He also acknowledged that between Henry Road and the freeway is a hotspot for accumulating litter. “There is actually rubbish all over Pakenham if you look carefully and when the wind blows it makes it worse,” he said. “Why can’t the council employ more cleaners to pick up dumped rubbish? Not only is a cluttered and rubbish-strewn building site unsightly and dangerous but as soon as a windy day hits, it can become a firsthand frustration for neighbouring residents. A Pakenham local who lives nearby Henry Road in Pakenham and asked not to be named, believes builders should set “higher standards” for their employees. “Most of them throw drink bottles, food wrappers and all sorts of rubbish anywhere they feel like,” she said. “They are largely pigs. Follow one down the road at lunchtime and watch the junk fly out their window. “It happens around Henry Road and the estates between Henry Road and the freeway that’s the area I am most familiar with, but I’m sure it happens all through the new estates.” The fed up resident feels Cardinia Shire Council should set more standards for the developers of new estates, as well as enforcing them. “Council bylaws officers could randomly drive through and issue fines for building waste and general litter,” she added. “Council seems reluctant to issue fines for this. I know because some rubbish was dumped nearby with addressed mail among it.“I couldn’t even get the council to look at it, let alone enforce laws they have in place.” Arcadia Estate Officer resident, Danielle, often picks up pieces of rubbish she finds lying in her street and gutters. Danielle described her street has a “wind tunnel” that leaves piles of rubbish sprawled across her front lawn. “At one point we had builders rubbish all over the place from down the street,” she explained. “A lot of the rubbish is quite large so it’s not as easy as just picking it up to put in the domestic household bin. Builders often don’t secure their dumpsters so the rubbish escapes

Cardinia’s Covid budget and car parking: $7 million.
By Jessica Anstice and Mitchell Clarke Months in the making, the Cardinia Shire Council 2020-21 budget was passed at a meeting held on Monday 15 June, where five of the seven councillors present voted in favour of the proposed financial document. A $1.6 million coronavirus support package and an $84 million capital works program will contribute largely to the annual budget. Despite the Covid-19 deficit, the budget seeks to maintain local services and infrastructure as well as deliver major projects across the region to help keep the local economy afloat. “We’ve never had to do a budget like this before - we’ve never had to come back to the drawing board two thirds into the way into it,” Cr Springfield said. “It’s been rightly mentioned that a lot of people are having a hard time. It’s going to be difficult financial times, I believe this budget addresses that well. “I just ask the community to come along this journey with us and I believe this budget is the best way forward for us as an organisation and our community.” Regardless of Central Ward councillors Collin Ross and Carol Ryan pushing for a rate freeze, ratepayers have been handed an extra two percent increase in line with the State Government’s rate capping policy. The budget comprises of a number of

Totalling $84.229 million, including a $26.7 million carryover from last year’s budget, almost $37 million has been dedicated to infrastructure works, while $46.6 million will be put towards property upgrades. A further $757,000 has been devoted for
plant and equipment. From the figure, a total of $36.7 million will be used for new projects to commence within the shire. “We’ve got some great projects coming up,“ mayor Jeff Springfield said. Meanwhile, a federal funding boost of $1.7 million to bring forward vital community projects amid the Covid-19 pandemic has also been welcomed by the council. A total of $516,000 was put towards the pedestrian and bicycle strategy to create shared path linkages, while a further $375,000 will be put towards carpark works at Worrell Recreation Reserve. A boardwalk at Deep Creek Reserve will be constructed for $120,000 and $300,000 will be used to re-develop the Upper Beaconsfield Recreation Reserve. The remaining $80,000 and $50,000 will be spent on disability access works and playground renewals.

