RSPCA probes Bayswater clinic for second time in 18 months

By Tanya Faulkner Pets Haven in Bayswater North is under investigation for the second time in 18 months by the RSPCA, and Maroondah Council, following accusations of cruelty to animals.

Several Knox locals, including past staff and community members who have had experiences with the clinic, have come forward to Star News Group to share their stories.

One local woman adopted her white Husky dog through a fairly well known rescue company, which included immunisation and desexing of the dog, in which she claims she received certification from Pets Haven Bayswater North.

She stated her dog then became impregnated by one of her other ‘‘puppies’’, despite having certification from Pets Haven saying she had been desexed.

After realising and sharing what happened in a Facebook post, the woman claims she was then threatened with slander by the owners of Pets Haven, and wanted her to hand over the puppies.

The woman approached the vet who signed the desexing certificate at , who stated they had never seen her dog, the signature was forged, and the clinic had stopped working with Pets Haven due to other cases or forgery like this.

The woman’s story is one of several that have appeared over the years, in particular since the current owners took over the store in October 2021.

Australians say ‘no’

By Andrew Brown, AAP Australians have rejected a proposal to enshrine an Indigenous voice to parliament in the constitution.

A progressive vote count on Saturday showed the “no” vote in the referendum was ahead 56 per cent to 44 per cent, with more than two million votes tallied. By Monday, with 78 per cent of votes counted, the “no” vote had 61 per cent and the “yes” vote 39.

A majority”no’”vote in NSW, Tasmania and South Australia - forecast by ABC election analyst Antony Green - was enough to kill off the government’s proposed constitutional change.

Some voters in Western Australia, which is three hours behind eastern states, were still to cast a vote when the outcome was first speculated.

A referendum requires a majority of votes in a majority of states to succeed.

The ACT was the only jurisdiction to support the reform, but its tally only goes towards the national vote and not the state-by-state total.

“Yes” campaigner Thomas Mayo said he was devastated by the results, which had signalled a “sorry day”.

Mr Mayo said he did not blame the Australian public for the referendum outcome.

“It’s not (Prime Minister Anthony Albanese’s) fault, it’s not the Australian people’s fault, it’s the people that have lied to us ... they are the ones that should be blaming,” he said.

“We have seen a disgusting campaign from

the “no” people.”

“No” campaigner Warren Mundine said advocates against the proposal had engaged with the community.

“I knew that we could win every state, and that we could have a chance to get the majority vote,” he told ABC. “The reality is that we went and spoke to the people out there.”

Prime Minister Anthony Albanese, who pledged the constitutional change in his 2022 post-election speech, said earlier in the day he had done everything possible to ensure a successful referendum.

He said the “no” campaign had “spoken about division while stoking it”.

Mr Albanese said the road to reconciliation with Indigenous Australians had not ended despite the referendum outcome, and that a new way forward was needed with the same level of optimism.

“Just as the Uluru Statement from the Heart was an invitation extended with humility, grace and optimism for the future, tonight we must meet this result with the same grace and humility, and tomorrow we must seek a new way forward with the same optimism,” he said.

“This moment of disagreement does not define us, and it will not divide us. We are not “yes” voters or “no” voters. We are all Australians.”

Assistant Indigenous Australians Minister Malarndirri McCarthy said the vote was “so important” to Indigenous Australians.

“This was always going to be about three per cent of the population, who are asking for an advisory body,” she said.

“Referendums are tough to win. We have seen that with the statistics in terms of eight out of 44 (referendums succeeding).”

Coalition senator Kerrynne Liddle denied the result had shown Australians were against Indigenous people.

“They didn’t say “no” to reconciliation. They did not say “no” to improving the lives of Indigenous Australians,” she said.

Liberal MP Julian Leeser, who had spearheaded a Liberals for Yes campaign, said he was disappointed by the result. “Though the “yes” case is lost tonight, I know that the cause of reconciliation will ultimately succeed,” he said. “To every Indigenous Australian I say, this was a vote about the constitution, it was not a vote about you. It is an undeniable fact that you are our land’s first peoples and I honour you this night.”

Independent senator and “no” campaigner Lidia Thorpe said she was not surprised by the referendum outcome.

“I’m not surprised that we’ve got ‘no’ votes coming out strongly, because people either don’t know what it is about or, that in terms of the black sovereign movement, we don’t want to go into the constitution,” she said.

About 6.1 million Australians voted early and 2.1 million eligible voters applied for a postal ballot, with some 9.2 million Australians casting their vote on Saturday. It was the first referendum held in Australia for 24 years.

Two people have been arrested following an extensive police investigation into an alleged organised crime syndicate.

The operation involved local police from Knox, Croydon Divisional Response Unit and Australian Federal Police (AFP).

Police executed a search warrant at a property in Wantirna South on Tuesday 10 October, where they seized a substantial amount of evidence including traffickable amounts of methylamphetamine, MDMA, Cannabis, GHB, ammunition, various prohibited weapons including two swords, a rifle scope, a firework, stolen licences and bank cards.

AFP Detective Inspector James Cheshire said the AFP, together with its state and Commonwealth law enforcement partners had zero tolerance for the illegal importation of drugs and weapons into Australia.

Victoria Police Acting Sergeant Dylan Robinson said Victoria Police have a clear warning to anyone who chooses a path of crime.

“If you are involved in organised crime, we will work tirelessly to identify, apprehend, and bring you to justice.

“You may think you’re smart, but we’ve got the intelligence and resources to take you down,“ he said.

A 48-year-old man from Wantirna South was charged with trafficking methylamphetamine, possessing a drug of dependence, possessing prohibited weapons, possessing ammunition and possessing explosive. He was remanded to face Ringwood Magistrates Court on 16 October 2023.

A 39-year-old woman from Wantirna South was charged with making false document, possession of identification documents to facilitate an indictable offence, possessing a drug of dependence, dealing with property suspected of being proceeds of crime, and commiting an indictable offence while on bail. She was remanded to face Ringwood Magistrates Court on 31 October 2023.

AFP Detective Inspector James Cheshire said this overt action was just another example of the AFP and Victoria Police working together in close cooperation and partnership to keep Australians safe from the threat of transnational serious organised crime.

Some pet owners have reported bad experiences with de-sexing through Pets Haven.

One woman says she received a certificate to say her dog was de-sexed, but later ended up with puppies from that same dog.

Previous staff have spoken about their experiences with Pets Haven.

Clinic faces second probe From page 1 In contrast, the woman said the current owners would not listen to the experienced nurses or vets, would only have one qualified staff member rostered on per shift, would leave animals in cages covered in blood and faeces before they would do a deep clean, because the clinic became so overrun with animals.

Locals who interacted with the clinic for the adoption of pets have also shared what they felt were terrible experiences.

One local said she lined up for hours to adopt a dog Pets Haven had advertised as needing to go to another dog home.

While in line, as the doors opened, the lady behind her pushed in front and was allowed to purchase the dog - a Staffordshire Bull Terrier.

Her concerns were that the woman was allowed to purchase the dog without any checks being carried out, particularly with Staffy dogs who can be hard to train and look after at times, and later found out the woman did not have dogs at home and therefore did not meet the requirements before taking the dog.

Additionally, she was later denied looking at other dogs bar one, was only allowed to view the dogs if she knew their name, and was denied the ability to view more than one dog.

At the purchase of dogs from Pets Haven, the woman said they had to purchase a compulsory kit for the cost of another $1,000 that was said to have everything purchasers would need for their dog - however in her case everything in the kit wasn’t suitable for a Staffy, didn’t include any food, and was almost “dangerous” for that breed, which she said the staff “didn’t care”.

Another local woman came forward saying the current owners of Pets Haven had “threatened” many who have spoken out against them with legal action, and said a number of members of the community and ex-staff have come together on social media to share their stories.

These stories are just a few of the many that have been shared in a Facebook page created to share experiences with Pets Haven and their procedures.

Posts have been shared with photos and videos from inside the clinic.

In harrowing videos shared with Star Mail, they show large groups of puppies in cages with no food, faeces and urine all around the cage, some stuck in cages with their own blood, cats in crates being stacked on top of each other for transport - sometimes being bundled in with bags of trash from the clinic.

Previous staff have also shared their experiences at Pets Haven under the new owners before their departure, with allegations of micro-management, being regularly worked overtime, texts and messages on rostered days off, even accusations of bullying and belittlement within the workplace when on shifts.

Pets Haven Bayswater North are now undergoing investigations following accusations of animal abuse and neglect, which is the clinic’s second investigation within 18 months.

The clinic was raided seven times in February last year, with fears that many cats and dogs in its care were close to death in their care.

Pets Haven are being investigated for animal cruelty for the second time in 18 months.

It is understood that no charges were laid by the RSPCA following the investigations last year, however warnings were issued.

RSPCA Victoria Chief Inspector, Michael Stagg said the investigations have come in response to a report received on Friday 15 September.

“RSPCA Victoria Inspectors attended a premises in Bayswater North that afternoon, and were again in attendance at the premises on Monday 18 September.

“The RSPCA Inspector secured the surrender of five sick puppies, who were transported to RSPCA Victoria’s facility at Burwood East,” he said.

As investigations are still under way for any possible offences under the Prevention of Cruelty to Animals Act 1986, no further comments were able to be provided.

A Pets Haven representative said following the initial media reports and RSPCA issues that coincided with their takeover in early 2022, the store has done a comprehensive review and redesign of all operations, procedures and policies.

