Preparing for ‘worst case’ By Tate Papworth Western Health is urgently looking to expand its Intensive Care Units as it prepares for a possible COVID-19 outbreak. Western Health executive director of operations Natasha Toohey said preparations were being made for the worst case scenario. “As we’ve seen around the world, it’s very diicult to predict where outbreaks will occur,” Ms Toohey said. “Western Health has spent the past two months preparing, across all areas of our organisation, for a wide range of scenarios … [we have] plans in place to expand our intensive

care units if required. his involves two main areas of preparation – getting the physical spaces ready and equipped and training additional staf to be ready to work in those areas.” According to Department of Health and Human Services igures there were 19 conirmed cases of coronavirus in Brimbank last week.

Ms Toohey said the organisation was looking to recruit additional health professionals, particularly those who are trained or have worked in intensive care, emergency and acute hospital-based areas. “We are also very keen to hear from staf who may be interested in joining us and have not worked for a period of time. We have really supportive education and development programs that will support people in joining our team,” she said. In February, Western Health’s chief executive Russell Harrison commissioned a dedicated COVID-19 team, including a clinical director and infectious diseases experts, tasked with

developing an organisation-wide readiness plan. Ms Toohey said the team has rapidly grown to include all of the senior leadership group at Western Health. “Our organisation-wide readiness involves all areas of the organisation – every single clinical area, logistics, engineering, education and support services,” she said. Coronavirus cases on the rise By Tate Papworth he number of COVID-19 cases in Brimbank rose to 23 by last hursday, up 11 from the week before. It comes as the state government last week ushered in stage three lockdown measures. Gatherings of more than two people are banned, except for members of your immediate household and for work or education purposes. Premier Daniel Andrews said there are only four valid reasons for people to leave their

homes: for food and supplies, medical care, exercise, and work or education. People who breach the directions will face on-the-spot ines of $1652 for individuals and $9913 for businesses. Skate parks, playgrounds and outdoor gyms have been closed. Some businesses and services have adjusted their services to keep operating. A number of restaurants have switched their oferings to takeaway only, while Uber Eats has introduced an option to have your food let at the door.

Meanwhile vital council services will continue, and in some instances expand. he Brimbank Community Register, currently supporting 700 people, will be opened up to more people. People on the register will receive a regular phone call from council staf to check in on their welfare. hose on the register will also be provided with support and information. Maternal and Child Health services are also continuing, with nurses ofering consultations over the phone. Consultations will be kept to 15

minutes for babies aged up to eight weeks. he council will also increase its meals delivery to the community through the Meals on Wheels program. he additional delivery will target older people, people with a disability and others that have restricted access to the community. According to mayor Georgina Papafotiou, almost 20 per cent of Brimbank residents are aged over 60. his includes 6000 people aged over 80, who are identiied as being among the most vulnerable to COVID-19.

Coles job boost for Brimbank A higher demand for supermarket goods has seen a jobs boom across the west. Coles has recruited 23 new staf across their Burnside, Melton South and Bacchus Marsh stores, while a further 25 jobs have also been ofered in stores across the Brimbank region. hey are part of 1700 jobs in Coles stores across Victoria. Coles chief executive Steven Cain said fast tracking employees into high need areas was important as demand continues. “Coles is doing everything we can to support jobs and the economy through this challenging

time, while also ensuring we can provide groceries for all Australians,” he said. “We have been overwhelmed with the number of applications received from across diferent industries. “We have seen a lot of demand for roles, and where we have positions available, we are making sure that we can get people into them as quickly as possible. “Within the last week we have also opened three new pop-up distribution centres in New South Wales, Queensland and Victoria which has created more jobs in our supply chain network.

“We are also looking to open additional distribution centres to help us move more stock to stores and will help create even more jobs.” he recruitment boost comes as more businesses close their doors and more locals search for employment to carry them through the COVID-19 pandemic. Brimbank council’s library services are adapting to help the community stay connected. he council closed all its libraries last month in response to the COVID-19 outbreak, but the home library service has been expanded with the introduction of a ‘to your door’ delivery service for books and resources for all residents. As part of the service, staf will deliver books, audio resources and DVDs to residents’ homes, while maintaining safe social distancing practices. Storytime and other library programs are being delivered to participants online. Brimbank mayor Georgina Papafotiou said it was vital that services continued. “Libraries change lives – we want to continue ofering our much-loved library programming and services to residents as much as possible during the coronavirus crisis,” she said. “Sometimes there’s no replacing holding a book in your hand or reading a story to your child with others, our members have told us, so we’re ofering this by popular demand.” Other library programs will be delivered online where possible, including resume help, practice your English sessions, ater school activity zone games and crat activities. Brimbank COVID-19 response to limit impact on community and business Council has developed an integrated COVID-19 Response and Recovery Strategy to help combat the spread of the virus and limit impacts on community and businesses. This whole-of-council strategy focuses on responses across themes such as health and wellbeing, community support, economic development and local business, community and engagement. We’re making sure our Response Strategy is integrated with Federal and State economic packages, and it will provide us with the agility and foundations to evolve and grow our response across the whole organisation, depending on how COVID-19 continues to unfold. Council earlier welcomed support packages announced by the Victorian and Federal governments in response

to the COVID-19 crisis, as communities come under increasing pressure. These economic measures will be vital to supporting local businesses, workers and residents during this unprecedented period. They include a $189 billion Federal Government package to keep people in work and businesses in business, a $130 billion Federal Government job keeper package to help businesses retain staf, and a $1.7 billion Victorian Government Economic Survival Package for businesses and afected workers.

