Six week lockdown By Goya Dmytryshchak and Benjamin Millar Maribyrnong and Hobsons Bay have more than 35 active COVID-19 cases between them as the state government reintroduced a stage 3 lockdown across metropolitan Melbourne. As of Tuesday, Maribyrnong had 21 active cases and Hobsons Bay had 17. Hume had the most active cases in the state with 145. he state yesterday recorded its worst day since the pandemic began in Australia, with 191 new cases, taking total cases to 2824, including 772 active. Premier Daniel Andrews yesterday it was clear Victoria was “on the cusp of our second wave”. “I know a lot of people aren’t scared because this feels like something happening to other people in other parts of the world. But you should be scared of this. I’m scared of this. We all should be.” Under the strict new guidelines, no visitors are allowed in people’s houses, public gatherings will be restricted to two people outside your household. he only reason people in the locked down areas will be allowed to leave their homes will be for shopping for essential items and food, medical reasons and caregiving, work and study, and exercise. School holidays, due to end this week, will be extended by a week, other than for years 11 and 12 and special needs students. Retail shops will remain open subject to the one person per four square metres rule, as will food markets and hairdressers. Cafes, restaurants, pubs, clubs and bars will be takeaway only. “his is not where any of us wanted to be, but we have to face the reality of our situation,” Mr Andrews said. “To do anything else would have deadly consequences. “For every restriction that you break and all the health advice that you ignore – the consequences may be someone’s life.” A worker at Altona Gate shopping centre in Altona North was among new cases at the weekend. Proposed Budget 2020-21 highlights

The Proposed Budget 2020-21 is now available for public comment. Council is pleased to present a number of projects within the Strand Ward. Highlights include JT Gray Reserve Pavilion, Digman Reserve Master Plan implementation, Williamstown Cricket Ground irrigation and sportsground upgrade and Altona North Bowling Club Pavilion. The works include the construction of a turning bay and the realignment of existing parking bays. Works at Armstrong Reserve in Newport are scheduled to be completed by 13 July. The works include a full upgrade of the basketball court, soft landscaping, new garden beds, tree planting and a new irrigation system. Sculptures have also been added with three pelicans, a casuarina cone and an octopus set. Fences will remain in place until early August to allow freshly planted grass to become established. Seaholme residents can have their say on Council’s revised proposal to resolve traic and parking issues in residential streets adjacent to the Seaholme Train Station. The revised proposal seeks to implement one way traic for Central Avenue and Acacia Avenue, two hour parking restrictions during the week 9am to 5pm (on the northern side of Central Avenue) and 46 additional car spaces as on-street, unrestricted parallel parking on the southern side of Central Avenue. The Lan Avenue Bridge, which connects Altona Meadows and Seabrook across Skeleton Creek, is getting a facelift! Property values decrease By Goya Dmytryshchak Property values fell by as much as 7.6 per cent across most of Hobsons Bay, according to independent revaluations undertaken to determine this year’s council rates. Meanwhile, CoreLogic’s Home Value Index released last Wednesday shows prices for all homes in Melbourne fell 0.8 per cent in June. Hobsons Bay’s residential rates will decrease by an average of 0.48 per cent under the council’s drat annual budget. January’s revaluation for each suburb

showed the average residential property value fell by 7.61 per cent in Spotswood ($897,146 to $828,901), followed by 3.53 per cent in Seaholme ($1,013,419 to $977,624) and 3.27 per cent in Altona North ($722,541 to $698,892). Altona dropped 1.56 per cent ($786,698 to $774,42), Altona Meadows .29 per cent ($589,424 to $587,694), Brooklyn 0.61 per cent ($604,585 $600,869), Newport 1.82 per cent ($959,655 to $942,148), Seabrook 1.89 per cent ($620,435 to $608,705), South Kingsville 2.64 per cent ($723,739 to $704,604) and Williamstown 1.7 per cent ($1,198,283 to $1,177,865).

