Dr Anne Astin received an AM on Australia Day for her service to the dairy industry and food safety regulations. 203663 many ways, from calling for female forensic scientists to be given overalls while collecting evidence at crime scenes rather than being forced to wear skirts, to bringing her threemonth-old daughter to the Supreme Court of Victoria while she gave evidence in a case, and being involved in decision making on interview panels in the public service - something that was rare at the time.

Throughout her career, Dr Astin’s desire to make a difference continued to drive her - whether it be simply creating a better workplace for her staff, or as board member at Wellsprings for Women in Dandenong.

Ever the trailblazer, she says she is now “redefining” retirement, and while she no longer has a regular 9-5 job, she still fills her days with pro bono community work.

Dr Astin is currently chair of the board of Good Shepherd Australia and New Zealand, a Trustee of Kildare Ministries and sits on the Council of Catholic Social Services Victoria.

“While I’m fit and healthy and ... as long as I can provide value, I’m happy to remain involved,” she says.

“For me what drives me is making a difference and influencing change but not for change’s sake; it’s about change for good and

change to make people’s lives better.“ Rounding out Dandenong’s success in the Australia Day honours, former mayor and councillor of Greater Dandenong, Naim Melhem, received an OAM for his service to the community in a number of roles (see story page 5).

Dandenong-Cranbourne RSL Sub-Branch board member Simon Bloomer also received an OAM, for his service to veterans and their families (see story page 4).

Respected dairy industry figurehead Dr Anne Astin can now add another accolade to her list of achievements after being made a Member of the Order of Australia, for her significant service to the dairy industry and to food safety regulations.

The honour comes after she was presented with a Public Service Medal in the Victorian Division of the Queen’s Birthday Honours in 2011, for her services to the dairy industry, national food regulations and rural women.

In 2010, she was inducted into the Victorian Women’s Honour Roll and received the Outstanding Service Award from the Australian Dairy Industry Council - the first woman to receive the honour.

A familiar face and name to many in the dairy industry, Dr Astin’s highly decorated and respected career has spanned a range of organisations and industries, allowing her to pursue multiple different passions.

After studying biochemistry at university, the Endeavour Hills resident tutored at Monash University for a few years before joining the Victorian public service as a forensic scientist.

She subsequently moved into public health, where she became more familiar with food standards.

Dr Astin worked in mining regulation too for a time and was a registrar of land titles at one point - even getting to hold Robert Hoddle’s notes from his survey of Melbourne - but the thread of food safety policy ran through it all.

The opportunity to set up a new dairy regulatory authority brought her to the dairy industry, where she has largely remained.

She is proud as well of her role in telling the story of Australia’s strong reputation in dairy food safety to the rest of the world, including Asia and New Zealand.

While receiving guidance from mentors herself, Dr Astin built a strong network of professional women, in line with her passion for empowering women from all walks of life.

Historian wins top award A prolific chronicler of local history has been awarded as Greater Dandenong's citizen of the year at a packed Australia Day celebration on 26 January.

Christine Keys, the long-serving president of the Dandenong and District Historical Society, was recognised for her ongoing preserving, promoting and sharing of the locale's history to its diverse community.

Meanwhile, Jemma Leeson and Tanishka Sharma were jointly named as young leaders of the year at the ceremony at Dandenong Park.

Jemma was cited for her leadership among peers at Noble Park Girl Guides, as well as being a junior CFA volunteer and sports coach.

Tanishka helped deliver projects for local youth on Greater Dandenong Council's Young Leaders program in 2018.

She also mentors peers as a FReeZA volunteer, and represents young people at community events.

Interfaith Network of Greater Dandenong president and founding member Agnes Kean was named volunteer of the year.

Ms Kean has been involved in voluntary groups since the 1980s.

The Greater Dandenong Environmental Group was recognised with the community group award. Since 1990, it has conducted activities such as native tree planting, Water Watch, Frog Watch, Clean Up Australia Day and bat nightwalks.

Bryan Hunter, an environmental education specialist at Athol Road Primary School, received the sustainability award.

Mr Hunter helped establish a full-scale urban farm of fresh fruit and vegetables at the school. The produce has been sold and used for cooking classes at Athol Road Primary.

Silverton Cricket Club junior coach Dean Jones was sportsperson of the year.

Since 2016-'17, he's increased the club's junior ranks from 15 to nearly 100. Mr Jones also created a multicultural program and raised funds for disadvantaged children to play sport.

Greater Dandenong's corporate citizen of the year is Julie Busch, who chairs Dandenong Market and is deputy chair at Interact Australia.

Bob Malcolm, Ian McDonald, Margo Hartley and Josephine De Lange were also added to Greater Dandenong's list of 'living treasures' for their lasting impact on the community.

Repay or jail, scam-artist told

By Cam Lucadou-Wells A "despicable" scam-artist who ripped off new arrivals for thousands of dollars has been given a stern ultimatum.

David Douse, 65, of Narre Warren, was ordered by Dandenong magistrate Tony Burns to pay back the owed $23,200 within nine months.

"It's repaid in full or he goes to jail," Mr Burns said at the hearing on 21 January.

Douse pleaded guilty to two counts of deception, in which he hounded his two victims for more than $27,000 to help apply for their family members' migrations.

In 2008, he promised a victim in Dandenong that his brother worked in immigration and he could help migrate the victim's family from Afghanistan for $22,000.

Under duress from Douse, the victim paid $13,000 in instalments over the next two months.

Douse then informed him he couldn't help anymore and would pay the money back.

Despite repeated pleas from the victim, Douse repaid just $1000 by 2012. His phone number was then disconnected.

In 2011, Douse met a victim in Springvale, promising to fast-track a working visa for her cousin in India at a cost of $15,000.

Over five months, he was paid $16,200 in instalments - including $1200 for a purported flight to India to apply for the visa.

The victim discovered that Douse had instead flown to England.

Two weeks later, he advised that his attempts to help had failed and promised to repay the money. He still owed the victim $11,200, with his last repayment in 2012.

In a police interview in August, Douse said he had fled overseas between 2013 and 2015 due to being violently threatened by the second victim.