They say some of their ex-staff and volunteers, who are no longer with the information,

are guiding the campaign of “misinformation” that has been seen in recent media articles and on social media.

The representative said they are working to “align the culture of the organisation with the vision of best practice” and are calling on the community to get behind them as they battle through the current investigations and media attention.

According to the representative, as part of clinic improvements, they have changed the operating model to reduce the number of seriously ill animals in care, and say they are doing their best to take care of animals in their clinic.

“Many animals come to our clinic to be re-homed and it is a disappointing truth that many of these animals have not enjoyed a healthy or rewarding life prior to arriving at Pets Haven.

“We regularly receive animals that are malnourished, injured, sick or mistreated in some way.

“They are often scared, timid and in unfamiliar surroundings.

“All of the animals we receive are provided prompt veterinary treatment, with some animals requiring urgent and significant veteri-

nary intervention.

“Pets Haven has qualified veterinary practitioners on staff who are either on site or available on call,” they said.

In data shared with Star Mail, the Pets Haven representative said they are “proud to publicly state that the euthanasia statistics have reduced by approximately 350 per cent under the new management”.

“This is a clear indication of our unwavering commitment to the welfare of the animals in our care,” they said.

It was stated that this data has been reported to Agriculture Victoria.

The Bayswater clinic representative said as part of their ongoing commitment to animal welfare and to ensure transparency, they have actively requested the relevant nearby councils, including Maroondah Council, to visit the clinic unannounced and conduct regular inspections at their facilities.

“To date, no serious non-compliance issues have been identified and any feedback received are assessed and then implemented as an opportunity.

“We are passionate to demonstrate our prolife ethos and we are fighting for the life and wellbeing of every animal in our care,” they said.

Pets Haven Bayswater have “opened our doors to the community”, and said they are grateful for the large number of regular visitors who support them daily.

“We are proud of the work that we do with the limited resources at our disposal, through the involvement of the community, we wish to expand and grow our efforts,” they said.

Maroondah Council were contacted for comment on the matter, and have not responded.

A storm like no other...

Share your experiences Residents in the Dandenong Ranges have firsthand experience of living through a natural disaster. They also know all too well the importance of good communication during difficult times.

Two years on from the devastating storms of June 2021, the Ranges Trader is supporting an initiative to improve communication between emergency responders and locals in times of disaster.

This has led to the launch of Storm Talk, an innovative partnership between local media and natural hazards experts, which encourages Dandenong Ranges residents to share their experiences of communication during the storms and awareness about such natural hazard events.

The project is funded by Natural Hazards Research Australia and delivered in partnership with a team of researchers at Deakin University.

“Our research team wants to know how community members received information before, during, and after the storm - and what could be improved,” the project’s lead researcher, Dr Gabi Mocatta said.

Over the next few weeks, the newspaper will run a series of articles presenting local perspectives on communication during the 2021 storms.

Residents are also being asked to fill out a survey or consider attending an invited community forum to share insights and experiences about where they receive information about disasters and how that process could be improved.

“We want to find out, for example, where good communication might have saved lives and property, and where it helped bring people together,” Dr Mocatta said.

“We also want to know where there are gaps in education, communication and awareness about natural hazard events, like the 2021 storms.”

STORM TALK The 2021 storms brought down 25,000 trees and damaged 173 properties, all in the middle of some of the strictest Covid-19 lockdown conditions in the world.

Many Hills residents were left without power for months. For some, the impact of the storms is still being felt, as damage to property is slowly repaired.

Unfortunately, compound natural hazards – disasters on top of disasters – are becoming increasingly common in Australia. Communication and awareness initiatives are key to preparation for future disasters.

“We are hoping that community members will join in the discussion and help us understand what worked well and what really needs to change about the way we communicate natural hazards,” Dr Mocatta said.

STORM TALK: Learning better communication from natural disasters The project ‘Awareness, education and communication for compound natural hazards’ is conducted by Deakin University & Natural Hazards Research Australia, with support of the Ranges Trader Star Mail.

Gary Lee recalls the terrifying cracking sound that woke him from sleep and the shock of finding a four-tonne tree in the middle of his family home during the storms in June 2021.

Having made attempts to call for help without any success, Gary says he sat waiting in his car from 3am until about 7am in the hopes emergency services would arrive.

“I basically stayed near the house in the car hoping that someone would come but it never eventuated,” he says.

As a former MFB firefighter, Gary says he understands the demand on emergency services during major events but communication in the immediate aftermath could have been improved.

“It could have probably been better with more people answering phones, to say, ‘Well, look, I’m sorry, but this is what’s happening and we’re pretty well on demand or we’ve got no staff to get there’.

“That didn’t happen but I’m just accepting of it. It is what it is and other people were worse off than me.”

While there were warnings for major winds, the storm was never expected to be as ferocious as it was.

“The winds, I’ve never felt anything like that. When you’re sitting in a Hilux ute and it’s actually rocking. Even with my training it was frightening,” Gary says.

“With the amount of wind, it was pitch dark because no lights were on with the power all off and it was just black. I’m sitting in the car out the front and I thought to myself, ‘Oh, my God, this car is actually moving’. It was horrendous.

“I don’t think they expected the winds to be as big as they were and the warnings weren’t there for that.”

The thought of leaving never even crossed Gary’s mind with the mentality of “it’s not going to happen here”. He said if it was to happen again with better warnings in place, he wouldn’t make the same mistake.

“In hindsight, if it came again and I still had gum trees around my house, I probably would leave.

“But at the time, no. It’s the old scenario: it can’t happen, it won’t happen. You’re not expecting a tree to fall on your house. It’s not going to fall out of the ground and land on your house.”

Although warnings at the time were issued for floods and high winds, the Dandenong Ranges experienced over 100km per hour winds and unlike floods or bushfires weren’t given a ‘watch and act’ notice.

Worried about what could happen with the current weather patterns Victoria is seeing, Gary says it feels like it’s only a matter of time before trees start falling again.

“We had a massive amount of rain last month so the ground at the moment is probably waterlogged and if we all of a sudden get 100 kilometre winds again, who knows what’s going to fall over,” he says.

The damage left a gaping hole in there roof causing damage to belongings.

“The way the weather has gone the chances are, we are going to get this again.”

Still fearful of wind storms despite having cleared many of the trees around them, Gary says it is a sentiment many people in the Hills carry after the terrifying event.

The disaster was compounded by the Covid-19 pandemic which meant that people were less able to move around, or leave the area, in the immediate aftermath. Power outages also added to people’s information and communication difficulties after the storms.

Gary says the need to coordinate assessors for damage while losing all of their most treasured possessions to mould and rain, created “the biggest part of the stress and anguish”.

It took 10 months for Gary and Karen to move back into their home but that night will stay with them forever.

Community grants get nod

By Callum Ludwig Yarra Ranges councillors have unanimously agreed with the recommendations for the 2024 Grants for Community program at the Tuesday 10 October Council meeting. $500,000 is set to be distributed between local community groups for arts and heritage projects, community development and festivals and events.

Walling Ward Councillor Len Cox OAM spoke to the motion and said he thinks it’s one of the better things the Council does every year.

“We’ve put aside half a million dollars to give to various groups and individuals to do something in and for the community that Council may not do it all otherwise, and if they did, may not do it as well,” he said.

“It has been one of the great success stories, each year there’s more and more hardworking groups and individuals putting in for a grant, many of them receiving it and they covers every field of activity in our community.”

17 Arts and Heritage projects will be funded to a total value of $160,133, 35 Community development projects to a total value of $241,920 and 14 Festivals and Events to a total value of $97,805.

Ryrie Ward Councillor Fiona McAllister said in the build-up to next year’s budget, she will be pushing for Council to increase their spend on the program.

“We get a huge return on investment and even if we can only increase it by another $50,000, it does see another five or six incredible groups bring something amazing to life,” she said.

“It is a lovely patchwork of diversity of community occurrences and groups; street fairs, film festivals, history capture projects, installations and to groups as varied as primary schools, tennis clubs, skateboard associations,

21 projects have been funded in the Hills, 13 in the Upper Yarra, 11 in the Valley, 14 in the Urban areas and 10 are seen to have benefits for the whole region.

Lyster Ward Councillor Johanna Skelton said as a community, you don’t necessarily think about what enables community events to happen.

“You just see wonderful groups doing wonderful things and lots going on, and you see a vibrant community or you go along to a festi-

val and have a wonderful day,” she said.

“Obviously the Council funding might be part of what enables that work to happen, but it’s largely a lot of volunteer hours or it might also be fundraising on top of that.”

Streeton Ward Councillor Andrew Fullagar removed himself from the chamber prior to the discussion of the item due to a conflict of interest.

possibilities to take place.

“Half of me says ‘What can Council do to really amplify the good work we do and the warm fuzzy feeling, but part of it is just how awesome that group after group able to do these wonderful things, and that’s enough,” she said.

“No reservations at all obviously about this one before us tonight, and as always, I cannot wait to see all the events and the programs and things happen.”

The motion was carried unanimously.

Increasing activity on the horizon for the Hills

By Tanya Faulkner “A healthy community equals a happy community, and that’s what we’re all about,” The words of Yarra Ranges Councillor Andrew Fullagar sang true at the recent council meeting on 10 October, commenting on activities and recreation in the municipality.

Yarra Ranges Council has recently endorsed its Active Recreation Plan for the community, bringing welcomed changes for the Hills over the coming years to increase public participation in exercise and sport.

