.
The six-screen, 3000 square metre cinema complex will have the first ‘titan luxe auditorium’ in Melbourne’s west, with Dolby Atmos immersive sound, reclining seats and screens measuring some 20 metres.
Police go back to school Retired police officers will visit schools across Melbourne as part of a program aimed at reducing youth crime. The Community Advocacy Alliance – comprising retired police, victims of crime and community members – launched the Police Veterans in Schools program on Saturday. The program will initially run in schools in St Albans, Frankston, Box Hill, Camberwell and Wallan. The program will be run by retired police officers. CCA chairman and former police chief commissioner Kel Glare said the program was being introduced against a background of serious and escalating youth crime. “The regular incidence of home invasions, car jacking, swarming and run through thefts in stores and convenience outlets [is] impacting Victorians physically and mentally across the state,” he said. “We are most encouraged by the positive reception we are receiving from schools in both the public and private sectors which are interested in taking veterans on board for this pilot and also from retired police willing to volunteer their time, which can be considerable.” According to the CCA, similar program run in NSW and Queensland. The alliance claims such programs have contributed to lower incidences of serious youth crimes in both states. Laura Michell

Bulldogs pull the plug on pokies By Benjamin Millar The Western Bulldogs are on the verge of ditching their last remaining pokies machines after striking a deal to relinquish control of their final two gaming venues. The Melbourne Racing Club (MRC) has agreed to buy out the AFL club’s licences for Club Leeds in Footscray as well as the Peninsula Club in Dromana, taking over the 65 gaming machines spread across the two venues. The Western Bulldogs collected $6.1 million from poker machines in the 2017-18 financial
year – $3.9 million from 30 pokies at Club Leeds and a further $2.2 million from 35 machines at the Peninsula Club. The club announced late last year it would offload the machines within 12 months, tipping the proceeds into the multi-million dollar redevelopment of Whitten Oval. Settlements are due within weeks, once regulatory approvals are obtained. In 2008, North Melbourne became the first Victorian-based club to ditch its pokies. Bulldogs chief executive Ameet Bains said divesting from gaming machine revenue has
been a long-term priority for his club. “This is a landmark moment for the Western Bulldogs – the day we officially formalise exiting the gaming industry,” he said. “Everyone in the organisation has worked extremely hard to turn our balance sheet around over the last few years, working down significant debt to emerge in the best financial position we have ever been.” Mr Bains said the deal with the MRC puts the club in a strong position to invest in the Whitten Oval redevelopment and put more funding into the Western Bulldogs Community
Foundation. “With an ambitious vision to achieve 50,000 members for the first time in the club’s history, we think there’s never been a more exciting time for our army of Bulldogs fans to get on board,” he said. “With the ongoing support of the state government, the AFL and the City of Maribyrnong, we are looking forward to progressing our plans for the continued redevelopment of our home at VU Whitten Oval, transforming it into a vibrant football and community hub for the people of the west.”
Cheer at Cherry Lake Christmas is on the horizon with a festive market on the banks of Altona’s Cherry Lake to kick off with a highland fling. Dancers from Artz Collective performing arts school in Altona North will be keeping market-goers entertained with Irish dancing, tap and other dances from 10.30-11.30am on Sunday, December 1, among other live entertainment. The Lions Club of Altona runs the fundraising market on the first Sunday of every month – also on the third Sunday in December. However, the Christmas market falling on Sunday, December 1 will have a distinctively festive flavour. Market-goers will be able to do some Christmas shopping – including Christmas wreaths with an Australiana theme – while browsing all the usual stalls of trash and treasure, plants, toys, clothes and homegrown and homemade goods. There will also be Christmas cakes to sample
and buy. Lions’ member Adeline Barham said the Irish dancing was an extra treat for the community. “As part of the Cherry Lake cultural series and Altona Lions’ service to community program, we are featuring an hour of dancing performed by a local community group,” she said. “Giving the community an opportunity to see these kids perform is our Christmas present to the kids and to the community, so come along and share the joy.” The Cherry Lake Market is on Sunday, December 1 from 8.30am-1.30pm at Altona’s Cherry Lake off Millers Road. The end of a retail era By Benjamin Millar Iconic retailer Dimmeys is calling it a day, bringing to a close 166 years of trading as it shuts the doors of about 30 stores. The Australian retailer, which has a store at Central West shopping centre in Braybrook, announced on Facebook last week that it was having a chain-wide closing down sale as it shut up shop for good. “After 166 years one of Australia’s oldest retailers is closing down. All stock in store must go,” it announced. The post attracted more than 3000 comments as disappointed shoppers lamented the retailer’s loss. Established in 1853 during the gold-rush boom, Dimmeys has about 30 stores across Australia and had recently opened stores in Sunshine and Rosebud. Dimmeys bought out its Footscray rival Forges in 1978, trading as “Dimmeys & Forges” until the Footscray site was sold off to developers in 2009 and the Forges name was dropped from the business. The retailer also had its head office and warehouse in Footscray on the Geelong Road site now occupied by Bunnings. In recent decades, Dimmeys specialised in discount and “no frills” merchandise, but was hit by a series of fi nes over product safety breaches including a $3 million penalty in 2013 relating to the sale of children’s toys and garments. Dimmeys was prohibited from selling items that required warnings or high safety standards for the next six years and the retailer entered into voluntary administration in 2014. No date has been announced for the closure of the Braybrook store.

