elcome to Benton County! Whether you are looking for a place to plant your roots or a place to pass some time, Benton County is here for you. Our modern world often has us looking for opportunities to socialize and places we can find rest and solitude. Both can be easily found in Benton County. For those seeking the bright lights and big city experience, destinations like Sauk Rapids, Sartell and St. Cloud await with plenty of opportunities to gather, shop and socialize. These metro areas offer busy workplaces, thriving neighborhoods to call home, and well-designed roads to get you where you want to go. City parks provide ample opportunity for recreation year-round. Towns

AT A GLANCE

Duelm is an unincorporated community in St. George Township, near Foley. The community is located along Duelm Road near 110th Avenue Northeast. Highways 25 and 95 are also in the immediate area. Gilman is a city with a population of 235 as of the 2019 census. It is located along the Highway 25 corridor. Oak Park is an unincorporated community in Maywood Township. The community is located along Highway 23 near County Road 7. Nearby places include Foley, Ronneby and Foreston. Ronneby is an unincorporated community in Maywood Township. As of the 2019 census, its population was 37. The community is located along Highway 23 near County Road 6. Nearby places include Foley and Oak Park. Sartell is a city in Benton and Stearns counties that straddles both sides of the Mississippi River. The population was estimated at 18,005 people as of 2019.

Located in Central Minnesota, Benton County is part of the St. Cloud Metropolitan Statistical Area. Benton County is one hour north of the Twin Cities metro area and one hour south of premier lake and resort areas.

The largest city is Sauk Rapids, which has over 14,000 residents. The part of St. Cloud that is located in Benton County includes about 6,400 residents. Sartell’s Benton County section includes over 2,000 people. Rice, with a population of over 1,200, is located on the northwestern edge of the county.

Ox Cart Trail is the most popular city trail. It is a paved trail that travels along the banks of the Mississippi River and through four city parks and is 2.18 miles long. The trail begins at Southside Park and goes through Sauk Rapids Lions Sunset Park heading north along River Avenue and into Municipal Park. The trail continues north and goes through Island View Park ending at Fischer’s Garden Mobile Park where the road connects back up with North Benton Drive and leads to Sartell. This trail roughly follows a portion of the historic Red River Oxcart Trail that was used in pioneer days to move supplies and trade goods between St. Paul to Pembina, N.D. and into Canada. The convoys of wooden two-wheeled carts pulled by oxen could be heard coming five miles away, long before they were seen. The large wheels on the carts held in place with leather hide material, let out a very loud screeching noise that traveled far, some of these convoys were 200 carts long. This means of transportation and historic lively tradition slowly died away as the railroads expanded their lines. Mayhew Creek Park Trail is the most recently completed trail in the city. It is located in Mayhew Creek Park north of the high school and is 1.1 miles long. There are two loops, one going around the sledding hill and one around the perimeter of the park. These are crushed aggregate at this time but may be paved in the future. Prairie Lane Trail and Eastern Star Trail are paved trails that can be used jointly by crossing 18th Street North. Prairie Lane trail winds among four storm water-holding ponds and is beautifully landscaped and has benches and appropriate lighting. Across 18th Street North. The Eastern Star Trail is also paved and winds through a complex wetland that is very unique. The trail ends at Eastern Star Park that provides playground equipment and a small picnic shelter. Rotary Trail is a crushed aggregate nature trail originally constructed by the Great River Rotary of Sauk Rapids and Sartell. The trail meanders through a wooded wetland complex northwest of Bob Cross Park to Bob Cross Nature Preserve. This trail has boardwalks and observation outlooks and is quite secluded. Church Hill Heights Trail was constructed in 2001 within the circle development of Church Hill Heights. Garden Brook Trail is another inner development trail that borders a wetland.

There’s always something happening in Foley, and we’re excited to see some big changes coming in 2021 and 2022. Beginning later this year, we will break ground a short drive on our ambitious wastewater project. The county seat is at Foley. Originally, the seat was at Sauk Rapids, then moved to Watab in 1856, and back to Sauk Rapids in 1859. A move was started to transfer the county seat to Foley, causing much rivalry between the towns of Foley and Sauk Rapids. An election was held in 1901. The results favored moving the seat to Foley by a vote of 1,284 to 788. The present courthouse was built in 1902 and 1903. Additions were built in 1974 and 1981 and the interior has been remodeled. HISTORY OF

