Ex-Casey mayor Sam Aziz has revealed an attempt with Jim’s Mowing founder Jim Penman to “take over” Yarra Ranges Council with a likeminded group of councillors. The aim was to install a predominantly Liberal “working majority” - “good people” to replicate the “success” of Casey Council, he told
