Council COVID package By Alesha Capone Wyndham council has announced a $5 million stimulus package to help support businesses and retain jobs during the coronavirus pandemic. Under the plan, which was the topic of a special council meeting held on Monday – in the council carpark – businesses directly afected by the COVID-19 social distancing measures will be able to access a grants program to help keep staf in jobs. Details of the fund will be inalised by the end of March, according to a council statement. Earlier this week, all schools, pubs, clubs, casinos, cinemas, gyms and places of worship were closed or shut down as the state battles the COVID-19 pandemic. he state government announced that essential services would continue to operate, including banks, supermarkets, chemists and
service stations. Under the council’s stimulus package, businesses which fall into the commercial, industrial or farming categories will have their rates deferred for six months, until September this year. Wyndham mayor Josh Gilligan said that helping to keep people in jobs would have a low-on efect for households. “his package is designed to complement the initiatives announced by the state and federal governments over the past few days, but with a local lavour,” Cr Gilligan said. “It focuses on the 84,000 workers, local business owners and their families that depend on an active local economy in Wyndham.” For households, Wyndham council’s hardship policy will be extended, allowing payment plans to be considered for all ratepayers. In addition, the council will make no new referrals to debt collection agencies for six months. “We will also be reviewing our fees and charges in council’s environmental and

While the council has recently stopped public access to its venues and facilities, chief executive Kelly Grigsby said that its customer service team would “continue to be available seven days a week on phone and online for the foreseeable future”. “We have also reached out to health agencies
to ofer assistance on the frontline, dealing directly with those impacted by the virus,” Ms Grigsby said. he council also announced on Monday that its kindergarten services closed yesterday (March 24). Crime soars in Wyndham By Alesha Capone An increased number of assaults, sexual assaults, robberies and burglaries reported in Wyndham last year has driven a 15.9 per cent rise in the area’s overall crime rate. he state’s Crime Statistics Agency last week released data from Victoria Police, showing the number of crimes recorded in Wyndham was 16,760 in 2019, compared to 14,494 in 2018. Assaults and related ofences rose to 1481 incidents, up from 1209 in 2018, with 507
assaults classiied as non-family violence and 64 of the assaults committed against police and other emergency service workers. here were 451 sexual assaults reported in Wyndham, up from 360 the previous year, four homicides and 225 robberies, up from 149. Out of the 1334 burglaries and break-and-enters, 135 were residential aggravated burglaries and 924 were residential non-aggravated. Drugs ofences rose to 829 (803 previously); abductions and related ofences to 31 (17
previously); property damage to 1273 (1014 previously); and thets to 6309 (5188 previously). Ofences which fell across the 12 months included stalking, harassment and threatening behaviour; dangerous and negligent acts endangering people; weapons and explosives crimes; and public nuisance ofences. Houses were the top location for crime to occur in Wyndham, with 5838 criminal incidents recorded at residential premises. Streets, lanes and footpaths were the second-highest location for crimes to be