Funds for hit-run victim A fundraiser for the family that lost its cherished pet dog when he and his owner were struck by a car in a Footscray hit-run earlier this month has raised more than $13,000. A Footscray man and his groodle Romsey were left for dead after being hit by a stolen car while waiting to cross Ballarat Road at a set of traffic lights about 8.40pm on November 10. The occupants of the stolen car fled the scene. A 48-year-old man and a 27-year-old woman, both from Footscray, were arrested about 10pm and questioned before being released pending further inquiries. Police are still searching for two other men who fled the car. The Footscray man hit by the car was taken to hospital with serious injuries. Romsey was rushed to an emergency vet clinic, but died days later. A GoFundMe fundraiser set up by the victim’s sister-in-law Kelly Berry has so far raised more than $13,000 for the family. Race to end rat run
Point Cook Road petition
By Goya Dmytryshchak Seabrook residents are in talks with Hobsons Bay council officers to stop motorists using Seabrook Boulevard as a rat run to dodge Point Cook Road traffic. Peter Gavaghan, who lives in a street running off Seabrook Boulevard, said motorists were using the thoroughfare to jump the queue in Point Cook Road during peak hours. “They come in onto Seabrook Boulevard from Point Cook Road between 8 o’clock and 9.30 in the morning to get round the traffic which is blocked at Point Cook Road,” he said.
‘‘
... you’re actually pushing people back onto Point Cook Road - Peter Gavaghan
’’
“The traffic in Seabrook Boulevard will bank up as far as Kempton Court, which is where I live. “Now, the people from Kempton Court down towards Point Cook Road are angry because of people taking the shortcut.” He said the council had proposed blocking Seabrook Boulevard near the middle where there is a pipeline reserve. Mr Gavaghan said this would make matters worse and has started a petition against the move. “The implications are that those of us who live just over that pipeline, as in Kempton Court, will then have to go south to join Point Cook Road,” he said. “The bulk of Seabrook Boulevard is south of the pipeline. “It will mean that you’re actually pushing people back onto Point Cook Road.” Hobsons Bay mayor Colleen Gates said the

council was lobbying to help the residents of Seabrook Boulevard, as well as Shane Avenue on the western side of Point Cook Road. “Seabrook Boulevard and Shane Avenue are continuously impacted by drivers who are rat-running to avoid the morning traffic peak on Point Cook Road,” she said. “Despite council’s efforts over the past decade, including installing speed humps

and narrowing intersections, we continue to see ongoing conflicts, unsafe behaviour and amenity impact. “Council is trying to help our residents with these traffic issues, not make it worse. The more people from Seabrook Boulevard and Shane Avenue areas able to get involved, the better.” Two community consultation sessions will be held in coming weeks.
