Pakenham legends Three long-serving volunteers from the Pakenham unit of Victoria State Emergency Service (VICSES) have been awarded Unit Life Membership, recognising decades of service to emergency response and community safety across the region.

The recipients — Bruce Monro, Chris Rogers and Michael Bates — have each met and exceeded the criteria for the award, which recognises sustained service, significant contribution to unit capability, and conduct consistent with VICSES values.

Together, the three men represent more than a century of combined volunteer service, spanning major fires, floods, storms and road crash rescues in Pakenham and surrounding communities.

Bruce Monro joined the Pakenham VICSES

unit in 1981 and completed more than 40 years of continuous service. Over that time, he responded to fires, floods, storms and road crash rescues, and was deployed during major events including Ash Wednesday in 1983 and Black Saturday in 2009.

Mr Monro also served as a Peer Support Officer, supporting fellow volunteers, and played a mentoring role for newer members. Now 80 years old, he has recently stepped back from active service. His contribution has previously been recognised through a Cardinia Shire Senior Citizen of the Year nomination.

Chris Rogers has served with the Pakenham unit since 1984, contributing more than 40 years of volunteer service. He has extensive experience responding to road crash rescues and other

emergency incidents, including major storms and floods.

Mr Rogers has been a key figure in training, particularly in road crash rescue, leading regular sessions to maintain operational standards within the unit. He continued training and operational commitments during the pandemic. In 2021, he was named Cardinia Shire Citizen of the Year for his contribution to the community.

Michael Bates joined the Pakenham unit in 2004 and has provided more than 20 years of service, following earlier volunteer military experience. He has held leadership roles including Deputy Controller, Operations Officer and Section Leader.

Over his years of service, Mr Bates has responded to a wide range of emergencies, in-

cluding road rescues, water rescues, technical rescues, and storm and flood responses. His extensive operational experience is complemented by leadership, mentoring, and training, helping maintain and develop the unit’s capability.

Unit Life Membership is awarded to volunteers who have demonstrated long-term dedication, significant contribution to their unit and community, and a record of service free from disciplinary action. Recipients remain formally recognised by their unit and invited to significant future events.

Pakenham SES welcomes new volunteers and encourages anyone interested in helping their community to enquire about joining. Volunteers play a vital role in emergency response, training, and community resilience across the region.

Calls for a pause

By Afraa Kori Cardinia Shire Council is appealing to the state government to pause the implementation of new planning laws that they worry prioritise speed over safety, transparency and community input, with one councillor suggesting growth areas should be exempt from the anti-NIMBY reforms.

At Monday night’s meeting on 15 December, councillors supported a motion from Cr Trudi Paton calling on the Minister for Planning to pause the progress of the Planning Amendment (Better Decisions Made Faster) Bill 2025, which was recently rushed through both houses of Parliament in the last sitting days of the year.

The motion said the state government should work with councils on a revised, cooperative planning process.

Cr Paton said while late amendments had improved some aspects of the legislation, serious concerns remained for fast-growing councils like Cardinia.

“MAV (Municipal Association of Victoria) said the bill put speed ahead of safety, fairness and community trust, and we at Cardinia agree,” she said.

She also highlighted the risks the Bill poses to environmental and safety safeguards, including floods, fires, and contaminated land.

“Victoria is one of the most fire-prone regions in the world and removal of these environmental protections fail to champion Victoria’s planning objectives of a “safe living and working environment” and ignores the 2009 Bushfires Royal Commission and decades of planning policy seeking to preserve human life,” Cr Paton said.

In addition to these concerns, Deputy Mayor Liz Roberts said the reforms would place extra pressure on planning staff and reduce opportunities for residents to have a say in local development decisions.

Cr David Nickell said councils should have been consulted before the legislation was introduced, allowing potential impacts to be assessed and funding to be secured to support implementation.

“However, this is the course that’s been chosen, it’s regrettable and I don’t believe that we as a council should be silent about that,” he warned.

Cr Jack Kowarzik said while speeding up planning approvals was important to address

the housing crisis, growth-area councils like Cardinia were not responsible for the problems of the old laws, which the state government has labelled as “old-fashioned” and “NIMBY” with an overt target of the reforms centred on the inner suburbs.

“When you have four to five families moving into your shire every day, you are not part of the problem,” he said.

“Growth area councils should be exempt.

When we no longer become a growth area council, then we can look at potentially whether or not this legislation should apply to us.”

He believes any shortcomings in Cardinia’s planning were due to resourcing challenges as a growth area council, “as opposed to a competency or a bureaucratic challenge”.

The Planning Amendment Bill will take two years to come into effect. Cr Paton said during this time, strong advocacy from the council, the public, and other agencies will be critical to ensure faster approvals do not compromise safety or community input.

The motion was carried unanimously.

The amendments to the Bill are set to be considered by the lower house next year.

An electric excavator, tip-truck and utes are just a few of the new environmentally efficient additions to the construction fleet being trialled on the Pakenham Roads Upgrade.