A Pakenham school has closed for one week after two students tested positive to coronavirus. All students and staff members from Pakenham Springs Primary School were asked to remain at home following advice from the Department of Health and Human Services (DHHS) from Monday 15 June to Friday 19 June. In a notice to parents and guardians, the school stated that the two students who tested positive to the virus are from the same family. It has been confirmed that the two students have been confirmed contacts of a Coburg cluster. Victoria’s Chief Health Officer, professor Brett Sutton, said a total of 11 people had been linked to a Coburg cluster, as of Monday. He said households in Pakenham, Coburg and Broadmeadows had so far been linked to the cluster. DHHS has confirmed that there are currently four cases of the virus in the Cardinia shire, with three of those cases linked. The closure will allow time for DHHS to undertake thorough cleaning as well as a full risk assessment, while students will return to remote learning for the week. Close contacts of the two students have been notified by DHHS. Further investigations were undertaken on Monday morning by DHHS, the school and the Department of Education and Training to

Somyurek out in disgrace By Cam Lucadou-Wells South Eastern Metropolitan Region MP and ALP factional powerbroker Adem Somyurek has been “sacked” as Minister for a second time while denying explosive allegations of branchstacking. In a stunning report by 60 Minutes and The Age, the Local Government and Small Business Minister was accused of using Parliamentary staff and paying thousands for fake memberships as part of the alleged practice. Premier Daniel Andrews announced he’d sacked Mr Somyurek from the Cabinet, his caucus and “his team”, and expected Mr Somyurek’s ALP membership to be “terminated”. He said that the matter would be referred to Victoria Police and the anti-corruption body IBAC for investigation. Mr Somyurek’s comments about Cabinet colleague and Dandenong MP Gabrielle Williams were “completely deplorable” and “shameful”. “On that basis there’s no place in my government for him. Mr Somyurek was not offered an opportunity to resign. He’s not worthy of an opportunity to resign - he was sacked.” Also embroiled in the scandal was Officer Senior Football Club president Nick McLennan, a taxpayer funded Parliamentary adviser who, the program alleged, had been a key lieutenant in the practice. Video aired by 60 Minutes purports to show Mr McLennan with Mr Somyurek at a shopping centre car park in the South East, allegedly to obtain cash for fake memberships. The video appears to show Mr McLennan leaning in to Mr Somyurek’s vehicle before walking off with a blue folder. “Well if he get’s caught on the street he’d better not say he’s doing f******g this stuff,” Mr Somyurek said in reordings obtained by the program. Star News has made repeated attempts to contact Mr McLennan for comment. In a statement on 15 June, Mr Somyurek said he’d advised Premier Daniel Andrews of his resignation. “With respect to allegations made around memberships of the party, I reject those and will be providing a rigorous defence during any party process.” He however apologized “unequivocally” for his “inappropriate” language during an allegedly tapped phone call about Dandenong MP Gabrielle Williams. “I accept and take full responsibility for the fact that my language on a number of occasions was simply not appropriate. While Ms Williams and I have been at odds factionally for many years, I should not have used the language I did about her and I apologise to her unequivocally.” In the reported call, he allegedly said of Ms Williams, the Minister for Women, for Aboriginal Affairs and for Preventing Family Violence, that he’ll “get that f***ing bitch Gabrielle out”. “I will force her out of the Ministry, that f***ing stupid bitch, when Andrews goes. She’s a stupid, stupid moll.” Mr Somyurek said those comments as well
as about Labor staffers had “quite rightly cost me my job”. On the surveillance, he’d allegedly referred to the young staffers as “real little f***ing slimy little f***ers” and “little passive-aggressive f***ing gay kids”. In his statement on 15 June, Mr Somyurek stated he’d seek a police investigation into the use of surveillance recordings in a “Federal electorate office without my knowledge” as part of the Nine report. “It follows publication of numerous personal and private conversations between myself and a long time friend and factional ally of mine. “It is clear that I was taped and surveilled in a Federal electorate office without my knowledge and that this material was published without my knowledge of its existence or my consent.” In 2015, Mr Andrews had forced Mr Somyurek to resign from the front bench for allegedly bullying a staff member - claims that Mr Somyurek denied. After the 2018 state election, Mr Somyurek was restored to the State Cabinet. On covert phone taps reported by Nine, the destruction of Labor colleagues’ careers was discussed, including Bruce federal MP Julian Hill. “I’m looking forward to this actually. In between sacking councils and stuff, I’ll be sacking Julian.” Holt federal MP Anthony Byrne was however ‘protected’. “Anthony’s got a terrible reputation, everyone thinks he’s a waste of space. I don’t. I protect him. I had to stop articles talking about Anthony Byrne going. I said he’s got my protection, he’s going nowhere.” Opposition leader Michael O’Brien and Green acting leader Ellen Sandell had called for Mr Somyurek and implicated front-benchers Robin Scott and Marlene Kairouz to be stood down “immediately”. Both Mr Scott and Ms Kairouz have since resigned. Mr O’Brien said the reports showed Mr Andrews’ “shocking failure of judgement” “In backing Adem Somyurek, Daniel Andrews put his own political interests ahead of the interests of Victorians. Andrews bears full responsibility for the actions of his Ministers.” Ms Sandell said Mr Andrews refused to stand up to Mr Somyurek “for years”. “The toxic factions have been allowed to run Labor and Victoria for far too long, eroding our democracy. The fact that Andrews put this factional warlord in charge of the Ministry for Local Government, with a local election just months away, should be deeply worrying for local communities and their democracy.” Federal opposition leader Anthony Albanese told ABC that he’d spoken to Mr Andrews and expected “swift action” on the matter. State opposition multicultural affairs spokesperson Neil Angus lambasted the “dreadful” attitude that Labor has towards “multicultural Victorians”. “The blatant use of members of Victoria’s multicultural communities, including the Indian community, for the sole purpose of enabling organised Victorian Labor Party branch stacking is disgraceful.

