MORE TO LOVE The editor’s desk It's almost time for Warwick to welcome the nation's top rodeo and campdrafting competitors to town for the biggest event on the Rose City calendar (see cover story, pages 4&5).

This year perhaps more than any other, thanks to the drought, the Warwick Rodeo and Campdraft will be an opportunity for our community and for many others from far and wide to come together as one to celebrate the qualities that make regional Australia proud and strong.

In recent months, indeed years, we have all been reminded time and time again that ours is a community that sticks together through the tough times and one in which we support one another.

The Warwick Rodeo is indeed 'Australia's Most Famous' and together with the famed Warwick Gold Cup for campdrafting we will be treated to displays of skill from the elite and the emerging stars of both sports in the coming days.

Congratulations in advance to the organisers and the many volunteers who make this event possible, and the Free Times extends a warm Warwick welcome to the scores of visitors who will hit town from this weekend.

PIPE BAND DOING US PROUD...

The Warwick Thistle Pipe Band will be the biggest community band performing at the Royal Edinburgh Military Tattoo (REMT) in Sydney this weekend.

The band - which featured as a Free Times 'cover story' on 8 August - will have 51 pipers and drummers at the event, described by spokesman Alexander Manfield as "an amazing achievement for a band based in a region of Queensland that is suffering extreme water shortages and facing a dangerous bushfire season".

"The band's members are aged from eight to 80 and have flooded in from all over the Southern Downs and beyond, including Warwick, Stanthorpe, Goondiwindi, Toowoomba and Ipswich," Alexander said.

"Membership of the almost 100-year old band has swollen to its highest level since its formation in 1923.

"Half of the band are primary and secondary school students, and a big focus of the band's efforts towards REMT is helping these junior members to rehearse the set music for the event as well as military

marching drills."

"I am really excited to be going to the Tattoo in Sydney," said 10-year-old band member and snare drummer Carlo Donaldson.

"It will be pretty awesome to play in front of so many people, it's almost like being a rock star!"

Warwick Thistle Pipe Band president William Stuart said band members have been "overwhelmed by the level of support shown by the Southern Downs community, including the Southern Downs Regional Council, a wide variety of local sponsors including McDonalds and John Dee and individual supporters".

"With many regional bands experiencing hardship, community support has helped the Warwick Thistle Pipe Band to march to the beat of its own drum at REMT," William said.

"The band also conducted various activities to raise funds to travel to the REMT, with the centrepiece being a major raffle offering Gold tickets to the event,

flights and four-star accommodation."

Treasurer Dugald Macfarlane said it was a hugely successful raffle, which was wellsupported at the many events at which the band performed.

"In addition, tickets were sold by a wide variety of people, ranging from local businesses, work colleagues of band members, and energetic grandmas," he said.

"The response to the raffle greatly exceeded our wildest expectations."

The band launched its Sydney campaign, known as the 'Tattoo Express', at a movie night in July showing the 2018 REMT in Edinburgh. It also previewed to SDRC councillors and sponsors the bus which will transport the band to Sydney, which is emblazoned with the band's Tattoo Express portrait.

Today, Thursday 17 October, will see the 'Tattoo Express' roll out of Warwick as it embarks on the first of what it expects to be a series of major events around the globe leading up to its centenary celebrations in 2023.

STORM KING DAM ‘RUNOUT’ STILL DECEMBER/JANUARY

BY JEREMY SOLLARS The Southern Downs Regional Council says carting of emergency water to Stanthorpe is still forecast to commence in December this year or January 2020, when useable supplies in Storm King Dam are predicted to be exhausted.

In September the Queensland Government announced it would meet the $800,000 per month cost of carting water to Storm King Dam via road tankers, with 24 private firms being awarded contracts for the job.

Raw water will carted from Warwick's Connolly Dam and transferred from new holding tanks at Storm King Dam to Stanthorpe's Mount Marley water treatment plant. The holding tanks and a section of new poly pipeline from the tanks to the existing Storm King Dam outlet point are currently being installed by Toowoomba firm Newlands Civil Construction.

The Queensland Government is also contributing $2.4 million for the holding tanks, new poly pipeline and necessary upgrades to the Mount Marley plant to treat the Connolly Dam raw water, which contains high levels of manganese.

pipeline, now completed, from the Storm King Dam outlet to the Mount Marley treatment plant at a cost of $4.9 million, replacing the old line.

In September of this year Newlands Civil Construction was awarded another contract by the council, this time for construction of a new recycled water pipeline from the Warwick wastewater treatment plant at Victoria Street to the Warwick Industrial Estate at a cost of $3.77 million.

Trigger point?

At a council media briefing on emergency water for Stanthorpe held on Wednesday 11 September council officers told the media the "trigger point" for carting to start was forecast to be when Storm King Dam reached 21% of capacity, at 450 megalitres (ML).

As of Monday of this week, 14 October, the council's weekly water update showed Storm King Dam is at 18.7% of capacity with 385ML in storage but a council

spokeswoman this week told the Free Times the so-called "trigger point" was not exact.

The spokeswoman said the "start date" for emergency water carting to Stanthorpe "depends on the quality of the water in Storm King Dam as well as the water levels".

"Council is constantly reviewing the water quality in the lead up to the predicted run dry date of December/January," the spokeswoman said.

"The construction of the emergency water infrastructure at Storm King Dam is well underway.

"The project is expected to be completed by the end of November to allow time to trial all systems and ensure a smooth transition for pumping and carting water." · MORE ON WATER ISSUES - PAGE 7. ●

ll rodeo and campdrafting roads are about to lead to Warwick as the Rose City prepares for the biggest event on our yearly calendar - and a chance for some much-needed 'R&R' from the drought, not to mention a show of 'bush solidarity'.