Heading around the project site as part of a trial by project contractor Symal, the pilot features an electric tip truck, an electric excavator, portable charging infrastructure and hybrid utes.

“Innovation on the jobsite is about more than just how we upgrade the road, so it’s a great development to see electric excavators, tip trucks and vehicles getting trialled on the Pakenham Roads Upgrade,” Big Build Roads Acting Program Director Leigh Crump said.

“With these vehicles able to dramatically reduce carbon emissions, it’s another construction step forward to make roads projects more ecologically sustainable.”

Early modelling shows these electric vehicles alone could reduce carbon emissions by 10 tonnes a year while decreasing harmful diesel particulates for workers within the project site. The vehicles are charged on site by a mains power generator, with a full charge giving the vehicles between 8-10 hours of runtime.

Crews are hard at work completing the new-look culverts over Pakenham Creek to allow Racecourse Road to reopen later this month.

In the new year, the new Racecourse Road southbound lanes between Henry Street and Bald Hill Road will open ahead of the completion of the intersection at Bald Hill Road and Racecourse Road. The intersection is being upgraded with a set of traffic lights, allowing easier access through this area of Pakenham.

Grinch strikes Main Street

By Corey Everitt Less than a week after Main Street was graced with Christmas decorations, a Grinch has attempted to ruin the festive spirit by stealing a Christmas tree that was dedicated to the RSL. At around 5am on Friday, 12 December, one of the 16 Christmas trees along Main Street, Pakenham, was stolen by a single individual.

CCTV footage provided by Gerard Collins Real Estate to Pakenham Rotary shows the individual undoing the fencing wire that secured the tree to a light pole near the Mr Yakkerboo and Blue statue.

At one moment, a car approaches in the darkness of the early morning and the offender is seen hiding behind the tree as the vehicle passes by.

The individual uses a trolley they brought with them to transport the tree away. Once they free the tree, they then take it down the walkway between the Telstra Store and the Post Office toward the Pakenham Place car park, where they move out of frame.

Police are aware of the theft and the investigation remains ongoing.

The trees were installed by the Pakenham Rotary Club on Sunday 7 December, to bring Christmas spirit to the town centre. The trees were paid for by a generous donation from Pakenham Mowers & Chainsaws.

The tree that was stolen was dedicated to the Pakenham RSL, who provided its decorations. A sign was displayed on the tree acknowledging the RSL.

Funding boost for Berwick Mechanics’ Institute and Free Library In May 2025, the Minister for Local Government, Nick Staikos M.P., announced a funding package of $9,000 for each of the 11 remaining Mechanics’ Institute libraries in Victoria. This followed a joint submission by Mechanics’ Institutes of Victoria on behalf of the libraries.

The first Mechanics’ Institute, Melbourne Athenaeum, opened in Melbourne in 1839 and in subsequent years, it was followed by over a thousand Mechanics’ Institutes opening in small and large townships across Victoria. One of Mechanics’ Institutes’ objectives was to establish a library for the benefit of local people. These were the first libraries in Victoria.

Berwick Mechanics’ Institute & Free Library (BMIFL) which has operated in Berwick since 1862, was one of the libraries included in this funding round. President Corinne Brewis said while Berwick’s library greatly appreciated the financial support of the City of Casey over many years, other Mechanics’ Institute libraries were not so fortunate, relying on subscriptions, donations and successful grant applications, such as the one recently announced, to enable them to continue to operate.

She said the additional $9,000 was a very welcome addition to the library’s funds and had been spent on items to improve the dis-

Growth fuels fire concern

By Afraa Kori Residents are fearful after grass on a vacant block grew to shoulder height during the fire danger period, despite repeated complaints to Cardinia Shire Council for five weeks.

The vacant property at in Dusseldorf Avenue, Pakenham, has been flagged by resident Max and his neighbours since late October, shortly after the fire danger period began on 1 November.

“The fire danger period started in early November, and we’re now nearly halfway through December with no action taken,” Max said.

“The grass is up to shoulder height. During that time, the block could catch fire.”

The overgrown block is seen as a serious safety risk, with shoulder-high grass raising fears of fire spreading to nearby homes, as well as concerns about snakes and rodent activity.

Max said council officers advised the matter was subject to a legal process that could take up to 30 days.

“It’s a disgrace. That’s an extra 30 days where this could catch fire and take out homes,” he said.

Another neighbour on the street said the situation has caused ongoing anxiety.

Many believe the issue is not new, saying the same property becomes overgrown once or twice every year.

“This has been happening for seven years at the same property,” Max said.

“Council is aware it’s a high-risk spot. They shouldn’t need residents to keep reporting it before action is taken.”

Cardinia Shire’s acting general manager, Allison Southwell said Council inspected the private property at Dusseldorf Avenue on 19 November, shortly after the Fire Danger Period began on 17 November.