Addressing the requests made by public consultation of what locals want in the Ranges is key for the Active Recreation Plan, which found locals, in particular, wanted social active recreation opportunities, a diversity of active recreation opportunities, recreation with connections to nature, convenient locations that are co-located with compatible facilities and safe, active recreation designed to maximise usability.

All of these ‘wants’ have been taken into consideration by Yarra Ranges Council when drafting the incoming Active Recreation Plan.

“The plan has gone out for well over a month for community feedback in the Yarra Ranges, and over 80 per cent of respondents indicated they were happy with the plan,” she said.

Cr Todorov complimented the plans’ detail, and said it was a well researched plan looking at the fitness and demographics in the community.

“The plan is focused around our people

and how we can best design our open spaces and play spaces to serve our people and encourage involvement.

“It looks at age, gender, culture, advantage and disadvantage, ability and disability, and what activities can be most accessible to the community with little cost,” she said.

The plan is said to also prioritise marginalised and priority communities across the Ranges.

The top five concerns outlined from community feedback were centred around safety, lighting, facilities including drinking fountains, or work commitments causing reduced physical activity, which the new plan addresses to be improved in the Yarra Ranges.

What Cr Todorov was most pleased with were the opportunities available to council in the foreseeable future.

“What strongly emerges in the plan are opportunities to partner with existing clubs and groups to keep costs low, improve our existing facilities and make them more accessible, safe and social,” she said.

Over the next ten years, the Yarra Ranges Council has a target to increase activity in the municipality by 15 per cent, which the Active

Recreation Plan will support council in providing the appropriate services.

Cr Fullagar echoed the majority of Cr Todorov’s statements, who was also pleased to endorse this plan through council, as a subset of councils’ Health and Wellbeing plan.

“Active recreation is defined as leisure time activity taken outside of structured activities and competitive sport.

“This plan encourages the health and wellbeing of the community through the provision of appropriate infrastructure and recreational programs through council and the community.

‘It’s good to get people out of their chairs and out onto the trails,” he said.

Cr Fullagar describes the plan as being “wide ranging and aspirational” which “promotes health, inclusion and community activity”.

“The grant from the council is marvelous, we are run by volunteers, so we accept any aid from the council or anyone with open arms,” Healesville Bowling Club Treasurer Leonie Fitzpatrick said.

The club received the Capital Development Grant for the first time in 2022.

It was used to restore the club room and build a new pavilion.

Healesville Bowling Club has applied for the grant again this year to change their old scoreboard and get ambulatory aides to make the club a safer and easily accessible place for everyone.

A round of Capital Development Grants has been approved by the Yarra Ranges Council unanimously during the council meeting on 10 October.

The grants will help local communities to carry out projects that will improve and benefit not only sport and recreation clubs in the Yarra Ranges but also the wider community through improvements to buildings, outdoor spaces and outdoor facilities as long as the area is owned or maintained by the council.

Cr Tim Heenan pointed out the missed opportunities for local sports clubs during the pandemic.

“During the pandemic, lots of our community clubs, in particular sporting clubs, absolutely ended up with zero opportunity to raise any sponsorship,” he said.

“The pandemic hit every single club in Yarra Ranges really badly and It’s taken them a couple of years to come out of it and the game back on their field now.”

Cr Fiona McAllister added the grant would be helpful to the local communities to recover the damage affected by natural disasters.

“I just want to point out Yarra Glen Cricket Club who are at the top of the risk, unfortunately painted by flooding again on the weekend,” Cr McAllister said.

“They are now more than ever to be much appreciated by the council’s support.”

The grant is helpful and essential for the local communities, especially for the clubs that are self-managed and self-funded.

Health focus ‘on track’

Health and wellbeing are on the Yarra Ranges council agenda with progress and updates emerging as mostly positive.

Councillors unanimously endorsed its Active Recreation plan for the Yarra Ranges at their recent meeting on 10 October.

The plan will guide the council’s decisions and planning to encourage people to be healthy and active in the community – with the aim to increase physical activity by 15 per cent over the next 10 years.

Deputy Mayor and Melba Ward Cr Sophie Todorov said at the meeting that overall the endorsed plan sees better collaboration, partnerships with other stakeholders and capacity building and leadership to actually improve the health and wellbeing outcomes for all of the community.

“I just find it really pleasing to be able to have a health and well being plan update and particularly two years into this current plan it’s an opportunity to update the public and not only ourselves on the mid-term progress of the plan, what we’ve achieved in the last two years … and what focus council will actually take over the next two years as well,” she said.

The councillor has been part of a refresh on the health and wellbeing advisory committee which developed the plan – Cr Todorov said the committee now sees a diverse group of 12 from the community who provided wonderful insight, feedback, passion, and suggestions which would feed into council plans and policies.

Streeton Ward Cr Andrew Fullagar added a cautionary note and said that while the health and well being plan is hugely far reaching and foundational, it was vital appropriate resources were allocated to it.

“I note that there has been some limited progress in some areas – in particular drug and alcohol, gambling, healthy eating and food re-

Cr Todorov said the plan underpins much of the council’s other work and the motion was carried unanimously.

“It’s really encouraging to see us consulting with this really valuable group of people seeking their input as well – I fully support the progress updates,” she said.

Engagement for the plan ran earlier this year from 10 July to 31 August and asked members of the public to weigh in on ways to get people more active for their health.

The engagement found that 89 percent of residents said they would be more active if there were something interesting, appealing, accessible and convenient for them available.

Mayor and O’Shannassy Ward Cr Jim Child said community feedback was positive, identifying opportunities for new facilities, safety and access improvements and event programming.

“I’m thankful to the many community members who took time to take part in our online engagement or have a chat at community pop-ups,” he said.

Key themes which emerged were requests for the opportunity for diverse, convenient, safe, accessible and social activities that also allowed for time spent in the outdoor and natural environment.

The plan will be implemented as the budget is allocated and funding becomes available in late 2023.

“Through our engagement, we’ve identified road crossings, lighting, shared use paths and trail links in need of improvements and interest in more events to give opportunities for parents, families, and older adults to get active,” Cr Child said.

The Active Recreation Plan has been partially funded through a grant from Sport and Recreation Victoria and is now available to view in full on the Yarra Ranges website.

Only 19 responses were received from the community.

The low response along with the declining number of nominations indicates that the current timing and format of the awards is not resonating with the Knox community.

A further report will be presented to Council to determine a new awards format to be held later in 2024 that will provide a more meaningful platform to recognise exceptional contributions that enrich our community.

Knox City Council is taking steps to reimagine the way they run their annual awards program, putting delays on their Australia Day awards for 2024.

The incoming changes are said to continue to recognise and celebrate exceptional contributions in a diverse community, however will not occur at the usual time on 26 January.

Knox Mayor Marcia Timmers-Leitch said a downward trend in the number of nominations and awards presented in recent years has prompted Council to rethink the awards.

“The Knox Australia Day Awards have recognised outstanding citizens since 1994.

“In recent years the number of nominations has been disappointingly low.

“While the quality of nominations has been excellent, the number of nominations is not reflective of the enormous contribution that volunteers make across the Knox community,” she said.

Cr Timmers-Leitch said the change of timing of the awards should allow more Knox locals to get involved, and increase interest across the community.

“We’re hoping by changing the timing of the awards, so that the nomination period doesn’t coincide with summer holidays, we will increase participation.

“We’re also considering what changes we might need to make to the format of the awards,” she said.

Knox City Council is not the only one to ‘scrap’ their Australia Day awards, joining the likes of the Greater Shepparton City and Strathbogie Shire Councils.

Some comments have arisen about the move being ‘politically’ driven, however Cr Timmers-Leitch said this is not the case.

“The decision to move the awards was not a comment or reflection of how Council does or should acknowledge Australia Day more broadly.

“However, we do recognise that for some people in our community Australia Day is not a day of celebration,” she said.

Cr Timmers-Leitch said that civic awards are an important way for our community to value and appreciate those who make a positive difference in Knox.

Monbulk childcare plan gets nod despite concern

By Tyler Wright Yarra Ranges councillors have supported a planning application for a childcare facility on 1 Baynes Park Road in Monbulk, despite pedestrian safety concerns raised by a local resident at the most recent council meeting.

At a supplementary council meeting on Tuesday 10 October, councillors unanimously voted to approve the planning application for the use of land for a childcare centre, building and works to construct a childcare centre, building and works to construct a front fence, removal and lopping of vegetation and removal of access to a Transport Zone 2 at the site.

Councillors also voted to issue a notice of decision to grant a permit subject to the conditions in attachment one to the report.

There were 22 objections to the proposal and one letter of support; with concerns including an increase in car noise and fumes, decreased traffic/pedestrian safety and potential for poor driving behaviour and a lack of car parking on site and on Baynes Park Road.

Monbulk local Robin Oakley said he could not stress enough how “unsafe“ the intersection of Baynes Park Road and Emerald-Monbulk Road is; and urged the council’s engineering traffic team to reassess the road.

“It’s been noted by both VicRoads and our MP Daniela De Martino that the crossing directly out the front of our house has terrible line of sight, and has been noted by these guys to be unsafe - and that’s the safest possible spot to cross in the area,“ he said.

Mr Oakley said he could imagine parents parking at Monbulk’s Aldi store, walking across to grab their child and walking back across to complete their shopping afterwards.

“To assume that people won’t cross the roads at all there and are only going to navigate that by vehicle; I can’t accept that,“ he said.

Speaking on behalf of planning applicant Casa Monbulk, Jason Sumner said the proposed childcare centre is based in a “very good“ location.

