The 2025 Starr County Fair Queen and her court were crowned at the annual Youth Fair Pageant held Saturday evening at the RGCGISD Fort Ringgold Auditorium. Andrea Carolina Munoz is the 2025 Starr County Fair Queen and was also named Miss Congeniality and Miss Photogenic. A junior at Rio Grande City High School, Andrea is the daughter of Rene and Barbara Muñoz. First runner-up is Ava Christine Brown, daughter of Albert Brown, Jr. and Tracy Torres. A Message from the Starr County Republican Chair Donald J. Trump was sworn in as the 47th President of the United States on January 20, 2025. Since his election, I have spoken to media outlets from around the world.

They always ask me why Donald Trump won Starr County. My answer is always the same – Donald Trump. When he ran for president the first time, he told voters what he wanted to accomplish during his presidency. He is one of the few politicians I have ever seen who actually tried to do what he promised to do. He was not able to accomplish everything, but he certainly tried. During the Biden administration, things were difficult for citizens of Starr County. I still get sticker shock every time I check out at the grocery store, and the animosity of the Biden Administration towards the oil and gas industry meant that many of our residents no longer had the opportunity for good paying jobs to help provide for their families.

Donald Trump is the president of the working man and woman in our country. These same men and women showed up across the country and in Starr County to vote for Donald Trump. On behalf of the Starr County Republican Party, I want to thank each and every one of you! I also want to extend my thanks to every person who participated in a Trump Train, held an event for Republican candidates, put out signs supporting Trump and our other Republican candidates, knocked on doors and made phone calls to get voters registered and out to vote, and to those who worked as election workers and poll watchers for the Republican Party and our candidates during the election. My thanks also go out to the many organizations that have assisted the Starr County Republican Party and our candidates with resources over the years.

Besides Donald Trump’s win in Starr County, there were other victories and encouraging signs in the election in Starr County. In particular, Republicans Ted Cruz and Ryan Guillen won Starr County. Additionally, the Republican candidates for statewide judicial races on the average received over ten percentage points higher vote totals in Starr County during the 2024 general election than they did during the 2020 general election. Republican Lee Finley actually won his race for Judge, Texas Court of Criminal Appeals, Place 8 in the 2024 Starr County General Election.

Despite the many positive stories to come out of the election, we were very disappointed that none of our candidates running for local office were able to pull out a victory. We are forever grateful to those who ran on the Republican ticket for giving voters a choice. Please know that the Starr County Republican Party will continue to educate the voters of our county regarding their rights and to work towards elections that are free from corruption and are run according to the laws of the State of Texas.

Vehicle Safety Inspection Program Changes Now in Effect **Como recordatorio, a partir del 1 de enero de 2025, los vehículos no comerciales ya no necesitan una inspección de seguridad del vehículo antes de la matriculación. Todos los vehículos no comerciales del estado todavía están sujetos a una tarifa de reemplazo del programa de inspección de $7.50 según la HB 3297. La tarifa de reemplazo del programa de inspección se pagará cuando registre su vehículo en el Departamento de Vehículos Motorizados de Texas.** The Texas Department of Public Safety (DPS) reminds Texans that changes to the

state’s Vehicle Safety Inspection Program are now in effect. These changes—which took effect on Jan. 1, 2025, and eliminate many vehicle safety inspections— are due to House Bill 3297.

The bill was passed by the 88th Legislature and signed into law

by Governor Greg Abbott in 2023, abolishing the Vehicle Safety Inspection Program for non-commercial vehicles.

As a reminder, as of Jan. 1, 2025, non-commercial vehicles no longer need a vehicle safety inspection prior to registration.

All non-commercial vehicles in the state are still subject to

a $7.50 inspection program replacement fee per HB 3297. The inspection program replacement fee will be paid when you register your vehicle with the Texas Department of Motor Vehicles.

New vehicles (those of the current or preceding model year on the date of purchase) purchased in Texas that have not been previously registered in Texas or another state are required to pay an initial inspection program replacement fee of $16.75 to cover two years.

Please note the inspection program replacement fee is not

an increase in the cost of your vehicle registration. As its name suggests, this fee simply replaces the revenue source for state programs and operations—like the construction and expansion of state highways—once supported by vehicle safety inspections.

Vehicles Registered in Emissions Counties It is important to note that emissions tests are different than vehicle safety inspections. While comprehensive vehicle safety inspections are eliminated for all non-commercial vehicles, Texans whose vehicles are registered in emissions counties are still required to have emissions tests.

The price of vehicle emissions tests varies by vehicle and county. Vehicles exempt from emissions inspections, including electric-only vehicles, continue

to be exempt.

Emissions tests are required in major metropolitan areas, including Brazoria, Fort Bend, Galveston, Harris and Montgomery counties; Collin, Dallas, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall and Tarrant counties; Travis and Williamson counties; and El Paso County. Bexar County will be added to the list of counties requiring emissions tests in 2026.

Commercial Vehicles All commercial vehicles in all counties are still required to obtain a passing vehicle safety inspection. Because they still need to pay for a safety inspection, commercial vehicles are exempt from the inspection program replacement fee.

Remember, all vehicles still need to be registered; the

registration process continues to be managed by the Texas Department of Motor Vehicles.

Even though vehicle safety inspections have been eliminated for most vehicles, the department reminds Texans to regularly service their vehicles to keep themselves and other motorists safe on the road. Regular maintenance ensures the proper operation of your vehicle’s headlights, taillights, horn, mirrors, windshield wipers, tires and other critical functions.

Driving a vehicle without many of these properly working safety features is against the law and puts everyone at risk.

Last month, DPS launched a public safety announcement (PSA) video reviewing changes to vehicle inspections. That PSA is available in English and in Spanish.

Congressman Cuellar Announces Social Security Fairness Act Signed into Law On Monday, January 6, 2025, U.S. Congressman Henry Cuellar (TX-28) announced that the Social Security Fairness Act has been signed into law, legislation that he supported as a co-sponsor, helped pass, and supported as a co-signer of a discharge petition to force a floor vote.

This bill removes provisions that reduce Social Security benefits for teachers, law enforcement officers, firefighters, postal workers, and other critical public servants.

“The time is now to help our teachers, law enforcement, postal workers, and other public servants,” said Dr. Cuellar. “I am pleased to have supported

public servants in my district by co-sponsoring and passing legislation that ensures they get the benefits they’ve rightfully earned, which has now been signed into law by the President.

Over the years, I’ve worked across the aisle to restore full social security benefits for our workers and to get this bill across the finish line. I am thankful for the support from my colleagues in helping push this legislation through Congress. I want to thank Congressman Graves and Congresswoman Spanberger for their leadership in pushing this legislation forward.”

The Social Security Fairness Act repeals provisions that

reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government.

Specifically, the bill eliminates the government pension offset, which in various instances reduces Social Security benefits for spouses, widows, and widowers who also receive government pensions of their own.

The bill also eliminates the windfall elimination provision, which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes.