He claimed to have had a "brief sexual relationship" with her.

When asked if he had experience in obtaining visas, he gave no comment.

Douse told police that he had been unable to afford repaying the victims in full.

His lawyer told Dandenong Magistrates' Court that Douse had suffered financial problems, including a failed bathroom renovation business.

The unemployed man was currently living

off NewStart and instalments from an inheritance, the court heard.

Douse's sister had limited the inheritance to monthly UK 800 pound installments, due to his impulsiveness, the court heard.

The lawyer said it would be "incredibly difficult" for Douse to repay the amount within nine months.

Magistrate Burns said Douse was a "despicable charlatan" who "abused the trust of vulnerable people".

"Your conduct is to be absolutely condemned."

Douse's diagnosed impulsivity and hypermania didn't reduce his moral culpability, Mr Burns said.

He noted Douse had been jailed in the past for criminal deceptions. "You've gone on your merry way in deceiving people once again."

Douse was advised to get a loan or to ask his sister to open the "purse-strings" to his inheritance to meet the 19 October deadline.

If the repayments were met, Douse would be sentenced to a community corrections order, Mr Burns said.

Douse will appear at Dandenong Magistrates' Court for sentencing on 19 October.

Kaufland pulls the pin on Dandenong site

By Cam Lucadou-Wells Multinational giant supermarket chain Kaufland has abandoned its push into Australia, including an under-construction 'one-stop shop' in Dandenong.

Greater Dandenong mayor Jim Memeti, who had opposed the project, said the news would please rival small-business owners but not consumers seeking "good value" competition.

"I find it hard to comprehend Kaufland would spend so much money and just walk away - after all the lengths that they went to."

Those 'lengths' included successfully requesting the State Government to rezone its site on the corner of Gladstone Road and Princes Highway, as well as demolishing the former Bunnings store.

It had also won approval for stores in Epping, Chirnside Park, Oakleigh South and Coolaroo, with plans for up to 25 others across Australia.

Kaufland's 200 employees in Australia lost their jobs, not to mention the hundreds more potentially.

In Dandenong, Kaufland were to build a 6660-square-metre retail complex including a supermarket, liquor outlet and food hall.

It was said to be a one-stop shop, many times larger than a Coles or Woolworths store.

Terry Tarodski, of Menzies Cellars, said it was a "big relief" for similiar family businesses, as well as for traders in Dandenong Plaza. "(Kaufland) could have caused us to close our doors but we think we could survive now.

"It's a shock to me. We don't know why (Kaufland left) - but good news is good news."

Kass Adili, of Hemmings Cellars, said Kaufland would have undercut his store and

destroyed it.

"Menzies Cellars and us - we would have been the first targets.

"I wished for this happen, and my wish has come true. God helped us."

Cr Memeti said there would now be questions about what will happen to the huge vacant site.

"I think a Costco would be nice."

Kaufland International has stated that it was exiting Australia to concentrate on its European business.

"The future of Kaufland's existing Australian investments, including properties purchased for retail outlets and distribution infrastructure, will be discussed with the relevant parties in coming days," a company statement said.

Acting chief executive Frank Schumann, in thanking business partners and governments in Australia, said "this was not an easy decision for us".

"We always felt welcome in Australia.

"In Europe, we see a great deal of growth potential. We will actively shape the consolidation of the European retail sector, thus further reinforcing our leading position."

Economic Development Minister Tim Pallas, in approving the project in 2019, described the supermarket's arrival as a "huge notch on Victoria's belt".

A Noble Park residence was among 12 properties raided by police in relation to Mongols outlaw bikie gang and the fatal shooting of fruiterer Paul Virgona on Eastlink last year.

Two men have been charged with murder after the simultaneous raids at 5am on Wednesday 22 January, which included Mongols clubhouses in Ferntree Gully and Port Melbourne.

The 35-year-old Kilsyth man and 29-yearold Port Melbourne man faced Melbourne Magistrates’ Court that day.

A Tecoma man, 30, was charged with possessing a drug of dependence. A 30-year-old Montrose man was arrested and released pending further enquiries.

Police say they have also seized firearms and drugs, and a boat and trailer.

Police officers from Homicide Squad, Echo Taskforce, Special Operations Group, Crime Command and other units conducted the raids.

Mr Virgona, 46, of Croydon, was fatally shot in his vehicle while driving on Eastlink in Donvale on the morning of 9 November 2019.

He was the sole occupant of the vehicle.

Armed robbery trio arrested Three males have been arrested after an alleged armed robbery of a lone man on Springvale Road, Springvale on 20 January.

One of the trio was allegedly wielding a knife while they robbed the 27-year-old of his belongings about 7am.

Police officers arrested the group nearby on Springvale Road shortly after the incident was reported. Among those charged was a 19-yearold man, of no fixed address, who was also charged with committing an indictable offence on bail. He was remanded to face Melbourne Magistrates' Court on 20 January.

A 17-year-old Noble Park boy was remanded to appear at a children's court, and an 18-yearold Noble Park man was released pending further investigation, police say.

Hoon arrests in Springvale Police impounded five cars and charged several alleged hoons on Springvale roads during several incidents on Friday 17 January.

One of the investigated incidents includes a vehicle dropping a burnout and spinning out of control into an intersection.

A Facebook-posted video shows the screeching vehicle narrowly missing another driver passing by, as onlookers cheer and film the scene on their phones. A police vehicle was metres away at the time.

Police say they originally moved on a congregation of up to 400 vehicles in a car park on the corner of Smith Road and Princes Highway about 10.30pm. During patrols of surrounding areas, police pulled over and charged three drivers with speeding at more than 145 km/h in an 80 km/h zone.

Another driver was charged for loss of traction, and another for driving disqualified. All five of the cars were impounded by police. Other drivers were intercepted and charged with offences such as running a red light and drinkdriving.

As part of Operation Sumatra, extra police resources are being used to target high-risk driving, police say.

Helping veterans carry on

By Cam Lucadou-Wells A Vietnam War veteran has been awarded a Medal of the Order of Australia for his welfare work for his brethren for 25 years.

