Grand final fever No two AFL teams have experienced more premiership droughts than Melbourne and the Western Bulldogs making it a tale never to be forgotten.

By Renee Wood The State Government has unveiled its roadmap on how the state will start to open up and exit lockdown.

Several phases will be in place, with restrictions to ease when vaccine targets are reached.

The first freedoms to arrive at the 80 per cent single dose mark, expected on or around September 26, will be outdoor recreational activity.

“For instance, you can play basketball, golf, tennis cricket and other outdoor recreational activities,” Premier Daniel Andrews said.

This will follow the same limits as picnics, which were allowed following the state reaching 70 per cent single dose on September 17, with two people or five people who are fully vaccinated allowed to meet.

The travel limit will also increase to 15km and personal training can increase from two to five fully vaccinated people outdoors.

For schools, from October 5 students will return for the GAP test and from the following day on site learning can return for VCE units three and four, final year VCAL and IB students.

From October 18 prep students will return to school for three days a week and grade one and two can return for two days.

“It’s staggered, it’s balanced and it’s about limiting the spread of this virus. Schools involve a lot of movement - of kids, lots of parents, lots of teachers, lots of movement.”

The next easing of restrictions will come when the state raches 70 per cent double dose with the Premier marking this on or around October 26.

From this milestone, the six reasons to leave home and the curfew will be lifted, 10 people can gather outdoors and entertainment venues, restaurants, pubs and clubs can reopen but only to serve 50 fully dosed patrons in an outdoor setting.

The State Government has released its roadmap out of restrictions, with phases all marked by vaccine milestones.

Weddings and funerals can also return with 50 fully vaccinated people outdoors, and hair and beauty businesses can open to five fully vaccinated people indoors.

“In this 70 to 80 phase there is a massive priority towards outdoor activity, because that is so much safer than indoors.”

The remaining school year levels will all return to on site learning for parts of the school week, with the staggering approach still to be used at the 70 per cent full dosed mark.

November 5 is the next milestone, when 80 per cent of Victorians are expected to be full vaccinated.

From this, 10 people including dependents can visit your home, while 30 people can gather outdoors in public and masks will only be required indoors.

For the hospitality sector, up to 150 fully

vaccinated people can dine seated indoors and 500 people outdoors, the same conditions will be applied to weddings and funerals.

Hairdressing, beauty, personal care will be open for fully vaccinated Victorians and retail businesses will all be allowed to open.

At this time, childcare and schools will be operating as normal, and metro and regional areas will rejoin on the same restrictions and be allowed to travel freely between areas.

Mr Andrews also cited that the aim will be to have 30 visitors to homes for Christmas Day and international travel with country bubbles could also be a possibility.

“We aim to also deal with the consequences and deal with whatever we need to do around other decisions that the Commonwealth Government will make in that post 80 per cent double dose framework.”

The lockdown bubble has forced people to get creative on their walks and discover new trails and paths around their local areas - but it seems some hills residents have been taking this up a notch and tempting fate in the process.

The iconic Puffing Billy railway corridor may seem like a quiet and idyllic place to explore, but recently, more and more locals have been using this time in lockdown to walk along the tracks - a very dangerous activity that the Puffing Billy team are urging people not to do.

Posting to their public Facebook page, the team behind the local landmark said that they were alarmed to hear that the tracks were being used by pedestrians recently.

“It has recently come to our attention that there are community members currently using the railway corridor as a pedestrian walking track,” the statement read.

“This is an incredibly dangerous activity – tracks are slippery, uneven and operating trains do move back and forth along the line.”

The organisation said that while the train service was currently closed due to the lockdown, it did not mean that the tracks were sitting there unused.

“While we are temporarily closed to the public, there are still a number of maintenance and bushfire mitigation works being carried out during this time to ensure the safe restart and reopening of the railway,” they said.

“Always expect a train.

“They can come at any time of day from either direction and although our trains might seem small compared to most, they can still weigh the equivalent of 50 - 100 Ford Territory’s.

“To bring a train of that size to a halt requires a stopping distance much longer than the average car!”

The Puffing Billy team urged residents to stay away from the tracks in the interest of public safety.

“For everyone’s safety, please refrain from walking along or beside the train track and if you witness anyone trespassing, please report this immediately to the police by calling 000.”

The team added that they hoped to be back up and operating again soon (pending lockdown restrictions easing).

IN BRIEF Man charged after Olinda stabbing

By Mikayla van Loon One of VCAT’s longest hearings has just wrapped up and will now decide the future of the former Belgrave Motors site which has been proposed for a major development.

Running from June to early September, the VCAT hearing was initially meant to last for a total of eight days but the complexity of the case pushed the hearing to 15 days.

“There aren’t too many VCAT cases that are longer or more bitterly fought than this one,” Tecoma resident and Belgrave Tecoma Township Group treasurer Karl Williams said.

Having been rejected by the Yarra Ranges Council planning department before it ever made it to a council meeting, 85 residents submitted their objections to VCAT to express their concerns with the development.

Mr Williams was among a handful of people who was involved in the hearing and was heard by the tribunal as a self represented party.

Yarra Ranges Council was the most significant party involved in objecting to the development.

“Councils don’t always follow through on their rejection of an application by being represented at VCAT,” Mr Williams said.

“But in this case, Yarra Ranges council did apply to be a party for the hearing, of course, objective to the applicant.

“And here’s the important point. They backed it up and threw as many resources into this hearing as they’ve ever done before.”

Yarra Ranges Council utilised the expertise of a legal firm and three expert witnesses in town planning, traffic management and urban design to refuse the five storey supermarket, childcare centre and office complex.

Emerald Tourist Railway, or better known as Puffing Billy, have also fought tooth and nail to ensure this proposed building does not go ahead, as the visual bulk of the structure would crowd the rail corridor and be devastating to the surrounding trees.

that it was extremely large, almost 5000 square meters and almost 98 per cent of the entire block was going to be built upon,” Mr Williams said.

“Which means every tree on the site would be removed, as well as a number of trees outside the development on the perimeter, including some very large canopy trees between the development and the railway station and that’s that loss of visual amenity.”

Arguments from both residents and Yarra Ranges Council were based on how inappropriate and out of character the building was in terms of the rest of the town and the traffic impact on an already dangerous intersection.

“One of the important concerns was the massive surge in traffic that would necessarily result. The cornerstone of this development is a full line supermarket, about 3600 square metres with 280 car parking spaces.

