Election recount bid By Ewen McRae A candidate in the recent Brimbank council elections has appeared in court in a bid to force a recount. Wally Walia, a Taylors ward candidate, appeared at a municipal tribunal in the Melbourne Magistrates Court on December 9 to try to force the Victorian Electoral Commission to perform a full recount for the ward after he missed election by just 37 votes. Mr Walia received the second highest number of first-preference votes but following the distribution of preferences, he fell to fourth behind elected councillors Bruce Lancashire, Margaret Giudice and Georgina Papafotiou.

Mr Walia said such a close result made a recount necessary to ensure the validity of the results. “There were 26,000 votes counted and only a few scrutineers, so mistakes are going to be made,” Mr Walia said. “People are there all day counting – their eyes get tired and mistakes can easily happen. “When I missed out by 37 votes I asked for a recount on the night, but I was told it wasn’t close enough. My only option to get a recount is to go through the courts.” Mr Walia said his recount bid had received verbal support from “seven or eight” of the 23 candidates in the ward. He presented the court with a petition for a recount with “200 or 300 signatures”. Councillors Giudice and Papafotiou said they were surprised when they heard about the court action, but remained confident in the outcome of the election and respected Mr Walia’s right to seek a recount. “I’m surprised he’s going ahead with it, but I understand he invested a lot of money on his campaign, so if I was in his shoes I may have done the same thing,” Cr Papafotiou said. Mr Walia said he was unsure when a result of his case would be known, but was hopeful of knowing before Christmas. He did not rule out a challenge to a higher court if he was unsuccessful. The VEC declined to comment while the matter was before the courts.
Hard work brings a golden opportunity Chelsea Smith has clocked up hundreds of hours in Sunshine hospital’s in-patient wards. The Lowther Hall graduate began volunteering at the hospital in year 9, and continued throughout high school as part of her Duke of Edinburgh award requirements. To be awarded the gold International Duke of Edinburgh award,16-to-24year-olds must learn a skill, play a sport, volunteer and experience a team adventure somewhere new. Ms Smith, 18, said each week she
would visit the ward chatting to patients. “There was this one lady I went to have a chat with, she wasn’t entirely sane, but we were playing with the soft toys together. “The lady in the bed next to her said to me ‘thank you so much, she hasn’t laughed in weeks’ … even the smallest things you do make a big difference,” Ms Smith said. It would seem the philosophies underpinning the award, such as connecting within community and making a real difference, have been imbued in the young Hillside resident’s outlook. She was one of 73 Victorians to receive the gold award from
the Governor General of Victoria, Linda Dessau, at a dinner earlier this month. The awards dinner recognises the work of students participating at the highest levels of the program, and is a celebration of three years’ hard work by each. The commitments of the award didn’t seem to hinder Ms Smith’s capacity to study, though. She found out last week she was among the top one per cent of VCE students in the state, scoring an ATAR of 99.45. Alexandra Laskie

Station parking squeezes locals By Alexandra Laskie Parking will be at a premium for residents of three St Albans streets if Brimbank council goes ahead with plans to restrict parking near Keilor Plains train station. The council circulated letters to Jane Avenue, Rafter Drive and Roche Street residents about its proposal to install two-hour parking between 9am and 6pm on weekdays in response to parking congestion in the area. Restrictions are flagged for the south side of Rafter Drive (between Newcombe Drive
and Regan Street), the north and east sides of Jane Avenue (between Newcombe and Rafter drives), and the south side of Roche Street (between Newcombe Drive and Jane Avenue). Newcombe Drive resident Laura Rovetto said the restrictions would force residents to vie for the same parking spots as train commuters using Keilor Plains station. “The onus, therefore, is being thrust upon the residents to deal with the railway parking problem,” she said. She said despite the area’s cultural diversity, the letters had only been printed in English.
“Was that deliberate?” she said. “If they really want to speak to residents, they know the demographic – they’d have it printed in three languages.” Council’s infrastructure and city services director Neil Whiteside said the proposal stems from the concerns of residents about congestion in their streets and their access to driveways. “The restrictions … address the ongoing issues with train commuters parking on both sides of these streets, impeding traffic flow and causing congestion,” he said.
“The proposed parking restrictions will discourage train commuters from parking on one side of the road, but still allow some flexibility for residents and their visitors to park in the street.” Affected residents have been invited to provide feedback on the proposal before Friday, December 23. If most are in favour, the council will go ahead with its plan. In April, the state government announced it would add 220 parking spaces to the Keilor Plains train station’s carpark.