Hundreds of people fed up with congestion and safety issues on Point Cook Road have signed a petition calling for action on the issue. Point Cook man Justin Menzel started the Change.org petition on November 13, which has since been signed by more than 1870 people. “My primary motivation was to highlight a very important local issue, prompt the government to act and ultimately ensure the safety of our community,” Mr Menzel said. He said that due to poor planning and rapid population growth, the “incredible traffic congestion” on Point Cook Road often involved a commute of 45 minutes or more. Hobsons Bay council said it was aware of the petition, but that Point Cook Road was the responsibility of VicRoads and the Department of Transport. A Department of Transport spokesperson said: “We continue to work closely with our road safety partners, Wyndham City Council and Hobsons Bay Council to improve traffic flow and safety along the Point Cook Road corridor.” A state government spokesperson said: “We’ve recently finished resurfacing Point Cook Road to make it safer and more reliable and we’re widening Dunnings Road, Palmers Road and the Forsyth Road overpass.” Petition: http://chng.it/WLqW65sZ Alesha Capone

Dust problem not just hot air By Goya Dmytryshchak Brooklyn and surrounding residents were last Thursday advised to close their doors and windows and stay inside due to hazardous air quality. Environment Protection Authority monitoring showed the suburb’s air quality was classified as either ‘hazardous’ or ‘very poor’ from 6am-4pm last Thursday. With wind gusts of more than 100km/h and the temperature reaching 40.9 degrees at 2pm,
it was the hottest November day in Melbourne since 1894. The EPA issued a dust warning ahead of a southerly change in the afternoon. “High levels of PM10 particles (dust) in the air can irritate the eyes and throat,” it said in a statement. “People with existing heart or lung conditions, including asthma, can experience an increase in symptoms, including wheezing, chest tightness and difficulty breathing.
“EPA advises residents to close doors and windows, set air-conditioners to recycle and where possible to avoid strenuous outdoor activities.” According to the World Health Organisation, PM10 exceedences above 50 should not occur on more than five days per year. Brooklyn Community Representative Group member Carmen Largaiolli said Thursday’s air quality bore testament to the fact that the suburb still endured the worst particulate pollution in Melbourne.
“All data and evidence points to the fact that particulate matter cannot be controlled within the legislated standard,” she said. “It is appalling that Brooklyn has already exceeded the World Health Organisation (WHO) standard on 25 occasions so far this year. “This means that operators within the Brooklyn industrial precinct can emit high levels of PM during normal business hours and those figures will essentially be diluted once averaged over the 24 hour period.”
Community at its heart A man killed while shielding his wife in the Port Arthur massacre is among four community stalwarts honoured within Laverton’s new Curlew Community Park. Peter Nash has been recognised, along with Order of Australia Medal recipients Lesley Ould and Anne Knight and the late Des Rowan, on interpretive signage in the park’s community gathering and performance space. The four were recognised for their contribution to the Laverton community. Hobsons Bay council had invited the community to suggest names for the 10 hectare park, developed between Epsom Street and Fitzroy Street, on the site of the former Laverton Primary School. John Nash said his brother, Peter, had been an adventurous and carefree spirit. “Peter was a loving, caring husband, son, brother and uncle,” he said. “There is not a day that goes by that we don’t remember ‘Dodge’ and reflect on his loving and caring nature.”
Peter Rowan said his late father, Des Rowan, had been one of Laverton’s earliest residents. “Mum and dad moved to Epsom Street in 1960 and they lived there until he died,” Mr Rowan said. “He saw Laverton grow and develop. They used to drove cattle with men on horseback and used to see stock across what is now Altona Meadows.” Ms Knight said she felt “honoured and proud” to be recognised in the suburb where she had lived for 35 years. Ms Ould described the new park as beautiful. “It is for everyone in Laverton to visit,” she said. A community celebration to mark the opening of Curlew Community Park is on Saturday, December 14. Details will be released on the council website closer to the date. Goya Dmytryshchak

A passionate message By Goya Dmytryshchak Altona author and lawyer Christy Heather has never shied away from her place on the autism spectrum. The criminal defence lawyer and author of several books has always been passionate about disability rights and women’s history. This month, she has published her latest book, The Faraway. The Faraway is about three generations of women running a farm in the outback between 1930 and 1980. Heather found out she was autistic as an adult. “One of the things that I like to be very visible about is that I’m autistic and I like people to know that there are things that you can do if you are autistic that aren’t necessarily just menial things,” she said. “It’s important to realise that people who are autistic are able to attain quite high levels of education and creativity. “So, I always want to be quite obviously autistic because I want other autistic people to realise that there are definitely things you can do even if maybe ordinary day-to-day things can be a bit hard.” She said her latest book was influenced by growing up in the country and her love for Australian bush poetry. “I’ve always been a really big fan of Banjo Paterson and a lot of the bush poets, and I read a lot of that sort of work growing up, and it’s a bit of an homage to that sort of writing,” she said. “It’s quite lyrical and it’s all about the bush and the people in the bush. “I grew up in the Southern Highlands of New South Wales. “A lot of the places [in the book] are places that I’ve been.

