Life in hard lockdown By Tate Papworth At 3pm on March 12, St Albans resident Judy Ingram went to her doctor to receive her annual lu shot. It was the last time she let her house. Ms Ingram has a number of medical conditions and a low immune system. She’s been told by doctors that if she leaves her house and contracts COVID-19, she’d be at “great risk”. Patiently, Ms Ingram has pottered around her house as days turned into weeks and weeks turned into months. “My doctors told me to go home and they’d tell me when it was safe to leave again, so I’m sitting here waiting for it all to pass … I’m hoping to be out in October, but it looks like now it’ll be next year,” she said.

- Judy Ingram “I have my good days and my bad days … early on I’d have family members come up to the window to say hello, but as the weather has turned cold and miserable, those have dried up a bit too.” Each cupboard in Ms Ingram’s house has been cleaned … several times, books passed on to her by friends over the years and stored away for a rainy day have been read and she’s become a master of the jigsaw puzzle. But you won’t hear her complain. “Even in that period where restrictions eased, I was advised to stay in a hard lockdown … I haven’t even been able to go for a drive around the block,” she said. “I’m lucky in a way, my husband Ian is here with me. lockdown … they’re not in a lockdown. “hey ride their bikes, they go shopping, they do the four things they’re allowed to do every single day … it’s a more restricted life, but not lockdown. “How can people be so petty about not being able to go to the pub for tea … I’m not even

allowed to go for a drive around the block.” Ms Ingram has a doctor’s appointment in August. If it goes ahead it will be the irst time she’s stepped foot outside her home since that day on March 12. hrough it all she remains positive. “his too shall pass,” she said.

Brimbank’s covid crisis deepens By Tate Papworth Brimbank’s COVID-19 crisis deepened at the weekend with active cases topping 500 and outbreaks continuing to grow. As of Sunday night there were 515 active cases within Brimbank, more than any other municipality in the state. Outbreaks at the JBS abattoir in Brooklyn and Ardeer-based aged care facility Estia Health have continued to climb. he outbreak at Estia Health increased by 11 cases on Sunday, bringing the total to 82, while

the JBS outbreak grew by seven to 69. Sunday marked Victoria’s deadliest day since the pandemic began with 10 deaths, including a man in his 40s. He was one of seven men to die, all aged from their 40s to their 80s. hree women aged in their 70s and 80s also died on Sunday. With virus numbers continuing to remain high, Premier Daniel Andrews refused to rule out extending stage three restrictions. “hese things change rapidly, but we have to say these numbers are far too high,” he said.

Singer goes online On a typical Saturday night, Stephanie Angelini is doing what she loves most – performing. But with COVID-19 restrictions in place, the Caroline Springs singer has had to roll with the times. “I used to perform every weekend – aged care facilities, pubs, weddings, birthdays, corporate events … all types of gigs,” she said. “But I’ve had none of them for months because of what’s happened, so I’ve tried to reinvent my system and work to maximise technology.” Each Saturday from 8.30pm, Angelini will

be taking to her Facebook page and conducting online concerts. “I’ve looked to entertain people through Facebook and Zoom and found that Facebook is a really good platform for it … a lot of my followers are on there.” It’s the second time Angelini has turned to virtual concerts, having started the idea during the irst round of restrictions earlier this year. “I performed to my followers the irst time around and they told me they loved it. “he feedback was it kind of felt like a private concert in their space at home … a little like a

regular gig. “I stopped a few weeks ago, but I was getting anywhere between 30 to 100 people viewing each night.” While happy she’s able to keep doing what she loves, Angelini said it had been a massive adjustment. “It’s been a huge learning curve,” she said. “I’ve deinitely had my down weeks where I miss seeing people sing along with me and dance, but this is a nice way to still interact.”

