Hunt is on for Wally Watergardens Town Centre is welcoming a very special guest these school holidays … but you’ll have to ind him irst. With COVID-19 restrictions still in place, the centre has called upon Wally, of Where’s Wally fame, to help entertain the children. Each participant will collect a passport from the customer service desk and will then be free to search the centre for hidden decals depicting Wally. Participants will write down his locations and once they’ve found them all they’ll receive a special gift to take home. Centre manager Joe Galea said he was excited to welcome Wally to the mall, but said the centre was also offering ways to keep everyone entertained at home. “Visit our website to watch renowned magician Elio Simonetti’s tricks and illusions, then try them yourself,” he said. The centre has also established a “kids club” which includes exclusive newsletters, VIP invitations and a surprise on their birthday. Second lockdown looms By Tate Papworth Brimbank may be subjected to a “local lockdown” as the state government scrambles to avoid a second wave of COVID-19. he municipality has been lagged as a virus “hot spot” with another outbreak identiied in Keilor Downs. he move would mean all residents in Brimbank would be conined to their homes. Residents would still be permitted to shop for essentials, go to the doctor, exercise, or go about work if it is not possible to do so from home.
“I cannot rule out the notion of ‘hot spots’ where we see substantial community transmission being the subject of lockdowns,” premier Daniel Andrews said. “It may be the case in the days ahead that we have to move to those local government areas or suburbs where some of this activity has gone on, where the data tells us a very clear story that there are extra cases.” Brimbank mayor Georgina Papafotiou warned harsher restrictions would signiicantly impact the local economy. “Council has taken a cautious approach to
reopening facilities and services, with staf and community safety top of mind at all times. “Knowing things can change, we are following the regulations set out by the government and have physical distancing and hygiene protocols in place and the required number limits at all facilities,” Cr Papafotiou said. “While the health and safety of our community is the number one priority, the restrictions to date have had an undeniable impact on businesses and community members in our municipality.” It comes as Keilor Downs Secondary College
was forced to close for a second time ater a student tested positive for the virus. he Department of Health and Human Services said investigations established that a case previously linked to a current family outbreak in Keilor Downs attended the college two days while infectious. he Keilor Downs outbreak has 11 associated cases, living in nine households. As of Monday morning there were 10 active cases in Brimbank, taking the municipality total of known cases to 85, the fourth highest in the state.

Thefts drive crime rise across Brimbank Crime in Brimbank rose across all major categories for the year ending March 2020, according to latest igures from the Crime Statistics Agency. Criminal incidents within the municipality rose 5.7 per cent to 15,506 incidents, with “other thet” (2309 incidents) and “steal from a motor vehicle” (2177) the most prevalent crimes, according to the data. here was a signiicant increase in thets overall, with the number of incidents up by 928 to 6371.
Crimes against the person also rose signiicantly, with robbery rising by 104 to 314 incidents. St Albans was the worst suburb for the number of incidents reported, 3083, almost 1000 more than Sunshine where 2205 incidents were reported. On hursday, Victoria Police North West Commander Tim Hansen said the street gang problem in the west was rising, but Police Minister Lisa Neville downplayed their prevalence.
She said that youths made up nine per cent of all ofenders, in comparison, 18-to-20-year-olds accounted for 20 per cent of ofences. “What we’re seeing is street robberies in parks, public transport, and oten robberies against each other,” Ms Neville said. “It’s also about all of us working together – families and communities – it cannot just be a law and order issue, particularly the 10-to-15-year-olds.” Sexual ofence incidents rose by six to 254, while drug use and possession rose by 34 to
Police step up gang ight By Tate Papworth Police will lood the streets of the western suburbs in a bid to quash gang tensions following the stabbing murder of 15-year-old Solomone Taufeulungaki last Tuesday. Solomone was outside Brimbank Shopping Centre at Deer Park when he was allegedly approached by a group of boys. He was stabbed and died at the scene. Six boys, aged between 13 and 16 have been charged with violent disorder and afray. No one has been charged over the death. Tensions lared ater the incident and a police oicer was taken to hospital ater a brawl involving about 30 people broke out near where the stabbing occured.

