By Brendan Rees With the emergency shutdown of cafes and restaurants across the Casey region due to the Coronavirus crisis, many businesses are hurting.

Through these troubling times, Star News has unveiled a new a 'Shop Local' campaign to help businesses stay afloat, which will run across Star's publications.

"We are encouraging local people to buy locally and provide as many struggling businesses as possible the opportunity to get their messages out that they are still open for business or to let readers know about their changed operating methods," Star News Group managing director Paul Thomas said.

Mr Thomas said everyone had been impacted by the crisis and together "we can only try to reduce that impact as much as possible".

"Our own business has had a significant detrimental impact. Please shop locally, help an impacted business and keep as many people employed as we can."

It comes as the Victorian State Government ordered a shutdown of non-essential industries such as cafes, restaurants, pubs, clubs,

Cafes and restaurants can still operate but are restricted to takeaway - a measure which has left the Shingle Inn cafe at Fountain Gate Shopping Centre in a dire situation as he was forced to lay of five workers.

"I don't know what will happen this year. I can't predict anything but clearly I don't have any income," the owner of the cafe, Sunil Ariyaratne, said, who had seen a big drop in customers due to the Coronavirus outbreak.

Shoppers were also sparse at Fountain Gate, he said, with the normally bustling area

turning into an eerie solitude.

Mr Ariyaratne added he was also stressed about his 21-year-old daughter, a medical student in England, who has been asked to help in a hospital as the country deals with the Coronavirus outbreak.

Degani Bakery Cafe owner Ayman Beshay, also at Fountain Gate, had also been forced to lay off staff and was losing money fast.

In Cranbourne, Kelly's Hotel, which has been a popular watering hole for over a century, have resorted to a pick-up menu service through its bottle shop, which has remained opened and complies with social distancing rules with a tap and go service through a window.

"In these particular moments in time there is no major issue because all the staff are paid ... it's next week when the money doesn't come in there's going to be the issue," the hotel's manager Michael Goldie said.

City of Casey CEO Glenn Patterson said the welfare of the business community remained a top priority. "Our team of economic development officers are available to speak with businesses to help navigate the options available from the Federal and State Government. Additionally, we are developing a package of local initiatives to offer support and relief to our community. This will be communicated when available," Mr Patterson said.

Car slams into pharmacy

By Brendan Rees A driver is lucky has been lucky to escape injury after accidentally hitting the accelerator of their parked car, causing it to crash through a window of a pharmacy in Endeavour Hills.

Police and emergency services were called to the scene on Heatherton Road on Tuesday 31 March after the car went through the Chemist Discount store about 9.25am.

No-one was injured including the driver, a 45-year-old of Truganina.

Narre Warren SES volunteers also attended where they cleared debris from the scene and ensured the building was structurally safe.

Bandits break in

By Brendan Rees A Lynbrook father has told of the moment he confronted a home invader as his family slept during the early hours of Tuesday morning, 31 March.

The man, who asked not to be named, said he now kept a cricket bat next to his bed following the ordeal.

He said his 13-year-old son was woken about 1.15am after hearing rustling sounds and a fridge opening downstairs.

“He poked his head downstairs and saw someone using their phone as a flashlight,” the father said.

CCTV from a neighbour captured a group of people walking off just after the break-in, which has been handed to police.

Gardens shut gates

By Brendan Rees A truck carrying lettuce has burst into flames at a busy intersection in Clyde on Friday 27 March.

Firefighters from Cranbourne and Devon Meadows were called to the intersection of South Gippsland Highway and Manks Road about 11.40am where the truck's cabin was well-alight.

Cranbourne CFA station officer Ugur Ali said it was believed the fire was caused by a mechanical fault in the five-tonne truck.

"He pulled up at the lights and he couldn't get into gear ... and he said he noticed smoke coming from the gear lever, he said.

The male driver escaped without injury and called triple-zero.

One lane was closed to traffic as eight firefighters contained the blaze which was brought under control within half-an-hour.

Police were also on scene assisting with traffic control.

A heavy haulage truck was organised to remove the fire-damaged truck.

By Brendan Rees Cranbourne's Royal Botanic Gardens has decided to close its doors to the public to help stem the spread of Coronavirus.

The gates will shut from Thursday 26 March, "until further notice" - which includes The Royal Botanic Gardens in Melbourne.

Conservation work will continue at the gardens, however, the decision to close was for the safety of everyone as the pandemic continues, Royal Botanic Gardens Victoria director and chief executive Tim Entwisle said.

"This decision was not made lightly, and we understand the important respite our green spaces offer the public at this challenging time," he said.

"However, after careful consideration, we decided to close for the safety of our staff, visitors and the community.

"While the gates may be shut, our dedicated teams will continue to protect our precious collections of plants and pursue research and conservation critical to the long-term protection of Victoria's biodiversity."

Mr Entwisle said where it is possible under the current restrictions, botanists will continue their important bushfire recovery work to prevent extinction and limit species decline.

"I understand our closing will be a disappointment to many but we will do all we can to keep those beautiful landscapes, the plant collections and our natural bushland flourishing," he said.

"In the meanwhile, we will continue to bring the joys of nature to people at home via our social media channels and new on-line initiatives. Please tune in to rbg.vic.gov.au/virtualgarden to see more."

Mr Entwisle thanked all visitors, donors, friends, volunteers and other supporters.

