Business takes big hit By Tate Papworth Active cases of COVID-19 within Brimbank climbed to more than 100 at the weekend. An additional 19 cases were added to the active tally on Sunday, bringing Brimbank’s total to 116. A number of the cases are linked to outbreaks, including four cases which have been linked to the JBS Abattoir in Brooklyn. While much of the state was thrust into state 3 lockdown once again last week, a number of Brimbank suburbs had been sent into lockdown almost a week earlier in a bid to curb climbing case numbers. It’s taken a massive toll on local business – a survey of businesses in the municipality revealing 90 per cent have been impacted by the pandemic. he council-wide survey found that of 171 businesses, many of which employ less than 20 people, 92 per cent experienced loss of revenue and customers, a reduction in staf and an impact on operating costs and supply chains. Brimbank mayor Georgina Papafotiou said while the results were not surprising, they were particularly concerning in an area with high levels of socio-economic disadvantage. “Some businesses have had no income or signiicantly reduced income during the restrictions and there are concerns about their ability to pay ongoing business expenses, particularly when deferred payments come due,” Cr Papafotiou said. However there was some relief for businesses with Victorian treasurer Tim Pallas announcing a $534 million business support package last week. he package will include $5000 grants for eligible businesses to support them during the restrictions; a $30 million dedicated fund for hardest hit hospitality businesses; and $26 million in mental health support. It will also include a $10 million business mentoring program pairing small business owners with experienced professionals. Mr Pallas said the government would continue to provide aid for struggling businesses. “We are putting in place real, tangible eforts to assist the community and those tangible eforts will be ongoing,” Mr Pallas said. “his is not the last of the support you will hear from the government.”

Crossing removals fast-tracked By Tate Papworth Two notorious level crossings are set to be removed ahead of schedule. he much-maligned crossings at Fitzgerald Road in Ardeer and Deer Park’s Robinsons Road are now due for removal by 2023, with construction to start early next year. he level crossings have been the subject of community concern and have a questionable safety record with 18 near misses since 2012, according to igures provided by the state government.
he sites have also been the subject of huge delays and frustration for the 53,000 commuters and freight vehicles that travel through them each day – with boom gates down for up to 45 per cent of the morning peak when up to 37 trains run through the crossings. Removal was granted ater a public campaign, which resulted in two Brimbank councillors delivering a community petition signed by 3000 locals to the oice of St Albans MP Natalie Suleyman, calling for their removal. Days before the 2018 election Ms Suleyman and Premier Daniel Andrews stood outside the
Deer Park Station and promised to remove the crossings if re-elected. he government also pledged to upgrade the Deer Park train station. Ms Suleyman said the community has spoken. “he community will be thrilled to see the back of these two level crossings,” she said. he Robinsons Road level crossing will be removed with a road underpass, and the Fitzgerald Road level crossing with a road overpass. he removal of these two level crossings also
paves the way for the nearby Mount Derrimut Road level crossing to be removed by 2025, removing the last of the level crossings between Deer Park and the city. Western Metropolitan Region MP Ingrid Stitt said it was vital that local infrastructure kept up with growth. “As Melbourne continues to grow, it’s vital that we free up bottlenecks, boost safety, and improve critical freight routes for industry,” she said. Across Melbourne, 75 level crossings are set to be removed by 2025.

