Jim Memeti has been returned as Greater Dandenong mayor - but his fourth ascension was anything but certain.

In a cliff-hanger vote in the council chambers on 14 November, councillors Youhorn Chea, Maria Sampey and Loi Truong also put up their hands for election.

Councillors were seen scurrying between rooms in last-minute lobbying.

Cr Memeti later conceded he was so nervous about the result that he hadn’t invited his family.

Bizarrely, two candidates drew balls from a sparkling pink ‘magic hat’ to help decide the matter - to the disbelief of a murmuring public gallery.

Cr Memeti, in his fourth term as mayor in 14 years, told the meeting he’d bring experience and hard work on behalf of all in the “most vibrant” municipality in Australia.

“Over the next 12 months, I’m particularly excited by the opening of the ($50-millionplus) Springvale library and community precinct,” he said.

In a punchy speech, he pledged “tolerance and acceptance”.

He would “continue to make this city the welcoming place that it is” - and invited all to upcoming Christmas carols and New Year’s Eve in Harmony Square, and Australia Day festivities.

Cr Memeti was coy to reveal his plans for pressing ahead with the ‘Team 11’ A-League team bid.

“I have to first consult with my colleagues,”

he told Star News.

Grass-roots community sports clubs were, however, a priority.

There was also a need to continue to work with business - which contributed 51 per cent of council rates, employed 78,000 and generated $28 billion, he said.

“I understand that we must work in partnership with them to be viable businesses.

They are as part of Dandenong as we are to them.”

He awaited the outcome of the 12-month free-parking trial in Lonsdale Street Dandenong.

In the chamber, Cr Memeti led a round of applause for former councillor Roz Blades, who recently resigned after 32 years as a Springvale and Greater Dandenong councillor.

Though absent, ‘Roz’ loomed large in several heart-felt tributes that night, from councillors, faith-leaders and Welcome to Country orator Aunty Pat. Twelve months ago as mayor, she had set out a trail-blazing agenda including homelessness and public transport.

“She’s already been missed in this chamber,” Cr Zaynoun Melham said, noting two councillors had resigned in the past year.

He said Cr Memeti as a “good solid performer” as mayor would settle the recent council “instability”.

During a three-round mayoral vote, councillors bared their allegiances by a show of hands.

On first count, Cr Chea was eliminated.

In the next round, Crs Sampey and Truong were tied for second. The latter was eliminated

Dandenong MP Gabrielle Williams said the program focused on helping "some of the most disadvantaged job seekers find employment and get on the right track".

Since 2017, the program has supplied employment, training and other vocational opportunities for about 450 parolees and offenders in the South East.

Nearly half of them (198 people) gained a job as a result.

By Cam Lucadou-Wells A jobs program that aims to keep criminal offenders on the straight-and-narrow has been delivering "promising results", according to the State Government.

In Dandenong, Corrections Minister Ben Carroll announced $4 million to expand the Employment Pathway Broker program across the state, including the South East.

"As a former Employment Minister, I know that a job is more than just a pay check - it is a source of self-respect, identify and pride.

At the Holmesglen Skills and Job Centre program in Dandenong, 73 of 84 participants landed jobs such as labouring, kitchenhand work, warehouse logistics, bricklaying and truck driving.

There were also opportunities to go on to certificate courses, such as civil construction and horticulture.

So far, the results are "promising", a Department of Justice and Community Safety spokesperson said.

"These types of programs are critical, because 50 per cent of men and 67 per cent of

women in Victorian prisons are unemployed prior to entering prison.

"We know that when people are connected to employment, education or training, they gain a sense of purpose and have a positive way to contribute to the community."

The flow-on effects included helping offenders "see a future without offending".

"The program is also supporting local businesses and local jobs, and helping to keep people out of prison, which benefits the entire community."

Brown to cast decisive vote through ‘political traffic’ “I support waste-to-power conversion but it’s critical that an EPA assessment is done - and particularly the local businesses have an input on how they will be impacted by such a proposal.”

The council had been split 5-5 on the issue, with mayor Youhorn Chea deciding the matter in favour of the Great Southern Waste Technologies plant.

Cr Brown faced another big decision in helping to decide the next Greater Dandenong mayor on 14 November.

He has replaced the long-serving Roz Blades, who suddenly resigned as mayor and councillor last month.

In the countback, Cr Brown secured 69 per cent of Ms Blades’ redistributed preferences from the 2016 election.

It is the second vacancy in Paperbark Ward this term.

In January, Cr Sophie Tan was installed after Meng Heang Tak resigned to take up his posting as a State MP.

“Apologies for being three years late but I’ve been held up in heavy political traffic,” Cr Brown told an audience when his countback election was announced at Dandenong Civic Centre on 11 November.

Cr Brown, a former mayor and 20-year councillor, signalled his first major move at that night’s council meeting.

He planned to supply the decisive vote in favour of a rescission motion scrapping Greater Dandenong’s approval of a wasteto-energy plant in Dandenong South.

The motion was duly passed that night without debate - the council deferring the matter until an Environment Protection Authority assessment was done.

IN BRIEF Teen bashed, robbed in Noble Park

Jail, then deported

By Cam Lucadou-Wells A Hong Kong national will be jailed and then deported for his "middle management" role in a money laundering ring in Springvale.

Kit Tang, 42, pleaded guilty in the Victorian County Court to five counts of procuring other people to deal with proceeds of crime in mid2015.

Tang oversaw the Springvale branch of the purported meat and seafood exporter CC&B International, directing two staff members to unknowingly issue false export receipts for more than $4.6m cash.

Over 18 visits, the staff deposited the unlawfully sourced cash into the Springvale Commonwealth Bank branch.

