Health staff protected By Tate Papworth Western Health staf working on the frontline in the ight against COVID-19 won’t lack personal protective equipment. St Albans’ generous Quang Minh Temple community recently donated 10,000 medical masks, 5000 gloves and 50 plastic protection masks to Western Health and local nursing homes. Dr Nhan Phuc Pham said the community didn’t want doctors, nurses or health care workers to go without masks and were concerned when they heard about a lack of supply.

Last year, members of the temple raised more than $300,000 for the Joan Kirner Women’s and Children’s Hospital. he funds were used to purchase a neonatal intensive care transport cot to provide for the safe transfer of sick and premature babies to the hospital’s Neonatal Intensive Care Unit. Six neonatal cameras that allow families remote viewing of their babies were also purchased with the money raised. In January, the Vietnamese community helped rattle tins at the St Albans Lunar Festival, raising a staggering $20,000 to help support those impacted by the summer’s devastating bushires.

Response and recovery strategy offers support to community and businesses Council is implementing a Coronavirus (COVID-19) Response and Recovery Strategy to help address the spread of the COVID-19 virus in Brimbank and limit impacts on community, business and cultural and sporting groups across the municipality. This whole-of-council strategy includes a range of current and future initiatives, and most importantly, it gives Council the agility to adapt and grow our resources depending on how the COVID-19 situation continues to unfold. Our strategy identiies key ways Council can reduce inancial pressure on afected ratepayers, businesses, community organisations and sporting

clubs. This includes measures like rates payment plans and expanding the Financial Hardship Policy to all rateable properties in Brimbank. There will also be a review on rates, fees and charges to see where other concessions can be made. Other key initiatives across Stage 1 and 2 include: • Expanding Council’s Aged, Home Care, Community Register and Meals on Wheels Programs- including 1,500 additional meals over this initial response phase • A new COVID-19 Financial Hardship Policy, to assist local businesses, residents and ratepayers • A Workforce Redeployment Strategy to support areas of increasing demand

While times of adversity can bring out the best in people, generous residents are also being warned to be aware of scams. Tania Burstin, a founder of one of Australia’s leading crowdfunding platforms mycause.com.au issued the warning, following reported cases of people falsely raising funds from the outbreak of coronavirus. “Since the outbreak of the virus and with jobs and livelihoods being cut, we’re seeing a huge inlux of people to mycause who are asking their friends, family and community for support,” Ms Burstin said. “Ninety nine per cent of the time, these requests for help are genuine but that doesn’t mean platforms like ours can become complacent.” She said there are simple ways that people and charities can perform veriication checks to ensure their safety. “It’s a common myth that creating a fundraising page you will receive random donations from strangers. It never happens. “For fundraisers, make sure you know who is donating to you. If you don’t know them, report them.” “Don’t donate to anyone you don’t know.” She said that while generosity was to be applauded, the safety of the community was paramount. “People are very generous in extreme times of need but we need to ensure the online safety and security of everyone.” She urged the community to report any suspicious crowdfunding to the appropriate platform or Consumer Afairs. At this time of year, Melton City Council would normally put its draft budget out for community comment. It would include things like upgrades to local parks, roads, and playgrounds, and an outline of the rates, fees, and charges for the next financial year. In light of the COVID-19 crisis, Council has decided to delay the 2020/21 draft budget so it can consider any changes that will need to be made in funding allocations across the organisation. As part of the draft budget review, Council will specifically look into relief packages for residents and businesses who have been impacted financially. This adds to a number of measures already implemented to ease costs for residents, businesses and organisations.

Among them, Council has dropped all fees and charges for sporting clubs and associations, refunded all community venue hire bookings, and is reviewing assistance for clubs and associations under financial hardship. For businesses, Council is running the Open for Business campaign to promote businesses that are still trading during this crisis, as well as offering free and vital advice, mentoring and workshops, waiving a number of permit fees and deferring rates for those traders experiencing hardship. Our Hardship Policy is also there to help residents who are concerned about making Council payments due to financial circumstances. Third runway plans still on radar By Tate Papworth While it may resemble something of a ghost town because of the COVID-19 outbreak, Melbourne Airport remains committed to building its third runway. Jai McDermott, the airport’s executive of corporate and public afairs, said the airport had taken a beating due to the heavy restrictions on travel, but said planning for the future shouldn’t stop. “Coronavirus has hammered international and domestic travel in the short-term. We are

still managing the impacts of that with our critical partners and suppliers on a daily basis. he airport is a big employment hub and that is top of mind,” Mr McDermott said. “We think about the third runway as a 50 year asset so coronavirus is a short-term disruption in that context. hrough the Ansett collapse, 9/11 and other major shocks, aviation has proven to be resilient and we are conident demand will return. “So the runway is still needed and given the long lead time for consultation and approvals, our work is continuing.”