On hursday, Victoria Police North West Commander Tim Hansen said the street gang problem in the west was rising. “We have deployed extra resources for a considerable time now across Melbourne’s west in relation to what is an ongoing gang issue for us,” he said. “We are acutely aware of the risk these street gangs present to us.” Commander Hansen said signiicant rises in crime statistics was in some instances driven by street gangs. He said police would step up their presence right across the western suburbs in a bid to stop any further violence. “Our thinking isn’t just limited to Brimbank and Melton, but we’re incorporating our plan right across the western suburbs,” he said. “Since Tuesday we’ve deployed extra police out across Melbourne’s west. “You would’ve seen mounted branch police, our public order response team, PSO, transit police all deployed on the ground … and that will continue over the next couple of weeks

until we get a sense that the likelihood of retribution or reprisal is minimised.” Police are also liaising with the Department of Education to increase security at schools in the west if reprisal attacks occur.
“If these kids or street gangs want to come back into the western suburbs and get involved in a ight over coming days and coming weeks, we will be there waiting for them and they will be held to account,” Commander Hansen said.

New hospital for Sunshine Sunshine’s health system is set for a major boost with the introduction of the suburb’s irst private hospital early next year. he hospital will be rolled out in a number of stages with the irst to include a 30-bed medical and surgical ward with four high dependency beds, a 21-bed dedicated private mental health inpatient unit, four operating theatres and an endoscopy suite. he $100 million six-storey medical facility will focus on the treatment of anxiety, depression and post-traumatic stress disorders including inpatient and outpatient support programs and will be located on Furlong Road, opposite Sunshine Hospital. Australian Unity manager of healthcare property Chris Smith said Sunshine was the obvious choice for the hospital. “here is absolutely no question that we currently have an under-supply of private hospital capacity in the area,” Mr Smith said. “We know that the older population in western Melbourne is forecast to grow by 153 per cent by 2036, compared with 96 per cent in the rest of the state. “We also know that more than a quarter of western Melbourne’s population have private health insurance, and its two existing private hospitals currently cater to 83,560 privately insured taxpayers per facility.” Mr Smith said the hospital would also provide beneits beyond health care. “It’s clear Sunshine’s new private hospital will play an essential role in job creation as we put in place measures to stimulate the Victorian economy and transition out of COVID lockdowns.” Construction on the new hospital is scheduled to commence in 2021. Broadcasting young people’s stories We are excited to announce a Neighbourhood House program called Brimbank Live where young people will co-host live and pre-recorded radio shows for broadcasting on global online radio station LIVE FM during Brimbank Live Week, from 6-10 July 2020. The program provides a unique opportunity for young people to learn the breadth of skills required to work in commercial radio and to share their stories. There are 13 young people from diverse backgrounds involved in the program, and they are being trained in how to host and produce radio content, techniques to interview guests, script writing and production of

Work to extinguish ires begins By Tate Papworth Work to extinguish underground ires at the Kealba Landill began last week, more than seven months ater the issue was irst discovered. he site’s operators Barro Group wrote to residents earlier this month, advising them that remediation works on four “hotspots” within two of its cells would begin on June 15. Under the plan, which has been approved
by the EPA, “cool waste” will be transferred directly to other active cells at the landill. When warm to hot waste is exposed, it will be doused with water, then excavated and moved to a specially constructed ‘laydown area’ within the site’s boundaries. he impacted waste will be spread out in thin layers, doused again with water and allowed to cool for a minimum of 24 hours. Once temperature assessments conirm the waste has cooled, it will be transferred to other
active cells at the landill. he cooled waste will be placed in segregated zones to enable additional temperature monitoring and mitigate the risk of hotspots reforming. While residents will be pleased to know the odour they’ve been exposed to for half a year could soon be a thing of the past, the site operators warn it could get worse before it gets better. Barro says that as a result of the excavation
method designed to uncover the ires, there could be increased odour around the site and the appearance of smoke and steam. Barro says it has put an extensive program in place to monitor and report any such instances. Air quality monitoring will continue throughout the remediation works and will remain in place for a period of time aterwards. Last month the EPA slapped Barro Group with an $8261 ine for leaving hundreds of cubic metres of waste exposed overnight.