Judge Michael Cahill found that Tang knew the export business was a "charade" and at the least, turned a "blind eye" to the laundering.

He knew the invoices weren't genuine and

had been careful not to be involved in banking the money.

While in Hong Kong, Tang was recruited by CC&B owners Barry and Connie Leung as a bar that he owned went bust. He then arrived to work for CC&B in Australia on a student visa in 2014.

He told police he was the "human relations manager" of the 'export business'.

His accommodation was a townhouse owned by Mr Leung near the Springvale office.

He was paid $3000 a month.

Tang was a convicted drug trafficker, arrested in Hong Kong in 1998 with 3.25 kilos of No.4 heroin - which is the purest form of heroin, Judge Cahill said.

He had served his sentence of up to 14 years, four months jail.

He also had prior convictions for burglary, theft and possessing a false instrument.

According to a psychologist, Tang said he

was motivated to succeed by his "negative" childhood. His mother left the family when he was 2; his alcoholic, gambling father inflicted abuse.

The psychologist stated Tang's "deprived" childhood was likely to explain his "anti-social behaviour".

In a "powerful letter" to the court, Tang stated he'd found maturity since his arrest and bail.

He'd learnt responsibility from owning a Golden Retriever and sponsoring a child overseas with Child Fund Australia.

His impressive steps towards rehabilitation boded well for him, Judge Cahill found.

Tang was jailed for three years and two months, with a minimum non-parole period of two years.

He was notified by Australian Border Force that he would be deported after his imprisonment.

Keysborough hub site chosen at long last

By Cam Lucadou-Wells After eight years and divided public opinion, Greater Dandenong Council has chosen its preferred site for the Keysborough South Community Hub. The existing dog park in Tatterson Park, on the corner of Chapel and Villiers roads, was selected due to its central location and accessibility, according to a council report.

Greater Dandenong will also build an access road into the park via Villiers Road as part of the project.

The alternate site was north of Oval 1 in Tatterson Park - which received a slightly higher community vote (269 votes to 264).

The Oval 1 option was less noisy for residents and would cause less traffic congestion on Chapel Road, its proponents argued.

At an 11 November council meeting, councillors unanimously endorsed the choice.

Its "high profile, highly visible" location was needed to "maximise the success of a community hub", Cr Matthew Kirwan said.

He added it would also be close to a planned bus route due to open in 2022.

"With all the long delays for this project, it has been one of my biggest frustrations," Cr Kirwan later said.

"That's why I'm excited to get to this point."

Cr Kirwan played down the impact of the hub on Chapel Road's congestion issues.

Since the community consultation, altered traffic signalling at Dandenong Bypass as well as the end of local road works had relieved congestion, he said.

"Chapel Road has an interesting traffic dynamic - 95 per cent of the time it's dead as anything, it's a very quiet road.

"What's unusual about Chapel Road is it's only busy between 8.15am-8.45am."

That peak traffic was unlikely to be affected by a community centre opening 12 hours a day, Cr Kirwan said.

A teenage boy has been repeatedly punched in the face and robbed by four males in Leonard Avenue, Noble Park.

The 16-year-old Noble Park teen was approached by the group while walking on the avenue about 6pm on Sunday 10 November.

The attackers then assaulted him with repeated blows, knocking him to the ground.

A by-stander yelled out, prompting the robbers to run away with the boy’s phone.

The boy received treatment from paramedics for a swollen face. He didn’t require hospitalisation.

The robbers were described as Maori appearance.

Pair charged with burglary spree Two men have been charged over car thefts and six residential burglaries in Greater Dandenong after a police raid on a home in Noble Park.

Greater Dandenong CIU police arrested the men - one aged in his 30s, the other in his 40s - during the raid about 6.30am on Monday 11 November.

One of the men was remanded to appear at Melbourne Magistrates' Court on 14 November.

The other was bailed to appear in court in January 2020.

Squat house set ablaze again A squat property at 13 Fifth Avenue, Dandenong has been damaged by fire for the second time in three weeks.

The site's rear shed was completely destroyed by a blaze reported at 6.30pm on Sunday 10 November, Greater Dandenong CIU police say.

The cause of the fire is unknown.

On 21 October, the single-storey weatherboard main dwelling was significantly damaged by a suspicious fire.

Police say that squatters have been "coming and going" from the property for some time.

'Beige' representation A certain hue has emerged among Paperbark Ward's representatives.

With Greater Dandenong councillor Peter Brown's election, he joins ward colleagues Sophie Tan and Tim Dark.

The coincidence of surnames Tan, Brown and Dark was wryly observed by Cr Tan at a council meeting on 11 November.

The popularity of Paddy O'Donoghue Centre in Noble Park compared to the Noble Park Community Centre "tucked away" in Ross Reserve showed the importance of a central, "highly visible" location, he said.

Also in support, Cr Jim Memeti said the community had been "absolutely at us" to make a decision.

He said the chosen site was the one that would work best as a community hub.

In its 2019-'20 budget, Greater Dandenong

had allocated money to buy private land for the hub.

The money will be instead directed towards the "additional cost" of building at the chosen site.

In its report, the council stated that the Keysborough estates' population had surged from 5516 residents in 2012 to 11,838 in 2019.

It had caused a demand for community services such as early years' children's services, meeting rooms and activities hub for the area.

Food always on the move

By Cam Lucadou-Wells Dine Local is often told to arrive hungry when visiting Dandenong Market.

The advice remains sound for the market's comprehensive Street Food walking tour.

Our guide is worldly chef Tim Hollands who has regularly travelled to food meccas in Asia, Europe and the Middle East.

To him, it's a surprise that Dandenong Market's world of foods is unknown by many Melburnians.

"This is really unique. It's a real market," he enthuses.