“A Fire Prevention Notice was issued requiring the owner to reduce the fire hazard. This property is one of more than 6,000 inspected so far this season, and Council has issued more

“If the owner does not comply, Council will arrange for the property to be cleared and recover costs through enforcement processes.”

Ms Southwell explained that the compliance timeframe ensures property owners have a “fair opportunity” to act on notices and exercise their legal rights, including appeal options.

“This process is important for successful enforcement and cost recovery,” she said.

“While these timeframes can be frustrating, they are necessary to ensure Council can act lawfully and effectively. In this case, the time-

frame has not yet expired.”

At this stage, Council will continue to monitor the property and take further action if required.

In an email sent on 11 December, council advised a resident that if they were not satisfied with the outcome, they could seek an external review through the Victorian Ombudsman.

Residents say the response does little to ease concerns while the grass remains overgrown.

“The danger is there now,” Max said.

“It needs to be addressed immediately, not after something goes wrong.“

MP questions youth justice

By Afraa Kori An opposition MP is renewing calls for the Victorian Government to reconsider the age of criminal responsibility, after an 11-year-old would not face charges over the recent alleged stabbing of a student with a teacher also receiving minor injuries.

The alleged incident occurred on 27 November at Brentwood Park Primary School in Berwick, when the 11-year-old entered a classroom allegedly with a knife and an imitation firearm.

Ambulance Victoria later confirmed both victims sustained non-life-threatening injuries.

Victoria Police later explained the child would not be charged, as the minimum age of criminal responsibility in Victoria is 12.

The case has reignited debate over whether current laws strike the right balance between child welfare, accountability, and public safety.

While the Liberal Party unsuccessfully moved amendments to the Youth Justice Act 2024, South-Eastern Metropolitan MP Ann-Marie Hermans questioned the Attorney-General during parliamentary sitting on 2 December.

Citing the Victorian Auditor-General’s report on Government schools, Ms Hermans said work-related violence caused by student behaviour has increased by nearly 47 per cent annually between 2015 and 2024.

She warned Labor’s Youth Justice Act means children as young as 10 and 11 “cannot be charged” with serious crimes like aggravated burglary or car theft and “cannot be required” to take part in programs that address their offending.

The latest crime statistics reveal a worrying pattern in Casey, with alleged offender incidents rising 20.9 per cent, from 7,368 to 8,908 for the year ending June 2025.

In Cardinia, incidents grew 37.1 per cent, from 2,313 to 3,170, with youth offenders aged 10–17 representing roughly 15 per cent of all age groups.

According to Victoria Police statewide, youth crime remains at the highest levels since electronic records commenced in 1993, with 25,275 incidents and a 17.9 per cent in-

crease.

“I support real investment in early intervention so young people get the help they need, but there must also be meaningful consequences when violence occurs. That balance is essential to keep our schools and communities safe,” Ms Hermans said.

A spokesperson said the Department of Education “continues to support” Brentwood

Park Primary School and its community but would not comment on arrangements for individual students.

A Spokesperson also told the Gazette that questions about the age of criminal responsibility should be directed to the Department of Justice and Community Safety.

The Department of Justice and Community Safety declined to comment.

Safe phones for victims

By Jensy Callimootoo According to founder Ashton Wood, the idea behind his organisation, DV Safe Phone, was first sparked by one simple question — ‘how can I help?’.

Five years on, the mission has helped thousands of victims and survivors of gendered violence and online control by ensuring they have access to a safe and unmonitored device that keeps them connected to family, friends and frontline assistance.

Back in 2020, while looking to donate old belongings, Ashton was told by a friend who worked as a police sergeant, that rather than clothes or other items, there was a greater need for mobile phones that DV victims could then use.

Ashton said it was a conversation that “shifted” everything for him.

“It was such a simple request, but so deeply urgent,” he said.

“A safe phone could be the lifeline someone needed to call for help, reach a support service, or stay connected when everything else had been taken from them.

“That call is what sparked DV Safe Phone.

“It started with one question; ‘how can I help?

“And grew into something far bigger than I ever imagined.”

DV Safe Phone is now expected to expand its reach to regions such as Casey, Cardinia and Greater Dandenong in the very near future — responding to a growing number of reported cases of family violence in the last 12 months.

According to 2025 data from the Crime Statistics Agency, reports of family incidents spiked 13.6 per cent in Casey; 22.4 per cent in Cardinia and 13.7 per cent in Greater Dandenong.

“With a high volume of criminal offences reported daily and family violence on the rise, we understand the increasing pressure this places on councils and frontline responders,” Ashton said.

Once phones are donated to a local drop off point, they’re then given to different agencies such as safe houses, hospitals or police stations.

“For many, that single device becomes a lifeline to caseworkers, legal support, emergency services, and loved ones,” Ashton said.

“It’s often the difference between feeling isolated and being able to take the first steps toward safety and recovery.”

He also says that as tech-abuse becomes a more frequent form of gendered violence, DV Safe Phones equally ensures that the help available adapts to the digital sphere.

