John and Maria Miksad recently celebrated their 75th wedding anniversary at Belvedere Aged Care, surrounded by other residents and their family.

Only three other platinum anniversaries have been celebrated in Australia.

To mark the occasion, the aged care home held a coffee and music afternoon with a Croatian and Continental cake for guests.

The happy couple was presented with a certificate from the mayor of Greater Dandenong and letters from the Queen, Premier Daniel Andrews, Prime Minister Scott Morrison, the Governor-General, their family and Belvedere's staff.

Still very much in love, John and Maria sealed their special afternoon with a kiss.

Greater Dandenong councillors are tossing around options to cushion ratepayers from an anticipated economic recession during the COVID-19 pandemic emergency.

Cr Peter Brown raised the idea of freezing rates in 2020-21, saving households from a rise of about $35.

The median residential rates and waste

charge bill would remain at about $1406.

Cr Brown said the world faced an "economic downturn" not seen for a generation, with jobs, businesses and property values falling by the wayside.

"We cannot plan to spend what we know we will not be able to receive.

"Long after the virus has gone and the funerals have diminished, residents will have lost jobs, landlords will be unable to retrieve rents, small businesses will have closed and

people will be cash and credit poor."

By foregoing the 2.5 per cent capped rate rise, the council would shave up to $4 million from the council's bottom line.

Cr Brown said it would mean putting on hold a "big ticket item", such a sports pavilion construction, or one of a "bevy of masterplans".

"We would have to manage on (the same as) what we've got last year."

He forecast that the State Government may

force the council's hand in any case.

"If this (pandemic) goes on for more than two months, no state government would want to increase fees and charges."

Cr Matthew Kirwan said he favoured a local stimulus package.

With strong finances, Greater Dandenong could borrow on historically low interest rates and bring forward its program of "shovelready" projects.

Springvale's shopping centre has slowed to a trickle after weeks of panic-buying frenzy - and this is the time when traders need our support for the long haul.

As part of Star News's 'Shop Local' campaign, we are urging shoppers to get behind local traders in Springvale as well as Dandenong, Noble Park, Doveton and Endeavour Hills.

In recent times, butchers, grocers, fishmongers, pharmacies, bakeries and Chinese medicine outlets had been flooded by buyers stocking up for the escalating coronavirus pandemic, says Springvale Asian Business Association president Daniel Cheng.

Those same outlets are still selling the essentials - but with few customers in line, Mr Cheng says. He estimates trade has plunged about 70 per cent.

"This is the time they need your support.

"At the local grocer, they keep their stock fresh and top-quality and don't want to throw it out. If you think about it, now you can pick up things at a bargain price.

"Keep your visits short - just think carefully about you want to buy before you go in. It should take no more than 10 minutes - there's no one in the queue."

Chinese medicine outlets remain popular as buyers go for immunity-builders like ginseng, jin chong cau as well as cough suppressants, Mr Cheng said.

Meanwhile, some eateries such as the popular Gold Leaf restaurant have closed due to Covid-19 bans on dining-in.

Other outlets such as Andy Wong, of Cha HErE bubble-tea shop, were repurposing to take-aways or deliveries only.

Teashop owner Andy Wong is repurposing to a trade in surgical face masks.

Mr Wong is also creatively branching into a side-trade of surgical, cloth face masks - an item in hot demand throughout the world.

His first order of the US Food and Drug Administration-certified masks has arrived, with a second, third and fourth lot on the way.

"There's not much we can do so I change my business direction.

"No one knows when this will end. I hope it ends by the end of winter."

The 'Shop Local' campaign will run across Star's numerous publications as the Covid-19 pandemic continues to ravage all kinds of industry.

Star News Group managing director Paul Thomas said the campaign was aimed at trying to help local businesses stay afloat.

"We are encouraging local people to buy locally and provide as many struggling businesses as possible the opportunity to get their messages out that they are still open for business or to let readers know about their changed operating methods," Mr Thomas said.

"Everyone has been impacted by this crisis and we can only try to reduce that impact as much as possible - our own business has had a significant detrimental impact. Please shop locally, help an impacted business and keep as many people employed as we can."