"It's like a working market in South East Asia, which hasn't been gentrified.

"I'm blown away by it."

Mr Hollands points out the multiculturalism mixing at close quarters. A Lebanese bakery sits comfortably next to a Polish smallgoods deli, for instance.

Many of the traders are refugees, building new lives by sharing their homeland cuisine.

Such as those baking stacks of Afghan flat breads in Kabul Kitchen's tandoor ovens.

He shows us the seafood stores where customers select fresh whole fish that are then gutted and filleted by a team of kitchenhands on the spot.

As well as the cultural insights, there's plenty of samples.

On our tour, we were served pink chai that had been reddened with rose water. There was freshly crushed sugar cane juice from the hyperactive Sasha who appeared to be on the headiest of sugar hits.

Sri Lankan devilled chicken, a smoky sweetand-sour combo of tomato, pineapple and peppers, was keenly devoured.

Along the way, it's a brisk walk and talk - as the food piles in.

Reward for servo shooter

By Cam Lucadou-Wells A $350,000 reward is being offered to identify a man who allegedly shot a Springvale South service station attendant with a silver handgun during an attempted armed robbery last year.

Armed Crime Squad detectives have also released CCTV footage of the masked, armed man entering the 7-11 store on Springvale Road in Springvale South about 4.30am on Wednesday 8 August 2018.

An information caravan will be set up at the scene until 4pm on 13 November and from 4am-5pm on 14 November.

The 40-year-old victim was shot in the arm as he tried to lock himself in a storeroom behind the counter, police say.

He was later taken to hospital with non-life threatening injuries.

The victim was “extremely lucky” not to have suffered more serious injuries, Detective Inspector Dean Thomas of the Armed Crime Squad said.

“He was going about his business at his workplace and has the right to feel safe doing so.

“He has suffered significant physical and mental trauma and we are keen to solve this on his behalf.”

Police were confident that people would be able to identify the offender from the footage.

The would-be robber failed to open the counter till and fled on foot in a southerly direction.

He was described as African appearance, about 180 centimetres and wearing a beanie, black-and-white bandana over his face, a dark

coloured top, dark coloured pants and blackand-white Adidas shoes.

Police are investigating if he is linked to an earlier attempted armed robbery at a servo on Heatherton Road near Hosken Street just after 4am.

It's believed that a vehicle was used to attend both hold-ups - and at least one other offender was involved, Det Insp Thomas said.

The $350,000 reward is paid at the discretion of the Victoria Police Chief Commissioner for information leading to the arrest and conviction of the offender or offenders.

The Director of Public Prosecutions may also consider indemnifying the informant from prosecutions.

Waste incinerator on hold but proponent still committed

By Cam Lucadou-Wells The proponent of a waste-to-energy plant in Dandenong South remains "fully committed" after Greater Dandenong Council put its approval on hold.

The council rescinded its permit approval for the Great Southern Waste Technologies proposal at 70 Ordish Road at a meeting on 11 November.

Two weeks earlier, the council had been deadlocked at 5-5 on the permit approval. It was passed on the casting vote of then-mayor Youhorn Chea.

However, with newly-elected councillor Peter Brown's support, the rescission motion was passed unopposed.

It would also allow time for consultation with residents and nearby businesses.

"We're dealing with a major application - a waste-to-energy facility where about 100,000 tonnes of waste will be incinerated per year so we really need to get proper feedback ... for

councilors to make a decision."

In support, Cr Matthew Kirwan later said the motion wasn't an attempt to refuse the application.

He noted the facility was "not far" from residents in Dandenong South and Keysborough.

"For us to be asked to approve a planning application for it, without knowing the atmospheric emissions and any other environmental impacts or the ongoing site management procedures is neither reasonable nor responsible.

"As I said at the last meeting there is no rush.

"This application comes before the multicouncil Expression of Interest procurement process, for which the economic viability of this facility relies, has even started."

Great Southern Waste Technologies director Bill Keating said the company was still con-

sidering what the council's decision meant for the project.

"Great Southern nonetheless remains fully committed to the project.

"This project is world's best practice and environmentally advanced waste treatment that will deliver improved outcomes for Dandenong and the wider Melbourne community."

The plant would be expected to incinerate 100,000 tonnes of non-recyclable waste a year.

About 3 per cent of ash byproduct is expected to be emitted from its 55-metre smoke stack.

It would generate 9.3 Megawatt hours of electricity, enough to power the plant (1.4 MWh) as well as about 7000 homes, according to Great Southern.

The project is currently being assessed by the EPA. The EPA did not comment before deadline.

LOOKING BACK 100 years ago 20 November 1919 Proposed Pavilion and Shelter Shed There is a proposal afoot to have erected in the Dandenong Park, a pavilion and shelter shed, the idea being that the consequent expense should be borne conjointly by the Tennis and Bowling clubs and the Council's park account.

The proposal in addition includes an elevated bank stand or rotunda, also dressing rooms for the convenience of members of both. The proposal is a good one, and if given effect to, would undoubtable prove an acquisition to the town.

Peace Courts flats master key available for emergencies. The key will be kept by the commission's Dandenong District Officer, who will be on call to open any flat. However the commission has refused to allot the key to any other responsible person, including the police. The Peace Court flats issue was brought to a head by a front page story in the Journal on October 28. The story revealed how elderly and frail residents had to struggle up and down steep external stairs. It also told how some had died or become ill and had not been found for some time.

Secretary of the Commission Mr L H Bohn said this could occur in any elderly people's development, even if caretakers were on hand. Speaking about the master key, Mr Bohn emphasized that many tenants were opposed to the key being in the custody of any person other than an officer of the commission.