Uber-fast Casey Highway Patrol have caught a man speeding more than 50 kilometres above the speed limit on the Monash Freeway on Saturday the 21 March.

Police clocked the small SUV allegedly travelling at 157km/h in an 100km/h zone about 2.55am.

The vehicle at the time was being used for ride sharing services with two clients on board.

The driver, a man in his fifties, had his vehicle impounded for 30 days and had to call for another ride sharing service to collect him.

He is expected to be charged with speeding matters and will attend court at a later date.

Coronavirus climbs Casey’s confirmed coronavirus cases have continued to climb, according to the state’s latest health data.

Victoria’s Department of Health and Human Services (DHHS) figures showed 28 people in Casey had tested positive to the virus.

Victoria’s tally now stands at 968 - an increase of 51 from Tuesday 31 March.

In nearby local government areas, Greater Dandenong remained at nine cases while Cardinia had seven cases.

A further breakdown of cases showed Stonnington local government area had 76 confirmed cases - the highest number in the state - which included suburbs such as Toorak and South Yarra.

Four people have already died in Victoria, many more are in hospital or self-isolating at home.

There are 39 confirmed cases of Covid-19 in Victoria that may have been acquired through community transmission. More than 47,000 tests have been conducted to date.

Currently 32 people are in hospital - including six patients in intensive care - and 343 people have recovered.Of the total 968 cases, there have been 771 in Melbourne and 183 in regional Victoria.

Cabinet, gatherings of more than two people are now banned, except for members of immediate households and for work or education purposes.

Premier Daniel Andrews said there are four reasons for Victorians to leave their home: food and supplies, medical care and care giving, exercise, and work or education.

“The more people ignore the rules and ignore the advice, the more this virus will continue to spread,” he said.

All people arriving from any international destination must also self-isolate for 14 days as per Commonwealth Government direction.

All travellers returning from overseas to Victoria will be placed in enforced quarantine for the self-isolation period of 14 days.

Police have strong powers to enforce these directions and can issue on the spot fines, including up to $1,652 for individuals and up to $9,913 for businesses.Under the State of Emergency people who don’t comply could also be taken to court and receive a fine of up to $20,000. Companies face fines of up to $100,000.

On Monday 30 March, Victoria Police fined a Fitzroy licensed restaurant $9913 for failing to adhere to directives designed to slow the spread of Covid-19.

State Liquor Unit members visited the restaurant and observed alcohol being served to

patrons seated inside the restaurant which is only allowed to provide a take-away service.

Victoria’s Chief Health Officer Professor Brett Sutton said these are unprecedented times. The threat of coronavirus to public health is real and everyone must take social distancing seriously.

“Social distancing will save lives. Everyone needs to comply with restrictions in place to keep yourself, your loved ones and the whole community safe,” Professor Sutton said.

Meanwhile, Victoria’s health system will receive a massive $1.3 billion injection to quickly establish an extra 4000 ICU beds in response to the coronavirus pandemic.

The State Government will secure the ICU equipment, staff and space the health system needs to meet the expected surge in case load at the peak of the pandemic.

At present, Victoria’s public and private health services have about 450 fully equipped and staffed ICU beds, but “we know that won’t be nearly enough if the spread of the coronavirus continues” the State Government said.

To be ready, the State Government has ordered $1.2 billion worth of equipment and consumables it needs, as well as investing over $65 million for capital works and workforce training - securing record capacity for the intensive care system.

Grisly find after house catches fire

By Brendan Rees A body has been found after a house went up in flames in Narre Warren on Saturday 28 March.

Emergency services were called to Linlithgow Court about 3.30am.

Fire crews from Hallam and Narre Warren brought the blaze under control in just over half-an-hour before the body was found inside the burnt-out house.

"The exact circumstances surrounding the fire and death are yet to be determined," Senior Constable Adam West said.

Police are investigating.

Meanwhile, firefighters responded to a shed fire in Pearcedale on Noaki Street about 10.30pm on Saturday, 28 March.

About 30 firefighters were on scene after neighbours reportedly heard a loud bang which "shook" their homes and "rattled windows".

A convoy of fire trucks from Pearcedale, Baxter, Somerville, Cranbourne, Devon Meadows, and Tyabb helped bring the blaze under control within an hour.

The fire is believed to have been caused by a burn-off at the property which spread to the shed - where about 30 hay bales went up in flames.

There were no reported injuries.

"The owner had been doing some burning off," Pearcedale CFA firefighter Robyn Murphy said. "Obviously something heated up near their shed and the oxy-bottle exploded."

caught fire on the property - which had proven difficult for firefighters to access, Ms Murphy said.

"We had to slash our way through some blackberries and other vegetation to get to the back of the trees which backed on to a dam," she said.

Ms Murphy said fire crews initially had trouble getting to the scene of the blaze as onlookers blocked their path.

"They actually had traffic congestion in the dirt road; they had people in front of them that wouldn't or couldn't get out of the way and people behind them - even though they've got their sirens on."

"It took a little while to find it because there was no fire when it first went up after the bang so it was about 10 minutes finding where it actually was."

Crews had also returned the following morning, where they stayed until 11.40am, pulling out and dispersing the burnt-out hay to prevent further smouldering.

CFA had issued a safety message to residents at the time, warning people of the fire, which said there was no threat to the community.

The fire had not threaten the owner's home or other neighbouring properties.

Police are investigating a burglary at a Cranbourne North home as a woman was asleep on Wednesday morning, 1 April.