According to Ashton, devices are often weaponised as it gives perpetrators the tools needed to further control, monitor and intimidate victims.

He also says that when someone is being abused, their locations are frequently tracked, which reduces victims’ ability to freely keep in touch with a supportive network.

Panda Mart reopens after court-ordered shutdown

By Violet Li Panda Mart has reopened its Cranbourne store following a temporary court-ordered shutdown earlier last week.

Star News reported last week that Consumer Affairs Victoria (CAV) was granted a court injunction to stop local warehouse retail store Panda Mart from trading, after inspectors discovered hundreds of illegal items on the shelves of the Preston and Cranbourne stores.

The stores were ordered to close for 72 hours from Wednesday 10 December.

Panda Mart issued a statement at around 6pm on Friday 12 December, saying that they were now reopened, with a 20 per cent storewide discount to thank customers.

“To thank customers for their patience during a temporary closure this week, we will offer a 20 per cent storewide discount to customers tonight and over the weekend,” the statement writes. “We also want to assure our customers that safety remains our highest priority, and we will continue to cooperate fully with Consumer Affairs Victoria. Panda Mart is committed to providing value and choice with around 35,000 different products at each store.”

In March, CAV Nicole Rich issued a public warning to consumers after thousands of products being sold at the Cranbourne store failed to meet mandatory product safety and information standards.

According to a media release from CAV, an inspection of both stores the week before last week identified several items of concern. These included banned candles with flammable contents next to the wick, toys with unsecured button batteries, choking hazards, and flotation devices without adequate warnings.

The injunction effectively closed both stores for 72 hours, while product safety inspectors conduct a full compliance inspec-

However, the recent inspections of Panda Mart’s Cranbourne and Preston stores found shelves re-filled with non-compliant items.

“It’s particularly disappointing that Panda Mart appears to have gone from meeting their obligations to restocking their shelves with products that pose a serious danger to the public,” she said.

“These items are banned or heavily regulated for a reason. Flammable candles, button batteries, and toys with small parts that can cause choking are all known killers.”

The injunction highlights that the regulator will continue to pursue a range of enforcement options to protect Victorians.

“Every business is responsible for ensuring that the products they sell are safe. Being ignorant is no excuse,” Ms Rich said.

International retailer Panda Mart, which originated from South Africa more than a decade ago, operates two large-format discount retail stores across Victoria and has attracted strong customer interest since opening its Cranbourne outlet earlier this year.

Community rallies for Lucy

By Afraa Kori Two Pakenham teachers are gearing up for their second epic ride to raise awareness and funds for DIPG, the deadliest form of childhood brain cancer, following a successful series of December events.

Scott Holmes and Rhys Davie, founders of the Melbourne-based Ride for Lucy charity, will cycle 1100km from Melbourne to Glenelg in January 2026 in honour of Scott’s niece, Lucy McAleer, who tragically passed away in 2022 at age eight after a DIPG diagnosis.

In December, the pair hosted a range of community events to boost donations and awareness: a Purple Day at Pakenham Springs Primary School, a fundraising BBQ with the Pakenham Huskies Basketball Club, Purple Sock Week, and a Purple Weekend at Homestead Cafe in Heritage Springs.

Their inaugural 2025 ride raised $23,000. For 2026, they have set a $10,000 goal, aiming to bring total funds across both rides close to $35,000. The ride will retrace the Melbourne to Glenelg route, covering roughly 110km per day over 6–8 hours.

A weekend of celebration at the new Pakenham Chapel The Church of Jesus Christ of Latter-day Saints held two special community events over the weekend to mark the opening and dedication of its new chapel on the corner of Army and Murphy Roads, Pakenham.

Prior to their occupation of the new building, members and friends of the Church had met for 12 years in a modified childcare centre opposite Pakenham Consolidated School.

On Saturday 13 December, the Chapel Open Day warmly welcomed local government councillors Jack Kowarzik and Trudi Paton, Cardinia Interfaith Network representatives, and residents who toured the new meetinghouse between 10am and 1pm.

Guided by local Church members, visitors explored the building’s various rooms and learned about different Church organisations: the Primary program for children, Youth programs for those aged 11 to 18 years, a women’s organisation called the Relief Society, and Elders Quorum for men who wish to provide service at Church and in their wider community.

Visitors also discovered how the various programs help people come closer to Jesus Christ and emulate His virtues. The day offered an opportunity for open discussion, connection, and a deeper understanding of how each group contributes to the spiritual and social life of the con-

SLICE OF LIFE Q&A What motivated you to start exploring regenerative farming practices?

Two reasons In our challenging environmental conditions we face as farmers with droughts, floods etc I started trialling and looking at ways to improve our soil health to give us more resilience. 2- The status quo did not gel with me to be always out using chemicals to treat symptoms and having to use more and more inputs to grow our crops so i wanted to explore ways to increase our soil health which results in less symptoms ie disease insect pressure appearing in the crops we grow and healthier crops, livestock and people.

