Tall house bid for Barkly By Benjamin Millar One of the world’s tallest family homes could soon be built in the heart of Footscray’s bustling shopping strip. Plans have been lodged to redevelop the boarded up shop at 309 Barkly Street with an eight-storey, thirty-metre high development, featuring a ground-floor café topped by seven levels of living for a single family. Constantine Luhan is seeking to build a 50-seat licensed café that would be run by his family, who would live in the sprawling eight-bedroom, 12-bathroom home above. Perched on a slender 246 square metre

site measuring only five metres wide, the lift-serviced development features more than 100 square metres of balconies and almost 1500 square metres of floor space – about six times the size of the average new Australian dwelling, according to Housing Industry Association figures. The second level of the plans features a living room, play room, kitchen and dining area, while the third level includes a gym, home office, library and large balcony. Levels four, five, six and seven each include two large bedrooms, bathrooms and retreat areas. The eighth level rounds out the home with

a family entertainment area, sunroom and balconies. Although eclipsed as the country’s tallest family home by the 10-storey ‘Girvan Estate’ in the Hunter region of New South Wales, it would become Victoria’s tallest family dwelling. The site sits within the Footscray Commercial Heritage Precinct and is part of the Footscray Activity Centre Zone, in an area with a preferred maximum building height of 14 storeys. A planning report lodged with Maribyrnong council in support of the proposal states that the owner will reside within the upper levels of the proposed building with his children and grandchildren and operate the proposed

licenced café on the ground floor level. “The proposed design response, architecture and materiality are of a high quality which will make a positive contribution to the streetscape and area,” the report states. “The design of the building and the proposed front setbacks ensures that the heritage values and the amenity of the streetscape is protected.” The existing parapet and canopy along the frontage of the property would be retained, but the rest of the site demolished to make way for the development, which would become the tallest structure on the southern side of Barkly Street. Maribyrnong council will make a decision on the proposal in coming weeks.

Councils in stoush over fines By Benjamin Millar Maribyrnong and Hobsons Bay councils are threatening to sue Fines Victoria over millions of dollars in lost revenue from unrecovered debts, including unpaid parking fines. Maribyrnong council suffered an estimated shortfall of $4.6 million over the past financial year alone, while Hobsons Bay is still chasing almost $670,000 from 2018. The councils are among a group of 11 seeking a response to the dramatic drop in recovery for every dollar of fees the council pays to Fines Victoria, which replaced Civil Compliance

Maribyrnong council planning services director Nigel Higgins confirmed that Maribyrnong was one of 11 councils to raise concerns with the negative financial impact of Fines Victoria’s collections process. “Council has asked for regular and ongoing

updates about the system issues and resolution.” Hobsons Bay council wrote to the agency in June seeking an immediate suspension of registration fees until Fines Victoria’s operations are restored and a sustainable rate of return is achieved. The council also suggested the failure – which has seen councils pay more in fees than Fines Victoria has recovered for them in fines – constituted a breach of contract for services paid. A council spokeswoman said there has been no substantive progress on any of the issues raised or indication of when the service will be restored.

“We are hopeful that an agreement can be reached and this lost revenue can be reinvested back into the community in the form of local services or infrastructure,” she said. A spokeswoman for the Department of Justice and Community Safety said Fines Victoria has worked directly with the councils over the past six months to increase their fines revenue return, leading to a 40 per cent increase in the most recent quarter compared with 12 months earlier. “Fines Victoria continues to meet with council operational teams to work together on increasing fines recovery for the councils,” she said.

Last showing for Footscray College Footscray City College is marking the end of an era before a dramatic inner-west schooling overhaul with its final ever student exhibition. The school will next year merge with Gilmore College for Girls to become Footscray High, rounded out with a new $29 million Seddon campus opening in 2021. Footscray City College visual arts leader Susan Hansen said her school will become the senior campus of the expanded high school,

while the other two campuses will cater for junior year levels. Ms Hansen sees the merger as an opportunity to strengthen the already well recognised arts faculty at the school. “This is our last stand-alone art show as Footscray City College, we are known as a strong art school so there is nostalgia but we are also looking forward to it as well,” she said. Ms Hansen said the works have been created

in a range of media, by students from year 7 through to year 12. “We have digital photography, sculpture, drawing, painting and printmaking, a whole variety of things,” she said. The exhibition will be on show until November 8 at VU Metro West Gallery, 138 Nicholson Street, Footscray.