Two Hobsons Bay council workers are among those doing their bit for men’s health by growing moustaches for Movember. Ben Gross and Jason Hocking have shared their personal reasons for raising funds towards research into prostate and testicular cancers, mental health and suicide prevention. Mr Gross said he was taking part with a group of mates. “One of our closest mates took his own life,” he said. “Our mate suffered from mental health issues and leaves behind a beautiful young family. “Our fathers, partners, brothers and friends face a health crisis that isn’t being talked about.” Mr Hocking said it was his 11th year of participating in Movember. “Prostate cancer has affected my family, my father succumbing to prostate cancer, so it’s really important to me to highlight men’s health and encourage donations towards a great cause,” he said. MY PLACE Footscray’s Sean Ryan is turning to the arts to help put the issue of domestic violence in the spotlight. He speaks with Benjamin Millar.
What do you like most about the area? The people in the neighbourhood are friendly and welcoming, plus there is so much to do in Footscray in terms of food, local bars and the art scene such as Due West, One Night in Footscray and Fringe Westside. What are your favourite local places? My favourite local place would be the Footscray Community Art Centre facing the river. My favourite places for food and coffee are Maples Cafe and To’s Bakery. What can you tell us about your initiative Break Boundaries Together? Break Boundaries’ mission is to raise awareness and start a conversation about the prevention of gendered violence through creative storytelling, using various art forms like a poem, dance videos and musical theatre. We embrace the community-based approach and prioritise stories or content from the culturally and linguistically diverse (CALD) communities. This means engaging or collaborating with local communities or leaders and creative practitioners, as well as ensuring we have the right support and supervision from domestic violence survivors or experts in prevention of violence against women.
What is A Fundamentally Flawed Love Story about? A Fundamentally Flawed Love Story (AFFLS) basically tells the story of a migrant couple, from initial romance to eventual domestic violence. Using catchy tunes and honest lyrics, the musical seeks to explore various factors that contribute to gendered violence, such as ‘rigid gender stereotypes’ or ‘employment challenges for migrants’. We decided to deliver through musical format because firstly we have connections with local creatives (actors, dancers, musicians), secondly, we believe this is an effective way to attract and engage with audiences. What else can you tell us about your domestic violence activism? Besides doing advocacy through arts on domestic violence, I have also spoken on panels about masculinity to international students and on an Australia’s National Research Organisation for Women’s Safety (ANROWS) webinar about attitudes towards violence against women and gender equity among people from non-English speaking countries. Next year we are putting more focus on ‘healthy masculinity’ as well as the perspective of people with disabilities from CALD communities facing family violence.
(Damjan Janevski) 201107_01
What’s your connection with Footscray? I have lived in Footscray for almost three years. I originally came as an international student from Malaysia, to study a bachelor of arts at Victoria University. I also work casually at VU @ Metro West.
A Fundamentally Flawed Love Story will be performed at Kindred Studios from 6pm Thursday, November 28, as part of the ‘16 Days of Activism against Gender-Based Violence’. Tickets are free, bookings via eventbrite.com.au

Restrictive covenants Ownership of land (including buildings) in Victoria is recorded on a Certificate of Title. Historically, that has been a paper (or parchment) document but most titles have now been converted to electronic Certificates of Title or will be converted in the near future.
planning began to play such an important role in the overall development of our cities and there is often a tension between the restrictions created by these covenants and the desire for development to proceed in an orderly manner in accordance with widely-applying town planning principles.
Certificates of Title record ownership, but they also record encumbrances or restrictions on ownership. The most common encumbrance is a mortgage to a financial institution, but another reasonably common encumbrance is a Restrictive Covenant. Such a restriction has been created in the past and it is now recorded on the Certificate of Title to warn the owner and any prospective purchasers that the land is subject to a restriction.