Robert’s career milestone Dandenong local, Robert, is celebrating ten months working as a security guard at a local supermarket, thanks to support from Mission Australia's Disability Employment Service.

Robert was in his forties when he was forced out of the factory job he had held for 16 years due to health issues and a serious back injury. Suddenly unemployed, Robert noticed his quality of life declining. He started to lose his confidence and motivation to learn new skills and search for new job opportunities.

Robert was referred to Mission Australia's Disability Employment service in 2016, where staff and employment experts helped him to explore new avenues for his career. Robert developed an interest in becoming a security guard, a job that appealed to him as it suited his physical ability and didn't require heavy lifting. Mission Australia assisted Robert to en-

rol in a security course, helped to pay for the training, licencing and background checks, and provided him with support during his search for a security job.

Robert has been working as a security guard at a local supermarket for nearly a year. He finds the work enjoyable and fulfilling, and relishes the sense of purpose that he has gained from his new role.

"I enjoy doing something for the local community. I love welcoming customers into the store, and getting to know them as acquaintances. I'm very happy and I'm not planning on going anywhere," he said.

Mission Australia community engagement coordinator Andrea Trovo said that when people living with a disability, injury or health condition find stable and meaningful employment - when they are ready and with the right

support - it can have a significant, positive impact on their lives, and on the businesses that employ them.

"Australians living with disability are severely under-represented in the workforce.

We also know that businesses who employ staff living with a disability consistently report competitive advantage, improved productivity and a better workplace culture," said Mr Trovo.

"Work is important for many reasons.

Where people are able to work, it brings financial independence and helps people to expand their social networks. If someone is engaged in meaningful work, it gives them a sense of purpose and an opportunity to make a valuable contribution to their community.

Robert is enjoying his new career in security.

Armed man’s creepy note

By Cam Lucadou-Wells An armed man left a creepy, obscene note on a stranger's front door and then stared at her house from a nearby park bench for nearly an hour, a court has heard.

The female resident had heard suspicious rustling in nearby bushes as she put rubbish out at home on a late Sunday afternoon, police told Dandenong Magistrates' Court on 12 November.

At 11pm, she heard a knock on the door and discovered the derogatory note left in the

security screen.

About 45 minutes later, police found the accused on the bench and in possession of a knife - something that he claimed to use in his chef work.

In an interview the man told Endeavour Hills police he didn't know the victim from a "bar of soap" but she'd acted in a "suggestive" way.

He had been "tired" and "not thinking properly" but conceded his note was "pretty f***ing s***". It was "out of character", he told police.

The man had been living in his car, which was impounded the same day of the incident, the court heard.

As a result, he'd drunk heavily, was walking through the victim's neighbourhood and didn't have clear recollection of the offending, the court heard.

Magistrate Jack Vandersteen said it was "line ball" whether police had proven long enough duration for a stalking charge.

Since the incident, the man had been jailed, released and was complying with a commu-

nity corrections order for unrelated offending, the court heard.

He was yet to embark on alcohol and drug treatment assessment and a positive lifestyle course as part of the order.

Mr Vandersteen indicated that he was likely to sentence the man to an 18-month treatment-only CCO, pending a risk assessment for his latest "out of character" offending.

The matter was adjourned until 13 November.

Fight for NDIS rights leaves victims puzzled, bruised

By Cam Lucadou-Wells Cheryl Hilton, the carer of non-verbal 21-yearold twin step-daughters Tegan and Glenys Saffigna, can't tell you why the National Disability Insurance Agency eventually said yes.

But after 18 months of fighting for a critically-needed stairlift at their home, finally the NDIA relented.

No explanation given, except to say sorry they had to wait so long, Ms Hilton said.

In the meantime she is thankful that Tegan and Glenys haven't been injured as a result.

She herself has fallen once while manually lifting Tegan, who has cerebral palsy and wafer-thin bones, up and down the stairs outside the house.

A fall for Tegan would be obviously more catastrophic.

On 13 November - the day before the NDIA's call - Ms Hilton and 130 other carers and people with a disability packed out a forum in Mulgrave.

It was hosted by Hotham Labor MP Clare

Clare O'Neil and Bill Shorten address a 130-strong forum on the NDIS on 13 November.

O'Neil and Bill Shorten, once aspirant PM who is now opposition NDIS spokesperson.

Ms O'Neil had also been long pressing the NDIA to approve the stairlift for the twins and

their carers. She promised to try again after the forum.

Overall the NDIS has been a positive thing, Ms Hilton says. The extra funding for physios, speech therapy, outings and other support has led to significant progress for the twins.

"The sad thing is all of the obstacles. It's so hard to navigate for those without the time or ability or confidence.

"There's many who don't take up the fight but they shouldn't have to."

The first obstacle came after the twins were assessed for their initial funding plan.

They had been underfunded on a $105,000 state disability package, which didn't cover essentials like speech therapy, occupational therapy, day programs and physio.

Yet under the NDIS - which promised no one would be worse off - they were initially offered just $70,000 each.

"It's quite traumatic to think about it," Ms Hilton says.

"My husband and I thought one of us would have to give up our part-time job."

Eventually she got in contact with the planner who made the assessment.

"I was almost hysterical. She admitted that she hadn't read any of the documentation we'd provided - the medical information on their needs, all supported by professional people."

The decision was successfully reviewed.

Ms Hilton reflected on the plights of scores of other families at the Mulgrave forum.

"To hear all the stories and the stress they bear, it was nearly unbearable."

Ms O'Neil said the "huge" turnout showed how people had significant problems with the NDIS. The scheme had potential for people to "lead better quality lives" but was under-resourced by the Federal Government.

A cap on NDIA staff numbers was leading to longer waiting times for people on the scheme.

"It's not a smooth and simple process.