WorkSafe Victoria is investigating after asbestos was left exposed on a construction site next to an Altona North childcare centre. The asbestos was discovered on a Millers Road site being developed by the Greek Orthodox Community of Hobsons Bay, next to Early Learners centre. An official from the Construction Forestry and Mining Union spotted the asbestos while visiting another worksite. The union’s Victorian occupational health and safety unit manager Gerry Ayers said the childcare centre had been told not to let children play outside. “We have advised the management of the childcare centre next door that children should not play outside until further notice,” he said. “And that they register their potential asbestos exposure through the national asbestos, dust, fumes and chemicals register. “In this day and age, it is atrocious … knowingly exposing preschool children to this toxic hazard just beggars belief.” Project manager of the Greek community centre redevelopment, Dale Harrison, said the issue was “a storm in a teacup”. “There was some small pieces of asbestos found but it’s all non-friable so it just can’t be airborne,” he said. “We’ve tested all of the air, we’ve tested all of the soil, everything’s fine, everything’s covered up.” WorkSafe confirmed it is investigating. Siege arrest

A man has been charged with burglary and associated offences following a siege in Footscray on Sunday morning. Local police, the Air Wing, the dog squad and the Critical Incident Response Team attended after a man refused to come out of a house he had allegedly broken into on Ballarat Road. Witnesses earlier contacted police after seeing a man trying to break into cars and entering yards on Mavis Street just after 10am. A man, aged in his 20s, has been remanded to appear in court at a later date.

Swifts angry over panel cut By Benjamin Millar Maribyrnong’s leading women’s soccer team is anxiously awaiting a verdict on whether it will be reinstated to the Footscray Park Masterplan community advisory panel after being dumped from the list of represented clubs. Maribyrnong Swifts Football Club was one of a dozen local sporting and community organisations due to sit on the panel after being listed in the draft terms of reference adopted by Maribyrnong council in late August. The panel will consider the suitability of Melbourne Victory Football Club’s proposal

to build a new soccer academy on public space at Footscray Park, following a backlash by residents against the plan. Swifts technical director Henrik Steenberg said council chief executive Stephen Wall last week told the club it was dropped from the panel because the council believed signing a Memorandum of Understanding with Melbourne Victory over use of the academy created a conflict of interest. Victory announced the partnership with the Swifts in August, stating that it would open training and playing opportunities as well as closer professional coaching and mentoring

ties. Mr Steenberg said the agreement was signed to make clearer to the council the community benefits of the project. “We find it rather insulting that they didn’t even talk to us or ask us about what was involved in the agreement,” he said. Mr Steenberg said groups such as Footscray Historical Society had made submissions arguing against the academy proposal yet were still included on the panel, creating a perception of double standards. “My personal view is that if we have a conflict of interest then everybody who engaged in this has a conflict.”

Mr Steenberg said the decision leaves the council in the unusual position of having no football club involved in a panel advising on a football related proposal. The club is challenging its exclusion as procedurally invalid, given its participation was endorsed by councillors via the draft terms of reference. It is seeking legal advice and considering a complaint to the Victorian Equal Opportunity and Human Rights Commission. Mr Wall said the council remains in discussions with Maribyrnong Swifts concerning their participation in the group.

Inspiration looms International Craft Day was celebrated last Wednesday in Williamstown. Members of the Loom Room, based at the Williamstown Senior Citizens Centre, unveiled craft from children as young as six up to women in their 80s. There were displays and workshops, including Indigenous weaving using techniques developed thousands of years ago. Williamstown MP Melissa Horne launched the day, which showcased children’s artwork with the theme of saving our oceans and waterways. Crafter Jill Bilston said since her retirement she had more time for the activity she loved. “In Australia, the number of people over the age of 60 years has increased enormously, as we know,” she said. “Craft of all types, for men, women and all, is more popular now than ever before.