Fair’s fair when it comes to sacking
Casey Council has announced all of Casey’s streetlights will be powered by renewable energy from January next year. As a part of Council’s Emissions Management Plan, which seeks to reduce greenhouse gas emissions and work towards achieving carbon neutrality, council has signed a ten-year power purchase agreement (PPA) with Procurement Australia to supply Casey’s streetlights with renewable energy from Victorian wind farms. Council’s chair of administrators Noelene Duff was pleased to announce the partnership and said council was committed to reducing carbon emissions. “This is another fantastic step towards Council’s long-term goal of becoming carbon neutral” she said.
As the ex-deputy mayor of the City of Casey I have no issue with our council being sacked back in February over corruption allegations by the then Local Government minister Adem Somyurek. What I do object to is this man now faces corruption charges of his own regarding branch stacking in the ALP and the way he spoke about women. Yet this man who has been sacked by his own ALP party is allowed to sit on the backbench of parliament and will still receive a wage of around $180,000 a year until an investigation takes place by IBAC, or he is removed by the people at the next state election. I think the State Government should replace Somyurek position with an administrator just like they did with Casey council. Rex Flannery, Narre Warren.

Pakenham’s pink pond By Mitchell Clarke A pink pond in Pakenham has proved a perfect picture opportunity, but the cause behind the change in colour has baffled onlookers. The Heritage Estate pond, located off Henry Lawson Drive, barely replicates water at present and instead appears to be filled with little pink flowers. According to Heritage Springs Resident Group co-president Samantha Thorpe, the lake is now inundated with flower petals on the surface. “It’s been like that for a couple of months, but it hasn’t been that intense until recently,” Ms Thorpe said. “It looks like tiny little flower petals when you get up close to it.” A keen photographer, Ms Thorpe wasted no time in getting the camera out to snap the spectacle. “Aesthetically, it actually looks quite good with the pink colour,” she said. Cardinia Shire Council recently surveyed the pond and said the colouring was caused by the presence of a native plant called Azolla. It’s understood the plant had recently begun growing due to elevated levels of phosphorous. “Council has been advised that this can occur when there are higher than average rainfalls that wash bird waste into the waterbody,” operations manager Ben Wood explained. “We’ve engaged an expert to test the phosphorous levels and will allow the native plant to complete its natural lifecycle, as it is likely to expire as a result of frosts during winter.” The leaves of the plant are green, but could turn red depending on exposure to the sun or in response to stress, such as from exposure to frost, the Department of Environment, Land, Water and Planning (DELWP) said. “Azolla is fast growing and can double its

leaf area in a week in the right conditions,” DELWP’s Port Phillip regional director Stephen Chapple said. “It’s a harmless native aquatic plant that is commonly found in still or slow-moving water bodies.” The plant’s excessive growth can usually be managed by mechanical or manual control,
or with chemicals. A lake at a Wantirna housing estate also turned pink in November last year, causing residents to fear that a child or animal could mistake the surface for solid ground, and drown. While Azzola is not hazardous to plant or animal life within the pond, Ms Thorpe said