Helping hand for most vulnerable with restrictions in place. “Even things like illing out forms and getting food has been a bit of a challenge for the older members of our community.” With a need identiied, the Salvation Army and Vietnamese Community in Australia: Victorian chapter compiled a list of names and began working on care packages. “We deliver to around 50 people, which takes several staf and volunteers to complete,” Mr Tran said. “We meet at Sunshine, then allocate our drop of points, covering St Albans, Deer Park, Footscray, Flemington and other areas across the west.”

he MFB is calling on Brimbank residents to remain vigilant to ire risks this winter. Victorian ireighters are concerned that people may be unaware that their everyday activities could end up sparking a blaze. Last winter the MFB responded to 19 structure ires it deemed preventable within Brimbank. he most common causes of ire were from everyday activities including cooking (41per cent), electrical mishaps (17per cent) and heating systems (12per cent). Acting deputy chief oicer community resilience Adam Dalrymple said winter is traditionally a busy time for ireighters. “We want to see people become more proactive and develop safe ire habits as all house ires are preventable,” Mr Dalrymple said. “If you’re not maintaining household items such as electric blankets, heaters and kitchen appliances, or if you are using them incorrectly you are putting yourself and the people you live with at risk. “Charging smart phones or other electrical devices on sot surfaces like bedding or your couch can also spark a ire.” he warning comes ater a house ire in Ardeer earlier this month was believed to have been sparked by blankets let near a heater. he kitchen also continues to be a ire hotspot. “he kitchen can be the most dangerous room in your home and not taking proper precautions can put you at risk,” Mr Dalrymple said. “You should always keep looking if you are cooking, and if you leave the kitchen for even a short period of time, turn of all appliances.“ Tate Papworth

War medals returned to owner By Ewen McRae A collection of stolen World War II medals have been returned to their rightful owners with a bit of help from the Caroline Springs RSL. he service medals for Harold Hawking were found discarded beside a bin in Windsor ater being stolen from a storage cage in Albert Park belonging to Mr Hawking’s son, Paul. Springs RSL, president Andrew Marshall set about returning them. “We ended up with them and I worked with the vice president at the Melton branch to check up on them and eventually found their owner,” Mr Marshall said. “To some people these medals mean a hell of
a lot, so to get them back to the family is really special.” he medals, complete with service records from Hawking Senior’s time in Syria and New Guinea, were returned to Paul Hawking on June 5, who was happy to have the special mementos back. “I’m not sure when they were taken, I just went to ind them in my storage cage one day and they were gone,” he said. “It’s good to have them back in the family, and we’ve got a bit of a story to go with it now, as well as the historical signiicance.”

Beauty ditches makeup A Sydneham based Miss World Australia contestant is ditching the makeup for a worthy cause. Leonarda Vella is one of a number of contestants taking part in Makeup Free Day on July 3. Ms Vella said there was plenty on incentive to take part in the initiative. “I’m really excited to be able to help out with the event and support Variety – a charity which supports sick kids,” Ms Vella said. “I also hope it inspires people to embrace who they are … I really believe we don’t need to hide behind things like makeup.” On the day people are encouraged to share their best makeup free face. Ms Vella said social media has played a major role in her fundraising eforts during the COVID-19 pandemic. “I wanted to be a part of something to make a diference and I heard about the charity side

Drug driver nabbed

Brimbank Highway Patrol intercepted a 43-year-old local man in St Albans last week, just minutes after he had used drugs. Police said the man was unlicenced and admitted using drugs before being pulled over. The incident occurred on Sunshine Avenue, where police also caught three female drug drivers in the same week.