“The social networks, friendships, skill development and sense of belonging are all great health benefits gained from craft. “We need to celebrate this with the rest of the world. “Since my retirement, I joined the Loom Room and look forward every week to enjoying my craft, meeting people, listening to life stories, learning new craft skills and loving even more my local neighbourhood.” The Loom Room, run by volunteers of various ages and cultural backgrounds, is open Wednesdays during the school term from 10.30am-1.30pm. Concern raised over complaints Local councils are understating the number of complaints they receive, sparking concerns they are failing to deal with and learn from dissatisfaction from their communities, according to the state’s Ombudsman. A report by Victorian Ombudsman Deborah Glass highlighting the disparities in how councils process, define and publicly detail complaints was released in Parliament last week. The report showed Maribyrnong council recorded 532 complaints in 2018 and 43,603 ‘requests for service’, while Hobsons Bay council recorded only 36 complaints and 41,853 requests for service in 2018 – but did not differentiate between the two until August 7 of that year. Ms Glass said far too many councils still adopt a narrow definition of complaint, or interpret it narrowly in practice. “Not only is it impossible to compare the councils, those who understate the level of public dissatisfaction may well be failing to deal with it,” she said. “All too often complaints are seen as a nuisance, or provoke a defensive, unhelpful, bureaucratic response.” Maribyrnong council said it aims to acknowledge all complaints within 10 business days and resolve them within 28 days. “If complainants are dissatisfied with the outcome of their complaint and request an internal review, the review is conducted by a senior officer who was not previously involved

in the matter,” the council stated. The council said it makes its complaints data public on request and analyses complaints each month to identify trends and areas for improvement. According to the ombudsman’s report, Maribyrnong council makes its complaints data public and regularly analyses complaints to identify trends and areas for improvement, whereas Hobsons Bay does not.

Maribyrnong council’s policy is currently under review, while Hobsons Bay’s corporate services director Andrew McLeod said his council expects to adopt a new complaints policy by the year’s end. “Council is currently in the process of reviewing its complaints management policy to reflect the findings of the ombudsman’s report,” he said. “It is anticipated that this revised policy will be presented to council before the end of the year.” Where possible, the council aims to acknowledge all complaints in writing within five business days and to finalise a response to the complainant within 20 business days. “Any quality service complaints are logged on to council’s customer enquiry system and directed to the appropriate department,” Mr McLeod said.

Fellowship in diversity A Churchill Fellowship recipient from Footscray will travel abroad next year to examine how people of African background have successfully settled into other western multicultural societies. Adongwot Manyoul, 25, is one of 22 Victorian recipients of the prestigious Churchill Fellowship award. The youth community leader will travel to France, Norway, UK and the USA on the Peter Mitchell Churchill Fellowship, looking at policies that have assisted education and employment outcomes for young African refugees and migrants. “I plan to travel to the US in March for the Diversity Abroad Conference, I think it would

be a good start to get a feel for policies that are going at the moment and to help make connections,” she said. Ms Manyoul, who is of South Sudanese heritage, said the idea for her research tour was sparked earlier this year during a workshop on disengaged youth. Ms Manyoul came to Australia just before she turned eight. She has now completed her schooling and obtained degrees in journalism and international studies. “I hope to bring well-developed and proven strategies back to … share with African communities and … government,” she said. Five years ago, Mr Walker became Ambulance Victoria’s chief executive officer and made it his job to improve the mental health and wellbeing of first responders. He has been named as one of seven finalists for the University of New South Wales’ Australian Mental Health Prize.

Mr Walker said the wake-up call was when he learned paramedics were four times more likely to suicide than the general community and three times more likely than any other Victorian emergency services member. “It was interesting talking to some of my colleagues who have been in the job about the same time as me or longer at their retirement,” he said. “They’d go down the pub every Friday night and get drunk with a police officer to deal with the issues they may have experienced collectively during that week … and that was often the way. “People would self medicate, they may take sick leave or they leave the job, and in many cases they’ve never admitted they’ve had a mental health injury associated with the job because it was just never spoken about.”

Mr Walker said talking about mental health helped break down the stigma, and shared a story of his own. “I remarried a few years back and I’ve got a little four year-old daughter,” he said. “When she was very small, I found myself very uncomfortable bathing her by myself … and it related to some cases I’d attended early

in my career that never caused me an issue at the time. “There was just this underlying sense of anxiety that once I was able to shine a bit of a light on – I see a psychologist regularly because I’ve learnt that’s a good thing to do – I was able to work that through and understood what it was and it’s been fine since.”

A haven to renew health A supported independent living residence for people with manageable mental health conditions is being built at Laverton. Charitable organisation The Haven Foundation will build the residence at 40-42 Woods Street after receiving $7.5 million in state government funding for its projects. Haven Laverton will have 16 self-contained one-bedroom units and shared kitchen, dining, recreation and meeting areas. It will be managed and staffed around the clock by Mind Australia, a specialist mental health service. Future residents will be people from the Laverton and Wyndham areas who are at risk of homelessness or not having their mental health condition managed. Heather, who is a resident at a similar residence built last year, had previously tried independent living but ended up in hospital or back at home with her mother. She said the supported independent accommodation gave her a safe place and enabled her to be happy again. “There are group activities to participate in here at Haven, but the wonderful thing is that all the residents have their own space and choose what they want to take part in or what support they need,” Heather said. Construction on Haven Laverton will start this year and it is expected to open mid next year.