At a state and local level, Simon Leigh Bloomer has presided over Carry On Victoria, a welfare arm of the Returned and Services League of Australia.

His brief is also to assist in welfare and governance on the board of Dandenong-Cranbourne RSL sub-branch.

"I'm a bit humbled (by the OAM).

"But I feel appreciative that they've recognised Carry On is worthwhile of recognition."

Ten years ago, Carry On was a little-known, publicity-shy organisation, Mr Bloomer said.

While not exactly "overt", it had now made itself known to veterans in need of help.

With 100 volunteers, it provides and maintains social housing in Dandenong, Mornington Peninsula, Ballarat, Bendigo, Geelong and Mildura.

It also provides secondary and tertiary education grants of up to $4000 for veteran families, as well as emergency relief for utility bills.

Mr Bloomer said he felt he "came out OK" after his 11 months of war service. He married and tended a family.

"But there were a number of veterans not going so well. We have been ensuring they got as much help as was needed."

His ethos to help others stems from growing up in a step-family of nine boys, he says.

"We all had to get along and we all had to help each other where we could."

In 1994, Mr Bloomer was recruited to Carry On's Dandenong branch by his step-brother and president of Dandenong-Cranbourne RSL, John Wells.

"The members at Dandenong were all ageing at the time," Mr Bloomer recalls.

"We've gone full circle - now we're all ageing."

The torch is passing to veterans from the post-Vietnam wars, who are joining the Dandenong RSL board.

There's also a changing of the guard at Carry On's low-rental single-bedroom unit villages in Noble Park.

Two decades ago, tenants were predominantly World War II servicepeople and widows.

Now the residents' age differences are becoming marked, as more from the Vietnam War and latter conflicts are moving in.

At the villages, Carry On members are out and about with a listening ear - taking care of the tenants and keeping the units in good repair.

"We don't offer our members a social activity, we offer them a job," Mr Bloomer says.

In the past 15 years, veterans assistance has improved. In no small part from the "groundwork" of the Vietnam vets, he says.

"The post-Vietnam veterans have also stepped up and put their face to the Government. And there's been more support for them than in prior years."

He's rightly proud that Carry On - now 88 years old - has been able to connect with this younger generation.

Migrant mayor’s ‘surprise’

By Cam Lucadou-Wells Former Greater Dandenong mayor Naim Melhem lay in a hospital bed when he received news of his impending OAM award.

It was a "total surprise" to the cardiac patient, admitted for surgery after a "mild" heart attack. One that made him feel "on top of the world".

The Medal of the Order of Australia recognises Mr Melhem's decades of community service, including as a councillor and a board member of Monash Health, churches and chambers-of-commerce.

"You don't do it for recognition or reward but you do it because you want to do something for the world."

Mr Melhem says he's always made time for community work outside of his banking profession.

He'd wanted to give back to a country that had made him feel at home since he arrived with his family from Lebanon in 1977.

Back then, his family came with nothing but built their lives, running cornerstone milk bars and supermarkets.

A teen at the time, Mr Melhem enrolled in an English-language school. He went onto finance post-graduate studies.

Mr Melhem worked as a councillor for the cities of Springvale and Greater Dandenong.

As mayor in 1999-2000, he welcomed refugees from Kosovo with open arms.

He directed no pressure on his son Zaynoun, who was elected to Greater Dandenong Council in 2016.

"People said to me why do you push your son to be in local government?

"I always say my son is motivated by the good work that I've done and he felt he wanted to do the same thing."

His advice to his son was not to "overpromise for something you can't deliver" and

Aside from continuing to work with a bank, Mr Melhem remains a board member of the St Paul's Antioch Orthodox Church in Dandenong, Peninsula Health and the Australian

"I've always been one to think if I'm not going to do it, who's going to do it?"

While others learn of his award, he plans to man the barbecue at his church's Australia Day celebration at Lysterfield Lake.

"Every time you help someone, it motivates you to do more."

LOOKING BACK 100 years ago 29 January 1920 Church of Christ Sunday School On Monday the children attending the Church of Christ Sunday School, Dandenong accompanied by teachers and friends made the annual trip to Mordialloc in vans, and although the weather condition were unfavourable, everyone certainly made the best of the existing conditions. The excursion proved enjoyable and was a sociable function. There were games and races for old and young, in which all joined in heartily.

interviewed by the Journal this week. There's nowhere to go, nothing to do, and at night, it's even worse. A sleepy country town. No it's Dandenong - boredom unlimited and strictly dullsville, according to teenagers who live in the area. And if you're a teenager with time on your hands, Dandenong is the last place you want to be in to find entertainment. These views were discovered in a survey of teenagers conducted by the Journal on Tuesday. Boys and Girls were picked at random and asked their views on entertainment for youth in the city. Without exception, all agreed there was not enough to do or enough done, to help keep them off the streets.

The more affluent ones go elsewhere to Melbourne or other more 'alive' suburbs where they can find entertainment. For the remainder, there's the unwelcome prospect of "killing time" in Dandenong by walking the streets or congregating in milk bars.

31 January 2000 $6m care centre a 'world leader'

Greater Dandenong is set to become a world leader in aged care with an innovative $6 million proposal to build a 60 bed multicultural housing centre. Based on a concept of 'ageing in place' the centre will cater for 'occupants' needs for the rest of their lives. The centre is also likely to be linked to a multicultural village to promote unison between different cultures. The project in Buckley St Noble Park is expected to start next year with federal funding. "Flexible facilities" which cater for the diverse linguistic and cultural needs of their clients are vital to ensuing we provide the highest quality of care for Australians who need residential aged care said Senator Kaye Patterson, the parliamentary secretary to the Minister for Multicultural Affairs.

A councillor has slammed plans to send a city director to Spain, labelling him unqualified for the Dandenong Market fact finding mission.

She was the only one of the 11 councillors to vote against sending corporate services director Mick Jaensch to the ninth International Public Markets conference in Barcelona next month.

