Woolies online hub By Tate Papworth Woolworths will temporarily convert its Watergardens South supermarket into an online delivery hub as Melbourne enters stage 4 COVID-19 restrictions. he store was closed to in-store customers last Tuesday and will now solely serve online grocery delivery customers until further notice. Woolworths says the conversion of the store and two others located at Dandenong Plaza and Mountain Gate will enable it to pick and dispatch tens of thousands more weekly online orders to customers in the surrounding suburbs. his includes online orders for the most

Melton moved into the top ive councils for active COVID-19 cases in the past week. here were 466 active cases of the virus on August 9, continuing the worst month of the pandemic for the municipality which had just 13 cases at the end of June. here have been 761 cases of the virus in the Melton council area since the pandemic began, with only Whittlesea, Hume, Brimbank and Wyndham having more active cases. Melton is under stage 4 restrictions currently, which includes a curfew from 8pm until 5am. Moorabool currently has 13 active cases, with 24 since the start of the pandemic, and remains in stage 3 of lockdown measures. While the lockdown measures are in place for at least another month, the state government also announced extra support for mental health work and childcare last week. All kindergarten in Victoria will be free for term three, while there will also be a relief package to support early childhood services from home Under stage 4 restrictions in Melbourne, permitted workers are able to access childcare and kinder if there is no one else in their household who is able to supervise their child. Nearly $60 million will be added to the mental health system to strengthen the surge capacity of clinical and community mental health services across Victoria to cope with additional presentations and reduce pressure on hospital emergency departments. Premier Daniel Andrews said it was a vital support mechanism to help communities through the pandemic and then recover aterwards. “We know Victorians are resilient, but we have never faced a crisis quite like this one and I know there are a lot of people out there doing it tough right now. Boost for Melton shopping strips By Ewen McRae Shopping strips in Melton will get a boost as part of a new state government stimulus package. Melton will beneit from a $500,000 Suburban Activity Centre investment to undertake projects such as minor infrastructure upgrades and maintenance, community activities and local business activation. Melton was one of six shopping strips to beneit from the stimulus package, with similar ones in Tarneit, Reservoir, Lilydale, Boronia

and Noble Park also receiving investment. Small Business Minister Jaala Pulford said the stimulus measures would support local business areas for the long-term. “Many people love to work where they live and that’s why we support initiatives like this – backing the community, businesses and jobs,” Ms Pulford said “Improving local infrastructure gets shovels in the ground now, provides tremendous ongoing beneits in improved amenity and encourages people to spend time and money in the local community.”

Suburban Development Minister Shaun Leane also announced a $6 million investment to support local communities in Metropolitan Partnership regions, covering more than 30 council areas. his includes providing grants of up to $100,000 to stimulate business activity, support local economies and improve public amenity and accessibility during the coronavirus pandemic. he fund will involve partnerships with local government, businesses and the community sector and is open to 31 councils in metropolitan

Melbourne and the Mitchell Shire. Eligible projects include pop-up parks, public art installations and enhanced walking and bike paths. Councils are encouraged to put forward projects that are ready to launch. “Shopping strips are the heart and soul of our suburbs and these grants will provide critical support for local communities and businesses across Melbourne,” Mr Leane said. “We encourage people to get in contact with their councils and tell them about the projects and initiatives that they want to see supported – it’s important that everyone gets a say.”

Cosy donation to cancer centre With the winter chill setting in, a talented group of seniors has been busy helping those in need stay warm. As part of Melton council’s CommuKnitty Craters program, more than 100 knee blankets have been made for the Peter MacCallum Cancer Centre. Melton mayor Lara Carli said she was moved by the dedication of the 86 local seniors who knitted and crocheted the blankets. “I’m continually impressed by the generosity of our residents,” Cr Carli said. “hese seniors have each spent about 20 hours handcrating

blankets for complete strangers. It’s an extraordinary gesture and we thank them for their work. “his project is something council introduced to engage seniors during COVID-19 restrictions. It’s become a wonderful way for our seniors to connect, with many sharing their progress and creations via our new City of Melton Seniors Facebook page. “It’s lovely to think that the blankets will soon be warming the knees of people receiving treatment at Peter Mac. his is a heart-warming project.”