Marilyn Olliff started the reusable cloth bag initiative in Hobsons Bay and now she’s appealing to people to return the bags – as the name implies. “Here we are making thousands of bags – can you help us by bringing back the ones you don’t need so we can redistribute them back into the community,” she said. “There are still some out there in shops and in the library and in the council offices [but] we would like more because we’re being asked from some other places and we don’t have a big stock.” Boomerang Bags can be found at the Hobsons Bay Civic Centre, Altona IGA, Williamstown library, Altona Fresh Fine Foods in Altona North, Merlino J&N fruit and vegetable store in Newport, SportsPower Williamstown and other outlets. “There’s always a demand for bags so … bring back the ones that you have that you don’t need,” Ms Olliff said. “We get requests from other places and it’s

Council no go for yoga centre A petition from a private business to build a $1.5 million yoga and wellness centre on public land in Williamstown was last week rejected by Hobsons Bay council. Saltwater Studios director Eva Buman had proposed to finance construction of a two-storey centre on Dennis Reserve, which would be owned and maintained by the council. Saltwater Studios requested to lease a room on the first level for the longest possible tenure and that any rental fee be waived until its initial capital contribution toward the project was recovered. The council has refused the request, saying a master plan for Dennis Reserve was well advanced. MP dumps on new bin plan By Goya Dmytryshchak Hobson Bay council should cut rates if it is reducing garbage collection, a western metropolitan region MP says. The council’s recycling costs have risen from $7 million to $8 million following the closure of its contracter, SKM Recycling, and the new service is expected to bring the cost to $8.1 million annually with a $4 million once-off capital cost. “If they’re going to cut a basic service by 50 per cent, they should provide at least – at least – a 20 per cent rate cut to ratepayers,” Mr Finn said. “This is not going to cut down people’s rubbish, what it means is they’ll have to keep it in their homes and that’s just quite nonsensical.” Mayor Jonathon Marsden said residents would have 116 waste collections a year under the new system, up from 104. “With a small bit of effort from our community, we are redirecting almost half of household waste – in the form of food waste – from rubbish bins into a different stream,” he said. “We understand that some households will need additional rubbish bins for periods of time according to their particular

circumstances. “Our new model will respond to that and we will continue to make any additional bins available at an affordable cost.” Altona Meadows mother of two children aged 12 weeks and 22 months, Jen Hudson welcomed the change.

Hobsons Bay’s climate call

Hobsons Bay council last week declared a climate emergency and will accelerate a range of actions to reduce emissions, in response to a petition from community group Transition Hobsons Bay. Actions will include fast-tracking the installation of solar panels on council buildings to achieve zero net emissions by next year. Darebin council was the first to declare a climate emergency in 2016 and the number of councils signing up is being tracked by advocacy group Climate Emergency Mobilisation. Cr Angela Altair told last week’s council meeting that local government couldn’t wait for others to act. “We have a pretty good record about how we have responded to the issues of climate change and how we are doing much to reduce our own emissions,” she said. “In the 20 years I’ve been here I’ve seen this council pioneer a lot of strategies including, may I say, we were the first western region council to adopt a greenhouse strategy and a biodiversity strategy.” Transition Hobsons Bay’s petition gained 1111 signatures. Group spokesman Gavin Mountjoy praised the council’s stance. “We look forward to working with council in the future on reducing emissions and taking a leadership role.”

Waste is food for thought By Goya Dmytryshchak Turning Hobsons Bay’s household food waste into compost is a move welcomed by Altona Community Gardens co-founder Peter Weaver. The council will this summer introduce four bins per household, including a food organics and garden organics (FOGO) bin collected weekly. Food waste including fruit, vegetables, eggshells, bones, rice, pasta, seafood and food-spoiled paper will be used to make

fertiliser and soil improver. Mr Weaver said he had three compost areas in his home garden, while a new community garden in Den Dulk Reserve may have a community area to drop off food scraps. He said he hoped some of the council’s compost could be used for the community garden. “I think it’s a great idea and it’s long overdue,” Mr Weaver said of the new four bin system, which includes rubbish, glass and other recyclables. “My wife’s Japanese and they’ve had a rubbish

issue for a lot of years because of the density of the population. “Whenever I go to Japan, the rubbish pick-up is so complicated because there’s about six or seven different categories. “It makes it a resource whereas we’ve just been so lazy that all of our stuff just goes in the same bin and we’re not good at doing it and we put stuff in there that shouldn’t be in there. “They need to divide it up more so what is picked up is a clean asset that can be sold on to a third company.”

