Casey councillor Sam Aziz was recorded saying that “we have taken over Casey” and had plans to do the same at Yarra Ranges Council, according to a covertly taped conversation revealed in an IBAC hearing into councillor corruption claims.

“Basically, Yarra Ranges we want to take it over it over the same way we’ve taken over Casey,“ Cr Aziz told property developer John Woodman’s lobbyist Lorraine Wreford in a central Melbourne cafe on 1 February.

Fellow councillor Amanda Stapledon intended to meet with property developer John Woodman to discuss the plan, he told Ms Wreford.

“And there’s another businessman we are working with closely to make that happen.”

With six out of nine councillors set to retire before the next election, “we only really need to get two elected to get a majority,” Cr Aziz said.

At the IBAC Operation Sandon hearing on 27 November, Ms Wreford said that she thought Cr Aziz at the time was just “big-noting himself”.

“He might have thought he had taken over the City of Casey but I don’t think other people thought that was the case.”

She said that at times she thought Cr Aziz, who was going through a divorce, had been drinking during his text messages to her.

He was “mentally unstable” - at times his “normal intelligent self”, at other times threatening to suicide.

“He was up and down like a yo-yo and saying all sorts of almost hysterical things to me at times.”

Yarra Ranges Council released a statement on the stunning revelation on Thursday 28 November.

“Yarra Ranges Council is aware of IBAC’s investigation into the City of Casey (as part of Operation Sandon). Yesterday’s comments mentioning Yarra Ranges Council came as a surprise.

Attendees can relax and unwind during an evening of classical Celtic Christmas tunes and carols, hosted by local group Liminality at the Tecoma Uniting Church on 22 December, from 7.30pm.

Liminality is internationally renowned harpist Cath Connelly, virtuoso violinist Greg Hunt, and Melbourne-based pianist, vocalist and local media personality Jules Vines. Their music is described as deeply grounded in the Celtic and European traditions, and dwelling on the Celtic threshold.

This year’s concert, while similar to previous year’s, will feature special guest Cyril Moran and eight specialist solo youth performers namely, Marita Murphy, Hilary Green, Molly Konrad, Oscar Kempster, Erika Brigham, Milo Hymns, Jack Doyle and Myra Incoll. Premier apologises for ‘sinister truth’

By Derek Schlennstedt There was a deep seated silence at the Victorian Parliament on November 27 as Premier Daniel Andrews apologised to the people who had suffered sexual abuse as children while involved with Puffing Billy railway.

Victims clutched the hands of loved ones as they were told that a 'village of people' had failed to protect them.

Mr Andrews apologised in the Victorian parliament to people abused by convicted and deceased sex offender Robert Whitehead. Mr Whitehead had who used his position at Puffing Billy to abuse children for decades, while the tourist attraction's management board repeatedly failed to report complaints to police.

Speaking at Parliament Premier Andrews said for generations the railway has been a place for "memories bathed in sunshine", but beneath it lied "a much darker, much more sinister truth".

"Instead of being a place where childhoods were enjoyed, Puffing Billy became a place where childhoods were destroyed ... as a collective, we shamefully diverted our gaze," the Premier said.

"People knew. People knew and they did nothing. Some of our most trusted institutions and individuals not only failed to speak up, they even tried to cover it up.

"Allegations were ignored, complaints were supressed, and records were destroyed ... .

They chose to protect the most guilty over protecting our most innocent."

"If it takes a village to raise a child, it takes a village as well to utterly fail a child."

Those failures were marked in an ombudsman report by Deborah Glass which was tabled last year and centred on Mr Whitehead,

A new kind of Christmas is sweeping through Belgrave.

The Belgrave Traders Association has launched an ambitious augmented reality app that celebrates a Belgrave Christmas.

The app has transformed Belgrave Main Street and brought to life an enchanting cast of local Australian wildlife characters.

Aptly called ‘Hidden Stories’, the augmented reality app is described as a multi-dimensional journey similar to Pokemon Go, but was aimed at getting people back to the centre of Belgrave and into local shops.

CFA Water bomb The CFA took to the skies for an Aviation Day in Lilydale, showcasing a number of CFA aircraft-related procedures.

During the event water bombing aircraft was loaded, set up and took off to perform a real water drop, as well as an assessment of Air Observers and Air Attack Supervisors.