“Childcare centres are almost always located within a residential environment such as this,“ Mr Sumner said.

“It’s also worth noting that Monbulk is known as a larger neighbourhood activity centre under the Strategic Framework plan..these centres provide a range of community services to the surrounding communities.“ According to the Yarra Ranges Council website, there are 15,751 people - including 747 zero to four years olds in the Mount Dandenong, Olinda, Monbulk and Silvan areas; all within the proposed childcare centre’s catchment area.

Mr Sumner said there should be at least one place in a childcare centre for every three children.

“This means that there should be the provision of 249 childcare places in the Monbulk area,“ he said.

“At the moment there is a single childcare centre operating with 45 places; there’s been approval for an 88 place centre already; this childcare centre will be for another 88, so that’s 221 childcare places; it is still an undersupply.“ Mr Sumner said the application is considerate to the potential impacts on neighbours of the property.

“The plans themselves separate the children by areas and provide for acoustic generation through fencing,“ he said.

“The building itself has been designed to have a very residential appearance; so we’ve tried to put things such as the car park underneath the building.

“I can also advise you that there’s been a lot of interest from operators in this application, so it certainly will be constructed if approved.“ Mr Sumner also said childcare centres act “vastly different“ to schools in terms of start and finishing times.

“They have fewer children, the children are younger, and they do not have set start and finish time,“ he said.

Councillors have moved to approve a planning application for the construction of a childcare centre at 1 Baynes Park Road in Monbulk.

“In regard to consideration of potential community impacts, the question should not be whether the application would result in a change in existing environment, but whether that change is unreasonable.“ In response to being asked how the council can mitigate pedestrian safety issues in the future, Director of Planning and Sustainable Futures at Yarra Ranges Council, Sarah McClusky, said the council can not implement a planning condition that requires the operator of the childcare facility to install a pedestrian crossing because the facility alone is not increasing demand for the service.

“A couple of things that we can do - and that are identified in the plan - are things like a road safety quarter, and that would identify the different types of works or treatments that might be required,“ Ms McClusky said.

“That would need to go through a formal budget process.“ Yarra Ranges Council’s Director of Built Environment and Infrastructure, Hjalmar Philipp, said the council’s traffic team identifies issues, gathers data, and then presents a case in support of a pedestrian corner to the Department of Transport and Planning.

Chandler Ward councillor David Eastham moved the recommendation in general business.

“It’s always good to hear from the community that are going to be directly impacted, whether it’s positive or negative to planning and items that come before it,“ Cr Eastham said.

“A lot of the issues raised through the objections, there are certain things in there that just don’t fall within the planning scheme.

“I think it’s important that when we’re discussing this and Councils, when it comes to voting on this item that we are voting on what sits within the planning scheme and what

Council has control over.“ However, Cr Eastham said pedestrian access is a “very significant“ concern.

“It was heard loud and clear, not just tonight, but through the consultation that was done throughout Monbulk over the last six months,“ he said.

“It’s very important when we consider these child care centres that we know and we’ve seen the data that Monbulk does not have enough childcare centres.“ Cr Eastham acknowledged concerns around the proposed childcare centre holding 19 car parks on site.

“As highlighted by the speaker against, there’s also the cars that are going past at significant speed,“ he said.

“All of this has been taken into consideration by people that are experts in this field.

“We put this through the traffic engineers; they are experts in this, and they have said that it meets their requirements.“ Cr Eastham said he struggled making decisions with both head and heart when it comes to pedestrian safety.

“I don’t want community thinking that me moving this recommendation and supporting it is not taking [pedestrian safety] seriously.

“We take that very seriously and we’ll be looking to take action on that and personally, I’d love to meet with you if you want to to discuss that and see what advocacy. Has done through danielle mattino zombies as well, around that and working in conjunction with Council as well.

“It’s a real concern; It’s been raised by yourselves tonight and other community members, but overall, this decision that’s before us tonight meets the planning scheme...there is an absolute need for childcare centres within Monbulk and the broader Yarra Ranges region... the community have come to me about saying they don’t want to have to drive half an hour, 45 minutes to find a childcare center that

they’re comfortable to send their kids to “I believe that it is of a benefit to the broader Monbulk community, and I look forward to seeing the conversations play out going forward around advocacy for pedestrian safety.“ Lyster Ward Councillor Johanna Skelton seconded the motion.

“Looking at the whole piece, I think it does respond to the needs of the community and predict for what our future needs are,“ Cr Skelton said.

“My concerns were around hinge points in the car parking, and whether that would encourage people to park over the road and make that dangerous crossing.

“I’m glad that you’ve confirmed that it would not be possible in the Council setting here tonight, that as a planning consideration, that this development be responsible for that addition to the road network because that was really the bit that I was unsure about.“ Cr Skelton said she echoed both Councillor Eastham and Ryrie Ward Councillor Fiona McAllister’s request for the council to remain vigilant on pedestrian safety.

“I do feel like there is a chance that if the parking is not quite sufficient, or if the parks are small for the big vehicles, or whatever it is, people will be using that crossing more.

“We need to be looking at that; and if DoT (the Department of Transport and Planning) are not able to put some kind of solution on the table, whether that’s speed reductions or a crossing or whatever that looks like, I do think we need to be there to consider what can happen, perhaps with a footpath on Baynes Road or something else that solves that.

“We absolutely need to be on the watch, but it’s not enough to make me think that this project as a whole doesn’t have benefit for community overall.“ The motion was carried unanimously. mailcommunity.com.au

Hydrant health in focus

By Tyler Wright A local fire brigade is urging residents to take responsibility for their own fire safety ahead of the upcoming bushfire season.

The Sassafras-Ferny Creek Fire Brigade is calling on residents to ’adopt’ a fire hydrant to monitor.

Brigade lieutenant John Schauble said volunteers monitor fire hydrants in the area once a year, but this is “not enough“.

“What we want people to do is to, if they have a hydrant out the front of their house, to keep an eye on it to make sure that it’s still always clear and accessible, that there’s no bush and shrubs blocking access to it,“ Mr Schauble said.

“There’s nothing worse than turning up in the middle of the night trying to find a fire hydrant that’s been hidden for whatever reason.

“It’s very frustrating and slows down our ability to act quickly in an emergency.“ Mr Schauble said silt can build up around the hydrants after a large downpour of rain, and people should be aware of markings around the fire hydrant.

There are three fire hydrants present in the district; including one above ground with a red cap, one underground with a square cast iron cover, and another underground with a larger black heavy-duty cover sporting the word hydrant on it.

Markings are also present around each hydrant for firefighters to spot the utility when needed.

Mr Schauble said residents should be on the lookout to ensure each hydrant has the appropriate markings intact.

“On the roadway, there’ll be a little blue cat’s eye reflector and they get hit by cars and they come off,“ he said.

“There’s often also a post that’s got a blue reflector on it; It’ll be a red and white post

“I understand entirely why people don’t want one sitting on their nature trip, so a lot of people plant things around them to disguise them; we don’t want you to do that, and if you

do do that - we’ll come and clear it away ourselves.”

Mr Schauble said hydrant monitoring is about the community “helping themselves”.

“The more that people help themselves, no matter what the circumstances, in relation to fire; the better,“ he said.

“There’s no formal registration or anything

like that; we just want people to look after them if they’ve got one, so that it helps them and it helps their neighbours.”

The Sassafras-Ferny Creek Fire Brigade will conduct community meetings coming up to the fire season, which occurs throughout summer and autumn in the southeast of the country.

Mr Schauble said it is set to be a “normal fire season“ for the hills.

“We’ve had lots of rain, there’s plenty of soil moisture, so it’s not diabolical,“ he said.

“This is a really, really, really, really good opportunity for people to prepare for the next few years coming, because we’ve got a bit of a breather.

More meals on the way

By Tanya Faulkner A Knox charity group dedicated to feeding those who need it most have come away with the opportunity of their lifetime.

Knox-based Feed One Feed All (FOFA), started by Lillie Giang, has been awarded the 2023 Westfield Local Heroes community recognition and grants program.

Absolutely surprised with the news, Ms Giang said this opens a lot of doors for FOFA and her volunteers.

“This grant is a big deal for us, because it means we can upscale our production in the community, and we have the opportunity to enlist more volunteers to support us.

“We can make an extra 16,000 meals in the community next year with the grant which is amazing,” she said.

Her plans with the grant also include the purchase of a new 10-tray Combi Oven for her shared kitchen space at Resound Church in Scoresby, adding more efficiency to her food production days.

“At the moment we only have the one 5-tray combi oven, which is actually slowing us down because we have to wait for food to be cooked.

“Being able to purchase a second one means we can speed up our cooking time, and have the ability to produce more meals,” she said, Because of the Westfield Grant, Ms Giang also has more sponsors wanting to get on board with FOFA and support her work in the Hills community.

“We are very grateful for the exposure the Westfield campaign has given us in the community.

“We’ve received so many messages from other businesses and community groups wanting to support us, as well as more people asking how they can get involved or volunteer,” she said.

Currently, FOFA has one cooking day on a Friday, where volunteers from around the hills meet at the Resound Church kitchen, doing their part to prepare and cook meals ready for distribution.

Ms Giang said it really is a team effort.

“We have our volunteer driver, Ross, who picks up the food deliveries for us and brings them to the kitchen, so I have more time to prepare the food and create a menu for our Friday cook off.

“We have 10-15 volunteers who come to the kitchen each week for as long as they can, and help to prepare and cook the meals in their teams.

