MORE TO LOVE The editor’s desk Candidate nominations for the 2020 Southern Downs Regional Council election are in, with four mayoral contenders and no fewer than 26 for councillor.

The councillor figure is down from 35 in 2016 but it's still a big field of candidates, with eight to be elected.

Early or 'pre-poll' voting starts this coming Monday 16 March with details of locations in Warwick and Stanthorpe on page 3 this week, with election day itself on Saturday 28 March.

It's vital that voters understand the voting method - it's optional preferential for the mayor and 'first past the post' for councillors. It's not complex, but voters are urged to make themselves aware of how to cast a formal vote, and remember there will be polling officials to assist you if you are unsure, either at the pre-poll voting or on election day, and instructions on your ballot papers.

Whoever the successful candidates may be both for mayor and for the eight councillors, you will be electing them to serve and lead this region for the next four years - make sure your vote is counted.

our candidates have nominated for Mayor of the Southern Downs Regional Council at the 2020 election.

Serving Mayor Tracy Dobie will seek a second term, having been first elected in 2016. Vic Pennisi has been a local councillor for 16 years, serving on both the Southern Downs Regional Council and the former Stanthorpe Shire Council. Peter Kemp is a Warwick area resident with a background in the construction industry, while Joe Doepel is an Allora local who

runs a machinery repair and engineering business and a farming property.

TRACY DOBIE ... · Water security essential for regional growth Water is crucial to the economic future and wellbeing of the people of the Southern Downs. The whole Southern Downs community has banded together in the response to drought and water

shortages in recent years.

Our Council has had to address major shortcomings in infrastructure and carry-out much-needed repairs and upgrades to existing assets while delivering infrastructure for the future.

Our region has paid the dreadful price of inactivity over many years.

Water security is my number one priority moving into 2020. This Council has set in motion major projects necessary to building the water infrastructure needed.

I want to continue that vital work - see

these far-reaching plans develop and come to fruition for the benefit of our residents and businesses.

Despite suffering through flood in 2017, recent bushfires, water shortages and remaining in the grip of the worst drought ever recorded, this Council has remained positive, proactively promoting the attributes of the region while seeking opportunities and investment.

This is why, when the drought ends, our region will not just recover but will be economically stronger than we were before.

Council-initiated strategies will enable following generations to enjoy a worthwhile future here, at home.

Water security is the key to the future success and prosperity of our residents and I will make sure we have the water security we need. · Debt-reduction paves way for minimal rate increases Strategies for development of local towns and rural communities depend on the Council's ability to attract commercial interest and future government funding.

I have worked very hard with my fellow Councillors and Council staff over the past four years, to stabilise Council finances, reduce the inherited Council debt by more than one-third and ensure rates increases at just 2%, are at their lowest level in decades.

It has been my privilege to be at the helm, guiding our region towards growth and sustainability. Right now, that is about seeking further investment from Federal and State Governments to fund opportunities for diversification of our economic base so that we are not so reliant on agriculture, which remains in the grip of the worst drought in living memory. · Represents the interests of all residents I'll keep our Council independent and stand-up to those who want to align it to the aspirations of any one group or political party. A Council must represent the whole community, not just one element of it.

I'll ensure there remains transparent and

effective processes in place that are followed

by Councillors and Council staff so that the behaviour of all is ethical, legal and appropriate.

As Mayor, I have brought reform and good governance to Southern Downs Regional Council will continue to provide strong leadership for the greater good of the whole community.

My strength is my leadership and I have brought that strength to our Council that now has a track record of delivering benefit to our community.

I have needed to be strong and decisive during recent bushfires, the drought and the water crisis; when doing what was needed to be done was essential to make sure our communities have access to water.

I have stood up for the best interests of all members of our community.

Such challenges will continue, and noone least of all me in my role as Mayor, can afford to be complacent - there is much work still to be done. Over the last four years, I have proven that I am up to those challenges. · Behavioural change is key to our future sustainability How we reduce waste, protect our waterways and become more energyefficient are key issues underpinning my vision for the future. We must do everything we can to conserve water and protect our natural environment.