A planning permit application for a controversial townhouse estate in Kealba has been knocked back by Brimbank council. he ight over the Driscolls Road development began last year with residents concerned that the proposal was excessive and would create multiple issues. Brimbank council also had a number of concerns with the proposal, however the developer decided to have the matter heard at the Victorian Civil and Administrative Tribunal before councillors could vote on it. he proposal was knocked back at VCAT with a number of items needing to be addressed. he revised application was put before councillors last week, who rejected it. An oicer report into the application said the application did not appropriately respond to the issues previously raised by council or those identiied in the VCAT decision on the previous application. he report lagged the overall poor response to the character of the area, poor landscaping opportunities, insuicient tree retention, dominance of car parking areas and crossovers, poor orientation of dwellings, poor dwelling diversity, traic and safety issues as areas of concern. Cr Virginia Tachos said the changes put in place by the developers fell short. “Although there appears to have been an attempt by the developer to address some of these failings, the intent hasn’t gone far enough,” she said. Virtual ceremonies deliver real joy to new Aussie ci�zens Brimbank Council has welcomed more than 250 new Australian citizens through the COVID-19 restrictions with a bit of help from technology and a lot of enthusiasm from its community. It became one of the irst municipalities in Melbourne and the irst in the west to hold online citizenship ceremonies after recognising this was a way to provide something positive to its community at a time when so many negative things were happening around them.

The work required in virtual citizenship ceremonies is diferent from the traditional events of the preCOVID-19 era where ceremonies held over an hour saw at least 100 people make the pledge to become Australians. In 2019 Council welcomed 2180 new citizens.

These milestone events mean so much to our community and overwhelmingly participants welcomed the opportunity to take part in these virtual ceremonies.

During a virtual citizenship ceremony, as Presiding Oicer, Cr Papafotiou is able to perform about ive individual ceremonies in an hour. This makes it a much more time consuming endeavour. But a rewarding one according to Cr Papafotiou and Council staf involved.

People were making the Australian citizenship pledge in their living rooms, but insisted on wearing suits and formal wear, they displayed the Australian lag in the background, some cried with joy, their immediate family members stood proudly in the background. Brimbank Mayor, Cr Georgina Papafotiou and Council staf described it as an honour to be part of the proceedings.

So far Council has held seven virtual ceremonies that have required Cr Papafotiou and Council support staf to hold online session for more than 40 hours. Each new Australian citizen has had a one-on-one experience with the Mayor, who has recited the Australian citizenship pledge more than 250 times over these sessions. But who’s counting!

Councils unite in toxic soil ight By Tate Papworth

Spreading positivity Sunshine resident Phuong Ong lost her job as a result of COVID-19 right before she was to return to work from parental leave. Ms Ong said the prospect of no work and the challenge of being a new parent let her conidence battered. But the timely release of a project she had been working on proved just the shot of conidence she needed. With some friends, Ms Ong authored and published a children’s book, Conident Coco, which explores the power of positive mindsets, speciically conidence. Ms Ong said she was able to apply some of the lessons in the book to her own life. “here are messages in the book that I’ve relected on myself such as positive self-talk, to push through some really negative thoughts,” she said. “here’s also the sense of achievement from having created this book.” Conident Coco is a picture book containing messages to help young children learn what conidence looks like. Ms Ong and co-authors, Chanh Kien and Claire Amore say they want to teach children the power of their mindset through simple storytelling. Brimbank and Melton councils are joining forces to prevent the movement of contaminated soil across Brimbank. he soil from the West Gate Tunnel Project could be stored at the Ravenhall tip if it’s successful in the tender process. According to the Major Transport Infrastructure Authority, about 1.5 million cubic metres of rock and soil would need to be removed as part of the tunnel project. Testing has revealed low level contamination of PFAS. At a recent meeting, Brimbank councillors agreed to contribute $25,000 to a combined campaign with Melton council opposing the soil being transported to Ravenhall. Cr Virginia Tachos said it was vital that everything was done to prevent the soil coming through Brimbank. “Strong campaigns matter as they educate people,” Cr Tachos said. “As we know, our community has borne the brunt of Victoria’s rubbish dumping, storage and legacy contamination of toxic-laden chemicals. “his, if it goes ahead, will be another legacy contamination in the making for future generations, except PFAS doesn’t go away.” Cr Tachos also tabled a notice of motion requesting the council write to the ministers for planning and energy, environment and climate change, expressing concerns over the Hi-Quality site at Bulla. Cr Tachos said a community consultation process was needed for communities potentially impacted by the transportation, processing and storage of Westgate Tunnel soil at the Bulla site. She also sought assurance that residents of Keilor would not be impacted by the processing and storage of PFAS contaminated soils at the site.

