Almost 60 new social housing units will be built in Footscray and Maidstone to house the homeless after the state government used its powers to fast-track the project. Launch Housing last year submitted plans with Maribyrnong council to locate 57 new relocatable homes on nine Ballarat Road sites owned by VicRoads. Maribyrnong councillors unanimously granted approval for the $5 million project, but residents applied to the Victorian Civil and Administrative Tribunal to block the roll-out of 27 of the units on four land parcels – effectively stopping the proposal in its tracks. Planning Minister Richard Wynne used his powers to “call in” the project before it reached VCAT on the basis that the proceedings involved a major issue of policy – using surplus government land for social housing. Star Weekly can exclusively reveal that Mr Wynne will confirm his backing of the proposal on Wednesday (November 1). “This project is too important to be stymied by delays at VCAT,” he says in a prepared statement. “We’ve fast-tracked the process to ensure the dwellings can be built and community concerns are addressed.” A two-person advisory committee held a public hearing in August and submitted its report to Mr Wynne in September. Opponents told the committee that locating the 57 units along a 650-metre stretch of Ballarat Road would form an intensive cluster with a “trailer park appearance” and create social division. But committee chair Alison Glynn and member John Glossop found the proposal was unlikely to create an enclave of disadvantage, “let alone a ‘ghetto’ ”. They recommended the planning minister approve the permits with conditions including changes to landscaping, fence heights and waste management. Launch Housing deputy chief executive Heather Holst said opponents had been afforded the normal opportunities “and then some”. “It’s been our experience that the best thing we can do is make the project really good, and in a couple of years’ time everyone will just think it is a normal part of the landscape,” she said. Helen, a member of Launch Housing’s Lived Experience Advisory Group, said stable housing such as that proposed was a crucial step in her journey from homelessness. “You want to respect the property you are living in,” she said. “I don’t think neighbourhoods need to be concerned.”

The local community is rallying behind a Spotswood Football Club member whose life has ground to a halt because of a rare disorder attacking his kidneys. Maribyrnong College student Marcus Swan, 15, now does limited study in hospital in between dialysis while awaiting a kidney transplant. At 10, Marcus was diagnosed with Henoch-Schonlein purpura, which causes blood vessels to become inflamed. In 2014, the family moved to Maidstone and Marcus started playing and running water for seniors and reserves at Spotswood where his mum Fran started working as a senior trainer. However, this year Marcus’s kidney function markedly declined and he is now undergoing dialysis three days a week and will require a transplant. “Currently, myself and Marcus’s grandmother are being tested as possible matches for kidney donation,” Ms Swan said. “However, this process can take anywhere between two and 12 months.” Ms Swan, a single mother of four, is unable to work while caring for Marcus. “Two months ago, he had 85 per cent kidney function and now he’s got nothing,” she said. “He’s on the donor list, so I’ve had to stop everything to be with him.” The community has rallied to support the family by setting up a GoFundMe page to raise $5000. Spotswood Football Club president Alan Given said it has been heartbreaking for everyone at the club. “What we identified we could do, was put a fundraiser together to help alleviate some of the financial pressures this has placed on Fran and the family,” Mr Given said. The Little Saigon Precinct has opened for business, reinvigorating Footscray with an outdoor plaza, new street trees, multilevel carpark and nine new shops. The inaugural Footscray Art Prize attracted hundreds of entries from some of Australia’s finest artists. With a total $17,500 in prize money, the biennial competition is a collaboration between Council, Victoria University, Footscray Community Arts Centre and the Rotary Club of Victoria. Jimmy Wong’s contribution to Footscray was memorialised with the naming of Jimmy Wong Lane, located at the back of his iconic restaurant in Hopkins Street.