By Cam Lucadou-Wells Greater Dandenong Council is still running services - though under 'social distancing' restrictions - during the Covid-19 pandemic.

Mayor Jim Memeti said the council was putting in hardship measures to assist ratepayers, including freezing interest charges on unpaid rates until 30 June.

"While we are encouraging all of our residents to continue paying their rates to avoid accruing debt, we understand this may not be possible for some."

The council was continuing to provide "essential services" like bin collections, immunisation and animal management.

Customer service centres were operating via a call centre, responding to calls on graffiti removal, potholes repair, dumped rubbish and park maintenance.

Its festivals, events and workshops have been cancelled until further notice.

"In light of the Covid-19 pandemic Council has been forced to make some modifications to its service delivery," Cr Memeti said.

"These modifications allow us to continue working, while ensuring we are meeting current social distancing guidelines and adhering to other Australian Government measures.

"We are doing everything within our powers to ensure the impact on council services is kept to a minimum."

The council's Drum Theatre, libraries and Walker Street Gallery and Arts Centre are closed, but working on digital online content.

On its social media pages, guided tours of current art exhibitions, interviews with theatre performers and storytime sessions for children will be offered.

Cr Memeti encouraged residents to "do the right thing" and respect social distancing guidelines.

As of early 27 March, there were 570 recorded coronavirus infections in Victoria. Three men in their seventies had died.

Three cases had been reported in Greater Dandenong, with 14 in neighbouring City of Monash, 20 in Casey, 15 in Frankston, three in Knox and six in Kingston.

Greater Dandenong Council will fight a developer's proposal to fell 40 mature River Red Gum trees for nine extra dwellings in the Yarraman Village estate.

At a meeting on 23 March, the council resolved to oppose the application at Victorian Civil and Administrative Tribunal (VCAT), as well as to explore lodging a third-party caveat on the land at 48-74 Hanna Street, Noble Park.

Councillor Peter Brown successfully moved for the council "to engage solicitors ... with all legal means possible to protect that public open space and River Red Gums."

"If VCAT does not support council's position I would be bringing it up to council that we proceed to appropriate court action."

He said the "established" and "substantial" trees and the open space reserve were an "integral part" of the original 158-dwelling permit granted by Greater Dandenong in 2016.

Cr Tim Dark also rose against the felling of the trees on the estate's north-east corner as part of a "horrific" and "crazy" development.

A council report said the original open space reserve offered a buffer between Eastlink and homes, as well as unencumbered ease of use for the public.

Under the proposal, public open space would be halved and confined to the Mile Creek corridor - a location that was "not satisfactory" to the council.

River Red Gums are regarded as locally significant under the Greater Dandenong Planning Scheme.

Developer, The Village Building Company, recently lodged an amended permit at VCAT after the council failed to decide within the statutory 60-day limit.

It argued that open public space would still comprise 9 per cent of the estate.

Nine neighbours objected to the proposal on the grounds of the developer promising a community green space, the loss of trees and the narrow streets within the estate.

ConnectEast, which operates Eastlink, has applied to join as a party to the VCAT hearing.

It is concerned by noise mitigation, drainage, access, light spill and construction works impacts on its freeway reserve, the council report stated.

Greater Dandenong has one of the lowest rates of tree canopy coverage (9.8 per cent) in metropolitan Melbourne. As part of its Greening Our City strategy, it is seeking to increase the coverage to 15 per cent by 2028.

Hub under new scrutiny

By Cam Lucadou-Wells Greater Dandenong Council has given the tick for new independent managers at the scandalised Noble Park Community Centre.

The former committee and centre manager Brian Woodman resigned under a veil of secrecy in 2019 after an internal financial audit.

In a period of "significant turbulence", a committee from Springvale Neighbourhood House stepped in to provide governance and oversight, Cr Tim Dark told a council meeting on 23 March.

"They've put structures in place to ensure what happened with the previous manager doesn't happen again."

New oversight would ensure that the centre's executive would "actually understand their roles and responsibilities".

Cr Dark said though he didn't foresee any

issues, the council was now able to intervene if the indicators weren't met.

"The previous committee still have a lot of questions to answer, especially with the significant governance flaws that we found," he later told Star Journal.