Most of the donated blankets will go directly to Peter Mac cancer patients, with some destined for the Peter Mac shop, which helps to raise funds for the cancer centre. he next CommuKnitty Craters project will be knitting or crocheting blankets, gloves, or scarves for women and children escaping domestic violence and for Indigenous families. he RSPCA has reminded animal owners to continue to care for their pets as tighter COVID-19 movement restrictions impact Victoria. With Melton entering stage 4 restrictions, and Moorabool under stage 3, the RSPCA has conirmed that travel relating to animal care is still allowed. hat includes caring for animals on agistment properties and arranging veterinary care when required. A statement from the organisation said while all the rules of the new restrictions had to be followed, animals could not be neglected through this tough time. “RSPCA Victoria understands that many animal owners may be feeling anxious about their ability to care for their animals and is assuring Victorians that caring for animals is a priority and that people can continue to provide care for their animals where travel is required,” the statement said. “RSPCA Victoria is also reminding Victorians who are travelling in relation to caring for animals to stay safe and abide by the rules. “his includes wearing a face mask when not in the car, social distancing when visiting agistment properties or veterinary clinics and practising good hygiene such as washing and sanitising hands before and ater handling animals and their equipment, bedding or food. “At all times, including during COVID-19 restrictions, owners must ensure that they continue to provide all the necessities for their animals to ensure they live happy fulilled lives.” Ewen McRae

Predator teacher sentenced By Ewen McRae A former Melton teacher who admitted to sexually abusing a former student has been sentenced to more than four years prison. Nicole Woods pleaded guilty in the County Court to two counts of sexual penetration of a child under the age of 16, following a series of incidents while she was working at Staughton College. he court was told that Woods regularly met with a boy at the school over a period of ive months, including ater school in a small oice

space and behind a classroom. Woods also messaged the boy on Facebook and sent him naked photos of herself. he victim had previously told the court that he felt like he had lost his innocence, never inished school, and now sufered from depression and anxiety. Woods pleaded guilty to the charges and said she felt ashamed of her actions, but she said that the sex acts were consensual and she believed the boy was over the age of consent. Judge George Georgiou rejected Woods’ version of events, saying she was an experienced

teacher who would have known she was doing the wrong thing. “You were trained in and involved in childhood education … it deies belief that you could hold such a view,” he said. “I have no doubt that you knew at the time that what you were doing was illegal.

“Your conduct has had a signiicant, destructive and lasting impact on your victim and his family. “he community generally, and parents in particular, have every right to expect that when children attend school they will be safe and not preyed upon by those who care for them.” Woods was jailed for four years and two months, with a minimum of two and a half years before parole. She will also be placed on the sexual ofenders register and can never work with children again.

Running for Fred to raise funds Sarah Honeycombe and her friends had been going on regular hikes and walks to escape their homes before the latest coronavirus lockdown – now they gave turned their exercise into a good cause. he Caroline Springs group has set walking and running targets to raise money for the Fred Hollows Foundation through the Fred’s Big Run event. “We were going on little hikes to get out of the house ater the last lockdown, and when we saw an add for this we thought it’d be a bit of fun and a good cause,” Ms Honeycombe said.

“So we all got on board and encouraged each other, and we’ve now got about 10 people in the team. “I haven’t been a regular runner for a while so it’s been a good chance to … get active again and also escape the house when we can.” he team, playfully titled ‘Better at running up bar tabs’, set a target of $1000 for the fundraiser but has already raised more than $2500. While Ms Honeycombe is hoping to clock up 50 kilometres for the month, some in the team are aiming as high as 150km.

Local sporting leagues will get a leg-up from the state government to help them survive the ongoing COVID-19 pandemic. With local sport put on hold in March, and no certainty on when it will return, the government has announced 200 local leagues and associations across the state will share in grants totalling $1.4 million. he grants, of up to $15,000 each, will help these leagues and associations meet ixed costs to ensure they can remain operationally viable and provide a valuable boost for their clubs and membership. It will also help them safely operate and reactivate at the other side of the coronavirus pandemic. Grants of up to $1000 for individual clubs will also be available. Community Sport Minister Ros Spence said local sport played a valuable role in the community, and it was vital that it returned strongly. “Our local clubs and leagues are the heart and soul of local communities and that’s why we’re backing them as we look towards a safe return to play,” Ms Spence said. “Ensuring community sport and active recreation organisations survive this crisis and come back stronger than ever is critical to our economic and social recovery, and to our community’s physical and mental wellbeing. “hese grants will help these leagues and associations survive and keep their eyes towards a return to play.” Ewen McRae