The 2019 Warwick Rodeo and Campdraft officially gets underway this coming Monday 21 October with the nation's top campdrafters hitting the hallowed sands of the Warwick Showgrounds arena.

As well as top competition in the sport of campdrafting - including for the coveted Warwick Gold Cup - Warwick will host the Australian Professional Rodeo Association's

2019 Rodeo National Finals from next Thursday 24 October.

Last weekend saw the crowning of our 2019 'Rodeo Royalty', with Mikyla Hogno named Warwick Rodeo Queen and Abigail Skaines our Warwick Rodeo Princess at the annual presentation evening on Saturday night, following judging and horsemanship earlier in the day.

On Sunday the pair spent part of the day enjoying a photo shoot around the Showgrounds and generally becoming accustomed to the attention that goes with being the 'faces' of our signature event.

Perhaps more so than ever, the Warwick Rodeo and Campdraft in 2019 will be an opportunity to reflect on the strength of character that epitomises our local communities large and small in this time of drought and adversity - and a chance to let

our collective hair down.

As always a tireless team of community volunteers have been working behind the scenes to prepare the Warwick Showgrounds for the big event and a fall of rain late last week help to lift local spirits in general.

Warwick Show and Rodeo Society Events and Marketing Coordinator Teilah McKelvey said the "horsepower capital of Australia is gearing up for the 2019 Great Northern Brewing Co Warwick Rodeo APRA National Finals and Pryde's EasiFeed Warwick Gold Cup Campdraft".

GOVERNOR ON THE GRANITE BELT...

His Excellency the Honourable Paul de Jersey AC, Governor of Queensland and Mrs Kaye de Jersey this week visited the bushfire and drought affected Granite Belt to meet with Southern Downs Regional Council Mayor Tracy Dobie, impacted residents, volunteers and fire crews who fought the September bushfires.

The Governor and Mrs Kaye de Jersey undertook several official program elements on the Granite Belt including receiving a briefing from local government representatives, meeting bushfire affected residents, visiting Storm King Dam to review the progress of emergency water infrastructure works, hosting a community reception in support of those affected by the recent bushfires and drought, and engaging with patronage organisations.

The Governor said he was moved by

the stories of survival and the bravery demonstrated by the Granite Belt community.

"While I wish we were visiting under

happier circumstances, I know that your community is a strong and optimistic one; despite the compounding adversities you are experiencing," His Excellency said.

"The courage of the people of this region is truly inspiring and epitomises why I am so proud to be Governor of this tremendous State."

Cr Dobie said this visit was an excellent opportunity to showcase the resilience and enduring beauty of the outhern Downs region and its people.

"Our community is built upon a foundation of resilience and tireless spirit and I am pleased to share this facet of the Southern Downs with the Governor and Mrs Kaye de Jersey," Cr Dobie said.

His Excellency was sworn in as Queensland's 26th Governor on 29 July 2014 for an initial five-year term, and fulfils important constitutional, ceremonial and community duties. In November 2018, the Governor's term was extended for another two years, through to 29 July 2021. ●

Commercial or economic sensitivity is continually being cited as an excuse for holding meetings in camera. After such meetings new (often unpopular) decisions are foisted on the community. Every decision made by Council has commercial and economic re-

percussions so surely if best practice is being followed ratepayers could be kept informed before a decision is irreversible. Where is the open discussion? Surely we should expect Council to engage in proper and timely communication and not just self-promotion.

PRESSURE ON STATE TO DAM UP

BY JEREMY SOLLARS Federal Minister for Water Resources and Maranoa MP David Littleproud this week called on the Queensland Government to "take swift action and build dams to avoid becoming dependent on New South Wales".

Mr Littleproud's call comes after the Federal and NSW governments announced a partnership to finalise planning for the Border Rivers Project on the Mole River.

"The project also has the potential to secure water for Stanthorpe and Warwick if the Queensland Government had the will," Mr Littleproud said.

"This is an embarrassment for Queensland.

"The Queensland Government is going down the path of becoming a dependent state.

"We are reaching the point where the State cannot and will not provide for its own people.

"Queensland can't just depend on siphoning New South Wales dry.

"I applaud the New South Wales Government for finally coming to the table with real ideas for water security.

"Sadly we haven't seen the same on the Queensland side of the border "We have Emu Swamp Dam in Stanthorpe ready to go, we just need the Palaszczuk Government's approvals.

"If the Queensland Government had the will, construction could be underway in weeks.

COUNCIL ATTEMPTS TO SUPPRESS REPORT

BY JEREMY SOLLARS The Southern Downs Regional Council has spent more than 12 months attempting to suppress the public release of a consultant's report into its workplace culture and staff morale - including resorting to legal action the Free Times can reveal.

In July 2018 the council received a 'Labour Force Strategy' report compiled by Brisbane-based management consultancy firm OnTalent outlining the results of surveys it conducted of the council's senior management and including a raft of recommendations to improve workplace culture, morale and management practices.

The Free Times learnt of the existence of the 'Labour Force Strategy' report last year after many months of receiving anecdotal information relating to claims of a "toxic" workplace culture within the council and claims of widespread bullying and intimidation of staff by management.

So distressing were some of the claims of the psychological impacts of the council's workplace culture on serving - and former - staff that the Free Times sought to obtain a copy of the 'Labour Force Strategy' and associated internal surveys of staff understood to have been carried out by OnTalent.

Our belief was that the release of the consultant's reports was in the public interest, given both the seriousness of claims surrounding morale within the council, and the fact it is one of the region's largest employers and publicly funded.

Our initial media request was refused, resulting in a Right To Information (RTI) application being lodged by the Free Times seeking access to the material, on 27 July 2018.