The aircraft was loaded around 9.30am before aircraft operations took place at a Lilydale property around 12pm, giving onlookers an insight into all aspects of CFA aviation.

The planned aircraft activity was only a drill and not related to a real fire incident.

Mr Wayne Clarke was among Whitehead's victims to receive a formal apology from the Victorian government and said it was a “dream come true”. who was a volunteer at Puffing Billy from 1961 until 1990.

He was first convicted and jailed in 1959 for child sex abuse and when released, was re-employed as a rail worker and volunteered with Puffing Billy before going on to assault six children between the 1960s and 1980s. He died in jail in 2015 after pleading guilty to 24 charges.

As part of the ombudsman report nine recommendations were made, including an official apology.

For many this apology has brought relief and closure.

Mr Wayne Clarke was among Whitehead's victims to receive a formal apology from the Victorian government and said it was a "dream come true".

"After 44 years, and after I unfortunately had my experience with whitehead at Taradale train station it means a lot," Mr Clarke told the Mail on the steps of parliament following the apology."

"It's the end of the whole 44 years for me now, so hopefully I can get on with my life and enjoy the rest of it."

In a final statement at Parliament Daniel Andrews said while there was no way the state could restore all that had been stolen, it could end the culture of secrecy.

"On behalf of the parliament, the government, and the people of Victoria, for every childhood that was stolen, for every future that was compromised, for every family that was betrayed and for every life that was destroyed, we are sorry," he said.

The game follows the story of animals that inhabit the hills and how they celebrate and prepare for Christmas.

In a sense it’s walking through town going to different activation points scanning a trigger and having a 3d interactive experience with 3d models and animations of these ani-

mals decorating the town.

There will be a map in the app that shows where all the activation points are in the street.

As you get near you’ll be able to tap on that activation point and engage with that experience.

“It really is a retelling of the Christmas party,” Mr Atta said.

“There’s our heroic figure of Santa checking on the animals. There is tinsel being thrown over statues, dancing cockatoos and galah in the arcade, there’s a wombat that parachutes from the main street loaded with presents for her young, a koala trying to post a letter to Santa and the platypus art down by the train platform is used as the welcome party.”

The app called ’Belgrave AR’ was launched on December 1 and can be downloaded at Google Play or the App store.

Missing Police are appealing for public assistance to help locate missing teenager Azalia AbrahamHanton.

The 13-year-old was last seen in Mooroolbark about 1.30am.

She is described as 160cm tall with a slim build, black curly hair and a nose ring.

It is unknown what she was wearing but will have white sneakers on and is known to frequent the Chirnside, Boronia, Lilydale, Mooroolbark, Croydon and Ringwood areas.

Police and family have concerns for her welfare due to her age.

Anyone who sees Azalia is urged to contact Mooroolbark Police Station on 9725 9999.

Tennis club trashed Between Midday and 3pm on 27 November a number offenders gained access to the Upwey Tecoma Tennis club clubrooms.

It's understood the offenders have caused a large amount of damage to the clubrooms and smashed a window to gain access.

Anyone with information or who may have seen suspicious activity on Wednesday 27 November is urged to contact Belgrave Police on 9754 6677.

Training for fireys New firefighters were out in force at Yellingbo on 27 November as part of a week-long intensive training camp.

The training, run by Forest Fire Management Victoria, saw 31 new firefighters take part in practical and theoretical activities at Lyrebird Reserve.

Students attended from Melbourne, Mornington Peninsula, the Yarra Ranges and Melbourne’s outer suburbs.

As part of the week-long activities students learned the theory behind fire behaviour, suppression tactics, emergency management procedures, safety and survival techniques, and planned burning.

The world, by marathon

By Derek Schlennstedt Over the past seven years, Louise Edwards from Upper Ferntree Gully has competed in over 15 marathons from all around the world.

The Ferny Creek Cub scouts leader has covered thousands of kilometres in organised events across six continents, overcoming the extreme heat of the outback and bitter cold of the Himalayas.

On 13 December, Louise will compete in her most challenging marathon to date - the Antarctica ice marathon. Once completed she will join a select group of women who have completed 7 Marathons on 7 Continents.

While a marathon can be taxing enough, there are extra challenges to doing one in a place like Antarctica, the least of which is the need for very specific clothing.