Casey Crime Investigation Unit detectives have been told intruders gained entry to an unlocked car parked on Coriyule Court around 5am.

Police allege the intruders used a garage remote control to open the garage door to the Coriyule Court property and gained entry to another vehicle within the garage.

The resident of the house, a 46-year-old woman, was asleep at the time of the incident.

It is not yet known what has been stolen and the investigation remains ongoing.

Investigators are also making inquiries in regards to a series of theft from cars which occurred in the near vicinity.

Detectives are seeking any information surrounding suspicious activity occurring within the area between 11pm and 2am.

A Senior Sheriff Officer who fended off an axewielding man in Cranbourne has been commended for his bravery.

On the afternoon of 21 June 2017, Stuart Couch and a colleague went to a house to execute a civil warrant.As there was no one home they began to move towards their vehicle when a man drove into the driveway. Mr Couch and his colleague approached the driver who became agitated. The man went into the house, with Mr Couch and his colleague remaining on the front porch.

The man returned wielding a large axe over his head. As he advanced, Mr Crouch, fearing for the safety of his colleague, pushed the male in the chest and told his colleague to retreat.

The man refused to drop the axe, and Mr Couch struck him with his baton, but to no effect.

As the offender raised the axe again, Mr Couch grabbed the weapon and again hit the man with his baton.

The offender struck him on the head with the axe, however Mr Couch was able to disarm the man who ran inside the house.

Mr Couch called police who arrived soon after and arrested the man.

For his heroic efforts, Mr Couch has been recognised by the Governor-General after receiving a commendation for bravery in the Australian Bravery Awards.

The awards recognise the courage, sacrifice and selflessness of the recipients.

"As we face the huge challenge of the COVID-19 pandemic, it is important to set aside time to celebrate these individuals and take inspiration from the example of selflessness that they set," the Governor-General said.

By Brendan Rees As musicians try to weather the coronavirus storm, a Lynbrook man has found a way for talented voices to still be heard.

At at time where people hunkered down at home due to the Covid-19 pandemic, Scott Watson decided to create a livestream Facebook concert to support local music artists while keeping people entertained at their homes.

Through the Facebook group 'Friday Night @ Home,' which has attracted more than 1000 followers, viewers tuned in on Friday night, 27 March to watch the first act perform, a duo called 'Twice Shy' featuring Josh Tooth and Rachel Chetcuti, which resulted in more than 200 tickets being sold on the night.

"It's gathering a bit of speed which is awesome," Mr Watson said, who is also president of the Lynbrook Residents Association.

Followers are encouraged to buy a ticket for $2 plus a 50 cent booking fee through TryBooking - however people are still able to view concerts on the Facebook page without a fee.

"Obviously we're relying on people to do the right thing," he said, as all proceeds of ticket sales (minus the booking fee) go towards the artists during this difficult time.

Mr Watson, who works in major events, said: "We have a few acts lined up. I don't think

Through the livestream, people can comment and interact with the musicians as well as other viewers.

Last Friday, viewers posted photos on the Facebook page of the concert hooked up to

their TVs while kicking back on their couches and enjoying the fun.

Mr Watson said the idea came about after speaking to a mate to get the community together.

"If it gets really popular maybe we'll make it Saturday night as well."

By Jonathan McQuie As cafes and restaurants around Melbourne struggle to stay open with the additional restrictions on public movement, Berwick establishment Five Sparrows is still running in order to support its workers.

According to cafe owner Sophie Rayment, the business is remaining open to ensure that the staff can still be paid.

"We've got a small team of people, with only eight different people, meaning that there's eight different families who are affected by this, and they really matter to us. We're trying our best to provide for them."

they've had a strong takeaway component, with customers able to order from them online or via UberEats.

They've also streamlined their menu to reduce food wastage if the cafe is shut down and also to increase the kitchen's efficiency.

Despite the takeaway component continuing to run, the business is still facing significant financial pressure as sales have dropped by over 50 per cent.

"We will only be able to survive if we don't have to pay rent. We're purely making money based on our online presence, not our physical location."

nesses to check if their insurance companies could cover rent.

Unfortunately for Five Sparrows, their insurer won't cover losses incurred from Covid-19.

In order to ensure that the business survives as long as possible, the owners aren't taking a wage.

"If the government can ease the pressure on the rent of borrowers and force shutdowns so that our staff can get something, that'd be very helpful. I would prefer to stay open as long as I can, but at the end of the day the focus is on the staff."

Relief grants are now open Casey charities and community groups providing emergency relief in response to the coronavirus outbreak are being encouraged to apply for Casey Council's quick response grants.

The aim of the grants, which are now open, are to support community organisations who are trying to curb and address the impact this health pandemic is having on the Casey community.

Eligible community groups can apply for up to $2000 each, to help them operate in a different way, provide a safe environment for volunteers and staff, and support people in need.

Council's administrator Noelene Duff said the provision of these grants would be fast tracked to ensure that the council can provide immediate support to those assisting during these unprecedented times.

"Priority will be given to applications that assist vulnerable people and other members of the community who are impacted by the COVID-19 mitigation measures," Ms Duff said.

"Initiatives that support the entire Casey community to address social isolation and support social cohesion will be considered.

"Applicants will be notified of the outcome of their application within two to three days and payments will be fast forwarded."

Casey council CEO Glenn Patterson said while it was an extremely challenging time, council was continuing to deliver a range of essential services for the community, while following the latest advice being handed down by the State and Federal Governments.