Laverton showed a slight increase from $502,378 to $502,793 (0.08 per cent), as did Williamstown North rising from $738,793 to $738,850 (0.01 per cent). Melbourne’s house values fell 1.3 per cent over the month of June, with a median value of $802,551. Apartments dropped 0.7 per cent over the same period with the median unit value at $575,009, according to CoreLogic. CoreLogic head of research Tim Lawless said the housing market had faced a downturn since March. “Prior to March 2020, Melbourne’s housing

market was well into an upswing, following an 11 per cent drop in values between November 2017 and June 2019,” he said. “June 2019 to March 2020 saw Melbourne housing values surge to a new record high, rising 13 per cent over this period. “Since the March peak, housing values have dropped by 2.3 per cent, led by falls across the top quartile of the market where values are down 3.7 per cent over the June quarter, compared with the lower quartile where housing values have been more resilient, falling by half a percent over the same period.”

Market return gets safety tick Altona Beach Market has resumed with strict safety measures implemented by stallholders amid COVID-19. Altona Village Traders Association liaison oicer Sharon Walsh said Hobsons Bay council inspectors visited last Tuesday’s weekly market in Pier Street. “Our stallholders are spread out a lot more, there’s a good distance between them all,” she said. “hey all have signage on their stalls, they all supply hand sanitiser, they have marked spots. “You can’t just walk up to a stall now … it’s

really one person being served at a time. “Our fruit guy now has a perspex screen in front of him. he lady that does the moccasins has covered all her products with plastic and if someone wants to look at something, she gets it for them … then she sprays everything down. “We actually had the health department through this morning and we got the tick of approval – it was a very well run, set out and managed market.” Ms Walsh said two stallholders were required to upgrade their hand sanitiser, which must be

at least 70 per cent alcohol. Stallholder Michelle Vaina, who has sold eggs and honey in Altona for more than 10 years, said it was important to everyone that the market continued. “Altona’s a beautiful community and they always want to support Australian, and especially local, produce,” she said. “Everyone wants to practice good hygiene and social distancing and follow the health regulations.”

Residents keeping chickens in their backyards have been warned to educate themselves about safe fowl handling practices. he Department of Health and Human Services (DHHS) issued the warning last week, ater being notiied of nine cases of Salmonella Enteritidis within a two-month period. he DHHS said it was working with Agriculture Victoria to investigate the cases, ive of which occurred in people who had contact with backyard chickens or who ate eggs from household locks. Most of the people diagnosed live in separate households across Melbourne’s western and northern suburbs, with cases also in Gippsland and western Victoria. Agriculture Victoria has also conirmed that Salmonella Enteritidis has been detected at a commercial egg farm, which is under quarantine. It is understood end-of-lay chickens from this farm were sold to one of the afected backyard locks. Victoria’s deputy chief health oicer, Dr Angie Bone, said people could be at risk of Salmonella infection if they did not wash their hands thoroughly ater handling chickens or coming into contact with the birds’ environment, or if they ate raw or under-cooked eggs. Dr Bone said people should discard cracked, damaged or heavily soiled eggs and clean lightly soiled eggs with a dry cloth or a tissue. Do not wash eggs with water, as this makes them porous and can enable bacteria on the surface to penetrate the shell. Maribyrnong council is seeking to revitalise the area’s reputation as one of the country’s premier ‘festival cities’ despite the impact of the COVID-19 crisis. he council is calling for applications for its 2020-21 Festival City Grants Program, encouraging people to think outside the square to deliver “innovative and contemporary” events able to bring together the community while accommodating social distancing rules. Previously only not-for-proit organisations could apply, but this year the grants are being opened up to businesses and entrepreneurs registered in Maribyrnong. Victoria Police Sergeant Jonathon Edward Miller, 32, appeared in the Melbourne Magistrates Court on Friday charged with arson and deception offences. Traders oppose rate rise By Goya Dmytryshchak Hobsons Bay traders “pushed to the wall” by COVID-19 say they will object to a 3.89 per cent rate rise proposed under the council’s annual drat budget. While the planned average general rate increase across all categories is 2 per cent, consistent with the rate cap, commercial and industrial properties will bear the rates burden, according to a council report. “Council has attempted to mitigate the additional rates to these properties by providing signiicant inancial relief to businesses through the third community support package,” the report states. “his includes rebates for food safety fees ($767 average), footpath trading permits (average ranging between $208 and $794) and health premises registrations ($261 average) for each applicable property. Altona Village Traders Association president Kim Walsh said he had asked the council to give the footpath trading fees back ater the coronavirus shutdown. “hey did the right thing, but we also stress that it wasn’t their money to have in the irst place,” he said. “With any rate rises, Altona traders – in a perfect world, we would love to see no increase at all. “hey’re really, really doing it tough. “We’ve already lost a couple of businesses from the area who won’t be coming back. “he businesses are really, genuinely struggling. “We understand council has to get some income … but certainly 4 per cent seems to be well over the top.” Williamstown Chamber of Commerce vice-president Craig Turton said the timing of the proposed rates rise was not right. “It’s not really in the spirit of what’s