The Council-initiated 'Shaping Southern

Downs' includes a Federal Governmentfunded Environmental Sustainability Strategy designed to guide residents and ratepayers on how to reduce waste, protect waterways and catchments, conserve natural areas, become more energy-efficient and use more renewables. · If you have a question of Council, you only have to ask Effective communication and an understanding of what the community feels is important are the keys to delivering effective and efficient Council services that meet the needs of local residents.

I respect the investment our local residents make through their rates and want them to have their say in how it is being re-invested in our communities. I will continue to listen and to provide feedback on where our money is spent and ensure our community has efficient and effective local services.

Over the last four years Councillors and Council staff have undertaken significant levels of consultation with a community meeting somewhere in the region at least once every month. Ongoing feedback with ideas or areas of concern is crucial for Council to support our community's aspirations.

With sixteen years of local government experience, well-known Southern Downs local councillor, Vic Pennisi, is challenging for the position of Mayor of the Southern Downs. Pennisi said the decision has come about because he knows for a fact the people in the community are not being heard and he wants to lead a council that listens first.

"We need a bottom up style of governance that acts on behalf of the community in a transparent way in the best interests of all," says a fired-up, enthusiastic Vic. "I know I can create this much needed culture.

"I love our region, I have lived here for my entire 61 year life, I love and respect local government but I have seen the trust erode over the past years because council doesn't listen to what citizens are saying.

"Many other external factors have contributed to the decline in trust in our council leadership and I will earn trust again by listening, not talking."

Pennisi said when it comes to issues, like drought and water, he has a better understanding of the complexities and knows he can drive infrastructure projects, if he had the reins.

He also sees the Warwick Saleyards as untapped potential, saying they should not be sold.

Peter Kemp Queensland Police, before gaining over 30 years' experience in Project and Construction Management, in Queensland, Pacific Islands and Papua New Guinea. JOE DOEPEL ...

Joe Doepel is a landowner from Allora.

He raises cattle though the drought has seen him reduce his stock but this has enabled him to give the land a bit of a rest and recovery. Joe loves to ride his horses and often rides to the Allora RSL on ANZAC Day. Joe and his kids are active members of Allora's community supporting the Allora Show Society, Allora Auction and Heritage Weekend, this is probably a good thing as Joe's business J.D. Mechanical specialises in repairs and restorations of vintage tractors and machines.

It is this love of Allora and being part of the community that convinced Joe to run for Mayor for Southern Downs Regional Council. Joe believes there needs to be a change in direction where the local council works for and has more community engagement with the rate payers, local businesses and community groups to make things happen, with a little bit less red tape.

Joe's a tradie, his background started as a Boilermaker/Metal Fabricator, which led him to become a CSWIP Welding Inspector and an automotive mechanical engineer. He has 35 years plus experience which ranges from large scale construction, home building, subdivisions, farming, earthmoving, dam building, road construction, high rise, commercial building, power stations, MYOB accounting, planning and design. From small family businesses to large public companies in a variety of fields from apprentice through to company director.

With all this experience in construction, Joe knows what it is like to work in

conjunction with Councils through the development process stages to the completion of a job. Joe has worked with local councils and state governments in a variety of rolls from construction manager through to director with engineers, councillors, mayors, town planners and council staff.

He understands the complexity of development and thus his stance on the

need to reduce red tape. He is a man other companies call when they need to get jobs done, from when they're behind time on construction jobs to shut downs or largescale break downs, to mobilising large scale work forces.

•฀In฀her฀complaint฀the฀Mayor฀provided฀a฀complete฀list฀of฀past฀Council฀expenditure฀ on฀the฀dam฀project.฀It฀started฀in฀1984฀and฀ended฀in฀2014฀and฀totalled฀$2.61฀m.฀ This฀past฀expenditure฀was฀very฀important฀in฀progressing฀the฀project฀and฀shows฀ the฀commitment฀and฀planning฀of฀previous฀Councils฀to฀build฀a฀dam฀for฀urban฀ and฀irrigation฀use.฀Its฀why฀I฀thanked฀past฀Mayors฀Finlay,฀Rogers,฀Bellingham฀ and฀Blundell.฀Of฀interest฀is฀that฀Council฀brought฀land฀at฀the฀dam฀site฀in฀2013฀for฀ $343,457.