Almost 50 per cent reported that they had used their acquired infant and child first aid knowledge within six months of undertaking the course. Narre Warren's Shelby Cooke, who performed CPR on her choking two-year-old daughter while paramedics rushed to their home, stressed the importance of first aid training. She believes that had she not received the course through her workplace, her daughter may have suffocated. "I still owe everything to having those skills," she said. "The more people that are equipped with them, the less tragedies we're going to see with children, babies and toddlers. "It's such a frightening thing to go through - so you need to be prepared." The free sessions will be held across the region, including at Beaconhills College, in Pakenham. Topics covered will include choking, fevers, convulsions, burns, drowning, bleeding, caring for an unconscious person, bites and stings and head injuries. A lifesaving Pakenham-based venture, spearheaded by a paramedic and a teacher, has received a federal cash injection to provide free first aid training throughout Melbourne's south-east. Tiny Hearts - founded by sisters Rachael Waia and Nikki Jurcutz - will arm 1800 local parents and carers with the skillsets required to save their children in the event of an emergency. In a regional first, 300 parents are also set to be trained bilingually, catering for Chinese and Afghan communities. Their journey began in a garage, but Tiny Hearts now has a headquarters in Pakenham's Industrial Park - proving that business success is attainable under the most challenging circumstances. Ms Waia, a former educator and volunteer first responder, was first aid trained when she was just 15 years old. She is determined to share her vital knowledge with as many parents as possible. "I've got two kids of my own and I know what it's like when they choke and when they're really sick," she said. "Because we've got such a good report built with our parents, we get a lot of feedback where they say, hey, you literally saved our babies' lives. "I love what I do - waking up and making a difference." Tiny Hearts worked in conjunction with the South East Melbourne Primary Health Network to secure the federal grant. The organisation also hopes to reduce the number of inappropriate admissions to the emergency department and create a better

Cornel’s hard journey By Brendan Rees As a council worker of 31 years, Cornel Corb takes pride in ensuring the streets of Casey are clean and nicely presented for residents. It’s a far cry from the life he left behind in Romania before arriving in Australia in 1989. “It was a hard journey. But I had to escape my country for safety reasons due to the communist political ideologies and my religion. Transylvania, Romania, was part of the communist bloc,” Mr Corb said. “When I first came, I could only say my name and where I came from, that was about it.” It’s an amazing story Mr Corb wanted to share as Australia celebrates Refugee Week from June 14 to 20. Refugee Week is an annual activity to inform the public about refugees and celebrate positive contributions made by refugees to Australian society. Today, Mr Corb is a proud Australian saying he “felt a sense of fulfilment when I saw myself as a part of Australian life”. But the first two years of his arrival were “particularly difficult”. “When I first came to Australia, I came by myself. I was separated from my family, my wife, and my two-year-old son, for two years, until they came over to Australia,” he said. “As a part of my application, some fampakenhamnews.starcommunity.com.au
ily members from my wife’s side who were already in Australia, sponsored me.” Mr Corb initially fled to Azerbaijan, which is bordered by Turkey and Russia, before going through the United Nations to declare refugee status and participating in a number of interviews to be granted a visa to come to Australia. Mr Corb said he was grateful for the City of Casey for having offered him his first job as a foreman - just five months of arriving in Australia, and a few months of English classes. His current job is a cleansing supervisor, ensuring the city is well-presented. “I have children who are also working in our council, and my granddaughter, who is one of the greatest joys in my life. She sings, dances, and tells me what to do,” he said. When thinking about what ‘welcome’ means to him, the church community in Endeavour Hills immediately springs to mine for Mr Corb. “The pastor took our details and did not say much,” he explained. “The next day, he came to my door and started to talk to us, and adopted us as a part of his own family. We were even invited to his family’s Christmas celebrations. To me, this is the warmth of welcome. “I also met this guy Doug at work. When I first started, I had to drive a truck without much English. He took his time to explain and cracked jokes to make me feel welcome. I could see he wanted me to be happy. That is what welcome means to me.”

