Shutterbugs are being invited to enter the Postcards of Altona photographic competition. Amateur and professional photographers can submit images that showcase Altona’s natural beauty, heritage and culture or which recognise the 70th anniversary of the Mobil Altona refinery. Selected entries will be exhibited at Altona’s Joel Gallery from June 22 to July 4, with prize-winning images produced as a set of postcards. Louis Joel Arts and Community Centre manager Kim Reilly said she was excited about seeing the entries. “We’re hoping that people are going to have a little bit of a new angle,” she said. Refinery manager Andrew Williamson said Mobil was proud of the significant contribution made by industry in Melbourne’s west. “The refinery offers a unique vista for photographers and we can’t wait to see how entrants will showcase Altona refinery,” he said. Entries close on Friday, May 17 at 5pm. Details: ljac.com.au/postcards-of-altona Goya Dmytryshchak
Asbestos find outrage By Benjamin Millar Users of a popular West Footscray dog park are calling for its immediate closure after asbestos was twice discovered at the site. But Maribyrnong council maintains a series of tests have given the site the all-clear and the park is “of no concern to public safety”. Samples of material found at the Martin Reserve off-lead dog park sent by a park user for testing earlier this month returned a positive A pile of fill at Martin Reserve returned a positive result for friable asbestos. result when tested for friable asbestos. (Supplied) Council’s infrastructure services director Steve Hamilton said the council was alerted mounds, following the description that had to the asbestos find in a pile of fill at Martin been given, and could not find asbestos at the Reserve on April 8, three days after it was time.” delivered to the site. The council deemed there to be no risk to “An officer immediately surveyed the public safety and the fill was spread.
Two samples of soil taken for analysis later returned negative results. However park users have raised concerns that spreading the fill across the site could have disturbed asbestos, which poses a health risk if fibres become airborne and inhaled. Nikki, the user who found the first asbestos and sent it for testing, said the council has failed in its duties since being told of the find. “They should have barricaded the area and not disturbed it any further until I obtained results of the testing,” she said. “They should have then engaged a consultant hygienist to do an investigation of the soil to determine the extent of the contamination.” Nikki said the council should have an asbestos management plan outlining such a procedure.
“Only once the consultant verifies there is no asbestos present in the soil could they have got the contractor to spread it.” The council last Wednesday sent an asbestos removal contractor to inspect the site. Mr Hamilton said the contractor found another piece of asbestos, removing it from the fill. An occupational hygienist then took underground samples for testing and carried out air monitoring. “While they did find a small piece of asbestos within the fill, they have declared the area to be of no concern to public safety,” he said. Mr Hamilton said the fill had been sourced from another council facility, which is being checked by the council’s contractors to ensure that there is no risk to public safety at that site.

MY VIEW
Mayor Cr Martin Zakharov
I am proud to say that Council stepped up its position on global warming earlier this year, and acknowledged that we are in a state of ‘climate emergency’ that requires a whole of government effort. We are now developing a briefing report which will detail how to best act on the ‘climate emergency’.
COUNCIL MEETINGS May Tuesday 14, 4.30pm – Enterprise Maribyrnong Special Committee Tuesday 21, 6.30pm – Ordinary Council Meeting Tuesday 28, 6.30pm – City Development Special Committee Meetings are held at the Maribyrnong Council Offices, corner Hyde and Napier Streets, Footscray. Agendas are available via Council’s website the Friday before a meeting at www.maribyrnong.vic.au/meetings
Continuing to achieve zero carbon emissions and phasing out single-use plastics are two ways Council is combatting global warming. We will be replacing plastic straws, balloons, disposable coffee cups and plastic bottles with more sustainable options such as paper straws and bags, cardboard boxes and mugs at Council run events over the next few years. We hope that this will also protect our local waterways and wildlife of plastic pollution. You can do your bit to reverse global warming by making sustainable swaps. Think about swapping cling wrap for beeswax wraps or takeaway coffee cups for reusable ones. Cr Simon Crawford Yarraville Ward

Big switch on Maribyrnong rates By Benjamin Millar Rates charged on vacant land will become double the residential rate, while owners of commercial and industrial properties will also pay more, under sweeping changes to Maribyrnong’s rating system. The changes, tabled at Tuesday night’s ordinary council meeting, will be introduced from July when the council dumps the current net annual value (NAV) rating system of valuing land and calculating rates and moves
to the more common capital improved value (CIV) system. The council plans to increase overall rates by an average 2.5 per cent in 2019-20 in line with the cap imposed by the state government. Differential rates will be introduced that make rates on commercial properties 20 per cent higher than on residential properties, industrial properties 50 per cent higher and vacant properties twice as high. Charges formerly absorbed into overall rates bills that will become more transparent include
a $20 municipal charge for each rateable property and a $170 waste management service charge for garbage and recyclable collections. The council is poised to make the sweeping changes after an unprecedented 648 formal objections were lodged by ratepayers to their most recent property revaluations. The proposed 2019-2020 annual budget, also tabled at Tuesday night’s meeting, shows the council expects to raise a total of $96.5 million through general rates and charges. Of the overall $158 million budget, $61.2 million has
been earmarked for capital and improvement works. That includes $14.4 million for parks, open space and streetscapes, $15.7 million on improving council-owned roads, $4.2 million to build and improve footpath and cycle ways and $1.4 million towards building the Scovell Reserve Pavilion in Maidstone. The draft budget notes that “while valuations are a matter for the Valuer General’s office” the council will introduce a rate rebate scheme for residential properties that effectively caps any rate rise in a single year to 30 per cent.
Dog day for brew crew There will be barely a moment to “paws” when Good Beer Week (May 10-19) events head to venues across Melbourne’s west this month. A special pooch-themed day will be held at Hop Nation in Footscray on Sunday, May 19. Featuring music and free beers for attendees who take along their furry friends, Dog Nation will raise funds for the Lort Smith Animal Hospital. The event will be one of more than 20 westside events lined up as part of the biggest beer festival in the Southern Hemisphere. Hop Nation has a special beer brewing for the Great Australasian Beer Spectacular (GABS). Its one-off beer, called The Husk, is being brewed using cascara (coffee cherry tea) and fermented with rooftop honey. Footscray’s Bad Love Club will join Good Beer Week festivities by hosting a brewery bake-off on Saturday, May 11, in which 3 Ravens and CoConspirators will go head-to-head matched with house-baked treats.
Two Birds Brewing in Spotswood will mark Mother’s Day on Sunday, May 12, with Fempocalypse, a celebration of women-led beer featuring local makers, music and entertainment. Altona’s Hopheads will host IPA-ppreciation throughout the week, showcasing IPA beers that are loaded with hops. Other events are lined up for venues including Mr West, Up In Smoke, The Line, The Plough and Luxsmith. Details: goodbeerweek.com.au Benjamin Millar