The Benefit
What sort of Restriction? Restrictive Covenants traditionally restrict the use of the land in one or more ways. A common restriction is known as a ‘Single Dwelling Covenant’ and such a restriction limits the number of dwellings that can be erected on the land to ONE. Such covenants are popular in housing estates where the developer wished to protect the value of the unsold lots by limiting the type of development that could take place on lots sold in the development. It was also thought that the existence of such a Restrictive Covenant would enhance the value of the lots by preventing “other development”. Other common Restrictive Covenants restrict the type of activities that can be conducted on the land; such as a “no quarrying” covenant or limit the type of materials that can be used in construction; such as “brick or brick veneer”. These restrictions became popular in the decades before town
Restrictive Covenants create powerful rights and the benefit of those rights may be enjoyed by many people. In a typical land subdivision, 100 lots might be created and each and every one of the lot owners from time to time may enjoy the right to restrict how lots affected by Restrictive Covenants can be developed. Sometimes the rights are restricted to immediate neighbours, but sometimes quite remote properties may also enjoy those rights.
Removing Restrictive Covenants Because Restrictive Covenants often reflect outdated development aspirations, there is a common practice of seeking to remove or vary existing Restrictive Covenants to allow for modern forms of development. Nowhere is this more evident that in the attempt to remove or vary Single Dwelling Covenants. Those restrictions were often created at the height of the ‘Australian Dream’ of owning a quarter acre block with measurements of 50 ft x 150 ft (about 15m x 45m). Modern town planning principles favour more intensive development of land already serviced by infrastructure such as roads, services and public transport and it is common for the owner of a large block encumbered by a Single Dwelling Covenant to seek to vary that covenant such as to allow a dual-occupancy re-development.
Just as this issue reflects something of a competition between old concepts and new, there are also two Acts of Parliament that impact on the outcome. The Property Law Act 1958 (Vic) (‘the PLA’) has a history from the middle of the 19th Century and reflects the old guard. The Planning and Environment Act 1987 (Vic) (‘the PEA’) reflects modern town planning principles and there is a tension between those two approaches. The PLA allows the Supreme Court to remove or vary a restrictive covenant, but on very strict terms. The PEA allows local Councils to remove or vary covenants if there is no objection and also allows VCAT to remove or vary covenants in very limited circumstances.
Conclusion Being able to remove or vary restrictions on how a property can be re-developed can have a dramatic effect on the underlying value of that property. A lot that is large enough for a fourtownhouse subdivision under town planning principles will be worth two or three times what that lot is worth if only a singledwelling can be erected. A person owning a corner block in an established suburb can enjoy a windfall if the removal or variation of a Single Dwelling Covenant frees up the property for construction of a second home on the rear of the block. Altona and Hoppers Crossing in particular have pockets of Single Dwelling Covenants and despite the pressures of antidevelopment lobbies, owners should investigate the benefit that would flow from the removal or variation of a Single Dwelling Covenant affecting the land.

It’s a retro delight at this period Footscray house. add to the cottage-like appeal. It’s inside where the ’70s fun begins. It’s laminate panelling; shades of brown from the tiling to the door frames; a bathroom trimmed in shades of aprico; aluminium window frames to spare; and even a bottle glass door to bring back the memories. The property has been kept in terrific condition and the new owners could easily live here while renovations were underway. Close examination of the floor plan
reveals a lot of single rooms – including three living areas – that could easily be bought up to modern expectations for open-plan living. There are three bedrooms and all take in the street views through those front-facing leadlight windows. The functional galley-style kitchen is in immaculate condition. The backyard has several established trees and a garden shed – the foundation to start an outdoor oasis.

SPORT Young Bulldog to take on nation’s best
Footscray young gun Dylan Brasher. (Shawn Smits) 201306_03
Dylan Brasher will face up to the nation’s best cricketers at the U19 national championships in Perth starting on Monday. Brasher, an opening batsman from Footscray in Victorian Premier Cricket, has been a mainstay of underage Victorian teams from the age of 12, but representing his state has lost none of the lustre and he still gets nervous pulling on the blue cap. “I’ve been lucky enough to play in all the sides from under 12s through to under 19s,” he said. “It’s something you dream of as a kid to represent your state and to represent your country, so to do one of those things already is such an honour. “It’s taken me to different places – I’ve been to Adelaide, Queensland and now to go to Perth
will be even better. It really opens a few doors if you can do alright at this carnival.” Brasher spent three days with his Victorian teammates at a camp in Bendigo. The atmosphere within the Vic Metro camp was one of togetherness and ambition. “We had three days away and the team is already so much more unified,” Brasher said. “Everyone knows each other a bit better now and everyone’s cracking jokes, which was good.” While Vic Metro will be missing stars Mackenzie Harvey and Jake Fraser-McGurk, Brasher is convinced the team can go deep into the tournament. The Vics will begin their campaign against ACT/NSW Country on Monday.