Art supports sick children For 150 years, the Royal Children’s Hospital has been providing families and children with the best possible health care, and a Caroline Springs artist is doing her bit to say thank you. Audrey Buttigieg Cardona is painting one of the 100 sculptures that will form a new art trail next year as part of the hospital’s 150th anniversary celebrations, bringing some of her Maltese heritage to the massive showcase. he art trail is titled ‘Me and UooUoo’, and will feature 100 distinctive ibreglass sculptures called UooUoos that will be painted by 100 diferent artists before being displayed across Melbourne and Geelong.
Buttigieg Cardona said she was proud to be part of the celebrations. “I have been to the Royal Children’s Hospital on two occasions with one of my kids, and the staf there were fantastic, and I know of people who have used the hospital more extensively, so I wanted to give something back to them for the great work that they do. “My design is from my Maltese heritage, and it’s based of a traditional Maltese bat … with traditional colours and designs. “And it also features a Maltese Cross on the top, which is used pretty much all over the world on ambulances, because it comes from
the knights of Malta, or the knights of St John, who looked ater sick people.” he launch of the art trail has been delayed due to the ongoing COVID-19 pandemic, and will run from January 20 until March 21, 2021. he sculptures will then be auctioned of to raise funds for the hospital and its vital work. “I hope people get out to see the art trail when it opens and continue to support the hospital and all the good work they do.” Sponsorship opportunities for sculptures are available by emailing kate.dear@rch.org.au
Having a diicult conversation might be uncomfortable, but it could save a life. hat’s the message from project workers at Hope Assistance Local Tradies (HALT) – an organisation that aims to increase mental health awareness. HALT project worker Tom Kenneally said it was all about connecting with people, prominently tradies, in a way they can relate to. “We’re all from trade backgrounds ourselves, so the conversation is relatable … not preachy, but in a language they understand,” Mr Kenneally said. “Since the end of 2019 we’ve been working in the Sunshine, Keilor and Melton area as a catchment for engagement. “We went door-to-door at factories, places with smaller crews … as many as we could and introduced ourselves.” From there the organisation has been hosting a number of events within the community. “here’s one we do called the Save Your Bacon breakfast where we get the guys in and put on a barbecue for the team,” Mr Kenneally said. “We also bring a representative from a health agency and explain the risk factors that might indicate that a mate isn’t doing too well. “We let them know the statistics around suicide and why it’s important to start having these conversations … they don’t have to ix all their mate’s problems, they just have to listen.” Details: www.thehaltbrekky.com. Tributes low for local legend By Tate Papworth he word ‘legend’ is thrown around loosely these days, but if you ask anyone at the Keilor Park Soccer Club, it’s a more than itting term for Charlie Cassar. Charlie joined the club in 1974 when his children started playing. Over the next 47 years he was a permanent ixture at the club, taking up multiple positions to help out. Charlie recently passed away and to help his family, the club set up a GoFundMe page to help make the Keilor Cemetery his inal resting
place. he club set the loty goal of raising $5000. Within days it had raised more than $9000. Keilor Park Soccer Club president Paul Portelli said it showed how loved Charlie was. “He was a lifetime member … here through the good times and the bad times,” Mr Portelli said. “He never said a bad word about anybody, dedicated many hours, and made sacriices all for club. He was a true legend.” During his time with the club, Charlie coached two junior teams and was able to win two championships at the helm. He also picked up bags, marked the grounds on Saturdays and
even went on to become the physio for both senior teams. In later years he assisted with cleaning and also helped in the bar. He was forced to stop helping in 2019 at the age of 83 due to ill health. While reintroduced COVID-19 restrictions make it diicult to celebrate Charlie’s life, Mr Portelli said there’s no way he won’t be honoured. “We’re thinking of naming our junior tournament, which is very big, ater him,” he said. “He’ll be honoured and celebrated as a true gentlemen, a million dollar man. It’s a sad loss but he’ll always remembered at the club.”

Star shines on Keilor It may be enduring the toughest of times, but the Keilor Football Club celebrated a diferent type of win last week. North Melbourne footballer Curtis Taylor, who started his career at the Keilor Football Club, was named as the round ive Rising Star nominee. As a result, Keilor has now received a NAB club recognition award valued at $2500. he award comprises of inancial and practical resources. Keilor Football Club president Craig Hill said it was nice to be able to celebrate during tough times. “Curtis has been a good news story for many years and it’s nice to see him playing consistent footy at North,” Mr Hill said. “I was lucky enough be involved with Curtis and his family for many years … from about under-12s and was lucky enough to coach him
for a year. “Curtis always showed a lot of ability … always had a footy in hand, trained really well, worked hard so it’s not surprising he’s gone on to where he has.” Mr Hill said the recognition award is just what the club needed during diicult times. “We received quite a bit of equipment like training bibs, footballs … a nice bucket of goods,” he said. “It’s really great because that’s equipment we don’t have to buy next year. “We’re really appreciative of the rising star award, but all the credit goes to Curtis. “We think we give the right environment for our juniors to prosper and make their way up to bigger things, but he’s been a true young sportsman.” Tate Papworth

Airport hit by coronavirus woes By Tate Papworth he deepening COVID-19 crisis continues to batter Melbourne Airport. Earlier this year the airport revealed its passenger numbers in March were down by 44 per cent compared to the same time last year. It also recorded its lowest international passenger igure since June 2010 and its lowest domestic numbers since February 2004. Internally the airport had been hoping that domestic travel would once again be possible and things would start to turn around.
But then a second wave of the virus hit and further restrictions put in place. Last week the NSW government closed its borders to Victorians. Other states have similar restrictions. Melbourne Airport chief executive Lyell Strambi said it was a big blow. “We are obviously disappointed by news of the closures of the Victoria-NSW border,” Mr Strambi said. “Melbourne Airport, and the broader Melbourne visitor economy continues to be battered by the COVID-19 health pandemic.
“We appreciate the reasoning behind the border closure, and we will continue to do all we can to support the recovery of the community from this crisis.” While travel seems a long way of, the airport has introduced a number of new hygiene and wellbeing improvements to support travellers when they return to the skies. Hand sanitiser units are now located in all terminals next to check-in kiosks, lits, and inside gate lounges and can be found next to lits in car parks and in taxi ranks. Antibacterial wipes have also been placed
inside baggage reclaim and next to trolley pick-up stations as well as food courts, so travellers can wipe down their luggage, trolleys and tables. he airport has also added more physical distancing loor markings at check-in, security screening and in gate lounges. Seating has also been spaced out to ensure passengers spend less time in close proximity to each other. “We know Victorians want to travel and we will be ready to welcome guests back when lying is able to resume,” Mr Strambi said.