“The traffic movements alone were of great concern to Yarra Ranges Council and to the Belgrave Tecoma Township Group.”

Mr Williams said adding to these concerns is the soon to be built Belgrave station car

park which will already increase parking capabilities by 470 spaces, meaning a potential increase to traffic congestion in the area.

Although there was not much indication as to how the VCAT commissioners would vote in the final decision, Mr Williams said objectors put forward a strong case.

“Council and the objectors started off on strong grounds because the planning controls for the site are fairly strong. They don’t allow a supermarket of this size to be built.

“But the applicant had been working on this for four years and he had drawn up 480 pages of plans which attempted to get around these concerns.”

Mr Williams said the fate of the 2-14 Monbulk Road site won’t be handed down for at least six weeks.

In the meantime, residents who donated $38,000 to employ a town and urban planner, will continue to fundraise money to defray some of the expenses, with Mr Williams aiming to reach $10,000.

Demon decoration delight From page 1 Ms Brasher has since passed on her love for the Melbourne Football Club to her daughter and it has become a joint passion the two of them can share.

Since the sudden death of her son Corey four years ago, Ms Brasher and her daughter have used the football as a way of spending quality time together and have travelled to as many games as possible.

“Since then my daughter and I decided to become members of Melbourne and make our weekends at the footy our special time,” Ms Brasher said.

“This year we went to every single game we possibly could. We went down to Tasmania, to the footy the weekend before Mother’s Day. So that was our Mother’s Day weekend.”

Ms Brasher and her daughter plan to spend grand final day just the two of them, eating cheese and biscuits, as well as classic footy food like hot dogs, pies and of course doughnuts.

Although devastated they couldn’t be there in person to experience the roar of the crowd, Ms Brasher said they did consider every option to get to Perth for the grand final.

“We’re happy that there’s another team from Melbourne in the grand final, it’s just so devastating that it’s in Perth,” she said.

“We would have been there or we would have been wherever they were but it’s life, you just can’t do anything and there’s no use whinging about it.

Burning off warning CFA firefighters from Mount Evelyn and Wandin fire brigades were called to a burn-off that had escaped on Clegg Road in Mount Evelyn on Saturday 11 September.

The property owner was cleaning up following the storms in June, when embers from the burn blew into the bark quite high up in nearby trees.

Mount Evelyn Captain Rick Ventrella commented that while the wind was light, you can never be too careful; on a day of hotter, drier and windier conditions, the fire could have quickly escalated to a much larger blaze.

Police appeal for details Victoria Police are offering a $1 million reward in the hope to solve the 2003 suspicious disappearance of Thornbury man Nick Falos.

Nick, who was 58 at the time, was last seen on Friday 14 March, 2003 about 8.30am as he drove his car along Albion Street in Brunswick.

His red Porsche coupe bearing registration JD 944 was discovered burnt out in the Yarra State Forest at the intersection of Mt Beenak Road and Torbetts Road, near Gladysdale, three days later on 17 March. Nick was also known to drive a brown 1975 Holden sedan, however this vehicle was found parked at his home address.

Detective Acting Inspector Tony Combridge of the Missing Persons Squad said police believe Nick was murdered and despite an extensive investigation, are still searching for answers.

“While Nick is no longer believed to be alive, we are still hopeful of finding out what happened to him.

“We’re also keen to speak to anyone who recalls seeing Nick or his red Porsche in the Yarra Junction area on 15 or 16 March, 2003.

“It doesn’t matter how insignificant you think the piece of information is, it could be exactly what our investigators need to make a breakthrough in this case.”

And having sold their tier one barcodes to a single mother and a lady who couldn’t afford to go to the grand final, Ms Brasher knows her tickets aren’t going to go to waste.

She also hopes for everyone stuck at home in Melbourne, the grand final brings a bit of enjoyment to their lives in lockdown.

“Even for people who don’t follow football, let’s hope it gives them a little bit of excitement, something else to look forward to and it’s something to keep them occupied, at least for the day.”

Yarra Ranges Criminal Investigation Unit have made an arrest after a stabbing occurred in Olinda on Wednesday 15 September.

A 35 year old female was walking her dog at the Old Olinda Golf Course around 5.50pm when she was approached by a male who took offence to her dog. Her has then been kicked and she was punched in the head by the offender.

A passerby, a 41 year old male, heard the screams and came to the female’s aide, which Sergeant Leigh Thomson said resulted in an altercation between the offender and the passerby. Pulling a box cutter knife on the passerby, the offender cut the throat of this male. The passerby was taken to the Royal Melbourne Hospital in a serious but non-life threatening condition.

A 74 year old male from Heathmont has been charged and bailed on the condition that he is not allowed to return to the Yarra Ranges.

He will appear before Ringwood Magistrates Court at a later date. Yarra Ranges CIU detectives were at the scene on the morning on Thursday 16 September and Sergeant Thomson said police patrolled the area throughout the day to ensure people felt safe.

Skate park action rolls in

By Shelby Brooks The idea for a pop-up skate park in Emerald has gained huge support from the community, with $5000 raised so far to get the plan off the ground.

Vanessa Kewish, the mother of two skate loving sons, is hoping the old netball courts in Emerald could host a temporary skate park.

“My kids are in a funny age group where they don’t want to go to the ‘baby’ playgrounds but also aren’t ready for a real BMX track,” Vanessa said.

“And the kids need to get out of the house during lockdown in a Covid safe way.”

There are plans to build a permanent skate park in Emerald as part of the hub works, however Vanessa said it was important to get something for the interim.

She’s identified someone who builds semipermanent skateparks who she hopes they can hire.

“We need something for our kids now and not five, six, seven years from now,” she said.

“We need to come to council with a few

then I think we’re in with a fighting chance.”

Ranges Ward councillor Jeff Springfield said it was great to see community led action.

“I’m very supportive of community advocating for facilities they want,” he said.

“If the community can drive a temporary skate facility, especially for kids during lockdown, that would be a fantastic idea.”

A council spokesperson said a number of upgrades to parks and reserves were planned for Emerald.

“A new masterplan for the Emerald Lake Precinct will commence this financial year while a new playspace for Pepi’s Land is set to be constructed next financial year. A new skate park and playspace at the library at Worrell Reserve will be delivered as part of the masterplan in the near future in line with Council budget allocation,” they said.