Bike trail launches with a bang By Benjamin Millar Inner-Melbourne’s only mountain bike trail was launched in spectacular style on Saturday. First hatched as an idea in 2016, the 1400 metres of track comprising the Quarry Park Mountain Bike Trails have been designed by trail experts Dirt Art. The state government chipped in $100,000 towards the build while Maribyrnong council spent $440,000 bringing the project to completion over the past 12 months. Community group BikeWest has secured a community grant from the council to buy bike trailers to help schools transport students and bikes to and from the site. Maribyrnong mayor Martin Zakharov said the council had identified cycling as one of the most popular recreation activities in Maribyrnong, however there were limited options for off-road cycling. “We couldn’t be happier to now have this new mountain bike trail and we are excited to be able to open it officially for the whole community to enjoy,” he said. The Quarry Park Mountain Bike Trails are the only downhill mountain bike trails between Lysterfield Park in the far eastern suburbs and Geelong. They were officially launched on Saturday with a free community event featuring riding demonstrations.

Council no to bus depot appeal By Benjamin Millar Opponents of a multi-storey apartment development approved for construction on the former Transdev bus depot site in Seddon have issued a last-ditch plea to Maribyrnong council to fight the project in the Supreme Court. The Victorian Civil and Administrative Tribunal last month gave the green light to ANPLUS Developments’ plans to build more than 400 apartments and townhouses across four buildings up to 11 storeys high – almost double the site’s preferred height limit.

The proposal for the 1.4-hectare site at 43-57 Buckley Street is likely to add 1000 new residents to the area, increasing Seddon’s population by close to 20 per cent. But residents who raised concerns the project was an over-development of the site are calling on the council to appeal to the Supreme Court on the grounds the decision “manifestly errs and grossly undermines” legitimate community expectations. More than 560 people have signed an online petition asking the council to launch an appeal. “The Maribyrnong planning scheme makes

clear that the development must be medium density at most and the current proposal is up to 11 storeys in height, with about 400 dwellings, which is double the recommendation,” the petition states. In approving the development with minor amendments, VCAT presiding member Michael Deidun and member Ann Keddie found the council’s six-storey preferred height limit for the site was a “discretionary control” that can be exceeded according to the merits of an individual proposal. But Seddon resident Ben Hopper said the

decision makes fundamental errors of law. Mr Hopper has written to the council on behalf of petitioners, claiming that the planning scheme “makes it crystal clear” that the site should only be accommodating medium-density development at most. Maribyrnong council planning services director Nigel Higgins said after “careful review and expert legal advice” based upon the tests for such action, the council has determined not to lodge a Supreme Court appeal. “Any party can lodge an appeal to the Supreme Court against the VCAT decision,” he said.

Cleanaway now intends to resume kerbside services, but that doesn’t solve the problem festering in suburban factories. Marwood Construction project manager Carly Whitington said they have no idea what to do with the 10,000 tonnes of discarded recyclable material they’ve inherited at their Derrimut warehouse. “With the news that Cleanaway has purchased the failed SKM enterprise, we were in the hope that Cleanaway would come and rectify the left behind issue, but we’ve been advised that’s not the case,” Ms Whitington said. “Basically what we’re trying to do is liaise with the government to see if there can be some subsidy or deal … come to an agreement about us transporting this material to the Cleanaway site on Gilbertson Road and having it recycled. “They haven’t got any answers for us yet, which they haven’t for quite a while. We’re

waiting for some form of resolution because we need to do something with it.” She called on the state government to end the state of limbo. “We met with the Environment Minister Lily D’Ambrosio. We met with some of her associates as well, but there hasn’t been a yes or a no.

“I’ve even contacted a representative and said if it’s a no, just tell us it’s a no and we’ll walk away. If you are going to help us in some sort of respect, tell us, give us a time, don’t just leave us in limbo. Because that’s where we are at the moment. We’ve been left with this for two to three months since the collapse and we don’t know what to do with it.”