he football program at Lakeview Senior College has resulted in three players being drated to AFL in recent years, and it’s looking for its next stars. he program has been running at the school since 2007, giving students the chance for extra training and physical conditioning sessions that work around their VCE or VCAL studies. With AFL players James Sicily, Will Hoskin-Elliot and recent dratee Tristan Xerri coming through the program, co-ordinator Michael Pisani said it had been a long-term success. “here’s lots of access to strength and conditioning through the local Anytime Fitness, and we have coaches that come in to work with the players as well,” Mr Pisani said.
“We’ve got an ailiation with the Western Jets as well, so it provides a great opportunity for players to access their program. “It’s all about helping players reach their full potential, whether that’s AFL, Nab League, or their local clubs.” Now at North Melbourne, Xerri was full of praise for the program and the help it gave him to reach his AFL goal. “he opportunity to touch a football 3-4 times a week at school, on top of training and playing outside of school, really helped me develop and ine-tune my skills, especially my kicking,” he said. Fight for Millenium Man By Tate Papworth Sunshine’s much-loved Millennium Man statue still stands … for now. Last week Vicinity Centres, the operator of Sunshine Marketplace, conirmed it planned to remove the statue because of safety issues and costs associated with restoring it. But signiicant public backlash over the decision has brought about a brief reprieve. A post on the popular Millennium Man Menagerie Facebook page imploring people to voice their displeasure at the plan, reached almost 100,000 people. Sources close to those trying to save the statue say that while the current incarnation may be beyond repair, a bronzed replica designed to stand the test of time could be a itting alternative. Local resident Dinesh Jayasuriya met with Vicinity last week and said early discussions were promising. “It was a good start – Vicinity agreed to fund a 3D scan and to store the Millennium Man’s belt and globe. “With the scan and some parts stored it will make it easier to restore or replicate him. “From here, we’ll consult the community and get an idea of what people want to see happen.” It is hoped that the signiicant public interest would result in a successful crowdfunding campaign to save the statue. “Locals have a strong connection and history with Millennium Man,” Mr Jayasuriya said. “It might be because they interacted with him or climbed him when they were kids. Or maybe because they see that towering igure from the train and know they are home. “His story is both whimsical and is connected to Sunshine’s own journey since the 1990s.

“He’s no doubt the most visible local artefact of that period of time.” Mr Jayasuriya said future placement of the statue also needed to be discussed. “Ideally, we’d like him to be installed on
the Hampshire Road side of the Sunshine Marketplace property. his way he will be a more prominent part of Sunshine CBD, a focal point drawing people right along Hampshire Road and into the Sunshine Marketplace.”

Window of opportunity While there might be light at the end of the tunnel for COVID-19 restrictions, Brimbank council is urging the community to continue to look ater its older residents. In recent days council staf have begun paying “window visits” to Brimbank residents who live alone, are aged over 90, or who are experiencing poor health. Mayor Georgina Papafotiou said it was important to ensure nobody is let behind. “With restrictions easing, and life starting to look normal again for some of us, it’s important that our older residents know they haven’t been forgotten during this crisis, and to remind them that they are highly valued members of the Brimbank community,” Cr Papafotiou said. he window visits evolved from over-the-phone welfare checks for about 200 clients. hose called were mostly people aged over 65, who normally take part in council’s social support programs, which are not running because of restrictions on gatherings. he oldest client is 98. From phone calls, the team found that clients who live alone, or have physical or mental health conditions, were inding it diicult to adjust to staying home and away from social activities. St Albans’ generous Quang Minh Temple community recently donated 10,000 medical masks, 5000 gloves and 50 plastic protection masks to Western Health and local nursing homes. Ater a highly successful 2019 running, the event returns to Brimbank with a selection of six short ilms; one of which is an Australian premiere. Films featured include; Maybe Just a Fairytale – a six-minute ilm featuring Australian wildlife coming to a free concert with a sting in the tail; Birthplace – a music video from the Netherlands which tells the symbolic story of a man arriving on a perfect earth, who encounters his nemesis in the form of ocean trash; Saccage – a three-minute animation from France about S.A.M., a garbage collector robot in a futuristic Paris who goes ater a plastic bag. Ignoring all danger, he will cross Paris to maintain cleanliness in the city. Also featured are; Kuap – an eight-minute animation from Switzerland which tells the story of a tadpole who somehow misses out on becoming a frog and is let behind in the pond; Dry Fly – an animation from Spain about Margarito, a thirsty ly, with a broken wing, who sees a water drop inside of a carnivorous plant and desperately needs a drink. EFFA director Nathan Senn said the ilms are suitable for primary school-age children to explore environmental topics. “Kids are the future and it’s critical that we engage with them in a meaningful way about the environment and what needs to be done to preserve it for them,� Senn said. “hese are short, fun ilms that primary school children will love, with an important message for all the family.� In addition, the Brimbank council and