MP slams changes to act By Ewen McRae Western Victoria MP Bev McArthur has welcomed a move by her party colleagues to try and block legislation which could impact the dumping of toxic soil near Bacchus Marsh. he state opposition will attempt to block Environment Minister Lily D’Ambrosio’s decision to disallow parts of the Environment Protection Act under statutory rules. Ms D’Ambrosio was able to amend the efect of the EPA ACT 1970 by delegated legislation, which does not require full

parliamentary process. he changes came into efect on June 30. In changing the act, Ms D’Ambrosio said that existing regulations were “disproportionately onerous in comparison to risks to human health and the environment” and that the new measures would make things simpler for industry. Ms McArthur slammed the changes. “hese regulations are a signiicant watering down of long-standing environmental protections surrounding the storage of potentially contaminated soil,” she said. “hey include removing the existing

licensing process, and the reduction from 500 [metres] to 200 [metres] of the bufer zone required between sensitive land use and houses, health services and schools. “It is inconceivable that varying them – so clearly for the purposes of the West Gate Tunnel Project – will not have a direct ‘social burden’ on those living less than 500m from dumped soil.” Ms McArthur said it was wrong to amend such an important piece of legislation at a time when Parliament was unable to fulill all of its oversight duties due to the pandemic.

“It is absolutely right that we do everything possible to oppose these changes, introduced in such an anti-democratic way,” Ms McArthur said. “I have said before, I think it is an abuse of process to use a Statutory Rule to bypass full parliamentary process when the matter at hand is as controversial as this. “It is even less acceptable at a time when Parliament is unable to exercise its normal oversight.” he opposition will now attempt to win cross bench support to block the changes.

Soil campaign launched Melton and Brimbank councils have launched a joint campaign to block toxic soil coming to the west. Ravenhall landill is one of several possible sites earmarked to store and process toxic soil from the West Gate Tunnel project. Melton mayor Lara Carli said council opposed the proposal to dump the spoil in Ravenhall in the interests of nearby families and future investment and jobs opportunities for locals. “Although we fully appreciate that the Westgate Tunnel Project will reduce congestion and increase productivity, Ravenhall is not an appropriate site for contaminated soil to be located,” Cr Carli said. “he site is adjacent to established residential suburbs in a signiicant growth area. he neighbouring Rockbank/Mount Cottrell area has the second fastest growth rate in Victoria at 37 per cent, while Caroline Springs,

Burnside, Albanvale, and Deer Park are home to well-established communities. “It’s also a signiicant area for future industrial and commercial investment with a number of developments in the area set to deliver more than 25,000 much-needed jobs in the near future. In a period where growing jobs for Melbourne’s west has never been so important, it simply doesn’t make sense to dump contaminated soil in Ravenhall. “Our priority is the wellbeing of nearby residents which includes protecting their liveability, ensuring their safety, and generating more local jobs.” he councils have launched stopthesoil. com.au for residents to add their voice to the campaign, and have called on the government and project operators to ensure the community is consulted throughout the process. Drink driver nabbed

Caroline Springs police nabbed a high range drink driver in Melton West on July 31. Police were patrolling Barries Road about 9.30pm when they observed a car in front of them driving erratically. The driver lost control of the vehicle which left the road and went over a number of gutters before coming to rest in a carpark. Police say the driver, a 28-year-old woman from Melton West, underwent a preliminary breath test. She then attended the local station for a further test where she returned an alleged reading of 0.316. Her licence was immediately suspended and she is expected to be summonsed for drink driving-related offences.

Share the dignity Woolworths stores in Melton are helping to provide sanitary care for women in need. Woolworth’s Melton and Woodgrove stores have partnered with charity group Share the Dignity to collect sanitary products throughout August, which will then be donated to women who cannot aford to pay for them. Woolworths will also donate ive cents from the sale of pads, tampons and liners in August to Share the Dignity. Woolworths Melton and Woodgrove group manager Steve Bridge said the genorosity of locals was even more important now. “We’re always amazed by the generosity of our customers and the support they show for our Dignity Drives. It’s this small act of kindness that goes such a long way in

supporting vulnerable girls and women across Melton and Moorabool.” Share the Dignity reported a 54 per cent increase in the number of charities registering for the August Dignity Drive, when compared to the previous drive held earlier this year. Volunteer state leader Breanna Tsemetzis said every bit of help was vital. “COVID-19 continues to have a profound impact on communities across Australia … hrough no fault of their own, more women and girls in Melton and Moorabool are not going to be able to aford basic essentials and will have to resort to toilet paper, socks or washers to deal with their period.”