MY PLACE Whether opening a welcoming bar or reviving the Footscray Trugo Club, Stuart Lucca-Pope has made community building his mission. He speaks with Benjamin Millar. We moved to the west in 2008 when our son was in grade 3. Where we were living just didn’t feel right any more so we started researching suburbs that were diverse, affordable and had a vibrant community. Friends told us we should check out the west so we did, and fell in love with it. What do you like most about the area? By far, the cultural diversity. Walking through Footscray and seeing people of all different races, religions and creeds is fantastic. And everyone is so welcoming. When we were building Littlefoot we had Jimmy Wong dropping off containers of his famous dim sims to keep us going and that really made us feel welcome. What are your favourite local places? Feedback café in Yarraville for breakfast, great coffee and good chats. Post Industrial Design in West Footscray is brilliant if we need to buy presents. I don’t have a sweet tooth, but if I get the urge the rum baba from Tony Cavallaro and Sons is to die for. How did you become involved in running bars? My wife Liana and I have always been social creatures. It was a trip to Prague where we discovered a fantastic friendly bar called

Chapeau Rouge that inspired us. Many adventures were had in and from that bar. After a later trip to Spain we finally bit the bullet and started our first hospitality business called Bebida in Smith Street, Fitzroy in 2003. We built a beautiful bar and community that thrived over 10 years, then we thought: ‘Why don’t we do this where we live!’ And so Littlefoot was born at the start of 2015. Why did you help revive the Footscray Trugo Club? We took the Littlefoot staff to the Yarraville Trugo Club for our first staff Christmas party and everyone had a great time. John McMahon at Yarraville told us about the Footscray Trugo Club being closed down since 2009. Liana and I had the idea of resurrecting it for a hospitality competition between bars similar to Pub Football northside – but we also really felt that it was an important part of the local heritage that should be saved and revived. We started putting feelers out through social media and talking to councillors. What is something people may be surprised to learn about you? I have a science degree majoring in zoology, I’m a qualified secondary teacher.

Safety expo to help seniors stay on the road RoadSafe Westgate Community Road Safety Council’s next Senior Drivers Expo is scheduled for Saturday, November 23, at Wyndham Civic Centre. The free expo is open to anyone in the Hobsons Bay, Maribyrnong, Melton and Wyndham council areas who is retired or thinking about retirement. RoadSafe Westgate chair Jim Giddings says his road safety group is committed to supporting older drivers to safely continue on the road. “We can all be better drivers with a few simple things like keeping up with new road laws; making sure our health is as good as can be; getting rid of bad driving habits; and keeping our cars in good condition,” Mr Giddings says.

When you’re investing in a building, not just a home Not only is apartment living convenient and low maintenance, it is also much more affordable than buying a house. But unlike purchasing a home, when you buy an apartment you’re not only buying a place to live, you’re investing in part ownership of a building. Here are some pitfalls to avoid before signing the dotted line. It’s not ticking all my boxes “First box to tick is good presentation and a well-maintained complex,” says interior designer Malvina Stone. “Aim for north-facing living spaces and an outlook. Check if the grounds are well-maintained, its proximity to cafes, shops and public transport, any shared community amenities and any outdoor space available for entertaining.” It doesn’t matter who built it “It’s always important,” says James Pagliaro from Ray White. “Research is key. Have a look at their previous developments. It will give you a good indication of the quality of yours.” There is no parking While a carpark can add to the price of your apartment, the lack of one could affect its resale. “There are pros and cons here, but for a building without off-street parking, contact the on-site managers regarding renting a space, or apply for on-street parking,” says Pagliaro. It doesn’t matter who my neighbours are Whether you are buying a house or a unit, there is always the danger of having a bad neighbour. “Observe how neighbouring apartments present,” says Stone. “If there is a high proportion of owner-occupiers in