“Usually by the end of the day we’re only left with three for the clean up, because a lot of our volunteers have to get back to their own families,” she said.

Ms Giang described FOFA as a ‘circle economy’ between her and the agencies she partners with.

“The agencies that we cook the food for to distribute to the community also donate food back to us for our meals.

“We simply give the food that extra value when we cook it for their community members who need it,” she said.

Feed One Feed All was born out of a life-long passion for Ms Giang, who has always been around food and the kitchen since her family immigrated to Australia.

“I got into cooking at a very young age when we first moved to Australia.

“I would help prepare the food for dinner when my parents were out at work in the factories, so it was ready when they were home to cook.

“One day my dad got stuck on a train after work, and I had to cook dinner for my family and five siblings, and then my parents said I can do it every day,” she said.

Ms Giang said she cooked first meal at around 9 years old, and her passion for food grew from her family and schooling years.

“I watched grandmother in the kitchen a lot, how she prepared and cooked her food, and I also studied hospitality in highschool.

“I love food, I love playing with food,” she said.

Not only does Ms Giang have a passion for cooking, she also has a deep drive to help those in the community who need the extra support.

“In my full-time job I help those with disabilities to learn to cook in their own homes.

“It helps to up-skill them and give them more independence at home,” she said.

Her passion for helping others less fortunate is where FOFA was born, and Ms Giang said she’s not stopping there.

“We were just wanting to help, that’s how we got started.

“I’ve got the cooking skills, and I wanted to do more.

“We started with only cooking 50 meals per week, and now we are doing around 500 to 600 meals per week,” she said.

After being awarded the Westfield grant, Ms Giang’s goals for FOFA appear reachable, and she visions a big future for the service.

“We would love to have more volunteers on board to help us grow and service the community.

“We’re now servicing 12 different community groups, and we have more charities and relief centres coming forward asking for help.

“Because we’re only cooking one day a week at the moment, we don’t have the capacity to help these other groups,” she said.

Amongst other things, Ms Giang is hoping to include more cooking days per week to keep up with the increasing demand in the near future.

“The cost of living is going up and up and up, and this grant means a lot for upscaling and purchasing goods to help more people.

“We are hoping to collaborate with Resound church in future to host meal nights where the community can come down and have a sit down meal with us and connect with us,“ she said For now, Ms Giang is so proud and grateful of the Knox community who have got behind FOFA, and supported them in receiving this grant.

“Public response has been humongous.

“My Facebook has been going off with members of the community reaching out, congratulating me, and asking how they can get involved,” “It’s not just about FOFA, it’s about getting more people involved and giving back to the community.

“We are so grateful for Westfield, the community who got behind us and voted for us, and everyone who volunteers and supports us,” she said.

Grant to aid lake projects

By Tanya Faulkner Locals with the green thumb will have a much greener bank account after being awarded with a recent grant.

Friends of Emerald Lake Park is one of several recipients of grants from the Victorian Landcare pot, securing $20,000 for future projects at the park.

The Victorian Government funds the landcare and environmental volunteering groups and networks for on-ground works, education and capacity building projects that protect and restore the land and natural environments.

Friends of Emerald Lake Park president Sheila Hampson said the group is well established in the community, and this grant is great recognition of the work they have done.

“We’ve been working at the park for 22 years now.

“We provide assistance to Cardinia Shire Council in the gardens, arboretums and bushland around the lake edges in the park.

“Our group does a variety of tasks around the park including weeding and vegetation management around the bushland and the lakes,” she said.

Ms Hampson said grants like these are highly sought after, and their application was up against thousands of others from around the state.

Funds from the project will go towards the groups’ ongoing Emerald Lake Park vegetation project, which has been going since 2010.

Ms Hampson said it’s a big progress that has been keeping the group very busy.

“The park itself is around 50 hectares with two lakes, gardens around the lakes and arboretums with large numbers of exotic trees, many of which relate back to the 1940s.

“The Nobelius Heritage Park has a nursery with plants and trees that grew on that site that we also help to take care of.

lots of weeds, and we have been working to eradicate them since 2010.

The group runs primarily on funding from Cardinia Shire Council, who team up with them to ensure they can get more work done.

Ms Hampson said this grant will allow Friends of Emerald to take bigger strides in their project moving forward.

“The funding will be spent to remove some large sycamore maples out of the park.

“These trees produce tens of thousands of seeds per tree per season, with seeds flying around all of the time and growing more plants in that area.

“We can’t remove hundreds of them at the same time without the park looking bare, so we have to do it strategically and include revegetation afterwards.

“We’ll have council approved contractors that will help us with the removal, and we hope to have it done by 2024,” she said.

The Friends of Emerald Lake Park are in the process of getting a revegetation list to the nearby nursery to have plants grown for them for their revegetation stages of the project.

Ms Hampson there are a few obstacles along the way for them to manage.

“There are a lot of walking tracks that are open to the public, so we have to make sure we don’t get in the way of them too much.

“We also have wombats, wallabies and other wildlife to be careful of during the process,” she said.

Ms Hampson said the group has steadily grown to approximately 21 members, who come along to help out whenever they can.

As part of the council’s seniors festival, the Friends of Emerald Lake Park group will also be holding two walks on Thursday 19 October and Wednesday 25 October for locals to come together and enjoy the trails.

For Lysterfield resident Ted O’Hare, not being able to walk without the use of a wheelchair isn’t a major problem - It’s the impact on his family that he worries about.

“I don’t walk anymore, but there’s nothing I can do about that; I really don’t worry about that too much,” O’Hare said.

“The NDIS has been a blessing; but the main concern I have is the effect that I’ve had on my family; I’ve got children, my wife, and ultimately, it does affect them.

In 2005, O’Hare was diagnosed with Hereditary Spastic Paraplegia; a progressive neurological condition also experienced by his father.

HSP, as the condition is also known, causes stiffness of legs, and gets worse over time.

O’Hare’s new book, published in June this year, tells the story of his like experiences with HSP and his interactions with community members.

The View From My Wheelchair: An Irreverent View of My Life with a Progressive Neurological Condition includes anecdotes of the day-to-day impact of HSP on family, driving, accommodation, aeroplane travel and camping.

It will be launched at the Dandenong Ranges Music Council’s Open Day on Sunday 29 October at Upwey High School, where O’Hare will be performing trombone in the Dandenong Ranges Big Band.

O’Hare said through his book, he wants “demystify” the wheelchair, raise awareness of HSP, and educate people on the lived experience of someone with the disease outside of academic studies.

“I’d always thought in the back of my mind ‘people don’t know about this and they need to,’” he said.

‘Pugoween’ is upon us

By Tyler Wright It’ll be a very puggy Halloween in Tecoma as people gather with their furry friends for a good cause on Sunday 29 October.

The spooky season event is set to raise funds for three pug rescue organisations; including Pug Rescue, Adoption Victoria and Saffron on the Hill in Victoria and the nationwide PugsSOS service.

Attendees will also be able to dress up with their pup to win prizes donated and sponsored by local businesses.

Melbourne Pugoween event organiser Donna Kean, who is also the administrator of the Pug City playgroup in Ferntree Gully, said the pug rescues are “heavily reliant” on donations without consistent government funding.

“They will apply for grants where they can, but at the end of the day a majority of their donations actually come from everyday men and women who either love pugs and can’t have a pug themselves, or who are like me [who has] been a crazy pug lady for the last 20 something years,” Ms Keane said.

“The fun part of Pugoween is getting dressed up; both the humans and also the pets.“ Ms Kean is looking to raise $3,000 - $1,000 for each rescue organisation - at this year’s event.

Past Pugoween events have raised anywhere $500 to $2,000.

“To be part of the dress up competitions we ask for a donation…every dollar goes to the three pug rescues,” she said.

Prizes for best dressed will be donated by local businesses.

“It says a lot about how much people want to help out pugs, especially noting that their surgery costs can go into the thousands just for the basics.”

Ms Keane said pugs end up in the care of a rescue as a result of owners either neglecting their dog or not understanding how to care for their pug adequately.

“There are plenty of people that I have seen that have surrendered their pugs because it was actually the best thing they could have done for them; and it was because they didn’t understand what it was to care for their pug,” she said.

“It’s one thing to give them food and take them out to the toilet and have water; pugs are very human-centric dogs, so they want to be

inside with you, they want to be on the couch, they want to sleep on your lap.

“The best part about being a pug paw-rent is that you have this beautiful little dog that will love you forever and a day and all you have to do in return is take care of them.“ Ms Keane said events like Pugoween, which has been held for 11 years, not only help raise money for rescue organisations but educate people on how to look after their pug.

“Things like keeping their nose fold clean, keeping their ears clean, keeping their eyes clean and protected, giving them a bath every couple of weeks; all those little basic things that you can do and that you’ve got to do on a regular basis, it actually cuts out half of your vet bills,“ she said.

who was taken in by a family who fell in love with him. “[Kenji] had over $12,000 spent on him because he was paralysed when he was left at the rescue,“ Ms Kean said.

“He had a cyst on his spine that needed to be removed; and if the previous owners had done something about it earlier he wouldn’t have been paralysed.“ With an initial poor prognosis by a vet specialist, Kenji is now a ball of energy after surgery, not only walking, but running, at the park during weekly play groups.

“All that surgery was paid for by donations,“ Ms Kean saud.

“That’s the driving force behind having Pugoween every year; having loads of fun and getting people to donate towards that cause.