What followed was well over 12 months of objections, reviews and appeals under RTI legislation - which is regulated by the State Government - initiated by the Southern Downs Regional Council in a farreaching attempt to prevent the release to the Free Times of the OnTalent reports.

The council's actions eventually resulted in a ruling by the Queensland Office of the Information Commissioner (OIC) on Thursday 12 September this year that the release of the OnTalent reports was in the public interest - as had been consistently argued by the Free Times.

In other words, we won that part of the dispute.

But not content with accepting the ruling of Queensland Assistant Information Commissioner Shepherd, the council then engaged the services of Cairns-based solicitors Preston Law to launch yet another appeal to prevent the release of the OnTalent reports, this time through the Queensland Civil and Administrative Tribunal (QCAT).

On Wednesday 9 October the Free Times received written formal advice from Preston Law that the council had lodged an appeal with QCAT seeking both the overturning of the Assistant Information Commissioner's ruling and the awarding of costs against the OIC. The following day - Thursday 10 October

- the Free Times received copies of two documents from an anonymous source, those documents being the OnTalent 'Labour Force Strategy', dated July 2018, and a 'Staff Culture Survey Report', also compiled by OnTalent and dated October 2018.

While the Free Times acknowledges that given the length of time that has elapsed since our initial request to obtain the OnTalent reports they are effectively outdated, we take the view that it is still in the public interest to reveal some of the consultants' findings and observations as they offer insight into the state of the council workforce at that time.

Indeed, given the nature of some of the comments made by managers and staff to OnTalent as part of the surveys, it is perhaps understandable that the council went to such lengths to prevent their public release more than a year ago.

It is our sincere hope that the workplace culture has improved since that time and that the council has implemented the recommendations put forward by OnTalent to improve the workplace culture.

The council will be given the opportunity to respond.

DEPARTURES ...

The overall impression given by the OnTalent reports was of an organisation - at least in mid-2018 - with a "deteriorating" culture, with the "Warwick/Stanthorpe divide" a major contributing factor.

Comments made by at least one senior manager suggested that they blamed staff

themselves for culture problems, referring to "trouble makers" who they described as "cunning and avoid being dismissed", and a need in their view to "get rid of 6 to 10 key problem people and suffer the payouts" in order to "pull some of the borderline people into line".

What is known is that over the last 12 months a number of senior staff have departed the council, including one of the top three departmental directors - the most senior tier of management below chief executive officer (CEO) David Keenan appointed as part of a major leadership restructure.

Former Director of Infrastructure Services Graham O'Byrne resigned from his role in May of this year, less than eight months after his appointment.

On Monday 20 May 2019 a council spokesman confirmed Mr O'Byrne had resigned, saying "Council would like to thank Mr O'Byrne for his contribution while employed with SDRC, particularly in regards to water and water management during this time of drought, and wish him all the best for the future".

It is understood Mr O'Byrne quit due to frustration with the workplace culture and internal decision-making processes.

Comment was sought from Mr O'Byrne at the time but he did not respond, with former staff understood to be prevented from commenting to the media due to confidentiality conditions related to exit agreements. freetimes.com.au

NEWS Mr O'Byrne was replaced in the Director of Infrastructure Services role by Seren McKenzie, who was previously Manager of Water Services.

Other senior roles vacant in recent months included •฀Commercial฀Services฀Coordinator •฀Governance,฀Risk฀and฀Land฀ Coordinator •฀Maintenance฀Principal฀Engineer •฀Engineering฀Technical฀Officer •฀Treatment฀Plant฀Network฀Coordinator •฀Economic฀Development฀Coordinator The Free Times recently asked the council for an update on recruitment for these and other roles but a spokeswoman said the council "does not provide commentary on recruitment processes".

Another significant development in recent months was the finalisation of a long-running industrial dispute between the council and unions representing its 'indoor' or 'Stream A' white collar employees over their nine-day fortnight working condition.

In late August of this year the Queensland Industrial Relations Commission (QIRC) ruled against an attempt by the council to scrap the nineThe฀following฀are฀excerpts฀taken฀from฀ the฀OnTalent฀'Labour฀Force฀Strategy'฀ dated฀July฀2018฀...฀ "OnTalent฀assess฀that฀while฀ there฀are฀challenges฀in฀terms฀of฀an฀ ageing฀workforce฀and฀the฀difficulty฀of฀ attracting฀skilled฀talent฀to฀a฀regional฀ location,฀the฀effectiveness฀of฀the฀ labour฀force฀at฀SDRC฀is฀impacted฀ by฀a฀deteriorating฀staff฀culture฀and฀ lack฀of฀clear฀goals฀and฀performance฀ measures.฀It฀is฀difficult฀to฀identify฀ skill฀shortages฀in฀an฀environment฀ where฀there฀are฀no฀clear฀measures฀of฀ performance฀or฀contribution.

"A฀major฀impediment฀to฀the฀ effective฀workings฀of฀the฀organisation฀ is฀the฀Stanthorpe/Warwick฀divide.฀ There฀is฀a฀schism฀that฀separates฀the฀ culture,฀relationships฀and฀working฀ effectiveness฀of฀the฀two฀locations,฀ primarily฀from฀Stanthorpe฀who฀see฀ themselves฀as฀the฀undervalued฀part฀of฀ the฀organisation.

"There฀are฀comments฀from฀ Managers฀that฀there฀are฀some฀toxic฀ staff฀in฀the฀organisation฀and฀that฀ to฀improve฀the฀culture฀these฀staff฀ behaviours฀need฀to฀be฀addressed.

"The฀amalgamation฀of฀Warwick฀and฀ Stanthorpe฀Councils฀has฀created฀some฀ challenges฀that฀are฀still฀evident.