“In addition to the planned park and reserves works, the council often receives ideas from the community to consider as part of its future planning, including requests to install skate parks across the shire. Any proposals received are assessed in line with the council’s plans and budgetary constraints.”

A community tree that keeps on giving in Montrose

By Mikayla van Loon Something that started as a way of handing out fabric masks at the beginning of Covid-19 restrictions in March last year, has now turned into a community initiative known as the ‘giving tree’.

Montrose resident and township group committee member Eddie Tichelaar said fellow townsperson Fiona Naisbitt, who is a talented sewer, made over 800 masks which were hung on the tree, free for people to take.

“We initially set it up as giving the masks away and then one thing led to the next led to the next led to the next and also because most people go to the post office or the bakery or grab a coffee, it’s the central point,” Mr Tichelaar said.

Located outside the Montrose Post Office on Mt Dandenong Tourist Road, the tree has become a part of the community and townspeople have taken it upon themselves to leave things for others.

Throughout last year, bags of herbs and sunflower seeds from people’s gardens appeared on the tree, which Mr Tichelaar said brought smiles to people’s faces during a really tough time.

But this year the tree became much more than a place to leave items.

“Fast forward to June of this year, we had the storms here in Kalorama and around Montrose,” Mr Tichelaar said.

“A lady by the name of Lan, she ended up getting cuttings from an old blue gum tree, so the leaf branches and she made floral arrangements under The Giving Tree with a little sign for people to buy the floral arrange-

Soon after, Victoria was thrust into lockdown 5.0 and the Montrose Township Group had a committee meeting where they decided something needed to be done to lift spirits around town.

“There were a lot of people around town

with such a long face and none of us like going into lockdown and we thought okay, how can we start putting smiles on people’s faces around town.”

The idea that came out of the meeting was to decorate the tree with a flag garland but since then residents have added their own touches to The Giving Tree.

“When Covid first started, we didn’t ex-

pect it to be as long as it has been. So did we expect The Giving Tree to become as popular as it was? No, not at all. Does it now have a name? Absolutely. Is it now going to be used in the future? Absolutely.”

The Montrose community recently created its emergency management plan and chose The Giving Tree as its meeting point.

“So it’s the tree that keeps on giving.”

The Markovic-Burgess family narrowly escaped the 9 June storms but are now unsure of when they will be back living in the Dandenongs because of Covid-19.

Picture: SUPPLIED it was so traumatic. We were just in shock for days. We were homeless. We felt like refugees.

Our neighbours behind us took us in that night and fed us and looked after us, they did whatever they could,” Lilly said.

Over the next few days, Leigh and Lilly would slowly walk backwards and forwards from the neighbours to what was their house, trying to make sense of what had happened as news crews snapped pictures and asked for interviews.

“By Saturday, all our friends came up with chainsaws and brooms and just pitched in to help clean up as much as we could. The support of everybody was overwhelming,” Lilly said.

“We sent the kids off to different friends’ houses and we stayed in a friend’s bungalow in our street. We just needed to be close to the house to work things out. We were all separated, and that was really difficult to be away from the kids,” she added.

The family ended up in an Airbnb for about a month while going through the insurance process.

“The whole community was devastated not just our house. I couldn’t get to sleep after it, all I could picture wasn’t even our house but just our entire street, it was demolished. All the areas, the landscape had changed, the forest had been thinned out. Trees had snapped like matchsticks and just seeing it all around us was horrible,” Lilly said.

The family now reside in a Lilydale rental with weekly rent footed by their insurer for 12

months. But with Covid-19 lockdowns leading to delays in the construction industry, the family can only hope their home will be liveable before their time is up.

“I think, with the lockdown, it’s been difficult to be separated from our community. All the kids aren’t anywhere near their friends and lockdowns themselves are traumatic enough.

It was very difficult to move and pack up when it’s not your choice to leave your house,” Lilly said.

Leigh and Lilly had spent the last three years renovating their home and had a new driveway put in just two weeks before the storm tore it up. They also previously had a tree fall on their bathroom and had recently renovated the space before it was again crushed.

“It’s just never ending,” Lilly said. But even that string of events can’t turn the family off life in the Hills, with the community spirit shown after the storm further instilling the reasons they love living in the Dandenongs.

“We are very grateful that our family is alive, they are all so resilient and happy. The kids are just amazing actually and the support of our friends has been wonderful. Our community has just showered us in love and support and just everyone has been amazing. It’s such a compassionate community,” Lilly said.

Leigh, who works in climate science at Monash, is now looking at researching the path of the storm to understand how it moved through the Dandenongs to potentially identify areas of interest for future events.

The State Government has announced a multi million dollar package to support new mental health and wellbeing services across the state, including pop up clinics in the Yarra Ranges, Cardinia, Knox and Maroondah LGAs as the pandemic weighs heavily on Victorians.

A $22 million investment will be delivered to fast-tracked, tailored care to those who need it, reducing the burden on emergency departments while Covid-19 admissions rise.

Some $13.3 million of that will deliver 20 pop-up community mental health services – with around 90 dedicated clinicians providing 93,000 additional hours of wellbeing checks and counselling to many thousands of Victorians needing support.

by EACH in the local government areas and will open progressively from the end of September.

A dedicated triage and referral hotline and website will be established in the coming days so people can start booking appointments.

Minister for Mental Health James Merlino said, “Our local communities have been so vital in supporting us over the past 18 months – and these innovative local pop-up mental health services will deliver the support people need, close to home.”

The funding will also provide dedicated support for communities who may be at higher risk of isolation or mental health concerns from the pandemic.

A $4 million package will go to supporting first nations people with Aboriginal Community Controlled Organisations to self-determine the best, most culturally appropriate response to mental health and wellbeing needs.

An investment of $1 million will expand the Triple P parenting programs, supporting more than 20,000 Victorian families whose children are experiencing anxiety, while $1.2 million will boost the capacity of peak LGBTIQ+ community organisations.

A further $1 million will support the mental health workforce to better respond to patients presenting with trauma, and $1.5 million will allow the Royal Children’s Hospital, Vichealth and key partners to better support the most vulnerable groups of children and young people, both now and into the future.

Three months after the wild storm devastated the Dandenongs, life is beginning to feel normal again for thousands of affected residents.

The winds have eased, the power is back and the roads have been cleared for quite some time.