Death prompts pet owner warning By Goya Dmytryshchak The death of a chihuahua after an incident at Altona dog beach has prompted a plea for pet owners to be in control of their animals in off-lead areas. Lee McAndrews and his family were with their 20-month old chihuahua, Keni, when a husky approached on Good Friday. “Keni was right by our feet and just out of nowhere the husky almost came through us and just grabbed at her, shook her. “[My wife] Hazel and my son, Sam, managed to sort of grab the husky and managed to get Keni out of the dog’s grips.
“Sam picked her up; he could tell immediately she was in distress.” Mr McAndrews said the husky’s owners came and took their dog away, and together they all went to a vet in Kensington. “They took her in straight away to try and revive her but we could tell essentially that she’d gone by the time we got there,” he said. “The owner has taken responsibility. He was at the vet so he saw the devastation that we were all going through.” Mr McAndrews said his message to dog owners would be to be fully aware of where their dog was at all times while at the beach. “A lot of people go there and let their dog
exert some energy and don’t really watch the dog,” he said. “If you’re not in full control of your dog and you can’t recall them when they’re off the lead, you need to keep them on a lead.” Hobsons Bay council is investigating the incident. Hobsons Bay mayor Jonathon Marsden said pet owners were entirely responsible for the actions of their animals. “In designated off-leash areas, owners need to have effective verbal control,” he said. “It is recommended all dogs, regardless of their breed, are properly socialised to ensure the safety of our community.”

Site in EPA’s sights (EPA) regional manager Daniel Hunt said EPA issued Manhari Metals with a Pollution Abatement Notice (PAN) last November in relation to two other sites. The PAN required the company to ensure several stockpiles complied with the state government’s waste management policy, which includes limits on stockpile sizes and requirements for on-site firefighting capacity. Mr Hunt said the company did take action to make those sites compliant and observations of the stockpile on the Tottenham site did not raise any immediate safety concerns. He said about 100,000 litres of water had been used in stopping the fire, but the run-off appears to have been contained on site without running into Stony Creek. Benjamin Millar

The company behind the Tottenham recycling business that caught fire last week has previously been warned by authorities over its stockpiling of waste at other sites. Large plumes of toxic smoke and strong odours spread over Melbourne’s west after the recently opened Manhari Metals site caught fire, the latest in a string of blazes to ignite waste across Melbourne. About 30 firefighters fought the large blaze after the fire broke out about noon on Thursday in a large pile of recycled car parts. The Metropolitan Fire Brigade issued an advice message for 12 western suburbs. The cause of the fire is not yet known. The fire broke out near the site of last year’s massive inferno at a warehouse illegally stocked with chemical waste. Environment Protection Authority Victoria

Houli reeling them in Football hero Bachar Houli will be a special guest at a free children’s fishing event in Williamstown next month. The VicFishKids event is the second of six being held this year as part of a state government initiative to get more people fishing. Houli, a keen angler, will help show children how to fish from Gem Pier. Victorian Fisheries Authority chief executive Travis Dowling said all equipment was provided so families just had to show up. “We’re delighted that Bachar is headlining the day because he’s a passionate angler who’s a natural at inspiring young people from all walks of life and is happy sharing tips and
tricks to catching fish and taking selfies too,” he said. “Local angling club volunteers and Fisheries staff will provide free introductory fishing clinics and tuition, where youngsters can learn how to cast, tie knots and what to do with a fish when they catch one.” There will be a jumping castle, face-painting, kids’ activities and photo booth, and families can enter a raffle to win one of 200 rod and reel outfits. Young anglers and their parents can also bring their own gear to fish outside the clinic areas or before and after their session. The event is on Sunday, May 5. Marina plan for Williamstown By Goya Dmytryshchak An application to build a marina with dry stack boat storage and a launching facility in Williamstown is before the planning minister. Plans for the site known as Knights Slipway at 266-268 Nelson Place include a 75-metre pontoon and storage for 208 boats and other marine vessels. The Crown land is currently a boat sales and storage business. A report submitted to the minister states