“Saffron on the Hill and PugsSOS do actively look for puppy farmed pugs, so that they can rehabilitate them and obviously get them out.

Saffron does also tend to have more what we call geriatric pubs which are over the age of 10.”

Women checking themselves out in the Hills

By Tanya Faulkner Women from all around the Hills are being encouraged to take some time to focus on themselves.

Burnham Beeches recently played host to the Mums of the Hills ‘Check Me Out’ event, making it easier for mothers, women, and those assigned female at birth, to take some time out and focus on their health and wellbeing.

Mums of the Hills founder Belinda Young said the event was a great hit, with hundreds of women coming down to check themselves out.

“The sun was shining, and it was a really relaxing and empowering day.

“It was a gorgeous location at the piggery, and made for a great setting for a beautiful women’s event,” she said.

The day kicked off with a guided hike in the Sherbrooke forest, with experienced guides leading a group of mums on a loop through the greenery. Ms Young said it was a fantastic way to kick off the day. “When people came back they were buzzing.

“Their cup was definitely full,” she said.

Ms Young said the women in attendance had a checklist of things that needed to be looked after regularly, which came as a surprise to a lot of them.

“Many didn’t realise they had to do this, or didn’t know that, or when to follow up with their GP,” she said.

Overall the day generated positive feedback

for Ms Young and the Mums of the Hills group, with attendees saying it was great having the chance to take time for themselves.

In the spirit of mental health month this month, Ms Young said the opportunity for these women to just stop for a day and focus on themselves is important for families in the community.

According to the Australian Medical Association, 80 per cent of frontline healthcare workers over the Covid-19 pandemic were women, many of which are now facing alarmingly high levels of burnout.

The Association said women need to get their health checked, but for various reasons, they’re not.

Alongside these reports, the Jean Hailes 2022 Snapshot of 14,000 women found that 50 per cent of those asked said “their physical and mental health has deteriorated since the pandemic began, regardless of whether they have had Covid-19 or not”.

With these statistics in mind, the goal for Ms Young and the Mums of the Hills group was to relieve some of the barriers for women in the Hills to get on top of their wellbeing.

“Many women in the hills were tasked with managing the pandemic, who also have their own families to take care of.

“Our pace of life has drastically sped up since the pandemic, and no one has had a chance to breathe or to relax.

“The event was a great way to stop, relax, and think about our health plans free from distractions,” she said.

For the Mums of the Hills group, mental health is a huge thing for women who are going through tough times, in particular those during pre and post natal situations.

Ms Young said mental health is something the group is really focusing on, particularly through their post natal groups.

“It’s a key time for women to look after themselves,” she said. Mums of the Hills are hosting more Check Me Out events across Knox and the Yarra Ranges over the coming weeks, including at the Monbulk Aquatic Centre on November 3, Wesburn on 17 November and in Mooroolbark on 26 November.

A story in the stars

By Tanya Faulkner A group of locals are standing together to share their story with the wider Knox community.

The Community Houses of the Outer Eastern Suburbs (CHAOS) have partnered with the Ferntree Gully Library to share the story of carers in the community.

CHAOS project worker Leonie Scott said the idea came from a conversation at an art workshop, and they never looked back.

“We had a group of our unpaid carers doing an art workshop at Koonara Community House, and the conversation started there.

“One of the women said she feels like carers are so unseen, no one sees what they do, and she felt undervalued and hopeless.

“That’s where the idea came from to share their story with an art exhibition,” she said.

CHAOS were the recipients of state government funding in 2021 for their Linking Carers into Vocational Opportunities project, to help carers explore pathways into study and training for care volunteering or paid work, helping build confidence and skills for those in the industry. The Sea Star exhibition grew into a sub-project of the Linking Carers project with CHAOS, that came out of that art workshop.

The idea with the exhibition, created by the cares themselves, was to help give carers in the Hills more visibility in the community and to share the stories of what they do.

Among the discussions at Koonara Community House, came the idea of the sea star story, which sparked the inspiration of the exhibition.

The sea star story tells the tale of the boy throwing stars back into the ocean, showing that even the smallest act of kindness can make a difference to at least one person, which is what the carers wanted to share in their exhibition. Ms Scott said the story resonated with the carers in the group.

“The story resonated with them, and they related to the story, making a difference to the individuals they care for in their roles.

“The idea kind of snowballed from there, and the carers wanted to talk about how their roles make a difference to their loved ones,” she said.

Ms Scott said these art workshops encourage reflection and growth amongst the carers in their network.

“Our carers are invited to come along, relax and converse with each other, and to have a think about their roles,” she said.

Through the Linking Carers project, where CHAOS works to train and support the carers to go out in the community, the carers learnt the essential skills needed to host the exhibition on their own, with guidance of Ms Scott and CHAOS project leader Leanne Fitzgerald.

Ms Scott said the program has seen several women, and some men, coming through and creating their own pathways, learning lots of skills along the way - particularly through the Sea Stars project.

“They’ve learned skills like online systems for event planning, created the artworks that are now on display, and are now going out into the community to facilitate workshops and

build their confidence as carers in the community,” she said.

There are now approximately 100 sea stars on display at the Ferntree Gully Library, sharing the stories and experiences of local carers in the community.

It comes at the start of Carers Week in the community, celebrating locals around the Hills in carer roles.

Ms Fitzgerald said this project is a perfect example of adult learning, and community learning and action.

“These carers have had the opportunity to learn new skills through a project they developed themselves.

“They’ve completely put this event together by themselves, and we are just so proud of them,” she said. Ms Fitzgerald said many of their carers are ready for “what next?”.

“Whether it’s employment in the community sector or moving into further training, our carers have been exceptional in this project and are ready for their next steps,” she said.

CHAOS held an opening ceremony on Monday 16 October to introduce the exhibition to the carers and several locals of Ferntree Gully.

It was a warm and emotional gathering, with a few tears shed, and new connections made amongst the group. Ms Scott said with this week being Carers week it’s important to celebrate those in the community who dedicate their time to caring for others, and encourages locals to come down and experience the exhibition for themselves. The display will remain at Ferntree Gully Library until 28 October.

A new art installation has launched at Belgrave Heights’ Birdsland Reserve in a partnership between the Burrinja Cultural Centre and Melbourne based artist Tay Haggarty.

Carabiner Bench (Nature found no fault with me) - is the result of six months of intensive workshops between Haggarty and 12 collaborators from the Queer Art Collective (QAC).

The QAC was established in 2022 though a partnership between Burrinja Cultural Centre and the Victorian Health Promotion Foundation (VicHealth) as part of the Big Connect Program.

Haggarty, lead artist on the project, said it was “wonderful” to see the work come to fruition after not knowing what the end result would look like.

“I really wanted what the group really felt about what it means to be queer in 2023 as a young person; so pulling together common threads and common values and working that into a temporary public artwork,” Haggerty said.

“Along the way there was a lot of things that popped up, but there was three key things that the group kind of connected on, which was a really strong desire to feel seen, the importance of queer community, especially outside main metropolitan areas, and then the idea that nature can be restorative for some queer people to rest and reflect.”

The idea of a carabiner bench was struck up after a participant brought in carabiners as part of one creative workshop, and others decked their own out in charms. “[We] talked about the history and the relevance of carabiners in queer culture and queer history, and that became a really strong idea behind the work,” Haggerty said.

“We also talked a lot about the sun as a metaphor for queer joy; and how queer joy can be fleeting, it can be solo, it can be complex, it can be sharp and soft, but it’s forever sweet.”

Carabiner Bench was officially launched to the public on Sunday 8 October at Birdsland Reserve.

Haggarty said the launch event was “incredibly special”.

“It was a very inter-generational event that was of course my young collaborators but also older members from the community and conversations about how wonderful it is that this work can exist now in a public space and be celebrated, because it wasn’t always that way,” they said.

“Talking about and giving thanks to queer elders and the work that they’ve done to get us here and the bravery to celebrate and be out and obnoxiously yellow - you can’t miss it.”

The artwork will be on display until Friday 15 December.

“I hope that anyone who pops by; queer or not, takes it as a prompt to sit down and rest and reflect,” Haggarty said.

“We’re all exhausted by being in the world in one way or another; and I think that reprieve and calmness of being out in nature is something that we all share.”

A poetry reading session set to be held on Saturday 28 October will also form part of the installation.

“It’s a really nice moment for people of all ages just to come and share something they’re working on, or maybe just come and listen,” Haggarty added.

“To be sitting all around the bench reading queer poetry is just so gorgeous.

“The idea of a sculpture being a catalyst for connection - without the bench, we wouldn’t all be coming there together and enjoying each other’s company - so I think that it’s going to be really exciting.”

Hugely unrepresented

By Maria Millers We all know women are still hugely unrepresented in many sections of the economy and when they are, they still often earn less than men for doing the same job.

From sportfields to the boardroom elite, women are earning much less than their male counterparts.

Last week, Harvard academic in Economic Sciences, Claudia Golbin, was named the Nobel Laureate in Economic Sciences. In a comprehensive piece of work she delved into 200 years of women’s work participation with a focus on the US experience.

It seems as the economy changed from an agrarian to an industrial base in the early 19th century, fewer women participated in the workforce until the growth of the service sector in the early 20th century.

She found that women participation was not a linear progression, but depended on structural changes and evolving attitudes to women working and their responsibilities for home and family.

The contraceptive pill allowed women to make further strides but child rearing has proved a permanent block on the progress towards wage equality.