But for Kalorama’s Markovic-Burgess family, the storm isn’t over yet.

On the morning of 10 June, after a long night of gusty winds and trees dropping like never before, Leigh, Lilly and their four teenage children thought their newly renovated home had made it through unscathed.

But at 5.30am, the morning after the worst of it, their beloved home was destroyed when a 100-year-old Mountain Ash smashed straight through the centre of their Inverness Road home.

“We knew that night it was quite different the way the wind was blowing. As the kids went to bed we told them to go fully dressed and we told our daughter who usually sleeps in a mezzanine upstairs to sleep downstairs. We all went to bed but didn’t sleep, we were just dozing, we could hear trees falling all around us,” Leigh explained.

“It hit the next morning - straight through the centre of the house. Imagine the sound that comes with your house being destroyed within a second. Within that one second there is the sound of breaking wood, glass, metal, steel and the roof. I can’t describe the fear of not knowing where it’s landed, where it’s hit, what happened to our kids, were they dead?,” Leigh explained.

Thankfully, no one was seriously injured.

“I was screaming at the top of my lungs. The branch had punctured through our bedroom roof and I could picture where it had fallen. I ran straight to my daughter’s bedroom,” Lilly said.

Upon opening their daughters bedroom door, Lilly and Leigh saw the tree had touched her mezzanine. She was covered in plaster and a broken mirror.

“We dug her out from underneath it all. It was so dark, the wind was blowing 100kms an hour and it had gone through our kitchen so it was now raining inside,” Lilly said.

After packing what they could, the family of six made their way out the front but quickly found themselves trapped - with another tree having torn up their brand new driveway.

“We were just standing out there in the middle of the storm - just trapped - with rain and wind raging. We could hear branches and trees just dropping. It was like Armageddon,” Leigh said.

The family sheltered at their neighbours home until daylight broke, and it wasn’t until then that they started to see what had actually happened to their home.

“I went for a walk around and just thought, ‘oh my god’. It hit our street with vengeance.

Trees fell down like dominos, people’s houses were crushed, cars were crushed,” Leigh explained.

Baking for critical cause

Asha Billing has always loved baking and is an artist in her spare time, so the bake off allows her to combine all her passions.

For the third year in a row Cockatoo’s Asha Billing entered the Threatened Species Bake Off challenge and this year she took home the open category award.

While winning doesn’t come with a prize, Ms Billing said raising awareness around threatened species is why she does it.

“I think it’s a fantastic way of raising awareness and is a fun way to raise awareness, particularly with young people in schools and just the general public who often don’t hear of these things,” Ms Billing said.

“To raise awareness around a threatened species, it’s a serious issue and I think there are some people who maybe feel it makes light of how serious an issue it is but I think it’s a good way of reaching people, which may not be in the know.”

This year’s theme was ‘ecosystem engineers’ which pulled everyone’s focus to the big and small creatures that help modify, maintain, improve or create habitat in Australia’s natural environments.

It saw 700 submissions from across Australia, the largest number of entrants the bake off has seen.

Acting Threatened Species Commissioner Dr Fiona Fraser said that Australia has over 1900 nationally listed threatened plants and animals.

“This year’s Bake Off provided a fantastic opportunity to better understand the at-risk species found in your local area and to celebrate the amazing recovery work that is happening across the country,” Dr Fraser said.

“These plants and animals play a critical functional role in their ecosystem such as pollination, erosion control or seed dispersal, and in doing so can provide benefits to many other species.”

Ms Billing chose to bake a vegan double layer chocolate cake topped with the very cute long-footed potoroo and its habitat.

“I wanted to represent the habitats that they’re in as much as I couldn’t, because they do love tall dense forests which was a bit hard to put on the cake,” she said “They are digging animals so they’re very, very important to the ecosystem as an ecosystem engineer, they move a lot of soil and they spread the mycorrhizal fungi around and they’re very important in that way.

“So I wanted to do a chocolate cake to kind of try and represent the damp, mossy environment that they would be in and some of the native plant species, but also I had some holes where he’d dug into the chocolate cake just trying to represent that they are little diggers.”

The long-footed potoroo is a critically endangered species because of the increased pressure to their habitat caused by logging, controlled burns and bushfires.

As someone who grew up surrounded by nature and as a passionate environmentalist, Ms Billing can see the error in the human destruction of our environment.

“The main reason I do most of the things I do in my life is to try and protect the animals I love so much.

“I think particularly with things like the potoroo, on one hand there is a very simple solution to ban logging and ban timber harvesting.

That would make a massive difference and outcome and there are things that we can do that we’re not doing.”

Council’s vision for the future

By Mikayla van Loon After almost 12 months of community consultation, Yarra Ranges Council has finalised its draft council plan and community vision ready for the final feedback process.

The draft plan for 2021 to 2025 and the 2036 vision was raised at the council meeting on Tuesday 14 September.

This is the first council plan this group of councillors has put together, something Mayor Fiona McAllister highlighted as “a really important document.”

“I always think of the council plan as the promise we make to our communities about what will be our priorities and what we will be delivering on our term on council,” she said.

“There isn’t probably a more significant document that we create, in our time on Council, possibly, arguably, we could say the budget but the budget simply is a tool that helps us deliver against our council plan.”

Covid-19 did place some challenges on receiving feedback from the community, needing to utilise online platforms primarily, but nonetheless the process was carried out successfully.

With the help of the community panel, the key things identified for the council to focus on were more local mental health supports and services, renewable energy solutions and an environmental focus, establishing a biodiversity plan, creating an ecotourism destination and capital works infrastructure.

“Supporting recovery of our community is a key feature, business recovery, emotional recovery and community resilience as we come off the back of storm events like we’ve never seen before and also a pandemic,” Mayor McAllister said.

Gender equity, valuing the aging population and improving the municipality’s physical health and wellbeing has also been highlighted as a need through the community consultation process and the council’s own agenda.

Part of the council plan puts particular emphasis on the need for liveable places which involves the reduction of car usage and better public transport, creating structure plans like the Lilydale Structure Plan to ensure communities have the facilities they need to thrive and create a hub for activities, as well as a housing strategy to meet the needs of the growing population.

One of the major targets of this council group is to see a reduction of 60 per cent on the 2005 corporate greenhouse gas emissions by 2025 and to reach net zero emissions by 2040.