COVID-19 restrictions may be easing, but Brimbank council wants the community to continue some habits developed in isolation. he council experienced a surge of community interest for sustainability initiatives during the pandemic including information on composting, growing vegies and birds in the backyard. Mayor Georgina Papafotiou encouraged the community to keep up the interest. “It is wonderful to see people moving towards more sustainable habits,� Cr Papafotiou said. “Whether it’s due to a greater awareness of the importance of food security, being at home and seeing the volume of waste being produced – or simply having more time, it’s great to see so many Brimbank residents engaging with council environment programs.� During the pandemic the council provided online workshops in permaculture, gardening, composting, energy-saving and a meet-and-greet with Kororoit Creek wildlife. Attendance numbers for programs have increased, as have home compost bin orders. In a normal month, about 30 people would order a compost bin through council’s Home Composting Program – that has tripled to about 90 people during the month of May. Mayor’s message Cr Lara Carli Over the last few months, we’ve been doing what we can to help keep local businesses thriving. As traders begin to return to some normality, I’d like to reflect on what an amazing job they’ve done and continue to do in getting through this difficult time.
Council services gradually return From this week, we’re welcoming more visitors to selected Council services, with restrictions that impact libraries, sports centres and other community facilities further easing. This is in line with advice from the State Government, and will include strict limits and safety measures. Among the changes, libraries can now have up to 50 customers and will allow browsing, borrowing and computer use with a visiting limit of 30 minutes. Maternal and Child Health services will also offer face-to-face appointments to all families with babies aged 0 to 8 weeks. Sport and recreation facilities can begin to reopen in a limited capacity to support competition for non-contact sports in small groups, with further allowances for junior sports.

Although we are moving towards regaining some normality, it’s important that we continue to be aware of the restrictions.
Fourth instalment 2019/20 rates payments are due this Friday 26 June. Please be aware that all payments will need to be made online or over the phone as our Customer Service Centres remain closed to the public at this time.

Council has worked hard to develop new ways to offer quality services to our residents, and has continued to prioritise the health and wellbeing of our community at a time when you have needed us the most. One of the most significant initiatives implemented is the COVID-19 Financial Assistance Policy, which supports eligible residents
experiencing financial hardship. The policy includes payment plans, short-term deferrals of rate payments, and a $200 rate waiver for the fourth quarter of the 2019/2020 financial year. A welcome relief package I’m sure many residents will benefit from.

Football return gets green light By Ewen McRae Footy will return to the western suburbs this year, with lited coronavirus restrictions paving the way for community sport to resume. he Victorian Football League and Essendon District Football League have both announced a start date for their 2020 season, while a decision on the Western Region Football League is expected this week. he VFL was the irst to announce its season would begin on August 1, with an eight team competition across seven rounds plus inals. Werribee and Williamstown will both take to the park in 2020, and Tigers president

he increasing incidence of glue, or petrol, sniing by school-aged children is emerging as one of the biggest social problems of the decade – and one of the most deadly. Several deaths have been reported in Melbourne from consistent sniing of glues and solvents, or from inhalation of aerosols, which results in sudden death for many abusers.
Industry in the western suburbs has survived the hard times and is looking up. A study commissioned by the Western Region Commission, representing the nine municipal councils of the western suburbs, shows a substantial upturn in industrial development across the region, compared with data available from the 1986 census.
Parents, teachers and pupils in Brimbank have been placed on full security alert ater a male intruder entered at least two primary schools and approached girls in toilet blocks.
While Brimbank residents are happy with the council’s rubbish and recycling programs, its reputation has taken a battering in the past 12 months if results from the latest satisfaction survey are anything to go by.