"Just a few of the essential services that we continue to provide, with some operational modifications, include aged and disability services, maternal and child health services, family day care, local laws, emergency management, waste, planning, building and design," Mr Patterson said.

Council has closed its face-to-face Customer Service Centres; however our Customer Service staff are still assisting residents, either via the phone, on email or through the council website.

Man injured in smash

By Brendan Rees A man in his twenties has been taken to hospital following a two-car crash on a busy road in Clyde on Friday 27 March.

Emergency services were called to the scene at Ballarto Road and Clyde Five Ways Road about 4pm where two vehicles were extensively damaged.

Cardinia Highway Patrol said it's believed a blue Ford Falcon ute driven by a man in his twenties of Clyde North and a Nissan dual cab towing a trailer crashed after the Ford allegedly failed to give way on Clyde Five Ways Road.

Ambulance Victoria said paramedics were called to the scene, and the man was taken to Dandenong Hospital in a stable condition with minor injuries.

The incident resulted in debris being scattered across the road.

Clyde CFA volunteer firefighters also attended and assisted with clearing oil from the road and diverting traffic in both directions until the scene was deemed safe after an hour.

The occupants of the Nissan - a driver in their 50s of Berwick and a passenger in their 20s - were believed to be unharmed.

Police are investigating and say no charges have been laid at this stage.

FOCUS ON ‌ RETIREMENT LIVING

Support in a time of crisis Residents at Casey Grange in Cranbourne West are pulling together to support each other through the Covid-19 crisis.

Two of the residents looking out for their neighbours are Lyn Boswell and Colin Blythe.

With some residents in lock down after returning from overseas, Lyn whipped up scones and deposited them at neighbours' doorsteps for them to enjoy.

"Everyone watches out for everyone else.

We make phone calls to make sure people are okay," Lyn explained.

Colin said the village had its own Facebook page which residents were using to stay in touch.

The couple has lived at Casey Grange for two years after moving from Moorabbin. The move allowed them to downsize and free up time to retire and travel.

"We were the first to move into our side of the village. There was no clubhouse then, they were just putting in the foundations. We have seen everything grow around us which has been great to watch," said Lyn. "From day one we felt right at home. We knew we had done a great thing."

Lyn loves gardening and Colin is a keen woodworker. Lyn has even extended her passion for gardening to an alley that runs between units tending perennials, climbers, passion fruit vines and tamarillo trees for the community to enjoy. She also has a plot at the village vegetable garden.

They couple also attend the village's coffee club, play billiards, swim and use the gym.

Lyn is on the Social Club Committee and, together with other committee members, helps organise functions such as Australia Day celebrations, indoor bowls, outdoor bowls, talent shows, Christmas in July, bus trips and lunches, happy hours and raffles.

In April the couple will celebrate their 25th wedding anniversary. They had hoped to go to New Zealand, where they were both born, and

Scotland. The pandemic scuttled those plans.

Instead, they will open a bottle of bubbles and enjoy a special dinner together.

No doubt they will also be inundated with congratulations from the close knit Casey Grange community.

Government must assist The Public Interest Journalism Initiative (PIJI) is calling on the Federal Government to put in place emergency measures to save the country’s news industry at a time that so clearly demonstrates its role in Australia’s emergency infrastructure.

Stretched news organisations, services the government has itself named as essential, are being put under further stress as advertisers in key sectors like tourism, aviation, sport and entertainment slash their spending in the midst of the Covid-19 pandemic. The reduction in advertising budgets has hit all media operations hard, especially already-struggling local and regional publishers.

PIJI wants to work with the Federal Government to take the following steps to support public interest journalism in Australia as a matter of crucial urgency: To immediately release current funds in the government’s Regional and Small Publishers Jobs and Innovation Package - thought to be around $40 million, and add an additional $60 million.

Make local news subscriptions tax deductible as a temporary supportive measure during the pandemic crisis Grant temporary relief on license fees to broadcast media and ease content obligations.

Increase public-service advertising in local news media over the next three months by at least $100 million .

Earmark further funding to assist a national newswire to provide public interest reporting.

“Measures taken by the Federal Government, such as cash injections for small business are a great start, as is payroll tax relief being offered by State Governments,“ said PIJI chairman Professor Allan Fels.

“It is clear ministers are working as quickly as possible to inject much-needed stimulus into the economy.

“But given the inherent public interest in maintaining a healthy news sector, we are asking the government to urgently look at stimulus measures to keep public interest journalism alive.

“The sector was already struggling under the weight of a broken revenue model - unless we act now, there will be little news infrastructure left to save.“ News readership and subscriptions have spiked in the midst of the economic and health crises, News Corp alone saw a 48 per cent increase in total audience across all metro and regional titles and subscriptions rose by 21 per cent when compared with the same week last year.

But this week alone has seen the closure of several regional newspapers (Sunraysia Daily, Sunraysia Life, Swan Hill Guardian, Gannawar-

ra Times and Loddon Times), while News Corp is flagging more redundancies across its national operation. Buzzfeed will slash staff pay by up to 25 per cent, Southern Cross extended a trading halt on its shares as it assesses the effect the pandemic will have on its business. Last week Seven downgraded the profit guidance for its half-year earnings. The Saturday Paper and The Monthly report they have lost “almost all their advertising revenue“ in the fallout of the crisis.