Although different to a yearly budget, the financial plan outlines the 10 year projections the council aims to achieve.

It also guides and informs the adoption of other key documents, including the budget, asset plans, council plan and community vision.

Having experienced two unprecedented events, being the pandemic and the storms, Yarra Ranges Council had to make a number of financial assumptions based on the current situation.

“The assumptions in this one were really hard and it’s the first time we’ve done a document, a long term financial plan, to this degree,” Mayor Fiona McAllister said.

“Coming through a pandemic, off the back of a storm, where, already, recovery bills are looking to be in excess of $60 million.

Yarra Ranges Council voted to include storm recovery in the community-led Regional Community Recovery Committees (RCRC) which were initially going to be established to respond to Covid-19 alone.

The council has committed $800,000 to implement the recommendations made by four RCRC. These community-led groups will be spread over different localities within the Yarra Ranges which have been defined as Hills, Urban, Valley and Upper Yarra.

Deputy Mayor David Eastham put forward the motion to include recovery efforts for both the pandemic and the unprecedented storms that occurred across the shire.

RCRC’s will be tasked with gathering information to identify the recovery priorities of their community which will be used to create a Community Led Recovery Plan and inform recommended grant funding.

Each committee will be made up of 12 local people who represent the demographics of their specific region and will be inclusive and made up of a diverse membership.

The council is encouraging anyone to submit an expression of interest application by 7 October to then be considered for a recovery committee position.

Improving infrastructure, including roads, is also part of the vision as well as transport infrastructure to ensure improved community access to services.

Other key priorities include strengthening the identity of the municipality’s First Nations people by emphasising and celebrating their culture, heritage and history.

Councillor Tim Heenan thanked the community panel for their significant contribution to this document but expressed how pleased he was to see the entire community have some input.

“I wanted to thank everyone involved because this was not an easy task, as you men-

tioned [Mayor] in relation to what we’re going through as a community at the moment in relation to the pandemic, but also the storms,” he said.

“This is what we do as a group of councillors and I’m glad that we were able to do this under such different circumstances this time.”

The council plan and vision is now open for community consultation and feedback for 28 days until the council reconsiders its adoption at the 26 October council meeting.

“We put this document out asking for more feedback. Have we got it right? Are there things we’ve missed? Are there things we need to change? Or is the emphasis right?,” Mayor McAllister said.

“So I love when we get to this point in the process and I do want to thank every single member of our community that’s been part of it, particularly our community panel, who were substantial contributors to making sure that what they hear and what they live in their communities is embedded in this document.”

The other key issue the council faced in creating a 10 year financial projection was the uncertainty of the State government regulated rates cap.

Rates are any council’s main income stream but without clear vision of the potential rate increases or decreases to accommodate the Covid-19 recovery, the council had to estimate its financial standing over the 10 year period.

Based on the Victorian Department of Treasury and Finance 2021-22 budget, the council has applied a conservative rate cap of 1.5 per cent for years one through to five and two per cent for years six to 10.

Current consumer price index projections released by the State government in May 2021 estimates a steady 1.5 per cent in 2021-22, with a 0.25 per cent increase through to 2024-25.

“If the State government changes the structure of the rate cap, or CPI is different to what is projected, Council’s future financial outcomes might be significantly affected,”

the financial plan stated.

Looking to improve the council’s finances over the next 10 years and “reduce over reliance on rate revenue”, the financial plan places emphasis on seeking external revenue, as well as maximising Commonwealth and State government grant funding.

The financial plan appears to be attempting to balance the impact on residents because of the pandemic, while also ensuring the stable financial position of Yarra Ranges Council.

“It’s about making sure that we’re very clear about how much debt we want, what’s the right amount in terms of our cash position, to make sure that we can pay our bills on time and pay our staff, and also the balance between what we spend on building things and what we spend on our services,” Mayor McAllister said.

The financial plan is now available for the community to provide feedback over a 28 day period until the council revisit the adoption of the plan at the 26 October council meeting.

The council’s annual Small Grants program has become a vital part of supporting local community groups and individuals.

At the 14 September council meeting, the council voted to include another category for emergency relief, as well as improve guidelines and criteria for receiving the grants.

Councillor Sophie Todorov moved the motion to approve this inclusion and update the program which will fund $200,000 worth of grants in this financial year.

Under the new structure, sporting clubs can be granted $500 to support families who cannot afford memberships, which Cr Todorov said ensures community inclusion after a year of separation.

Community members in not-for-profit organisations or creative groups can apply for up to $1000, under categories of: Connected and Vibrant Communities Community Planning Economic Development Youth Initiative Sports Participation In-kind Hall and Facility Hire In-kind Waste Management Covid-19 Community Relief and Recovery In 2020-21, $59,747.51 was granted to notfor-profit community groups and creatives in the community. Of the 87 approved grants, 37 supported Covid-19 projects with a total of $22,895.60.

Special charges A declaration of a special charge has been approved for a number of roads in the shire.

Heath Road Group in Belgrave Heights and Witnish and Victoria Streets in Yarra Junction, will have roads constructed and sealed as part of the $150m Federal Government-funded Roads for the Community Program.

At its meeting on 13 July, the council moved to advertise its intention of declaring a Special Charge Scheme for the Heath Road Group, which include Heath Road, Grandview Road and Huon Road in Belgrave Heights, as well as Witnish and Victoria Streets.

After consultation with residents, Councillor Johanna Skelton moved an alternate recommendation for the Heath Road Group to include parts of Vista Road.

Cr Skelton noted that the cost for the additional works would be shared between the community member and Council.

The council moved the intention to levy a special charge for further two roads, being Chaundy Road, Belgrave South and Wandin Creek Road, Wandin East.

Yarra Ranges Council has brought these projects forward due to early funding opportunities arising through the Federal Government’s Roads to Recovery allocation.

On the hunt for gnomes

By Gabriella Payne If you live in or around Upper Beaconsfield or Emerald, you may have seen a few new faces ‘gnome’-ing around town recently.

In an effort to bring a bit of scavenger hunt fun to the streets, a few locals have gotten creative and set up a couple of games of gnome hide and seek, and so far, it’s going phegnome-enally well.

Steph Davey, the owner of the Upper Beaconsfield General Store, said that they had been inspired to set up the gnome scavenger hunt after one of their workers suggested the idea.

“One of our staff members came up with the idea - it’s just something a bit fun,” she said.