"It's creaking and bureaucratic, rather than being dynamic and giving people a choice."

Names listed for precinct

Tales escape from the hall’s four walls

Five names have been shortlisted for Springvale's new under-construction community precinct.

The $51.5 million precinct on the site of Greater Dandenong Council's former offices includes a new two-level public building with a library, meeting spaces, cafe and art gallery.

A vast outdoors recreational area as well as the City Hall and Supper Room will also form part of the precinct.

The shortlist of names are Springvale Civic Centre, Springvale Community Hub, Springvale Community Place, Springvale Library and Springvale Place.

The council is considering whether to name the entire precinct, the two-storey building only or both.

"I've realised that most trustees are on it for life."

Currently, City of Greater Dandenong manages the hall under a lease arrangement.

Noble Park's 95-year-old public hall has a point of difference.

Built in the heart of Buckley Street, it is the only one in Australia still owned by its surrounding residents.

Residents raised the funds for the hall's construction in 1924 - and it still can't be sold off, says author Dawn Dickson.

"It has always been a hub for Noble Park."

Ms Dickson has delved deep for her richlyillustrated book If These Walls Could Talk.

The title comes from an exchange with local historian Gaye Guest, who commented on stories she'd heard about the hall. The ones that couldn't go to print.

"If these walls could talk," Ms Guest commented.

Some of the wild tales that survived was the 1985 police man-hunt for "firearms expert" Pavel Marinof, otherwise known as Mad Max. After shooting two police officers, Marinof went into hiding and Noble Park went into lockdown for two weeks.

"It put Noble Park on the map," Ms Dickson said.

Also in the mid 1980s, Prime Minister Bob Hawke became one of many victims who had leaned on the hall's "wonky" lectern.

It happened during an election campaign, no less.

The book is a way of preserving history much of which was lost when the hall was gutted by fire two decades ago, Ms Dickson said.

The future is bright Year 12 school captains Mojgan Hamzaei and Kristian Edgecumbe reflect on their time and connection to Dandenong High School.

We entered through the gates of Dandenong High School as little year 7s, with pants and dresses that didn’t fit, bags that were almost as big as us but definitely weighed more than us, some of us nervous, excited or apprehensive, gazing up into the faces of much bigger kids that seemed to have their lives sorted out.

We have grown up together and seen each other in our different phases, celebrating each other’s victories and successes.

Being a part of Dandenong High School’s graduating class of 2019 has been such an honour.

We feel blessed that we got to experience such a challenging yet memorable journey with people as inspiring and as admirable as

our peers.

The future is daunting, it’s the unknown, but it’s also exciting.

With the end of our schooling journey we have the opportunity to not only create the life of our dreams but the world of our dreams.

There are some problems big and small that need to be solved, and we cannot and should not wait for someone else to solve them.

It’s up to us, to shape and influence the society and culture around us, because remember, you were born to make an impact.

From the first steps in Year 7 to graduation, every step that we took was accompanied by teachers and staff whose sole interest was in our own growth.

We thank you for teaching us that there will always be more opportunities that lay ahead.

You taught us that giving up is not an option because if you want it, you’ll achieve it.

Events to mark 100 years of local education history Students and teachers past and present will mark the centenary of Dandenong High School this week with a range of events.

Throughout the year celebrations have been incorporated into important school events such as the Badges Assembly, Anzac Day, chorale performances, 10 year anniversary and the year 12 final assembly.

On Thursday 21 November the school community will gather for a ceremony on the front lawns to mark the laying of the foundation stone in 1919. This will invole the unveiling of a plaque, speeches from special guests and indigenous smoking ceremony.

Saturday 23 November, Open Day 10am-3pm On this day the wider community will gather to celebrate 100 years of education at the school, with past and current students and staff joining together. Tours of the school will include displays of historical photos and artefacts as well as current student learning (Arts, Media, Science, Music, Robotics and STEM).

The school film will be presented in the official ceremony in the Martin Culkin Theatre at 11.30am. The film was supported by the City of Greater Dandenong through the Community Smart Grants.

The day will conclude with the unveiling of

the Cleeland sundial at Jacaranda at 2.30pm.

A rich, learned history Established in 1919, Dandenong High School is one of the oldest, largest and most culturally diverse secondary schools in the state.

The school is co-educational from Years 7 to 12 that is highly multicultural with 77 nationalities and 83 different language groups represented.

From humble beginnings in 1919 as the 24th district government high school with an initial enrolment of 104 students; Dandenong High School has been the leading educational institution for the past century, educating students and providing them with the values, skills and learning to effectively navigate their way into adulthood.

When the school first opened it was the first secondary school South-East of the city and was created as a result of the determined efforts of a group of leading citizens campaigning education officials. Initially, students were placed in temporary location including the local Fire Station, Temperance Hall and local church.

The Foundation Stone was laid in November 1919 and by 1920 the permanent and substantial two-storey red brick building was ready.

Almost immediately the growth in student numbers meant the facilities were inadequate, necessitating urgent extensions. This pattern was to be repeated throughout the coming decades.

Part of the early school’s original amenities, included stables used by students arriving on horseback from nearby farms. The outpost nature of the school, and the fact it was one of only six suburban high schools, saw a significant proportion of students travelling long distances, spending well over an hour by bus or

train, many coming from Gippsland. They also came from Ferntree Gully and Scoresby districts, and from Oakleigh and Murrumbeena, along the Melbourne rail line.

The proud traditions of the school were forged early with the visionary leadership of the first Headmaster, Mr Percy C. Langford. He came to Dandenong not long after experiencing the devastation and upheavals of the Great War, establishing a school that engendered both responsibility and hope in a bright future for its pupils.