A fair bit of fun to be had It only comes around once every two years, and November’s Williamstown Primary Seaside Fair is poised to turn up the heat. Altona, Altona Meadows, Altona North, Braybrook and Williamstown recorded their highest ever median house price last quarter despite a cooling in the real estate market. Across metropolitan Melbourne, median house prices recorded the lowest growth in almost two years, according to the latest figures from the Real Estate Institute of Victoria. The median sale price across metropolitan Melbourne last quarter was $817,000, with the 0.7 per growth the lowest since 2015. REIV acting president Richard Simpson attributed the moderation to the state government abolishing stamp duty for first home buyer purchases under $600,000. He said 44 per cent of all sales in the September quarter were under $600,000. “In the June quarter, we saw vendors with houses around that $600,000 price point hold off selling in order to capitalise on greater competition from first home buyers,” Mr Simpson said. “These incentives have certainly worked, with first home buyers accounting for 18.3 per cent of all new home loans in August – the highest since September, 2013.” Despite the moderation, Braybrook’s median house price rose 9.8 per cent to $818,000. Records were also set in Altona Meadows (up 6.8 per cent to $705,000), Altona North (up 4.1 per cent to $890,000), Williamstown (up 4.1 per cent to $1.47 million) and Altona (up 2.4 per cent to $1.05 million). Mr Simpson said despite the low quarterly growth, Melbourne’s annual growth remained strong, with the median house price up 14 per cent in the year to September.

Hundreds of litres of fuel leaked from the Altona Mobil refinery on Saturday. Firefighters were called to the refinery at the corner of Millers and Kororoit Creek roads after the leak was detected about 11.30am. Metropolitan Fire Brigade spokeswoman Heather Stockton said the spill was under control when firefighters arrived. “We had reports of about 700 litres of product which had leaked from a petrol line that had corroded,” she said. Mobil spokesman Travis Parnaby said the fuel had been completely contained within a concreted bund. “There was no impact on staff, the community or personnel,” he said. “All fuel has since been recovered. “Mobil will investigate this release and implement actions to prevent this occurring again.” WorkSafe is making inquiries. Last November, the refinery had a leak of hydrogen and naptha, a flammable liquid hydrocarbon. The refinery processes up to 13 million litres of crude oil a day into petrol, diesel, aviation fuel and LPG. It underwent a $20 million upgrade this year to increase production from 80,000 barrels a day to 90,000 barrels.

There will also be a $2.5 million exhibition called Ground Up: Building Big Ideas, Together, teaching small children about STEM (science, technology, engineering and maths) subjects. It will include a baby zone filled with stimulating sights, sounds and tactile experiences, while children up to age five will be able to build flying contraptions, make patterns and pictures with lights, and experiment with 3D puzzles. It will open in December. Museums Victoria chief executive Lynley Marshall said Australia’s international ranking for achievement of students in maths and science had declined over the past decade. She said girls were especially likely to exclude themselves from advanced maths, and women remained under-represented in STEM fields such as engineering and information technology. “I’m particularly delighted with the way these

A horse to remember A hard-fought campaign to honour the only horse to return to Australia following service in World War I has finally borne fruit. Defence Minister Marise Payne visited Maribyrnong on Monday to unveil a memorial dedicated to ‘Sandy’ the light horse and the Australian Light Horse Brigades. Community group The Friends of Sandy and the Australian Light Horse have spent close to 30 years working to establish a lasting memorial to Sandy, who belonged to Major General Sir William Bridges, who died in battle at Gallipoli. President Pauline Ashton said the group was “absolutely ecstatic” the memorial was finally in place. “This has been going for such a long time,

with my dad before me, so we are really celebrating,” she said. Ms Ashton said it was fitting that the memorial was located near the Maribyrnong Defence Site, the final resting place of Sandy. “Australia’s light horses, including Sandy, were deployed from the remount depot at Defence Site Maribyrnong,” she said. Ms Ashton paid tribute to the assistance of Maribyrnong MP Bill Shorten and his office, along with the Department of Defence, the federal government and Maribyrnong council. Ms Payne said the memorial will serve as a reminder of the important role light horses played in Australia’s military history. Benjamin Millar

New park takes off Braybrook’s new million-dollar aeroplane-themed playground has finally landed. The new playground, enjoyed by hundreds of people at its launch on Saturday, replaces a beloved wooden Aeroplane Park that was destroyed by arson in December 2015. It includes a giant steel aeroplane with swings beneath the wings, seesaws at the tail, a ‘traffic control’ tower with slides and a double flying fox. Located alongside the Braybrook Community Hub, it was designed by Footscray’s BiGfiSh – creators of the original wooden aeroplane structure as well as Mimi the Muttaburrasaurus at Cruickshank Park in Yarraville. Maribyrnong council spent more than