“Someone in our local community last year did a ‘Where’s Wally’ hunt around town, so there’s been a few different ones throughout the different lockdowns.”

In Upper Beaconsfield, 12 orange gnomes have been hidden in ‘iconic’ locations around town, each with a letter on their hats.

“So they have to go around and find each gnome with their bingo sheets, and each gnome has a letter on his hat so when you mark down the letters, it makes up a code word,” Ms Davey explained.

“Then you bring the code word into store and you get a lollipop.”

Ms Davey said that she thought “nearly every kid in town” had been in to collect their lollipops over the past week - proving just how popular this fun, new activity was - and it seems other towns are following suit.

Over in Emerald, 12 little gnomes are also hiding their bearded faces in peculiar places around town.

Tiffany Smith, a local resident and owner of Emerald’s Vibe Health and Fitness, said that she had been inspired to start the scavenger hunt in the hills area after seeing what the Upper Beaconsfield community were doing.

“I heard that they were doing a gnome hunt around Upper Beacy and I thought if they could do it, we could do it too,” she said.

“It was very easy to set up, it didn’t cost a lot and I feel everyone can do something to help right now.”

Ms Smith said it was great to see so many people, both young and old, getting in to the spirit of the scavenger hunt and walking around town with a spring in their step.

“I think it’s a great way to get little kids out during the day and seeing different places, but we even had an older couple that did it recently,” she said.

“It’s given me ideas for another scavenger hunt, more of like a cryptic clue adventure race for adults,” Ms Smith said - an idea that’s still a work in progress.

Residents are encouraged to get involved in the gnome hunt, which will be running for at least the next few weeks, as it’s a bit of good, outdoorsy fun.

Bingo sheets can be picked up from the local cafe, Penny & a Pickle, in Emerald or the Upper Beaconsfield General Store in Upper Beac and it’s not just limited to kids.

So what are you waiting for? There’s ‘gnome’ time like the present!

Cafe offers a sweet treat Emerald’s popular Laughing Fox Cafe expanded with the recent acquisition of neighbouring ice cream shop, The Sweet Station.

The addition of gourmet ice cream to the Laughing Fox menu happened last year is a major improvement ushered in by owners Ali and Nazanin. Expanding the menu to have around 70 meals including 25 vegan/vegetarian food and more than 60 gluten free options was the next step of the planned expansion.

The addition of decorative acoustic panels added the coziness and charms to the venue.

The owner/managers came into the hospitality industry with no prior experience taking over the cafe in 2019, and have loved the challenge of getting to know their regular patrons, expanding the cafe’s menu and creating a warm, welcoming atmosphere. They are now accepted by local community and are continuously offering new jobs to locals seeking for a casual job.

The Laughing Fox is open for breakfast, lunch and afternoon tea with a menu that offers a wide range of options. Carrot cake muffins, banana bread muffins, apple crumble muffins, freshly baked croissants and glutenfree cookies are among those sell in high quantities in weekends.

The Laughing Fox Jumbo size hot drink starts from $4.80 compared to $6 or $7 you put in other shops. Their 24oz milkshake is just $6 meaning you pay a fair amount for 725ml of cold drink. Proud of our veterans When I was elected your Member for Casey nearly 20 years ago, Australia’s engagement in Afghanistan had already commenced. Afghanistan has been with us every day.

In the wake of the horrific terror attacks of September 11, 2001, Australia’s response was both moral and instinctive. The attacks were an attack on freedom and democracy.

It required committing our armed forces to Afghanistan to disrupt, degrade and defeat the terror machine that had been nurtured and nourished in Afghanistan - where Bin Laden was given the safety and security to plan and execute mass murder.

Our military contribution represented our commitment to uphold the rule of law, international norms and western democratic ideals. In the wake of September 11, very few

All of us have found the recent scenes of mayhem surrounding the withdrawal from Afghanistan in the wake of the takeover by the Taliban, utterly heartbreaking.

For our veterans it has been a profoundly

difficult time. They served our nation with distinction. 41 gave their lives.

When we committed forces, there was some loud opposition, but it was a minority position. Our commitment was strongly supported by the public and fully backed by the then Opposition. Australia joined an International Security Assistance Force, created by the United Nations, that comprised 37 other nations. It wasn’t some folly embarked upon unilaterally by John Howard and George Bush.

Yet, some recent misguided comments seem to suggest this. Of course, people are entitled to not like the former Howard Government or indeed the former Bush administration, but they are not entitled to present falsehoods as facts.

It demonstrates a recent degradation in

The action scenes are gnarly, well-choreographed and easy to follow, and balance Kate’s deadly skill with her deteriorating condition.

The dialogue is frequently witty and insightful, and the dazzling cinematography conveys bustling scenes of neon-drenched Tokyo. The third-act twist is rather predictable and the

mob intrigue ends up slightly muddled, especially in how it relates to Kate’s assassin agency, but still furthers the engaging theme of honour.

Kate shares themes of family, loyalty and feminine strength with Black Widow and Gunpowder Milkshake, but also has some subtle nods to Luc Besson films Nikita and Leon: The Professional.

As a violent thriller with compelling characters, Kate is viscerally and emotionally satisfying, and is available for streaming on Netflix.

Victoria Reads: Stories That Matter PASSION FOR PROSE WITH CHRISTINE SUN As Australians, we cherish and celebrate reading. We love sharing our favourite books with others, and we value the important role of libraries in our community life.

According to Public Libraries Victoria (PLV), there are currently 276 library branches, 336 mobile library stops, and 72 other library outlets across the state. “At the heart of each library is a world of knowledge, potential, and inclusivity. Each is a safe, engaging and empowering place that is open to everyone to enjoy.” Two million Victorian members make a whopping 30 million visits to our public libraries every year.

Libraries change lives in the same way that stories shape our society and culture. After a long year of reading alone – and as we aspire to a healthy, safe and active year ahead – we can hardly wait to get together and share stories about our reading lives.

With this in mind, PLV recently presented “Victoria Reads; Stories That Matter”, a special online event featuring some of our state’s most treasured personalities. In the words of CEO Angela Savage: “In a time where we are in and out of lockdown, it is more important than ever that we give time to reading. Reading helps stimulate those parts of your brain that provide stress release and relaxation – and that’s a story that really matters.”