Councillor Peter Brown paid tribute to the new committee chaired by Heather Duggan who "stepped up at very very late notice to take over a very very difficult problem".

He said the council and the community were indebted to Ms Duggan, Berry Wilderman former mayor Roz Blades and interim centre manager Robyn Coslovich.

The council investigated whether to manage the centre 'in-house' or retain the community management model.

It kept the status quo in the form of a twoyear license agreement between the centre and the council with "closer oversight".

The current model offered "community ownership and empowerment" and an ability to attract significant external funding, a council report stated.

"Risk of governance and financial management concerns would be managed by closer oversight and monitoring of key governance performance indicators."

Noble Park Community Centre receives public funding from Greater Dandenong Council, the Department of Health and Human Services and Neighbourhood Houses Victoria.

The independent, incorporated body is based in a council-owned property on Memorial Drive.

It has been the long-time home of an annual community art show, a community garden and a meeting point for scores of ethnic, sports, hobby and seniors groups.

It's a service they've always offered, and one they'll keep offering into the future, through things like social groups, friendship cafes, classes, cultural activities, computer literacy programs and programs to upskill community leaders.

The Springvale Neighbourhood House closed on Wednesday 18 March for face-toface contact with the public, and all groups, activities, programs, classes and venue and community bus hire have been postponed for now.

However, it is still operating via phone, email, social media and the website.

"Social wellbeing will be a huge thing as we

"If we can support people in some way we will, with those connections," says Ms Cooper.

"We don't want people to feel socially isolated. We all look after each other - we've just got to keep that communication going."

Subject to conditions and government advice, the Springvale Neighbourhood House will reopen for face-to-face contact on Monday 13 April.

Seeds sown for revival in Keysborough kickaround zone

By Cam Lucadou-Wells Fertile ideas are welcome on how to revive a long-barren area of a Keysborough park.

Greater Dandenong Council will launch an online survey on the future of the 'kickaround' area at the corner of Westwood Bouleyard and Stanley Road.

The area with soccer goals often devoid of players, in marked contrast to the busy playground nearby.

The survey will ask why the area is not used and whether it should be replaced by playground equipment or other features.

Councillor Matthew Kirwan, who moved for the survey on 23 March, said he'd received regular complaints about the area's uneven and unsafe surface.

Others had complained of the removal of AFL goals.

"What is consistent in the complaints is

that residents don't use the kickaround area for anything.

"It is treeless and barren so is not even desirable for a casual walk."

In 2018, the Star Journal reported on the "vast dunes of grey sand" within the park's 'lawns'.

The soccer pitch is just "full of weeds and sand," resident Zaneta Biskup said at the time.

"It's terrible - you can't imagine kids playing soccer and footy there."

The council at the time had planted a warm-climate grass suitable for drought-tolerant conditions, with the promise that it would take 12 months to take root.

The area is now more fully grassed but the surface remains uneven, Cr Kirwan said.

The online survey will be conducted by the end of April. A council report on its results is expected to be tabled on 9 June.

Synthetic cannabis like ‘100 bongs’: armed robber

By Cam Lucadou-Wells A drug-fuelled man who threatened to kill during a violent armed robbery has described the influence of synthetic cannabis as like "100 bongs in one".

Zyal Nhial, 28, pleaded guilty in the Victorian County Court to attempted armed robbery, trespass and assault in which he wielded a knife and attacked his victim in the victim's home.

Nhial approached the victim outside in Fox Street Dandenong about 11pm on 10 November 2018.

The accused held a long knife and an opened bag, saying: "Give me everything or I'll kill you."

The victim, yelling for his friend to call triple-0, fled inside his home. Nhial followed him and in a struggle, both fell down a flight of stairs.

During the attack, Nhial kneed the man in the face.

Police arrived and chased Nhial on foot down Fox Street, McCrae Street and the Dandenong Creek trail. Nhail crossed the creek and collapsed on the St Mary's Primary School oval where he was arrested.

At the time, police deemed an "erratic" and "delusional" Nhial as unfit for interview.

In sentencing on 25 March, Judge Trevor Wraight noted Nhial "aggressively consumed" synthetic cannabis beforehand.