Caroline Springs police are seeking witnesses to car accident on the corner of Gourlay Road and Melton Highway on July 30. A witness called police about 5.30pm after a vehicle crashed into the fence of the Hillside CFA station. Witnesses report a male was seen on a bike, circling around the accident. Police believe he may be able to assist with their investigation. A future built on hope

By Ewen McRae Homelessness is a reality for many young people in Melton. Nick irst let home at just 16, escaping an abusive household to stay with friends. However at 19 a back injury let him unable to work at his apprenticeship and he found himself without a roof over his head. It was at this time that he discovered Hope Street, a local youth homelessness organisation, and began to get back on track. He stayed at Hope Street’s youth refuge and later moved into a Hope Street foyer-like supported transitional housing unit where he stayed for one year. “I think the typical person’s idea of a homeless shelter is a rundown old building full of strange people,” Nick said. “Hope Street’s facilities could not be further from that. It is blended into the community, beautifully kept, clean and modern. he staf were so friendly and accommodating. “hey reinstated my hope during a time when I was lacking trust. hey made sure that everyone at the refuge was provided for. I felt safe and comfortable knowing that there were supporting staf on duty 24/7. You never felt alone.” Hope Street will open its new refuge this week as part of National Homelessness Week. Nick said organisations and support such as this were vital to help people escape the grip of homelessness. “Staying at the refuge was a really good way to almost ‘restart’ my life,” he said. “I was able to start studying while living in the refuge and completed my certiicate III in civil construction. Hope Street supported me right through my studies. hey assisted with my transition to their Melton facility, and they

even supported me with basic essentials. “I think if we saw more of these services, especially in the western suburbs, it would be a huge help, especially considering we are in a lower socio-economic area. I think many

people will beneit from services like these.” In late 2019, Nick joined Hope Street’s Millennial Advisory Group as a youth ambassador to give voice to young people who are experiencing homelessness.

Operators of the Ravenhall landill have been ined by the state environment watchdog, ater drones uncovered multiple license breaches. he Environment Protection Agency said an unannounced drone inspection of the landill on May 22 had shown a breach of two conditions. he operator was ined $16,522 for having too much exposed waste on the operating tip face, and for leaving too much waste exposed on the tip surface. EPA Western Metropolitan regional manager Stephen Lansdell said the breaches were for simple matters, but had a big efect on odour for surrounding residents and businesses. “Promptly covering waste with a layer of soil and minimising the amount exposed during daily operations are among the basics of operating a landill,” Mr Lansdell said. “It is one of the simplest ways to control odour and the escape of litter from an operating landill and is clearly listed as one of the requirements of their EPA licence,” he said. Drones are increasingly being used by the EPA to detect breaches at major sites such as the Ravenhall landill. “Unannounced drone lights like these are now part of EPA’s routine compliance work to ensure the operators are meeting conditions of the licences they hold,” Mr Lansdell said. By Ewen McRae A new report has predicted more bushire pain is ahead and Victorians are urged to be prepared. he Bushire and Natural Hazards Cooperative Research Centre (BNHCRC) published its mid-year seasonal bushire outlook last week, which covers all states and territories through to September. Federal Emergency Management Minister David Littleproud said the report highlighted the need for communities to be prepared before the ire season hits later in the year. “With memories of last summer’s horror bushire season still fresh in our minds, all Australians, especially in the high-risk areas outlined in the report, should be planning to protect their family and property,” Mr Littleproud said. “Fire management is a year-round process and the Australian Seasonal Bushire Outlook: July 2020 relects the priorities in each state and territory over the next few months. “According to the report, the irst half of 2020 has seen more rainfall in some parts of the country, with large parts of New South Wales, Victoria and Tasmania experiencing above normal rainfall. “While this rain is very welcome it will lead to strong grass growth that, once the grass dries, could pose a signiicant ire risk.” he report will be used by ire authorities to make strategic decisions such as resource planning and prescribed ire management to reduce the negative impacts of bushire. “We’re working with councils, states and territories to keep Australians safe this summer. We cannot aford to be complacent,” Mr Littleproud said. “Start to think about your ire plan now and know what you will do if you

Young people struggling with their mental health during and ater the coronavirus pandemic will be able to access targeted, personalised therapy under a new state government program. he program – which will be rolled out across the north and west of Melbourne initially, before spreading statewide - will be an online tool which allows young people to access tailored therapy and peer support. Called MOST (Moderated Online Social herapy), it will be run by Orygen and funded as part of the state government’s $59.4 million coronavirus mental health package. Premier Daniel Andrews said while beating the health threat of the virus was a priority, they could not ignore the impact that increased social isolation was having on mental health in the community. “We know staying apart is keeping us together – but it can impact our mental health,” Mr Andrews said. “his new program is such an important step in changing the way we provide mental health services in Victoria and it means our young people can get the long-term care they need to stay happy, healthy and well.” Young people who live in public housing will also be among the irst to beneit from this mental health support, with tenants able to be referred directly by their headspace or mental health clinician. It’s devastating to see the impact that COVID-19 is continuing to have across the state of Victoria. With such high numbers it’s no surprise that we’ve now entered Stage 4 restrictions under the direction of the Victorian Government.

