Special delivery Eynesbury residents got a very special delivery recently to help them through the coronavirus lockdown. With panic buying of toilet paper last month making supplies hard to come by, property developer Resimax Group ordered thousands of rolls and delivered them for free to locals’ doorsteps. Resimax founder Ozzie Kheir said they wanted to help in any way they could. “We wanted a way to help people through this, brighten their day and have a bit of cheeky fun with it,” Mr Kheir said. “A friend of mine works for a toilet paper company, so we were able to order it in bulk, and I got four pallet loads to distribute to the residents. “We just loaded them up in golf carts and delivered them to every home. “It’s amazing how much a pack of toilet paper can go to putting a smile on someone’s face. We had residents who’d missed out in the panic buying and were down to their last roll, so it was great to be there for them.” A total of 6000 rolls were delivered, and Mr Kheir said the company had more plans to help those in need in the community. Virus support on the way By Ewen McRae Melton and Moorabool councils have announced a rat of stimulus measures to help residents through the ongoing COVID-19 pandemic. With social distancing measures placing a high strain on local businesses and residents, a wide range of measures have been implemented. Melton council has put discussions for their drat 2020/21 budget on hold for now, and mayor Lara Carli unveiled a series of support measures for various parts of the community. “As part of our upcoming drat budget deliberations, we will speciically look into relief
packages for our residents and businesses who have been impacted inancially,” Cr Carli said. “We’ve also dropped all fees and charges for sporting clubs and associations, refunded all community venue hire bookings during this time, and are reviewing how we can assist sporting clubs and associations that are experiencing inancial hardship. “Council is about to launch an Open for Business campaign to promote businesses that are still trading during this crisis. “We’re also ofering free membership to our Venture Melton Network where business can access free workshops and mentoring with vital advice and support.
“In addition, we’re going to waive renewal fees on a range of permits and defer rates for businesses experiencing hardship.” Other support measures for residents and businesses, including libraries and pet owners can be found at melton.vic.gov.au Moorabool council chief executive Derek Madden said they had adopted a targeted approach to the pandemic situation. “We are encouraging afected businesses and residents to contact council so we can put appropriate steps in place to support them during this challenging time … council has streamlined its inancial hardship process and has temporarily extended it to all rateable properties in the
Shire,” he said. “his will allow afected properties to either enter into lexible payment arrangements to suit their capacity to pay or place a hold on the payment of their rate accounts during this diicult time. “Council has also placed a temporary hold on the levying of penalty interest to allow time for businesses and residents to make suitable arrangements with council.” Moorabool council also launched a new COVID-19 business information page moorabool.me/COVD19BusinessSupport to help support local businesses, along with the Moorabool Shire Grants Hub www.moorabool. vic.gov.au/grantshub

Health boost to ight virus By Ewen McRae Djerriwarrh Health will beneit from a massive boost in funding designed to combat the ongoing COVID-19 pandemic. he state government last week announced a $1.3 billion boost to the health sector to fund an extra 4000 intensive care beds, as well as provide extra equipment such as masks, gloves and gowns. A spokesperson from DJHS conirmed the local health service would be assisted by the funding boost, and said an end to elective surgeries would also free up more beds.

“Djerriwarrh Health Services will be funded by the state government for the provision of services to our community as part of our response to the COVID-19 pandemic,” the spokesperson said. “We have prepared additional treatment spaces through our theatre complex, which will be available with the ceasing of elective
theatre surgeries, in line with the national and state directives.” he state government said there were 450 fully equipped and stafed ICU beds in the state, however Health Minister Jenny Mikakos said they were preparing for the worst case scenario. “his type of investment has never been made in Victoria before and shows the magnitude of what we are preparing to deal with,” Ms Mikakos said. “We are making the investments we need to support our hospitals and our healthcare workers to save lives and help us get to the other side of this crisis.”
Premier Daniel Andrews said it was important for everyone to continue practicing social distancing measures in order to minimise the strain on the health system. “All Victorians have to play their part in helping to latten the curve – everything we do now gives us vital time to prepare our health system for what is to come,” Mr Andrews said. “We are preparing for the worst – but if Victorians stay at home and protect the health system, we won’t need all of this extra capacity, and we’ll save lives.”

A Melton council decision to declare two dogs, who attacked and killed a cat, as dangerous has been upheld by the Victorian Civil and Administrative Tribunal (VCAT). Council last year declared that the two Stafordshire terriers, which escaped their property and fatally attacked a neighbourhood cat, were dangerous. he council placed stringent restrictions on the dogs’ owners around how the pets could be housed and the dogs were to be on a lead and muzzled when out in the community. he dogs’ owners, housemates Nyomi Bloom and Braidy Kean, took the decision to VCAT earlier this year. he tribunal heard that both animals were unregistered. VCAT member Anna Dea concluded that the council was right to classify the animals as dangerous, a tag that will apply to the dogs for life and travel with them in terms of geography and ownership “I have concluded that there is a real and signiicant risk that either or both dogs would attack again if they were separately or together at large and came across a cat,” Ms Dea said. “Even though the chances of them being able to get out of their home or away from their owners might be reasonably low at present, the risk of attack if those circumstances change must be given greater weight.”