These could help to kick-start local economic activity and maintain local connectivity, health and wellbeing during or after the crisis – including the Melbourne Airport Rail (MAR), St Albans Health and Wellbeing Hub and Home of the Matildas proposal at Sydenham Park. Council has also written to Federal and State governments to recommend future stimulus packages. This includes funding for local shovel ready projects and programs to support residents.

Cr Janev was sworn in as a Brimbank Councillor at a Special Council Meeting on Wednesday 1 April.

Challenges of distancing By Tate Papworth Prolonged periods of isolation may curb the spread of COVID-19, but it could also cause numerous mental health issues, according to an experienced psychologist. Sam Weily, a psychologist with TeleHAP, says there’s many layers to the current crisis, which could lead to numerous mental health issues. “It’s a real concern. he main thing being at this stage there’s so much uncertainty about how long it will continue for, so it’s hard to make short-term adjustment,” Mr Weily said. “here’s also so many layers to this – people start worrying about their health, their job, whether their home is secure … it’s all downward pressure which creates a ‘what if’ mentality which is a major component of anxiety.” He said when coupled with prolonged isolation, the problems can exacerbate. “Isolation makes it harder to contact people socially. If you’re going through something like losing your job, or someone you love gets sick, but you’re unable to contact people in the manner you usually would, it creates a greater feeling of anxiety and a sense hopelessness. “his reduction in coping strategies can lead to depression, eating disorders and instances of domestic violence.” While there’s plenty of grim news around, Mr Weily said there are ways to cope. “One way is to reduce your exposure to anxiety triggers, which could be anything from how much news you’re watching, your

diet and implementing a routine. “Anxiety is a future oriented condition, so it’s important to try reign that in. Instead of thinking too long-term, focus on what you can manage and control. “For example exercise, implementing a routine, gardening, short walk or utilising whatever socials are available … call people for a chat. “It’s also important to be aware of professional services available. “If things get to a stage where they are impacting your day-to-day … a real lack of sleep, no appetite, low frustration, tolerance, it may be worth reaching out for help. “here’s many great support services like Beyond Blue who have set up a virus support line.”

Home work on the rise With most of the state now working from home, demand for home improvement and DIY materials has never been higher. Bunnings stores across the west have found more people looking to take on a new task around the home or learn a new skill. Bunnings managing director Mike Schneider said the tasks were not only a good practical measure, but also helped people with their mental wellbeing during times of social isolation. “We’ve seen increased demand for necessary products that customers need to maintain their homes and we are focused on making sure we can make these items available,” Mr Schneider said. “We understand the importance that a

reliable supply of key products is to both DIY and trade customers.” Bunnings horticulturist Katy Schreuder also said more people had taken to growing their own food. “We’ve seen an increase in popularity of seedlings and we are working with our suppliers to increase supply and replenish our seedling stocks,” Ms Schreuder said. Bunnings is giving tradies, health and emergency services workers exclusive access to its stores before 9am on weekdays. Stores are also closing earlier to allow staf to re-stock shelves and conduct thorough cleaning. Ewen McRae

Changing face of business A western suburbs seamstress who turned her hand to making masks ater her business closed, is giving away about 400 each day. Nhi “Annie” Tran said that ater her clothing-alteration shop at 20 Ferguson Street in Williamstown shut due to the coronavirus, she found another way to help the community. “At the moment, because I don’t have work at all, I am just trying to do something for Australia, to help,” she said. “On Monday and today, I’ve run out of more than 400 masks. “Some people come and make a donation of

money as well. Some give me fruit, and even a cake. Someone gave me chocolate as well.” Her masks range from black to colourful prints and red and white polka dots. She said it took about 10 prototypes before she was satisied with a snug-itting pattern. “I’ve got some for the baby as well, but now I have run out of baby ones,” Ms Tran said. “Now, I just make the masks and keep everybody safe irst. “If everybody is safe, it means we are safe.”

Brimbank police are urging the public to phone ahead rather than attend the station when reporting some non-urgent crime and events. Reports can be made via the police assistance line on 131 444.