Tahlia said that she sews and irons the rabbits, while her mother Karen Lane helps with the creature’s faces and tummy patches. Ms Lane runs Bluekess Designs, for which she makes dreamcatchers, scrabble art, bunny wands and heart wands. She has shared photos of Tahlia’s rabbit creations on Instagram and in a Facebook group called the For the Love of Australian Handmade, leading to two rabbits being sold. Tahlia has dubbed her burgeoning business Bunnies by Tahlia. “I really like rabbits,” she said. Tahlia said she learned to sew ater her great-grandmother Beryl, who will turn 95 this year, gave her a sewing machine. Tahlia and her maternal grandmother, Carol, also sewed a dress together during the school holidays. Tahlia said she has named some of the rabbits she has made Watermelon, Windmill, Confetti, Love, Blossom and Tulip. Werribee was the top Wyndham suburb for crime (4768 ofences), followed by Hoppers Crossing (3132 ofences), Point Cook (2276 ofences), Tarneit (2015 ofences) and Wyndham Vale (1601 ofences). More than 44 per cent of Wyndham’s crimes from last year resulted in an arrest or summons to court, while 42.5 per cent remain unsolved.
Killer mum resentenced A mother who intentionally drove her car into a Wyndham Vale lake, which resulted in the deaths of three of her children, will be re-sentenced following a successful prosecution appeal to the High Court. Akon Guode drove into the lake on April 8, 2015, killing her four-year-old twins Hangar and Madit and 16-month-old son Bol. Her ive-year-old daughter survived. In 2017, the Supreme Court sentenced Guode to 26.5 years jail with a non-parole period of 20 years, ater she pleaded guilty to one charge of infanticide, two charges of murder and one of attempted murder. he court heard that Guode, a refugee, had sufered severe psychological trauma and symptoms of depression ater experiencing the civil war in South Sudan. At the Supreme Court hearing, Justice Lex Lasry said: “In my opinion your actions were the product of extreme desperation rather than any form of vengeance”. In 2018, the Court of Appeal re-sentenced Guode to 18 years in prison with a non-parole period of 14 years. he court found that the Supreme Court had given insuicient weight to Guode’s mental condition and other mitigating factors, and had imposed a “manifestly excessive” sentence in relation to three of the charges she pleaded guilty to. he state’s Director of Public Prosecutions successfully appealed Guode’s reduced sentence to the High Court last week. In a 3-2 split decision, the High Court judges found the Court of Appeal erred “by taking into account the Crown’s acceptance of the respondent’s plea of guilty … when considering whether the sentences imposed … were manifestly excessive”.

Crash driver charged A driver who allegedly crashed into a power pole near Vaina Street, Werribee shortly after 10.30pm on March 13 is facing charges of reckless exposure of an emergency worker to risk by driving, reckless conduct endangering serious injury, driving in a manner dangerous and drink driving-related offences. The motorist, a 28 year-old Laverton man, was arrested after the crash and returned an evidentiary breath test reading of 0.184. The man’s licence was immediately suspended. He was bailed to appear before the Melbourne Magistrates Court at a later date.

Little kindness goes a long way By Esther Lauaki Acts of kindness and generosity are shining through as the COVID-19 health emergency brings out the best in the Wyndham community. Ofers to do shopping, run errands, share fresh produce in the event of supermarket shortages and check on the elderly during periods of isolation are looding Wyndham Facebook groups. Point Cook’s Taala family is doing its bit for the community by establishing a “free cupboard” illed with essentials outside their home. Father of ive, with one on the way, Sam told Star Weekly he and the kids decided they wanted to give back to the community. “With everything that’s been going on, we thought that we would do something to help,” Mr Taala said. “Because we have a big family, every time we go shopping we always get a little bit extra … things like toilet paper, rice and lour. “I’ve knocked on the neighbour’s doors and told them that if they need anything, the cupboard is available and if they would like to donate, then that’s all good too. “People are donating into it and some are taking what they need from it.” His wife Lilly said there was a valuable lesson in this for her children. “We usually do something for the homeless … in this case, we try and ind something to teach the children from every situation,” Mrs Taala said.