The $5000 seven night trip would also include a visit to three major London markets. Dandenong Market chairwomen Julie Busch will make the journey too and insights will be used to prepare a revised strategic plan for the market.

Laptop gifts fill vital need Laptops are being diverted from landfill into the hands of students, under a pioneering scheme in the South East.

The 'This Is IT' program aims to donate 1000 re-purposed laptops to secondary school students who don't own a computer in Greater Dandenong, Casey and Cardinia.

On 8 February, organisers are set to present the first 120 laptops - donated by businesses and councils in the region.

Laptops are regarded as an educational necessity, yet up to 6000 secondary students in the South East don't own one.

A secondary principal said the scheme was a "game changer for the students lucky enough to be a recipient of a laptop".

"Schools are trying to prepare their students for the future. This is extremely difficult

when students do not have access to the tools they require."

A student set to receive a laptop from This Is IT said having their own hardware would help them keep up to date with work, especially while away from school on work placements.

SELLEN chief executive Andrew Simmons said financial distress was identified as the main cause for disengagement from school.

It's particularly acute in the South East with 52 per cent of disengaged young people identifying financial distress as a major factor.

"Where families are struggling to make ends meet, there are programs to assist with the costs of uniforms and second-hand book

options," Mr Simmons said.

"But nothing to assist in providing laptops."

Mr Simmons said schools often didn't have enough laptops available to borrow.

The scheme would help divert some of the 600,000 tons of e-waste in Australia each year a case of "killing two birds with one stone", Mr Simmons said.

Temple members dig deep

By Danielle Kutchel Members of Springvale's Putian Association Temple have dug deep to contribute to the fire-affected community in Eastern Victoria.

Together, approximately 50 members of the temple raised around $26,000 in just a few short days, which representative Ron Lim said was incredible.

"We are really happy to do our part as migrants," he said.

"This country has given us a very good opportunity - without this we don't have a base, we have nowhere to go. So we should say thank-you to Australians."

The money has been donated to the Red

Cross for distribution to the fire-affected region.

"I think any amount raised is meaningful.

We're very happy to support the community, we are doing the right thing," Mr Lim said.

It's not the first time the temple has supported the community; for more than a decade, the group has raised funds for the local hospital and other community activities.

Plans are currently underway for a fundraiser for Eastern Health later in the year.

Members of the Putian Association Temple were presented with a certificate by Chisholm MP Gladys Liu in recognition of their donation.

A vigilante cop-impersonator who bashed and interrogated his girlfriend's ex-partner in public parks has been jailed.

Pardeep Singh, 20, of Dandenong, pleaded guilty in the Victorian County Court to assault, false imprisonment and impersonating a police officer.

Singh had been told the 19-year-old victim had raped his girlfriend in a previous relationship, the court heard.

He arranged his partner to lure the victim to an intimate rendezvous at Skye Valley Park on New Years Eve night 2018.

In plain clothes, Singh introduced himself as an officer from the "division of sexual assault and rape" who'd been investigating allegations against the man.

With claims there were hidden cameras and undercover police cars nearby, Singh interrogated the man and threatened him with violence and jail-time.

He claimed he had hidden audio and footage of an encounter between his girlfriend and the victim in a car.

They exchanged phone numbers, with Singh later texting the victim an intervention order-like statement protecting the girlfriend.

The next day, Singh marched the victim to a Frankston park, gave him a pat-down search and punched him several times.

On 4 January 2019, Singh with his girlfriend and girlfriend's mother took the victim to George Pentland Botanical Garden during the mid-afternoon.

The victim's hands were tied behind his back. He was held by Singh while the girlfriend's mother interrogated him, struck his face up to 25 times and kicked him in the testicles.

Singh told the victim he wanted him dead but it would be too much paperwork.

In sentencing on 23 January, Judge Kevin Doyle accepted Singh's remorse shown by his full admissions and early guilty plea.

"I accept your traumatic history goes some way to explaining but not excusing the way you behaved in this case.

"By impersonating a police officer to commit these crimes you literally put the law into your own hands."

The serious conduct had a "substantial impact" on the "terrified" victim, who'd stated he couldn't sleep nor stop thinking about the attacks.

Mr Doyle noted Singh's recent history of incarceration, "discouraging" criminal history and lack of ties to his family.

The Malay-born Singh, who is on a permanent protection visa, was at risk of deportation if jailed for more than 12 months.

He was jailed for 11 months - time already more than served during 380 days of pre-sentence custody.

Singh was placed on an two-year community corrections order including supervision, judicial monitoring, mental health and drug treatment. dandenong.starcommunity.com.au

‘Box’ draws the crowds

By Danielle Kutchel A diverse cross-section of the Greater Dandenong community came together in Harmony Square to help launch the latest anti-racism initiative, the Woggle Box. Woggle Box is a photo booth-sized portal that features short video clips of refugees telling stories of why they fled their former home and how they've made their new lives a success. Passers-by are invited to step inside to listen to the stories.

The box also features games that challenge people's perceptions of minorities.

According to creator Kuranda Seyit, the aim is to break down stereotypes about refugees, build social cohesion and address racism.

"Dandenong is probably one of the best places to promote and launch the Woggle Box because it's one of the most diverse council areas in Australia," he said.

"Some of the most amazing people we have in our community are from refugee backgrounds. They come here and they make the best of their lives and actually give back for Australia giving them that opportunity."

At the launch on Tuesday 21 January, attendees were welcomed with music, spoken word poetry and speeches by community members from all walks of life in a reflection of what Woggle Box is all about.

The inside and outside of the portal feature covers designed by Chisholm TAFE students.

Lee Tarlamis says his older brother’s cancer battle inspired him to spend his life helping those less fortunate.

His service culminated in a Medal of the Order of Australia (OAM) in the Queen’s Birthday Honours List, announced on Monday 11 June.

The Noble Park man and former state Upper House MP received the nod for service to the people and Parliament of Victoria “I’m extremely humbled. It’s not something that I’d expected,” he said.

“I didn’t do it to get acknowledgement.

“It was about wanting to provide assistance and help to people.

“It’s a view that I formed very early on.”