“We’re missing our two best players, but I still think we’ll do alright,” Brasher said. “To win it this year would be awesome.” The Vic Metro team will be coached by former Australian all-rounder Clint McKay. McKay has coached Brasher at Maribyrnong College. Brasher is one of four players selected for Vic Metro with Maribyrnong College links. Fergus O’Neill and Will Blair will be in the touring party, while Alex Cesarios had to pull out with an injury. “The school has been incredible for me and the other boys who were there,“ Brasher, who finished year 12 this year, said. Lance Jenkinson
Waiting game for Jets By Lance Jenkinson It could be an agonising wait for Western Jets prospects at this week’s AFL national and rookie drafts. Unlike previous years, when a number of Jets players were considered as locks for first round selections, there is a chance that no Jets will be taken on night one of the two-night draft when the cream of this year’s crop are picked. Last year, Zak Butters was taken at selection 12, with Xavier O’Halloran going 10 picks later, while in 2017, the Jets had the shortest wait of all with Cam Rayner snapped up with pick one, but this edition there is no clear-cut standout players. Jets football operations manager Matthew Dervan said it makes for a more uncertain draft period for the young guns of the west. “There’s a few boys who’s next journey in football really depends on what happens on Wednesday and Thursday night,” he said. “It’s an exciting and nerve-racking time knowing the outcome will dictate what their next path in their football journey is.” Western Jets have best prepared the players to make the transition to the AFL. The players have put their best foot forward in the NAB League. While there is little more that either party can do to improve an individual’s draft prospects in the days leading into the draft, the Jets will still have a role to play in the wellbeing of the players, some of whom will live out their boyhood dreams, while others will venture on a different path to the AFL. “The AFL clubs have waded away for so long – list managers, football managers and recruiting managers – and have an idea of players they are after and they’ll try and rank all of the players,” Dervan said. “For us, it’s just putting our support behind the boys who are in contention, looking after their wellbeing and ensuring they’ve got a good network around them on the night. “We’re hopeful that we’ll see at least three get drafted, but the reality in football and life is that not everyone’s dreams get realised, so we’ll make sure we’re liaising with the players and make sure they’re well looked after this week.” Three players have emerged as the Western Jets’ top prospects heading into the draft. Darcy Cassar, Josh Honey and Emerson Jeka have been touted as potential second or third round selections. “I believe they should all get drafted,” Dervan said. “They’ve got characteristics that AFL clubs can develop.” Cassar has shown tremendous versatility in his football in his time with the Western Jets. The Keilor product excelled as a driving force from defence, was a classy ball user in the midfield and has shown sound forward craft. “He’s creative, innovative, really smart, got

good goal sense and game sense,” Dervan said. “He would thrive in an AFL system.” Honey, also from Keilor, has worked both as an inside midfielder and damaging mid-sized forward. He is strong for his size and will not get easily pushed off the ball at the next level. “He’s really solidly built for his height, really strong above the hips,” Dervan said. Jeka was the best physical specimen at the Jets this season. A tall, imposing 198-centimetre key position player, he could be the steal of the draft late on if
36 MARIBYRNONG & HOBSONS BAY STAR WEEKLY Wednesday, 27 November, 2019
he can get it all together at AFL level. “An AFL club would kick themselves not to take a chance on a player that can kick the ball well on both feet and is a key position versatile player who can play at the defensive and forward ends,” Dervan said. The best of the rest for the Western Jets seem to be midfielder Daly Andrews, Morrish medallist and captain Lucas Rocci and NAB League leading goalkicker Archi Manton. The draft will take place on Wednesday and Thursday night this week with television coverage on Fox Footy.