Hosted by Claire Hooper and Paul Kennedy, “Victoria Reads” invited Tony Birth, Nazeem Hussain, Alice Pung and Christian White to share their love of books and libraries. The 90-minute conversation highlighted books that changed their lives, books that made them smile, and books they would take to outer space. The speakers also revealed their loving memories of public libraries, and books that connect to a specific time of their lives.

Approximately 1,200 book lovers across metropolitan and regional Victoria registered for the event via Zoom on September 14. While the exact number of participants remains unknown, a quick online poll found at least 85% of them watched the event by themselves. It 12 MAIL

This week Christine Yunn-Yu Sun participated in ‘Victoria Reads: Stories That Matter’ - a Melbourne Writers Festival’s online event. prompted Hooper and Kennedy to wonder whether virtual literary gatherings like this could one day be enjoyed by whole families.

Birch revealed his first trip to a library was “with trepidation”. He wondered what he should do in “such a place of silence” until a book caught his eye, and he was astonished to realise he could take that precious object back home. The teenage Birch enjoyed Mark Twain’s The Adventures of Tom Sawyer (1876) and Adventures of Huckleberry Finn (1885).

For young writers wanting to “step out and take a chance”, he recommended Lucia Berlin’s A Manual for Cleaning Women (2015), a collection of 43 short stories about women in all kinds of demanding jobs.

Hussain’s political awakening started with The Autobiography of Malcolm X (1965), a great inspiration for all to stand up for justice.

He recommended Majak Daw’s Majak (2021), where the Australian rules footballer describes how he endured unprecedented scrutiny as a Sudanese refugee and almost buckled under the immense pressure for him to become a role model for migrant youth and to speak for his entire community. Hussain enjoys Antoine de Saint-Exupery’s The Little Prince (1943) and would take Roald Dahl’s Charlie and the Chocolate Factory (1964) to outer space.

Pung would take the Bible to outer space, just to see how this “foundation of civilisation and human relations” could serve its purpose and whether the “struggles of human-

ity” would be reduced or magnified in that unknown dimension. She nominated Yumiko Kadota’s Emotional Females, Amani Haydar’s The Mother Wound and Lech Biaine’s Car Crash: A Memoir as stories that matter in 2021.

Pung fondly remembered June Factor’s All Right, Vegemite! (1985) and connected Beverly Cleary’s Romona series – eight titles published between 1955 and 1999 – to her childhood.

Finally, White said Chuck Palahniuk’s Survivor (1999) would always put a smile on his face. While writing his first novel The Nowhere Child (2018), he was influenced by Gillian Flynn’s Dark Places (2009). White had tender memories of school libraries – the smell of books, the sense of coziness and security from bullies, and the idea that it is OK to hide there forever. He would take Arthur C. Clarke’s Rendezvous with Rama (1973) and Stephen King’s It (1986) to outer space because they are “nostalgic, scary and wonderful”.

I am proud of our veterans and all they achieved, in fighting terrorism, preventing further attacks that would have occurred on a much wider scale.

I am also proud that Afghani girls received an education and were treated as equals – including as Members of Parliament. Yes, things have and are dramatically changing for the worse, but they now know the taste of freedom. I don’t believe anyone would seriously argue that Afghani women should not have had their basic human rights restored to them 20 years ago.

The bumpy history Kemp’s curtain call The 1812 Theatre had its beginnings in the 1940s under the somewhat unwieldy title of the Ferntree Gully Arts Society Repertory Players and as such is one of the longest running theatre groups in Melbourne. Home for the company was a converted army hut in Underwood Road which was continued as the Ferntree Gully Arts Society and Hut Gallery.

For the next 10 years the group grew though not exactly prospered. But despite playing on one memorable occasion to an audience of three the enthusiasm remained. In 1956 the group became The Repertory Players and led

by Jon and Pauline Lowe determined to see amateur theatre flourish in the hills.

And flourish it did.

By 1968 the company had outgrown its premises at The Hut. So, to the Lysterfield Progress Hall in Kellets Road Lysterfield as big as The Hut but in a state of near collapse. For the next six months actors became carpenters, painters and tradesmen. The hall was converted into an intimate theatre and the 1812 Theatre was created.

But tragedy struck… in the early hours of 2 June 1972, flames razed through the theatre bringing it to the ground in the middle of the season. The 1812 lost everything.

With the same enthusiasm on which it was weaned, the group refused to be daunted.

The current season Ring Around the Moon was re-presented at the Scoresby Hall and one month later he 1912 began building at the Festival Theatre, a derelict cinema in Rose Street Upper Ferntree Gully... the company’s current home. Since November 1972, when the curtain rose on a new stage, The 1812 has progressed in leaps and bounds, jazz nights, out-of-town openings for professional shows, workshops for members, as well as four diverse plays presented each year.

In 1985 the company represented Australia in an international festival of amateur theatre in Monaco. A cast and crew of 20 ventured into Europe, where a uniquely Australian play Such is Life …

Ned Kelly was presented.

2006 saw the 60th birthday of The 1812 Theatre – of which their hard-working members are justifiably proud.

Looking for spring snaps

By Renee Wood Spring is sweeping Yarra Ranges residents off their feet, as the blooms come into season and the sunrises are filled with colour, all the perfect backdrop for some beautiful photographs.

One local who’s taking every opportunity to stop and snap a beautiful picture is self taught photographer Tracy Dasler.

Tracy has been sharing her passion for beautiful photography with the Hills for sometime, capturing many magical landscapes with her keen eye.

“When we moved up into the Dandenongs I just loved getting up early and the sunrises, and basically that prompts me to get out most mornings,” Tracy said.

“On my way to work I find a spot, pull over take a couple of photos and then off to work.”

Macro photography and sunsets are some of her favourite things to capture in the region.

“A sunset you’re looking for the bright colour, a lot of my shots are actually zoomed in with a massive lens going in as far as you can get it.

“And macro photography, taking a photo close up of a flower - it’s just another world, you see flowers quite differently.”

Tracy said you should think of photographs like art work hanging in a frame to envision what shots you want to capture.

“Beginners could have an old frame and hold it up like the photo you want to take to get the idea of how to frame up a photo.”

The Emerald resident’s imagery can be viewed through Instagram under @tracylandscapes and has been known to feature on TV news weather reports.

“There’s quite a few of us up here who send photos in, and it’s good to see the Dandenongs up there because it never really used to be up there, it was always the city or the beach or all the water shots. So it’s actually really nice to see the mountains and the fog promoted.”