Relief grants flow to aid By Jessica Anstice The Cardinia Shire Council announced the names of a number of community organisations and charities that will receive grant money to continuing providing services through the coronavirus pandemic. As part of the council’s $1.6 million Community and Business Coronavirus Support Package, local not-for-profit organisations had the opportunity to apply for two sets of grants including the Community Connection and the Relief Provider Support grants. The grants aim to provide support to the community during the pandemic and to promote increased community connection as well as health and wellbeing beyond it. To date, the council has granted more than $44,000 under the Covid-19 Community Connection Grants and Relief Provider Grants programs to the following recipients. Community collaborates to create board game By Jessica Anstice A Pakenham woman is seeking drawing submissions from Cardinia shire artists of all abilities to feature in a board game. An artist herself, Jenni Ivins received funding from Cardinia Shire Council as part of a coronavirus recovery program, to provide an art experience to the local community. To involve the community, Ms Ivins created a Facebook group called ‘A Part Together’ where group members can discover drawing tips and can be part of the process of creating a list of items to draw. Ms Ivins plans on selecting her favourite drawings to create the board game, which will also be featured in the Pakenham Gazette. “Not only does the community end up with a game to play at home, they also have the opportunity to have their artwork represented on the game cards and game board,” she said. “People of all ages and abilities are invited to make drawings. I encourage people to post photos of their drawings in the group, but it’s also fine if they just want to enjoy making art at home. “I will select clear, simple drawings with no background, to use when designing the game.” Participants will be able to draw some or
all of the items and post photos of their art for Ms Ivins to use to create the game. The first item revealed was a teddy bear to represent the bears that people put in their front windows for families to find when taking a walk during the coronavirus isolation. To make this as accessible for those without a computer, participant can also post their drawing to: A Part Together, PO Box 312 Pakenham 3810. The A Part Together game isn’t the only community initiative Ms Ivins has formed, she has also introduced Mandala Mondays in April in response to the Covid-19 pandemic. Mandala Mondays is another Facebook group she created to help people feel less isolated during the social restrictions.A mandala is a symmetrical pattern made in a circle and can be made with items such as leaves, flowers, nuts, bolts or cutlery. At 3pm each Monday, Ms Ivins records a live video from her lounge while she creates her own mandala, giving people the opportunity to watch while making their own.

A purr-fect day’s work By Brendan Rees A cat rescue group has celebrated a purrfect day after de-sexing 35 felines on Saturday 6 June in Cranbourne West. Meow Rescue, a not-for-profit organisation for cats and kittens in Melbourne, has been running a program aimed at people experiencing financial difficulty in the southeast where cats can be desexed, vaccinated and microchipped for $50. “It was a great success,” Meow Rescue com-
mittee member Kelly Davidson said of the day which was held at Meow and Friends Community Vet. “Meow rescue de-sexed 27 as a part of the programme and 35 were done on the day. “Our volunteers and carers have worked tirelessly to fund raise for this community project,” Ms Davidson said.? “Our aim is to help reduce the number of unwanted kittens and cats in our community.” All rescued cats are cared for by the rescue group’s team of expert foster carers in their own homes.
Musicians to shine online By Jessica Anstice The council’s 2020 Music Residency participants as well as a series of new online music events within Cardinia shire have officially been announced. Cardinia Shire’s Music Residency is an annual program renowned for connecting music industry professionals with local emerging talents. It focuses on developing participant’s skills, capacity building and live performance opportunities. The participating artists include 19-yearold Lili Violent, a singer-songwriter from Emerald who has a passion for music and the joy it brings to the world. The program is also welcoming on board 19-year-old vocalist Lucy Louise who was born and raised in the hills with a strong passion to pursue a music career. With heartfelt vocals and piano accompaniment, she’s excited to share her music with the world. 18-year-old musician Måe will join the team too. Having recently released her pakenhamnews.starcommunity.com.au
debut single ‘Maybe it’s Best’, Måe has been busy writing more songs and have exciting things to come. All participants will be mentored by Jarred Young (Bad Pony, Feelds), a well-known and respected artist, manager and booking agent. Mr Young will also provide training on streaming a live performance and musical performance techniques. Due to the coronavirus pandemic, this year’s program has been placed online, and for the first time in residency’s history, artists will have performances live streamed via the Cardinia Cultural Centre’s Facebook page (www. facebook.com/CardiniaCulturalCentre). “If it gains popularity we’ll try and get some money from somewhere else wherever we can,” Mr de Santos said. “We’re all very keen because they all realise how important that little work we’re doing is.” He said with fears of a second wave of coronavirus and the onset of winter, the volunteers saw it as their duty to do their part and prevent the transmission of viruses and bacteria - “especially now with the return to work and school and all the commuters using public transport”. Mr de Santos said more people were needed to sew and would graciously accept donations of material off-cuts, preferably natural cotton. Volunteers dedicate one day a week - usually for three hours making the masks of different shapes and sizes - and expect to have about 150 masks ready within a week, which come in a bag and care instructions. The volunteers are adhering to safety protocols including sanitising their hands and disinfecting hard surfaces.