•฀Of฀the฀$2.61฀million฀spent฀on฀Emu฀Swamp฀Dam฀in฀the฀past,฀ •฀45฀%฀was฀by฀Stanthorpe฀Shire฀Councils,฀ •฀2฀%฀was฀by฀Mayor฀Bellingham’s฀Council,฀ •฀53฀%฀was฀by฀Mayor฀Blundell’s฀Council฀and฀ •฀0฀%฀was฀by฀Mayor฀Dobie’s฀Council.

•฀So฀as฀conirmed฀by฀Mayor฀Dobie,฀$0฀has฀been฀spent฀by฀the฀current฀Council฀ planning฀for฀Emu฀Swamp฀Dam,฀and฀$0฀is฀planned฀to฀be฀spent฀on฀building฀it.฀No฀ wonder฀Stanthorpe฀has฀a฀water฀crisis฀and฀we฀are฀trucking฀water฀from฀Warwick฀!

•฀Also฀worth฀noting฀is฀that฀close฀to฀$4฀m฀has฀been฀spent฀on฀dam฀studies฀and฀ planning฀by฀the฀Stanthorpe฀Chamber฀of฀Commerce฀and฀the฀Stanthorpe฀ Community฀Reference฀Panel฀since฀2008.฀This฀was฀sourced฀from฀Federal฀and฀ State฀govt฀grants฀and฀private฀businesses฀–฀not฀ratepayer’s฀money.

•฀Hence,฀60฀%฀of฀past฀expenditure฀on฀the฀dam฀has฀been฀by฀Stanthorpe’s฀business฀ and฀community฀organisations฀and฀40฀%฀by฀Councils.฀This฀shows฀that฀฀Stanthorpe฀ is฀a฀forward฀looking฀community฀and฀is฀now฀reaching฀out฀to฀Council฀and฀asking฀it฀ to฀get฀back฀in฀the฀dam฀to฀supply฀urban฀water฀to฀Stanthorpe.

In฀my฀advertisement฀of฀27th฀Feb฀I฀also฀listed฀the฀dates฀of฀some฀important฀decisions฀ for฀Emu฀Swamp฀dam.฀Many฀people฀have฀asked฀me฀which฀Councillors฀voted฀for฀one฀ of฀these,฀so฀I฀have฀updated฀the฀table฀below฀with฀who฀voted฀for฀a฀submission฀that฀ did฀not฀support฀Emu฀Swamp฀Dam.

FUNDING FOR BLACK SPOTS Federal Maranoa MP David Littleproud says motorists "will drive with more confidence and certainty when seven black spots on Southern Downs' roads receive upgrades with $506,500 in Black Spot Program funding".

"Road crashes place major emotional strains on the families and friends of the victims and the wider community," Mr Littleproud said in a statement.

"It's a relief to see black spots around Warwick, Amiens, Rosenthal Heights and Freestone getting the attention and necessary upgrades they deserve to make sure we can get around safely.

"None of these upgrades would be delivered without the community's vital input and I encourage all residents and motorists in the region to nominate projects for future funding rounds."

Deputy Prime Minister and Minister for Infrastructure, Transport and Regional Development Michael McCormack announced last week Queensland would receive $25.3 million over two years under the latest round of Black Spot Program funding.

"By specifically targeting road locations with a history of crashes for safety upgrades such as lighting, signage, traffic lights and roundabouts, the Black Spot Program reduces crashes causing injury and death at those sites by around 30 per cent," Mr McCormack said.

BUILDING SOLD The Southern Downs Regional Council this week said the "future of Warwick's Big W distribution centre is heading in an exciting new direction with the announcement that it has been sold to Melbourne based company Pelligra".

A council spokeswoman said the building is currently leased to Woolworths and occupied by Big W "however the lease expires in October 2023 and Woolworths has indicated it will not be renewing".

"Pelligra has recently purchased the site and has a history of acquiring and regenerating large industrial buildings," the spokeswoman said.

A spokesperson for Pelligra was quoted by the council as saying they are "looking forward to working closely with Council and other government agencies to attract businesses to the region and retain existing jobs at the facility".