the applicant is Williamstown Marine Centre Pty Ltd with Paul Little and Scott O’Hare as directors. “Mr O’Hare and the family have been involved in the marine industry and this Williamstown area for over 30 years and
retain the lease on The Anchorage site,” it stated. “Dry stack boat storage is an increasingly popular method of storing boats, in particular in cities like Melbourne where there is a lack of supply of wet marina berths. “The managers of this site recognise the demand for dry stack storage on the shores of Port Phillip Bay and in close proximity to the city has increased.” The report stated the proposed development, with storage for 208 boats, would reduce the
parking of boat trailers on local streets and congestion at local boat ramps. Boat launching and retrieving would operate 24 hours, seven days a week. “The site plan responds to the modern lifestyle of the residents of Williamstown and surrounding areas with the provision of a recreational boating facility with dry stack boat storage, marina and slipping facilities as the level of boat ownership grows and storage capacity in residences and local street areas becomes tighter,” the report stated.
Pool is a water wonder An inflatable pool trialled at Williamstown beach is set to be rolled out to other areas. Life Saving Victoria (LSV) designed and built the six-lane, 25-metre frame with a mesh bottom for use in open water. It can be used inland on rivers and lakes and is designed to be a cross between swimming in a pool and in open water. LSV chief executive Nigel Taylor said he hoped the initiative would help save lives. “Life Saving Victoria’s ultimate goal is to reduce and prevent drowning death and injury,” Dr Taylor said. “The inflatable pool is a great asset and another way we can provide structure in an uncontrolled environment to encourage active participation in open water, whether it be for swimming, education or sport. “With many regional aquatic facilities needing rejuvenation, we think the inflatable pool could be key for these communities to have access to safer, more controlled open
waterways to learn swimming, be physically active, while also creating local employment opportunities.” Strategic projects manager Trudy Micallef said LSV hoped to introduce more of the pools around Victoria next summer. Goya Dmytryshchak

Truck surge alarm bells By Benjamin Millar Residents bracing for a massive increase in truck traffic past their homes have labelled a VicRoads study group exploring the issue as a “snow job”. Truck trips on a stretch of Williamstown Road from Somerville Road to Geelong Road are expected to double from averages of 1800 to 2200 in 2016 to 3500 to 4300 by 2031, triggered by bans on other arterial roads once the West Gate Tunnel opens in 2022.

“It’s just another process for VicRoads to do what they want,” he said. Mr Hammond cited discussions at a recent working group meeting on introducing clearways or parking restrictions during peak times on Williamstown Road as a key concern. He said this move would make it impossible for residents to find parking and send an “open slather” message to truck drivers. VicRoads acting regional director David Teague said the community working group

The state government last year set up a Corridor Study Group, chaired by VicRoads, to investigate safety and other issues in the Williamstown Road and Millers Road corridors. But Williamstown Road residents fear the group is a sham that will fail to deal with the impact the tunnel project will have. Graeme Hammond said Williamstown Road would have the same number of trucks as Francis Street currently carries through Yarraville, counter to the government’s claims that the tunnel will take trucks off local roads. “The government agreed that the Francis Street truck levels were unacceptable,” he said. “Why does it think they are acceptable on Williamstown Road, a street lined with homes and adjacent to a primary school?” Mr Hammond said he had taken the government’s commitments seriously at first, but that the group process had been a sham from the start.
Fourteen candidates are vying to represent the three inner-west Melbourne seats being contested at the May 18 federal election. Nominations closed last week for all 151 electorates, including the new seat of Fraser and the dramatically reshaped Maribyrnong and Gellibrand divisions – all safe ALP seats. Maribyrnong MP Bill Shorten, who has his sights set on forming government and becoming prime minister, must first win over voters in Maidstone, West Footscray, Maribyrnong and the northern part of Footscray. He faces a local challenge from Sarwar Hasan (United Australia Party), James Williams (The Greens) and Christine Stow (Liberal). Tim Watts is hoping for a third straight seat win in Gellibrand, which takes in all Hobsons Bay suburbs as well as Seddon, Kingsville, Yarraville and part of Footscray. He is being challenged by Bernadette Thomas (The Greens), Anthony Mitchell (Liberal) and Lisa Maree Bentley (United Australia Party). Voters living in Braybrook, Tottenham and Brooklyn will be voting in the new seat of Fraser, created to cater for the dramatic population increase in Melbourne’s west. It will be contested by Vinh Van Chau (United Australia Party), Peter Bain (Liberal), Daniel Mulino (ALP), Tony Dobran (The Great Australian Party), Rebecca Scorgie (The Greens) and Van Tran (Independent).

Project manager Verana Hunter-Raye said the idea started from a group of women who came up with the ‘3012 Community Interactive Green Space’ initiative. “That was because the Altona North and Brooklyn areas are one of the highest low-socioeconomic and disadvantaged areas in the west,” she said. “And also for food security and sustainability – just making sure that people have a place where they can grow some healthy food. “Also, it’s a place for socialising and for increased community wellbeing.” A community meeting will be held at the site of the garden, behind Brooklyn Community

Warehouse under investigation By Goya Dmytryshchak Tons of recyclables have been illegally stored at an Altona warehouse, prompting an investigation. The Aylesbury Drive warehouse contains about 100 tonnes of co-mingled waste, including bottles, cans, plastic and paper. Hobsons Bay mayor Jonathon Marsden said the set-up occurred without any permits from the council or the Environment Protection
Authority. Fumigation has been carried out to minimise flies and the waste poses no immediate threat to surrounding businesses or residents, he said. “Council first became aware of the issue in mid-February and conducted an initial inspection before involving the EPA,” Cr Marsden said. “Council then conducted a joint inspection with the EPA and the site operator. As a result of that inspection, council gave the operator
until April 1 to remove the waste. “The operator successfully requested an extension to April 30 for extenuating reasons. “More formal enforcement action will be taken if the waste remains on the site beyond April 30. “The building has remained closed for the duration of these negotiations.” An EPA spokesman said the site remained under investigation. It is understood the tenant was handed the
keys to the property in December last year but never signed a lease contract and paid only three months’ rent in advance. Most of the rubbish was dumped at night in an apparent bid to avoid detection. The company is also facing legal action from the Queensland-based landlord of the warehouse, amid claims the cost of the clean-up and remediation will exceed $500,000. – with The Age
School races into good health Pupils from St Mary’s Primary School in Williamstown recently took part in a jogathon to learn the benefits of exercise – with a special guest. Hobsons Bay mayor Jonathon Marsden put on his running shoes to join the pupils and school principal Anthony Hockey. The jogathon was sponsored by local businesses TreeHaus Williamstown and Kelly Sports. Treehaus director and mental health practitioner Justine Brogna said walking, jogging or running in groups or with friends is a fun way to stay fit. “The benefits of physical activity and fitness are far and wide for people of all ages, not only for the health of people’s bodies but also for their minds,” she said. The event helped raise about $11,000 for the school building fund. Goya Dmytryschchak