A group of Endeavour Hills volunteers have stepped up to create homemade masks to protect the community from Covid-19. Using scrap material and sewing machines, the volunteers at St Paul Apostle Church have so far made 80 reusable masks in just three weeks - which will distributed free to the public. The group named Justice Peace and Integrity Committee say due to masks selling at “exorbitant prices” in retail stores, they took it upon themselves to make their own from cotton. Volunteer Hector de Santos said the group initially put in $120 to their project - but thanks to a kind-hearted woman who runs the parish’s quilting group, much of the material was donated. The volunteers have four sewing machines with eight people helping in total including some cutting and ironing material to make it easier to sew.

Police officers from Cardinia Highway Patrol intercepted the 34-year-old’s Holden wagon for a licence and registration check. The man told police he didn’t have a licence before enquires revealed it had been disquali-

A simple photography idea has given a whole new meaning to giving back to the community. Photographer Lauren Matthews of Hallam started a new project in May called ‘Pics Out Front’ on Facebook where she offered families and businesses across Casey to have their photo taken at the front of their home or workplace for free. In return Ms Matthews asked participants to shop local or donate to a charity in the community in her mission to pay it forward for those doing it tough during the pandemic. The concept took off - with about 42 families and organisations signing up. “I got good feedback from every family that I visited,” Ms Matthews said. “It was just nice to hear it actually triggered people’s minds to think it would be nice to give back to the community. “I have seen this being offered all around the world including a few fellow Victorian photographers and it’s something I would love to be a part of.” Ms Matthews, 32, who has been a photographer since she left high school and started her own business last year called Lauren Maree Photography, said she provided a digital online gallery of photos for all participants after taking a “few happy and simple snaps” to “commemorate this time and our community”.

Club gutted by vandalism By Brendan Rees A lout has been caught on camera appearing to carelessly kick a football to vandalise a sports facility in Cranbourne East, leaving a hefty clean-up bill. Video obtained by the Cranbourne Cricket Club appeared to show a teen brazenly kicking a football into the exterior ceiling at the cricket club during broad daylight on Sunday morning 14 June, causing about $10,000 worth of damage. The senseless act, which is believed to have occurred sometime between 10am and 11am, has devastated club officials who say the vandals left three holes about 10cm wide in the exterior ceiling of the clubrooms. Cranbourne Cricket Club president Chris Lamb said he found the video on social media of the teen appearing to damage the club while another filmed him. A third is also suspected to have been involved. Mr Lamb described the vandalism as “pretty disheartening”, but fortunately the club based at Casey Fields, had identified two of the youths which had been handed to police, along with the video. “They’re standing under it kicking the football into the cement sheeting,” he said. “To brutally honest I’m shocked there was no one up around there at the time. People are usually kicking a ball or something out on the oval. “Casey Fields is a pretty spectacular place, it’s a shame that it would be disrespected in that manner,” he said, adding the club was