High scores in milestone year
Artist’s colourful notion Katrina Fisicaro’s “dramatic” paintings are colourful, yet moody. Vivid colour is a dominant feature of her work, which will be displayed at the Caroline Springs Gallery until January 30. Her paintings will be displayed as part of the Nocturnes exhibition, which examines how tone and colour combinations work simultaneously, and the Colourful Notions exhibitions, which features a series of canvases “painted on a whim by the artist”. Melton mayor Sophie Ramsey encouraged residents to experience Fisicaro’s work. “The unique exhibitions … encourage a celebration of colour and are a fantastic addition to the CS Gallery,” Cr Ramsey said. Carl D’Souza used to go to the library on weekends and borrow non-fiction books about chemistry, physics and mathematics. The teenager said completing his VCE gave him an opportunity to “extend his curiosity” in his beloved fields of study … and his final result shows he has the aptitude to match his interests. The Caroline Chisholm Catholic College student was named the school’s dux last week with an ATAR of 99.5. “I was really happy when I found out my result,” he said. “My parents were excited, too.” The 17-year-old hasn’t chosen a specific course yet, but is hoping to study in the medical health sciences field at university. School principal Marco DiCesare said he is proud of Mr D’Souza’s efforts, as well as the entire cohort of VCE, VET and VCAL students. The school’s average ATAR result was 64.27, an improvement of about three per cent on last year. “It’s always rewarding to see the hard work of our VCE students recognised come December, and this year’s group was really special,” Mr DiCesare said. “Most impressive was the way they encouraged and mentored each other throughout the years.” St Albans secondary college’s top student Garry Nguyen received a fantastic ATAR of 99.35. The St Albans teenager was a step ahead after completing accounting and further maths subjects in year 11. He received a perfect score for both subjects and was awarded a VCE Premier’s award for his efforts. Mr Nguyen hopes to study biomedicine at the University of Melbourne. Alexandra Laskie

Assaults, break-in crimes spike By Ewen McRae Crime rates in Brimbank have risen over the past 12 months, but remain stable compared to the rest of Victoria, new Crime Statistics Agency (CSA) figures show. Overall, offences recorded in Brimbank in the year to September 30 rose by 4.8 per cent – from 18,591 to 19,492 – but a statewide rise of 11.6 per cent puts Brimbank as one of the “better performing” municipalities. Robberies represented Brimbank’s biggest crime spike, up by 28.2 per cent on last
year, with 200 offences, while drug dealing, trafficking and manufacturing offences were all down on last year. Drug use and possession cases rose by 4.5 per cent, to 1102 cases, and assault offences increased significantly, rising to 1542 cases from 1422 in 2015. This was the highest incidence of assaults in the Brimbank area in five years, the CSA data notes. There was also an increase in justice procedures, with 473 cases in the year to September 30 compared with 289 in the previous 12 months.