Council debates relief package By Tate Papworth Brimbank council last night held a special meeting to discuss a response and recovery strategy to the COVID-19 crisis. he strategy is aimed at combating the spread of the virus and limiting the impacts on community and businesses across Brimbank. It includes a number of short-term relief and support measures, as well as a longer term strategy to assist the recovery of the community and local businesses. Priorities include increased health and

wellbeing services for vulnerable residents, options for rates and fee relief for residents and businesses, sport club fee relief, supporting local businesses, and extensions to community grants. Under the strategy, rather than reducing rates, the council is asking residents afected by COVID-19 to make contact and arrange a payment plan tailored speciically to their needs. No interest would be charged on debt until the June 30, 2021. If a ratepayer is unable to enter into a

payment plan, the council could defer the debt accumulated during the pandemic. Rate relief is a signiicant component of the strategy and extends beyond residential homes. As the council’s current hardship policy does not provide for commercial properties or local businesses, a new COVID-19 inancial hardship policy has been developed for consideration. Sporting clubs and community tenants could also beneit, with rent relief/suspension and assistance with utility charges being considered. Stage two will focus on recovery and

rebuilding. he council itself is also bracing for a signiicant hit. Brimbank chief executive Helen Morrissey told Star Weekly that as of hursday last week, all council staf were still working and no stand downs had been needed. But the the report tabled at the council meeting last night says the social and economic impacts of the pandemic will have a detrimental impact on both the 2019/20 and 2020/21 budgets – both operationally and the planned capital works program.

Petbarn is now ofering zero contact Click and Collect across all its stores, which allows customers to order products online and then collect from a local store, without needing to leave their car. Customers will call the store on arrival and a member of staf will then place the order inside the customer’s car. Zero contact home delivery is also available. Petbarn chief executive George Wahby said the new measures were about ensuring pets got the food and care they need, while still complying with government virus conditions. “he health and wellbeing of pets, pet parents as well as the safety of our teams remains our number one priority,” Mr Wahby said. “We want to ensure that pet parents can

access retail stores and pet services including grooming and veterinary services, should they need to, whilst still following oicial government advice and guidance to safeguard our team. “We have introduced a number of measures to ensure customers can purchase essential items for their furry family members in a way that works for them. “Our zero contact click and collect ofering will provide peace of mind to our customers that they can look ater the wellness of their pets whilst still protecting their own wellbeing.” Mr Wahby also said there was no need to bulk buy on products such as food, with the stores well stocked. What Stage 3 restrictions mean for you Last week, the State Government introduced its Stage Three social distancing restrictions. If you’re wondering how it affects you and what you can and can’t do, we’re here to help. The restrictions are in place right now. It’s important to note that this does not mean social visits are okay.

Fresh face on Brimbank council By Tate Papworth Brimbank council has a fresh face. Janev Aziz was sworn into council last week, illing the vacancy in Grasslands Ward created by the shock resignation of former mayor Lucinda Congreve in March. Cr Aziz said it’s been a whirlwind appointment, but she was keen to get down to business. “he news has come as an absolute shock to me. But in these uncertain and testing times, I am ready to step up and serve my community,”

she said. “Over the next few weeks, I will take my time speaking to the community and various organisations to seek their views on what needs to be done, and of course, expectations of me as their new councillor. “I will be looking for ways to support my community especially during the coronavirus pandemic.” Cr Aziz paid tribute to her predecessor. “In my opinion, she has done an outstanding job representing the community to the best of her abilities,” Cr Aziz said. “She gave me valuable insight into some of her activities.

Of course – I will be looking to continue this advocacy for the community.” Cr Aziz said a collaborative approach was needed during this time of crisis and she would be reaching out to council colleagues to connect. “here is plenty that needs to be done but I want to do it together with my fellow councillors, the community, council oicers, governments and everyone I will now be working with. “I am genuinely excited by fulilling one of my dreams and that is representing my community in local government.”

Although the world has changed a lot in recent weeks, children will still be able to enjoy simple pleasures such as waking up to ind colourfully-wrapped chocolate eggs on Sunday, April 12. Many Easter activities planned for the wider community have been cancelled due to the COVID-19 pandemic, including the Cadbury Easter Picnic & Egg Hunt at Werribee Mansion, which was scheduled to take place on Good Friday. he annual event is a fundraiser for the Royal Children’s Hospital Good Friday Appeal. What’s your connection to Brimbank? I live and work in the west. I’ve lived in the area for 10 years. What do you like best about the area? It’s a hard question. I really love the diversity. here’s parks, rivers, gardens … everything. he diversity I see in the people and food is also great. I consider myself lucky that it’s something I get to see in my greater backyard. What could be done better? I think some of our open spaces could be better managed. hey could make it easy to access things. I’d like the area to be more walkable to get out and do things. Some streets are lucky to have a footpath, let alone a decent one and I’d rather walk than bus or drive places a lot of the time. Tell us a little about your role with the Tin Shed. I’m the manager at the Tin Shed. We’re a neighbourhood house and we’ve been here since 1953. We’re independent – of the people, for the people. We do low cost and free activities for the community. Normally it’s open door where people can drop in and have a cofee, but obviously times are diferent. How have you adapted in these times? he government guidelines have us closed, but we’re still working behind scenes. We’re providing material aid by giving out food hampers once a week. We do it with absolute respect to the rules and hamper collection is by appointment only. We’re also encouraging people to connect with their neighbours and providing the latest up-to-date information to our community.

The proposal is to install a further eight 1.115 MW biogas engines to destroy landfill gas collected from MRL and generate approximately 68,600MWh per year of electrical power.