THE SPIN

WOMEN’S FINAL ONE TO REMEMBER I have to congratulate Santa for his foresight in leaving a couple of tickets to the Women's T20 World Cup final under the Christmas tree for me. Surely when that happened there could be no doubt that the Aussie's were going to at the very least make it to the final.

I did have moments of doubt as I suffered along with other fans through that excruciating semi final against South Africa. The Aussie girls held their nerve and defied the weather gods to get the job done (Santa of course was in their corner).

To be present at the World Cup final was a real privilege and was an experience I will long remember.

The Australian team came out with their game faces on and Alyssa Healy was simply magnificent.

Healy's performance was world class in every manner of the word and from the first delivery you could tell that it was all business and India would need to do something special to get over the top of Healy let along the remainder of the team.

A knock of 75 from just 39 balls. Her innings in front of that record Australian crowd of 86, 174 included seven fours and five sixes and was applauded by Aussie and Indian fans alike.

Her 50 coming off just 30 balls was the fastest half century scored in the final of any ICC limited overs competition, men's or women's including fifty and twenty over World Cups and Champions Trophy events. Small wonder she was name Player of the Final.

Although Healy says it's time to reassess her career any thoughts of retirement seem to be a long way off. The star batter has now five world cup medals and four successful Ashes series wins to her name. A record any players would be proud of and up there with husband Mitch Starc and uncle Ian Healy's performances.

While Healy starred with the bat her partner in crime Beth Mooney was far from overshadowed and the team performance in the field was a delight to any cricket loving fan.

Hats off to Australian cricket for their amazing promotion of the game and hats off to the players who were so giving of their time following their success.

Of course my biggest nod is to Santa who came though once again. Great work from the man from the Pole (obviously a cricket tragic too).

On Monday morning as the stable prepared King of Leogrance for the Adelaide Cup came the dreadful news that one of O'Brien's staff had been killed while taking a horse to the beach close to his Victorian base.

Play gets underway on Sunday night at the MCG. While the trainer, his staff and connections tried to come to terms with the dreadful accident their horse blitzed the field in the Adelaide Cup. O'Brien said of the tragedy, "We have had some tough days in this industry, but they are nothing compared to the heartbreak and sadness today."

It is believed the horse and rider were part of a group crossing the road when hit by a car. It is understood the horse suffered only minor injuries.

MARYVAVLE ADD TO THIER COLLECTION As the rugby league season hurtles towards us, the local cricket seasons are drawing to a close.

On Saturday at Slade Park Maryvale Condamine added another chapter to the history of cricket in the district. Maryvale added yet another premiership to their already impressive collection with a comprehensive victory over Colts.

Many expected this to be a close contest after only one separated the two teams at their last encounter. Maryvale captain Paul Bourke had asked his team to bring their "A" game and they certainly stepped up to the mark to cement yet another back to back premiership.

Maryvale won the toss and elected to bat. Opener Andrew Ryan gave Maryvale supporters a few nervous moments when he went cheaply caught by Jacob gross off the bowling of Morgan Bourke for just five runs. . Fortunately his opening counterpart Mitch Bourke had read the skipper's script and played an excellent openers innings top scoring with 59 before he was caught

As is normally expected Mick Bourke got among the runs adding 33 before he was dismiss by James Fern. It was the first of a three wicket haul by Fern.

Paul Bourke played a good captains knock late in the innings adding 26 valuable runs before he fell to the bowling of Jacob Gross.

Chasing a target of 205 Colts needed to get off to a good start. Maryvale's bowlers however had their eye on their third consecutive title and were on the money from the get go.

Mitch Darton removed Colts openers cheaply to give his side a dream start. Dave Walker was without doubt the star of the show taking six wickets including the important scalp of John Cleary.

Walker's bowling figures were impressive.

From a 10 over spell Walker bowled four maidens took six wickets for just 14 runs and set up a comprehensive 141 run victory for Maryvale. One of the keys to the success of Maryvale has been their consistency over the past few years and their ability to field a strong and almost unchanged side during the season. They have now won three premierships on the trot and four of the past five It was no surprise when Dave Walker was named Player of the Final for his outstanding bowling performance.