Our time to dance Expect an intimate evening of contemporary dance and live music with attitude when a new production hits Footscray this week. Attitude Dance Company’s latest production Ours, directed by 27-year-old choreographer and company director Xavier McGettigan, is the second major work by the newly-established ADC Impact Ensemble. McGettigan said Ours explores themes of ownership, belonging and community through eight original dances. “This is a very special show to me and hopefully to all those involved; including the audiences,” he said. Attitude Dance Company prides itself on original choreography, emotional performances and passionate artists.
McGettigan said the company has always been about honest performances in dance developed in a fun and inclusive environment. “I wanted something for the ensemble to own themselves and share with the audience,” he said. “The structure and approach to this production I hope provides a new and intimate experience for audiences in addition to the high quality dance we have become known for.” Ours will be performed at Bluestone Church Arts Space this Thursday and Friday night, May 2-3. Family mourns shooting victim The mother of a Maidstone man who died after being shot while standing in line for a Melbourne nightclub has spoken of the pain of losing the “family angel”. Richard “Kur” Arow, 28, was outside Prahran’s Love Machine nightclub with his girlfriend when he was fatally shot, along with security guard Aaron Khalid Osmani. He leaves behind his grieving mother Yom Ayom and four siblings, who all fled Sudan to the safety of Melbourne in November 2002. “It has literally destroyed her life,” Mr Arow’s cousin, Adol Takpiny, told Nine News as he translated for his grieving aunt.
Richard Arow. (Supplied)
“In her words, she came to Australia to stay away from war and bullets. Today a bullet has claimed her son. The very same bullet and fighting that she ran away from.” Mr Arow was taken to hospital with critical injuries after a gunman in a stolen Porsche Cayenne sprayed the nightclub with bullets about 3am on April 14. No arrests have been made over the shooting. Mr Arow’s mother and sister Achol sat by his hospital bed for up to 20 hours each day. Achol told Nine News her brother had always been her protector. “He always used to tell me that he’ll be there for me 110 per cent no matter what. Not having him here, it hurts. It hurts so much.”
Mr Arow volunteered in youth justice and helped train young Brimbank Stallion soccer players. He had recently applied for his dream job of being an MFB firefighter. A GoFundMe page said the Arow family is very much loved and widely respected in Melbourne’s west. “We all extend our loving arms around those that knew and loved this amazing young man who’s life was tragically cut short,” the page states. About $15,000 has been raised for the family’s funeral and support expenses. - with The Age

CAN’T MAKE IT ON ELECTION DAY? Small steps to big business
A free program has helped several refugee and migrant women launch their own businesses. Maribyrnong resident Yeni Atencio (pictured) who emigrated from Peru nine years ago, completed the program last year. Run by the Brotherhood of St Laurence, Stepping Stones provides training and mentoring to support women to develop new skills and increase their participation in business and the community. Ms Atencio, a qualified IT specialist, has established her own small business making custom t-shirts. “I’m so grateful for Stepping Stones,” she said. “I could not figure out how to set up my business with an ABN, buying machines, stock of clothing and not knowing the right channels through which to sell my products.” The 15-week Stepping Stones program will be held at the Wyndham Youth Resource Centre each Thursday from May 30, between 9.30am–3pm. Free childcare. Details: bsl.org. au/steppingstones or 9422 5650.
If you know you can’t vote on Saturday 18 May, you can vote early. It’s amazing how powerful a piece of paper can be on election day. If you are an Australian citizen aged 18 years or over, you are required by law to vote. So, if you’re unable to make it to a polling place on election day, you can vote early at an early voting centre or apply for a postal vote. If you are travelling or will be outside the electorate where you are enrolled, you can vote early. There are other reasons you can vote early – visit www.aec.gov.au/early to find out more.

Ten charged with drug offences Ten men last week faced court charged with being part of a drug distribution network described as being similar to a delivery service. Police allege the group was supplying up to 200 traffickers across Victoria. The men, aged 20 to 27, were charged with trafficking and were remanded in custody. Police allege the syndicate was distributing drugs, predominantly ice, via a courier system similar to a food delivery business, that allowed lower tier dealers to order products on demand. The men were nabbed during 20 pre-dawn raids in Maribyrnong, Newport, Bundoora, Richmond, Collingwood, Sunshine, Ascot Vale, Lalor and Keysborough last week. Officers allegedly uncovered four kilograms of the drug ice, 2.5 kilograms of heroin, traffickable amounts of cocaine and MDMA, a hydroponic set-up with 100 cannabis plants and cash. The accused did not apply for bail and the case is to return to court on October 14.