$830,000 on the playground, funded by an insurance pay-out following the arson, while the state government chipped in $205,000. The rebuilt park also includes exercise equipment and an upgraded community garden and a picnic area. Mayor Catherine Cumming said the new playground retains the flight theme of the original playground and offers a variety of play experiences and challenges for all ages. “The sudden loss of the former Aeroplane Park just days before Christmas was truly devastating for the whole community,” she said. “From the very beginning we set out to design a unique and iconic play structure.” Benjamin Millar

VCAT rejects Altona build bid By Goya Dmytryshchak Plans to build 11 two-storey dwellings on two house lots in Altona have been rejected by the state’s planning tribunal. The Victorian Civil and Administrative Tribunal has upheld Hobsons Bay council’s refusal to grant applicant Shane Ruthven a permit for the proposed development at 100 and 102 Civic Parade.

The council’s grounds of refusal had included the planned dwellings being an over-development and inconsistent with neighbourhood character. The site falls under the Hobsons Bay South Neighbourhood Character Policy, which is aimed at maintaining the existing dwelling pattern and minimising the loss of front gardens and impact of buildings over two storeys. VCAT member Bill Sibonis said the council

had been concerned that two buildings, separated by a 2.83-metre gap, did not fit into the streetscape. “A further concern is the absence of ground level service yards for those dwellings which rely on balconies for their private open space … this may result in occupants seeking to enclose the front yard through the erection of a high fence on the frontage to provide ground level usable space for clotheslines,” he said.

Mr Sibonis said he shared the council’s concern about a central driveway area that limited the landscaping and would create an “arguably unattractive environment”. “This entire area has the appearance of being designed to function as a vehicle access area rather than one which has the additional role as the address for three of the dwellings,” he said. “It does not represent an acceptable outcome.”

It’s on for young and old Young and old will be the beneficiaries of the latest grants awarded by the Hobsons Bay Community Fund. Eleven recipients announced last week will share $34,805 in grants. Among them was Emma McLean Kindergarten and Day Care at Spotswood, which received $4000 for an intergenerational garden. Emma McLean educational leader Jessica Johnstone said the kinder’s new garden would provide more opportunities for children, especially those in care for long periods of time. “The intergenerational aspect of it is to expand that service into the community and try to connect with other people in the community who might have a skill and interest in gardening that they could share with the children,” she said. Fund chairman Hayden Raysmith said Williamstown Community and Education Centre received $5000 for another intergenerational program where mature-age volunteers could meet children in childcare.

“It’s also creating cross-generational connections and opportunities for some of the older volunteers in the community to be able to put something back into the community, but also for younger people to hear the stories of older people,” he said. “We’re all encouraged to be a little bit suspicious and we’re nervous about children being out on their own … so in a way it’s an antidote to some of that loss of trust.” Other grant recipients were Laverton Community Children’s Centre, Multiple Sclerosis, South Kingsville Community Centre, Holy Trinity Anglican Church in Williamstown, St Mark’s Anglican Church in Spotswood, West Welcome Wagon, Finnish Friendly Visiting Service, Volunteer West and Carers Links Men’s Group. Working towards justice Footscray community legal service WEstjustice has landed a community sector award for its work tackling issues with employment faced by migrants and refugees. WEstjustice was honoured at last week’s HESTA Community Sector Awards with the Outstanding Organisation Award for its work helping vulnerable people recover unpaid entitlements and compensation for discrimination and unlawful termination. The award recognised the importance of the Employment Law Project, established in 2014 to tackle the exploitation of migrants and refugees in the workplace. Senior solicitor Tarni Perkal said their service is the only one in Australia focused on supporting the refugee community about their rights in Australia.

“Over the last few years since the program was established, we’ve managed to retrieve orders for over $300,000 in unpaid wages and super, and compensation for unfair treatment which goes some way to making sure they get the fair go that Australia is known for,” she said. Ms Perkal said the prize money will be used to employ more bilingual staff. WEstjustice last year issued a report revealing large numbers of migrants living in Melbourne’s west are exploited at work. The Not Just Work report showed exploitation is rife in industries including food processing, hospitality, security, cleaning, construction, manufacturing and care work.