Melton police are appealing for information following a motorcycle crash in Melton on March 30. Police believe a female rider was travelling north on Coburns Road, over the Western Freeway overpass, when she left the road about 3.15pm. The rider, a 44-year-old woman from Melton, was airlifted to hospital with life-threatening injuries. Investigators believe there may have been another motorcycle involved in the collision are appealing for anyone with CCTV or dash cam footage to come forward. It is believed the second motorcycle failed to stop and continued northbound. Challenges of distancing By Tate Papworth Prolonged periods of isolation may curb the spread of COVID-19, but it could also cause numerous mental health issues, according to an experienced psychologist. Sam Weily, a psychologist with TeleHAP, says there’s many layers to the current crisis, which could lead to numerous mental health issues. “It’s a real concern. he main thing being at this stage there’s so much uncertainty about how long it will continue for, so it’s hard to make short-term adjustment,” Mr Weily said. “here’s also so many layers to this – people start worrying about their health, their job, whether their home is secure … it’s all downward pressure which creates a ‘what if’ mentality which is a major component of anxiety.” He said when coupled with prolonged isolation, the problems can exacerbate. “Isolation makes it harder to contact people socially. If you’re going through something like losing your job, or someone you love gets sick, but you’re unable to contact people in the manner you usually would, it creates a greater feeling of anxiety and a sense hopelessness. “his reduction in coping strategies can lead to depression, eating disorders and instances of domestic violence.” While there’s plenty of grim news around, Mr Weily said there are ways to cope. “One way is to reduce your exposure to anxiety triggers, which could be anything from how much news you’re watching, your