"In extreme cold its extremely important to regulate body temperature," she said.

"You don't want to overheat, but you don't want to get to cold and if you start to sweat too much it will freeze and you can get into a lot of trouble then."

"You have to wear a thermal layer, a middle layer and an outer shell, so you can take a layer off or put one on depending on the temperature."

"If it's windy you get wind chill and in terms of your hands you have to take three pairs of gloves - a thermal inner glove, a mid-layer glove and then an outer mitten and same with your feet."

Speaking to the Mail, Ms Edwards said a desire to travel the world and run marathons lured her into the world of marathon running.

"It's been a love of travel and then being able to combine that with the running and the marathons."

"Marathons are a little bit different but it's just been that combination really, and then the

added incentive of coupling up with the charity that I'm supporting."

That charity raises money for a medical centre in Nepal. In 2012 Louise and her friend Cathy competed in the world's highest race the Everest Marathon - running and raising funds for Sanjiwani Public Health Mission, a community based medical clinic in the village of Ghandruk, Nepal.

Villagers in Nepal face everyday challenges brought upon by the remoteness and harshness of their environment. Sanjiwani Clinic provides medical treatment for a community who would otherwise be forced to travel long distances to obtain health and medical services.

"Sanjiwani Clinic provides medical and dental treatment for the community who would otherwise be forced to travel long distances, often days, to obtain basic health and medical services."

"Funds raised and donations keep the clinic operating. We employ local trained medical staff who provide a much needed health service, operate the only laboratory service in the district and run a number of health education programs to improve community health," she said.

By Romy Stephens A cultural group at Yarra Hills Secondary College's Mount Evelyn campus have recently finished a 10-month Indigenous mural project.

Students involved presented their completed artwork at a school assembly on 28 November.

Year 9 student Nathan Murray said the project was a big team effort between teachers and students.

"We began the planning of the mural in term one this year," he said.

"We brainstormed ideas, sketched and drew up our ideas, prepped the board and sketched our designs onto the board, and then we began tiling."

The mural aimed to express the cultural significance of Bunjil the Eagle and the Rainbow Serpent.

It also featured a meeting place, kangaroo tracks a boomerang and each of the students' hands.

The school's creative art therapist, Kirsten Sampson, said the project has helped provide recognition of the Indigenous community

at the school.

She said it also helped bring students together.

"It's been lovely because I think they've got to know each other. They're all different year levels so that's been great," she said.

"They've got something they're very proud of and it looks fantastic.

"It's been their work and all their ideas."

Yarra Hills Secondary College's Mooroolbark campus also has a group of Burmese students working on a similar mural to present to the college.

Grade six Macclesfield student Clara Woods has presented a moving exhibition at her school highlighting the problem of inequality in Australia and the world.

Her grade has been working on the theme "Sharing the planet" - an inquiry into rights and responsibilities in the struggle to share finite resources with other people and with other living things; communities and relationships within and between them; access to equal opportunities; peace and conflict resolution.

Speaking to the Mail Clara began a website that discusses the topic and said she was prompted to tackle the issue after her friend began identifying as trans and she recognised the adversity her friend faced following the decision .

"I do have one friend their, who is Trans, and she's had a hard time from people around her and I'm not sure, but it did change my mind to whether I wanted to approach this topic."

"I think we should all be equal no matter where we come from, what gender we are and who we are."

"We need to change lives stand up and spread our voices, and let people know how we feel."

A swim-pressive summer

By Derek Schlennstedt Olinda Community Pool officially opened for the 2019-20 Summer Season on 30 November, unveiling their new Toddler Pool and splash zone.

The pool has been under construction since early this year after Member for Monbulk James Merlino announced in October 2018 that the Olinda Community Pool Association would receive $174,050 as part of the Pick My Project initiative.

That funding has gone toward upgrade the toddler pool, buying the shade sails, and building a splash zone for water play, including jets and fountains.

Olinda Community Pool Former President, James Edge said the pool is virtually unrecognisable, and prior to the construction the toddler pool had remained unchanged for decades.

"We have really upgraded the area surrounding the existing toddler pool to include really fun features aimed at our youngest visi-

tors and their families," Mr Edge said.

"There's now water spray features, some interactive tactile based play areas, plus a new and improve shade sail, and seating area for parents and and the biggest feature is a new iconic water slide."