South Belgrave’s successful year

By Mikayla van Loon Making the Eastern Football Netball Leagues Team of the Year (ToY) is no small feat but to make it during a shortened season is an even better accomplishment.

South Belgrave Football Club took it one step further, having three players make the division two team and one being listed as captain of the squad.

Football Operations Manager Cameron Kidd said having won the premiership in division three in 2019 and then going on to finish fourth on the ladder with three players in the ToY was a great achievement.

“Being a difficult year with Covid, it just showed how much the boys wanted to still be a part of it and have success and drive themselves to achieve the final goal for us and that was to win the play,” he said.

Ryan Silver, Timothy Smith, Damian Garner, Cayden Black and Liam Kidd, who was also announced as captain, were voted into the team, with young guns Aidan Kidd and Sam Brown making the shortlist.

“Four of those five were new to the club in 2020, where they didn’t play a game, which is really, really good,” Mr Kidd said “So having five players come in and make the Team of the Year and four being new to the club, it just goes to show how much they really do appreciate playing with us and they love coming up there.

“It’s a very, very small community based football club and it’s always good when you have players getting their accolades for a well deserved sort of training sessions and, and putting the time into the do it.”

The men weren’t the only ones to have Team of the Year success, with three players from the women’s South Belgrave Wolves being nominated and Nicole Cormack and Olivia Flanagan being named in the team.

“We’ve only had a women’s team now, I think it would have been our third season and to have three girls already nominated in that

Mr Kidd said consistency throughout the season is what got each of the players listed on the ToY, particularly Liam Kidd who received best on ground for all 10 games he played and Timothy Smith who won the leagues’ goal kicking.

“Their consistency of being at a higher level is probably what put them there. They’re not just in and out of the best. They’re consistently giving their all and consistently getting in the top five players on the ground, week in week out and that’s what sets them apart from other players.”

But another impressive inclusion in the ToY was Cayden Black, who moved up from under 19s into the senior team at just 17 years old.

“He should be very proud of himself. A 17 year old who played senior footy with us all year and his first senior season, he’s actually made the Team of the Year which some players play all of their careers and don’t make them.”

With all players now re-signed for the 2022 season, South Belgrave is looking forward to getting back to finals football, with the aim of moving up to division one.

But more than that, Mr Kidd said the club is looking forward to having some normality back, enjoying the electricity of local sport and supporting the community.

“In a very, very difficult year of stop, start, stop, start, what we’re looking forward to next year is letting the club grow, getting back to some sort of normality with our friends and family, and then just enjoying the local sport.”

Vic Basketball 2022 Basketball Victoria is proud to announce the 2022 State Team Program Coaches and Staff for next year’s Australian Junior Championships.

Newly appointed head coaches as well as those returning to the program again highlight the strength of the Basketball Victoria State Team coaching group in 2022.

Kilsyth Basketball’s Zach Moult will undertake the role of assistant coach for the Victoria Under-20 Navy Blue Men, while Braden Cotter from Knox Basketball will be assistant coach for the Victoria Under-20 Men’s team.

Basketball Victoria CEO Nick Honey said it was pleasing to have an amazing pool of elite coaches put their hands up for Victorian state team positions, especially throughout the difficulties of 2021.

“Even in the midst of a challenging year with lockdowns and restrictions, we continue to be impressed by the calibre of coaches who want to be part of State Team Program and appreciate those who applied for positions,” Honey said.

“Selecting coaches from an elite group shows the great position Victorian basketball is currently in and we’re excited to have the best coaches and staff to support Victoria’s state teams next year.”

Victorian teams won four silver medals at the 2021 Australian Junior Championships – Victoria Under-20 Men, Victoria Under-20 Women, Victoria Ivor Burge Men and Victoria Metropolitan Under-18 Women - as well as a bronze from the Victoria Country Under-18 Women.

“We would also like to send a special thanks those players, coaches and staff members who were part of our 2021 state teams who were unable to attend their Australian Junior Championships due to lockdowns and COVID-19 restrictions,” Honey said.

The 2022 Australian Junior Championships will be held in Ballarat, Mackay and Perth.

A long time in the making for Western Bulldogs fans

By Gabriella Payne The red, blue and white flag will be flying high from Barbara Smedley’s house this weekend, as she gears up to cheer on her beloved Bulldogs in what’s set to be an epic grand final.

For almost 76 years now, Barbara has been a die-hard fan of the Western Bulldogs, having become a supporter at a very early age (like most of her family).

“I’ve been a supporter for a very long time,” Barbara said with excitement.

“Our grandparents and all the cousins were big doggy supporters, my grandparents have passed away now but my cousins are still around and we are all on the phone as soon as the dogs start playing,” she explained.

“I don’t go to the matches anymore, but my sister and my cousins do, and they love it.

There have been times when we’re going down and we’ve been a bit disheartened, but that’s football!”

Having lived in the hills almost her whole life, Barbara said that she had fond memories of tuning into the Bulldogs games’ from a young age - particularly when they made the grand final back in 1954.

“I’ve never been to a grand final, but I remember the first grand final when we lived in Cockatoo, and at that stage we were only kids and we didn’t have the power on in Cockatoo yet, so we listened to the radio out the front,” she said, noting how the times had changed.

“And this time I’ll be watching it on television and yelling, screaming and cheering all the way!”

Bulldogs make it into this year’s grand final and if things didn’t go their way, she would be disappointed, but it wouldn’t be the end of the world.

“Because we are playing the Demons (Melbourne), we’re sort of a little bit like, well... if we get beaten, we’ll be disappointed but I don’t think I’d be heartbroken, because it’s the Demons,” she said.

“You know, with Neale Daniher and all the

supporters of the Demons, it’s just like us for the Doggys, they’ve been cheering them on for so many years - I think they’re true supporters.”

“All their supporters have waited like we’ve waited, so whichever team wins, that’s the best team.”

Barbara said she thought it was “a shame” that the grand final would be held over in Western Australia this year, as it meant that some of the more senior Victorian supporters

wouldn’t be able to attend in person - but just like her, they’ll be doing all they can to cheer on the dogs from home.

“I’ll get the television going on Saturday night - luckily our neighbours aren’t close by, because I get very vocal!” she laughed.

Whatever the result - it’s sure to be a great match and Barbara said that she could hardly contain her excitement.