The "100 bongs in one" hit of synthetic cannabis significantly contributed to his offending, Mr Wraight found.

Nhial was likely suffering PTSD from a traumatic childhood in war-torn Sudan and refugeehood in Egypt. He'd started psychiatric treatment only two weeks before his arrest.

illness reduced his moral culpability.

"People are entitled to feel safe and walk down their streets without being attacked and threatened in the way you did on this occasion."

At 11, Nhial arrived in Australia, then studied at St John's Catholic College in Dandenong and consistently found labouring and warehousing work.

He'd also volunteered to support teenagers in gangs across Melbourne, and cared for his brother who suffered a serious brain injury in a car crash.

Nhial had prior convictions for driving and dishonesty offences, but none for violent crime. He hadn't been in jail before.

Meanwhile, the "significantly traumatised" victim nursed a mildly injured knee and bruised face.

Since, he had been hypervigilant, temporarily unable to work and sleep, and fearful of social situations and going out at night, Judge Wraight said.

"It would have been an incredibly frightening experience."

Mr Wraight noted Nhial's condition had stabilised with drug abstinence in remand. His rehabilitation prospects were "very good" if his mental health was maintained.

Nhial was sentenced to 501 days in jail - which had already been served in pre-sentence detention.

He was released on a two-year supervised community corrections order with drug and mental health treatment.

Diner ‘wings it’ in silence

By Cam Lucadou-Wells Dandenong's centre is like a "ghost town" but diners like SWAT75 are adapting to the coronavirus crackdown.

Like other restaurants and cafes, the eatery's tables are closed under stage 1 and 2 restrictions but home delivery and takeaway remain live options.

Co-owner Ajay Kestwal - who topically used to chef on cruise ships - is cooking alone in the kitchen.

He is still offering the full lunch and dinner menu of slow-cooked ribs, steak, wings and burgers with Mexican, southern USA and Caribbean sauces.

For now, he's keeping on a part-time helper to prepare take away coffees in the middle of the day. That modest role is being shared by SWAT75's five staff.

"I've got all the ingredients already prepared. It's better to keep the menu the same," he says.

"And the suppliers are happy to continue to provide everything we need.

"We'll do the best that we can do and play our part. Even if I make $200 a day from selling

coffees, at least I'm not a burden."

Mr Kestwal was unsurprised by the public health crackdown, given the lockdowns unfolding in numerous countries including China, the US, France, Spain and Italy.

"Why would a country do a lockdown and ruin the economy unless it's very serious?"

Since Stage 1 restrictions came into force on 23 March, there hadn't been a huge dropoff in customers, he says.

In recent weeks, customers had been reluctant to dine-in in any case. In the case of complete lockdown, he expects to maintain a home delivery service.

"It's nearly like going through a ghost-town situation.

"I'm assuming that (takeaway and delivery) orders might increase a bit more."

He keeps up with news from trusted sources, shies away from social media. As a mental health break, he'll watch a movie with his kids at home at night.

His advice in the meantime is "follow the rules and be safe".

‘Stage 3’ warning

By Cam Lucadou-Wells If you can stay at home, you must stay at home, Premier Daniel Andrews has bluntly urged Victorians on the eve of "painful and difficult" stage 2 Covid-19 restrictions.

"The things you choose to do but don't have to do - don't do them.

"No dinner party, no (non-essential) shopping trip is worth a life."

As Victoria's reported coronavirus cases escalated to 466, Mr Andrews warned that further stage 3 restrictions were on their way to help "flatten the curve".

A week ago, the total numbers in Victoria were less than 100.

In the past three days, more than 170 extra cases had been recorded.

Under a national stage 2 rollout, amusement parks, play centres, fitness centres, public pools, real estate auctions, tattoo, massage and beauty parlours will close from midnight on 25 March.

Hairdresser visits will be limited to 30 minutes.

Supermarkets, petrol stations, banks, post offices, bottle shops and "essential services" remain open.

Mr Andrews urged people to work from home if they could, and to refrain from sleepovers, parties and BBQs with friends.