CONSIDER THE SAUCE Kenny Weir may have just found coleslaw nirvana Bird & Burger lives in a premises long previously occupied by a similar operation with different management. But this new lot are doing more than maintaining the location’s chicken shop tradition – they’re doing so splendidly. The interior is mostly black and white, with eat-in seating options down to stools and a bench on one wall and a handful of snazzy ottomans facing the front window. There are, however, tall tables and more stools outside. My heart sinks a little when I see the plastic cutlery on one of counters, fearing these useless tool may be served with my chicken. Not only am I supplied with metal cutlery, my meal is presented on a black platter, with chips and coleslaw in similarly angular bowls. It all looks marvellous. Tastes that way, too. The chips ($3.95) are hot, liberally salted and fine. The $6.50 for my coleslaw seems, at first blush, a little steep for what I’m thinking is just a side dish to a chicken meal. But here’s the thing – it is worth every cent. This is quite possibly the best coleslaw I’ve ever had in a chook shop. Made mostly of red cabbage, and boasting subtle whiffs of tarragon and dill, it is well dressed without being sopping, has crunch yet is pliable – and is 100 per cent wonderful. My chicken falls into the “Yes, It Can Be Done” category. That’s right – even the very heart of the breast meat is as juicy as the rest of it.

All is beaut and succulent. The classic beef burger ($12.50) comes from a menu that includes two other beef burgers, five chicken burgers and a lamb edition. Our burger’s lettuce, tomato, red onion, tomato relish and herb aioli are joined – upon request – by excellent bacon for which no charge is levied. The beef patty is nicely charry and superbly seasoned. Every aspect of this burger is an outright winner. If CTS used points, I’d deduct one for the fact that this burger is such a gloriously messy handful that I resort, in the end, to eating it with a knife and fork. But in this case, I care not because everything is just so damn tasty. Bird & Burger is a fine establishment. CTS metaphorically clicks its heels as it saunters back to the car.

Footscray has claimed three impressive scalps in consecutive weeks to move up to fifth on the Victorian Premier Cricket ladder. The Bulldogs have beaten three of last season’s top-five clubs – Northcote, Fitzroy Doncaster and Monash Tigers – in the past three rounds to signal their lofty aspirations this season. In their first game away from the Merv Hughes Oval this season, Footscray chased down a modest Monash score to win a bowler-dominated game by two wickets at Central Reserve. Set 184 for victory, the Bulldogs passed the target eight down with 16 balls to spare. Matthew Underwood top-scored for Footscray with 59 off 92 balls, including six fours and a six. Underwood is consistently producing for the Bulldogs, averaging 35.5 over four digs this summer. Hayden Butterworth made his best score of the season with 35, while captain Dylan Kight kept up his strong form with 32.

Mitch Barnewall chipped in with a valuable 14 not out late to get the Bulldogs over the line. Footscray’s victory was set up by its tight bowling, restricting Monash to 9-183 off 50 overs. Opening bowlers Hamish Winter-Irving (2-30 off 10) and Jonah Koch (2-29 off 10) had the Bulldogs in a positive frame of mind from the outset. IN THE DOGHOUSE ■ Nathan Evans is one of the real characters of local footy. He has just joined the coaching staff for the Westbourne Grammarians Football Club, assisting senior coach Justin Johns. ‘Evo’ has done every job there is for his beloved Wyndhamvale Falcons. He played more than 300 games, was part of the premiership team and worked behind the scenes on the committee for more than a decade. He was a colourful contributor to the WRFL match day radio broadcasts. There were times when his honesty and frankness got him into trouble but you could never question his passion for the club and the game. Nathan was partly responsible for one of the funniest moments in my time calling local footy. Tony Schibeci was president of the Falcons in the early 2000s and also called a few games for us on WYN FM. After a memorable piece of play by Evo which resulted in a Falcons goal Tony said “Not bad for a bloke who had a heart attack a few months ago”. The rest of the calling team were incredulous thinking it was some in-joke. It wasn’t as Tony explained to us all on air. Evo is most definitely a unique person which is why he was awarded the WRFL Media Personality of the year in 2011. ■ Mixed results for local cricket at the weekend with Yarraville, Altona and Werribee losing in the VSDCA and Hoppers Crossing and Williamstown victorious. King of the ring reigns By Lance Jenkinson Rising western suburbs boxing star Ibrahim Balla has vowed to “stay humble and keep working hard” after landing the WBA Oceania featherweight title. It is the title belt that could see the Hoppers Crossing-raised fighter move sharply up the WBA rankings and open doors to the world. “Winning that title potentially gets you rated top 15 in the world,” Balla, who trains at The Gym Yarraville, said. “You’re climbing up the world ladder, you know, fights overseas, in America and all over the world. “I’ll just keep moving up, but I’ll keep focused, don’t get too far ahead of yourself. “I’ve still got a long way to go before I can really start to celebrate.” Balla took the victory over undefeated Tanzanian Salimu Jengo by unanimous decision at the Melbourne Park Function