happening at the moment,” he said. “I guess it’s not representing what the spirit of the local economy is at the moment. It’s just a further cost. “hose rates are passed on to business owners and on to the commercial landlords, so we have to pay those.

“And it just seems a bit strange because most of the commercial landlords have reduced the rents for businesses to help them. “I think in turn, the commercial owners are claiming back their land tax discounts from government, so everybody is trying to reduce costs.”

Funding boost for legal service Refugees and asylum seekers needing legal assistance during the COVID-19 crisis will be less likely to fall through the cracks ater the state government delivered more than $170,000 to the Asylum Seeker Resource Centre (ASRC). he Footscray-based service will receive $171,500 to support delivery of frontline legal assistance services during the crisis as part of a joint $30 million state and federal government spending package for community legal centres across the state. he ASRC will use the funding boost to upgrade the technology needed to provide legal advice and assistance remotely and digitally while the COVID-19 restrictions remain in place. Footscray MP Katie Hall said the funding will help people facing additional challenges arising from COVID-19 with access to justice. “he Asylum Seeker Resource Centre does vital work supporting people in our community every day, this extra support recognises that work as well as the challenges of operating during the coronavirus pandemic,” she said. “With this funding boost our community can be assured that they will continue to have a place to turn for legal help when they need it.” he funding follows the ASRC’s annual telethon on the recent World Refugee day, which raised $1.3 million via more than 11,000 supporters. Hobsons Bay’s biggest ratepayers, owners of the Mobil Altona Reinery, have cried foul over a proposed 1.14 per cent increase in petrochemical rates under the drat Hobsons Bay council budget. A Mobil spokesman said any rates increase would “further hurt” the business, which was sufering from reduced demand caused by the COVID-19 pandemic. One of four remaining reineries in Australia, Mobil’s Altona operations have been afected by border closures, light cancellations and stay home orders.

Newport greengrocers J & N Merlino last week celebrated the 50th anniversary of their business. John and Nancy Merlino bought the Mason Street fruit and vegetable shop in 1970. Mrs Merlino said the pair had seen many changes. “he older generation, when we irst started, all used to have their home deliveries,” she said. “And they’d all come down on a hursday with their shopping trollies or whatever and buy up for the week. “On our truck, which we still have to this day, the truck would be full with orders and the children would go with my husband for the ride. “Nowadays, people buy up for the day. A lot of people buy daily things.” Mrs Merlino said the key to business longevity was good produce and always having a smile for the customers. She said at the height of the coronavirus pandemic, locals had supported their shop. “People were just shopping locally because the supermarket didn’t have much to ofer and there was no online shopping, so we were very lucky to still be able to trade,” Mrs Merlino said. “We still have a lot of local people that support us so we’re one of the fortunate ones.”

UPDATE ON THE WEST GATE TUNNEL PROJECT Work is continuing on the West Gate Tunnel Project to widen the West Gate Freeway and build a new elevated road above Footscray Road providing links to the city and CityLink. New bridges to create new connections In May, crews removed two old West Gate Freeway pedestrian and cycling bridges in Yarraville and Brooklyn. The old bridges, which were installed in the 1970s, won’t span the width of the new freeway. Two new and improved bridges are being built and will open later this year. The new bridges will provide better access and a safer crossing over the freeway with new lighting and CCTV footage. While the bridges are being constructed, a free shuttle-bus service is available. Footscray Road connections lift into place Meanwhile in Footscray, construction of a bridge over the Maribyrnong River and the new elevated road are continuing.