The crime figures come on the heels of a state government pledge to spend $250,000 on CCTV cameras in the St Albans CBD to cut crime. Council’s city development director Stuart Menzies said this is an important move to making St Albans residents feel safer.
“The installation of CCTV is one component of a range of initiatives being undertaken in St Albans to improve amenity and the community’s feeling of safety, and to reduce the incidence of crime,” Mr Menzies said. “The St Albans CCTV project will be funded by a public safety infrastructure grant … Brimbank council will provide a contribution in terms of project management, maintenance of the system and evaluation,” he said. The cameras will be monitored via Keilor Downs Police station, and the project is expected to be complete by March 2019.
Drivers put on notice Police are out in force to cut the Christmas carnage on Brimbank roads. Motorists can expect more highway patrols and roadside checks as Keilor Downs and Sunshine police step up their efforts to catch speedsters, put alcohol and drug impaired drivers off the roads, clamp down on those using mobile phones, pick up drowsy drivers and enforce seatbelt laws. Brimbank Inspector Dallas Normington said the statewide Operation Roadwise kicked off on Friday and would be enforced for 24 days, ending on January 8. He said police would be focusing on people coming home from Christmas parties and work functions. “We’ll be targeting drivers who attend end of year work functions … there is a risk that some drivers will take risks while they are impaired by alcohol or drugs,” he said. Police will be patrolling roads in marked
and unmarked cars, and will specifically target major arterial routes. “Our message is about being safe in the car, and encouraging people to take time reaching their destination,” Inspector Normington said. “Road trauma isn’t just about the people who die, it’s about the enormous impact on the community, from the family members to the emergency services workers who have to deal with these tragedies on a daily basis, to police who have to deliver devastating news to loved ones,” he said. Students clean up With a pair of rubber gloves and some large sponges, Deer Park North Primary School pupils set to work washing teachers’ cars until they were squeaky clean earlier this month. Their efforts, aided by the teachers’ generous donations, helped raise $310. But the efforts didn’t stop there. Last Wednesday, about 100 pupils in grades 5/6 sold board games, bookmarks, stress balls and other items they had made themselves to raise an additional $600, which they plan to donate to charities that assist homeless
people this Christmas. Teacher Stephen Zhang said the pupils had spent term 4 learning about “social justice”. “They chose an issue they felt strongly about, which was homelessness, and then they thought of ways they could help,” he said. The aim was to encourage the children to take personal responsibility. “It’s all about taking action and making a difference,” Mr Zhang said. Alexandra Laskie
Residents are objecting to a proposal to demolish a heritage-listed house in Sunshine to make way for two townhouses. Brimbank council received a planning permit application to level the house at 57 Benjamin Street, a single-storey 1914 house in Sunshine’s Railway Station estate, and build a double-storey development of two units. According to the council’s cultural heritage study, Benjamin and Morris streets in Sunshine are of regional historical and architectural significance as a subdivision first developed in the speculative boom of the 1880s. The study singles out this house as “contributory” to the significance of the Railway Station estate. Brimbank director city development Stuart Menzies said the planning permit was still to be advertised, but to date, 24 objections had been received. He said that because the property was in a heritage overlay area, a planning permit was required to demolish the building. “As part of the assessment, council’s heritage policy will be considered,” he said. “The policy states, among other things, that poor physical condition of a heritage place is not, in itself, a reason for permitting demolition. “A report from a suitably qualified structural engineer with experience in the conservation of heritage buildings is required. And demolition will only be considered where the building is

structurally unsound or beyond reasonable repair.” The house has been leased to tenants since the owner bought it about three years ago. According to a structural inspection report commissioned by the owner, the house is considered to be “in a poor to average structural condition”. The report’s author estimated it would cost about $270,000 to remediate the property and about $121,000 to demolish the house and build again as outlined in the permit application. “Remediation is considered possible, but to be completed successfully will require a reasonably extensive scope of works,” the report states.

Masters stroke for jobs By Benjamin Millar More than 160 new jobs are expected to be created when the former Braybrook Masters store is redeveloped into a new shopping centre. Plans for the new centre, submitted to Maribyrnong council and estimated to cost $4 million, follow the spectacular crash of the home hardware chain. The first Masters store opened in Australia in 2011. The Braybrook store ceased trading earlier this month, with the loss of 130 full-time equivalent jobs. Plans by Home Consortium Company for a
new supermarket, cafe and other retail stores are predicted to create 165 new jobs. An economic impact assessment for the project at 330 Ballarat Road revealed the proposed redevelopment will comprise a 4275 square metre supermarket, understood to be Woolworths, along with 6842 square metres of retail and a 100 square metre cafe. The redevelopment is expected to take six months with the new centre’s opening scheduled for mid next year. “Braybrook Masters site … presents as a good opportunity for a new supermarket development, particularly in an area where

many of the supermarkets are dated and relatively small,” the assessment found. The report also suggested the supermarket and retails stores could draw about $28.5 million in sales per year from surrounding areas, particularly Sunshine, qualifying this as a “modest” and acceptable impact. “ “The development will enhance the range and choice available to residents in the area by providing an additional full-line supermarket, as well as large-format retail stores.” The assessment found many of the new jobs would be filled by local residents, a boon in an area of high unemployment.