What benefits have you seen from using multispecies pastures and cover crops on your farm?

Improved soils structure, water infiltration and water holding capacity. Increase in microbial diversity leading to more production at a lower cost and risk whilst building soil carbon and resilience.

What makes your farming approach and workshops unique?

I am a farmer who has been doing these things for 15 plus years and i share practical ways to do this system. I also share some of the leanings from mistakes i’ve made along with the many trials we have done on our farm ran by us and or research agencies.

I always love doing these workshop and have seen more and more interest and people attending in this over the last few years and getting many follow up emails afterwards, which is great.

How do you see the future of regenerative agriculture evolving?

It is evolving quickly now with a focus on growing more nutrient dense food. I am seeing in other areas around the world where farmers are being paid a premium for the food they grow when following these practices and an increase in social awareness on how we grow our food.

Temple precinct deferred

By Violet Li A proposed $250 million Hindu temple precinct in Cranbourne South’s green wedge has been referred to the Federal Government, with a decision now pending on whether the project requires Commonwealth approval under national environmental law.

BAPS Swaminarayan Sanstha Australia proposed a Hindu temple precinct (BAPS Hindu Mahã-Mandir) that would take about 44 ha across 1390-1450 Western Port Highway in Cranbourne South.

Key components of the precinct include places of worship, welcome centres, an exhibition centre, security buildings, a gift shop and cafe, and thematic gardens.

A total of 1500 car parking spaces is proposed for the site.

The disturbance footprint will be about 34 ha, which will impact 3.39 ha of native vegetation and remove fauna habitat for threatened species through the action of direct vegetation clearing for the construction of permanent roads, carparks, wetlands and buildings.

Under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act), projects must be referred to the Federal Environment Minister if they may significantly impact a Matter of National Environmental Significance, such as threatened species habitat in this case.

If the minister determines a proposal is a “controlled action”, the entire project cannot proceed without federal approval, in addition to any state planning approvals.

The applicant states that the development is not believed to be a “controlled action” under the EPBC Act. It is stated that while some habitats within the project area were initially considered to be present for a few EPBC Act-listed fauna species, no EPBC Act-listed threatened flora or fauna species were recorded following targeted surveys.

However, Glossy Grass Skink (listed as endangered in Victoria under the FFG Act) was recorded within the project area during targeted surveys. This species is anticipated to be uplisted to the EPBC Act threatened list later in 2025, and a report found that the proposed action could have significant impacts on the species.

The applicant elaborates in the referral that impacts on Glossy Grass Skink are anticipated to be mitigated.

The proposed mitigation measures include habitat creation and enhancement outside the construction footprint, as well as a wildlife management plan involving salvage and translocation of skinks once suitable habitat is established.

Therefore, the applicant doesn’t think the proposed development is a “controlled action”. No offsets are proposed as part of this referral.

The proposed precinct will operate from 9am to 8pm from Tuesday to Sunday. Last entry will be by 5.30pm.

Construction is proposed to begin in 2027 and continue until 2032.

Casey Council published a statement on 15 December that Council is not a decision-maker in the EPBC Act referral process.

“It is common practice for applicants to seek preliminary advice from relevant authorities before lodging a planning application,” the Council stated.

“The listing on the Department of Climate Change, Energy, the Environment and Water (DCCEEW) website is part of an environmental referral process under the EPBC Act. “It is not a formal planning application.”

Council also stated that there is no planning application lodged with it for this proposal.

The applicant’s EPBC referral suggested that the application would be considered under the State’s Development Facilitation Program (DFP) pathway, as confirmed by the Department of Transport and Planning (DTP).

According to the State Government, DFP provides expedited planning pathways and facilitation services for eligible projects that inject investment into the Victorian economy, keep people in jobs, and create homes for people.

“Specific consultation requirements apply to

applications under the DFP pathway,” the referral stated.

“DTP will provide guidance on the extent of consultation required. This process will include technical feedback from relevant referral authorities, including but not limited to DTP, DEECA, CFA, Water Authorities, etc.

“Additionally, public notice will also be required and may involve community letters, public websites, drop-in meetings, and other forms of public engagement as informed by DTP and Council.”

BAPS Swaminarayan Sanstha Australia has a local branch in Cranbourne South, which engages in charity activities locally.

The applicant proposed a cultural event at the old Five Star Equestrian Centre, a part of the proposed site, earlier this year, which met strong opposition from the local green wedge community.

The locals told the Star News back then about the traffic concerns.

The applicant later withdrew the proposal.

Casey Residents and Ratepayers Association (CRRA) president Anthony Tassone said the Association’s concerns were not about religion or belief, but about land use, environmental protection and the long-term impacts of large-scale development in a sensitive Green Wedge location.

“Those visitation levels are comparable to a major metropolitan destination,” he said.

“Local residents are understandably concerned about what that means for traffic, noise, lighting, environmental disturbance and the gradual urbanisation of land that is meant to remain non-urban.”