"The฀ability฀to฀attract฀suitably฀ qualified฀staff฀for฀the฀needs฀of฀the฀ council฀and฀the฀community฀now฀and฀ into฀the฀future฀is฀exacerbated฀by฀ the฀ageing฀workforce.฀The฀lack฀of฀ young฀people฀available฀in฀the฀labour฀ market฀is฀due฀in฀part฀to฀the฀general฀ ageing฀population฀trend,฀attractive฀ opportunities฀in฀cities,฀and฀other฀ factors฀such฀as฀outwards฀migration.

"As฀the฀workforce฀continues฀to฀ age฀the฀organisation฀needs฀to฀look฀at฀ alternative฀methods฀of฀work฀such฀as฀ flexible฀working฀arrangements,฀more฀ part฀time฀work,฀transition฀to฀retirement฀ strategies฀and฀automation฀of฀tasks฀...฀฀ there฀may฀be฀increased฀use฀of฀contract฀ workers,฀consultants,฀specialists,฀ outsourced฀models฀etc.฀Some฀ external฀expertise฀can฀be฀accessed฀ economically฀by฀engaging฀expert฀ companies฀or฀individuals฀on฀retainers฀ where฀they฀are฀not฀full-time฀employees฀ but฀provide฀the฀expertise฀when฀needed฀ freetimes.com.au

day fortnight condition, ending the dispute which began in early 2018 and which delayed the signing off of a new enterprise agreement for those employees.

The council had argued that the nine-day fortnight arrangement was unproductive and its removal would save ratepayers money, but the QIRC disagreed and was highly critical of the council's arguments, stating that in his affidavits CEO David Keenan was "unable to provide evidence of complaints he said he had received from community members and councillors due to the operation of the nine-day fortnight".

The QIRC full bench also stated that "the financial circumstances of the Council are not dire" and that there was "no cogent evidence before the Commission to suggest that the implementation of a 19-day month for Stream A employees would have any beneficial effect so as to significantly improve the financial circumstances of the Council".

Uncertainty over the future of the nineday fortnight condition was raised by staff through the OnTalent surveys as a factor affecting workplace morale in 2018. ● for฀a฀fixed฀contract฀cost฀per฀day,฀week,฀ month฀or฀annum.

"A฀further฀significant฀challenge฀ also฀relates฀to฀the฀current฀culture.฀ Focus฀groups฀held฀with฀staff฀indicate฀ a฀deteriorating฀culture฀which฀has฀ and฀will฀impact฀negatively฀on฀the฀ performance฀and฀effectiveness฀of฀the฀ workforce฀unless฀there฀are฀intervention฀ strategies฀introduced.

"Whilst฀it฀is฀a฀comprehensive฀ Operational฀Plan,฀many฀of฀the฀key฀ outcomes฀do฀not฀define฀measurable฀ tangible฀outcomes฀...฀many฀of฀the฀ Actions฀identified฀under฀the฀Key฀ Outcomes฀heading฀are฀vague.

"Many฀staff฀have฀formed฀the฀ view฀that฀it฀is฀Management฀that฀is฀ purposely฀delaying฀the฀EBA฀so฀as฀ to฀not฀have฀to฀pass฀on฀any฀increase฀ in฀pays฀and฀also฀that฀Management฀ is฀trying฀to฀reduce฀staff฀benefits.฀It฀ would฀be฀helpful฀to฀have฀the฀EBA฀ finalised฀so฀that฀Management฀can฀ then฀communicate฀clearly฀whatever฀the฀ changes฀are.฀ "Many฀employees฀expressed฀ discontent฀about฀a฀number฀of฀ documents฀they฀have฀needed฀to฀sign฀ about฀workplace฀rules฀which฀they฀state฀ leaves฀them฀feeling฀untrusted.฀ "The฀current฀staff฀performance฀ review฀system฀is฀providing฀little฀to฀no฀ value฀for฀the฀organisation.฀ "Employees฀at฀Stanthorpe฀were฀ very฀vocal฀about฀there฀being฀no฀ senior฀leadership฀at฀Stanthorpe฀and฀ advised฀that฀their฀managers฀were฀often฀ uncontactable,฀and฀they฀felt฀they฀were฀ on฀their฀own.฀There฀were฀mixed฀reports฀ of฀how฀the฀divide฀is฀described,฀from฀ "horrendous"฀to฀"it's฀getting฀better".฀ "There฀were฀many฀reports฀of฀leaders฀ turning฀a฀blind฀eye฀to฀poor฀employee฀ performance฀due฀to฀being฀scared฀of฀ how฀they฀might฀be฀treated฀for฀taking฀ action.฀Likewise,฀a฀reluctance฀to฀praise฀ good฀performance฀for฀a฀fear฀that฀other฀ employees฀may฀get฀upset฀by฀someone฀ else฀getting฀recognition.฀There฀were฀ also฀reports฀that฀problem฀employees฀ are฀moved฀around฀the฀organisation฀ rather฀than฀being฀dealt฀with,฀with฀some฀ of฀these฀employees฀being฀described฀as฀ "toxic฀to฀the฀organisation".฀ "Some฀of฀the฀issues฀mentioned฀

The฀OnTalent฀reports฀were฀provided฀to฀the฀Free฀Times฀by฀an฀anonymous฀source.฀ frequently฀by฀staff฀that฀have฀a฀negative฀ impact฀on฀culture฀include฀-฀ •฀Staff฀seen฀as฀"liabilities" •฀No฀recognition •฀Lack฀of฀feeling฀valued •฀No฀distinction฀between฀good฀ performers฀and฀poor •฀Ceasing฀of฀sausage฀sizzles •฀Infrequent฀tool฀box฀meetings฀-฀and฀ poor฀communication •฀Perception฀of฀lack฀of฀sharing฀ resources฀between฀the฀regions •฀Poor฀management •฀No฀senior฀leadership฀based฀in฀ Stanthorpe "A฀blanket฀approach฀commonly฀ being฀used฀by฀leaders฀to฀address฀ individual฀employee฀issues฀ie฀rather฀ than฀addressing฀the฀issue฀with฀the฀ individual฀there฀would฀be฀an฀email฀ sent฀out฀to฀the฀whole฀team/division/ organisation."