Centre. All three judges scored the fight in Balla’s favour 99-91, 96-94 and 98-92. It was a win to savour for Balla, who’s last fight for an international title ended in defeat. “I’m feeling pretty good right about now,” the Rockbank resident said. “I know that we’ve put a lot of hard work in throughout this year, so it’s very rewarding and satisfying right now.” Balla was made to go the distance to take the title. It was the early rounds when he felt that he edged the fight. With rounds in the bank, Balla was able to dictate the terms in the late rounds. “I thought I was setting the pace and dominating from the start,” he said. “He sort of had to change his tactics and be more on his bike in the latter half of the fight, but he changed up his strategy and went the distance. “It was a comfortable win from my side. “I pretty much stuck to the game plan, stuck to the basics of boxing, keeping the jab going,

nice straight punches and that won me the fight. “That’s part of being a professional, you’ve got to dictate the pace.” Balla’s experience was crucial in the match-up. The 27-year-old has a five year age gap over his opponent, four more professional bouts and Olympic Games experience to draw upon. “I think my experience played a big role in the fight,” he said. “I was more calm and composed than what he was. “He came down to fight, that’s for sure, but I out-boxed him on the night.” Balla thanked the Melbourne sporting public for coming out to cheer him to victory. He was thrilled to be able to salute for his trainer Lim Jeka and all the other people in his corner. “They’ve put a lot of hard work in for me,” Balla said. “I get the spotlight of winning the title, but my team is the reason why I’m here.”

■ Facebook pages for local footy clubs are busy with news of player signings for the 2018 season. I wish I had a dollar for every player that changes his mind after Christmas. Lower division clubs tend to be the ones doing the most spruiking about who they have and they also seem to be the ones who retract much of this news when lodging the clearance becomes a reality. I would take a grain of salt with each signing you see posted.

Seagulls set pace early with solid performances Williamstown is hitting all the right notes early in the Victorian Sub-District Cricket Association season. The Seagulls dug deep to claim a 33-run win over Kew at the Williamstown Cricket Ground on Saturday to improve to 2-0. “It’s great that we’ve got blokes playing well at the start of the year,” Seagulls all-rounder Craig Sheedy said. “You can’t afford to wait four or five games to put your foot on the accelerator, you’ve got to go straight up. “Every win early counts.” Williamstown had a chunky 286 to defend, but it was never a comfortable task. Kew was always slightly behind the eight ball, but still well placed to launch late on a flat wicket, if only they wanted to roll the dice. “They didn’t really have a go, which is a bit of a surprise,” Sheedy said. Take nothing away from Williamstown’s bowling performance though. The Seagulls were consistent throughout the day to successfully defend the total. New ball operator Bryce Preston led the charge for the Gulls. Preston probably had the least impressive figures of all Seagulls on paper – 1-56 off 20 overs – but his actual impact did not show up on the scorecard.