Last month the sector was put on notice that AAP will close in June. While it has since emerged that AAP is now in talks with potential buyers, if the closure goes ahead it will be yet another devastating blow to news operations across the country, especially regional and local operators.

Star News Group’s managing director Paul Thomas this week indicated the situation was dire for local and regional media companies.

“The Great Southern Star after 130 years of publishing, the Sunraysia Daily in Mildura, Swan Hill Guardian and the Gannawarra Times have all announced closures this week.

“Our company, Star News Group, employs approximately 150 people and has 20 news media mastheads, including Pakenham, Geelong, Healesville, Wyndham, Ocean Grove, Warwick and Noosa. We also have numerous news websites and specialty publications across Victoria and Queensland. But sadly I’ve had to stand down numerous staff this week.

“Our company was started in 1909 by my great-grandfather. We have survived the 1930s depression and both World Wars, yet are now suffering significant financial losses and likely to close within weeks without drastic action.

“Some of our mastheads are more than 150 years old and our communities depend on us as the only local voice that holds government and business to account and acts as a voice to the community.

“The government needs to unlock the $40

million-plus already allocated to our industry now.

“Our industry association Country Press Australia should be given the job of distribution. We can start that process tomorrow.

“Democracy as we know it today will be changed forever, unless something is done now.”

Mr Thomas said that in 2017 the Federal Government had agreed to certain compromises with crossbench senators in order to pass Media Reform changes, which assisted large media companies.

The compromises insisted on by the crossbench included the establishment of a $60.4 million fund to assist small and regional publishers consisting of: A Regional and Small Publishers Innovation Fund (funding of $50.1 million).

A cadetship program to support 200 cadetships ($8.0 million).

And 60 regional journalism scholarships ($2.4 million over three years).

Mr Thomas said the fund was agreed to ‘assist smaller publishers and foster diversity’. Yet an estimated $40 million remained unallocated and locked away. All funding was meant to have been allocated by June 2020.

"Local independent publishers bind communities, provide a voice and platform for the community," Mr Thomas said.

"Local publishers provide unique content and are a vital part of our community.

"It seems the Federal Government is now intent on allowing Independent publishers to fail so this country is left with just a handful of corporate giants with no interest in their communities.

"The Federal Government needs to unlock the $40 million now and divert it to a survival fund for regional and community independent publishers."

Know your numbers On Wednesday 25 March, I was privileged to be part of a Casey Innovation Crowd webinar called "The Other Side" which aimed to “provide critical updates and guidance for local businesses trying to manage the impact of the Covid-19 virus.

This was a fantastic initiative since local businesses are surely facing their most serious challenges of recent times. Since attendance to the event was limited, what follows is a précis of some of the guidance provided for those who were not able to participate.

There is no doubt that Covid-19 will have a deep and lasting impact on the way we do business going forward and whilst it is undoubtedly tough at the moment, as Benjamin Franklin said: “Out of adversity comes opportunity”.

In tackling the problems that Covid-19 has imposed, we will find new ways of working, new ways of doing business and even new products and services not previously considered. But right now there are some serious issues to address immediately and since many businesses simply cannot function as they did previously and/or have clients that will be spending less, the bulk of the problems will be financial, so this is where we will focus first.

People start businesses because they are good at what they do, not because they are good at business and for many the idea of managing financials is a foreign practice. However, now more than ever, it is important to ‘know your numbers’ and so undertaking the following is essential: 1. Determine your cash position. How much cash do you have access to? Be conservative about expected revenue (some may not pay) and analyse all outgoings. Review all expenditure and put off anything non-essential, see what can be deferred or delayed and hence calculate your cash position over the coming weeks. Even if it does not look pretty, you are far better off knowing the real situation rather than burying your head in the sand as this is stressful!

2. Set revised targets for sales, expenses and net profit and create a budget. You don’t need special software to do this (Excel will be fine) and you will then be in a position to forecast cranbournenews.starcommunity.com.au

IAN ASH financials over the next few months. You need to include everything (i.e. every expense item) and if you use Xero, MYOB or Quickbooks, you can use the P&L summary reports from any of these tools as a basis for creating your budget till the end of this financial year and beyond.

3. Monitor your financial situation. Ordinarily, you only need to spend approximately 30 minutes a month to keep on top of your financials, but under the current situation, I believe that fortnightly or even weekly might be necessary. Remember that ‘what gets measured, gets managed’.

4. Manage your expenses. If you create a budget as noted above, then you can then partition your budgeted expense items into 3 separate areas: a) Variable Expenses. These are typically ‘internal’ costs and vary by month (e.g. Postage & Stationery, Travel, Training etc) and over which you have most control so you should focus on minimising these first. b) Fixed Expenses. These are typically ‘external’ costs and don’t vary by month (e.g. rent, rates etc). Your ability to affect these quickly is low, so whilst it is worth seeing if you can get rent and rates relief, don’t expect any immediate relief here. c) Staff Costs (Wages & Salary, Superannuation, Payroll Tax). These are usually the biggest costs for a business so look to see if you can reduce hours, determine the need for casual staff and contractors, even see if everyone can take a pay cut to save jobs.

Council bans food market

By Brendan Rees Casey Council has ordered the shutdown of the Berwick Farmers Market to help curb the spread of Covid-19 - despite the State Government saying food markets can stay open.

The market's 40 plus stallholders - who have been providing fresh, locally grown produce to the community for 13 years - were left confused and shocked by the news.