The pain of a Colt's grand final loss was tempered somewhat when their all rounder John Cleary was named Warwick Player of the Year.

While Dave Walker played an impressive role in the grand final; he has done an excellent job as President of the Club and can be rightly proud of the role he played in a very successful season.

GREAT DAY AT FLEMINGTON Great racing at Flemington last week with the running of the Newmarket Handicap and Australian Cup and a host of minor group races (if any group m race can be classified as minor.)

Jockey Glen Boss can attest to the saying that some days you wish you never got out of bed and some days are diamonds.

Boss the previous week copped a suspension for serious interference in a race at Randwick but was given a stay to allow him to ride at Flemington. On Saturday in the saddle for James Cummings he and his mount Bivouac blitzed the field. Boss also landed two other winners on the day.

Australian racing calendar and was won in style by Fifty Stars giving trainer David Hayes one more black type winner before he heads overseas to Hong Kong to train.

SELECTION SUCCESS FOR WARWICK YOUNGSTER After a weekend where Women's Cricket dominated the headlines and Warwick born, Delissa Kimmince starred in Australia's World Cup final comes news that another local youngster is on track to follow in her footsteps.

In the lead up to the World Cup when sides were training in Brisbane, Warwick's Lucy Bourke was thrilled to be called into the nets to bowl to members of the Aussie Squad including Ellyse Perry, Rachel Haynes and Delissa Kimmince. She was also asked to bowl to members of the Indian team. Bourke who is now based in Brisbane since going to boarding school plays grade cricket in Brisbane for Wynnum Manly but she cut her teeth playing junior cricket in Warwick and has also mixed it with the men in the A grade Warwick competition playing alongside her father Michael and plenty of rellies in the Maryvale Condamine line up.

To be called up as a net bowler for International players on the eve of a World Cup was undoubtedly a great thrill for the teenager but last week that was over shadowed to some extent when she named in the Australian Under 15 squad. The team will play in the Under 18 Championships in January next year.

For Bourke who is a gun at whatever sport she takes on it is now time to focus her efforts even more on her cricket game.

There could be nothing more inspiring for her than the win by the Australians on Sunday night. Just one example of what the World Cup means to aspiring young Australian cricketers.

BRIDGING IN A & G WEEK Bridge players gathered during Apple and Grape festivities and with four tables played a Mitchell with 32 boards.

The N /S were John Fernie and Helen Reeves. Runners up were Hilary Richardson and Carol Axworthy.

All placegetters in E/W were regular at the Bridge table. Janine and Peter Cumming taking first place ahead of Margaret Finlay and Keith Barnett second.

GOLFERS BUSY DESPITE RARE DAY OFF Although Stanthorpe golfers had a day off on Saturday there was plenty of action keeping them busy through the week.

The Apple & Grape 2 person Ambrose was played Friday wrapping up the 2020 Apple and Grape Golfing card.

Official sponsors of the popular event were Crisp Coaches and once again it proved popular with a capacity field hitting the fairways.

Rain threatened to disrupt the event and was a test for all who played as the clouds opening with around four holes to play.

Some preferred the safety of the clubhouse as a better option but most teams were happy to play during the downpour.

Brendon Barker continued his good recent form as he teamed up with Jamie Carnell in this event.

Carnell might be better known to most as a cricket but he and Barker proved a winning combination as they carded a winning score of nett 63.5.

Doing it for the Ladies heading towards International Women's Day on Sunday was the team of Lyn Ludlow and Christine Hood who scored a winning nett 74 in the Ladies' only competition.

No surprise that Mark and Racheal Hendry were the winners of the mixed competition after carding a score of nett 67.

Minor prize winners in the run down section were B. Gleeson and C. Reeves, Ian Pickering and M. Ward and Matt Waterworth and Simon Shannon.

Len Leigh he landed his drive on the line, making it very difficult for anyone to do better in the men's accuracy stakes.

Trish Fittock had best drive for the ladies, finishing only centimetres from the target.

Pin shots were collected by B. Gleeson (3), Mark Hendry (12) and Ian Henderson (17). Christine Hood and Lyn Ludlow held the ladies approaches at 12 and 17 respectively.

