To the Residents of Starr, Jim Hogg and Duval Counties When I started my campaign seeking the office of district judge for the 229th District Court in 2018, I campaigned on my experience as a lawyer. I pledged that I would work hard for the residents of our district and that I would give you my best as your district judge.

As I complete my first term, I believe that my staff and I have done the court’s work to the best of our ability. We faced some serious challenges, including the COVID epidemic, but we continued hearing and disposing of cases in our court to insure that justice prevailed through my entire term.

Although I did not have an opponent to my second term, I do not take lightly your continued trust in my service as your district Judge. My staff and I will continue to treat every person that comes before our court with respect and professionalism.

In 1929, Jacinto Garza donated his 1.2 acre to the Oblate Fathers

On December 3, 2022, the Saint Paul the Apostle Catholic Church in La Puerta held a ceremony to honor Jacinto Garza, the donor of the property where the church is located. The church’s priest, Father Alejandro Garcia and Bishop Daniel Flores from the Dioceses in Brownsville attended the ceremony and delivered a message to the audience present for the ceremony which included some of Jacinto’s grandchildren. Bishop Flores unveiled the plaque to honor Jacinto. The plaque was placed on the north side of the church and it includes the story on how and why Jacinto made the donation to the Society of the Oblate Fathers of Texas. The plaque reads as follow:

In 1927 Jacinto Garza’s wife, Francisca Gongora Garza, had been sick. He had taken her to different doctors but they were unable to make her better. During this time, a Catholic Priest Gustav Golbach was the priest in town. Apparently, Father Gustav had medical training and during this time, he would see and give medical treatment to persons who could not afford to pay. Since Francisca continued sick, Jacinto took Francisca to Father Gustav for medical treatment. Father “Gustavo”, as he was known, treated and cured Francisca from her illness.

Jacinto, a poor and humble man, did not have money to pay for the benefit his wife had received. To show his gratitude, Jacinto offered Father Gustavo a 1.2 acre of land for the priest’s good deed. The priest responded by saying, “I can not take your acre, because what I did for your wife is part of the work I do for God, but I’m willing to accept your offer on behalf of the church. Maybe someday we can build a church on this land.”

In 1929, Jacinto donated his 1.2 acre to the Oblate Fathers.

Thanks to Jacinto’s gift, a church has been built on this land.

Jacinto’s generosity has touched many lives through the baptisms, weddings, quincianeras, funerals, masses, and meetings that have taken place at this location. Although Jacinto has been with our Lord for many years, his spirit is still with us today.

Jacinto’s contribution to his children, the church, and this community in 1929 is an example of the difference we can make in the lives of others when we have generosity in our hearts. We feel proud and blessed to be his children.

Roma ISD put on a wonderful Christmas celebration for our Star students!

Thank you to the participating Roma High School students for making the event a wonderful set of memories for the students, their families, and their teachers. The Roma High School Conjunto Los Cardenales put on a terrific concert, while the Roma High School Student Council provided snow, characters, and balloon treats for the event. The Roma High School Cheerleaders turned up the holiday volume with a performance, greeted the students, and danced with them during the festivities. It was truly beautiful to see the joy from all participating students.

The event included remarks from the First Lady and Texas Department of Family and Protective Services (DFPS) Commissioner Stephanie Muth, prayer, and a panel discussion with faith leaders.

“As an integral part of GRACE’s efforts, the Week of Prayer to End Human Trafficking brings hope and healing to survivors as we work to stop this horrific crime,” said First Lady Abbott. “This week, and every week, I invite Texans of all faiths to join us in

prayer and action to eradicate human trafficking.”

Daily Prayer Intentions for the Week of Prayer include: Monday, January 9 - Pray for all those currently being exploited to find safety and healing.

Tuesday, January 10 - Pray for all those who are vulnerable to receive the help, love, and support necessary to meet their needs and not fall victim to human trafficking.

Wednesday, January 11 - Pray for an end to demand and societal factors that normalize exploitation.

Governor Abbott, HHSC Announce Extension Of Emergency SNAP Benefits For January 2023 On January 5, 2023, Governor Greg Abbott announced the Texas Health and Human Services Commission (HHSC) is providing more than $344.1 million in emergency Supplemental Nutrition Assistance Program (SNAP) food benefits for the month of January. The allotments are expected to help about 1.6 million Texas households.

“As we enter the new year, we’re proud to continue supporting Texans through the extension of emergency SNAP benefits,” said Governor Abbott.

“Thanks to HHSC, Texans across the state will be able to access healthy food to take care of their families and loved ones.”

“We know these benefits will help families start 2023 with healthy and nutritious foods,”

said Texas HHS Access and Eligibility Services Deputy Executive Commissioner Wayne Salter.

HHSC received federal approval from the U.S. Department of Agriculture (USDA) to extend the maximum, allowable amount of SNAP benefits to recipients based on family size, and all SNAP households will receive a minimum of $95 in emergency allotments.

This additional emergency allotment should appear in recipients’ accounts by January 31.

The emergency January allotments are in addition to the more than $9.3 billion in benefits previously provided to Texans since April 2020.

Congress recently passed

legislation to establish February 2023 as the last month eligible households can receive emergency SNAP benefits. Due to this federal legislation, recipients will no longer receive additional benefits and this benefit change cannot be appealed. All potential bidders must be listed on the “Plan Holders List” to be eligible to bid on this project. Failure to comply with this requirement will result in bidder disqualification. Bid Security: A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of Escobares or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Adherence to the grant recipient’s Section 3 Policy is required for contracts and subcontracts in excess of $100,000.00 The project to be constructed will be financed with assistance from the Texas Department of Agriculture (TDA) under the U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Minority Business Enterprises, Small Business Enterprises, and Women Business Enterprises, and Historically Underutilized Business firms are encouraged to submit bids.

The City of Escobares reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by The City of Escobares for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.

Texas Delta Theta Master of Beta Sigma Phi enjoyed a celebration of the Christmas season in December.

Members gathered for a brief meeting, a holiday meal, and a white elephant gift exchange.