Amnesty sticks up for the kids The Amnesty International Australia Watergardens group is coming to the end of its year-long campaign to protect children in trouble with the law. Now almost two years old, the Amnesty Watergardens group has focused this year on gathering community support to increase the age of criminal responsibility from 10 to 12. Convenor Cara Hemphill said the group of just six regular members had collected 80 signatures on a petition urging the change in age of criminal responsibility. She said the plan for 2017 was to grow the group and work with more community organisations in Brimbank. The Watergardens group meets at Sydenham library at 7pm on the fourth Wednesday of each month. At the Melbourne Magistrates Court on September 2, 2016, Vane STOJCEV failed to appear in accordance with an undertaking of bail. Two warrants were issued for his arrest for offences including making threats to kill, criminal damage and dangerous driving whilst pursued by police. On September 23 a further eight warrants to arrest were issued when Stojcev again failed to answer bail. These warrants were issued for offences including theft of motor vehicle, driving whilst disqualified, driving in a manner dangerous, handling stolen goods, possession of a prohibited weapon and theft from motor vehicle. MY BRIMBANK Sydenham filmmaker Steve Ravic’s latest film, Diary of a Fatman, is on a roll, with a screening at the Cannes film festival and several wins at international film awards in Los Angeles and Malibu this year. Ravic speaks to Ewen McRae. What’s your connection to Brimbank? I call the Brimbank area home. I was born in Footscray and moved to St Albans as a toddler. It’s where I went to school (Resurrection primary and CRC secondary). Brimbank is where I played soccer for Melbourne Knights – I supported both the Knights and St Albans Saints Dinamo, and the streets of St Albans were my home. I’m still in Brimbank, and Sydenham is where I now live when I’m in Australia.

What could make the area better? I honestly believe the area needs to embrace a change in the bureaucracy. The area is, historically, neglected and, if it was not for the resolve of the local battlers, the area would be left far behind. I believe local enterprise and creativity needs to be embraced and supported. With all of my own achievements over the years, I have never had any collaboration or input from the local council. This is unfortunate because I do collaborate with Screen Australia and Australia Council for the Arts (Australian Government). I believe that, with support from the council, we would be able to give local talents more of an opportunity. I will wear some of the blame myself because, after

What do you like best about the area? I guess I would have to say the feeling of pride that it gives me – it gave me the spirit of a warrior, and no matter where I am in the world, I am always proud to say that I’m from the west. No matter the challenge, no matter how impossible the task, the area has given me the attitude of never letting anyone tell me that something can’t be done.

How was the Cannes experience, and all those international awards? I’ve been to Cannes quite a few times … and it’s always surreal. This year I was invited to share the red carpet with Mel Gibson for the premiere of his movie Blood Father … he has always inspired me, so this was a sentimental moment. But what made this trip extra special is taking a local talent like Mr Haar, who would otherwise not have the opportunity to attend Cannes and showcase his talent. As different as we are, over the years we have become much like brothers and to be acknowledged with international awards in Los Angeles is … especially exciting when you can share the victory with your team. Winning the AOF Hollywood Dreams excellence in film award as a director has propelled my career to yet another level and that feels like a major accomplishment. What inspires your filmmaking? I’m inspired by real life stories and heavily influenced by music and the ideas that songs give me in creating motion pictures. I have five feature films slated for Majestic Film in the next five years … my intention is to try bring as much of these feature film projects home to Australia, and obviously Brimbank … I need to make a call to action in the community. There’s even talk of another comedy based on the ’80s.

SPORT Saints look to the future By Lance Jenkinson
■ I am sure among the many presents under Christmas trees in the west there is a large number of red, white and blue gifts following the Bulldogs’ premiership. One I saw this week that fits the bill is ‘The Doggies Almanac’. For the past decade, an annual publication has been The Footy Almanac, a collection of stories written by footy fans about their experiences during the season at a game and their unique reasons for supporting their team. This new book is exclusively Bulldogs with some great stories about the 2016 season but also wonderful tales of how and why some people came to follow the red, white and blue. We have all marvelled at the players’ stories of the season, whether it was Murphy’s knee, JJ’s hamstring, Dale’s back or Bevo’s hairstyle. This book is stories from the rank and file supporters and it adds another layer to the rich tapestry that was the 2016 Western Bulldogs’ year. You can get it from bookshops or online at almanac. com ■ Jonathon Brown was a fearsome footballer in his days, leading the Brisbane Lions, and as a youngster he was a more than handy cricketer. The Warrnambool boy is about to don the whites again, this time for the Yarraville Club Cricket Club. Brown chose footy over cricket even after he was invited to be part of a Victorian under-17 team while playing club cricket in his home town. Three AFL premierships might say he made the right choice. Another ’bool boy Michael ‘Tocka’ O’Keefe is the Clubbers’ coach and a former Footscray district cricket run machine. The Brown and O’Keefe families have known each other for years. Brown will make his debut in a one-day match on Saturday, January 21, at Walker Reserve, West Footscray, when the Clubbers take on Strathmore.