Footscray went into the second day’s play against Northcote with optimism, but it quickly seeped away in a heavy six-wicket loss in their Victorian Premier Cricket clash at Merv Hughes Oval on Saturday. The Bulldogs felt like they had the score on the board to trouble the visitors, but Northcote not only passed the target, they did so with ease. Bulldogs captain Dylan Kight said his side did not bowl to its potential, which made it easy for Northcote to dictate proceedings. “They deserve a lot of credit for the way they went about it,” he said. “They paced their innings really well. “On our side of it, we didn’t bowl really well at all. “We bowled both sides of the wicket and we just gave them too many loose balls to hit. “They capitalised on pretty much all of them.” Elliot Brandon-Jones was dominant for Northcote with 127. Josh Sundberg (63) and Matthew Short (60 not out) were great support acts. Mitchell Barnewall was Footscray’s lone multiple wicket taker with 2-74. Footscray will turn its attention to its important clash with Essendon at Windy Hill in a two-day game starting on Saturday. Kight expects it to be a fierce contest against a rival side. “There’s always plenty of aggression out on to the field,” he said. “They’re an attacking team and we like to think of ourselves as an attacking team as well, so we play very similar brands of cricket, so there’s always good encounters.” Lance Jenkinson

Seagulls show courage to keep winning record intact
Williamstown opening bowler Fraser Hay appeals to the umpire. (Shawn Smits) 201308_02
A collective self-belief is oozing out of Williamstown in the Victorian Sub-District Cricket Association. The ladder leading Seagulls had no right to come away with the points over Hoppers Crossing after a dismal showing with the bat, but they refused to wave the white flag. With a mere 127 runs to defend, the Seagulls had two options, roll over and take their first defeat or fight like crazy in the second half of the day. With their flawless record on the line, Williamstown chose the latter and came away with a memorable 33-run win at Hogans Road Reserve. “We showed our character,” Seagulls captain Brent McMinn said. “After we finished batting, I just said 127 is going to have to be enough. “We made it enough in the end. “We were very positive about the whole thing. “That’s what good teams do, they find a way
to win.” Williamstown’s innings just never got going. The Seagulls were undisciplined and paid the price. Dale McDonald was the only shining light with 34. “There were no real demons in the wicket,” McMinn said. “It was just poor batting. “Our middle order crumbled really. “We played some pretty poor shots.” Instead of dwelling on their rare batting slump, Williamstown took the challenge of defending a small total head-on. The Seagulls bowling attack, led by medium pacer Mitch Ferrie, were spot on. Ferrie’s five overs were devastating, taking 4-10. Left arm spinner Patrick O’Malley finished with 4-15, but Ferrie was the man on this day. “We were driven by Mitch,” McMinn said. “He was the main bowler who got the job done for us.
“The rest of us just supported him and tried to bowl tight.” Williamstown will square off with Noble Park in a one-day game at the Williamstown Cricket Ground on Saturday. Elsewhere, Altona marched to its fifth straight win, accounting for Mount Waverley by 52 runs at Mount Waverley Reserve. After electing to bat, the second-placed A’s posted a strong total of 7-198 after fifties to skipper Adam Yates (56) and James Grubb (52) not out). Mount Waverley was bowled out for 146 with Grubb and Daniel Mackenzie snaring three wickets each. Yarraville moved up to fourth on the ladder with a two-wicket win over Balwyn. Set 118 for victory, the Eagles did it the hard way, but 47 from Josh Hahnel ensured they got home. Lance Jenkinson

United’s VAR anger By Lance Jenkinson Western United is frustrated, but not panicked, after falling to consecutive A-League losses for the first time. United coach Mark Rudan pointed to his side’s dominance in general play in one-goal defeats to Newcastle Jets and Central Coast Mariners over the past two rounds as a source for optimism. “Those two narrow losses, if you look at both games in isolation, I think the first 30 minutes against Newcastle, we weren’t at our best, we rectified that and absolutely annihilated them in the second half and did everything but score,” he said. “Exactly the same in this one [against Central Coast], apart from a deflection [on the Mariners goal], they hadn’t had a shot [on target] I don’t think. “Everybody saw the kind of team that we are, sometimes they go for you, sometimes it doesn’t go for you, but I’m extremely proud of the players, their effort, the way they kept fighting to get themselves back into the game. “The attitude is first class, the character of the team is brilliant.” Western United’s finishing was the issue in its 1-0 loss to Central Coast Mariners in Gosford on Sunday evening. United had the ball camped in their