In sweeping new measures to slow the spread of coronavirus the Federal Government ordered cafes, pubs, food courts in shopping centres, and restaurants to restrict their services to takeaway only.

However, food markets would be allowed to continue trading so long as they complied with the rule of one person per every four square metres of space.

The Berwick Farmers Market manager Geoff Rankin said he was "astounded" by the council's decision as it was "cutting off of a food chain" in a time of crisis - which was only "making it worse".

"They're denying people access at a time when there's panic buying going on," he said.

"The main thing is they still have no concern for the residents."

"They didn't have to do it - there's a lot of angry people out there," Mr Rankin said.

The market - which is accredited under the Victorian Farmers' Markets Association and runs fortnightly - will be closed "until further notice".

"Due to the latest restrictions announced by the Federal and State Governments, which included the closure of local government community facilities the City of Casey has temporarily closed the Old Cheese Factory," Casey Council's director of community life, Steve Coldham said.

"Given the Berwick Farmers Market operates out of this facility, it has also been required to cease running until further notice," Mr Coldham said.

Mr Coldham added the council was following the guidelines of safe distancing, which included "limiting the opportunities for large gatherings".

The Berwick Farmers Market will close until further notice.

The Victorian Farmers' Markets Association's executive officer Kate Archdeacon, said she hoped Casey Council would review its decision.

"I have spoken with senior advisers in the State Government today, and can confirm that food markets are still essential gatherings," she said.

"It's one of the very few councils that have made that decision to close the market - most of them are going ahead.

"We are able to continue to trade through accredited Victorian farmers' markets as long as we are also following all the guidelines provided by the Chief Medical Officer."

Derelict piece of history

By Danielle Kutchel Beside an overgrown fig tree, surrounded on three sides by modern modes of living, a testament to Casey's rich heritage lies crumbling.

The homestead at Ercildoune Court, formerly Hayton Park, was built in 1888 and is associated with the Hall family, who ran a dairy farm in Cranbourne's early agricultural days.

Now though, the heritage-listed homestead lies derelict in the middle of the Alarah estate in Cranbourne West.

According to the Heritage Council Victoria's database, the homestead is "of local historic and aesthetic significance to the City of Casey" as a surviving example of Cranbourne's dairy industry in the late nineteenth century.

The property is also considered "a superior and well-preserved example of a Victorian Italianate villa in a rural setting."

That preservation could be called into question, as the house is currently dilapidated, with broken windows and sagging weatherboards in some places.

The ground around the house is littered with shattered glass.

Star News Group understands that originally, Wolfdene, the developer of the estate, had promoted the property as the centrepiece of a future communal area, but then handed the property back to the council over three years ago.

A salesperson at the estate was unaware of any plans for the homestead.

When Star News Group visited the site and spoke to residents, many of them indicated they had no idea of the property's existence or significance.

Some however expressed concern over the state of the property.

Julie said she was worried about the property getting damaged and suggested opening it to the public to provide information about the history of the area.

Another resident, Jenny, moved into the area in 2015 and said she was initially told the homestead would be "tumbled" and turned

heritage protection."

Last August, the City of Casey held a community information session to gather feedback on how to revitalise the homestead site, which was attended by approximately 30 people.

Around 60 people have so far participated in community engagement processes to determine what to do with the site.

Some of the feedback offered during the consultation has included: Preserving green space Reflecting the heritage through provision of historical information related to the culture and heritage of the site Providing places for connection like picnic spaces and seating Providing opportunities for learning such as a community garden.

Other residents have expressed an interest in working with Casey Council in working bees or to manage the homestead site.

A follow-up consultation was planned for the end of March for residents to view and comment on a concept plan for the site which was drawn up based on feedback by the community.

It is expected that the final masterplan for the old homestead will be developed after this round of feedback.

"The landscaping concepts have been designed based on feedback provided by the community, and funds have already been allocated to complete those works, pending another round of community consultation," Ms New said.

"The intention is to complete the restoration works to the homestead when funds become available through Council's capital works program or through government grants.

This project is currently a budget submission.

"Council's Heritage and Planning Officers will ensure all works completed within the site adhere to all heritage overlays currently in place and, as part of the masterplan, there is a plan to install information about the site and its significance, including historical information related to the culture and heritage."

She added that when she moved in, the documents provided by Wolfdene said nothing about their plans for the homestead.

Nearby, Emily said she would hate to see the homestead go, as it was popular with resi-

dents who use the area for recreation, picnics and for their dogs to play in.

Moonlit Sanctuary closes gates amid Coronavirus crisis

By Brendan Rees Pearcedale's popular Moonlit Sanctuary has temporarily closed as a precaution against the Covid-19 outbreak however staff will continue wildlife conservation work while the gates are shut.

The wildlife park closed its gates on Wednesday, 25 March to help stop the spread of Coronavirus.

The park's director Michael Johnson said it was a hard decision.

"Unfortunately, the instructions aren't very unclear; we're certainly not mentioned either as an essential or non-essential so you're sitting in the middle not knowing," he said.

Mr Johnson said the sanctuary, which has been the recipient of multiple conservation and tourism awards, had "no problems" complying with the one person per four metre square rule, but it was an "industry decision" to close their wildlife parks to help stem the spread of Coronavirus.

The announcement comes just days after Zoos Victoria made the decision to close Melbourne Zoo, Werribee Open Range Zoo and Healesville Sanctuary.