The school colours of dark blue, light blue and red were derived from those of Mr Langford’s regiment, the 4th Light Horse. He also chose the motto with care and it is one fit for any age: Faber Quisque Fortunae - Every man is the Architect of his own Destiny.

The school has continued to develop and shape the lives of young people in Dandenong and in 2009 underwent a significant redevelopment to meet the needs of an evolving and technologically advanced society. The school merged with two neighbouring schools with the ambition of maximising the learning opportunities of students and meeting the needs of the community.

Our fallen remembered Hundreds paid tribute to our wartime fallen at Remembrance Day services across the City of Greater Dandenong.

At 11am on Monday 11 November, silence was observed at services at the Pillars of Freedom in Dandenong, Noble Park RSL and Dandenong Civic Centre.

Wreaths were laid and buglers played The Last Post and Reveille in solemn remembrance.

Many wore the red poppies symbolising Flanders Field at the end of World War I. Lest we forget.

Cutting the ATAR queue For those doing Year 12, this time of the year is a big one. Everyone seems to be weighing up their options - and the ATAR is right up there in the list of considerations.

Unless, of course, you decide that the ATAR isn't for you.

"Many students don't realise that they've got far more options than waiting for their ATAR," says Tania Pearce, senior advisor of student recruitment at Chisholm Institute.

"In fact - you can cut the ATAR queue altogether!"

One of the ways you can cut the ATAR queue is through the increasingly popular bachelor degree pathway.

"If you still want a degree, you can 'pathway' into it, which actually gives you more

options than going straight to uni," says Ms Pearce.

A pathway begins with a TAFE course like a certificate or a diploma, which do not require an ATAR for entry. When you successfully complete it, it can give you advanced standing into the related degree course and get you into that industry.

"For example, you could complete a Diploma of Community Services in one year, and continue on to the Bachelor of Community Services for two years."

The popularity of the bachelor degree pathway is partly because they are more costeffective than traditional degrees - you can start working in the field earlier - and partly because of the learning outcomes.

"You're working while continuing to learn, which makes you highly employable at the end," says Ms Pearce.

"You're a graduate with work experience in the field - the kind of 'unicorn' employers always hope to find."

As a bonus, many of these pathway courses are covered by the Victorian Government's Free TAFE initiative. Chisholm offers these both on-campus and online.

Another way to cut the ATAR queue is with a direct entry into a certificate or diploma course that gives you a nationally recognised

qualification to get you into your dream job.

And with the Victorian Government's Free TAFE initiative, you can do many of these tuition-free.

"You can apply right now," says Ms Pearce, "No waiting!"

This means that while your schoolmates are waiting for their university offers, you could already be enrolled in your course. That would leave you free to enjoy the summer, stress free, and even stand in some other queues - like at the water park, at a music festival, or maybe even the airport.

Help change lives of Nepali women

By Kerry Scarlett, General Manager Mulgrave Country Club In April this year, I volunteered with Habitat for Humanity to travel to Nepal and help build houses for those who lost their homes in the devastating 2015 earthquake.

Prior to commencing the build, I visited Seven Women, an organisation in Kathmandu that founder, Melbournian Stephanie Woollard OAM, began when she was 22 years of age after meeting seven disabled women working in a tin shed in Kathmandu.

These women were struggling to make a living in the face of harsh discrimination. With her last $200, Steph paid for trainers to teach women how to produce products for sale locally and abroad and so, Seven Women was born.

I was so touched by my experience meeting these women and learning of their plight that I walked out of this centre thinking that there has to be more that we can do to help.

So now I’m hosting a fundraiser to not only raise funds but to also raise awareness and encourage people to take action to end trafficking.

This is to be held on Tuesday 26 November from 6pm to 8.30pm at Mulgrave Country Club. Tickets are $50 per head with all proceeds going to the Seven Women organisation. Beverages and canapes will be provided on the night.

The Christmas Wishing Tree appeal has once again been launched in Dandenong Kmart.

The store kicked off the appeal on 13 November with a $429 cash donation and $120 of toys for young children.

Operations manager Vesna Zizic said the campaign welcomed cash donations as well as the ‘traditional’ gift-wrapped toys.

“With this the Salvation Army can buy presents for the mum, dads, grandparents so that they don’t miss out and have a special gift for Christmas.”

The 32-year campaign has raised about 8 million gifts for people and families doing it tough around Australia.

Black Friday explained Black Friday sales are becoming an integral part of the Australian retail calendar but exactly what is Black Friday and where did it start?

As with most commercial events, Black Saturday started in the United States.

It is the informal name given to the Friday following Thanksgiving Day in the United States, which is celebrated on the fourth Thursday of November.

The day after Thanksgiving has been regarded as the beginning of America's Christmas shopping season since 1952, although the term Black Friday didn't become widely used until more recent decades.

Many stores offer highly promoted sales on Black Friday according to Wikipedia and open very early, such as at midnight, or may even start their sales at some time on Thanksgiving.

The term seems to have originated in Philadelphia in the early 1960s where it was used to describe the heavy and disruptive pedestrian and vehicle traffic that would occur on the day after Thanksgiving.

More than 20 years later, as the phrase became more widespread. A popular explanation became that this day represented the point in the year when retailers begin to turn a profit, thus going from being "in the red" to being "in the black".

Use of the phrase spread slowly, first appearing in The New York Times on November 29 1975, in which it still refers specifically to "the busiest shopping and traffic day of the year" in Philadelphia.

Christmas creep has impacted Black Friday, as many retailers now spread out their promotions over the entire months of November and December rather than concentrate them on a single shopping day or weekend.

In Australia Black Friday is becoming more and more popular with bricks and mortar and online retailers. Bargains can be found in categories from sporting goods, to electrical, toys, clothes, shoes, home wares and technology.