Crime prevention focus for Hutchins Natalie Hutchins may have only just put her feet back under the Cabinet table, but the newly appointed Minister of Corrections, Youth Justice, and Crime Prevention says she’s keen to get moving. Ms Hutchins was appointed to cabinet ater the departures of Adem Somyurek and Marlene Kairouz following the Labor Party branch stacking scandal. he former Minister for the Prevention of Family Violence said she was keen to focus on crime prevention. “I’ve always been driven to serve my electorate, but to get another
opportunity to serve all Victorians in the Cabinet is an honour,” she said. “I want to help more young people turn their lives around and stay out of the criminal justice system, and work with communities to prevent crime.” She plans to put her local knowledge to good use. “Victoria Police and local communities hold the keys to reducing crime so our focus is on strengthening public safety and changing attitudes. his is why I took action to help establish the Taylor’s Hill Safety Committee a few years ago,” Ms Hutchins said.
“Listening to the needs of victims is critical and I will ensure our services are constantly improved in line with their advice. “In my irst week in the role I met with the Victims of Crime Consultative Committee and one of the matters we discussed was legislation before the parliament to strengthen their voice to the government.” Ms Hutchins also plans on working with the Aboriginal community to address their over representation in the justice system.
Brimbank councillor Virginia Tachos has announced she won’t be contesting the local government elections this October. Cr Tachos made the announcement on her Facebook page during the week. “A short note to inform my followers and my ward that I have made a decision not to run in the next council elections in October 2020,” Cr Tachos said. “I would like to take this opportunity to thank everyone and pass on my best wishes for candidates who make the decision to run in 2020 local council elections, there is no greater honour then serving the public.” Cr Tachos didn’t reveal the reason why she decided to step away from local government. However it comes at a time when the Local Government Inspectorate is assessing a complaint made by Cr Tachos against Brimbank mayor Georgina Papafotiou, as reported by Star Weekly last week. Sources close to the council have told Star Weekly that a number of incidents were reported to the inspectorate. Fellow independent councillors Daniel Allan and John Hedditch have previously both publicly announced they too would not be contesting the election. he council elections will be held on Saturday, October 24. he elections are likely to go ahead despite COVID-19 restrictions as postal votes will be used. Council plan to tackle rising homelessness in Brimbank Brimbank council is on a mission to tackle homelessness. At its June meeting, the council endorsed a plan to help guide its response to the problem. Under the plan, council will advocate for long-term solutions that prevent homelessness. A more integrated, lexible and coordinated response by council towards the issue has also been promised. Mayor Georgina Papafotiou said it was a critical step forward in addressing a major problem. “he harsh reality is that Brimbank has the highest rate of homelessness in Melbourne’s 6 BRIMBANK & NORTHWEST STAR WEEKLY Tuesday, 14 July, 2020
west,” Cr Papafotiou said. “More needs to be done to help the estimated 1,460 people experiencing homelessness in Brimbank – an increase of 30 per cent since 2011. “his is placing considerable strain on already overstretched services, which has seen more than 5,000 people seek specialist homelessness services in Brimbank in 2018-19 – the highest of any municipality in Victoria.” She said it was pleasing to see areas identiied to help improve the response, but said more was needed. “he report also highlighted a lack of local
data on rough sleeping, relatively high levels of overcrowding, and increased reliance on hotels and rooming houses due to a lack of locally-based emergency accommodation facilities. “Brimbank welcomes the steps taken by state and federal governments to respond to the needs of people experiencing homelessness during the COVID-19 crisis. “It has been very encouraging to see funding doubled for emergency accommodation and other income support measures in place. More is needed to address the critical shortfall of social and afordable housing in Brimbank
which is an obvious solution to preventing homelessness. “It is important that the more vulnerable people in the community haven’t been forgotten during this crisis, and to remind them that council is working hard to bring more support and services where it is needed most.” Council will now write to the federal and state housing ministers, local MPs, state peak bodies and state government departments to share its key indings and recommendations. Lure of the road recalled By Goya Dmytryshchak he roar of the motorcycle engine, lure of the road and smell of leather was strong in Melbourne’s west in the ‘60s and ‘70s. Now, the history of a western suburbs’ bikie club, the Angels, has been documented in a new book. Angels is an autobiographical account of life in the motorcycle club in the 1960s and ’70s, co-written by Altona couple, former member David King and historian Maureen Lane. Mr King was just 10 years old when he met one of the original members, Johnny Wilde, now living in Melton. Ms Lane said she felt it was important to preserve the history of the club, which at its peak boasted 305 members. “All the boys are getting old now and we didn’t want the Angels to be forgotten,” she said. “So, as a historian, I felt it was my duty to record it in some way. “We never meant for it to become available to the public – it was just going to be a book for the ex members of the bikie club.” But the book’s popularity grew through word of mouth, leading to more reprints. he Angels started hanging together about 1954, when Altona’s Cherry Lake was a race track and “Marlon Brando ‘wanna-bes’ locked there in droves”. Later, Calder Park Raceway would be established in the Diggers Rest farming community, beginning as “a dirt track carved into a paddock by a group of like-minded, motoring enthusiasts wanting to create a place to race their FJ Holdens,” the book states. he Angels and the Vikings were two of Melbourne’s major clubs. Angels would meet at Williamstown beach or at Mama’s deli in Footscray or in one of the paddocks in Laverton where they would “party with the local ladies”.