Claudia Golbin’s research concludes that much of the wage disparity between men and women today is not attributable to differences in education and occupational choices, but arises when they have children. More precisely

Child care and housekeeping are the two biggest areas for women when they return to work. This includes taking care of dependent children and elderly adults, domestic cleaning, food and other household shopping and preparation, ferrying kids and elderly relatives to activities and medical appointments and other unpaid activities.

It is no wonder working women are increasingly presenting with symptoms of burn out as they juggle work and what has become known as the second shift, as employed mothers take on so much more housework and childcare than their partners.

Melbourne writer, poet and playwright Gayelene Carbis in her poem The Bride Who Became Frightened When She Saw Life Opened, After the painting “The Bride Frightened at Seeing Life Opened” by Frida Kahlo, addresses this growing area of conflict.

It’s not clear if the narrator of the poem works outside the home, nor does it matter, the point is that every aspect of housekeeping is her responsibility with her partner refusing to help with the most basic of chores or childcare.

Is this a form of coercive control without violence or is this simply someone stuck in an outdated gender role, with no feelings of empathy for his partner who carries the full brunt of domestic responsibilities? The man is not overtly violent but he maintains control, for example by not letting the woman read in bed.

Perhaps, he is the primary breadwinner and expects not to have to help with any domestic jobs. Would the situation be different if the woman was the higher earner? Would this have made a difference? Statistics show that women regardless of their earning capacity still end up with all the chores.

So, every night she still has something to do, the second shift, from tending to her daughter to washing and folding clothes; to preparing the evening meal and putting out the rubbish.

The spare lines of the poem build up to the inevitable momentary release of pent-up feelings: I hate you, but then this is followed by acceptance.

Sadly many women would have no difficulties in relating to the narrator’s experience as social change moves at a glacial pace.

Archies brighten Upwey main street with flood of colour

By Tanya Faulkner Upwey’s Main Street has become a flood of colour with the installation of the Archies exhibition.

The Upwey Archies project, hosted by the Upwey Community Group and Burrinja Cultural Centre, has now been installed in several traders along the Main Street.

Head of the Upwey Archies team, Linda Fullagar said this years’ exhibition has really brightened up Main Street in the community.

Ms Fullagar said it’s always a pleasant surprise when the artworks are submitted.

“It’s a surprise and a delight when they come in, we’re just totally blown away every year,” she said.

This years’ exhibition boasts 133 portraits that have been submitted, and have been hung in 33 different traders’ store windows across Upwey’s Main Street.

Ms Fullagar said the mood of this years’ submissions are very different from the last couple of years.

“It might be something to do with people getting out more now that the Covid-19 pandemic is over.

“The portraits just add vibrancy and colour, it’s a wonderful vibe, and really makes the street come alive,” she said.

This year’s winners have also been announced, with Arlie Barwell taking out the

open category with their portrait ‘Need a little sugar in my bowl’ and Arimae Marie taking out the youth category with her portrait ‘to my younger self’.

According to Ms Fullagar, this year saw some outstanding pieces that are bound to surprise locals and visitors alike.

“Some of the youth pieces in particular, you just look at them and think ‘how was this person under the age of 14 able to create this?’.

“There are a lot of youths in Upwey that could be artists one day.

“We saw a lot of absolutely outstanding pieces in the open category as well,” she said.

This years’ judges were Gareth Hart, Creative Director at Burrinja Cultural Centre, and last years’ open winner Jasmine Weber.

Ms Fullagar said the community can have their say on the winner of the community awards.

“When locals are checking out the portraits down Main Street, they can vote for their favourite to win the Community Favourite award.

“The portraits have QR codes that take viewers to the voting page, and locals need to enter the number of their favourite portrait when they vote,” she said.

Another two awards will be presented at the end of the exhibition once the public have voted.

Each of the articles have fascinating backstories behind them, which Ms Fullagar said gives the portraits more life.

“The portraits have been created with a lot of feeling.

“If you read the descriptions clipped to the top, they tell a lovely story about why the artist chose that person.

“We have all sorts of portraits this year, from mothers and grandmothers to boyfriends and girlfriends, and everything in between,” she said.

After several hours of judging and hanging of the pieces, the Upwey Archies for 2023 are now available to view amongst the local store windows.

The installation will be on display until 19 November.

Keeping our history alive Many people are amazed at the records and information historical societies hold. Yet the collections have been carefully gathered up by very dedicated members throughout the years or donated by people anxious to ensure the information and knowledge is kept safely, locally, for future generations.

Among our society’s collection is a large ledger which recorded all the sales made by one of the local brick makers Henry Hyne and his son Leo. The ledger lists all his sales – initially timber and nails – from 1885 through to 1903.

Each customer has his/her own page which is carefully listed in the index at the front. To us this is enormously important as it can help us date when certain buildings were erected.

Hyne, who came to the Lilydale region looking for gold in the Upper Yarra, soon settled in Lilydale on the corner of Anderson and Main streets, the site of the present Hyundai car dealer. He was an engineer and inventor and was soon also making agricultural pipes for drainage. His pipes were installed at the de Castella and the de Pury families’ vineyards and in the Mildura and Riverina irrigation areas. Other products included roof tiles, ridge tops and finials.

ABBA’s best coming soon

Blackwater, by Melbourne-based author Jacqueline Ross, is a psychological thriller bordering horror story set in contemporary Tasmania. Specifically, it is situated in the Tasman Peninsula, with Port Arthur being the first European settlement there.

While the story is inspired by the peninsula’s dark past as a penal colony, it draws our attention to a relatively less explored part of this history – the convict women and the so-called “female factories”.

The story is perhaps influenced by Dephne du Maurier’s 1938 Gothic novel Rebecca – with a twist Here, the first-person narrator Grace, heavily pregnant, accompanies her husband King to visit his dying father. Also residing in the dilapidated and ominously named family home “Blackwater’’ is King’s eccentric twin sister Ruth.

Grace waits for King to put the property on the market after his father’s death, but stories of mysterious deaths and disappearances throughout the history of the house begin to emerge among the locals. Worse, King starts developing bizarre behavioural and psychological patterns. Even more frightening is Ruth’s increasing hostility towards Grace and her unborn child.

“A baby will never be born at Blackwater.” As Grace desperately tries to protect her baby, we cannot help but wonder whether the house is haunted.

The author does a fine job depicting the sad legacy of Tasmania’s “female factories”, making it reasonable to assume that, like radiation residues, all that misery and suffering would surely have some impact on the physical surroundings.

We are therefore reminded of classic Gothic/horror novels such as Henry James’s The Turn of the Screw, Shirley Jackson’s The Haunting of Hill House, Stephen King’s The Shining, and even Susan Hill’s The Woman in Black.

However, as described by novelist Char-

Northedge quotes horror author Joe Hill as saying: “Houses aren’t haunted – people are.” In Blackwater, Grace, already stressed by her pregnancy, finds herself trapped in an unknown and unwelcome house, surrounded by strangers. Not only does her unfamiliarity with her husband’s background contribute to her insecurity about their marriage, but her discovery of the plight of convict women in the area further exacerbate her fear for the safety of her baby.

With that said, fans of psychological thrillers with a hint of the supernatural will find this story highly enjoyable. Readers may also want to try the audiobook, which is superbly narrated by Arianwen Parkes Lockwood. The monotone voice of Ruth – and that scary little song she sings near the end of the story – is particularly chilling.

Indeed, there is something about firstperson narratives in fiction that is surprisingly suited for audiobooks, as if we are listening to real people describing their adventures and experiencing their fears and doubts in real time. In this sense, thrillers seem to be a perfect genre for audiobook listeners.

Mamma Mia! The Princess Theatre Melbourne is now the home of Mamma Mia. Opening night was Friday 29 September.

A great fun show mixed with a little poignancy and based around various songs from ABBA. The story is about a mother, Dona and her daughter Sophie. It’s Sophie’s wedding coming up and she wants her father to give her away.

But! There is one problem, no-one knows who her father is. Sophie found an old diary of her mother’s discovering she could have a choice of three fathers. Even her mother does not know which is the father.

So Sophie writes to the three with an invitation to her wedding.

The show is all about who Sophie’s father is and the effect it has on the wedding.

A bright, breezy terrific production with great lighting effects. The set was a Greek villa and in the story was designed by one of Sophie’s fathers, Sam Michael. Also a stone wall which dropped in and out as required.

Donna Sheridon was played by Elise McCann who gave a wonderful performance added to by her great singing voice. Some great scenes when she sees her old boyfriends and queries why they are here. Some of the replies were hilarious as they had been advised

by Sophie of the situation.

Sophie was played by a very versatile Sarah Krndija. A wonderful and moving performance as Sophie particularly meeting her father for the first time. Krndija is not only a talented actress, she is also a violinist and speaks English, Croatian, Serbian and Ukrainian.

Kemp’s curtain call Donna’s friends, Rosie and Tanya, were played by Binanca Bruce and Deone Zanotto.

Bruce was marvellous as Rosie and Zanotto gave a stirling performance as Tanya added to by a good singing voice. The three fathers were Sam Michael, played by Martin Crewes, Harry Bright was played by Drew Livingstone, and the third father was Bill Austin played

by Tim Wright. All three handled their roles comfortably giving great performances which were enjoyed by the opening night audience.

Sky, Sophie’s husband to be was played by Lewis Francis. A good performance well balanced by Krndija, and a good singer.

One of the funniest scenes in the production were the dancing scenes more particularly where Sky’s friends danced in swimming flippers.