'COMPLEX PROCESSES ... '

The฀following฀comments฀were฀ attributed฀to฀a฀senior฀council฀manager฀ under฀a฀question฀heading฀which฀read,฀ "If฀you฀could฀change฀one฀thing฀at฀ SDRC฀what฀would฀it฀be?"

•฀The฀perception฀that฀the฀organisation฀ operates฀for฀staff฀and฀not฀the฀ opposite •฀Culture •฀Sense฀of฀entitlement •฀Unwillingness฀to฀accept฀change •฀Managers/supervisors฀making฀ decisions฀and฀accepting฀ responsibility฀for฀those฀decisions •฀Performance฀management •฀Encourage฀departments฀to฀ communicate฀more฀effectively฀with฀ their฀staff •฀Remove฀under฀performing฀and฀ trouble฀making฀staff,฀as฀we฀waste฀ considerable฀time฀on฀these฀people •฀An฀absence฀for฀an฀extended฀period฀ of฀time฀of฀2฀out฀of฀3฀managers.฀ Specifically฀no฀Planning฀and฀ Development฀Manager฀for฀in฀excess฀ of฀1฀year.฀The฀Environmental฀ Services฀Manager฀position฀has฀ not฀been฀filled฀in฀6฀months฀and฀is฀ currently฀filled฀through฀an฀external฀ recruitment฀firm฀under฀a฀short-term฀ placement.฀Hopefully฀the฀restructure฀ will฀address฀this฀issue.฀

•฀Our฀processes฀are฀too฀complex฀ and฀constrained฀and฀these฀people฀ are฀too฀cunning฀and฀avoid฀being฀ dismissed.฀This฀is฀not฀a฀criticism฀ about฀the฀processes,฀as฀we฀need฀ correct฀due฀process฀and฀to฀have฀a฀ fair฀and฀reasonable฀system฀for฀all฀ other฀staff.฀But฀we฀should฀simply฀get฀ rid฀of฀6฀to฀10฀key฀problem฀people฀ that฀are฀creating฀significant฀problems฀ throughout฀the฀organisation฀and฀ suffer฀the฀payouts.฀This฀action฀might฀ pull฀some฀of฀the฀borderline฀people฀ into฀line฀and฀would฀allow฀the฀vast฀ majority฀of฀our฀hard฀working฀staff฀to฀ get฀on฀with฀their฀jobs.฀If฀we฀do฀not฀ rid฀the฀organisation฀of฀these฀trouble฀ makers,฀it฀will฀be฀very฀difficult฀to฀ improve฀our฀culture."฀

‘MORE THE MERRIER’ FOR PARADE The Southern Downs Regional Council says after a couple of "very successful years, each seeing more and more entrants take part in Warwick's favourite annual parade, the time has come to take the Warwick Rodeo Street Parade to the next level".

Councillor for Economic Development, Regional Promotion, and Tourism Rod Kelly said this year "sees major sponsor John Dee re-join the party, as well as Bunnings Warwick who are coming on board with awesome vouchers and incentives for entrants in 2019".

"The aim behind this year's parade is to regain the creativity and imagination of bygone days," Cr Kelly said.

"The parade is a long held tradition of the Warwick Rodeo and something that every member of our community can enjoy and we want to encourage and support as much creativity in entrants as possible.

"This year's parade sponsors have provided some excellent incentives for entrants.

"There has already been great interest in the parade by participants, but this truly is a case of 'The more, the merrier'.

PRIME LAMB CARCASS RESULTS

BY JEREMY SOLLARS Lamb producers from both the local region and from further afield did well at the 2019 Warwick Show and Rodeo Society Prime Lamb Carcass Competition.

Lambs were processed at Carey Brothers Yangan abattoir who provided their services free of charge, as was transport by Frasers Livestock Transport.

'Hook' judge Greg Carey was impressed by the overall quality of the dressed lambs, with the highest dressing percentage of 62.5% achieved by G & C Young.

The Competition has been running for more than 35 years and is one of the premier events of its kind in Australia, with Warwick the only remaining sheep selling centre in Queensland. The Competition provides a great opportunity for producers to learn more about the 'trade' specifications for lambs required by domestic butchers, and to compare notes over the finer points of feeding and genetics. ●

SWINE FLU CREATES CHINA OPENING In September African Swine Fever (ASF) extended its reach to the Philippines, Korea and most disturbingly to Australian borders at Timor Leste, according to export analysts Mecardo.

Mecardo says additionally, official Chinese acknowledgment has surfaced regarding the scale of the impact on the Chinese pork industry. After the seasonal winter lull, sheepmeat exports from Australia to China have surged again as consumers scramble to fill a growing protein gap.

The first five months of 2019 saw significant growth in lamb consignments from Australia to China, peaking at 7,414 tonne swt in May. High prices for lamb and the winter lull in supply saw Chinese demand ease somewhat, although levels remained well above the normal seasonal range.

September saw a renewed surge in lamb export flows which took the monthly total

to 6,141 tonnes swt. Year to date, the average monthly flow of lamb from Australia to China is trending 63% higher than the fiveyear average.