the building you are [onto] a winner, but if not don’t be deterred.” I’ll worry about body corporate fees later Along with usual domestic utilities like water, electricity and gas costs, as a member of the body corporate you will be also be required to pay ongoing charges for everything, from garden upkeep to the manager’s fees. “Strata fees vary,” says Pagliaro. “When buying an apartment, the agent should be transparent with you. Body corporate fees are very important to make note of before purchasing an apartment.” Strata manager? Never met her... Pagliaro says getting to know your strata manager is an essential step in pre-purchase research. “You don’t have to be best friends, but it is important to understand the building’s culture and how they resolve issues. The strata manager will be your first port of call for any issues and maintenance in common areas, as well as any questions about the building.” Request committee minutes for the past few years and consider previous conflicts as well as unresolved ones that could have an impact on you in the future. The interior is outdated If your potential apartment needs an overhaul, inquire with the body corporate first regarding its permission process and to ensure your plans are feasible. Consider any contributing factors that could affect your plans as well as day-to-day life, like the thickness of internal walls and size and structure of balconies. The Wolves have started in white hot form, sweeping their three-game series over Doncaster Dragons in brutal fashion. The series was all one-way traffic with the Wolves putting up 36 runs to the Dragons one. The series results were 10-0, 16-1 and 10-0 – all in favour of the Wolves. “Doncaster had it over us last year, so to beat them at least 10-0 three times in a row is a massive start,” Wolves outfielder Daniel Chircop said. “We haven’t [gone] 3-0 in years.” Dennis Neal has come out breathing fire on the mound for Williamstown. In three outings, Neal has thrown 15 shut out innings, five in each game. Williamstown has the luxury of a deep pitching roster, so it does not have to over-extend Neal.

Jayde Thorne and new Belgian import Kevin Desmedt have eaten up some innings for the Wolves. Desmedt, a former Port Melbourne player, was a bonus pick-up for the Wolves this season. “For some reason Port Melbourne didn’t want him back, so he came calling and we were more than happy to add him to the wolf pack,” Chircop said. “He’s been lights out on the mound and locking down third base defensively. “He’s settled in fantastically. “He’s part of the culture already.” Desmedt will not have to wait too long to face his former club Port Melbourne. Bulldogs fail to fire By Lance Jenkinson A six-wicket loss to Dandenong has taken some of the gloss off an historic day for Footscray in Victorian Premier Cricket. Dean Russ, one of the club’s favourite sons, broke the Bulldogs first XI games record on Saturday, featuring in the top side for an unsurpassed 249th time. ‘Russy’, as he is affectionately known, eclipsed the 248 first XI games played by Rainer Reber. Russ will become the first Bulldog to reach 250 top-flight games if he dons the whites against Prahran in a one-day game at Mervyn Hughes Oval on Saturday. Footscray captain Dylan Kight described the loss to Dandenong as “disappointing”, but he quickly turned his attention to heaping praise on Russ. “That record had been standing for a fairly long time,” Kight said. “There’s only three players to get past the 200 games mark and Dean will be the first of them to get to 250. “He’s not showing any signs of slowing down. “He’s actually getting better and better, so that number is going to keep going. “He has really powered to it.” Footscray could only muster 8-200 off its 50 overs in a disappointing outcome. Kight lamented the “stop start” nature of the innings that saw the Bulldogs lose wickets at inopportune times. “We were probably looking at 220 to 230, which is what we thought was around par,” Kight said. “We just stumbled in the middle overs and didn’t have any extensive partnerships that got past that 50 to 60 mark. “The times where we looked to have a partnership going, we lost a wicket.” Matthew Underwood was outstanding for Footscray with 69 off 99 balls. Underwood either opened or batted at three last year, but a move to No. 4 in the order seems likely to stick. “We just think four is the best spot for him and the best way to develop his game,” Kight said. “He tends to be a boundary hitter and scores a lot of runs in boundaries, but there’s areas in between those boundaries that we think he can improve on and No. 4 is the best chance for him to do that.” Russ scored 42 on his big day. With 130 runs still to get, Grubb and Greg Sheehan took the game away from Box Hill with a superb fourth wicket partnership of 72. Young star soaks up the United excitement Ivan Vujica described the excitement surrounding the week leading up to Western United’s first ever game in the Hyundai A-League as one like no other in his career. Vujica is a well travelled young player, having featured in top level competitions in Australia, with the Newcastle Jets, and Croatia, with Lokomotiva Zagreb and Dinamo Zagreb, all before the age of 22. When Western United came calling in the off season, Vujica had no hesitation in making the move, knowing he would be going into a unique situation. Vujica is excited by the firsts that lay ahead with United and he experienced that in the lead-up to Sunday’s season-opening 1-0 win over Wellington Phoenix. “There’s always a buzz at the start of a season, but this is an extra type of buzz,” Vujica said. “It’s the first official game the club will play so the buzz is something very surreal. “We’re making history here and this is something you only get to do once and every club only gets to do it once.” Vujica was sold on the vision of Western