With the likelihood of the State Government to introduce further stricter shutdown measures, Mr Johnson said it was not known when the Pearcedale Sanctuary would review its closure.

"We've got no indication at all," he said.

"We'll just see what happens next."

"We'll have keepers here right through and they will be caring for the animals and doing our conservation work which of course is very important."

The park had been hit hard by the pandemic, he said, and once they saw a drop in international tourists - which is its biggest source of revenue - he had little choice but to lay off staff.

"It's just one of those situations, it's very uncertain."

Mr Johnson said the park was gracious for the "wonderful" messages of support they had received on their Facebook page.

Alpaca mauled in attack

The owners have viewed footage from a neighbour's CCTV camera which captured a woman initially wandering around with two dogs at Kalora Park - an off-the-leash park that abuts their property.

The dogs, the owner said, did not appear to be under "control" for "some of the time" by their owner.

"It all looks OK for a while then all of a sudden these dogs run between the pens and come running towards (the neighbour's) properties," the owner said.

"The biggest one - which is mainly a white dog - sort of crouches down. Has he seen something of interest?"

The heartbroken owners of an alpaca have told of their distress after finding their beloved animal mauled in what's suspected to be a dog attack.

The owners, who have asked not to be named, had been out for the morning on Monday 24 February when the unspeakable happened at their Narre Warren North home their 11-year-old alpaca had been left for dead with horrific facial injuries at their McKenzie Lane property.

It was only when the owner's husband had arrived home about 12 noon that he learned of the animal's distressed state through a concerned neighbour.

He hurried to the vet before calling his wife to return home to comfort their much-loved alpaca named Beau.

But what she saw next would be one of the most "absolutely horrible" experiences she's encountered.

"I just couldn't believe it," she said, as she discovered Beau lying on the ground - "nudging the grass with his face, possibly trying to get water".

"He could not open his mouth, and was not able to breathe properly."

Sadly, Beau had to be put down, however his companion, Bruno, another alpaca on the property - escaped unscathed.

Casey Council has confirmed it was investigating the incident and are appealing to witnesses for help.

"Investigating officers would like to speak to anyone who may have witnessed the event, in particular the owners of a white American Staffordshire Terrier seen in the vicinity of Kalora Park Reserve, Narre Warren North, on the day of the attack," Casey Council manager of safer communities Caroline Bell said.

Spotlight shines on stars By sports editor Russell Bennett WGCA PREMIER DIVISION 2019/20 TEAM OF THE YEAR While some of the best of the best of the West Gippsland Cricket Association’s Premier tier missed out on the chance to fight it out for the premiership on the last weekend of the season, Kooweerup and Pakenham players - unsurprisingly - featured heavily in the Star News Team of the Year for 2019/20.

This year’s star-studded lineup is a who’s who of the Premier grade, but it also includes a host of players who played pivotal roles in propelling their sides forward.

Pakenham champion Dale Tormey and Kooweerup keeper-batsman Chris Bright were clearly two of the first chosen in this side, due to their breakout 2019/20 campaigns.

Tormey was once again in dominant touch with the blade - belting a staggering 946 homeand-away season runs at 86.0 - but he also took 21 wickets at 26.4 after his workload with the ball was increased due to the Lions’ injury woes.

But another all-rounder, Tooradin’s Russ Lehman, rightfully deserves a huge share of the season’s spotlight.

He’s long been the most consistent allaround talent in the Premier grade, and this season was no different.

Part of what makes him so incredible is that he devotes his time to his footy pursuits in the winter - effectively meaning he never gives his body a prolonged break.

He’s the WGCA’s biggest workhorse, but don’t mistake that for him being considered anything less than a bonafide star of the local game.

Not only was he once again in the top five leading run-scorers of the home and away season, he was the runaway leading wicket-taker with 40 - an incredible 12 ahead of the next best, Jess Mathers.

And to think, those wickets came at an average of just 10.83.

While outgoing Kooweerup captain-coach Mark Cooper didn’t quite have the kind of season with the willow many have become accustomed to him producing, he was undoubtedly still one of the best top-order batsmen of the association and both he and young protege Tyler Clark richly deserve their selections.

While Clark recorded a number of starts, which he frustratingly couldn’t convert, he was still a model of consistency - with his only single-figure outing (8) coming via a Kookaburra Cup Twenty20 clash with Pakenham. Ultimately, he scored 425 home-and-away runs at a strong 47.22.

This year’s Star News Team of the Year is unsurprisingly stacked with star all-rounders, including Neil Peake who made a massive impact in his first season as a Seagull - scoring 535 runs at a shade under 45, and claiming seven wickets at just 22.6.

Pakenham star Chris Smith is another such all-around gun, with the former league medallist scoring 420 runs at a brilliant average of 60, despite having just eight home-and-away innings to his name throughout his campaign.

His Lions team mate Jason Williams is another notable selection. Having spent much of his career as a wicket-keeper batsman, the man affectionately known as ‘Boof’ has reinvented himself in recent seasons to become one

Russ Lehman was one of the biggest standouts of the 2019/20 WGCA Premier season. 206049 of the competition’s most reliable spinners.

Many of the competition’s best batsmen single out Williams as one of the toughest bowlers to face in the local scene, and his importance to Pakenham’s side cannot be overstated. Only fellow Team of the Year selections Travis Wheller (186.2) and Lucas Carroll (174.5), along with Clyde’s Daniel Lever (165), bowled more home-and-away season overs than Williams this season. Like Tormey’s, his workload with the ball was significantly increased due to the Lions’ injury issues and, like Tormey, he stepped right up to the plate claiming the scalps of a number of the WGCA’s best batsmen.