Drink driver nabbed

Taylors Hill resident Deepti Alurkar knows what it’s like to feel isolated. With that feeling hitting her hard, Ms Alurkar has made a point of ofering ways for the community to come together over the years. “A few years back, I felt isolated and depressed,” she said. “I had a toddler in house and no one to talk to, so I put a post on Facebook asking if people would be interested in a dance club. “I got lots of responses and started teaching mums each fortnight … it’s got over 500 people now.” Ms Alurkar began with dance, but like so many things, has evolved with COVID-19. “With COVID-19 I came across lots of people struggling. “here’s job cuts, industries closing and it

can be hard for people to seek help at times. “So I thought I’d go about organising free meals for people in the community.” Ms Alurkar signed up to Nextdoor, an application designed as a way for people to communicate with their neighbourhood. “he application has been great … I didn’t know a lot of people in the area prior to this and now I’d consider many as friends,” she said. “Each week I use the app and prepare nice healthy meals for those who are interested. he delivery is all contactless, but through the app we’re able to chat about how things are going.” “We’re preparing about 30 meals a week, it’s been great to be able to ofer a level of support.”

Deer Park ire Four residents of an Ormesby Place house escaped uninjured after the property was engulfed by lames. Property valuations rise By Tate Papworth Property growth has continued across Brimbank during the past year according to the council’s annual general valuation of all properties within the municipality. According to a council oicer report, an additional 567 properties became rateable over the past year. he report states property prices within the inner west and inner north-west of Melbourne stabilised during revaluation year, resulting in a small increase in residential property values. Keilor experienced the largest increase in valuations, 11.45 per cent, while Ardeer experienced the largest decrease in valuations, 4.2 per cent. Overall capital improved value has increased by 2.57 per cent. Despite increases to property values, the

council says it does not collect more rate revenue as a result of the revaluation. Cr Margaret Giudice said it was an entirely fair process. “Rates are redistributed according to the shits in property values that have occurred across the municipality. If the value of a property has increased by a greater percentage than the average increase in property values across the municipality, the owner of that property will pay a greater percentage of the rates,” she said. “If the value of the property has increased by a smaller percentage than the average increase

in property values across the municipality, the owner of that property will pay a smaller percentage of the rates.” She said more properties don’t equal more rates. “People seem to think that because we are going to have more properties in the area or because there are more developments, more houses … the council is going to have so many more rates within the municipality and that’s not actually the case. “I want to assure the residents that it is a fair process and the valuation does happen yearly … it’s a state government requirement.”

New life for unwanted plastics Caroline Chisholm Catholic College is putting unwanted plastic to good use. he school recently unveiled a new plastic granulator and sheet press at its Christ the King Campus. Combined, the machines shred plastic waste such as bottles and lids and transforms it into usable plastic sheets. Caroline Chisholm Catholic College director of professional learning Monique Dalli said it was all about teaching the students about a more sustainable future. “We were working on ways to reduce waste

and decided this would be a great idea,” Ms Dalli said. “Normally we buy plastic material for our students to use, but now we can create plastic sheets.” he school is just one of four in Victoria to be using both machines and Ms Dalli said the students already have grand plans. “Our sustainability action group are keen to play around and make it their own,” she said. “hey’re keen to hold competition and stalls with products made from the machine later in the year. “We’ve actually set ourselves a little goal to

buy a laser cutter with the money.” he machines will also be put to other practical purposes such a creating seat tops for the playgrounds and tiles for the school’s kitchens. Ms Dalli said it was fantastic to have the equipment at an all-girls school. “To have such high-quality manufacturing machines at an all-girls school is really exciting. “It’s a terriic way to teach them more sustainable design practices.”