GP specialist clinic call One of the 100 “GP respiratory clinics” promised by the federal government could be established at Altona North. Respiratory clinics are specialist clinics for people who may be infected with coronavirus (COVID-19), and are designed to help keep potentially contagious people away from other areas of hospitals and health centres. Last week, Dr Mukesh Haikerwal said his group would like its practice to become a formal respiratory clinic including testing for COVID-19. “he alternative is to shut up shop, not do any testing, send everybody to hospital, everybody wait for ive hours in the queue at the hospital
and we just see people by video,” he said. “hat’s our alternative. We can’t do what we’re doing anymore because we won’t have enough garb. Virus takes a toll on Wyndham By Alesha Capone he impact of the coronavirus is continuing to ripple through the community, with events cancelled and services impacted across the municipality. Wyndham council announced last week that it would close the Civic Centre in Werribee from March 20, but would continue to deliver essential services, some as normal and some via the phone or online. he council said this would be reviewed on a regular basis. Paciic Werribee issued an update to
customers which said it has “strengthened our already stringent cleaning processes” and rolled out a public hygiene advertising campaign across the shopping centre. Many outlets at the centre have revised their trading hours – for example, JB HI-FI will be opening at 10am instead of 9am to carry out extra cleaning. he centre’s RACV will be closed until further notice and Radio Rentals will be closed on Sundays. he Cadbury Easter Picnic & Egg Hunt at Werribee Mansion, which was to be held on Friday, April 10, has been cancelled.
he annual event raises funds for the Royal Children’s Hospital Good Friday Appeal. Cadbury said ticket-holders would receive a full refund and that it would make a $100,000 donation to the Royal Children’s Hospital. Avalon Airport chief executive Justin Giddings said the coronavirus outbreak was “a turbulent time for the entire industry”. he airport has decided to extend a deal ofering 25 per cent of the price of car parking, which was due to expire at the end of March. he deal will remain in place at the airport’s short and long-term car parking areas until
the end of June, and will include the irst four hours of parking for free. Although Werribee Open Range Zoo will remain open to the public, Zoos Victoria has asked anyone feeling unwell or with lu-like symptoms to refrain from visiting. Visitor numbers at the zoo have been capped at 2000 people, per day. Every person entering the zoo, including babies, must pre-book a ticket online, including zoo members. All animal encounters, shows, camps, keeper talks, education programs and the safari bus have been cancelled.
Time to think local Shopping locally is one way to help Wyndham businesses remain aloat, as measures to curb the spread of the COVID-19 come into force. Samuel Fragapane, a director at All Green Nursery & Garden in Hoppers Crossing, said the business was “trying to trade as normal” with increased hygiene measures to protect staf and customers. Mr Fragapane said that with people self isolating due to the coronavirus, being outside in the garden could provide a boost for exercise and mental health. “he more you can support local business, the better it is for everybody,” he said. his sentiment is shared by one of the owners of the Sanctuary Lakes Hotel, Roger Okayli, who usually has about 70 employees. Mr Okayli said since the coronavirus prevention measures came into force, he has asked some staf to take leave and let others go. he hotel is planning to start ofering
takeaway wood-ired pizzas and possibly pasta “to help keep people employed”. Tonia Tribe, who runs Tonia T Boutique in Watton Street, said business owners needed to “think outside the square” to connect with customers during the coronavirus period. She has started texting VIP customers with images of the boutique’s new stock, and ofering to post them clothes in the mail. “It’s not like there are lots and lots of people on the main street of Werribee, it’s quite calm here,” she said. Asian Business Association of Wyndham president Larry Zhao said he has heard from businesses that are now getting less customers, going online or delaying opening, due to the coronavirus. “We want people to shop local – there are families who run businesses, and people with families who work for local businesses who might lose their jobs,” he said. Werribee GP calls for calm By Esther Lauaki A Werribee doctor is asking patients to be “calm and sensible” as GPs work to clear crowded waiting rooms during the coronavirus pandemic. Dr Saad Albarki, a GP at Friendly Medical Centre on Watton Street and Truganina’s HealthWest Medical and Specialist Centre, said demand to see doctors had spiked over the past week. “he community should know the right way