A massive gantry crane that is taking shape in the middle of Footscray Road will lift 1600 concrete segments into place to form the elevated road. It will start at the city end of Footscray Road, and work west to build the outbound lanes before turning around to complete the inbound carriageway.

Revitalising the cycling commute The elevated road also provides the structure for Melbourne’s first cycle superhighway. The veloway will be attached to the underside of the elevated road and once complete, cyclists will benefit from an off road, dedicated path from Footscray to the Docklands.

Once built, the new road will provide a direct route for trucks to the Port of Melbourne, taking 9000 trucks a day oﬀ local streets.

By Goya Dmytryshchak Ater countless rescues in Port Phillip Bay, possibly the biggest job of Leading Senior Constable Mark Hurwood’s career was evacuating people from the bushire-ravaged Mallacoota area in January. “We were the irst crew to be deployed in the vessel up there,” Leading Senior Constable Hurwood said of his call to the coastal town where hundreds of people were trapped. “I was rung at home and literally had the grandchildren bouncing on the bed and said, ‘Sorry, I’ve got to go to work’. “I went and seven days later I came home. “It was a bit surreal, actually. “At two o’clock in the aternoon it should be nice and sunny and warm in that time of the year but we had pitch black smoke – at times we’d have a bit of ember falling down over us. It was weird times.” Leading Senior Constable Hurwood relected on some of his most memorable jobs last week as he retired from Victoria Police ater 41 years. He started his career in traic before trading fast cars for fast boats, spending the past 32 years with the Water Police based at Williamstown. Another job he recalls was a 28-hour rescue in Bass Strait, ater an an elderly gentleman on a small 36-foot yacht put out a distress call. “We were doing shits of two up on the bridge and two down having a rest,” Leading Senior Constable Hurwood said. He met his wife, Beth, when they were both going through the Victoria Police Academy, and their son Chris is a senior constable with Somerville Highway Patrol. Leading Senior Constable Hurwood said leaving the force ater more than four decades felt surreal.

to New Zealand and Western Australia with the boats.” His plans for retirement are to “sleep in”, he jokes, before elaborating. “Golf, and get a caravan, and travelling around Australia – and enjoying my two grandchildren.”

Jail, deportation for rooing scam By Goya Dmytryshshcak A UK citizen is set to be deported ater serving up to two years’ jail for his part in the ‘Irish rooing scams’. Hadield man Martin McDonagh, 28, pleaded guilty in the County Court to eight charges of obtaining property by deception and one charge of dealing with property suspected of being the proceeds of crime. One of the charges related to McDonagh misrepresenting himself as the owner of ‘Jackson’s Home Improvements’, and receiving

$9000 for work at Newport. County Court Judge James Parrish said McDonagh had become “involved with a group responsible for committing deceptions, commonly referred to as the ‘Irish Rooing Scams’.” “his group was made up of people who were originally from the United Kingdom or Ireland and operated by printing and distributing lyers, advertising businesses specialising in property maintenance and ofering to conduct fully guaranteed works for a discount,” Judge Parrish said.

“he businesses which they advertised were not registered and the mobile phone numbers on the lyers were registered under false identities. Clients were told that further works were necessary due to structural issues, and the cost of the undertaking of those works was excessive.” Sub-contractors were engaged to carry out the works, some of whom were unqualiied, and permits were never obtained. he court heard that a Newport woman had asked McDonagh to look at her balcony because the roof was rotting.

McDonagh advised her the work was urgent and gave a verbal quote of $8000 to $9000. About two days later, without prior arrangement, two men attended the woman’s address and informed her they were there to start work on her balcony. McDonagh subsequently contacted the woman and unsuccessfully tried to make her pay $12,000 instead of $9000. In the case that resulted in McDonagh’s capture, a Burwood East man paid $280,000 for defective roof work and restumping that turned out to be turning soil.