Mr Tassone also pointed to referral material identifying habitat capable of supporting threatened species, including the Glossy Grass Skink and Southern Brown Bandicoot, and argued that potential impacts should be assessed at a broader landscape level, not just within the construction footprint.

CRRA has called on the Commonwealth to apply the precautionary principle and determine the proposal as a controlled action under the EPBC Act, requiring a full federal environmental assessment, or alternatively, refuse the project.

The Western Port Green Wedge Protection Group has also raised concerns about the proposal, describing it as a large-scale, urban-style development within rural Cranbourne South.

“The proposal conflicts with the core Green Wedge objectives of preserving the landscape, wildlife and wildlife habitat, agriculture, tourism, agritourism, and appropriate industry,” the Group spokesperson David Cole said.

The intensity of a development of this size brings with it a myriad of high-impact works and activities, from construction through to final use: earthworks, vegetation removal, wildlife displacement, noise and light pollution - all disruptive to residents, harmful to wildlife and stock, and accompanied by a huge increase in vehicle and pedestrian traffic. “The Western Port Green Wedge Protection Group is resolutely opposed to a development of this scale within Green Wedge land and is frustrated that such situations continue to arise.

“The Western Port Green Wedge Protection Group supports the richness and strength of a multicultural society and recognises the importance of places of worship. We call on local councils and all levels of government to work collaboratively with communities to identify appropriate locations for such facilities within the Urban Growth Boundary, where suitable infrastructure already exists and where the majority of patrons live.”

The Group also said it became aware of the proposal midway through the Federal public comment period and expressed frustration about what it described as limited community notification and consultation.

It urged the Federal Environment Minister to determine the proposal as a “controlled action” under the EPBC Act, arguing that its environmental impacts could extend beyond the immediate construction footprint and warrant full federal assessment, or refusal.

The public consultation under the EPBC Act will close on Friday 19 December.

Between the flags: New-arrivals get tips on water safety More than 120 newly arrived migrant and refugee mums and children from Melbourne’s South East recently took part in Water Safety Day at the Black Rock Life Saving Club.

Facilitated by refugee and migrant settlement agency AMES Australia and Community Hubs Australia, the event aimed to teach families how to be safe around water with basic messages and demonstrations about water safety.

It follows several tragic water deaths involving migrant families, including the drowning of a mother and son in Dandenong Creek last month.

The recent Royal Life Saving Australia National Drowning Report said that 32 per cent of drownings in Australia involved people who were born overseas.

China, India, Malaysia and Nepal area among the most common countries of origin for migrant drowning victims.

The day started with an information session on water safety, delivering three key messages: swim between the flags; do not enter waters if you cannot swim; keep an eye on children near water at all times – delivered by Black Rock LSC President Kath McGrath.

AMES community hub support coordinator Jana Kovic said that many newly arrived families came from places where it was not the custom to spend time near water and many could

not swim.

“When you add in things like surf, rips and tides, it can be a recipe for tragedy,” Kovic said.

“So, this program is designed to give families the basic knowledge top be able to stay safe around water and many people can’t swim.

“The aim of the program is also to raise general awareness of water safety in our migrant

and refugee communities and ultimately prevent accidents and drownings.”

Carmela, a Filipina migrant and mum of two, said she appreciated the opportunity to learn about water safety.

“My kids love the water and going to beach is a big thing in Australia. Plus, we have some beautiful beaches nearby, so it’s important that we learn how to be safe, and keep our kids safe, around water.”

Kidsafe Victoria staff provided information and practical activities at the event around water safety at home, such as in bathtubs or inflatable pools.

The National Drowning Report found that people living in lower socio-economic areas, and those in regional areas, are less likely to have access to swimming pools and swimming lessons.

One in 10 children in these areas have never attended swimming lessons, the report said.

It said 31 per cent of schools in these areas did not offer a learn to swim program, with more than half citing the cost of lessons and a third citing the cost of travel to the pool as barriers to delivering a school swimming program.

Festive racing spectacle

By Afraa Kori Pakenham Racing Club came alive on Saturday, 13 December, as thousands of racegoers gathered for the highly anticipated Ladbrokes Pakenham Cup Day. The event featured the prestigious Ladbrokes Pakenham Cup alongside the $1 million Supernova, the second leg of the Southside Slot Race Series.

With elite horses competing for top honours and prize money, spectators enjoyed a full day of racing, entertainment, and festive cheer. Christmas-themed marquees, premium dining, relaxed public areas, live music, and a variety of food stalls made it a perfect summer outing for families and racing fans alike.

Shawn Mendis, principal solicitor and founder of Shawn Mendis Lawyers, praised the event’s community spirit. “The Pakenham Cup is one of the largest events in the Southeast region. Com-

ing on board as a sponsor, and hosting our own race, Sean Mendis’ Lowest Race, has been wonderful,” he said.