And that was a wrap for another successful Apple & Grape Festival golf sporting event. Thanks to the Festival organisers and the sponsors who ensured it was a busy week for golfers.

Winners are grinners - celebrating a three-peat of premierships - the victorious Maryvale Condamine side after Saturday's win in the Warwick Grand Final. supported by members and visitors and thanks to those who catered for the events.

So after all the excitement of A & G 2020 it is back to business for golfers this weekend. The March monthly medal and putting competition scheduled for Saturday and the individual stroke event will be sponsored by club member, Alex Vale.

The round will be played in conjunction with the first of two rounds for the Pike Trophy.

Tee off is from 11.30 am and there is a time sheet is on the board.

PLENTY TO CHOOSE FROM Croquet players were also busy during Apple and Grape week and a variety of disciplines provided players with plenty of options. On Tuesday morning during the Association games Peter Tunbridge played a solo hand against Carol Verwey and Jenny Tunbridge. Peter played well and in spite of making a break of three hoops in a row he could not get the better of the Ladies. The game could not have been closer finishing tied up at 19 all. Grace Howard and Peter Goodsir had a 24-20 over opponents Pat Schnoor and Heather Widderick.

There were only small numbers on court at Gateball with many busy with A & G commitments and bad weather playing its part. Two games were played.

Team Two (Jenny Tunbridge and Joy Newman} had a clean sweep winning both games against their Team One opponents (Les Williams, Pat Schnoor and Grace Howard).

Jenny Tunbridge played well in the opening game making two agari's and a gate and touch to earn an extra shot. The winning score 19-10. In the second game the Ladies in Team two both played well.

The Golf Crquet group were on court also Di Wren and Kathy Hopgood played Janet Raub and Liz Ellway. Ellway played well scoring eight hoops while her partner added four. Their total of 12 gave them a comfortable win over their opponents combined score of seven. Eric McClellan played a solo hand in a game against Shirley Evans and Judy Locke. In a close contest McClelland won 10-9.

In one match up during the Ricochet games the Peters went head to head.

Goodsir got his eye in and scored three runs of three and one run of 4four. He was able to peg out scoring 26 leaving Tunbridge in his wake despite scoring one run of three.

The final score 26-19.

In the final game Carol Verwey played an attacking game against Sharyn Roser and Andrea Denkewitz.

In a very close game scores were tight until the final two hoops. Roser and Denkewitz managed to sneak a slight lead and peg out ahead of there opponents.

VICTORIA HILL RESERVE GRADE PREMIERS The Warwick Reserve grade Cricket grand final was played at Briggs Oval on Saturday.

The Morris boys bowled their side to victory ripping through the Allora batting line up.

Joe Morris had opener Tim Kajewski run out for a duck and his opening partner fared not much better. Out for six off the bowling of another Morris, Tom. Bruce Ole and Sean Bryson attempted to repair some of the damage before Ole (16) fell to Joe Morris caught Tony Morris.

for 27 was a blow to Allora as they tried to salvage their innings.

Unfortunately the bowlers more than had the upper hand and there was no wag in the Allora tail as wickets fell like nine pins. In the end Sundries contributed more to the total than thee batsmen. Allora were dismissed for 96. Joe and Jack Morris the chief destroyers finished with almost identical bowling figures. Joe's figures five overs, two maidens, two wickets; 12 runs.

From his five over spell Jack finished with two maidens, two wickets and 11 runs.

It was an innings where ball dominated the bat.

In reply Victoria Hill had some very nervous moments as the ball once again dominated.

Openers Tony Morris and Ekstar Sandhu were both removed for a duck. Tom Morris tried to get things back on track with an important 14. Will Duff also succumbed to duck's disease when he was caught off the bowling of Holmes without troubling the scoreboard attendant. Damien McDonald also had a case of duck flu hen he was bowled by Ole. Allora supporters dared to hope while Victoria Hill supporters were feeling more than a little nervous. Nick Morris and Joe Morris got the side home scoring 26 and 16 respectively. The Reserve Grade premiership Victoria Hill's by four wickets. However it has to be said that the star of the show in their innings was top scoring Sundries (37 of which 35 were wides). No doubt Allora would be rueing what might have been.