“Bryce was unbelievable,” Sheedy said. “He was so unlucky, I’ve never seen so many balls get french cut, he should’ve got five or six wickets in the end. “On a really flat wicket, he was still able to get them on the back foot, get the ball up around their chest and they were always in a bit of doubt when he was bowling. “He built pressure and kept going all day.” Sheedy bowled under duress to produce 2-27 off 15. He was feeling the effect of a virus after the game. Mitchell Streiff was the most damaging with 3-45 off 12, while Patrick O’Malley returned 2-61 off 18. The Seagull with the biggest say over the result did not roll the arm over once. Wicketkeeper Brenton Hodges finished with four dismissals, including two catches and two stumpings. It was the kind of performance that has Sheedy pondering how good Hodges would be at the next level up. “He’d be a brilliant cricketer in Premier first XI,” Sheedy said. “He opened the batting and got 84 and batted beautifully. “His keeping today, two stumpings off some good bowling and two catches, he’s like an extra player having a keeper of his ability.” Williamstown will click into Twenty20 mode

Discus champ takes gold at state carnival

By Lance Jenkinson Good things come to those who wait. In the case of Tyson Garnham, it was a long wait, but the Western Crusaders star finally got to feel the elation of a Vic Bowl triumph. Garnham had a season clean sweep, scooping a premiership with the Crusaders, taking out the Vic Bowl MVP and being recognised as the league’s MVP. It was the premiership that Garnham will treasure the most because of the heartache it took to finally get there. Last year, Garnham had to watch most of the heartbreaking Vic Bowl loss to Monash Warriors from a hospital bed after breaking his collarbone in the early exchanges. The previous time the Crusaders featured on Gridiron Victoria’s biggest day back in 2007, Garnham had to sit out with a dislocated ankle and missed out on that premiership glory. Garnham was not even a certain starter for this year’s Vic Bowl after rolling an ankle in the semi-final, but the 28-year-old pulled through and will have memories that will last a lifetime. “The goal was to win the grand final, not to win awards along the way,” he said. “The reaction [to the grand final MVP] was like, whatever, really, I was just happy to finally win the grand final. “I’ve been a little bit cursed when it comes to the Vic Bowl, so I was pretty emotional by the end of the game.” Garnham’s offensive punch is so important for the Western Crusaders. He is damaging both as a running back and a wide receiver, routinely scoring touchdowns in the air and on the ground, exploiting the opposition’s main weakness. Talk to Crusaders insiders and they believe last year’s close Vic Bowl loss to Monash might have gone the other way had Garnham been available for the full game, but the pain of that defeat dissipated when the Crusaders rolled over Melbourne University Royals 30-9 in Vic Bowl XXXIII. It was only after the celebration died down that Garnham realised how close he was to missing out on this year’s premiership. “Now the celebrations are over, my ankle actually hurts, so I need to go and get it scanned,” Garnham said. “We’ll get the scans and take it from there.” Garnham was the centrepiece on attack for the Crusaders offence, the best offensive line in the league. quite easy to stand out. “If you gave the ball to someone else all game, they would potentially get it as well, so I’m just fortunate the team trusts my ability and they give me a lot of the ball.” Garnham believes this is just the start for the Crusaders. Now he has tasted the ultimate success, he wants the Crusaders to do it all again next season.

Victoria Entwistle-Hardeman could not have timed her personal best discus throw any better. Competing at the Victorian Secondary School Sports Association state carnival, Entwistle-Hardeman took out the gold medal in the under-14 girls discus final with a throw of 33.05 metres at Lakeside Stadium. Claiming gold was EntwistleHardeman’s main focus, but the PB was the icing on the cake. “It was a great feeling to get to the top of the podium,” she said. “My next goal is to place at the All Schools or throw an automatic qualifier for the Australian Junior Athletics Championships in March.” Entwistle-Hardeman is a year 8 student at the Maribyrnong Sports College. She is also one of the most promising throwers at the Altona Little Athletics Centre and Western Athletics. Competing since the age of six, Entwistle-Hardeman will now get the chance to compete in Christchurch, New Zealand, before returning home for the national schools championships. Entwistle-Hardeman is a versatile athlete, as evidence by her under-14 girls 200 metre hurdles club record at the Altona Rockets. Her coach, Nicole Williams, says she is a leader on and off the track. “Victoria works incredibly hard both on her own throwing technique in the discus and javelin, as well as assisting with younger athletes at the centre’s weekly throws training,” Williams said. “She sets a fantastic example to other athletes that if you work hard, listen to your coach and set goals, you can achieve anything.” The win capped off a great week in the Hardeman household – Victoria’s father and coach Brett Hardeman was selected to be a Commonwealth Games baton relay runner in recognition of his services to athletics.