He said outdoors exercise, not involving groups, such as walks and bike rides were still OK. "We have got to buy time so our nurses and doctors are ready."

For accused people in custody, magistrates will hear proceedings by video link only.

Contested committal hearings have been postponed for up to 23 days for special mentions days.

Meanwhile, as a health precaution, VCAT venues have been closed to the public.

There will be no face-to-face hearings for cases up to 17 April, though VCAT is considered an essential service.

Some matters will be heard via telephone, VCAT has stated.

The County Court of Victoria has postponed new trials by jury as well as appeals against Magistrates' Court convictions.

The Supreme Court has also sought to minimize in-person appearances, including bringing a halt to Court of Appeal in-person hearings.

Know your numbers

TAKING CARE OF BUSINESS

On Wednesday 25 March, I was privileged to be part of a Casey Innovation Crowd webinar called “The Other Side“ which aimed to “provide critical updates and guidance for local businesses trying to manage the impact of the Covid-19 virus.

This was a fantastic initiative since local businesses are surely facing their most serious challenges of recent times. Since attendance to the event was limited, what follows is a précis of some of the guidance provided for those who were not able to participate.

There is no doubt that Covid-19 will have a deep and lasting impact on the way we do business going forward and whilst it is undoubtedly tough at the moment, as Benjamin Franklin said: “Out of adversity comes opportunity”.

In tackling the problems that Covid-19 has imposed, we will find new ways of working, new ways of doing business and even new products and services not previously considered. But right now there are some serious issues to address immediately and since many businesses simply cannot function as they did previously and/or have clients that will be spending less, the bulk of the problems will be financial, so this is where we will focus first.

People start businesses because they are good at what they do, not because they are good at business and for many the idea of managing financials is a foreign practice. However, now more than ever, it is important to ‘know your numbers’ and so undertaking the following is essential: 1. Determine your cash position. How much cash do you have access to? Be conservative about expected revenue (some may not pay) and analyse all outgoings. Review all expenditure and put off anything non-essential, see what can be deferred or delayed and hence calculate your cash position over the coming weeks. Even if it does not look pretty, you are far better off knowing the real situation rather than burying your head in the sand as this is

stressful!

2. Set revised targets for sales, expenses and net profit and create a budget. You don’t need special software to do this (Excel will be fine) and you will then be in a position to forecast financials over the next few months. You need to include everything (i.e. every expense item) and if you use Xero, MYOB or Quickbooks, you can use the P&L summary reports from any of these tools as a basis for creating your budget till the end of this financial year and beyond.

3. Monitor your financial situation. Ordinarily, you only need to spend approximately 30 minutes a month to keep on top of your financials, but under the current situation, I believe that fortnightly or even weekly might be necessary.

Remember that ‘what gets measured, gets managed’.

4. Manage your expenses. If you create a budget as noted above, then you can then partition your budgeted expense items into 3 separate areas: a) Variable Expenses. These are typically ‘internal’ costs and vary by month (e.g. Postage & Stationery, Travel, Training etc) and over which you have most control so you should focus on minimising these first. b) Fixed Expenses. These are typically ‘external’ costs and don’t vary by month (e.g. rent, rates etc). Your ability to affect these quickly is low, so whilst it is worth seeing if you can get rent and rates relief, don’t expect any immediate relief here. c) Staff Costs (Wages & Salary, Superannuation, Payroll Tax). These are usually the biggest costs for a business so look to see if you can reduce hours, determine the need for casual staff and contractors, even see if everyone can take a pay cut to save jobs.

A whole world of friends

By Cam Lucadou-Wells The well-travelled Bernard Vancuylenburg's worldly interests don't only span five languages but millennia of history.

For two decades, the 76-year-old multilinguist has volunteered as an English-language tutor for migrants and new arrivals at AMES in Dandenong.

His students have landed from as far away as Afghanistan, China and Vietnam. Each a window to history and culture, each a friend to Mr Vancuylenburg.

Such is his dedication, he learnt Mandarin in recent years to better support some of his students.

"You get more than you give because you meet many different cultures," Mr Vancuylenburg says of his role.

"They've got so much to teach you."

Motivation is high among his students, though they are bewildered by the sheer size of Australia, he says.