Lever was among the most unlucky not to be selected in this season’s team, along with the likes of Ash Adams from Tooradin, Matt Welsh from Cardinia, and Merinda Park combo Sasindu Perera and Paul Stockdale.

All of those would absolutely be worthy selections if this was a retrospective Country Week squad of players, based on the best performed throughout the season.

Welsh, in particular, had a marked breakout campaign that was highlighted by a clear increase in confidence from previous seasons.

Not only did he take 18 wickets as one of the go-to options of the Bulls’ pace attack, he also stepped right up with the willow - scoring 328 vital runs as a rebuilding Cardinia battled to stave off relegation.

Undoubtedly his biggest highlight with the

bat came in the penultimate round of the season when he scored a crucial, potentially defining ton against Devon Meadows that proved

Multiple flag glory for Narre Warren’s bowlers In the space of just one week recently, four of Narre Warren's seven Pennant bowls teams gained promotion, with two of them picking up sectional flags. Two of the club's Saturday teams were promoted (both Division 3 and Division 4) while midweek teams Division 4 and Division 6 (six-a-side) have not only been promoted, but won sectional flags.

TUESDAY Narre Warren's excellent Pennant season continued to roll on after both midweek teams won their finals games at Fountain Gate on Tuesday.

Narre Warren (2) defeated Noble Park (2) 56-53.

and survived an excellent season on top. Pam Uren, Rose Rasmussen and Judy Naughton won well, 25-9, while Janice Moran, Nancy Pugh and Enid Gibb couldn't reproduce Tuesday's form, going down 16-26.

More than a game for us

By Russell Bennett At a time when each passing day brings with it far more questions than answers for everyday Aussies, AFL Outer East has moved to assure its clubs and people that football and netball will always be there for them when the Covid-19 pandemic has eased.

But for now, there are much more pressing issues than the bounce of a ball.

AFL Outer East region general manager Aaron Bailey spoke about the reality facing the game at a grassroots level at the moment, but was quick to emphasise that the health and wellbeing of the people involved are priority number one.

"This is a horrible time for a lot of organisations and businesses, and certainly we're being effected," he said.

"But we're in a position to come through the other side, which is pleasing.

"We'll be able to resume - whether that's in 2020, or 2021 - and come back in a good place.

"We've had to put some staff on leave without pay in the interim, but it's really pleasing we could find them some other work in the short-term and our intention is to bring all our staff back."

Of course, there's so much conjecture about just when community football and netball will return, and there can be no guarantees it will be in 2020.

"Our aim is to try and get back to competition this year - we're going to release some options around returning to play later in the year," Bailey explained.

"We're in the fortunate position where we have three grounds without cricket pitches, which does give us the option - if we have to of going well into October.

"We're open to anything, but the key thing for us is that if we do come back in 2020, we have to make sure it's financially viable for our clubs.

Clubs like Woori Yallock and Narre Warren will only return to the field this season if it's safe to do so, and if they're not negatively impacted Pictures: ROB CAREW financially. 196946 "What we won't be doing is coming back if it puts our clubs under pressure. We'd prefer to hold our position and trade through this period into 2021, if the alternative was putting our clubs under pressure by making them come back."

At the moment, AFL Outer East is working through various options with its clubs on just what the competition structure might look like if players are to return to the footy field or netball court in 2020.

"Certainly there's a lot of work being done around salary caps and getting them down to a level that's sustainable," Bailey said.

"May 31 gives us a little bit of time to achieve this, but what we'll present to our clubs is that if we're coming back at date 'A' or date 'B', this is what it'd cost. Does this work for you? Is this achievable or viable?

"We don't want them to be worse off for coming back this year. That's the last thing we want. That's front of mind in our thinking, and our planning, as we look to come back."

While competition play in 2020 is anything but guaranteed, AFL Outer East is doing exhausting all its options to see what's possible.

"For us, I think there's a wellbeing aspect to it - if we can get people back involved in the footy and back following their clubs at the back end of this, I think we've got a responsibility to try, but it has to be done sensibly," Bailey said.

"It'll have to be done in a way that's viable for clubs, and actually supports them.

"We think there's still hope, but who knows in this current landscape.

"What we're doing right now is calling all our clubs to understand where they are. Our primary focus will be the clubs that need our support most, and when we come out of this

we're going to help the clubs there too - whether there's competition this season or not."

Sporting clubs provide so much more than just an outlet to play footy or netball. They provide a genuine sense of belonging - connectivity to friends, family, and the wider community - and the mental health battles current facing many local club members are also front of mind for Bailey.

"One of our biggest concerns moving forward is the mental health and wellbeing aspect of all of this," he said.

"There'll be club members with potential issues around employment and housing, and one of our key responsibilities here - before football or netball - is to make sure that the welfare of our communities and their people come first.

"If we can get back to competition at some stage this year we think it'll help with that, but at the moment we've just got to be there for our clubs.

"Our key message at the moment is that we want people to focus on their families and their welfare - to take care of themselves, and their immediate friends and family. Football and netball will be there when they're ready, and once we get the opportunity to come back we'll do everything in our power to support our clubs and our communities. At the moment though, we just want everyone to be safe, well, and healthy."