MY PLACE Lured to the inner-west by friends, Kingsville’s Jacqui Pinge was inspired by the area’s entrepreneurial spirit to solve a baby-raising conundrum. She speaks with Benjamin Millar
We moved from Balaclava to Yarraville in 2013 to start our family and moved into Kingsville in 2017. Our good friends lured us over here to the inner-west and we are so glad we moved. What do you like most about the area? There is a special community feel about this area and I love being able to bump into people I know in the streets of Yarraville or Seddon. I have also been amazed at the entrepreneurial spirit of the inner-west – we are surrounded by some very exciting businesses in the area. What are your favourite local places? We are incredibly spoilt in this area for culture, entertainment and food. We have loved the great activities available for kids at the Footscray Community Arts Centre and we love all of the outdoor parks in this area. For food, my faves are Eleni’s Kitchen + Bar, Pizza d’Asporto and Gojé for frozen yoghurt. And I can’t forget Yarraville Village favourites – The Sun Theatre and Lonni Lifestyle Store. What led you to start up your Rudie Nudie playmat business?
I decided to create the Rudie Nudie Waterproof Playmats after finding nappy-free playtime incredibly messy and frustrating with my daughter. The playmats are soft and comfy for babies to lay on, yet waterproof, and can be thrown in the washing machine when they get dirty. It took two years to develop the product and I launched the playmats one year ago. What has been the most rewarding aspect? Hearing all of the lovely feedback from parents that the playmats have been one of their most used baby items, as well as building a beautiful community online. The inner-west community has been incredibly supportive, including local businesses such as Chalk in Yarraville, Sedonia in Seddon and Wilde Interiors in Newport, who stock the playmats. What is something people may be surprised to learn about you? My great-great-grandfather sailed on a boat from China to work in the Ballarat Goldfields as a doctor of Chinese medicine. No one can usually guess my heritage, and they never guess Chinese, but I love this piece of my ancestry and can’t wait to explore China in the near future.

FOOD REVIEW
CONSIDER THE SAUCE Kenny Weir gives the thumbs up to a cafe with class
co C ffe om e by plim U en p in t a r Sm y ok e
Our post-kung fu Saturday routine usually runs along the lines spicy Vietnamese, Indian or African food. But today we try something a little different – Bruger, which is just down Barkly from Sims and 501 Receptions. It’s a sister cafe to the nearby West 48 in Essex Street – but it has quite a different feel. The long room is all about high stools and heaps of wood and stone. It’s classy – and perhaps more like a bar than a cafe. We take note of the breakfast options and then ignore them. But the sparks of imagination that show in our lunch meals are in evidence, too, on the breakfast list. Sambal chilli eggs for, example. Or – more hearty – polish sausage with fried egg, gruyere, gherkin relish and kewpie mayo. Bennie enjoys his daily special of eight-hour pork belly on a soba and papaya salad with nam jim dressing ($18.50). He makes special mention of the shredded pork – “very soft”, says he. In addition to the listed ingredients, there’s a stack of bean sprouts and peanuts and a nifty slab of crackling. Salad Boy invariably gives papaya salad and related dishes serious consideration when we’re out and about elsewhere, so that’s why he orders this at Bruger. But while it pleases, it’s fair to record that this cafe outing is notably muted in terms of the sort of tang, zing, sourness, heat and bite
Artist Impression — Outdoor Dining and BBQ
Up in Smoke
Bruger Address: 487 Barkly Street, Footscray he expects and welcomes at various Thai or Vietnamese places. Still good, though! My brisket rice bowl ($18) is something of a masterpiece. The ingredients – pilaf rice, brisket, coriander chutney, pine nuts and cumin “hommus” – are familiar. Yet here they are teamed in a magical way, the contrasting flavours bouncing off each other with tasty glee. Often, when pine nuts are listed, they end up constituting little more than a garnish. Here they play a plentiful and significant role. The brisket is superb – high on smoky flavour, yet distributed through the rice in small pieces. Want to grab some of that great barbecue vibe without going full carnivore? Right here, with this dish, is your solution. I know there’s those who’ll question the prices. But they’re very fair for food of such good quality and the serves are suitably filling for not-too-heavy lunchtime fare.

EDUcATION AND INNOVATION
The great debate A Melbourne high school teacher looks at the role of iPads in class. By Oscar Hedstrom.
(iStock)
M
y classes all start the same way: “iPads away, please.” Screens darken with the flick of the lock-button. But gone are the days when a black screen meant a device was off. “No, flip ’em over, face down please.” A mere fingertip summons students straight back into the hilarious Snapchat, the mesmerising puzzle of jewels or fruit or whatever digital candy they’re guzzling with far more interest than punctuation can possibly provide. Australia has one of the highest rates of computer presence in schools in the world. And while I wait for the kids to put down the screens, we are all collectively waiting to see the impact of tech in the classroom. Emily Hehir has taught at a high-performing regional private school with no technology, let alone iPads; an inner-city state school, where they were mandatory; and a suburban independent school in transition. Her verdict? “Most of the time it’s not being done well,” she says. “In education there is a lot of idealism, but when you’re actually in it, you have to compromise all the time. “Kids have got to first of all bring it, then charge it, log in, connect to the WiFi, have sufficient bandwidth, find the right links, not smash the screen, not have distracting games ... it becomes the tail wagging the dog. The learning only comes after the iPad.” A recent OECD report, Innovating Education and Educating for Innovation: The Power of Digital Technologies and Skills, confirms Hehir’s feeling that there is a “wedge between expectations and reality” when it comes to tech in the classroom. The massive report concludes that “despite
the huge potential of digitalisation for fostering and enhancing learning, the impact of digital technologies on education itself has been shallow”. What’s worse, it warns that “technology may
do more harm than good to the teacher-student interactions that underpin deep conceptual understanding and higher-order thinking”. So, does this mean we should turn off the WiFi and bring out the chalk?
Director of ICT at Brighton Grammar Sandra Maher says we need to teach kids how to use technology. “Many parents go, ‘Oh our kids are digital natives’ because they’ve grown up with a laptop or Xbox, and as such, don’t think they need technology in the classroom’,” she says. “This is especially true of the iPad kids. I can spot them a mile away. They don’t know about right clicks, menus, ‘function’ keys and so on. They haven’t developed all the other skills they need to be aware of.” For Maher, fundamentals like handwriting and reading printed books remain critical, but iPads can enhance learning. “We have fantastic engagement with iPads in the lower primary school,” she says. “We have ‘Osmo’ kits that attach to the iPad for spelling. They’re like an iPad stand with a tiny camera, and it has little [letter] tiles. The camera senses when the tiles are in the correct place, and gives instant feedback and satisfaction. Isn’t that more fun?” It certainly sounds fun, but as a high school teacher, that’s my whole problem. Screens such as iPads are way more fun than my lessons. “They can be a distraction, absolutely,” says Maher, arguing the importance of only using technology only “if the activity warrants it”. Despite her misgivings, Hehir agrees. She says we need to foster a climate in which teachers can “use their judgment” as to whether they need to use the tools, and “whether to work in groups, or not. Whether to use silent work, or not.” “Using iPads has to be a deliberate choice, not the default”.