"You find they appreciate the chances they have in this country."

Mr Vancuylenburg has toured the world with history groups, exploring ancient Mayan, Aztec and Incan cultures in Latin America.

History is a "fascinating prism" to take a long view of the world at present, he says.

He toured China, not just to discover its 5000-year history but to improve his Mandarin. It unlocked a view of its people and a land of surprises.

"It came to very good use. You'd be surprised to see how many friends I made.

"They had a joke in China. They thought foreigners speaking their language must have something wrong with them."

In the meantime, he's stepped in to help a Chinese-speaking tourist order a coffee at Melbourne Airport. It's also opened channels with his Chinese-speaking students.

Growing up on a tea estate in country Sri Lanka, his love of learning was nurtured as a boarder at the private Catholic school St Anthony's College in Kandy.

There his dedicated teachers fed his love for history. Sri Lanka was the only country in South East Asia to trade with the Roman Empire 3000 years ago, he points out.

"My teachers went beyond the call of duty.

I was very good at history but they'd take extra time to teach me things and get me good library books."

After managing a hotel chain, Mr Vancuylenburg migrated to Australia in 1984.

He worked as an administrative officer in Victoria Police before being retrenched in 1999. Soon after, he applied as a volunteer tutor at AMES. During his varied life, Mr Vancuylenburg has played lead guitar in rock bands in Sri Lanka and Australia. He speaks English, French, German, Italian and Mandarin languages.

On his travels, he found a proverb in Turkey that he says perfectly sums up his life.

"The heart is not searching for a coffee or a coffee house.

"The heart is searching for a friend."

Bernard Vancuylenburg marks 20 years as an English-language tutor to new arrivals at AMES Dandenong.

"Thirty-five years ago, all we knew of China was Chinese restaurants and the Great Wall.

"Now the more you get into the heart and soul, you learn that - politics apart - it is a beautiful country of fantastic people and beautiful scenery."

China's younger generation thirst for travel and freedom, he says.

"Democracy is new to them. They've always been under authoritarian rule.

"The younger generation don't see things in the same way. They want to break free and

His life for others

Lee Tarlamis.

Lee Tarlamis says his older brother’s cancer battle inspired him to spend his life helping those less fortunate.

His service culminated in a Medal of the Order of Australia (OAM) in the Queen’s Birthday Honours List, announced on Monday 11 June.

The Noble Park man and former state Upper House MP received the nod for service to the people and Parliament of Victoria “I’m extremely humbled. It’s not something that I’d expected,” he said.

“I didn’t do it to get acknowledgement.

“It was about wanting to provide assistance and help to people.

“It’s a view that I formed very early on.”

Mr Tarlamis said his brother fought cancer for two years before dying at age 17.

“The trouble and the stress that the family went through, I saw how positive he was

throughout those two years,” he said.

“It instilled in me that as tough as I think I have things, there are always people out there who are doing it a lot worse than me.

“That’s why I got involved in the local community.”

Initially that was through the Keysborough Learning Centre.

“The centre loaned me a computer for me to do my school work,” he said.

“I wanted to repay the favour so I was volunteering time with them.”

There he met then-politician Eddie Micallef and became his electorate officer.

“That’s how I got into the politics world,” Mr Tarlamis said.

“That opened up a lot of opportunities to provide assistance to community groups.”

He never intended to run for parliament, but “one thing lead to another which lead to another” and he was a South Eastern Metropolitan Region MP from 2010 to 2014.

“That was such an honour as well, when you consider the fact that very few people get to hold that position and represent that large number of people,” he said.

Mr Tarlamis was a Springvale Benevolent Society volunteer from 2002 to 2012, a Noble Park Community Action Forum member for many years, a founding Springvale Multicultural Men’s Shed committee member, and more.

He’s now a senior advisor to Special Minister of State Gavin Jennings.

The world of politics is not where he thought he’d end up.

The Tarlamis family moved from Oakleigh to Keysborough when he was eight months old.

He went to Wallarano Primary School in Noble Park and to Chandler Secondary College, where Keysborough College’s Acacia campus now stands.

Mr Tarlamis went on to study an associate diploma of business.