Over the rainbow to fun Scienceworks has reopened for the winter school holidays with a “sharing of rainbows”. General manager Jonathan Shearer said as well as the planetarium, lightning room and special exhibitions, there had been a “rainbow takeover”. “What we have decided to do for reopening is embrace one of the most lovely and most hopeful of the things that’s come out of the lockdown period, which is the sharing of rainbows,” he said. “As well as all of our normal exhibition and theatre experiences, we’ve turned our amphitheatre into a giant rainbow – we’ve painted all of those steps throughout the spectrum. “We’ve also created a rainbow scavenger hunt throughout the site – it’s all outdoors so that we can get out and enjoy some of this beautiful winter sun and go searching for the seven colours, solving puzzles and looking for

Fight for station buildings By Goya Dmytryshchak Residents are rallying to save North Williamstown station’s two historic buildings when the level crossing is removed. As reported by Star Weekly, the state government has announced it will lower the rail line under Ferguson Street and is calling for community feedback on what should happen in the new station precinct. Williamstown Crossing Group spokesman Lorenzo de Falco, who is also on Hobsons Bay council’s Ferguson Street Williamstown Level Crossing Community Interest Group, said people clearly wanted to preserve North Williamstown train station. he station is listed on the Victorian Heritage Database for being signiicant as “a good example of a well-preserved architect-designed Edwardian-domestic style station building, which contributes to the historic character of the Williamstown line”. Housing in trust’s hands Developers will be “held to account” ater Hobsons Bay council appointed a trustee to help increase afordable housing in the municipality. Housing Choices Australia Limited has been appointed trustee of the Hobsons Bay Afordable Housing Trust under a $120,000 contract. A report to the council states that negotiations to include afordable housing in larger residential developments had produced mixed results. “Some developers have successfully challenged afordable housing contributions at the Victorian Civil and Administrative Tribunal,” it states. “his is partly because there has not been an appropriate mechanism to hold and manage contributions for land, cash or dwellings.” Cr Angela Altair said the trust would help the council lobby to get a proportion of major developments set aside for afordable housing. “Hopefully … it will make it harder for those developers who have successfully challenged our requirements at VCAT,” she said. Hobsons Bay councillor Sandra Wilson said the trust would act on the council’s behalf to ensure developers delivered afordable housing. “While we may have put and mandated an amount of afordable housing within a particular development, it’s been hard to hold developers to keep their end of the bargain,” she said. There’s great stories underfoot By Benjamin Millar An audio journey uncovering some of Footscray’s “secret histories” is guiding people through the suburb’s lesser known stories from the comfort of their own homes. Writer Jinghua Qian and historian Liz Crash have partnered to create Underfoot, a series of virtual audio tours uncovering the lesser-known tales of their beloved Footscray. he long-time friends spent months poring through the archives and revisiting their own memories growing up locally, weaving together

stories about class, solidarity and queerness that are oten lost in the telling of traditional history. “We’re obsessed with Footscray so thought we should present these stories to other people,” Qian said. Crash said she had spent much of her time prior to the COVID-19 lockdown in the library archives, diving into the online Trove archives during the lengthy period of social isolation. “We both did a lot of research, then it was working out what was the story,” she said. “Hopefully we’ve managed to produce

intertwined with their own experiences growing up locally. “People tend to have this idea of local history as quite dry and pro settlement, so it was trying to think about … making it something that people like us would want to listen to.” Qian’s favourite piece of uncovered history was the story about the rowing regatta in which the Footscray rowing club was victorious but disqualiied because the strength they had as manual labourers was said to have given them too great an advantage. Walkers, riders hindered A Newport resident says families increasingly using the Maddox Road bike path during the COVID-19 pandemic have been hampered by a developer erecting temporary fencing over half the passageway. Resident Brendan Dowling said there was insuicient space for two-way pedestrian and bike traic to safely pass due to the fencing over one lane. “During COVID-19, more and more families have been using the Maddox Road bike path,” he said. “However, if two families were attempting to ride in opposite directions there is insuicient space. It is an accident waiting to happen. “hey should erect another fence within the boundaries of the property that does not impact on the shared pedestrian way.” Hobsons Bay’s infrastructure and city services director Sanjay Manivasagasivam said the developer had been asked to rectify the