Mr King, who counted AC/DC’s Malcolm Young among his drinking mates, said he “loved everything” about riding with the Angels. “Just the freedom of riding and just having a good time with your mates,” he said. ‘letting it all hang out’,” the book states, as it details members’ antics. Mr Wilde recalls in the book that alcohol was banned so a ‘modiied’ keg of water was brought in by the club. “We had our own marquee at Sunbury – a tent set up for the Angels and for freeloading coppers.” As the teenagers grew into family men, they would hold their own festivals at Mr Wilde’s Mount Doran farm near Ballarat, raising money for sick children.

Never ever was there an argument between anyone in the club, which is a bit rare. “No one had any bad words for anybody … like a big family.” Mr King would go on to join the army and become a chaufeur for Victoria’s Governor Davis McCaughey, including during the presidential visit of George Bush Snr. Unwanted entry A 45-year old male from Tarneit drove his car into an occupied house in Hillside last week, causing extensive damage. The occupants were not physically injured during the incident. Police believe the already disqualiied driver was under the inluence of alcohol at the time. He sustained minor injuries and was treated at hospital.

Early learning boost Families with young children in Sydenham will no longer have to travel far to ind kindergarten programs. he Early Learning Centre was opened at Gilson College last month. Sydenham MP Natalie Hutchins visited the college for a tour of the new $2.76 million centre, describing it as a major win for the local community. “We’re ensuring all Victorian families can access a great local kinder, close to home,” Ms Hutchins said. “his new early learning centre will give local kids the support they need from an early age.”
he government chipped in $650,000 towards the new centre through a Children’s Facilities Capital Program grant. he government says it will invest more than $1.6 billion over the next decade to build about 785 new kinders and expand 170 existing services. It’s part of a $5 billion plan to ensure every Victorian child has access to at least ive hours of subsidised three-year-old kinder by 2022. he goverment plans to progressively scale up the hours to 15 per week over the next decade.

Health staff protected By Tate Papworth Western Health staf working on the frontline in the ight against COVID-19 won’t lack personal protective equipment. St Albans’ generous Quang Minh Temple community recently donated 10,000 medical masks, 5000 gloves and 50 plastic protection masks to Western Health and local nursing homes. Dr Nhan Phuc Pham said the community didn’t want doctors, nurses or health care workers to go without masks and were concerned when they heard about a lack of supply.

Last year, members of the temple raised more than $300,000 for the Joan Kirner Women’s and Children’s Hospital. he funds were used to purchase a neonatal intensive care transport cot to provide for the safe transfer of sick and premature babies to the hospital’s Neonatal Intensive Care Unit. Six neonatal cameras that allow families remote viewing of their babies were also purchased with the money raised. In January, the Vietnamese community helped rattle tins at the St Albans Lunar Festival, raising a staggering $20,000 to help support those impacted by the summer’s devastating bushires.

Many people have lost their savings going into small businesses in regional shopping complexes in the western suburbs, according to the president of the Victorian Chamber of Commerce, Mr John Harrower. Experts say that the irst consideration is choosing the right tyre for your vehicle. Sounds obvious, but when carmakers develop a new model, they go to a lot of trouble selecting the best tyre it, so your car’s original tyre brand and type is generally the best guide. he owner’s manual will recommend the right size and load and speed ratings, but the choice of tyre is let to you. Experts generally agree that tyre purchasers should “trust the brands they know”. he recognised brands usually have a premium price, with the lesser-knowns much cheaper – so how do we navigate the price versus quality dilemma? he well-known brands are a safe bet, with the depth of their makers’ research and tech know-how assured. But beyond those recognised brands, how do we identify a second-rate tyre? If the brand isn’t a recognised one, with little or no history in the marketplace, alarm bells should start ringing. It’s tempting to choose a much cheaper tyre, but that comes with a risk that might not be worth taking, say the tyre gurus.