United. The left back met with United coach Mark Rudan before making the decision to move south from his hometown of Sydney. “What lured me here was the project and the vision the club had from the get go,” Vujica said. “That was something that straight away stuck with me when Mark spoke to me and I spoke with members of the board.” Vujica is excited to be a foundation player for Western United. Seagulls land new coach By Lance Jenkinson Williamstown has pulled off a VFL Women’s coaching coup, enticing Collingwood premiership coach and 2018 VFLW coach of the year Penny Cula-Reid across the bridge to take over as coach of its women’s team. The Seagulls women’s program has been a work in progress over the past two years, but the appointment of Cula-Reid, one of the best young coaches in the league, will fast track their development. Cula-Reid did not take the decision to leave Collingwood lightly, but felt it was in the best interests of her coaching career to take on a new challenge with Williamstown. “The decision wasn’t easy,” Cula-Reid said. “I’m a Collingwood girl at heart, but for my footy career and my future, it’s something I’m really looking forward to. “I think the opportunities that Williamstown has provided me is something that I can’t pass up. “Being at a stand-alone club is really going to challenge me as a coach. “It will be good just to learn and to debrief and reflect on the seasons that I had at Collingwood, but to be able to use that experience and bring that into Williamstown.” Cula-Reid takes over a Williamstown side that finished rock bottom in 2019. It will be a different Seagulls outfit next season with Cula-Reid intent on speeding up the development of the established players, topping up with some new recruits and the addition of five Adelaide Crows AFLW players each week to instill more leadership and quality. “It’s 100 per cent going to strengthen us,” Cula-Reid said of the Crows-aligned players. “I’m hopeful they’re going to be able to influence the young players we have here to show them what it’s like and what they need to do to get to the next level.” Cula-Reid has an infectious enthusiasm for her new role at Williamstown. The 31-year-old had a beaming smile as she hoisted a Seagulls scarf into the air for club photos. “It’s exciting,” she said. “It’s one of the oldest clubs in the land and it’s great to be a part of. “I wish pre-season started tomorrow, so I can just get stuck into it.” While Cula-Reid is ready to embrace and learn the history of Williamstown, she is also keen to “put my spin on it”. With the Seagulls women’s program in its infancy, Cula-Reid will get to shape the culture of the team and the women’s program. “The three main things that I look at is effort, character and commitment,” she said. “I want to make sure these girls know what

it’s like to work hard because they will reap the benefits of it if they work hard.” Cula-Reid, who grew up in Ormond, is a relatively young coach at 31, but she sees her age as just a number. She played more than 200 games across 13 seasons with the St Kilda Sharks and represented Victoria on seven occasions. “I think that’s [her age] my point of difference, being able to build relationships and

connect with the girls,” she said. “I’ve played more than 300 footy games, played for my state, played for Western Bulldogs, Melbourne, Collingwood, played for Australia, so I’ve got a lot of experience in terms of football and now I’m turning that into how I can influence young players.” Williamstown had just one win in 2019, and Cula-Reid wants to put out a more competitive team next season. She is keen for the Seagulls to build a reputation as one of the best developers of young talent in the VFLW.

The Eagles had to work hard for their 175 off 73.1 overs, but it proved more than enough as they skittled Endeavour Hills for a meagre 73. Eagles captain Matthew Grose was pleased to see his team take the initiative with the bat after being sent in. “Even though we fully expect wickets early in the season to have a bit of give in them and might be a little bit slow, it didn’t faze us,” he said. “While we would’ve liked more than 175 from where we were at tea – we were about 3-120 – we still felt like we had the bowling attack to get the job done. “We had a couple of really good contributions at the top of the order from Kasey Duncan and Josh Hahnel.” Opener Hahnel top-scored for Yarraville with 54, while new recruit Duncan scored 48 from No. 4. Duncan moved to the Eagles nest from Avenel and looks to be a good find. “He looks really comfortable at the level,” Grose said. “Kasey and Josh showed how to bat with a clear plan and something our middle to lower order can learn from in future weeks.” All of Yarraville’s bowlers got stuck into the Endeavour Hills batting carcass. Mitch Cross was the pick of the bunch, taking 4-24 off 12.2. Ashane De Silva finished with five wickets in the match for Yarraville. The leg spinner took 3-8 in the first innings and backed it up with 2-34 as the Eagles went in search of an outright result. Endeavour Hills did enough to see off the outright threat, finishing on 5-145 in its second dig. Yarraville will host Noble Park in a tough two-day home opener at the Yarraville Oval on Saturday. Meanwhile, Williamstown has made a strong start to the summer, thumping Balwyn by eight wickets on first innings. Williamstown will host Box Hill in the second round at the Williamstown Cricket Ground. Lance Jenkinson