Developing a sustainable and inclusive lifestyle
Joel Wertheimer knows first-hand the difficulties that can be faced when someone with a disability needs a well-designed, affordable home to own. It was the same when he worked in the health and aged care sector in the role of property manager for more than 15 years, writes Carole Levy. It was this experience that helped set the course for some of the decision-making in Joel’s latest venture, Real Prop Group, a property investment, development and syndication company. The company has substantial experience in delivering multi-residential, aged care and retirement and mixed use developments, with a particular focus on “living, leisure, ageing and working”. “We’re interested in developing for a better society,” Joel explains. “We’re passionate about what we do and consistently aim for sustainability and inclusion in all our projects. “To that end, our latest project, 21Victoria in Footscray, will have six to 10 – depending on demand – of the 27 apartments earmarked for people with a disability or who want to downsize. “The entire building is designed for ease of navigation, with no steps or trip hazards, and bathrooms are purpose-designed for an easy fitout of rails when needed. Even the cooktops in top-notch kitchens are induction to enhance safety. “We liaise closely with the supported disability sector to provide inclusionary housing. It’s a real focus. The remaining apartments are perfect
for first-home buyers as they’re affordable, and fantastic for downsizers who want a quality home they can remain in as long as possible.” The 21Victoria five-storey apartment building, with its striking contemporary blend of glass, timber, metal and concrete, offers one, two and three-bedroom apartments. Prices start at $370,000, with sizes from 58-130 square metres. Every apartment has a balcony or terrace, while a rooftop communal terrace with pergola and barbecue is a top spot for taking in city lights with friends in tow. Secure parking is in the basement, as are storage cages. Residents will have all that cosmopolitan Footscray has to offer right on the doorstep. Culinary treats from across the globe are within strolling distance, including a mixed-use project in Gamon Street, Yarraville, completed by Real Prop Group in 2017. Melbourne city is a mere six kilometres away, and the train station is four minutes by foot.

Price: $1.25 million – $1.3 million
Opposite Armstrong Reserve, with The Strand waterfront and train station reached in about 10 minutes by foot, this fully revamped residence is a heart-winner. It has two fitted bedrooms flanking the entry hall which has a study nook. These share a chic dual-basin bathroom with freestanding tub, while the main bedroom has walk-through robes and an opulent dual-basin en suite. The expansive living hub, with timber flooring and dramatic architectural lines, attracts much natural light through large windows and clerestories. The shmick kitchen, with a glorious waterfall stone island bench, has black cabinetry and all mod-cons. A glass-fenced plunge pool sits beside a pavilion housing a top-notch barbecue kitchen, while timber decking and sculptural plantings add to the appeal. Among features are ducted heating, evaporative cooling, security system and off-street parking.
On a corner block of about 340 square metres, with a significant second frontage on Milford Street, this bright house enjoys a location close to Newport Gardens, the station and Newport Lakes Primary School. Crisp white wall paint is in all rooms, including the four grey-carpeted bedrooms – two with built-in robes. They share an updated bathroom and the laundry is separate. A carpeted separate lounge room has a gas heater set in tapestry bricks. The kitchen has ample timber storage and a dishwasher and gas upright cooker. High strapped ceilings, deep skirts and sash windows remain. A covered pergola faces an immaculate lawn and plantings, while a detached garage is accessed from Milford Street.

SEABROOK 6 Burswood Court, 3028 hockingstuart Altona: 9398 8044
Price: $570,000 – $595,000
Tucked away just off Point Cook Road, this classic ’80s house roosting on about 595 square metres, has plenty of appeal for a family. Its locale – a four-minute drive to the Princes Freeway entry and an eight-minute amble to Seabrook Primary School – makes it very handy, while all else in the vibrant suburb is within easy reach. The house has three grey-carpeted and fitted bedrooms, the street-facing main bedroom with a walk-in robe and en suite. The bright main bathroom and separate toilet neighbour the other two bedrooms, as does the laundry. The colour palette includes neutral wall paint, grey carpet, off-white floor tiles, and a mix of charcoal-coloured roller blinds and quality tabs dress windows. The tri-zone living hub stretches from front door to back, with the kitchen at the centre. This is all white, with ample storage and stainless-steel wall oven, gas cooktop and near-new Smeg dishwasher. A large window behind the sink provides views of the alfresco area and is perfectly placed to be converted to a servery window. That alfresco area at the side is a large covered pergola, with stamped concrete underfoot and garden beds running along the fence line. The backyard has a good expanse of thriving lawn and gardens are well established. Also on offer are gas heating, split-system and solar panels, as well as a remote-controlled garage with drive-through access to the pergola which doubles as a tandem carport. 22 MARIBYRNONG & HOBSONS BAY STAR WEEKLY \ MAY 1, 2019