The jump in mutton flows from Australia to China were even more impressive over the September period, lifting 208% from the seasonal low posted for July. Year to date average monthly mutton exports are running 108% above the five-year average.

Combined, the flow of mutton and lamb to China this season is nearly at 100,000 tonne swt and represents 30% of our total export flows of sheepmeat this season. However, if we remain on current trajectories could see it reach to around 145,000 - 150,000 tonnes by the end of 2019.

WHAT DOES THIS MEAN? · China has recently acknowledged that ASF has impacted their breeding herd with numbers down by around 35% this year. If their current infection and cull rate remains in place, they could see up to

200 million head of pigs taken out of their production system by the end of 2019.

This would equate to a 40% loss in annual production, creating a protein deficit of up to 20 million tonne cwt. · Just for perspective, Australia's annual production of beef is 2 million tonnes and

our combined sheepmeat production is around 0.7 million tonnes, on a carcass weight basis. With no vaccine, ASF isn't going to go away in a hurry from the Asian region. The disease will impact the global demand for protein for years to come. ●

SELF-SERVICE The Southern Downs Regional Council says using our libraries is "as easy as scan and go", with new self-serve loan kiosks officially unveiled at Southern Downs Libraries last week in Warwick, Stanthorpe and Allora.

A council spokeswoman said the recently-installed stations use "radio frequency identification technology and will make it easier and quicker for library users to borrow and manage their loans".

Deputy Mayor Jo McNally and Councillor Marika McNichol attended demonstrations of the new facility upgrades in Warwick and Stanthorpe respectively.

Cr McNally reviewed the new kiosks at the Warwick library and said the libraries "are an important hub for our communities and play an important role in building the region's culture and identity".

"The new upgrades will allow multiple items to be scanned at once which will speed up the loan and return process," Cr McNally said.

"The upgrades will also free up library staff to assist with other customer enquiries and provide more proactive customer service to the community.

COUNTRY SCHOOL PLANS BIG 150TH Historic Freestone State School turns a proud 150 years old next year and a big day of celebrations is planned for Saturday 1 August 2020.

The small country school with a big heart just north of Warwick is putting out the call to former students from far and wide to come along on the big day and join in the host of activities planned for both young and 'young at heart'.

In particular, the organising committee is keen to track down the oldest living former student of Freestone State School - wherever they might be - to be specially honoured on the day.

Freestone State School has welcomed generations of families from the local district and further afield since 1870 and was one of the first schools established on the Darling Downs.

The picturesque Freestone district set in the foothills of the Great Dividing Range has been well-known down through the years for its dairy and cropping farms, and today Freestone State School carries on a proud tradition of country schooling, with the district becoming home to newer residents as well as long-time local families.

Freestone State School P&C spokesperson Karen Mauch said the school community is excited about celebrating the 150th anniversary milestone on Saturday 1 August 2020.

GET FLORAL AND FESTIVE FOR RODEO Over the last two weeks we have had the annual garden competition and a big thank you to those who entered despite the harsh conditions. As you read this the annual Spring Flower Show will be on in St Mary's Hall.

The next item on the agenda will be the Floral Window Competition to be judged on the 25th October and on display over the Rodeo and Campdraft weekend.

There are 10 categories and even one that allows for the use of artificial flowers.

Foyers, waiting rooms, interiors, as well as windows, all have their place. There is a category for schools and kindergartens and I know one school regularly enters using a main street business' window.

Some other businesses that don't want to enter may be happy to allow the use of their window for display - call in and ask.

Judging in all classes is on design, colour, impact, condition of materials and overall effect.

This is open to all business houses and entry is free. Entry forms are available from Bryson's, so pick one up, read the details, get your thinking caps on, tap into your creative side and let's get some interesting displays happening!

What a great way to promote your business to the many visitors in our town during rodeo weekend!

As I write this we have had a few showers and some amazing hail storms in the area.

I guess the little we have had will keep the garden alive a while longer but I won't be taking the plastic from my vegetable garden

Condamine Accountants was among businesses taking out the honours in the 2018 Floral Window Competition. any time soon! That will have to wait until there is water in the dam and restrictions have been lifted.

Something permanent needs to be done about the water situation in this country.

I do so miss growing things, having fresh vegetables to use and give away and seeing green grass - it is so therapeutic and good for mental health.

Because it has not been politically expedient for the last very many years the supply of water for the population, both domestic and farming, via dams has not been kept pace with the increased population and demand. Food production in this country is really feeling it and this has transposed into higher prices on the shelves of supermarkets.

and while it seems like a little bit of trivia and fun it is actually very serious. Indonesia has for a very long time sourced the wheat to make their noodles from Australia.

Indonesians eat a LOT of noodles. They are a big part of the staple diet of that country. At present there is a shortage of the preferred variety of wheat from Australia and consequently they are having to buy from other areas, namely Europe.

This is a very different type of wheat and is making the noodles much darker in colour and the Indonesians do not like it! Japan is in a similar position with texture being the requirement there.

The lack of water for agriculture in Australia is not only affecting things domestically here it is affecting domestic situations in other countries. Who knows

how long it will take to regain the export trade to those countries once the drought breaks and we again have product to supply?

Water is a very basic requirement for all aspects of life. Infrastructure, by way of increased water supply, has got to be a priority for those governing this great country.

My garden was looking surprisingly alive when I arrived home from 6 weeks away.

The volunteers had all poked their heads up and flowered and there were still a number of lovely red peony poppies flowering. The hippeastrums are almost finished but must have looked nice a week or so earlier. Sweet Alice had been flourishing but is about finished. Now, with the recent showers, there will be a new crop covering the ground in about 6 weeks combining with the vincas that are coming up.