Embracing innovation in challenging times Marian College is a progressive Kildare Ministries Catholic School for girls in Sunshine West. Principal Ray Pisani says the school community started the year well prepared to build on growth and achievements. “Our VCE results were strong and, in 2019, for the second consecutive year, we had been recognised as a high-growth school based on NAPLAN results,” Mr Pisani says. “Little did we know that in 2020, COVID-19 would require society to go into isolation. Our school’s ability to move to remote learning quickly and adjust to an unexpected environment highlights our strengths of innovation and planning. “In response to the pandemic, our teachers worked tirelessly and collaboratively to prepare high-quality student learning programs. Teachers have been creative, adapted and learnt new skills to ensure that student learning, underpinned by high expectations, continued.” Mr Pisani commends students too for displaying agility in moving to remote learning, taking responsibility for their learning in a new environment, away from friends and teachers. “his was only possible because our families have adapted to enable students to learn from home. We are enormously grateful to our whole Marian College Community for their support, efort and care over this time,” he says. “In some ways, closing of schools and the sudden pivot to remote learning was like a real-life experiment. Whilst there were challenges, it was also a period of incredible growth and achievement.” Marian College is now honouring this by capturing evidence and data from this period through surveys, focus groups and video diaries. From this, it will be decided what technologies and new ways of working are woven back into the future learning program.

Health lessons take on new importance he health, wellbeing and safety of students and staf has been front of mind for all schools as they returned to on-site schooling this month. Since the beginning of term two, most children were learning remotely in order to limit the number of people moving around the state helping to slow the spread of COVID-19. From June, on the advice of Victoria’s chief health oicer professor Brett Sutton, schools slowly and safely reopened their gates with strict rules in place. Professor Sutton said schools should consider a variety of strategies to support physical distancing and good hygiene practices to reduce the risk of COVID-19. “Perhaps the most important action school communities take to reduce the risk of transmission is to ensure that any unwell staf, children and young people remain at home,� he said. “While the risk of transmission of the virus is very low, staf or students most at risk of severe illness should individually assess appropriateness for on-site attendance at this time with support from their medical practitioner. “As the main risk of transmission in the school environment is between adults, it is important that visitors to school grounds are limited to those delivering or supporting essential school services and operations.� Staf and students are also required to wash their hands and use hand sanitisers where possible and adults should maintain physical distancing at all times. “his careful approach continues, and I trust that you have conidence in my view that it is safe for our community to have school students begin a phased return to classrooms,� professor Sutton said. “I thank teachers, staf and families for their

Parents are Heathdale’s proud partners Principal of Heathdale Christian College’s Melton campus, Yvonne Harvey says it has been a pleasure to partner with the parent community during the recent challenging times. She says the overwhelming support given to the school and staf won’t be forgotten. “During the COVID-19 crisis, parents experienced the highs and lows of the remote learning mode,” Ms Harvey says. “Watching on proudly as your primary-aged child outlined the narrative of their favourite book for show ‘n’ tell to their online classmates, that’s a heart-warming feeling. It was also gratifying to help them work through a tricky maths problem and see their practise pay of. Hearing a recorder pipe up in the background of your work meeting ... it’s a bit tricky!” hese days, the balance has been restored with all students back on campus, and Ms Harvey says the Heathdale community keeps praying the virus remains under control. “Much of the post-remote learning, education-speciic chatter has centred around two things; how students have grown in resilience, and what schools can implement from the experience,” Ms Harvey says. “We’re doing this, too. It would be negligent to ignore the fact that, by and large, our students have risen to a new level of self-management, and that our teaching staf are now so savvy with video they could rival the output of a YouTube vlogger.” While Heathdale Christian College had a successful transition both into and out of the remote learning mode, Ms Harvey says there’s one relationship that was crucial to that success: the partnership with parents. Parents as partners is a foundational pillar at the college, stemming right from the theological statements that recognise parents are ultimately responsible for the “care of their children”.

“During the time we have students in our care, we act as delegates for parents in a partnership aimed at bringing out the potential in those students,” Ms Harvey says. “World-renowned education researcher behind the Visible Learning system used at Heathdale, Professor Hattie, coined a term for it, ‘he Parental Engagement Efect’, inding “Parents need to hold high expectations for their children