Mr Tarlamis said his brother fought cancer for two years before dying at age 17.

“The trouble and the stress that the family went through, I saw how positive he was

throughout those two years,” he said.

“It instilled in me that as tough as I think I have things, there are always people out there who are doing it a lot worse than me.

“That’s why I got involved in the local community.”

Initially that was through the Keysborough Learning Centre.

“The centre loaned me a computer for me to do my school work,” he said.

“I wanted to repay the favour so I was volunteering time with them.”

There he met then-politician Eddie Micallef and became his electorate officer.

“That’s how I got into the politics world,” Mr Tarlamis said.

“That opened up a lot of opportunities to provide assistance to community groups.”

He never intended to run for parliament, but “one thing lead to another which lead to another” and he was a South Eastern Metropolitan Region MP from 2010 to 2014.

“That was such an honour as well, when you consider the fact that very few people get to hold that position and represent that large number of people,” he said.

Mr Tarlamis was a Springvale Benevolent Society volunteer from 2002 to 2012, a Noble Park Community Action Forum member for many years, a founding Springvale Multicultural Men’s Shed committee member, and more.

He’s now a senior advisor to Special Minister of State Gavin Jennings.

The world of politics is not where he thought he’d end up.

The Tarlamis family moved from Oakleigh to Keysborough when he was eight months old.

He went to Wallarano Primary School in Noble Park and to Chandler Secondary College, where Keysborough College’s Acacia campus now stands.

Mr Tarlamis went on to study an associate diploma of business.

“I grew up working with dad in the family businesses,” he said.

“I thought it would be logical that I would go into the business world and maybe into management or something like that.

“I really enjoyed the community stuff.

“Politics became that vehicle to do it.”

With three lives lost on our own doorstep in Victoria, 110 homes destroyed and, countless livestock and native wildlife killed as the fires ravage the land, the time to act is now.

‘Sugar daddy’ denials fail to sway magistrate in bail bid

A 51-year-old 'sugar daddy' has been accused of exchanging cash and drugs for sex with a 16-year-old foster child, a court has heard.

Bill Argyropoulos, of Springvale, disputed charges of supplying drugs to a minor, reckless conduct endangering life, assault and weapons offences at a Dandenong Magistrates' Court bail hearing on 21 January.

Detective Acting Sergeant Rebecca Turner of Victoria Police told the court that Argyropoulos had responded to an online ad posted by the girl.

Despite the girl telling him her true age, he agreed to receive regular sexual favours for between $150 and $1000, Det Sgt Turner said.

Over three months, he allegedly provided $6000, an iPhone, as well as paying for Uber rides. He supplied her with cocaine and ecstasy at his home on 8 December, according to police.

When the girl tried to end the arrangement, he allegedly bashed her, spat in her face and threw her across the room.

He lifted her from the ground as he choked her, Det Sgt Turner told the court. The girl had trouble breathing as a result.

On 11 December, he was arrested by police's Critical Incident Response Team after a two-hour siege at his home. At the time, he was due his depot injection.

He complained of chest pains and was hospitalized, the court heard.

It was the second time he'd been arrested after a police seige, Det Sgt Turner said.

"He's not one you can just knock on the door to arrest him."

Argyropoulos later admitted to smashing his phone, flushing its SIM card down the toilet and removing a recording of a sex act with

the teen, Det Sgt Turner said.

Police seized a machete and two credit-card knives from the residence, the court heard.

In opposing bail, Det Sgt Turner claimed Argyropoulos was a flight risk, had an extensive criminal history and was subject to 13 previous bench warrants for skipping court.

Police believed he'd continue to harass and intimidate witnesses, if released, she said.

She said police were investigating possible charges of soliciting the teen, producing child exploitation material and drug trafficking.

A defence lawyer argued the police case was weak.

Argyropoulos claimed the teen had supplied the drugs and had no visible injuries from the alleged assault. He asserted that the seized weapons weren't his, the lawyer said.

In refusing bail, magistrate Tony Burns said he didn't believe the case was weak.

Mr Burns noted Argyropoulos' "very troubling" 13-page criminal history including offences on bail, failing to answer bail, false imprisonment, robbery and handgun offences.

He said an offered $5000 surety and Argyropoulos's acceptance into a CISP program didn't outweigh the risk to the girl's safety.

Argoyropoulos was remanded to appear at Dandenong Magistrates' Court on 11 February.

About 120 gathered for the The Association of Ukrainians Noble Park branch Theophany Eve dinner, including carols and a concert.

Guests of honour were nonagenarian Stepan Lysenko, a former president of The Association of Ukrainians in Victoria as well as Greater Dandenong mayor Jim Memeti, councillors Sophie Tan, Tim Dark and former mayor Roz Blades.

Current president Liana Slipetsky is the association's first female leader in Noble Park.

For her it's an "emotional and nostalgic" role, following in the footsteps of her grandfather and former president Myroslaw Slipedkyj.

She says the association was attracting more members with diverse activities such as a playgroup and dance class.

Staff sought With the opening of the Springvale Library and Community Hub in early 2020 a number of career opportunities have become available across Council's Library and Cultural Heritage Services.

The Springvale Library and Community Hub will become the new heart of Springvale, and passionate and dedicated staff are sought to help engage with the local community.

Dauntless defender

By Mike Hast OBITUARY Barry William Leslie Ross, 30 January 1943 - 7 December 2019 Banker, surfer, conservationist BARRY Ross played a major role in the protection of green wedges in Melbourne's southeast including the municipalities of Greater Dandenong, Kingston and Frankston for almost two decades. He was a conservationist for more than 40 years.

As long-time secretary of Defenders of the South East Green Wedge, part of the Green Wedges Coalition, Mr Ross was the bane of many a developer.

Mr Ross, who died in his sleep on Saturday 7 December aged 76 after a long battle with oesophageal cancer, provided a sharp edge to the Defenders in the state's planning tribunal, VCAT. He challenged dozens of cases in the tribunal, many successfully, as he fought to keep green wedges free of housing estates, industrial buildings and depots, and waste transfer stations.

