A huge congratulations to Grulla Middle School incredible Mighty Crane Cheerleader Team and their amazing coaches! They did an exceptional job, not only winning 1st place but also taking home the coveted Grand Champion title. This powerhouse team brought back two rings—one for 1st place and one for Grand Champion. Their hard work, dedication, and spirit truly paid off in the best way possible. Officers from the Roma PD Emergency Services Unit (ESU) attended a hands-on medical training at the Wyatt Ranches Tasajillo Division, led by doctors from UT Health Houston. Roma PD tri-certified English 1 students in Mrs. Monica Garza’s class at Roma High School successfully completed READ 180 ESU officers (Police, EMT, Fire) refreshed their skills and learned APP Code Lessons 1-25. Their hard work and dedication have paid off. Roma High School are extremely new techniques for emergencies ranging from childbirth to opioid proud of these young men for such a great accomplishment! Their diligence, commitment, and dedication overdoses. Big thanks to Wyatt Ranches for supporting Roma PD to this class and program prepares them for their future academic success. Awesome job students!

A consistent “A” Honor Roll student, Arianna is a twotime UIL Editorial Writing State Champion, a UIL State Bronze Medalist, and earned 6th place in the State for Headline Writing. Her achievements earned her titles such as KRGV’s Student of the Week, Student Assistant Manager of the Year, and U.S. Border Patrol Student Youth of the Year.

Arianna served as Class President and VP, Student Council Historian, VP, and President, and was Yearbook Chief of Staff, Editor, and Photographer. She was an active member of FCCLA, National Honor Society,

NSHSS, and UIL, competing in journalism, literary criticism, calculator applications, and spelling & vocabulary.

REQUEST FOR QUALIFICATIONS FOR BOND COUNSEL AND FINANCIAL ADVISOR SERVICES The City of Rio Grande City (the “City) is requesting the submission of qualification statements, which will lead to the possible award of contracts to provide services for Bond Counsel and Financial Advisor services for utility system improvements.

Scope of Work: 1.)

Services to be provided by Bond Counsel:

Assist in obtaining loan and/or grant funding and to provide legal opinion with respect to validity of any dept obligations issued by the City for capital financing; preparation of resolution authorizing and securing the debt and/or authorizing any grant or principal forgiveness agreements, as necessary.

2.)

Services to be provided by Financial Advisor:

Strategic financial planning; analysis of market conditions; recommended investments of bond and grant proceeds; provide recommendations to the City for financing through programs established by the TWDB, including loan, gran, and principal forgiveness funding.

Guidelines for Content of Qualification Statements: DO NOT INCLUDE COST INFORMATION with the qualifications statement.

Responses that include the cost or pricing information will be rejected and will not be considered by the City.

Detailed instructions on preparation of the qualification statements must be obtained from the City. For more information in preparing and submitting the qualification statements, please contact the Finance Director Leonel Cantu at (956) 487 - 0672 or at lcantu@cityofrgc.com. This information should be requested as soon as possible to allow time to prepare the document and comply with the procedures.

Submittal Deadline: Six (6) copies of the qualification statements must be received by the City of Rio Grande City no later than 3:00 PM on June 27, 2025. Minimum Qualifications and Selection Criteria: The City will evaluate the proposals to determine which firm has the best qualifications.

Contract Terms and Negotiation Schedule: Consultants for Bond Counsel and Financial Advisor are expected to negotiate an agreement for services which is acceptable to the City. If an acceptable contract cannot be negotiated, the City may formally end negotiations and begin negotiating with the highest qualified person or firm.

Contracts are contingent upon release of funds from the TWDB. Any contract awarded under the Requests for Qualifications (RFQs) are expected to be funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to the RFQs, or any resulting contracts. These RFQs are issued in accordance with Section 2254 of the Texas Government Code (Professional Services Act) and Title 10 Code of Federal Regulations, Part 2 (Uniform Administrative Requirements for Grants and Cooperative Agreements of State and Local Governments).

This contract is subject to the Environmental Protection Agency’s (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPAapproved fair share goals toward procurement of Minority and Women-Owned Business Enterprise (M/WBE) firms. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontract, and procurements to M/WBEs through demonstration of the six affirmative steps.

Governor Abbott Announces Federal Disaster Declaration For South Texas Flooding On May 23, 2025, Governor Greg Abbott announced that four South Texas counties have been approved for federal disaster assistance as part of a Major Disaster Declaration approved

by President Donald J. Trump, following impacts to Rio Grande Valley communities from severe storms and flooding in March.