to ight and handle the virus and residents should remain calm,” Dr Albarki said. “Anxiety and stress will not help and could make things worse. “We are available for all patients and working longer hours to help people in our community. “We are experiencing more patients coming through and it seems that it is due to the current climate of anxiety over coronavirus.” He said that medical staf are following very speciic conditions. “We are particularly focused on keeping
vulnerable people safe including [those] who are over 70 years of age, people presenting with symptoms, pregnant women, people with pre-existing conditions, as well as those who are in self-isolation and those who have returned positive tests for COVID-19,” Dr Albarki said. “We are happy to consult those patients over the phone so that they don’t have to come into the clinic. “Patients who come to the clinic will see posters everywhere with information about
COVID-19 … chairs are also 1.5 metres apart. “hose with symptoms of COVID-19 should call irst and make an appointment. “It is important that if you feel unwell or have COVID-19 symptoms, you should stay home and understand that taking healthy measures will keep you safe.” Symptoms can include fever, cough and shortness of breath. Doctors will refer patients who meet speciic conditions for coronavirus screening to a clinic that has been set up at Sunshine Hospital.
Food relief stretched Wyndham families are struggling to feed their children as food banks feel the strain of the COVID-19 health emergency, according to welfare services. As panic-buying results in nationwide shortages of household staples, including toilet paper, hand sanitiser, pasta and lour, more Wyndham families are looking to welfare services such as Manor Lakes Food Bank. Foodbank manager Lynette Labuschagne told Star Weekly that numbers coming to the foodbank have increased three-fold and its supplies are stretched to the limit. “Our numbers have increased dramatically,” Ms Labushachagne said. “We’ve seen over 60 families, of which 103 of the people in those families were children.” Wyndham council last week closed all of its community centres, including the Manor Lakes Learning and Community Centre, which houses the foodbank. Ms Labushachagne said the service would
operate outside on Tuesdays and Wednesdays. “Everything is up in the air,” she said. “We’re still operating outside under the awning of the centre [but] supplies are limited. She said supplies such as cereal and milk, usually donated by supermarkets, have dried up. “We’ve never experienced this in our lifetime. Urgent call to ix intersection By Alesha Capone Wyndham council is calling on the state government to urgently fund the installation of traic lights at one of the municipality’s “most dangerous intersections”. Mayor Josh Gilligan has ilmed a video, which has been uploaded to social media, in which he urges the state government to commit to funding the signalisation of Boundary and Derrimut roads in Tarneit, where eight crashes were reported last year. commuters used the intersection daily. “If you’re one of these drivers, you’ll understand how unsafe it is to cross this intersection,” he said. “Trucks are making u-turns on the narrow road before the intersection, just to avoid the sharp turns, and drivers become impatient at just how long they have to wait, which oten leads to dangerous driving. “We’re seeing trucks struggling to turn and take out the guardrail as they manoeuvre, and cars creep out too far into the line of traic, creating hazardous situations.”
“Due to a lack of traic lights, drivers are making dangerous choices that risk not only their own lives, but the lives of other motorists.” Cr Gilligan said the council has been on “the front foot” to create a solution, including acquiring land around the intersection for widening and other safety works. He appealed for the state government “to do its fair share and urgently fund the installation of traic lights”. “We’re … not going to rest until this intersection is fully upgraded and the current risk to our community is removed,” Cr Gilligan said.
Last year, the council resurfaced Boundary Road just east of the intersection, and in August, VicRoads reduced the speed limit from 80km/h to 60km/h on Derrimut Road between Dohertys Road and Middle Road. A Department of Transport spokesperson said: “We recently met with Wyndham council to discuss their concerns about the safety and operation of the intersection. “We’re considering options to improve its safety and we will continue to work with both Wyndham and Melton councils and Victoria Police.”