Black Friday is the perfect opportunity to get seriously stuck into your Christmas shopping, while also saving money.

Her brave rebirth PERFECT POSITION

‘Rebirth’ is the word for 45-year-old cancer survivor Kathryn Pantorno.

Ravaged by years of treatment, a mastectomy and painful rehabilitation, an “embarrassed” Ms Pantorno had taken down her bathroom mirror.

Then she was artistically transformed. Her vibrant chrysalis produced by a body-paint artist is there for all to see - in a calendar of women cancer survivors for charity So Brave.

During the photo shoot, her body was coated with a rainbow of colours, flowers and parrots. ‘Rebirth’ is scrawled in the palm of her hand.

“I don’t think the smile came off my face,” she said of the results.

“I didn’t care who was looking. I wanted people to look.

“My body was a canvas of art.”

The 2020 calendar launch on 14 September was a “real tear-jerker,” Ms Pantorno said. It’s been the highlight of her cancer survival.

“All I hoped for was that you could see how happy I was on the day (of the photo shoot).

And you definitely can.

“All the 12 girls (who modeled for the calendar) were teary, proud and beautiful. They were beaming.”

In the process, she met 11 other models who were diagnosed under 40 and trod the same lonely, harrowing path.

In 2011, Ms Pantorno - who worked at a Dandneong North pharmaceutical - arrived at that junction at 37 with the discovery of a sixcentimetre breast tumour.

Desperate to have a child, she delayed treatment for IVF. In the meantime the estrogen drugs, as part of IVF, fed the tumour to eight centimetres. It needed to be reduced to one centimetre for its removal.

Ultimately the chemo took over and ruined

The 40 year history of Springvale-Noble Park's Masters Athletics Club is tabulated in numbers.

On a Wednesday night, some of the club's durable runners study the neat handwritten table of club records.

The table spans all race distances and age divisions from 35 years up to the astonishing 95-year-old legend Jim Sinclair.

Looking across the table, Sinclair's club records span at least the past decade. His times have only slightly slowed.

Sinclair holds several Australian records in the 90-94-year-old division. Now just turned 95, he has the chance to set a few in his more senior division.

For this reason, many runners at the club actually look forward to ageing - and going up to an "easier" division, says member Claudio Riga.

They also jealously treasure the records they hold.

"It's not like you can go back an age group to defend it," Riga said.

Another hallowed name is Theresa Baird who once set an age world-record for the 5000 metres at the club's track at Ross Reserve.

Michael Hall recently scooped the men's 80-84-year-old category with gold in the 80 metres, 200 metres, 400 metres - and quite staggeringly, the pole vault.

"We just try to eat the right things and keep coming every week," he says.

Celia Johnson, a recreational walker, has held Australian record for 10-kilometres and 20-kilometres.

Established in 1979, the club is among the first Masters athletics clubs in Victoria. It is celebrating its 40th anniversary on 27 November.

The pride of North Dandy

By Nick Creely The 17-year-old North Dandenong Cricket Club youngster - known as Kumar Siva - made his first XI debut in the Maroons' Turf 1 clash against Narre South on Saturday, but it was no ordinary entrance into the top flight of the DDCA. Kumar came to Australia as a refugee from Sri Lanka at just 10 with his brother, but without their parents there beside them, and has since used his love of the game and positivity to forge a life for himself in the south-eastern suburbs.

The youngster told the Journal that while it initially took time to acclimatise to life in Australia, he couldn't be happier settling in Endeavour Hills.

"We were really young, but my parents wanted us to have a better future," he said of moving across from Sri Lanka.

"I was at Christmas Island for a month or so, and then moved to Tasmania, and from there, we came to Melbourne.

"It was pretty tough for the first year to be honest, but then once I got used to it, everything became normal to me. I just love the place, the people."

He said the experience of leaving his parents has forced him to grow up quickly, and basically learn to become independent in his new Endeavour Hills home.

"We have guardians and carers to look after us, so it's like a detention centre house but with more freedom, we go out and stuff. They come and go every now and then," he said.

"I had to learn things by myself without my parents and all and with my brother, so I had to learn new things and grow up."

Only a year after arriving in the country, Kumar made his way to the North Dandenong Cricket Club, a place he now calls home.

As a shy kid, one thing never left Kumar as he learnt the game as a junior, made new friends and left an impression on his club that smile, one thing that has been admired by others as they watched his progression.

He has since played 79 games of junior and senior cricket, including taking 4/4 in an under-15 match in 2016 - but his 80th match for the Maroons, which started on Saturday against the Lions, saw the once shy young man receive cap number 174 as the latest cricketer to play first XI cricket for the club.

In that under-15 season, the youngster snared 16 wickets at an average of just 9.75, showcasing his bright future.

But through every challenge, Kumar has risen, and his latest - against a Narre South first XI side full of some of the finest players in the association - is sure to be one he'll never forget.

"Yeah I'm pretty proud, really excited," he

"It's a big club, and I've been playing there for quite a while, and playing in the first XI is pretty big to me, personally.

"I do worry about my performances but at the same time I just want to enjoy the game I'm just looking forward to enjoying the game and seeing where it takes me.

"I don't give up, I just keep going and going."

He said the importance of cricket in his life and family is something that he will always treasure.

"Cricket has always been such a big part of my family, my brothers always played together - it's the main thing that keeps us happy. It just makes us all so happy," he said.

cricket, the talented young man said that the North Dandenong Cricket Club has taught him so much, not only in cricket, but in life.

"I've been there for quite a while, and many people told me many things at the start, especially my under-13 coach Nas (Nasrat Malikzada), and he has taught me a lot, same with Stef (De Silva) and Declan (Fowler) - it means a lot to me," he said.