Brimbank’s youth are being encouraged to spread positivity. here’s no denying times are tough, but we’re all in this together and as such, young people aged between 12-25 are being asked to join a new video campaign that will showcase their voices, positivity and resilience during the COVID-19 crisis. Mayor Georgina Papafotiou said the deadline for expressions of interest has been extended to July 31. “Young people in our diverse community are doing some wonderful work during the pandemic, looking ater not only themselves, but also their loved ones, such as translating and relaying important health information to members of their household or family,” Cr Papafotiou said. “We want to hear about what life has looked like for you – whether that’s learning or working from home, looking ater yourself and others, helping your community, your hopes for the future ater the pandemic – or simply what it is like being a young person at this time.” Entrants will be asked to record a simple video of themselves responding to three question revolving around how they’ve looked ater themselves, the community and their vision for the world going forward. State employment program a jobs win for Brimbank Brimbank has been awarded $8 million to employ more than 150 local unemployed people to deliver a range of projects and initiatives in response to COVID-19. he inancial windfall is part of the Victorian government’s Working for Victoria initiative. Mayor Georgina Papafotiou said it was a vital step in the road to recovery. “his positive step will help jobseekers who may have lost their jobs due to the impacts of COVID-19, or who have been without work for a longer period to get back to work. “It will also support Brimbank to maintain and expand its grassroots services through the COVID-19 crisis,” Cr Papafotiou said.

“Funding essential jobs for Brimbank is important to council now more than ever.” he announcement builds on the 78 workers Brimbank secured as part of the state government’s ‘community cleaning blitz’ in May, which involved regular cleaning and maintenance of local shopping strips, precincts and community amenities. Recruitment for the new roles is expected to start soon, with funding secured for up to six months. Last week, Council held the July ordinary meeting and we received a report on how our organisation has responded to the COVID-19 crisis since March. I’m proud to say a great deal of innovative work has been, and continues to be done to support residents including providing a rates reduction to residents and businesses in financial hardship; delivering library, arts, and learning programs online; increased meals on wheels deliveries; promoting local businesses to help them stay open for business; connecting seniors, carers and new parents online; conducting welfare checks over the phone; increased immunisation sessions; and so much more. At the meeting, we also went over the four exciting new projects we’ve asked the State Government to help us fund under the Growing Suburbs Fund. We’re hopeful to obtain funding to deliver a community pavilion at the Diggers Rest Recreation Reserve, and play space developments at Kirkton Park in Kurunjang; Orbis Avenue Reserve in Fraser Rise; and Cardinia Avenue Reserve in Taylors Hill. Another highlight was the Safe City, Proud Communities Plan which we endorsed. This plan sets Council’s direction for enhancing community safety over the next four years. Finally, we took a look at the outcomes of the Community Grants Program and Young Communities Grants Program. In the last financial year, Council supported more than 130 initiatives to continue or expand on the valuable contributions they make to our community. On another note, I’d like to thank residents who are doing their part to help stop the spread of COVID-19 in our community by wearing face masks, as ordered by the State Government. COVID-19 UPDATE: Melton City Council Face masks mandatory If you live in the City of Melton, you must now wear a face covering whenever you leave your home, as directed by the Victorian Government. Your face covering needs to cover both your nose and mouth as an added precaution against the spread of COVID-19. This direction applies to anyone aged 12 years and older living in, or visiting any area in metropolitan Melbourne, including the City of Melton (unless an exemption applies).

ATO income advice for those on JobKeeper Taxpayers who have received JobKeeper payments from their employer, don’t need to do anything diferent. he payments will be included as salary and wages and/or allowances, in their regular income statement, which their employer provides directly to the Australian Taxation Oice. “Your income statement can be accessed via myGov and the information is automatically included into your tax return by the end of July. If you use a tax agent, they also have access to this information. he igures in your income statement should already include any JobKeeper you have received. If you aren’t sure, check with your employer,” advised ATO assistant commissioner Karen Foat. Sole traders who have received the JobKeeper payment on behalf of their business will need to include the payments as assessable income for the business. If you have received JobSeeker, the ATO will also load this information into your tax return at the Government Payments and Allowances question once it’s ready. If you are lodging before this information is included for you, you will need to make sure you include it. Leaving out income can slow your return down or result in a bill later so it’s deinitely best avoided.