Under the State Government directions there is a limited list of reasons for leaving your home. If you do need to leave home, you must wear a face covering unless you have a lawful exception.

• Travel is limited to 5km from your home • If the nearest shop is more than 5km away, you may travel to the nearest provider • Only one person per household can leave home to shop and only once a day • If you are caring for a young child or at-risk person, they may accompany you Exercise • Limited to once a day and only for one hour

Care and care giving • If you need to see a doctor or health care professional, you should do so. Your doctor can provide advice on how to stay safe • You can care for a sick or elderly relative. You should try to keep 1.5 metres between you when you can and wear a face covering • You can accompany someone for essential medical treatment if you are a parent, guardian or necessary support person • You can take a pet to the vet Work • If you can work from home, you must continue to work from home • Study at TAFE and university must be done remotely Personal • You can still visit an intimate partner • Shared parenting arrangements can continue for children

Last week, we launched a joint campaign with Brimbank City Council against dumping contaminated soil from the Westgate Tunnel Project in our area, after learning that the Melbourne Regional Landfill was among the sites being considered. The facility in Ravenhall is in close proximity to Caroline Springs, Burnside, Rockbank, and Mount Cottrell where many families live and work. If this soil comes to Ravenhall, we can expect 460 additional truck movements on our roads every single day. Our priority is the wellbeing of nearby residents which includes protecting liveability, ensuring safety, and generating more local employment. The decision to locate contaminated soil at Ravenhall is out of Council’s hands, however we will be lobbying the Victorian Government to make the right choice in how they handle the soil from the Westgate Tunnel. Solar farm to power airport Melbourne Airport is in the process of creating a massive solar energy farm that it says will generate enough renewable energy to power all four of its passenger terminals. he farm is set to be turned on in January 2021 and will generate nearly 15 per cent of the airport’s annual electricity consumption. Melbourne Airport chief of landside access, utilities and facilities group Lorie Argus, said she was proud of the investment. “With the airport’s electricity demand expected to grow, the construction of our solar farm makes sense for several reasons,” Ms Argus said. “he project is expected to deliver signiicant annualised energy cost savings, a timely beneit with the impacts of COVID-19 wreaking havoc on the aviation industry.

“We are committed to growing the airport in an environmentally, socially and economically sustainable way. his renewable energy project is another chapter in that story.” he installation is one of the largest in the country and the largest of any Australian airport. he farm is being produced by Beon Energy Solutions with construction set to be complete next month. Beon Energy Solutions general manager Glen homson said it’s an exciting project. “he airport location brings with it some unique complexities and challenges, which utilises our collective strengths,” Mr homson said. Appeal to help migrant children OFFICIAL MEDICAL ADVICE

he Refugee Migrant Children Centre (RMCC) has launched a fundraising appeal to give children from refugee and migrant backgrounds the technology they need to access their school’s remote learning. he centre says hundreds of children from refugee and migrant backgrounds across Victoria are locked out of remote learning because they don’t have the technology and internet access they need at home. To redress this inequality, RMCC has launched Tech to Connect, a digital fundraising campaign to provide children from refugee and migrant backgrounds with the technology and internet access they need at home to continue their education. During Victoria’s irst round of remote learning, approximately 70 per cent of the children supported by RMCC lacked the technology and internet connection they needed to access remote learning during the nine weeks of lockdown, preventing them from participating efectively in their education, according to RMCC. RMCC chief executive Alice Wojcik said the complexities of the settlement journey are hard enough without adding an additional layer of uncertainty and disadvantage that lockdown and remote learning has brought. “It has been heartbreaking to see the repercussions it has had upon them, through no fault of their own, because they can’t access their school’s remote learning or the support of their RMCC mentors,” Ms Wojcik said. “heir resilience and determination to keep pushing forward is a privilege to witness and I hope the community can come together to support them through this time.” She said the longer it takes to get children connected, the more they risk falling behind. In a signiicant boost IAG and Optus are backing the initiative, kickstarting the campaign by donating the irst batch of laptops and 12 months of internet access.