Barry Ross was born in Richmond in 1943, the eldest son of Hugh and Alys Ross. Hugh, a salesman, served in the military during the Second World War, and Alys worked in retail as well as raising Barry and younger brother Hugh Jnr, who died in his teens.

After the war the family moved to Edithvale where Mr Ross acquired a lifelong love of the beach and bush, later becoming a keen surfer. He attended Mordialloc High before joining ES&A bank, forerunner of ANZ, where he worked for 39 years, retiring in 1998.

His first conservation activity was opposing subdivision of Rossdale golf course at Aspendale in 1976. He joined Port Phillip Conservation Council and Friends of Edithvale Wetlands.

Later he helped the wetlands gain a Ramsar listing to protect migratory bird habitat.

The Defenders was founded in 2001 as more and more developers eyed off the green wedges in Greater Dandenong, Kingston and Frankston municipalities.

The state government passed laws to establish the urban growth boundary and set green wedge zones in December 2003 but there were exceptions for certain industries including waste storage as well as grey areas in special use zones.

At Dandenong South, more than 1000 hectares of green wedge land was excised for industry, much to Mr Ross's displeasure, revealed by The Age. His first-ever VCAT appearance was to oppose a service station on Frankston-Dandenong Road at Bangholme, rejected by the tribunal in April 2002.

Between 2001 and 2015 he fought 28 cases in the VCAT and won 11. He was made a life member of the Defenders in 2011.

Mr Ross's wife Christine said Barry worked hard even when he was very ill.

The couple was married for 38 years, first living at Seaford before moving to Hampton in 2012. Both Christine and son Sean helped Mr Ross with his projects, which they called his "green matters".

Colleagues and friends have praised Mr Ross and his work. Rosemary West, a Kingston councillor and Green Wedges Coalition coordinator, wrote online : "We pay tribute to his courage, tenacity, integrity, decency and ability to fathom complex legal and bureaucratic matters."

Fellow Defender Alan Hood said: "He was always calm under fire; I'd be emotional and letting fly at developers; he'd be calm, organised and deadly.

"He acquired massive knowledge about Victoria's planning system and an excellent understanding of strategies. He drove the Defenders and made it a cohesive association."

Mr Ross is survived by his wife Christine, their son Sean and grandson Arlo, and son Stewart from his first marriage.

A popular surge in Scouting may force an enduring model-railway club to change stations.

For the past 19 years, the Waverley Model Railway Club Men's Shed has nestled in the Scout hall in Carlton Road, Dandenong North.

The hall, that once hosted meetings for Cubs and Scouts, is now jam-full with signals, trains and meticulous trackscapes tended by retired engineers, electricians and other rail buffs.

Four times a week, they run their trains and maintain the spectacular sceneries.

But landlord Scouts Victoria has signaled that it may soon want its hall back.

Executive officer Jon McGregor said it had declined to offer the 50-year-old model-railway club a long-term lease due to Scouts' revived popularity.

"Scouting has been growing for 13 consecutive years. So, any available Scout hall is being re-activated.

"Our plan is to re-activate that Scout hall.

We're not going to throw them out on the street but we need the hall back at some stage ... we don't have a date."

Martin Jones, president of the 60-member railway club, says he needs to know soon whether it was staying or going.

"If we have to move, we have to know now," Mr Jones says.

"It will take us a year to move all of this stuff."

Greater Dandenong Scouts' former district commissioner Bill Graham originally signed the deal for the model railways to move into the hall 19 years ago.

At the time, the hall was in "disrepair" and needed "a lot of maintenance", he said.

"I had seen the opportunity to put (money) into District coffers ... and making use of a hall that would have been an eyesore in the area had it still been left vacant."

Mr Graham said he didn't want the club to "lose out".

"The club has been an asset. The hall and grounds are neat and tidy, and the neighbours surely must have had a sense of security given that the members were always around.

"I would seriously encourage a rethink on the decision to move the club."

In December, Greater Dandenong councillor Zaynoun Melham raised a motion for the council to either help in negotiations with Scouts Victoria or for the club to find a new home.

He said the "self-sufficient" group had invested about $20,000 in improvements at the shed, without any council grants.

"They're a great group of mates. And they do some great things.

"They have one of the best model train sets in the state."

EPA fines recycler after fire

By Cam Lucadou-Wells A Dandenong South recycler has been fined more than $16,000 for storing prohibited waste as well as a deficient stormwater system.

Norstar Recycling, at 37 Redgum Drive, was fined by the Environment Protection Authority Victoria after an investigation of a fire at the plant last year.

EPA investigators at the fire scene found that Norstar had accepted plasma-cutting dust - a category C contaminated waste.

It was fined $8060 for accepted the waste without an EPA licence.

"Category C waste must only be stored, transported and treated under strict controls by an EPA-licensed facility," EPA resource re-

covery facilities audit taskforce manager Steven Pugh said.

"Norstar Recycling's Dandenong South plant is not licensed to receive that type of waste."

The investigators also issued Norstar with official notices to fix problems with its stormwater management.

Norstar was fined $8621 for failing to comply with the notice.

"And (Norstar) is still required to fix the stormwater system," Mr Pugh said.

"Stormwater management at any industrial site plays an important part in ensuring contaminants are not discharged to neighbouring properties or nearby waterways."

Among the programs offered are social sports as part of the Black Rhinos basketball teams.

Many are suffering trauma, having lived with domestic violence, mental health issues, intergenerational conflict, or a lack of employment.

Ms Luka founded the organisation following her own traumatic experience as a domestic abuse survivor, and is pleased with its success so far.

"Nobody has gone to prison under our care because we do rehabilitation, and we do it in a culturally appropriate way," she said.

"Unless people are given a second chance, you never know when they will change."

Nanopoulos goes bananas

By Tyler Lewis It took just 15.5 overs, four maidens, and 26 runs for an outrageous nine wickets.

And that was only the first innings for Dandenong's James Nanopoulos at Greenvale Reserve on Saturday.

Only a week after grabbing Roger Gill's record of 313 scalps, the right-arm seamer decided to add another 11 wickets to his name in a day that will go down in Dandenong Cricket Club folklore.