Lions take the points in a festive thriller Taylors Lakes will enter the festive season within touching distance of the sub-district cricket top six. The Lions have enjoyed a superb start to life in the subbies after crossing from the VTCA competition with four wins in seven games. Having lost their previous two games, questions were starting to be raised over the sustainability of the Lions form. That was put to bed in an emphatic way on Saturday when they toppled high flying Croydon by two runs in a one-day thriller at Lionheart Reserve. Taylors Lakes set up the victory with the bat, posting 7-222 off 45 overs. Captain Michael Brne ignited the Lions with 47 off 41 balls, including seven fours and a six. Brne featured in an 80-run opening stand with in-form Dilan Chandima, who made 58 off 83 balls, his second half-century in consecutive games.
All rounder Yoshan Kumara contributed 36 not out off 38 balls. Kumara’s influence was huge with the wickets falling around him. Croydon put up one hell of a fight with the bat, but it was to no avail. The Cockies were bowled out for 220, three runs short of victory. In the VTCA, Keilor has sent a warning to the rest of the senior division with a 191-run shellacking of Yarraville Club at Keilor Recreation Reserve. After bowling the Clubbers out for just 142 after eight wickets to Dan Schuppan, the Blues battered the visitors into submission by posting a massive 333 on day two. In north west division, Sunshine United preserved its spot in the top two, beating Seddon against the odds at Selwyn Park. Daniel Pace was outstanding with 91 of United’s 153, allowing his side’s crack bowling

unit a chance to defend a small total, dismissing Seddon for 139. St Albans edged closer to the top four with a 49-run win over Laverton away at Laverton Park. The Saints also had their work cut out for them after posting just 169, but Prabath Priyankara came to the rescue with five wickets on the second day to have the hosts out for 120. Keilor Park had a comfortable 71-run win over Haig Fawkner, while PEGS was narrowly beaten by undefeated ladder leader Aberfeldie. In north A1, Sunshine’s skipper Troy Stone made 141 not out as his side beat Sydenham-Hillside by 61 runs at Dempster Park. The Crows are one of the front-runners in the division, sitting second behind Moonee Valley. Sunshine YCW is well placed in third going into the break after securing an outright win over Jacana. St Albans Saints are champing at the bit for their return to NPL football’s top flight next season. It became more of a reality for the Saints last week when the Football Federation Victoria released the fixtures for 2017. The Saints have circled February 11 on the calendar when they will meet Avondale in their season opener at Knights Stadium. “There’s a buzz around the club and a buzz around training,” Saints coach Kruni Razov said. “They’re all looking forward to jumping to the highest level.” Razov will be remembered as the man who guided St Albans to promotion last season. He took over mid-season from Zeljko Kuzman after starting the year as the Saints women’s team coach. Getting the chance to work with the squad from day one of pre-season and bring in players to suit his style of play has Razov excited about the campaign ahead. “You can start to work on things that you want to work on and develop,” Razov said. The Saints have brought in a number of players who can make an impact straight away, but Razov has tried to avoid the one-and-done type of player, preferring individuals who can challenge for a starting role next season, but also have a multi-year association with the club. “We’re signing players for the future as well because we don’t want to keep changing players every year,” he said. “We need to concentrate on this year, absolutely, but we think we’re going to be able to survive, so we’re also looking towards the future.” The re-signing of last season’s best and fairest Ryan McGuffie was a high priority for St Albans. With a relatively young team, the Saints needed a veteran on-field leader and McGuffie, a 36-year-old stalwart with Scottish Premier League experience, is second to none. “He’s played professional football, so he knows how much of a step up it is and he’s not taking it lightly,” Razov said. St Albans has brought in experienced goalkeeper Chris May, who was the goalkeeper of the year with the Melbourne Knights in 2015. Razov had plans to create a position battle between May and last season’s promotion-winning goalkeeper Alex Baird, but Baird opted to leave the club. Others to call St Albans home next season will be Hernan Espindola (from Hume City), Matthew Cundari (Whittlesea Ranges), Daniel Chaabani (Hume City), John Lazaridis (Heidelberg United) and Daniel Slovacek (Avondale).