“I grew up working with dad in the family businesses,” he said.

“I thought it would be logical that I would go into the business world and maybe into management or something like that.

“I really enjoyed the community stuff.

“Politics became that vehicle to do it.”

‘Ignorant’ flout shutdown

By Cam Lucadou-Wells Coronavirus infectees are slipping out of selfisolation mainly out of ignorance, says the head of Victoria Police's Operation Sentinel taskforce.

Deputy Commissioner Rick Nugent will lead a statewide police presence spot-testing quarantined people and enforcing bans on mass gatherings to help limit the spread of the Covid-19 virus.

It was "really disappointing" that draconian measures were required, he conceded.

"We didn't want to use a big-stick approach to this but ultimately we need to ensure that people are absolutely not putting people at risk.

"I believe people will get the message.

"Early in the piece, they were not seeing it as big an issue as it really is."

Some are leaving their 14 days of mandatory isolation to go to movies or a meal to "have a break from it".

They are putting others at "significant risk" of contracting the virus including family and friends, Dep Comm Nugent said.

Some showed a "degree of ignorance" and apologised when it was explained to them.

"Unfortunately there are people not taking these restrictions seriously.

"It's actually quite selfish and we know it puts lives at risk."

Dep Comm Nugent said police received increasing public reports of breaches - amounting to "tens" of reports in a 24-hour period.

In cases of "blatant" disregard for the Chief Health Officer's restrictions or multiple breaches, police will "come down hard" with arrests, charges and fines, he said.

Fines of up to $20,000 for individuals and $100,000 for corporations apply.

As part of Operation Sentinel, more than

Sri Lanka’s golden boy By sports editor Russell Bennett Before the sporting world was put on hold during the battle against the Covid-19 pandemic, a powerlifter from Melbourne's south-eastern suburbs was making waves on the international stage.

A former Lieutenant Commander of the Sri Lankan navy, Dandenong's Ruwan Paul trains at Noble Park's In2Performance gym. He has made incredible progress in the sport of powerlifting - given his involvement barely spans nine months so far, he doesn't have a coach, and he's received much of his training inspiration from YouTube videos and information sourced from the internet.

Late last year he walked away with an eyecatching medal and record haul from the Australian Masters Games in Adelaide, and backed that up with a pair of gold medals and a bronze

in both bench press and powerlifting in a World Powerlifting Federation and Oceania Powerlifting Federation event in Hong Kong in December - the Asia Pacific Powerlifting Championship.

Following on from that, just a few short weeks ago, the now 50-year-old Paul competed in the New Zealand Masters Games in Dunedin where he won another three gold medals in the single bench press and 120kg powerlifting class.

While Paul didn't have a specific coach for the Asia Pacific competition, he did lean on the advice of a fellow Australian.

"Matthew McKay, from Tasmania, helped me achieve these two gold medals and I can not forget about that, or thank him enough," he said.

"Before the New Zealand games he also gave me some valuable advice over the phone

for my preparation."

Paul puts a lot of his success down to the tireless, dedicated support of his wife Lidia, but also his armed forces background.

He served as an engineer in the navy before settling in Australia, but he recently returned to his native Sri Lanka to, in part, help promote the sport of powerlifting.

He addressed a media scrum in Colombo, where he put many of his record-breaking exploits down to his courage, commitment, and dedication.

Now accepted by both the world and Australian bodies as a qualified powerlifting coach, he explained that he recently ventured back to Sri Lanka to help encourage the next generation in the sport.

He's already entered into discussions with the national body in Sri Lanka to help further their powerlifting programs.

While he was back in Sri Lanka, a special gathering was organised for Paul at the Riverside Hotel in Colombo by some of his old schoolmates.

Around 50 people attended that event, in which he was presented with a special honour, before he went on to meet with the civil defence force Commander - who also presented him with a trophy.

Next on the agenda for Paul is a crack at a world record in the squat event, where he hopes to lift a staggering 325 kilograms.

Paul's lofty ambitions mean that his powerlifting journey isn't a cheap one. Not only does he need to link up with a coach, but he's spending a significant amount of money on equipment, nutrition, and physiotherapy.