Mendis said the turnout was impressive, with an estimated 8,000 to 10,000 people attending. “The weather was beautiful, and the horse racing spectacular. It’s a great day for the community and everyone involved in the racing industry—owners, breeders, and locals,” he added.

He also highlighted the festive spirit within his own team: “We hosted our office Christmas party at the races. Many of our staff were experiencing the racecourse for the first time, and it’s been a fantastic way to celebrate the season together.”

The Ladbrokes Pakenham Cup Day once again proved to be a major highlight of the Southside social calendar, combining thrilling racing with a vibrant community atmosphere.

U3A Casey – Pyrographic Art Calling all seniors to try this unique craft. Also known as Woodburning Art, Pokerwork or Wood Burning, this artistic craft can be done on most things from wood, leather, cork to canvas.

Designs can be burnt onto a wide range of practical items, such as coasters, trays, cheese boards, boxes, house signs, key ring tags, framed pictures, to name a few.

In the Pyrography Art class each member selects their own projects and works at their own pace, often exploring various techniques, which can include line art, shading and colouring of designs. If you’d like to give Pyrographic Art a try, then come along. It’s easy to do, it’s creative and it’s practical and versatile. Wood is provided for free and a pyrography tool is available for use during the first session. The third Sunday of Advent looks at Joy. Rev David told us that the churches in the Region are all using the same liturgy. Joy is sometimes difficult as we are in a world where difficult things are happening so how do we see joy.

We were shown a video of a food court where people started singing Hallelujah with only a few singing at the start but then everyone joining in by the end. It was wonderful watching the faces

as they realised that there was real joy in their actions.

This week’s Christmas bowl looked at Indonesia. It was interesting to see how people are responding to Act for peace. Many have signed up to attend the Christmas High tea which is raising money for this event.

Rev David’s reflection showed the conundrum between joy and sorrow. He spoke of his father’s death which brought him sorrow but joy in the life he had lead. He was reminded of this when his father’s friend died. Joy and sorrow are opposites with sorrow being a consequence of joy – the price we pay. In Isaiah Ch35 we are shown the joy of the desert blossoming into life. While this is directly compared with Matthew Ch11 where there

is joy with an under tone of sorrow with John the Baptist in prison.

Joy doesn’t make sorrow disappear but allows us to pursue our lives. We should live with the assurance that things are4 alright. This is faith. Do no9t regret the past. We should cherish relationships with people. The central message of Christmas is that God is with us.

“I tried to channel my inner Zahra, perch, nice hands, get him to relax, and he let rip in the end.”

Despite closing in at a rapid rate, Warnie had to run past some quality gallopers in the concluding stages of the race, with Private Eye – who has accumulated more than $12m in prizemoney – the last horse to be conquered.

“When you let rip like that, you are usually confident, but then the gallopers in front of you, you know they are not going to lie down easily,” Stockdale said.

“He was trained to minute, to come back in trip after a tough run and over the mile (Cranbourne Cup).

“To have him so well and present him the way they did, it’s a huge credit to the team.

“A big thank-you to Ciaron (Maher), Jack (Turnbull) and the whole team at Cranbourne.

“I do plenty of work out of there and it’s great to get a win for Bennett Racing.”

Turnbull, representing the Maher stable on Saturday, had his heart in his mouth during the seven-furlong journey.

“It was an exciting race; if you had of asked the team that we would have been second-last in running, I would have said no way.,” he said.

“They went solid and Tom (Stockdale) just took his time, similar to how Zahra rode him which is new for this horse who has been keen and hard going.

“Back in trip slightly, a lot of speed, it worked out really well.

“It’s very rewarding and it’s a huge day for the team.”

The win of Warnie was the fourth for Ciaron Maher stable on the day; after Milsons Point, Shockletz and Jenni Gone Bonkers had earlier saluted the judge in the opening three races on the card.

Bunyip-based Tom Stockdale used his ‘home’ track at Pakenham to chalk up the biggest win of his career after Warnie produced a barnstorming finish to claim the $1m Ladbrokes Supernova (1400m) at Pakenham on Saturday.

The Stockdale name has been synonymous with the track at Tynong since it opened its doors for business just over a decade ago.

Brothers Frankie and Shane Stockdale were two of the first to buy ‘trainer’s allotments’ at the track; living onsite, with then apprentice Tom doing his learning under his uncle Shane’s tutelage.

Having spent so many early mornings at Pakenham made Saturday’s victory all the sweeter.

“It’s the biggest win of my career…I’ve got low level Group races, but it’s been nowhere as much prize money,’ Stockdale beaned.

“It’s something special and has come at the

right time.”

Warnie, now a five-year-old gelding, won two races in Ireland in 2023 before making his way to the yard of Ciaron Maher at Cranbourne.

He won at his first start for the stable in October 2024 but had to wait until the Group 2 Damien Oliver at Flemington, on November 1 this year, to enjoy his next taste of success.

He was ridden by champion jockey Mark Zahra that day, who settled Warnie back in the field before unleashing a withering finishing burst.