“President Trump approved four South Texas counties for disaster assistance that will provide critical financial aid to communities impacted by severe weather in March,” said Governor Abbott. “This approval is a major step forward to ensure that Texans have what they need to rebuild and recover. I thank President Trump for approving this request as well as the state and local officials and emergency response personnel who continue to work tirelessly to

help their fellow Texans.”

Qualifying Texans in the following counties are eligible for the Federal Emergency Management Agency (FEMA) Individual Assistance program: Cameron, Hidalgo, Starr, and Willacy. Texans can apply for FEMA disaster assistance online at disasterassistance.gov or by calling 800-621-3362.

FEMA’s Individual Assistance program funding assists with expenses such as temporary housing, emergency home repairs, uninsured and underinsured personal property losses, disaster legal services, disaster unemployment assistance, and medical, dental, and funeral expenses caused by the disaster.

A request from Texas to the federal government to approve access to FEMA’s

Public Assistance program, authorize additional FEMA Hazard Mitigation Grant Program resources statewide, and authorize the U.S. Small Business Administration Disaster Loan Program for physical and economic loss for designated counties remains pending.

Governor Abbott continues to help support local communities impacted by recent flooding, including: •Requesting a Presidential Disaster Declaration •Requesting local, state, and federal partners conduct joint preliminary damage assessments in affected areas •Issuing a state disaster declaration •Activating state emergency response resources ahead of storm impacts

Rio Grande City EDC launches second round of Small Business Boost Grant The Rio Grande City Economic Development Corporation (EDC) announces the second round of the Small Business Boost Grant Program, offering a one-time $2,500 grant to 10 eligible small businesses within Rio Grande City. Applications open June 3, 2025, and remain open until all grant spots are filled.

Following the success of the first round, which awarded grants to 10 Rio Grande City small businesses, the EDC is continuing its mission to empower entrepreneurs and strengthen the local economy.

“The Small Business Boost

Grant is one of the many ways we’re working to uplift our local entrepreneurs,” said Dalinda Guillen, Rio Grande City EDC Board of Directors President.

“This program helps ensure that our smallest businesses have the tools and support they need to grow and thrive.”

One of the first-round recipients, Roberto Garcia, owner of Angry Burgers, shared the impact the grant had on his business: “The grant helped me upgrade my business’s signage. It gave me the push to reach more customers. I’m so thankful the

Rio Grande City EDC invests in small businesses like mine.”

The $2,500 grant is intended to assist small businesses with annual revenues under $100,000 in covering essential expenses, including equipment purchases, marketing initiatives, and business expansion. Applicants must be located within the city limits of Rio Grande City, have a valid certificate of occupancy, and be in good standing with all required permits, utilities, sales, and taxes.

Red Cross preparing for upcoming hurricane season; urges everyone to get ready too Being prepared the best defense when an emergency occurs Even before the first hurricane threatens, the American Red Cross, Texas Gulf Coast Region, is working behind the scenes to make sure people don’t have to face the worst alone.

“At the Red Cross we never stop preparing for disasters because we know they can happen anytime, anywhere,” said Shawn Schulze, Regional CEO for the American Red Cross Texas Gulf Coast Region. “It’s critical that people make their preparations too. Large disasters are occurring almost continuously, and it only takes one to change someone’s life forever.”

To prepare for hurricanes, the Red Cross focuses on coordinating response plans and readying both volunteers and supplies. For example, the Red Cross coordinates closely with government officials and community partners to make sure people will have access to safe shelter, food and water, and critical relief supplies when needed. We’re also actively recruiting and training volunteers that will be ready to step up and help their neighbors. And finally, we’re checking that our local response vehicles and warehouses are stocked and

ready to go if needed.

TAKE THESE STEPS TO GET READY Plan to evacuate and to shelter safely at home. The evacuation plan should include knowing where to go, how to

Abrazo de la Amistad Ceremony Celebrates Cross-Border Friendship and Commerce On Sunday, June 8, 2025, at 9 a.m., the annual Abrazo de la Amistad (Embrace of Friendship) ceremony took place at the center of the Starr Camargo Bridge Co. International Bridge. It brought together leaders, dignitaries, and special guests from the United States and Mexico. The event was held in honor of Camargo’s Día del Comercio y Turismo (Commerce and Tourism Day), a celebration of cross-border collaboration and economic partnership.

The ceremony symbolizes the strong bonds of friendship and mutual respect between Rio Grande City, Texas, and Ciudad Camargo, Tamaulipas. Local officials from both communities gathered on the bridge to exchange warm

embraces, a tradition that highlights unity and shared purpose across international lines.

This annual gathering also serves to commemorate the historic signing