“Clearly, traditional consultation is pretty challenging when people are doing the right thing by staying home to prevent infection,” he said. “We’ll monitor the situation carefully, but it doesn’t change our commitment to listen to our communities and take their views into account as we develop our runway proposal. “In the meantime our community engagement team is still available, even if it’s on the end of the phone or a video call.” he master plan for the third runway is scheduled to be put out for public consultation in early 2021.

Public consultation is a major issue for the airport. Additional noise which would be generated by extra aircrat has been a hot issue in Brimbank, particularly the suburb of Keilor. Mr McDermott said the airport would do its best to keep the lines of communication open with the community.

Brides embrace technology Brides across Australia had plans for their special day thrown into disarray ater the government announced tight restrictions to slow the spread of COVID-19. Weddings can be conducted with no more than ive people; including the couple, the celebrant and the witnesses. But like so many industries during these times, people are adapting. Aneta Pazeski who owns Bridesmaids Dressing Room in Keilor East said technology has played a massive part in helping brides plan their weddings. “We’ve taken measurements over video chat, shown colour and designs … pretty much everything we’d do in person,” Ms Pazeski said. “Some brides have opted to actually even have their weddings online, some have had smaller ceremonies, while others have postponed.” Bride-to-be, Lauren said she was still unsure what to do.

“I was supposed to get married in July, so it’s not far away, but there’s so much information constantly changing, that it’s hard to follow. “When reality hit I was let wondering if we want a ive person thing or do we wait and do it properly? “For now we’re planning as if it might happen, but aware it might not … there’s a lot worse things happening in the world right now and ways to get around these things.” For Bianca Spagnolo it was a diferent story. “We were meant to get married in Italy in June, so that’s deinitely cancelled,” Ms Spagnolo said. “We had over 100 people coming and 30 of my family members all booked lights … we’re scrambling for refunds at the moment.” Ms Spagnolo has rescheduled her pending nuptials for June, 2021. Four people were taken to hospital with upper body injuries after a ire in Hillside last Sunday. Paramedics were called to a property about 8.20pm following reports of a ire. Three people were taken to The Alfred in a stable condition. A primary school-aged child was taken to the Royal Children’s Hospital in a serious but stable condition.

Brimbank detectives are investigating a series of ires at construction sites in St Albans last Monday. Emergency services were called to the ires on Grantham Parade, Currunghi Court and Oleander Driver at 2.50am, 3.10m and 5am. All properties were within about 500 metres of one another. Nobody was injured. All the ires are all being treated as suspicious.

Timely funding for school Ardeer South Primary School is about to become a lot more inclusive. he school was recently awarded $151,588 from the state government’s Accessible Buildings Program, to improve its facilities and infrastructure to support students and staf with disabilities. It’s timely news for the school, which knows all to well what a diference the funding will make. A young student of the school, Obed, was recently injured in a car accident while visiting Tonga. His family created a GoFundMe page in order to pay the huge expenses associated with lying him and his mother out of Tonga to

Starship Children’s Hospital in Auckland via a private jet with a medical team. Obed’s let leg has been amputated and he is facing a long road to recovery. Member for Footscray Katie Hall said the state government funding for the school will make things easier. “As we build the Education State, we’re continuing to invest in schools to ensure students of all abilities can get a great education – no matter their circumstances,” Ms Hall said. “I’m so pleased that this investment will help Obed as he transitions back to school.”

Suspicious ire It took about 30 ireighters to control a house ire in Braybrook earlier this month. A caller to triple-0 reported the ire in an abandoned house in Riley Court just after midnight on April 3. Crews arrived on scene in six minutes, to ind the house well alight, but were able to bring the blaze under control in 13 minutes before handing it over to police for investigation. LIVING IN LOCKDOWN he COVID-19 crisis has impacted the entire community in some way, but for people such as Kristian Gay, who lives with a disability, it poses a diferent set of challenges. He spoke with Tate Papworth.

I am 31 years old, I grew up in the western suburbs of Melbourne, I have lived in St Albans my entire life. I was born with a disability called spina biida myelomeningocele, which is a neural tube defect and have been in a wheelchair my entire life, practically. I grew up with just my mum and my sister, who is four years older. Because of my disability, I spent a good chunk of my childhood in and out of hospital consisting of multiple surgeries both small and major. How have restrictions impacted you? COVID-19 has afected us all in some respect, some obviously worse than others. I don’t currently work and live in public housing, so from a inancial sense the COVID-19 crisis hasn’t afected me personally, but because of my disability and having multiple ailments which make my immune system weaker than others, I put myself in lockdown before the government announced the restrictions. I am an avid health and itness guy though who loves to attend my local gym and unfortunately due to the restrictions put in place I can’t continue that. It has also afected me in not being able to see my family, in

particular my niece and nephew who I, along with my mum, see every fortnight while my sister is at work. It has also impacted the availability of products I use day-to-day with my disability such as disposable gloves and hand sanitiser. Has it been frustrating not being able to get items you need? I am fully aware we all need the bare essentials and we are all struggling with the fear of the unknown so people are going a bit crazy and stockpiling, ighting in the supermarkets with other customers and arguing with the staf in supermarkets. But I strongly urge people to show a little more common sense, courtesy, respect and generosity to people. We are all doing it tough, but we need to stick together. What are your biggest concerns? I adapt well to change because it’s something I’ve had to do my whole life because of the challenges I face with my disability. But my biggest concern is the community transmission of COVID-19. Many of us all are doing the right thing by staying at home and social distancing, but I’ve seen others not follow the rules which puts the more vulnerable at risk.