A Hoppers Crossing business is doing its bit to reduce waste by recycling more than 35,000 tyres over the past seven years. Scott Cannard, who runs JAX Tyres Hoppers Crossing, said it was important for the business to recycle as many tyres as possible, in partnership with Tyre Stewardship Australia. “[We have] contributed signiicantly with 35,223 tyre units recycled through the program from Hoppers Crossing and surrounds since achieving accreditation in 2013,” Mr Cannard said. “We have been able to prevent these tyres being illegally dumped or added to local landill, instead having them broken down so they can be used to build roads or playground equipment looring across the country.” SCOTT CANNARD

he Little River Cricket Club is appealing for community help in tracking down a past player named Robert Day. During celebrations for the club’s 150th anniversary last month, a Legends Team – selected from the 843 players who have represented the club during the past 15 decades – was announced. he Legends Team members, and in some cases their family members, were presented with a plaque. However, Little River president Doug Fairchild said the club has been unable to trace Mr Day or any of his relatives. Mr Day made his debut for the club on October 19, 1974. MY WYNDHAM Steve Fletcher has lived in Werribee for more than 50 years. he long-time local tells Esther Lauaki about his connection to the area. What’s your connection to Wyndham? Long time Werribee resident.

How long have you lived in the area? Pretty much a life-long resident. We moved to Werribee St North around 1965 when I was two years old and then moved to Windermere of Ballan Rd. Years later it became Wyndham Vale and we were one of the only houses out there at the time. My father only just moved out of the area less than 12 month ago. What are you passionate about? I’m passionate about this community. You’ve been very involved in the level crossing removal projects in other parts of Melbourne. Tell us briely what you do. Working as an electrician on the jobs, I’ve been working on 33 of the level crossing removals. What are your thoughts on the removal of Wyndham’s three level crossings? As a local, I only recently became aware of the designs for the Werribee Street, Cherry Street and Old Geelong Road level crossing removal when I received a lyer in the mail. I don’t think that these designs will help the traic across Wyndham. If anything they will make traic worse.
What other hats do you wear in the Wyndham community? I’m a member of the Werribee Districts Football Club. I also support the Werribee VFL and my kids play basketball with the Werribee Devils. What’s the quirkiest thing about you? here’s a lot of skeletons in the closet. My cricket mates at Seabrook call me Casper because I disappear when I’ve had a few to drink. I’ll just “exit stage let” without a word.
What do you love about Wyndham? My family. Alison, my wife and our children Jack and Caitlin. We’ve lived here for many years and our children are growing up here now. If you’ve been out here for so long you have so many connections to people here. We love our local sports and the friendships that we’ve made over the years. Werribee is a great place. What would you like to see improved?
he development has taken over the infrastructure. I just don’t want to see it become a sprawling mass of confusion. It’s an old town and the infrastructure doesn’t cope with the explosion of development that’s happened. You’ve got to take time and let [Wyndham] breathe. A bit more foresight … and make decisions that will be better long term. It’s easy for council to approve permits and open up subdivisions but then say they have no say in what happens with the roads.

Werribee’s irst venture into a permanent, full-scale festival gets underway on Saturday with a list of activities which will continue unabated for nine days. Sporting, cultural, social, and fun aspects have been well catered for in an efort to provide every person in the Shire with at least one activity to suit his or her interests.
Some people will do almost anything to get their face in the paper even if they have to resort to juggling a few cartoon characters. But when Weerama takes on a theme like “Crazy Times with Nursery Rhymes” then almost anything can be expected.
Bellbridge Primary School teacher Sharon Day-Askham stuck her neck out at the school’s bazaar last Friday. In an efort to raise money for school facilities, six parents worked together for six months to organise the annual carnival-style event.
Ater years of the city’s charity bins being used as dumping grounds, Wyndham Council has had enough. Councillors have unanimously voted to introduce a tough policy for the maintenance of the sites, including the removal of several existing bins.

Hub is where the heart is Mambourin opens up some terriic opportunities for Werribee’s adults who are living with a disability – and it’s been doing it for more than 40 years. One of those adults is Thomas, who’s been going to Mambourin’s Werribee Community Hub since mid-2018.
acilitator Ashley Ware says that Thomas, who especially enjoys the woodwork program, has really grown in conidence since he started. “I have achieved a lot,” Thomas says, proudly showing a coffee table he recently inished. ‘’I like doing woodwork because it’s fun to get my hands into it. I have friends in the program, too, which makes it even more fun.’’ Ashley says the woodwork group is empowered to do everything - from measuring, sawing, drilling and sanding, through to staining the inished product. Then they get to take it home. “Woodwork gives people an opportunity to learn a range of skills,’’ he says. “Everyone is involved in setting up the equipment at the start of the day, safely using tools and cleaning and maintaining the tools after they have inished with them. “The setting also allows everyone to understand the Occupational Health and Safety rules of a work environment.” Now that the National Disability Insurance Scheme (NDIS) has rolled out across Victoria, people in Wyndham have greater choice regarding the services they access; however, understanding the scheme can be confusing for many people. Werribee Community Hub manager Linda Agius says one of the services Mambourin offers is NDIS support. “We have a dedicated NDIS team to
guide people through the process and help them to understand what funding they’re entitled to and which services can help them reach their goals,’’ Linda says. Linda adds that the best way for people to ind out more about Mambourin is to give them a call. “Have a chat with someone on our friendly team to discuss how we can best support you!’’ What else does Mambourin offer? Life skills support; social and interest groups; community access; and weekend leisure and recreation activities. UPDATE: Mambourin has performed risk management on all internal and external hub activities in line with government recommendations on COVID-19 and have made necessary changes to their programs, intake process and visitor policy. In February, airport management offered some relief to travellers after a tough summer, kicking off a 25 per cent discount on all car parking until March 31. “This has been warmly received,” Mr Giddings continues. “Flying via Avalon Airport already means cheaper parking – in addition to cheaper fares – but we wanted to lower our prices even further, for all Victorians, to remove the added concern of massive parking fees. “We wanted to eradicate that stress so travellers can use their funds towards a good holiday, instead of forking out big bucks for a car spot.” He adds that there are many great beneits that come with lying at Avalon Airport, not just cheaper parking. “It’s also more convenient. All parking – both long and short term – is right outside the terminals, just metres away from check-in. “It’s the seemingly small details that combine to deliver Avalon’s other beneits.” Mr Giddings readily lists these as a toll-free drive to the airport; SkyBus from Werribee; free trolleys and wii; and
multiple device charging points in the departure lounge. Avalon’s international terminal also provides the latest screening equipment and is the irst airport in Australia to have approval to switch to 100 per cent CT Scanner. On top of this, the airport has just announced a partnership with Elenium
Automation. Soon it will roll out self-service check-in kiosks and bag drops in the check-in area. “As well as expediting the check-in process, airline staff will be able to provide assistance standing shoulder to shoulder with passengers rather than behind a desk.” Mr Giddings concludes by afirming that airport management is continually