The ensemble was well balanced and added to the standard of the evening. Like all good shows the company received a standing ovation and they played and sang to ABBA’s music long after the finish of the show, plus the audience could not keep still and there was dancing in the aisles from the audience and all ages were kicking up their heels.

A great night of musical theatre and a production not to be missed.

Horrifically unnecessary Directed by David Gordon Green, The Exorcist: Believer is a competent but grossly unnecessary horror sequel.

Single father Victor (Leslie Odom Jr.) arranges an exorcism after his daughter Angela (Lidya Jewett) and her friend Katherine (Olivia O’Neill) are possessed by a demon.

As with Green’s Halloween sequel trilogy, Believer shows a strong command of character and dialogue (no doubt carried over from Green’s comedy roots), with long stretches devoted to Victor and Angela’s family bond.

The performances are universally solid, Jewett and O’Neill are ghastly troopers as the possessed children, and the film features plenty of anticipatory chills, skin-crawling unease and macabre terror.

However, Believer suffers from diluted focus and a lack of originality.

Certain callbacks to the iconic 1973 Exorcist, such as the green vomit and 360-degree head spin, are well-executed, but Ellen Burstyn is crowbarred in as Chris McNeill for little more than legacy clout.

At its core, The Exorcist was a battle between the possessed child Regan, her desperate mother and two priests; Believer is crammed full of characters, most of whom are thinly-developed, which splits our focus too far.

Moreover, Katherine has very little de-

velopment compared to Angela.

Believer emphasises the importance of other faiths in saving the girls, as The Exorcist was a very Catholic movie, but the exorcists involved all preach some form or offshoot of Christianity, so the film’s attempt at diversity feels half-hearted. Believer also has some disconcerting anti-abortion themes.

Unlike Green’s Halloween trilogy, which reinvented the franchise, The Exorcist: Believer is a well-crafted, often creepy but shallow soft reboot that mishandles its fanservice and its new ideas.

The Exorcist: Believer is playing in most Victorian cinemas, but I recommend the original or the outstanding Exorcist III from 1990.

Debutant makes his mark All but one senior team got to play round 2 fixtures this week, with the 1sts, 3rds, 5ths & Vets all grabbing great wins.

In his first XI debut, Josh Clarke took a matchwinning 7/23 off eight overs in Monbulk’s 1st XI’s win over St Johns-Tecoma. Congratulations Josh, an unbelievable spell of bowling from Monbulk’s Welsh lad. The Hawks made a modest 134 with TJ Utting and Josh Spencer making handy runs. St Johns were well on top at 0/50 before Josh took Monbulk’s first seven wickets to help seal a great win.

Undefeated knocks from Guy Calcagno (39*), Steve Utting (101*) Brayden Brockwell (69*) &Tom Berman (37*) were other highlights from across the grades.

Monbulk’s under 16s fought hard in their battle with UFTG on Saturday morning coming up just short. All other juniors were washed

out on Friday night.

Caleb attracts AFL eyes

By Tanya Faulkner The Hills has no shortage of sporting superstars, proven once again in the recent performance of one up and coming footy player making his name known in Victoria.

South Belgrave Football Netball Club are one of several clubs in the Hills that have seen superstar players through their club, with young Caleb Windsor being the next upcoming footballer to keep an eye on.

The youngster recently showed off his skills at an AFL drafting in Melbourne, in front of several AFL recruiters eyeing up their new prospects, with Mr Windsor coming in the top ten across several tests.

Players were put to the test to show their speed, endurance and agility, for a chance to be recruited in the upcoming National Draft.

Windsor’s 20 metre sprint came in most impressively, taking the third quickest time of 2.916 seconds.

His scores also came in the top ten for his vertical jump (73 metres) and his running vertical jump (93 metres).

South Belgrave Football Netball Club’s director of football Cameron Kidd said Caleb’s time with the club was actually quite brief.

“Caleb only actually played one game with us against Mitcham earlier this year, as he had other commitments with the Eastern Ranges Reps team and played his junior career with Lysterfield.

“He’s a ripping kid from a nice family, and moved to our club to play alongside his brother.

“When he did play with us against Mitcham earlier this year, he was named amongst the top five players for that day,” he said.

South Belgrave’s head coach Luke Galliott said despite having such a brief appearance with their seniors, he is still amongst the club as much as he can.

“He comes down and watches his mates that play with our club whenever he can, and makes regular appearances,” he said.

For Galliott, it was clear the young footballer has a big future ahead of him in football.

“The good judges mean he could be anywhere between 15-25th in the list.

“When he played with us he was all into the decision making and made good use of the ball.

“His skills are right up there, and he has more to come in his career, and being in that premium environment will be great for him.

“He’s definitely a player for the community to watch,” he said.

ing up the ranks and joining their senior teams.

Galliott said Mr Windsor’s performance will be great for both communities, and it will be great to see his career progress.

“We are super proud of him, and our players we have in our club,” he said.

Windsor has always had a passion for football, which stemmed from a young age, following in the footsteps of his father and brother.

Lysterfield under 15 coach Damien Newcombe said when Windsor came into the club as a junior in the under 13s team, he could just see something different about him.

“Caleb was a player that was always on the move, he could find and create space, which is difficult for most players at that age.

“He had a dynamic engine and running capacity, and was one of the few players at that age who could run fast and kick with accuracy and speed.

“He’s got a natural ability to get on the run and play the ball well,” he said.

His career with Lysterfield was nothing short of strong, developing his skills year on year as he took to the field for the club in his junior season.

Newcombe said he was an impressive player to watch.

“He came into his under 15s in an elite position.

“That was the year we had Covid-19 so it was a disrupted season, however he came in at his fittest that he’s ever been that year.

“His breakout year was his first season with the under 17s premier team that he came into as a bottom age player, and started playing for Eastern Ranges at Vic Metro level.

“Caleb went from playing mostly on the wing to coming into mid field, where his decision making and forward craft really developed between the two positions.

“In his final junior year with our under 17s team he only played one game with us, and spent the majority of the season at Vic Metro,” he said.

Newcombe said Windsor’s development and coachability will be his biggest asset as he moves forward in his football career.

“He just always listens, and goes about working on his own game - whether it’s feedback from his coaches or from just watching the game.

“He’s always doing that little bit extra to give himself the best chance at the top level, he works hard and he’s got the agility, speed and skill.

“Caleb has really developed his game, he’s an explosive player out of content, and at full speed he can hit targets from any sort of distance over 23 to 40 metres, which we saw in his Vic Metro games.

“He can leap and tackle hard, he knows his ability and he knows the area of the game he needs to develop as well,” he said.

Not only has Windsor been described as a phenomenal player, he’s also been recognised

by Newcombe, for his nature off the field.

“I’ve had the fortunate pleasure to coach him and his brother, Kai. “They come from a really footy oriented family, and they are both really respectful kids alongside their skills.

“The family loves their footy, love their teammates and the atmosphere that the club brings,” he said.

Newcombe said despite a couple of injuries, Windsor has a bright future ahead of him in AFL, and is looking forward to seeing where his career takes him.

“I think he knows where his footy is and he’s very receptive to feedback.

“Caleb has a strong foundation of dedication and hard work that will be a core part of his AFL footy.

“He’s a player that can play across the line in multiple positions, and if he continues to develop and accelerate the way he is, he’ll make something of it.

“It’s exciting for us to see, having been part of his junior football career,” he said.

The 2023 AFL National Draft commences on Monday 20 November, being held across three nights, with picks 1-18 coming on day one and subsequent national draft rounds taking place the following day.

A further pre-season and rookie draft will occur on the third day.

Tigers fall in pitcher’s duel with visiting Fitzroy Lions In wet and less than ideal conditions, the Upwey Ferntree Gully Tigers fell to the visiting Fitzroy Lions in a close game dominated by pitchers 2-0. In a game that had already been moved from the scheduled Merri Park in Northcote due to an unplayable field, the Tigers were unable to capitalise on a second inning zero out, bases load situation which ended up being the last time they seriously threatened the Lions defence.

Taking advantage of a Danny King single in followed by a Tom Dicker RBI single in the third inning, the Lions took a lead they would not surrender, managing to manufacture another run in the fourth inning to pad their lead, whilst riding a scoreless four plus inning start from their Japanese import who handed the ball of to Fitzroy stalwart Brock Pawley, who threw the final five innings while slamming the gate shut on the Tiger offence.

On the road to Tom O’Halloran field on the shores of Albert Park lake, the Upwey ladies scored early and often whilst making plays when it counted to ensure they were on the winning side of a 13-9 result. This improves their record to 2-0 and ensures they currently sit on top of the Women’s Metro South ladder as they look ahead to next week.

Over at the Tiger Dome, the seconds applied continued pressure on a hard throwing Fitzroy starter to back a phenomenal start from Tiger veteran Sean Meldrum who spun an economical five innings before handing the ball to returning Josh Yung who slammed the door shut to wrap up the teams second win of the year. A freak injury to young gun catcher Pat Gawith was the only thing that could dampen the teams’ spirits as they continued to showcase why they are the team to beat in the new season.

On the back field, the Tiger thirds and fourths combined effective pitching with timely hitting and smart baserunning to run out winner in their respective games, both also improving to 2-0 on the season.

The women’s team are at home next week to what should be a strong Springvale outfit, whilst the men’s firsts and seconds hosting last years Division 2 premier Newport, with the thirds and fourths on the road to Newport to face a club that won premierships in every senior grade in the 2022/23 season in what should be an absolute barnburner of a weekend of baseball.