Foley

The Foley Brothers The city of Foley traces its roots back to the 19th century lumber barons and the four Foley brothers who settled in Benton County in the late 1800s. The brothers originally came from Lanark in eastern Ontario, Canada. Their Irish immigrant family made Lanark their home during the second administration of President Andrew Jackson during the turbulent 1830s. Michael Foley was the first brother to come to Minnesota. He arrived in 1870 and immediately saw the huge economic opportunities Minnesota had to offer. He was catapulted into the lumber industry through his business contacts with James J. Hill, the empire builder. Michael later returned to Lanark to persuade his brothers, Thomas, Timothy, and John to join him in seeking their fortune in the Land of Sky-tinted Water. They agreed and the four brothers formed a partnership that would last a lifetime. Lumber Barons and Railroads The Foley brothers bought 80 acres of land in Gilmanton Township and set up a logging camp and steam sawmill at the site of the present-day village along with other camps throughout Benton County.The brothers contracted with the Great

Northern Railroad to cut the white oak trees in the surrounding area into lumber. The sawmill produced high-grade lumber for bridge timbers and frames for railway cars. Second-grade oak was made into railway ties. Wood from the Foley mill helped to build the railroad, which extended through the logging camp westward from St. Cloud in 1882. To supply the needs of the lumber and railroad workers, businesses moved to the camp and set up shop. By 1898, the Foley brothers filed the original plat of the village and the economy boomed. A hotel was built and stores opened. A bank, newspaper, drug store, livery stable, meat market, machinery dealer, cafes and saloons lined the streets. By the beginning of the 20th century, the supply of big logs from the heavy timber of Benton County came to an end. Though the big trees were gone and logging ended, there was still an unlimited supply of trees ready to be manufactured into wood products that were much in demand. New Industry John Foley foresaw the end of the logging and sawmill business and made plans for a new wood industry in Foley. He donated several acres of his land for new businesses. Three mills sprung up south of the railroad tracks. These mills, or pail factories, became known as the Wood and Stave Mills and Heading Mills. The new mills manufactured wood staves for pails, barrels and wood boxes of all sizes. Ash and basswood were in great demand and was the most suitable for making pails and barrels. Oakwood was used extensively in making whiskey kegs and beer barrels, which were used for shipping liquor and beer. At the time, every saloon served tap beer and sold whiskey in bottles from the kegs. Wood barrels of various sizes were used to ship everything from flour, salt, coffee, fruit, vinegar and groceries. By March 21, 1900, when the population was 172, the community was incorporated as a village. It was named for John Foley, whose many generous contributions had helped to build the town. Benton County Seat On March 4, 1901, the citizens of Foley circulated a petition to be presented to the county commissioners pledging $12,000 to build a new courthouse and move the Benton County offices from Sauk Rapids to Foley. John Foley deposited $12,500 in the Foley Bank to cover the pledges and other costs of the new courthouse. The election took place in June, and it was reported there were 788 votes for keeping the county seat at Sauk Rapids and 1,284 votes for moving it to Foley. By the time Foley became the Benton County Seat, lumbering had decreased in importance in the area. The surrounding land was soon cleared and made into farms. The region, once referred to as oak country, became dairy country, and the businesses of Foley, which had served for the lumber industry, now served the farmers. Rice Welcome to Rice! A past with pride, a future with promise. Rice is growing. Each year, the city welcomes many new households. Rice is located on Highway 10 between Little Falls and St. Cloud with easy access to either. Rice offers plenty of beautiful countryside, a view of the Mississippi River and scenic parks. We have several community festivals and events that spread throughout the year. Summerfest, Rice Family Fun Day and the Old Creamery Arts and Crafts Show are only but a few fun family-filled events. The Brian Skroch city’s newest event is the Movie in the Park, Mayor hosted by the Rice Recreation Department. Despite weather challenges, the first movie night was a great success. The coronavirus pandemic and all the related closures has made us even more grateful to the many clubs that support our town: Rice Lions Club, Rice Area Sportsmen’s Club, Rice Women of Today, Rice Area Chamber of Commerce, American Legion Post 473, Boy Scouts and Girl Scouts are all supporters of our community. Our voluntary fire department consists of 20 firefighters, and our police department employs two fulltime and two part-time officers. With the changing times, we are happy to welcome two new police officers and four new firefighters to our city within the last year. They hope to support the community with open houses, water fights, CPR classes, National Night Out, turkey bingo, the bike rodeo, the PTA picnic and the Police Activities League. Both the fire and police departments are involved with families in Rice. The Rice Recreation Department continues to adapt to the changing times by offering a variety of programs for kids of all ages. They are adjusting and working to improve the spaces for activities for all ages. We have two ball fields, soccer fields, a gaga ball area, playgrounds and ice rinks. The long-running businesses are also growing and adding opportunities for employment. Our restaurants from fast food to sit down dining and a new ice cream shop (coming soon) are back up and open. We have a wonderful elementary school, shops and businesses to serve a variety of needs. High-speed internet is available locally. Rice is a community that cares. Rice is a community of approximately 1,361 residents located in northwest Benton County, Minnesota. The Mississippi River runs directly west of the city and U.S. Highway 10 runs through the eastern edge of town. The community covers approximately 6.1 square miles. The BNSF railroad runs through the west side of downtown parallel to Highway 10. Rice is part the Sauk Rapids-Rice Public School District. The only district school located within the city of Rice is Rice Elementary School located in the northern portion of downtown.