Dream trip turns sour By Tate Papworth A dream vacation rapidly descended into a living nightmare for a St Albans couple who found themselves stranded in South America as the COVID-19 pandemic swept across the world. “We were actually in a restaurant having a pizza and a lady stopped when she heard our accents,” Ms Hughes said. “She asked if we were getting on a boat and we told her we were of to Antarctica. “She looked at us and said that the Australian government was closing everything and was telling everyone to get home. We went back to the hotel confused.” Tickets home proved diicult to ind in Ushuaia, so the couple decided to try their luck at a larger airport in Buenos Aires. “When we got in, we quickly realised that no hotels were taking tourists, so we had to call the Australian embassy to ind somewhere that would take us,” Ms Hughes said.

“We had a ticket home via New Zealand, which we spent $8000 on, but Air New Zealand pulled the pin on lights while we were over there. “So we paid another $10,000 to get on a Qantas light.” he light stopped at Santiago in Chile and was supposed to continue to Australia, but things weren’t that easy. “We got there, presented our ticket at the

counter and were told the plane was cancelled,” Ms Hughes said. “Ater waiting two and a half hours, we were allowed to take the inal seats on the plane.” he couple touched down in Sydney before making their way home to St Albans where they have just completed a mandatory two-week isolation period. “It wasn’t the trip we thought, but it was deinitely unforgettable,” Ms Hughes said.

Strategy spruiks safety irst he Brimbank council has developed a drat strategy which sets out the council’s role and approach to improving community safety. Creating safer streets and public spaces is a major component of the strategy, with a priority being on the design and maintenance of public places in order to enhance perceptions of safety and reduce opportunistic crime. Engaging in strategic partnerships and creating opportunities such as a safety roundtable, and formal and informal work with Victoria Police and other stakeholders is also a focus. Mayor Georgina Papafotiou said the strategy relects a longer-term vision for Brimbank as a safe, healthy and connected community. “In this drat strategy, we’ve focused on social inclusion, cohesion and harmony, and how this plays a major role in community safety and crime prevention,” she said. “It’s our priority to build a welcoming and diverse community where people feel safe, included and able to contribute and participate in everyday life. “We want the safety strategy to relect the views and expectations of our community, so I strongly encourage you to provide feedback via our ‘have your say’ online survey,” Cr Papafotiou said. Leading from the west Tate Papworth A prominent western suburbs doctor continues to lead the way in the ield of Neurology. Professor Tissa Wijeratne was recently the irst Australian recipient of two major awards. Professor Wijeratne became the inaugural recipient of the Ted Munsat award for global education in neurology, presented by the American Academy of Neurology. He was recognised for his work as chair of the Migraine Foundation and as chair of Western Health’s Department of Neurology and Stroke Services. His advocacy also earned him the American Academy of Neurology patient advocate of the year award. While blown away by the recognition, Professor Wijeratne said it was a humbling experience. “hese awards will hopefully continue to extract the best out of me,” he said. “I’m a irm believer that humans have a unique ability when in dire situations, to come up with real gold response. “he current COVID-19 crisis isn’t one I see as doom and gloom, but an opportunity for humans to rise above what is expected of us.” While the virus isn’t a neurological one, Professor Wijeratne said it’s rapidly changing the whole health landscape. “Whatever society and hospitals need, we need to work together as a broad group and that includes giving away beds and resources allocated for neurology.” Changes have already been implemented into how his department conducts daily business. “Data shows us who can save lives and it isn’t us – it’s the public. If we get them to stay at home, if 90 per cent stay home, we can really minimise the harm.”

Council backs online meetings Brimbank council has thrown its support behind a push to have the requirements for council meetings changed so they can take place online. Last month the Municipal Association of Victoria (MAV) called on the Victorian government to urgently make the changes to legistlation. MAV president Coral Ross said in-person meetings are neither practical nor safe in the current climate. “Inlexible council meeting requirements under state legislation is a signiicant concern for local governments across the country as many council chambers do not allow for appropriate social distancing. his is an unprecedented situation which requires collaboration and innovative thinking,” Cr Ross said. “With streaming and virtual meetings now widely available, we call on the Minister for Local Government Adem Somyurek and the state government to make this common sense decision and enable one of these options to be implemented as as alternative to meeting face to face.” Brimbank chief executive Helen Morrissey said Brimbank supported the move. “Requiring councillors to meet face-to-face goes against current advice to adopt social distancing measures to slow the spread of coronavirus,” Ms Morrissey said.