It would prove the perfect game-plan for the big track at Pakenham on the weekend.

“I went back through his replays and just loved how Mark (Zahra) rode him,” Stockdale said.

“Every time Mark sat on his back, he was in a nice flowing rhythm, he was relaxed, conserving energy and he showed an electric turn of foot off it.

Gippsland duo now Saints

By Jonty Ralphsmith Pakenham Football Club’s Abby Hobson was on Monday night selected by St Kilda in the AFLW Draft.

The Saints pounced on the key forward with Pick 42 after taking Hobson’s Gippsland Power teammate Chelsea Sutton and Calder Cannons’ Jade McLay in the second round.

A Kooweerup local, Hobson has spent almost all of her junior footballing career at Pakenham, and was part of the club’s 2024 women’s premiership side.

She has developed in Gippsland Power’s talent pathway alongside Pakenham since choosing to pursue footy over tennis, and kicked 20 goals in 13 Talent League games in 2025.

Hobson also represented Vic Country, with her contested marking, goal kicking and strength among her most noted attributes across all the levels she played at.

She will join a St Kilda lineup which finished seventh on the table with a 7-5 record in 2025.

“It was a great night that was well supported by the Pakenham Football Club,” Pakenham Footy Operations Manager Paul Jones said.

“To see the emotion on the rest of the girls’ faces when her name was called out was an amazing feeling.

“We’re very proud of Abby and everything she’s achieved and her getting drafted was proof that we’re doing a lot right with the pathway program we have at Pakenham.

“We pride ourselves on our inclusiveness and one thing Gippsland Power does really well is putting player welfare and development first and that’s something we also try and do at Pakenham.

“We want the culture to be infectious to make the girls feel really comfortable straight away.”

A trio of Dandenong Stingrays were selected at the AFLW Draft on Monday night.

Twins Mizuki and Nalu Brothwell and close friend Matilda Argus all found their way onto AFLW lists after showing promise at Talent League and Vic Country level in 2025.

Mizuki Brothwell was one of a small number of players invited to the event at Marvel Stadium and was selected by Western Bulldogs with Pick 14, her intercept marking and athleticism standing out across halfback.

Nalu was nabbed by Essendon at Pick 50, after averaging 15 disposals for Dandenong in 2025 as her competitiveness, contested marking and ability to get up the ground all stood out.

Former Stingrays coach Josh Moore, who saw potential in both twins when they were raw and yet to spend time in the talent pathway in early 2024, is now Essendon’s AFLW List and Recruiting Manager, with Nalu’s selection therefore representing a full circle moment.

Argus is a halfback who sets the game up with her ball use and plays with tenacity, which helped her take out Dandenong’s 2025 Best and Fairest after averaging 20 disposals and six tackles at Talent League level.

“Matilda is an ultra competitor and her left and right boot will soon be on show,” Executive General Manager of Women’s Football Jess Burger said.

“Each of these players will add immensely to our program and we’re looking forward to seeing them grow and make their mark.”

Staggeringly, all three are products of Balnarring Junior Football Club.

Their selections put the icing on a brilliant year for Dandenong’s girls program, which reached the 2025 Talent League grand final.

by Richmond in the AFLW Draft held at Marvel Stadium on Monday night.

The Tigers used Pick 54 on Pugh, who averaged 14 disposals and six tackles for Gippsland in 2025, playing across a range of positions.

She also represented Vic Country, with her entry into the AFLW marking a steep rise for Pugh, who had never previously been in the footy pathway prior to 2025.

“Baia is an elite runner who has played a lot of sports growing up, but only just settled on football this year, where she really shone,” AFLW List and Recruiting Manager Trent Mosbey said.

“She broke records for her 1500m running when coming up through the school grades and really shows that capacity when she plays.

“Baia has incredible agility and runs an elite 6:55 two-kilometre time trial.

“She can play wing, half back, or half forward, where she shows her dash and ability to win the football.”

By David Nagel Melbourne Storm’s connection with the local community continued to grow on Saturday with Victoria’s NRL heroes heading to Comely Banks Recreation Reserve in Officer for an ‘All Club’ training session.

Comely Banks – the home of the Pakenham Eels Rugby League Club - was in magnificent condition, being one of only two rugby league facilities in Victoria capable of hosting such an event.

All Melbourne Storm squads were in attendance; with NRL, Reserves (NSW Cup), Under 21 (Jersey Flegg), Under 19 (SG Ball) and Under 17 (Harold Matthews) teams returning from last year.

An exciting addition this time around were the two new women’s teams for the 2026 season, with the Under 19 (Tarsha Gale) and Under 17 (Lisa Fiaola) teams looking in fine touch as they showcased their talents ahead of the upcoming rugby league season.

Melbourne Storm is one of the most respected rugby league clubs in the nation; and will look to turn around back-to-back defeats in NRL grand finals when the new season kicks off in March.

An enthusiastic crowd offered great support throughout the Saturday morning session.