Medals honour teamwork By Lance Jenkinson Scouring the western suburbs to pinpoint the monthly recipient of the Don Deeble Rising Star award, the riches of young sporting talent in our own backyard quickly becomes apparent. Our sports people are lucky to have so many sporting choices available to them, so there is no gravitational pull to one over the other. Thus a variety of sports and skillsets are represented in the 2016 edition of this prestigious award. A common theme emerges in talking to the athletes; it’s that their own enthusiasm for the sport is matched by the support teams around them. The athletes appreciate the hours of work
that a coach dedicates to ensure they can perform to their optimum. The appreciation extends equally to the parent who draws the short straw in setting the alarm early for a morning training session or the friends who have pushed them in backyard battles over the years to instil a love of the game and become better players. This award is as much recognition for the people behind the scenes who allow the athletes to thrive as it is for their sporting achievements. There will be 10 finalists at the Deeble’s night of nights in January, but there can only be one winner. Which sport that person comes from is anyone’s guess. The Deeble selection committee will spend hours mulling over their decision.
For the finalists, there are only two sports with multiple nominees:, three from basketball – the most of all the sports – and two from athletics, a sprinter and a heptathlete. Football, cricket and hockey each have a young gun in the running, while the water sports will be represented in sailing and rowing. These young sports stars have gone beyond dominating their own patch of turf or water. They have gone on to represent Victoria and some have even pulled on the Australian shirt at international competitions. Charlotte Morris could have chosen to stay at home in Euroa but made the brave decision to leave and challenge herself at the Maribyrnong Sports Academy. She didn’t look back after making the move, claiming three gold medals and a silver at the Victorian Open Championships and then a gold at the School Sports Victoria regatta. Morris has taken her first step towards her long-term goal of competing internationally for Australia.
Cassidy Gould starred as a combo guard on Altona’s youth league team that won the premiership this season, her skillset returning averages of 12.9 points, 8.9 rebounds, 3.2 assists and two steals per game. Gould signed with the Melbourne Boomers development squad in the WNBL and joined the U19 Australian Gems training squad. Her coach, Randy Shanklin, says she will “trust the process” and let the experts assess what route her career will take.

Liberian-born Melvin Monleh has glittered in gold this year, claiming top place on the podium in 100m and 200m at the Australian Junior Athletics Championships. That wasn’t enough for him, though. He was also a crucial part of Victoria’s winning 4 x 100m and 4 x 200m relay teams. Coach Steve Gaffney marvelled at how easily he beat some of the nation’s top under-15 sprinters. It’s landed Monleh a scholarship at the Maribyrnong Sports Academy.
When you have the ball thrown your way in the Werribee first XI at age 16, you know your career trajectory is upward. When you have an offer to move to Footscray Edgewater in Premier Cricket, you know the scouts are watching. When selected in the talent-laden Cricket Australia under-age side, you know you’re earmarked as a player with star potential. All signs are pointing to a big career for fast bowler Matthew Watt, who this season represented Victoria at under-15 and under-17 levels.

The newest player to make her mark is Maddison Rocci whose talents have taken her to Canberra and the Australian Institute of Sport basketball program. The point guard has excelled for Victoria at all age levels since the under-12s and is now representing Australia in under-19s.
At just 13, Claudia Beamish has shown maturity beyond her years to compile an impressive list of hockey accomplishments. A regular with Werribee’s women’s team, she matches up favourably against players more than twice her age. A stand-out season in the under-16s won her the Altona team’s best-and-fairest award. Beamish represented Victorian under-age teams in indoor and outdoor hockey, sharing in two gold medals.

Jamieson Battistella is a gun in the heptathlon and its seven disciplines: 100m hurdles, high jump, shot put, 200m, long jump, javelin and 800m. The Maribyrnong College student claimed gold at the Little Athletics Victoria state titles, came fifth at the under-17 Australian Heptathlon Championships and performed strongly at the Simplot Games in the US.
