Since this effort was not a school sanctioned event, the parents and supporters of the mariachi had to raise the funds to help make this trip possible. “I personally feel that Carnegie Hall is a renowned event center where all types of first class world events take place. I simply thought it was a great opportunity to showcase our mariachi who through their music has well represented our school district, Starr County, and the great city of Rio Grande City” said Pat Hernandez.

The Rio Grande City EDC welcomed new community leaders to its board of directors at its monthly Board of Directors meeting on June 20, 2024. At the meeting, the Board elected Dalinda Guillen as President, Lynda Davila as VicePresident, Fred Lopez as Secretary, and Mario Mendez as Treasurer.

“We want the EDC to continue to prosper and these new board members, from various fields such as banking, engineering, finance,

and many different walks of life will represent the community and the needs of the city,” said Mayor Gilberto Falcón.

Ediel Barrera, Lynda Davila, Jose Guadalupe Garza, Dalinda Guillen, Fred Lopez, Mario Mendez, and David Reyna were nominated and approved by the city commission in June 2024.

On Tuesday, July 2, 2024, Congressman Henry Cuellar, Ph.D. (TX-28) announced $749,356 in federal grant funding to develop a rural residency training program in Starr County.

The Rural Residency Planning and Development Grant, administered by the Health Resources and Services Administration (HRSA) of the U.S. Department of Health and Human Services (HHS), will provide funding to DHR Health over a 3-year period. Through this award, DHR Health will develop and establish a family medicine – obstetrics rural residency training program with Starr County Memorial Hospital (SCMH) to train residents in rural Starr County. Residents will spend a majority of their time at SCMH and local physician’s offices, then the remainder of their training time at DHR Health in Edinburg, Texas. The program will train two residents per year for a total complement of six residents.

organizations from across the nation to be awarded a Rural Residency Planning and Development Grant.

Physicians: Carbon Monoxide Exposure Can be Deadly, Cause Permanent Organ Damage As people without electricity turn to alternate energy resources, physicians are reminding Texans about the dangers of carbon monoxide exposure. The deadly gas is produced by many household items like portable generators, camp stoves and grills, often used when people lose power.

“Once carbon monoxide gets into the bloodstream it is better at getting into our tissues, our cells and bodies than oxygen,” said Hilary Fairbrother, MD, a Houston-area emergency medicine physician who treated patients experiencing carbon monoxide poisoning recently.

“If there was a race, carbon monoxide would win every single time.” Dr. Fairbrother also chairs the Texas Medical Association (TMA) Committee on Emergency Medical Services and Trauma.

The human body cannot process carbon monoxide, and it can cause severe tissue damage – or death.

TMA physicians adopted a

resolution to warn people about the dangers of carbon monoxide poisoning, during the association’s annual conference in May. “Carbon monoxide is an odorless, colorless gas. Once it is trapped in a building, it can reach dangerous levels very quickly,” Dr. Fairbrother said. “When people are exposed to carbon monoxide it suffocates from the inside, on a cellular level.

“Carbon monoxide exposure can also cause severe organ damage. The heart, lungs, brain and even the eyes can be permanently affected,” added Dr. Fairbrother.

The Texas Department of State Health Services recommends recommends generators be placed outdoors and at least 20 feet away from buildings. DSHS also says generators should never be operated in garages, even with the doors open, and provides other guidance about safe generator use.

Dr. Fairbrother says people fall ill and die every year because

of carbon monoxide exposure.

Nineteen people died from carbon monoxide poisoning during the Texas snowstorm power outage in 2021 due to inappropriate use of generators, grills, heaters, vehicles running in enclosed spaces, and ice obstructing vents in gaspowered heating equipment.

Improperly vented fires also cause carbon monoxide buildup.

The most common symptom people experience is a headache, Dr. Fairbrother said, and they also might act “out of it,” or experience tingling or numbness.

They also could experience weakness, dizziness, nausea or vomiting, chest pain, shortness of breath, fall unconscious, or have a seizure.

“These are all really dangerous signs the brain and the body are being suffocated.”

She said anyone experiencing carbon monoxide exposure symptoms should get into fresh air and seek immediate medical attention.

Secretary Nelson Reminds Counties of Duty to Update Voter Registration Rolls Registrars should act now to preserve voter roll integrity ahead of the November election.

Texas Secretary of State Jane Nelson issued two official advisories reminding county registrars of their duty to maintain accurate voter rolls and giving direction for removing ineligible individuals including non-citizens, felons and deceased voters.

“Clean voter rolls are the first line of defense to preserve secure elections,” said Secretary Nelson.

“We must ensure our voter lists are up to date, and now is the time to prepare.”

Although the Secretary of State updates the statewide voter registration database daily, federal law prohibits large-scale updates 90 days ahead of any federal election. Following the May 28 Primary Runoff, Texas has until August 7 to perform sweeping list maintenance activities. The Secretary of State is aggressively working to ensure only eligible voters are on the rolls and continues to provide a multitude of data sets to counties in order to ensure accurate voter lists.

The Secretary of State’s office provides records of potential non-citizens to counties, and voter registrars are required to investigate and remove any ineligible voter. Under a bill passed in 2021, the Secretary of State may, and will, withhold election funds from a county voter registrar for failure to approve, change, or cancel a voter’s registration in a timely manner.

In addition to acting on records provided by the Secretary of State, registrars also have the

right to initiate their own investigations—and Texans have the right to challenge the eligibility of any registered voter in their county.

“We are working closely with registrars to remove any ineligible voters from Texas voter rolls,” Secretary Nelson said.

“These advisories clearly lay out that obligation and process.”