"It's a big thing, I've never played that grade (Turf 1) in my life, it means a lot to me - I want to thank the club, Stef and everyone that's supported me along the way."

Vintage Scotch stars in a brilliant Shootout performance

By Mick Floyd It took until the final stride, but 'Hooked On Scotch' landed the $25,000 prize in a classic edition of the Shootout at Sandown Park on Thursday night.

'Whiskey Riot' was widely-touted to lead the four-dog event and he did just that after beginning brilliantly from Box 1. Hooked On Scotch settled in second place and loomed ominously down the back straight before unleashing the kind of powerful finish for which he has become famous - nabbing his rival in the final strides to record a memorable victory in a slick 29.162.

"For a young dog, it was a real professional win," said his delighted trainer Jason Thompson.

"It's very hard to win these races when you're not leading. When you're chasing quality dogs like Whiskey Riot that can run 29.20 every time he goes around here, he makes you work the whole way."

A veteran of just 14 starts, Hooked On Scotch has now won four Group races, having previously annexed the Group 3 Speed Star, Group 1 Adelaide Cup, and Group 2 Geelong Cup, and has amassed over $168,000 in 26 STAR JOURNAL

and Thompson was bullish about his chances against the best chasers in the country.

"The pleasing thing tonight was that even

though he didn't ping out of the boxes, it was good to see him drive through. He had to assert himself through the first corner and it was really pleasing to see him do that because when he was younger and more inexperienced he was probably a bit intimidated at times by other dogs."

Hooked On Scotch is the fourth Shootout winner to be prepared out of the Thompsons' Awesome Lodge property, with Jason having previously prepared 'Whisky Assassin' (2004) and 'Priven Nitro' (2012) to Shootout success, while his wife Seona also won the race with 'Aston Dee Bee' (2018).

The final round of TAB Melbourne Cup Preludes were also run with 'Flynn', 'Blue Striker', 'Reiko Boss', 'Busy Bella' and 'Weblec Ace' all winning and guaranteeing their places in the Cup heats, while 'Shima Shine' and 'Who Told Stevie' will join Hooked On Scotch as series favourites after claiming their second Prelude victories.

Ready for that next step Bigoa Nyuon already knows what it takes to thrive at the highest level.

Born in Sudan and moving to Australia when he was just three, the St Kilda Next Generation Academy prospect has been exposed to what needs to be done to perform at the highest level.

From his first days of Auskick as a youngster, Nyuon knew it was the path he wanted to take - all the way to his early days as a teenager when he decided to move schools to enhance his chances of fulfilling his dreams.

"I decided to make the switch to Rowville (Sports Academy), I think coming to Rowville I was 60-odd kilos, to what I am now," he told the Journal.

"I just thought it would better my football and not only that, the education isn't too bad there as well. I have had the opportunity to do heaps of training, heaps of gym and other stuff the everyday football player wouldn't get.

"Just having that privilege at Rowville worked out well, they also make a pretty big balance with education."

Once moving schools, it didn't take long before the electric utility was on AFL club radars - none more so than St Kilda.

After he joined the club's academy, the Saints have first priority to Nyuon in the National Draft. That's allowed him to train with them to enhance his footballing capabilities, an opportunity he has cherished while learning many things and being taken under the wing of a youngster who is likened to hold the club's future in good stead.

"I got introduced to the program in under15s, I think that was the first time they opened up the next gen academy," he said.

"They (St Kilda) came to one of my training sessions in the 15s at Frankston for the Dandenong Stingrays. They had a chat to me, obviously being a younger kid you couldn't help but smile, you almost jump around.

"Keeping the intensity up 24/7, it is probably something you don't have to do when you are playing kids your age or a bit younger.

"When you get to the level, everyone is the same - the only thing that can pick you out is pretty much the effort and intensity, that is something I picked up early.

"Max King, although it was his first year last year, he has sort of guided me along the way as well. We (other Stingray players apart of the academy) were here for his first week, he has just been keeping track of me throughout the year and just telling me to stay focused and whatnot."

Nyuon's older brother Gach has been through the AFL system, drafted to Essendon in 2015, and the experience his older brother went through four years before himself has given him opportunity to learn the standards of the highest tier of football.

"From a young age I was exposed to a lot of elite football through my brother going through the academy and Vic Country," he said.

"I learned that professionalism is an expectation at that level. If you are not professional or your effort is not there, you are not going to

go very far with your football, even if you are the most skilled player there."

Being a next-gen product, Nyuon has already been exposed to media hype, and after his combine performances the athletic Stingray has been under the microscope coming into the all-important draft, but the spotlight doesn't faze Nyuon as he doesn't want to set anything in stone.

"You have to take into consideration it is actually their job to do that so you don't need to think too much into it," he said.

"You do see the regular article saying 'You are going to the Saints', but I try not to put too much thought into it.

"At the end of the day you never know where you are actually going to go. For example, Irving Mosquito was at Hawthorn and everyone thought he was going to the Hawks because he was a part of the next gen but he ended up going to the Bombers.

"You can never tell, and never be too sure, so (I) don't pay too much attention to it."

At the State Combine, Nyuon had one of his most promising performances, finishing third in the running vertical jump, and finishing first in the 20 metre sprint, beating all competitors including the previous performers at the national combine - but for Nyuon it was more of a relief than anything else.

"I missed seven weeks after Nationals, I was a bit flat, I thought I had missed all of my opportunities with injuries," he said.

"I managed to string along some good games at the back end of the year and got picked for the Combine. Once I tested pretty well, I was extremely happy.

"It gave me a bit more confidence that there is still some hope there and I could still be drafted."

The National Draft kicks off on 28 November with the first round, trailed by the other rounds and the rookie draft on the following day.