attacking third for most of the game, but could not unlock the Mariners defence. The most clear-cut chance of the game fell to Panagiotis Kone in the first half, but he put a perfectly weighted ball from Alessandro Diamanti over the crossbar from close range. The chances continued to come for United with Besart Berisha tipping a shot over the crossbar and then powering a header straight into the arms of Central Coast goalkeeper Mark Birighitti. Diamanti had a number of half-chances that he might have buried on another day. While United would have liked their time over again with a number of their missed chances, Rudan paid credit to the discipline of the Mariners, who were desperate to win their first game at home this season. “They fought hard, they battled hard and they kept their zero,” he said. “I need to give them due respect as well because they fought extremely hard to get that win.” Rudan was ropable about two VAR decisions that went against Western United late in the second half. The first contentious decision came when United substitute Dylan Pierias whipped in a cross which hit the trailing arm of Mariners defender Ziggy Gordon. Gordon’s arm appeared to be struck in an unnatural position, but the video assistant
It was so close, yet so far, for YarravilleFootscray in the Bowls Victoria premier division. Searching for their first win of the season, the Bulldogs were pipped 73-67 in the western derby against Deer Park at Francis Street on Saturday. It was a tough weekend for top-of-the-ladder Altona, who got beaten for the first time this season. The A’s were upset 77-68 on the road against Mentone.
Baseball
ruled play on. The next vociferous call for VAR intervention from the Western United coaches came when United winger Connor Pain fired a shot on target, which hit the out-stretched arm of Mariners goalscorer Giancarlo Gallifuoco. Rudan voiced his displeasure at both calls that went against his side and called on the A-League to explain how they came to the decisions. “I’m not going to swear like my colleague [Western Sydney coach Markus Babbel] on Friday night did, but I’m right behind him and I’m right behind all the other coaches that have been on the wrong side [of VAR],” Rudan said. “I’d love a please explain. “If you want to look at us as a football club, not one VAR decision has gone our way this year.” Diamanti was the pick of the Western United players, serving up some delicious passes in the first half. Dario Jertec worked hard both ways, kick-starting United’s attack from defensive midfield and ensuring little got through him. Josh Risdon was full of energy on the right side, while Kwabena Appiah-Kubi was lively on the front line. Fifth-placed Western United will confront its toughest test yet when reigning champions Sydney FC visit GHMBA Stadium in Geelong on Sunday at 4pm.
Melbourne Aces had an indifferent start to the Australian Baseball League season. After losing the opening two games against the Canberra Cavalry in the nation’s capital, the Aces hit back to take games three and four to split the series. The Aces bats got hot in the second half of the series, putting up 10 runs in each of the final two games. Peter Moylan and Scott Mitchinson were the winning pitchers for the Aces.
Cricket Yarraville Club had to tough it out to overcome a persistent Haig Fawkner in the Victorian Turf Cricket Association senior division at Hansen Reserve on Saturday. Defending 254, the Clubbers seemed home and hosed early in the day when Haig crumbled to 8-47, but the visitors fought back to be all out for 232, just 22 runs short. Druids, led by a four-wicket haul from Nathan Johnson, enjoyed a comfortable 115-run win over Sunshine United. Citroen at home in comfort zone By Derek Ogden, Marque Motoring The French continue to put their own stamp on the sports utility vehicle segment, with the latest SUV to have the Gallic charm wand waved over it being the Citroen C5 Aircross. According to the manufacturer, comfort is the byword here, with the first Australian outing for Citroen’s all-new Progressive Hydraulic Cushion suspension developed under the Citroen Advanced Comfort Program. With its roots in the company’s storied history in rallying and endurance events, the all-new PHC system claims to make the all-new C5 Aircross one of the most comfortable cars in the SUV segment. Citroen Australia, says the C5 Aircross, with two variants, Feel and Shine, priced from $39,990 and $43,990, brings Citroen’s modern interpretation of comfort to life. Comfort comes across in more than one way with unrivalled seating and carrying capacity through individual sliding, folding and inclining rear seats and cargo space. Both variants are powered by PSA Groupe’s proven 121 kW, 240 Nm, 1.6-litre turbo-petrol engine, mated with a full-fluid, six-speed automatic transmission featuring steering column-mounted paddle shifters. An array of standard comfort, safety and technology features cap off key specifications. On test was the Shine variant.