A bridge is a ceramic structure, illing the gap left by a missing or extracted tooth. A ceramic tooth is bonded between two or more porcelain crowns that serve as a support on either side of the missing tooth. The anchor teeth are shaped to support

New estate debate You’ve outgrown the family home and you need extra bedrooms, bathrooms or living areas. Or, perhaps you’re an empty nester, looking to downsize. The debate for the homeowner is more often between the merits – and costs – of renovating versus knocking down and rebuilding from scratch. But, what about the debate between a knockdown-rebuild (KDR), and buying a brand new, turnkey home in a greenields development? A spokesman for the Housing Industry Association of Australia says the popularity of KDR has been rising since the early 2000s, when land prices began to soar in a market of scarce urban land supply. The greatest beneit of a KDR, he says, is that it allows the owner to stay in the same location, particularly if workplace, schools and your current routines and amenities are important considerations. Over the longer term, a new home in an established suburb should, in principle, have a higher rate of appreciation – something to consider for resale or renting the property out, according to the HIA spokesman. Architect and managing director of Archicentre Peter Georgiev recommends a KDR every time – predictably with the caveat of using an experienced design architect, allowing you to speciically tailor a design to the site, its aspect and your needs. But, a KDR client may be subject to more issues with council approvals, especially if there are design or heritage considerations. In a neighbourhood of mostly single-storey houses, for example, a double-storey house may present issues when it comes to approval.

By contrast, buying new in a residential subdivision is a more seamless process. “A package is easier for you to manage and reduces paperwork [and possibly fees] when it comes to your solicitor and bank,” the HIA spokesman says. “Much of the decision making, which can potentially equate to stress, is also removed
for the buyer.” The other key consideration is infrastructure, with many estates located in emerging areas that don’t have the same infrastructure and amenities as an established suburb. “A potential buyer should think hard about this when buying their new home,
especially if there are children involved,” the HIA cautions. “This can make the difference between enjoying your new home or not.”

Subaru has launched fuel-saving, emission-reducing petrol-electric hybrids to its two biggest selling models – the XV and Forester. One XV Hybrid AWD variant is ofered and two Foresters: Hybrid L AWD and Hybrid S AWD. Subaru XV Hybrid ofers more than 14 per cent improvement in fuel eiciency over equivalent petrol variants in the urban cycle and more than seven per cent improvement in the combined cycle. Forester ofers improvement of more than 19 per cent in the urban cycle and more than nine per cent in the combined cycle. hese numbers are compared to 2.5-litre petrol variants. Both hybrid models feature what Subaru terms e-Boxer power. A 2.0 litre horizontally opposed Boxer engine linked via Motor Assist to a high voltage lithium ion battery. he four cylinder 2.0 litre engine produces 110 kilowatts of power at 6000 rpm and 196 Nm of torque at 4000 rpm. he electric motor produces 12.3 kW of power and 66 Nm of torque, and is self-charging, via kinetic energy captured by regenerative braking and coasting. he e-Boxer logic adjusts the power split between petrol and electric to match driving conditions. It automatically changes between three modes: Motor Assist EV driving; Motor Assist electric (EV) + petrol engine driving and Petrol engine driving. From standstill or at low speed, the vehicle is powered by the electric motor only, for quiet, zero-emission driving. Depending upon driving environment, vehicle and battery condition, it can operate in fully electric mode up to 40 km/h.