Price: $790,000 – $820,000
Perched virtually on the edge of Cherry Lake, this property is a cracker for either a savvy renovator or an investor who appreciates how go-ahead and popular Altona has become. The block of about 535 square metres is tailor-made for redevelopment, STCA, with this approach likely to suit the current market well. On the other hand, the classic late-1950s house is of the type that

responds beautifully to a revamp, while the east-facing backyard is big enough to build an extension that welcomes morning sunshine. If a renovation is on the cards, the house is comfortable as is, allowing new owners time to dream, plan and act. The house has ornate cornices, including in the spacious lounge room which has original glass sliders opening from the entry hall, as well as a gas heater with tapestry
brick surround. The adjoining dining room, with air-conditioner, has grey tabs on a corner window. The kitchen, an embodiment of the ’50s look, has a curved-end bench with wrought iron supporting two-way glass upper cupboards, as well as other original cabinetry and an upright gas heater. The three spacious bedrooms run down the southern side, while the shared

SPORT ‘Jini’ conjures a winning score on return to City West The ‘Jini’ is out of the bottle for City West Falcons in the Victorian Netball League. With star goal shooter Jane Cook on duty with the Tasmanian Magpies in the Australian Netball League, Tharjini Sivalingam was entrusted to step up for the Falcons in a 55-53 win over North East Blaze at the State Netball and Hockey Centre on Wednesday night. Sivalingam rose to the challenge, scoring 47 of the Falcons 55 goals and doing so at 93 per cent efficiency. Having finished her local season in her home country of Sri Lanka, Sivalingam took a few weeks to settle back into the Australian style of netball, but her output against another top team in the Blaze was an encouraging sign for Falcons coach Marg Lind. “She’s been back for three or four weeks now, so we thought it was time to expose her to championship division,” Lind said.
“She’s back into the culture and settled and that was reflected in her performance. “When she first comes back here she’s passive because in Sri Lanka they tell her you’re not allowed to push, you’re not allowed to do thihs or that because they get pulled up [by the officials] all the time. “It takes me four weeks to tell her she can be aggressive ripping the ball in and the last two weeks she’s started to do that again.” It was a big win for the reigning champion City West as it means it has beaten every other side in the top four in the opening five rounds. The Falcons are a perfect five-from-five – the only side to remain undefeated. With Cook unavailable while the ANL season is on, it was important for the Falcons not to start behind the eight-ball in a tough run of fixtures to start the campaign. “We knew that if we didn’t win those games
or most of them, it was going to be difficult,” Lind said. “We’ve got a bit of confidence now.” The key to City West’s win was limiting the influence of goal shooter Libby Nicol. Nicol got the better of Jacqui Newton early in the game, so Lind shifted Sarah Szczykulski to goal keeper and it worked. “She was tricky to defend, but Sarah had the body to match up.” Mid-courters Molly Jovic, Maggie Lind and Soli Ropati had a big influence in the third quarter when the Falcons created separation on the scoreboard. Lance Jenkinson City West Falcons wing defence Soli Ropati was part of a strong mid-court combination. (Shawn Smits)
Altona one up in rivalry By Lance Jenkinson Altona got one over its rivals Spotswood, winning a physical encounter by 10 points on foreign soil at McLean Reserve in the Western Region Football League division 1 on Saturday. The Vikings love nothing more than to beat their crosstown foes and the importance of the game was magnified after they split their opening two games of the season. “For our footy club, Spotswood is probably the rival,” Altona coach Saade Ghazi said. “You’ve got ‘Eamesy’ [Anthony Eames] who has coached both clubs and he’s a premiership coach at our footy club. “The players know each other and there’s past players who have played at both clubs. “I’m grateful we had a win too because if we dropped to 1-2 instead of 2-1, it wouldn’t have been good going into Deer Park next week.” It was not a match full of highlights, but it was not for the feint hearted. Altona managed to grind out a result after trailing by 21 points midway through the second term. The Vikings were their own worst enemy at times, converting just 11 of their 30 shots into goals. “Spotty had the upper hand early and for most of the first three quarters,” Ghazi said. “We were able to turn it around in the third quarter probably at the non-preferred end. “We kicked three goals, got in front by a point at three-quarter time and had the scoring end in the last quarter.” Altona’s stars came to the fore the longer the game wore on. Utility Thomas Mundy, a Williamstown VFL-aligned player, was outstanding with four goals. “He plays forward and midfield and he’s hard at the contest,” Ghazi said. “He’s a tough kid and that helps us because we’re a young group.” Jayden Post underlined his standing in the competition with another big-game performance. He is one of the premier key position talls in the competition, getting the job done at both ends. “He’s in the best three to five players in the comp I believe,” Ghazi said. “In the last quarter, he played centre half-back and took three or four really strong marks that stopped Spotty from scoring.” Steven Kennedy was checked closely all game. The Preist medallist was able to shake the tag through hard work and have an impact for Altona. Onballer David Iaccarino was the standout for Spotswood. Brydan Hodgson and Charlie Nastasi kicked three goals apiece for the Woodsmen. 42 MARIBYRNONG & HOBSONS BAY STAR WEEKLY \ MAY 1, 2019