It’s been a long wait but they’re back on the tools and loving it! Men’s Shed members across Casey are returning to their sheds and knocking about with their mates again after the pandemic forced their closure. It comes as the Australian Men’s Shed Association launched new online initiatives to help keep older men connected during the shutdown. Casey’s Junction Village Men’s Shed secretary Garry Cahill said its members were excited to be back and seeing their mates face-to-face again - just in time for Men’s Health Week from 15 - 21 June. “It was quite a break,” he said, humouring that “their wives are very happy to see them go for a while too”. He said the members were allowed to attend the shed two days a week during the shutdown - to cut some timber and take it back home to work on projects. “Some of the guys have been at home making toys if they’ve got the machinery to do it.”
The shed officially reopened on Tuesday 9 June where there were plenty of smiles to mark the occasion. Mr Cahill said the closure has been contradictory to the fundamental purpose of the movement - which is in the name of preventing social isolation. And the men wasted no time getting back to work - by making a range of wooden toys which will be donated to the Cranbourne Salvation Army in December and distributed to disadvantaged families for Christmas. “We had 310 last year,” Mr Cahill said. “We’re probably up to 100 at this stage but we’re pushing ahead now. We’re hoping that we will get to that target.” Mr Cahill said the shed was looking for more members to join with the promise of friendship and a sense of purpose. He said the shed not only offered woodwork and manual crafts, but an environment where men from all walks of life had the opportunity to participate meaningfully in their community. Libraries raise almost $5k By Brendan Rees A massive $4700 has been raised to continue Casey Cardinia Libraries (CCL) free book delivery service. Since stay-at-home restrictions came into effect in March, CCL has been delivering books, DVD’s, magazines and ‘binge bags’, to local residents in their homes. CCL has begun a fundraising program which seeks to raise money to continue delivering books and other items to locals in their homes, because even when this pandemic is ‘over’ there will still be people in the community who cannot safely leave their homes. In other good news all libraries in Casey will re-open (except Bunjil Place) from Monday 22 June opening at 10am. The Casey Demons will form part of a newlook VFL competition in 2020 featuring eight sides, after AFL Victoria announced the return to play date on Tuesday afternoon. The VFL is set to kick off on Saturday, 1 August with a seven-round home-and-away season, with Box Hill, the Casey Demons, Coburg, Frankston, Port Melbourne, Sandringham, Werribee and Williamstown set to battle it out for the premiership. With the shortened season and less sides in the competition, the finals series will be played over three weeks with the top-four clubs competing, with the grand final to be played on the weekend of 10 October. A VFL split round will be fixtured to provide flexibility while preserving the integrity of the competition. All eight clubs will return to full-contact training from Monday, 13 July to prepare for the shortened season. AFL head of talent pathways and state league competitions Tristan Salter said despite the new-look VFL competition, it was pleasing that all clubs have come together and worked hard collectively to get a season start date set. “We want to thank the Victorian Government for their support of Victorian football, and thank the wider Victorian community - for an environment where VFL can resume,” he said. “In line with the variations to the women’s competition this year, the focus for both VFL and VFLW football in 2020 is to ensure talent in both leagues are provided with the best opportunity to develop as footballers and ultimately reach the elite level. “The VFL Competition will look different in 2020, but in consultation with all eight clubs, (we) have developed a model which enables a fair and equitable season for our fans, clubs, players, coaches and officials.