I was delighted to find that the snail plant that I am sentimentally attached too, has survived. An old and very dear friend grew it from seed and I have been carting it from place to place for at least 10 years in her memory. I am thrilled that once again it will put on a great display covering a portion of my back fence. The black muscat grape vine has also survived and a petrea volubilis (sandpaper vine) is shooting. A pale pink clematis is covered with flowers and assorted lilies are poking their heads up in the pots down the side of the house.

Looking forward to seeing many entries in the window competition this year to brighten our business area and continuing to pray for rain to ease this drought. ●

NO COMPLAINTS ABOUT THE RAIN...

While we were all dancing in the rain last weekend that unusual stuff that fell from the sky did have a big impact on sport across the Southern Downs, although I didn't hear anyone complaining.

The opening round of the Stanthorpe Cricket Association fixtures was cancelled.

Seems if nothing else can break the drought the emergence of players on the CF White Oval with bat in hand or a little red ball can bring on rain.

Cricket fixtures in the Condy Cup in Warwick were also impacted and round 3 will be rescheduled with dates to be advised.

Back in Stanthorpe the annual Heritage Bank "Pink Golf Day" which raises funds for breast cancer research was postponed due to the conditions.

If memory serves me correctly this is not the first time rain has had an impact on that particular event, so perhaps the cricketers and golfers should get their heads together and see what else they can do to assist in breaking the drought or at least encouraging a little relief.

Organisers of the Warwick Cup Race meeting at Allman Park were torn. Delighted the district was getting rain but praying it would not cause the cancellation of the Cup meeting. The weather and racing gods were on their side and while the track was declared a heavy seven the races went ahead without incident. Great news all round.

- Casey RAIN TOPS OFF PREPARATIONS President of the Stanthorpe Jockey Club Chips Brunckhorst and his Committee couldn't wipe the smiles off their faces on Sunday morning after Armstrong Park received 34 mls of rain from Friday night to Sunday morning.

The rain means the track will be in top order for the club's signature event the Stanthorpe Cup this weekend.

Brunckhorst said the committee was very excited about the prospects of the meeting held on Caulfield Cup / Everest H'cap day.

"This is the biggest turn out we have ever had to a pre race working bee." Chips said as the team worked on the final touches to the new extension, a covered betting ring area for punters and bookmakers.

Booking numbers have been building steadily over the past few weeks for reserved seating in the Marquee and also for lunches.

Ballandean Estate will again be on hand providing their award winning wines.

Fashions on the Fields is sure to be popular as ever and retail outlets in Stanthorpe report plenty of interest from those looking for an outfit with that winning edge.

Secretary Jill Brunckhorst said when nominations closed at noon on Tuesday that there had been excellent support from owners and trainers for the five race programme.

12 runners have nominated for the Cup and heading the contenders looks to be locally owned galloper Mail Escort from The Tony Sears stable in Toowoomba.

Mail Edge is owned by Gaye and John Harvey of Cottonvale. The couple are great supporters of the Stanthorpe Jockey Club meeting and despite having success in other races over the years a win in the Stanthorpe Cup has proven elusive.

This year they hope to change that with Mail Edge who on paper looks likely to start a short priced favourite. He comes into the race with good form at Eagle Farm, 22 SOUTHERN FREE TIMES

While Mail Edge comes into the race with good form he will be stepping up to the Cup distance this preparation but is a previous winner over 1400metres. The tricky Stanthorpe track may be the only thing standing in the way of a win.

Sears has also nominated Jazzy's Angel in the Benchmark 55 H'cap. The three year old filly will be returning from a spell but will be one to watch if she makes the trip to Stanthorpe.

Free buses will be running from the Country Club Hotel to the course from 10.00amfor those dedicated punters wishing to have a bet in the early southern events.

Buses will be on hand to return punters to town after the last or later in the evening for those stayers who wish to kick on and enjoy the post race entertainment.

Players revelled in showers of rain for the first three holes and then enjoyed pleasant conditions for the remainders of the round with the popular topic of conversation leaning not towards how they were all playing more to "How much rain did you get?"

When it came to scoring it was the team of Mark Hendry and Rino Piovesan who headed the rankings at the end of play retuning a winning score of 45 to take the bikkies. Not far were the second placed pairing of Brendan Barker and Greg Fraser who finished one shot back on 44 points.

Pin shots went to Len Leigh at three and Keith Jones at 12. Nikki Waterworth held ladies' approach at 12 and Lyn Ludlow had best approach at 17.

Pro-pins went the way of Kev Rowling at 1/10; Mark Hendry at 5/14 and Matt Waterworth at 9/18.

Batterham and Scott Constable with 43 points and Rod Werner and Kev Rowling with 41 points.

The schedule for players who are not planning on attending the Stanthorpe races this weekend is a single Stableford competition. The round will be sponsored

Tee off is from 11.30am and there is a time sheet on the board. Players are advised not to be alarmed by the green stuff appearing on the fairways - it will just be the return of a few blades of grass - enjoy.

ARE YOU SET FOR THE OPEN A reminder to all golfers that the Stanthorpe Golf Club's Open weekend is just around the corner. It is set down for the weekend of October 26 and 27 and is sure to be two great days of golf.

At present there are still spots available for the 4BBB medley event on Saturday but if you are intending to play best get in quick.

The card is full for Sunday's single events (men - Stroke; ladies - Stableford) however names are being taken as reserves and will enter the field if a vacancy arises - first in gets the best option.

The weekend is open to any golfers from visiting club's who have an official AGU handicap.

So don't delay a minute longer get your nomination in now before it's too late.

LEOTTA SPARKLES AT SPORTERS Sporters hit the course on Sunday morning in beautiful conditions with the course and surrounds sparkling after the rain.