fence. “he fencing plan was submitted to council prior to installation and was approved,” he said. “However, the concrete footings at the base of the fencing that has been installed is inconsistent with those plans and protrudes signiicantly on the shared path. “Council has asked the developer to rectify these footings … to minimise the obstruction.” he council has temporarily removed parking on the eastern side of Maddox Road and has asked the developer to install water-illed barriers along this stretch of road. “his will provide a safe lane for cyclists and pedestrians to use in lieu of the shared footpath being temporarily obstructed,” Mr Manivasagasivam said. “It is expected these measures will be in place for approximately six weeks.” Goya Dmytryshchak

Victoria’s state of emergency has been extended to May 11 to help continue to contain the spread of COVID-19. At Altona North, Dr Mukesh Haikerwal and partners run the Blackshaws Road pop-up clinic which was assembled from portables and tents over 10 days. Dr Haikerwal said the respiratory clinic enabled treatment of multiple patients with breathing conditions, including COVID-19, who were unable to be seen in a normal GP practice. Tests can be conducted without a change of personal protective gowns and masks, or shutting down and deep cleaning rooms between patients. he clinic had been the irst in Victoria to start swabbing people for coronavirus in the carpark until it ran out of gear. “here were no masks and then there were no gowns and then there were no swabs, so we had to do something diferent,” Dr Haikerwal said. “What we are doing now is … 50 or 60 tests

with only one or two sets of gowns, one set of masks, and all you’re changing is your gloves.” Dr Haikerwal said more coronavirus cases were expected to be detected as testing restrictions were relaxed. “here’s more people now who are eligible for the test so there’s more coming forward to be

tested,” he said. “When this whole thing started, the joke was Indonesia is the safest place in the world to be because they weren’t reporting any cases, but they weren’t testing anybody. “And of course, Bali was one of the earliest places that shut down ater China.

Youth crime on the rise By Alesha Capone Wyndham has recorded the highest rate of youth ofenders in Melbourne’s west. According to the state’s Crime Statistics Agency, 805 ofenders aged 10 to 17 years old were responsible for crimes committed in Wyndham between April 2019 and March this year. here were 507 underage ofenders recorded in the area in the previous 12 months. According to CSA, there were 799 youth ofenders in Brimbank in the 12 months to

March this year (compared to 516 previously), 528 young ofenders in Melton (380 previously), 349 in Maribyrnong (240 previously) and 144 in Hobsons Bay (149 previously). Of the youth ofences in Wyndham, 103 were in relation to assaults and related ofences (87 previously), 126 robberies (42 previously) and 289 thets (152 previously). An additional 58 youths were charged with burglaries and break-and-enters in Wyndham (37 previously). As reported by Star Weekly last month, Victoria Police North West Metro Commander Tim Hansen said police had deployed extra

resources in the west for “a considerable period of time”, in relation to an “ongoing gang issue”. “We’ve seen an emerging group of 10-to-14-year-olds getting involved in violent crime recently – that does concern me,” Commander Hansen said. He also expressed concern about youth gangs in Melbourne’s west following the fatal stabbing of teenager Solomone Taufeulungaki in Deer Park on June 16. Six youths, including a 13-year-old Hoppers Crossing boy, have been charged with violent disorder and afray following 15-year-old

Solomone’s death. A 15-year-old Sunshine boy and a 17-year-old Point Cook boy were arrested and interviewed by police. in relation to a ight that broke out at the scene of the stabbing. hey were released pending summons for assault-related ofences. “Council patrols dumped rubbish hot spots and has used CCTV to help catch ofenders, but this time and resource wouldn’t be needed if people were more respectful.” Anyone caught dumping rubbish may receive a $330 on-the-spot ine and could be prosecuted. Hobsons Bay residents receive one free hard waste collection each inancial year and the council also ofers annual electronic waste and household chemical collections. “Most people do the right thing but a small number consider our public open spaces and their nature strip to be places where they can dump their unwanted items,” Cr Gates said.