The Kangaroos won the toss, elected to bat and immediately felt the impact of a careerbest Nanopoulos, who skipped to the figures of 7/8 inside the first 45 minutes of play.

The in-form Kaushal Silva was just one of his nine scalps in the first innings as he was ticking off records in a chaotic spell that included two triple-wicket maidens.

Nanopoulos finished with 9/26, with tweaker Suraj Randiv snaring the only other victim in his spell of 1/0 from five.

After claiming the most wickets record in front of his home crowd last week at Shepley Oval, when Nanopoulos claimed his eighth, he had then secured the record for the best bowling figures in an innings.

And when he took his ninth, the club's record for best figures in a match, the match wasn't even finished.

The Panthers were set to chase 50 for first innings points, which was passed comfortably two down.

Wanting to put the foot on the accelerator, Nanopoulos with the bat was going to play a key role, but he fell for some of his own medicine, departing without troubling the scorers.

It was Cam Forsyth who added 46 to excel the Panthers to a handy 118-run lead.

When Tom Donnell waved in his men, and pushed the Roos out for another bat, Nanopoulos was given another shot with the ball.

And it was an opportunity he took with both hands, claiming yet another wicket inside his first over.

He wasn't finished yet though, jagging a

second only balls later before Greenvale finished the day 3/39 in the second innings with their tails between their legs, trailing by 79 to avoid an outright loss.

Nanopoulos bowled a long spell over the course of the day, and said his body is holding up okay despite an early scare, and after overstepping in his first delivery of the day, a new superstition may be taking place. "(I'm feeling) not too bad, I am getting a bit older now so you start to feel it but I'm all good," he said.

"I actually thought 'how could that be?' because I actually pulled my run up back a bit.

"Ed (Newman) said after the game that I have to bowl one (no ball) every time now.

"I think I ended up bowling four in the second innings so I was getting pretty frustrated by it.

"I think the first couple of overs I had 0/5 and my quad was a bit sore so I was like 'oh no', but then it came all good."

After claiming the first eight, it seemed as though Nanopoulos could get them all, before Suraj Randiv snuck through a scalp of his own.

Despite costing Nanopoulos a 10-wicket haul, he wasn't too fussed about it.

"Not really (fussed), I was pretty tired, I think I was on to my 10th over so I sort of wanted to get it out of the way and get off the ground for a bat.

"It is not every day you try to take a bag of eight or nine so I tried to keep going and I was lucky enough to get the last one with a pretty rank delivery.

"But when it is your day, it is your day I guess."

After jagging nine wickets, Nanopoulos then made a duck with the bat, although having a field day with the ball, he still thinks that is the most annoyed with himself he has ever been after not troubling the scorers.

"That is probably the most disappointed I have been, I was absolutely fuming," he said.

"I didn't have a great mindset going out to bat to be fair, especially when you are already ahead, I didn't really apply myself that well.

Picture: ARJ GIESE "I was kicking myself pretty much for the first 40 minutes after I went out and then once we started to get ahead by a little bit I calmed down," Nanopoulos said.

Dandenong skipper Tom Donnell lost the toss in the morning and his troops were sent into the field, but after a clinical display from his opening bowler, he wasn't too disappointed with losing the toss, labelling Nanopoulos' spell one of the best he has ever witnessed.

"It was an interesting morning, I wasn't sure whether to bat or bowl and they won the toss and had a bat so we were just looking to take early wickets," he said.

"We just wanted to do damage in the first our hour and Nano was good enough to get that damage done for us.

"It is right up there, when someone gets 9/26 it is sort of hard to go past really.

"He was getting tired towards the end and the boys just wanted him to keep going for us and yeah he did the job.

"It was quite surreal really, at one stage he was looking like he could get all 10 and he looked like he could get a wicket every ball.

"It was really impressive, to be a part of it, it is probably something we will never see again to be honest."

Saints pull of a major upset in the DDCA Southside gear up for playoffs

It was a round of upsets in the Dandenong District's Turf 1 grade on Saturday, with both St Mary's and North Dandenong stunning likely finalists in a fascinating weekend of cricket.

Emotions were high down at Alex Nelson Reserve with Springvale South celebrating club and association legend Craig Slocombe's 300th occasion, but the Saints lifted to another level to stun the Bloods.

Batting first, the home side were rolled for 144, with Ryan Quirk (49) the only Blood to find some form with the blade, while with the ball, Ashan Anthony (3/31) picked up vital wickets through the middle to be a menace.

The Bloods got off to a strong start in its defence of 144, with seamer Tim Ford (2/20) picking up where he left off last week with two early scalps, but slowly but surely the visitors found its groove, and pushed hard for the win.

Skipper Rob Peat (42) lead the charge as the Saints pushed home, with the visitors finding the runs with one over and four wickets to spare.

Park Oval, like it usually does, saw plenty of runs in a top-four blockbuster between Buckley Ridges and Berwick, but the Bears - off the back of two seasoned champions - inflicted the reigning champs with its second consecutive loss.

The Bears were merciless with the bat after being sent in by Bucks skipper David White, racking up an incredible 5/290 off its 40 overs, with Matt Chasemore (91) anchoring the innings superbly like he usually does.

With Chasemore set, fellow champ Nathan Pilon - coming out of retirement for the match after an injury to gun keeper Jordan Cleland blasted one of the more incredible knocks seen for years, whacking 10 sixes on his way to 93 not out off 31 deliveries, plundering 26 runs from the final over alone.

Down at Reedy Reserve, a whirlwind century from Chandima Abeykoon guided Heinz Southern Districts to a thrilling win against Hallam Kalora Park.

The Cobras were in deep trouble after winning the toss and batting, sitting 5/29 when Abeykoon came together with skipper Kaushayla Weeraratne.

The pair knocked up a 136-run stand in which Weeraratne (48) fell just shy of a halfcentury, but Abeykoon continued on his merry way, belting four sixes on his way to 101, before being run-out in the closing stages of the innings.