diet and implementing a routine. “Anxiety is a future oriented condition, so it’s important to try reign that in. Instead of thinking too long-term, focus on what you can manage and control. “For example exercise, implementing a routine, gardening, short walk or utilising whatever socials are available … call people for a chat. “It’s also important to be aware of professional services available. “If things get to a stage where they are impacting your day-to-day … a real lack of sleep, no appetite, low frustration, tolerance, it may be worth reaching out for help. “here’s many great support services like Beyond Blue who have set up a virus support line.”
Adam Gadsby was irst drawn to the high octane world of heavy metal music in his childhood, and he’s now been sharing his love on the local airwaves for more than a year. Since he irst heard Iron Maiden’s Number of the Beast album as a kid, heavy music has been in his blood. “I went to a Kiss concert when I was ive, and I don’t remember much but I do remember the power up on stage and there was something about it that just grabbed me,” he said. “From there I started drumming a bit, and listening to the technically brilliant work of those early metal artists. So as a kid it just stood out. “hose old school artists, like Metallica and Iron Maiden, are still probably my favourite,
but I’ve come to love some of the modern ones like Lamb of God and Disturbed as well, and the radio show has helped me discover lots of new artists.” he Darley man broadcasts a regular heavy metal show on community station Apple 98.5FM, and is one of the few shows still broadcasting throughout the coronavirus pandemic. He said the show was a way of bringing people together through their mutual love of metal, with the community even more important at times like this. Sister city offer knocked back By Ewen McRae Melton council will not enter into a friendship city arrangement with the Chinese city of Heze. he council had been investigating a partnership with the city – which sits between Beijing and Shanghai – since June 2019, but decided at last week’s meeting to put its focus elsewhere. Council was approached by Heze in 2017 to establish a friendship city arrangement, ater representatives from the city visited Melton.
he relationship was designed to promote economic development, cultural learnings, and knowledge growth. Councillor Ken Hardy successfully moved a motion at the June 2019 meeting to investigate all options for a friendship city, with Heze just one of the options. “Principally, this is based on economic, friendship, and sister city relationship with a yet to be named city,” Cr Hardy said at the time. “It’s got to be based on meaningful conversations and also economic outcomes
that will beneit Melton. Once we have that we can go forward with the state government, who have business relationships in China, that we can tap into that will match us with the best outcomes. “It’s about using the tools available to us before we make a decision.” Council oicers have since determined that it would be better to look at establishing relationships with other cities upon the completion of a new investment strategy, due to be inalised in September 2020.
“It is recommended that council undertake its investment attraction program based on the recommendations of the Investment Attraction Strategy, currently being developed by Ernst and Young, and utilising proven established networks through the Victorian Government and Victorian Chamber of Commerce where the needs of Melton can be aligned and matched with suitable partners,” the oicers’ report stated. It stated that there could be risks entering into an agreement without a clearly articulated attraction plan.
Home work on the rise With most of the state now working from home, demand for home improvement and DIY tasks has never been higher. Along with ensuring that tradesmen can still continue their roles, Bunnings stores across the west have found more people looking to take on a new task around the home or learn a new skill. Bunnings managing director Mike Schneider said the tasks were not only a good practical measure, but also helped people with their mental wellbeing during times of social isolation. “We’ve seen increased demand for necessary products that customers need to maintain their homes and we are focused on making sure we can make these items available,” Mr Schneider said. “We’re also hearing from customers that these projects provide a useful physical and mental distraction to the challenges of extended periods of time at home.
“We understand the importance that a reliable supply of key products is to both DIY and trade customers to keep their businesses running and support their local communities, particularly with emergency repairs and maintenance.” Bunnings horticulturist Katy Schreuder also said more people had taken to growing their own food. “We’ve seen an increase in popularity of seedlings and we are working with our suppliers to increase supply and replenish our seedling stocks,” Ms Schreuder said. Bunnings has also taken steps to help those who are helping others, giving exclusive access to stores to tradies and health and emergency services workers before 9am on weekdays. Virus ‘time bomb’ ticking By Benjamin Millar A coronavirus “time bomb” is ticking in communities across Melbourne’s west, according to a community leader who is calling for more resources to tackle the looming threat. Dr Berhan Ahmed, chief executive of African Australian Multicultural Employment and Youth Services, said many families with young children, the elderly, people with disabilities and those sufering poor mental health are among those missing out on vital information and most at risk. Dr Ahmed said the sudden loss of work,
confusing messaging around social isolation and diiculty obtaining key food staples has triggered a sharp rise in people seeking help. “here has been a lack of clear information about distancing and self isolation and the coronavirus,” he said. “People are not sure what to do and where to go. You see people walking together and talking and that is my worry – that this is a time bomb.” Dr Ahmed said the situation has been especially diicult for mothers who don’t have a strong command of English. “hey are inding it hard to communicate
because of the social isolation rules. Most of these people are inding it hard also with food, with people having limited income.” Families are also worried about what will happen if schools do not return for term two and education moves online. “Some of the families with children don’t have internet and that has been part of the crisis, that kids will have to access to schooling at home,” Dr Ahmed said. “hey don’t know how they will be able to give their kids access in terms of continuity of studies.” Dr Ahmed said some translated materials have been made available, but many of these
are not reaching the intended communities. He said support hubs have been established in places such as the Somali Star Cafe in Footscray, helping link people with vital information and ensuring those let hungry do not go entirely without. “he goal was to reach out with some restaurants to deliver food and help ensure that these people are protected,” he said. “he question is how you manage all these complexities and help people with the problems we are facing. Resources have to be allocated to help these people in the best way to avoid a crisis in the near future.”
Coles’ big jobs boost A higher demand for supermarket goods has seen a jobs boom across the west. Coles has recruited 23 new staf across its Burnside, Melton South and Bacchus Marsh stores, while a further 25 jobs have also been ofered in stores across the Brimbank region. hey are part of 1700 jobs in Coles stores across Victoria. Coles chief executive Steven Cain said fast tracking employees into high need areas was important as demand continues. “Coles is doing everything we can to support jobs and the economy through this challenging time, while also ensuring we can provide groceries for all Australians,” he said. “We have been overwhelmed with the number of applications received from across diferent industries. “We have seen a lot of demand for roles, and where we have positions available, we are
making sure that we can get people into them as quickly as possible. “Within the last week we have also opened three new pop-up distribution centres in New South Wales, Queensland and Victoria which has created more jobs in our supply chain network. “We are also looking to open additional distribution centres to help us move more stock to stores and will help create even more jobs.” he recruitment boost comes as more businesses close their doors and more locals search for employment to carry them through the COVID-19 pandemic. What Stage 3 restrictions mean for you Last week, the State Government introduced its Stage Three social distancing restrictions. If you’re wondering how it affects you and what you can and can’t do, we’re here to help. The restrictions are in place right now. Under the restrictions, there are only four reasons to leave your home: • food and supplies • medical care • exercise, and • work or education The State Government is restricting gatherings to no more than two people. It’s important to note that this does not mean social visits are okay.
What it means is that essential meetings, such as assisting someone vulnerable, can continue. There are some exceptions including gathering with members of your immediate household, funerals (maximum 10 people) and weddings (maximum 5 people). Please be aware that you could face fines if you leave the house for non-essential reasons – so if in doubt, don’t go out. To adhere to the new restrictions, Council has closed all playgrounds, skate parks and outdoor gyms. Parks and reserves are still open and you can walk through these areas and play in the open space for short
periods, providing you adhere to social distancing requirements. A reminder that all of our community facilities remain closed to the public, and we have cancelled all nonessential activities and programs for the foreseeable future. We will continue to deliver our essential services including aged care, disability services, immunisations, and phone appointments for Maternal and Child Health. *This was the most up-to-date information at the time of going to print. Environment Protection Authority (EPA) Victoria has received the following application to issue a works approval or licence which permits work to be undertaken which will result in a discharge of waste to the environment or an increase or alteration in an existing discharge. 1003878 Landfill Operations Pty Ltd has applied for a works approval to double the capacity of their existing landfill biogas power station facility at the Melbourne Regional Landfill (MRL), located at 714 Christies Rd, Ravenhall, VIC 3023. The proposal is to install a further eight 1.115 MW biogas engines to destroy landfill gas collected from MRL and generate approximately 68,600MWh per year of electrical power.