"What's been built is this big wooden structure - not unlike a tepee - and the kids can climb up inside it and then come out the other side in a water slide ... It's really amazing, and really going to change the whole vibe of the place."

Mr Edge paid particular tribute to Director of RB Landscapes and local resident Richard Bellemo, who designed the area, as well as current Olinda Community Pool President Duncan Brown.

"It truly has been a community effort in terms of all the organisations and individuals who combined to ensure that the pool would

be ready by December 1, and it's turned out to be a fantastic success."

The pool is currently offering early bird family passes which are only in the first two weeks of the season.

The forecast is clear - warm, dry season is on its way pole," he said.

"This really refers to having cooler than normal waters off Indonesia and that tends to reduce the amount of moisture coming into the atmosphere.

"It also tends to park big high-pressure systems over Victoria and reduce the fronts that come through and reduce the cloudiness over the summer period.

"The other big influence we're looking at is a negative southern annular mode or SAM. "That tends to push weather systems a bit further north during the summer well at least until December or rather through until January."

Dr Watkins said the outlook was an im-

portant reminder for communities to be alert to the potential severe weather risks over the coming months.

"We've already seen significant bushfire activity during spring, and the outlook for drier and warmer than average conditions will maintain that heightened risk over the coming months.

Similar to the rest of Victoria, the Yarra Ranges can expect a warm, dry summer ahead according to the latest Bureau of Meteorology outlook.

The summer outlook, released on 28 November, shows there's a high chance Victoria will experience warmer than normal daytime temperatures and lower than normal rainfall over the next three months.

The outlook for the Yarra Ranges is similar to the rest of the state.

The region faces an unlikely, 30 to 35 per cent chance of exceeding the median rainfall

between December and February, which is 186mm at Yarra Glen.

When it comes to the maximum - or daytime - temperatures, there is a likely, 75 to 80 per cent chance of exceeding the median of 25.8 degrees.

However, there could be some relief for residents during nighttime, with a 50 to 60 per cent chance of exceeding median minimum temperatures.

Bureau manager of long-range forecasting Dr Andrew Watkins said the warmer, drier summer across the state is influenced by two main factors.

By Michael Doran For some time, Parks Victoria have said the Badger Weir Picnic Ground is scheduled to reopen to the public in March and the dedicated members of the Badger Creek Community Planning Group (BCCPG) are taking matters into their own hands to try to make that happen.

A group of 20 are spending Saturday 23 March putting the finishing touches to the Picnic Ground area in readiness to reopen and Doris Pozzi from the BCCPG said that they are responding to a request from Parks Victoria to lend a hand.

"They asked us to organise a group of 20 to help with the last stages of getting the park ready," she said. "Parks Victoria (PV) have done all of the big infrastructure work and we are mulching the garden beds, doing some pruning and cleaning up because that is not part of their budget allocation."

"We formed a relationship with PV and when their local person came out and talked to our group we found out why it was taking longer than we thought it would. One of the reasons was because they wanted to get more money to make some improvements that were not part of the repair work funding."

Doris said the community is incredibly enthusiastic to get this done and when the group posted that the park was opening in early 2019 their facebook page had 2000 likes, shares and comments, a clear indicator of the affection the community has for the park.

"There is something a bit special about this park and its closure has been a huge issue for a lot of people, many have been quite upset about it," she said. "I think it made it hard for local people to have a place to take their kids and go for picnics and evening walks as this place is visited constantly in the summer.

"For everybody, the degree of contact with the park very high and it's not like a day trip to the botanical gardens. It's almost like an extension of their backyard and for most that's how they see it, they expect to come here whenever they want to."

The Dandenong Ranges has been selected as the first battleground in a CSIRO-led fight to save rainforests across Australia from a devastating weed known as Wandering Trad.

Local community groups have been battling this invasion for many years and it was an excited group that gathered in Emerald on Friday 23 March to hear the good news.

The CSIRO has been involved in research on Wandering Trad biocontrol since 2014 and field biologist Dr Ben Gooden is coordinating the rollout of the biocontrol program across Australia.

He said that highly targeted and tested biocontrol agents are a more environmentally sustainable option than other available tools.

"Currently, the only tools available to the community and local councils against the weed are hand-pulling and chemical herbicides, which only bring short-term control and have the unintended consequence of killing native plants and disrupting complex rainforest ecosystems."