Rice

HISTORY

In early history of Benton County, the area of Langola Township encompassed the land around the present-day city of Rice to Royalton. The land was referred to as the “Sand Prairie” by the early explorers. During this early history timeline, the area from Sauk Rapids to Fort Ripley was being built up as it was part of the Woods Trail, later to be called the Minnesota military road. Fort Ripley needed supplies, and the supplier was a man by the name of George T. Rice. George Rice saw opportunities arising and moved to Little Falls from St. Paul. Here he traded in produce and cattle, supplying Fort Ripley for three years until in 1862 when he Rice Municipal Band moved to Sherburne County. In 1864, he moved to Langola Township and built a large home on the land that was originally owned by H.G.O Morrison. His home sat on a hill overlooking Little Rock River. He acquired other acreage and eventually owned 325 acres of land was posted for all citizens who were qualified to vote at the general elections. in the Langola area. Sauk Rapids CITY GOVERNMENT A five-member council, consisting of four council members and one mayor, governs the city. Council members include Jason Ellering, Nick Sauer, Ellen Thronson and Dottie Seamans. The mayor is Kurt Hunstiger. City administrator is Ross Olson. The Sauk Rapids City Council meets at 6 p.m. on the second and fourth Mondays of every month in the council chambers at the Sauk Rapids Government Center located at 250 Summit Ave N. The city council also meets in special session as needed with notice of these meetings posted at city hall. Meeting dates conflicting with national or state holidays are changed to the Tuesday following a Monday holiday date. The city council meetings are broadcast live on the city’s cable access channel: Charter channel 181. The agendas for the city council meetings are posted on the city website at www.ci.sauk-rapids.mn.us and at the Sauk Rapids Government Center the Friday prior to the meeting by noon. CITY SERVICES Police Chief Perry Beise manages a force of 17 sworn officers and one administrative assistant. Jason Fleming is the fire chief and manages a 30-member department.

Wagon of Lumber In 1850, Sauk Rapids consisted of oak, maple and basswood trees. In 1851, the first home was built by W.H. Wood, it was a large mansion named Lynden Terrace. Other settlers followed and the town was named Sauk Rapids after the rapids just below the mouth of the Sauk River. Soon a general store was built, then a hotel and a large jail. In 1856, the county seat moved to Watab, then returned to Sauk Rapids in 1859. A new courthouse was built, but then finally in 1897, the seat moved to Foley where it currently resides. In 1917, the courthouse burned. The first settlers organized a Congregational church that was soon followed by Methodist, Episcopalian and Lutheran churches. The first paper outside of St. Paul was the Sauk Rapids Frontiersman. It started in 1854. In 1876 the first bridge was built, but then destroyed later in 1876. It was rebuilt in 1879. A flour mill was erected in 1875, then destroyed in 1886. In 1874, Sauk Rapids was the end of the line for the railroad. All the settlers from as far away as the upper Red River Valley brought their produce here to ship it. A six-horse stage coach made bi-weekly trips between St. Cloud and Crow Wing. The first school was built in 1886. Until 1886, Sauk Rapids was one of the most important cities in Minnesota. It stood a good chance of becoming even more so, but on April 14 at approximately 4 p.m. a cyclone struck the town. Everything in the path of the tornado was demolished. It swept through the heart of the city, wiping out all the stores. In Sauk Rapids alone, 44 were killed and several hundred wounded. This event was a great set-back for the city, but today it is evident Sauk Rapids has recovered from this event. Today Sauk Rapids is full of life and growing more each year. It has ample amounts of opportunity for everyone and continues to be on the cutting edge of development.