Exploring their options... By sports editor Russell Bennett All 12 West Gippsland Football Netball Competition clubs have met with AFL Outer East as they explore their options moving forward. The Star News understands AFL Outer East presented to the WGFNC clubs last Wednesday night and gave them plenty to think about when it comes to their collective future. The clubs emailed the AFL’s Head of South Eastern Victoria Richard Black last month - in accordance with the rules outlined in the 2019 AFL Victoria Country handbook - to advise him that they would invite AFL Outer East to present to them before ultimately making a call on their future prior to 31 October this year. The options on the table in front of the clubs include: forming a new entity and going it alone as their own, separate competition away from AFL Gippsland; disaffiliating from AFL Victoria, creating a new league and going it alone; self-governing with an affiliation agreement with AFL Gippsland; maintaining the status quo; or entering into discussions with AFL Outer East - where they could be administered as an independent competition under the current West Gippsland model for an extended period of time. AFL Outer East has a stable commission and staff base, with the vast majority of those having extensive experience in community football and netball throughout the local area. The region is self-sufficient, with all its clubs affiliated and competitions managed under the one model. While the current AFL Outer East model consists of the Premier, Division 1, and Division 2 tiers, it’s important to note that - should the West Gippsland clubs make the call to join the region - they would form an independent competition that wouldn’t be part of the promotion-relegation model. Should the West Gippsland clubs go down the Outer East path, they would draft their own collective constitution and the Star News understands they would be offered an extended period in which the competition would be left to stabilise. The want of the 12 West Gippsland clubs to control their own destiny is a huge reason why they’ve chosen to explore all their options moving forward. It is understood that, should the Outer East path be pursued, a full-time manager of the West Gippsland competition would be appointed and he or she would report to Outer East region general manager Aaron Bailey and, ultimately, the commission. The clubs would also be presented with the opportunity to develop a strategic direction at the beginning and end of their agreed period of stabilisation. It’s understood the Outer East’s media, finance, commercial, netball, and umpiring staff would service the West Gippsland clubs, but - again - they would form a separate standalone entity to the rest of the Outer East’s divisions.

Netball and female participation is a huge area of focus in the Outer East’s strategic planning, with Outer East containing more female participants and teams in its region than male. Inverloch Kongwak president Peter Butcher recently told the Star News that stability is one thing he felt the clubs have never had under AFL Gippsland, and that’s the guiding principle behind why the clubs are looking to take their future into their own hands. The latest development comes hot off the heels of boutique strategy consulting firm ColganBauer calling for submissions from all over Gippsland into its highly-publicised ‘G25’ independent review. The G25 review - or the Gippsland 2025 Strategic Plan - has been driven by AFL Victoria and is backed by the sport’s governing body. According to correspondence sent to the Star News, Richard Black, and AFL Victoria’s country football manager Sophie Williams in late July last year by then AFL Gippsland region
general manager Ben Joske, the plan was created “with a view to looking beyond regional commission boundaries and serving as a vision piece for Gippsland and bordering commissions”. That correspondence quoted AFL Victoria head Rick Bell as saying: “G25 will examine competition structures to ensure they can cater for future population patterns in Gippsland and surrounding areas, encourage competition equalisation and consider geographic and economic factors currently restricting and burdening some country football clubs and leagues. “In addition to short-term solutions, the plan will take a long-term view of the structure of football in the entire Gippsland region and surrounding areas to providing a framework up to 2025 and beyond.” In his role as Head of South Eastern Victoria, which was created in March this year, Black oversees both the Gippsland and South East regions. On 8 May, it was announced that the AFL South East regional commission had been removed - almost exactly a year since the dump-
ing of the AFL Gippsland commission. The G25 interim report was released back in March, and left many stunned. The 86-page report made a series of draft recommendations but has been criticised in some corners for its lack of focus on the premier league in the Gippsland region, the Gippsland League.

Sport’s Covid-19 restart By Russell Bennett The Victorian State Government issued a series of key updates on Sunday that provide more clarity around the potential return for community sporting competitions in the coming weeks. But no announcements have yet been forthcoming when it comes to a further scaling back of public gathering, specifically crowd, restrictions - seen by many as a key factor in a return to play, particularly when it comes to senior football and netball competitions. It’s expected another significant announcement will be made next Sunday, 21 June. Earlier on Sunday, Premier Daniel Andrews announced that full-contact training and competition, for those 18-years-of-age and under, can resume from next Monday, 22 June. Non-contact sports competitions can also begin across every age group. Full-contact training for adults can resume from Monday, 13 July with full-contact competition resumption from Monday 20 July. Of course, the specific resumption dates or even announcements on if certain leagues will begin their competitions in 2020 - are yet to be announced at a local level. A number of leagues across the state have already pulled the pin on a 2020 season. It’s largely acknowledged that continued, significant restrictions on public gathering numbers would have a huge detrimental impact to most competitions returning in time for a 2020 season.