Speaking at the announcement, Member for La Trobe, Jason Wood, said that without the work of the community groups getting to this point would not have been possible.

"It's great to come along and be involved in the announcement considering how many years it has taken us to get here," he said. "For me this is one of those days I didn't think would ever come."

"Over the last five or six years I have pushed the federal government to put in over $6m supporting environment groups for weed control in the area and that's made a huge difference, but it needs science to come in and support that."

"The scientists at the CSIRO are so passionate and their tenacity is amazing," he said.

"Their attitude is that if you give us the funding we will dedicate our heart and souls to find the solution."

Bill Incoll is a committee member of the Community Weed Alliance of the Dandenongs and said he had been looking forward to this day for years.

Yarra Ranges residents have just over two weeks left to prepare properties before the Fire Danger Period comes into effect at 1am on 16 December.

From this date, residents cannot light a fire in the open air without a permit from the CFA or compliance with certain requirements.

Yarra Ranges Mayor, Richard Higgins, encouraged residents to continue clearing their properties.

"The Fire Danger Period officially marks the start of the fire season in Yarra Ranges, but we know from recent events that the risk of fire doesn't wait," he said.

"Fallen tree debris, grass, twigs and excess vegetation can dry out and become very flammable in the event of a bush or grass fire, so it's important to clear up what you can before the fire season begins properly.

"Check the Council website for details about burning off in your area before the Fire Danger Period and remember that burning off isn't the only way you can prepare; use a fortnightly green waste bin or take excess green waste to the tip."

Despite the Fire Danger Period commencing in a couple of weeks, the eastern suburbs have already experienced severe fire conditions over the past month.

On 21 November a Watch and Act notice was issued for a bushfire on Rankins Road, Monbulk with two aircraft called in to battle the blaze.

Competition on 30 November will return to Morrison Reserve for juniors in Little Athletics in the morning. Seniors have the week off before the Nitro round on 13 December.

Monbulk is unstoppable

By Eric Markham Monbulk Bowls Club's top two teams continued their stellar start to the year with both claiming impressive wins on Saturday.

Monbulk 1 started strongly against Mooroolbark at home and had the visitors on the back foot.

Andrew Bell's rink with Terry Wright (1), Josh Engwerda (2) and Jenny Holmes (3) won the first eleven ends and led by 24 shots to zero.

The Mooroolbark rink improved in the back half of the game, but the Monbulk rink went on to win 33 to 12.

Richard Cookson's rink took control early and continued to dominate, in the end winning 30 to 10.

Eric Markham's rink had control of the game early but the Mooroolbark skip played some unbelievable bowls to storm home and claim a 23 to 19 victory.

Brian Smith's rink trailed early but after some consistent bowls, grabbed the lead and eventually sealed a five-shot victory.

An overall 102 to 60 win saw Monbulk retain second spot on the ladder.

Monbulk 2, who is in top spot on the ladder, travelled to Ringwood.

Case Broekhof's rink started well and went on to win 27 to 11.

Graeme Goller's rink got off to a slow start but then won a number of multiples and ended up claiming a huge 36 to 9 victory.

Norma Clerke's rink only lost five ends for the day and picked up a number of multiples to win 35 to 9.

Eric Furby's rink struggled against some good opposition bowling winning only five ends to lose 24 to 8.

Monbulk claimed overall victory by 53 shots, 106 to 53.

Monbulk 3 played away at Blackburn North and came away with the major points.

Peter Hiscox's rink dominated the game after a slow start winning a number of multiples to win 35 to 11.

Alan Brooke's rink struggled to get into the game, winning only seven ends and going down by 19 shots.

Overall, Monbulk 3 just got over the line, 43 to 38.

On Tuesday, Monbulk 1 played Heathmont at home and a win saw the side enter the top four.

Richard Cookson's rink controlled the game from the start and eventually won 25 to 12.

Eric Markham's rink led throughout the contest and, by not giving away any clangers, won 22 to 14.

Andrew Bell's rink had a battle on their hands and went down by five shots.

Monbulk won the overall board 64 to 48.

Monbulk 2 played Bennettswood at home and won across all rinks, while Monbulk 3 found the grass green heavy going at Heatherdale, in the end losing 72 to 45.