Altona will host Deer Park at Grant Reserve on Saturday, while Spotswood has a tough examination away to Hoppers Crossing. Elsewhere in division 1, Hoppers Crossing beat Werribee Districts by 21 points in the Anzac Day game, St Albans came back from 25 down to beat Caroline Springs, Deer Park cruised to a 230-point win over Albion and Sunshine crushed Point Cook by 70.
In division 2, Newport stunned Yarraville Seddon in a two-point win, Parkside took advantage of West Footscray’s inaccuracy to win by 24, but North Footscray will do some soul searching after a 116-point loss to Wyndhamvale. In division 3, Braybrook copped a 76-point battering from Albanvale and Laverton went down by 25 points to Wyndham Suns.
Williamstown right at home against Dogs Williamstown has taken out bragging rights in the battle of the west after a 16-point win over Footscray in a hard-fought Victorian Football League clash at Downer Oval. The Seagulls started Sunday’s game on the back foot and were trailing by 15 points at quarter-time. But adjustments made by coach Andrew Collins soon had the game on Seagull terms. Once they claimed the lead, they were never headed. Williamstown’s third win from four games puts it into fifth on the ladder. Williamstown took a stranglehold over the contest in the second quarter. The Seagulls banged on four goals to nil with the wind to take an eight-point lead into half-time. The Seagulls’ superior knowledge of their home ground and ability to execute defensively into the breeze in the third quarter hampered Footscray’s chances. Not only did the Seagulls restrict the visitors to one goal in the third term, they also managed two of their own into the wind. Footscray never gave up and threatened early in the last quarter with goals from Lukas Webb and Brad Lynch, but Williamstown returned fire through majors from Darby Henderson and Nick Ebinger to wrap up the victory. Ebinger drew praise from his coach for his impact with three goals. A product of Williamstown CYMS, the medium forward is staking his claim for a spot in the Seagulls’ line-up on a permanent basis. The five leading possession getters on the ground were all Williamstown players – Liam Hunt (28), Ben Kennedy (28), captain Adam Marcon (25), Mitch Hibberd (24) and Jake Greiser (22). Bailey Dale was one of the hardest-working Footscray players with 20 disposals. But it was defenders Fletcher Roberts, Reuben William and first-gamer Buku Khamis who stood out for the losing side. On Sunday, Williamstown will host Richmond in a blockbuster at Downer Oval from 2pm, while Footscray hits the road to play Casey Demons. Lance Jenkinson

Jets take aim at building a foundation for success Western Jets have achieved their best season in the NAB League girls, accruing a second win in a campaign for the first time in their three years in the competition. It has been a slow burn for the Jets to become competitive. They failed to win a game in their first season in 2017 and were victorious just once last season, but they have continued to chip away. The Jets have won two of their past three games and have two more weeks of the season to add to that total. The essence of the NAB League is player development over wins and losses, but Jets coach Zac Read could see how much it has meant for his team to get to sing the song after matches in recent weeks. “We can see the progression and the improvement, but there’s only so many times you can tell the girls they’re improving without getting that W,” Read said. “The wins are for their confidence more than anything. We’re not wins or loss based in the

program, but it is important for the girls who are putting the work in that they’re getting that W on the board.” It has been a topsy turvy past two rounds for the Western Jets. In round six, the Jets could only manage one behind against premiership favourite Geelong Falcons, losing 76 to one.
In an incredible turnaround, the Jets served up a dose of their own medicine, holding the Tasmania Devils to just one behind, winning 38 to one at Rams Arena on Friday night. “We were on the end of a result like that against Geelong the week before where we didn’t get a goal, so it was better to be on the other side of it,” Read said. “That one in Geelong was a pretty tough result, but otherwise the last month has been pretty good from the girls.” Western Jets dominated across their half-back line. Any potential attacking threat from the Devils was stopped by intercept marking Jets captain Elisabeth Georgostathis and Isabelle Pritchard. Georgostathis has been important for the Jets both defensively and offensively. “We’ve put her at half-back over the past month and she’s giving us some really good drive from there,” Read said. “She works really hard to get the ball moving back forward.”
Navy Blues in a groove
The Western Jets midfield got on top at the key moments with Nikita Wright and Ruby Tripodi hugely influential. Emma Quinn and Jasmine Goodman finished off the job for the Jets with two goals each. Goodman is noted for her being an aerial target for the Jets, but it was her work at ground level that led to her scoreboard impact. Western Jets will take on another 2-5 team in Sandringham Dragons at Warrawee Park on Sunday morning. In the NAB League boys, Western Jets had a commanding 47-point win over Tasmania Devils at UTAS Stadium on Sunday. Darcy Cassar was best-on-ground for the Jets for the second time in three weeks, while Archi Manton snared three goals, taking his season tally to 10 goals in five games. They have a bye this weekend before taking on undefeated Dandenong Stingrays on May 11. Lance Jenkinson

By Lance Jenkinson There could be something special brewing at Altona North Soccer Club. The Navy Blues have made a flawless start to the men’s state league 4 west season, claiming five straight wins. They are headed only by Surf Coast at the top of the ladder on goal difference. Returning from the Easter break, the Navy Blues picked up where they left off, crushing Melbourne City 4-0 at Edwards Reserve. Altona North coach Alan Muscat was delighted with the win. “Being a local derby, it was good to get the result,” he said. “It’s always a worry, coming back after a break when you had momentum.” The atmosphere at Altona North is buzzing after such a strong start. Muscat is facing no glaring issues that need to be addressed and the team is defensively sound, conceding just three goals in five games. And the side is having no trouble finding the back of the net, with 18 goals in five. While Muscat is happy with how things sit, he is aware that it is just a small sample size in a long season. “Any coach would be happy with five-from-five at the start of the season, but we’re not getting ahead of ourselves,” he said. “At the moment, the boys are putting in the hard yards at training and we’re getting the results as well. “It’s a long season ahead of us and there’s plenty more teams to play.” Elvir Hasanbegovic was the star for Altona North in the sinking of South Kingsville-based Melbourne City Hasanbegovic finally got rewarded for his hard work with two goals – though he celebrated too hard and copped a yellow card in the process. “It was good to see Elvir on the scoresheet because he’s a hard-working midfielder and it was good for him to get his just rewards for his hard work over the past few weeks,” Muscat said. Altona North led 3-0 at half-time, but Melbourne City came out with renewed purpose in the second half and threatened for a 20-minute period. But City’s forays forward were often detonated by a watertight Navy Blues defence led by Scott Berg, Joel Gerada and Tony Dong. Altona North will be keen to keep its flawless record intact when Bell Park visits Duane Reserve on Saturday. Elsewhere, Yarraville suffered a 2-1 defeat at the hands of Keilor Park in state league 1. Altona East Phoenix remains point-less in state league 2 after losing 1-0 to Geelong Rangers. Williamstown was pipped 2-1 by Lalor United, leaving it mid-table with five points from five games.