Stand down payments Some employees may have received a one-of or regular payment ater being temporarily stood down due to COVID-19. hese payments are also taxable and appear in their income statement and in their return. If people aren’t sure whether these amounts have been included in their income statement, they should check with their employer.

Other income types Similarly, taxpayers need to include income such as income protection, sickness or accident insurance payments, redundancy payments and accrued leave payments in their tax return. he tax return instructions explain how to include these amounts.

Early access to superannuation “If you received early access to your super this year under the special arrangements due to COVID-19, any amounts you’ve withdrawn from super under this program are tax-free and you do not need to declare them in your tax return,” Ms Foat said.

Example 1 Barista receiving JobKeeper Ethan is an employee who works as a barista. Ater being inancially impacted by COVID-19, the cafe Ethan works for enrolled to receive JobKeeper payments on his behalf. he cafe continues operating as takeaway only and Ethan is given some hand sanitiser for use during his shits. He also purchases a face mask, which he is not reimbursed for. When he completes his tax return, he claims the cost of the face mask, ensuring he keeps his receipt as proof of his purchase. He also checks that his salary and wages and allowances on his income statement are up to date, including JobKeeper payments made to him by the cafe. Ethan needs to conirm that his total salary and wages and any allowances are included in his tax return. Generally, this will be included in his return by the ATO by the end of July and will include JobKeeper payments.

Example 2 IT contractor working from home Natalie is employed by a company that provides IT support. From time to time Natalie must drive her car from the oice to the client’s premises and assist them on site. Due to COVID-19, Natalie started working from home on March 23 and was only able to provide phone support to clients.

Natalie purchased a new headset and stationery, as well as incurring additional phone and internet costs while working from home. Natalie decides to claim all her working from home expenses using the new temporary rate of 80 cents per hour. She uses her time sheets to calculate the hours she worked from home between March 23 and June 30.

BMW gets a makeover By Ewan Kennedy, Marque Motoring An upgraded BMW 5 Series will arrive in Australia in October and sport a facelit, tail-tuck, and revisions to its interior and technology. he local line-up will start with the 520i, which now features the M Sport package, now itted as standard on all 5 Series models. he package includes 19-inch light alloy wheels, M Sport suspension, BMW Individual High Gloss Shadow Line, Sport seats, BMW Individual roof-liner in Anthracite, M Aerodynamics Package, M leather steering wheel, M door sills, ‘M’ designation on the front side panels and tailpipe inishes in chrome with a trapezoidal design. Nineteen inch alloy wheels, Adaptive LED headlights, High Beam Assist and Driving Assistant Professional are now standard on the 520i. he 520i is powered by a 2.0-litre inline four cylinder BMW TwinPower Turbo petrol engine, which produces 135kW and 290Nm, and is mated to an eight-speed Steptronic automatic transmission. he 2.0-litre inline four cylinder BMW TwinPower Turbo petrol engine of the 530i produces 185kW and 350Nm, it is itted with an eight-speed Steptronic Sport transmission that provides a wider gear ratio spread. A major scandal has erupted at Keilor over the St. Albans Swimming Centre which residents claim is a virtual white elephant. Described as “worthy of the Moscow Olympics”, the massive pool complex is not heated and can be used for only a few months every year. A campaign led by the local swimming club is now underway to have the centre roofed and heated.

To say Sunshine’s retiring mayor, Don McKay, was brought up in the old school of manners and protocol would be to state the obvious. Sunshine’s longest serving councillor, 23 years uninterrupted with the exception of when the council was sacked in 1976 and reconstructed in 1982, Cr McKay is nearing the end of his term as mayor.