Abeykoon's splendid century lifted the home side to a competitive 7/197, with Chris Pereira (4/32) the pick of the bowlers for the Hawks.

Despite the Hawks' desperate attempt to wrestle back control after a strong start, the Cobras held the home side to 9/171, with Udara Hettige (5/23) absolutely stellar with the ball once again.

And in the final game of the round, North Dandenong pulled off one of the upsets of the season against fourth-placed Narre South.

The previously winless Maroons have had a tough time of it this season and sit bottom of the Turf 1 table, but gave its supporters and players something to smile about with an outstanding team effort.

The Lions lacked its usual fluency with the bat to be rolled out for 171, with seamer Nimesh Kariyawasam (3/36) once again prominent with the ball.

The Maroons lost an early wicket in the chase, but it mattered little, with skipper Austin Heldt (53) and the talented Clay McCartney (72 off 48 balls) inflicting the Lions to another tough loss, one that leaves them vulnerable inside the top-four with only a handful of rounds left to play.

By Tyler Lewis Over a thousand people crammed into Dandenong Stadium to watch the Southside Flyers kick clear once again with another impressive win over fellow top four side Adelaide Lightning on Saturday night.

Southside, who now have collected the win on 16 occasions this season, converted the first basket and didn't give over the lead for the rest of the match.

The Flyers broke away to a 21-point lead mid-way through the third period, before coasting home in the last to claim an 81-69 victory.

Captain Rebecca Cole lead the way once again with a superb 28 points from her 31 minutes on the floor which also included a team high five rebounds. Cole proved the difference, with the Flyers plus 23 with her presence on the court.

Sara Blicavs was impressive again with 13 points and nine rebounds, while dropped 15 of her 21 points from beyond the arc.

The win over the Lightning has locked up top spot on the WNBL table, a remarkable achievement to a recently redeveloped franchise.

Southside host Sydney Uni in its final home game this Saturday at Dandenong Stadium before the all-important playoff series.

The heart of Pantherland

Tom Donnell has built a sublime career for Dandenong. 174429 finals, there has been finals where I haven't made any runs, but those times is what you play sport for."

While forging a brilliant career in the navy blue and red of Dandenong, Donnell also pulled on the navy blue threads of Victoria, and despite averaging nearly 50 at the top of the order he was removed from the squad.

"I just got a bit too old I think, I had plenty of chances," he said of his time in the squad.

"I think it was a good two or three seasons where I played a lot of games, I had a lot of chances but couldn't make a big enough score to crack in. I enjoyed it thoroughly, I think I made a lot of scores between 50 to 70 or 80, but couldn't crack a 100 or a big enough score to push forward.

"A lot of it is to do with timing I suppose, a lot get lucky with timing and some don't."

Donnell's absence at the start of the year was felt by the Dandenong Cricket Club on and off the field; his return one of an extremely emotional nature as he fought through a personal battle.

"I had surgery early September to remove a tumour from my groin area," he said.

"That took a fair bit off my pre-season which wasn't ideal but it was all sort of fine, I had the surgery which took a bit to recover from.

"It wasn't easy at times, it was a bit more stressful than what I let on - more so for my family then myself, it is all good now and (I am) back on track. I think it's just getting back into normality, I think I spent two weeks where I couldn't move off a recliner chair, I was sleeping on it, and I couldn't move or walk."

While humility and outlook already runs deep through Donnell, the moments in recovery were a time that changed the way he looks at a lot of things in life, including cricket each week.

"It puts a lot of things into perspective of what is important and what isn't," he said.

"I saw a lot of things throughout that time in hospitals and places like that that you don't realise when you have never been in that situation.

"You sort of sit back and think about a lot of that and it does put life into perspective of what is important, really we are just out there playing a game of cricket. It's not the end of the world if you win, lose, do well or don't do well."

Tom Donnell is the beating heart of the Dandenong Cricket Club.

He has amassed 7,964 runs at an average of 34, 11 centuries, 45 half-centuries, three red ball premierships (two as captain), two white ball premierships and three Team of The Year appearances in what has been a fine career.

But it didn't all begin for Donnell down at Shepley Oval, but his home club, before a brief stint at one of Dandenong's rivals.

"Cheltenham Cricket Club was where it all started," Donnell said.

"My family is pretty heavily involved down there, started playing there with my older brother and continued on from there.

"Back when it was South Melbourne I played Dowling Shield there and I think the second year of Dowling, I was 15 or 16 they asked me to come down and play. I didn't feel like it was the right fit for me and where I wanted to go, I knew a lot of players at Dandenong and the mates I played under age stuff were at Dandenong. I made the move and have been happy for it ever since."

Donnell's second premiership in 2010/11 against Frankston Peninsula was considered one of the greatest grand finals of all time; unsurprisingly, he whacked 83 and 50 in a low scoring affair.

"If you were playing it wasn't the greatest grand final, three days of just non-stop nervousness for both sides," he said.

"It was just a really tight game that ebbed and flowed either way and we were lucky enough to have Darren (Pattinson), James (Pattinson) and Sidds (Peter Siddle), you know along with Demps (Darren Dempsey) as well - we had a good side.

"They had Nick Jewell, Jon Holland, Scott Boland and Matt Chasemore, it was just a really high quality game - the nervousness never stopped for the whole three days. It was more a relief than anything to win that game, just, and we enjoyed that for the next couple of days.

"I was more disappointed in both innings to go out after setting the game up, I felt like both times I went out we were in decent positions but weren't in front of the game. If I could have stayed in and be the guy that was set I could have made it a lot easier to win the game.

"In the second innings we only needed about 130 and when I went out we were three or four for 90 something, if I hadn't had gone out we would have been able to get there easier but the game wouldn't had been so memorable I think."

Donnell and performing in finals has become synonymous - in finals he has collected 974 runs at 44, including two centuries and six half-centuries, including his highest score of 152 last year against Carlton; although it seems like he steps up a gear on the big stage, Donnell believes it is just trusting what has got you there.

"It is just a matter of backing what you do week in week out," he said.

"There is a lot more on the line, I just enjoy the big games playing against quality opponents. It is more of a challenge to play in those