Casey Leotta was also in sparkling form claiming the win and recording the Best Gross score of the round. He also grabbed one of the two meat trays on offer to nicely cap off a winning morning and leaving not a great deal for anyone else.

Sunday's runner up Paul Armstrong is always thereabouts at the finish. Leotta left the Pin shots for Norm Steele at 12 and Paul Byrnes at 17. There were No Takers for the Pro Pin. Paul Byrnes also picked up the remaining Meat Tray.

Of course Sporters tee off again next Sunday between 7.30-8.30am and as always visitors or first timers are made very welcome.

GRAYSON TAKES THE LEAD IN TANNY CLASSIC There was another good role up of players for Round Two of the Tanny Spring Classic with players chasing those all important points.

The team of Maddy Grayson, Hamish and Pete Brosnan lined up for the maximum points in round two. They scored a 14-7 win over their opponents Abby Petersen, Shaggs O'Mara and Bazza Frame claiming a win; bragging rights and the points as Maddy Grayson swept to the top of the leader board with 10 points.

Kyle Ragh, Wayne Frank and Bretto had an 11-6 win over Little Raghy, Nick Lane and Jessie Wallace and claimed the points for runner's up.

In other games Damo, Steph and Stu defeated Maddy Weier, Brody Weier and Lochy Boal16- 11.

Lewis Taylor, Wayno and Fritzy played a tight game against Bubba, Pricey and Clayton. Eventually taking an 8-6 win.

There was only one point between the team of Benny Gross, Jacko Grayson and Mick Weier who played Ashton Costello, Krystal Petersen and Cozzie. The finals score 9-8. freetimes.com.au

The Pool comps have proved a popular addition to Friday nights at Tanny. At the completion of bowls, Bubba and Hamish knocked the ole pool shark, Stu off his mantle when they won the prize. Winners of the Kelly pool comp were Fritzy and Tristan.

A reminder that today - Thursday 17/10/19 - the club is holding the monthly triples competition sponsored by the Thompson Family. Get along to Tanny Bowls Club and get your team in with Tuck if you haven't already. It is sure to be a good day of bowls.

On Friday night the fun and intrigue continues with round three of the Tanny Classic to be decided. Will there be changes on the leaderboard? It's a popular night of fun night of bowls so enjoy the atmosphere and a great meal.

TUNBRIDGES BACK IN THE SWING Peter and Jenny Tunbridge made a welcome return to the court for the Association Croquet games last week and both were quickly back into the swing of things. Jenny was in particularly good form as she took on the pairing of Peter and Heather Widderick.

In this game Jenny made a couple of breaks of two hoops in a row setting up a 26-13 win.

Sharyn Roser partnered Carol Verwey in a game against Andrea Denkewitz and Effey Russell. Roser also looked in good touch as she recorded a 'peel' and a break of three hoops in a row. Verwey also made some good long roquets. In a tight game Denkewitz had a break of two hoops however the game was won by Roser and Verwey 18-15.

NEWCOMER PLAYS WELL The Golf Croquet group welcomed another newcomer to their ranks this week. With many players currently away Numbers are down due to players being away. Welcome again umbers were down but games were competitive.

Newcomer Janet Raub played very well in her maiden outing against Kathy Hopgood and Di Wren. She scored three hoops including a hole in one but it was not enough for victory. Hopgood (4) and Wren (3) proving a little too strong. In the final game Raub paired with Hopgood to score a 6-4 win over Di Wren. In this game Raub scored for the six winning points.

STRATEIC WIN Bill Golding and Peter Tunbridge engaged in some lengthy conversations around what strategies were needed to defeat Andrea Denkewitz during last week's Ricchoet Croquet games. In a tough game that went to the wire all three had one run of two hoops in succession however the team strategy meetings paid dividends in the end as Golding and Tunbridge won 24-20.

Carol Verwey played very well when she took on the pairing of Val Fancourt and Sharyn Roser. Verwey scored a run of three with some very accurate long shots and pegged out with 26 total. Her opponents who were not playing to tier usual standard did claw back a few hoops towards the end of the game for a total score of 20m however the result was really never in doubt.

WET UNDER FOOT NOW WORRIES FOR ROSIE POSIE All eyes were on the skies on Saturday morning as the final touches were made for the Warwick Cup meeting at Allman Park.

The weather gods smiled on organisers and despite a heavy shower at 11.00am which saw the track downgraded to a heavy eight the meeting went ahead.

No one was more pleased with that outcome than visiting Toowoomba trainer Max Kropp and jockey Gary Geran. Kropp and Geran combined to win both the main races on the eight race card; the Warwick Credit Union Warwick Cup and Fraser's Transport Newmarket.

Most females at the races aren't too happy if it's damp under foot but Warwick Cup winner Rosie Posie who came into the race with good form did not mind one bit.

At her last start she finished a tidy fifth in good company at Eagle Farm. Prior to her Brisbane run she was placed second in the Dalby Cup and was impressive when she won the Vietnam Vets Cup at Kilcoy.

Trainer Max Kropp said after the race while the mare did not mind the wet track her biggest advantage was her ability to keep going saying she never gives up.

Owners Michael and Valerie Kelly who also bred the mare were extremely excited following the win pointing out the mare who has a rich pedigree is out of a previous Warwick Cup winner Monaleah.

The striking grey mare was well ridden

by Geran who allowed her to settle back in the field and draw herself into the race. At the 600metre mark she ranged up behind the leaders and Geran still had her under a tight hold. In the straight as the field headed for better going Geran who had a lap full of horse swept the mare to the lead and

the win was never in doubt. Early leader Give Us a Cuddle did a good job to hang on for second place ahead of endless days.

Race favourite Realing finished fourth.

Rosie Posie who started at $3.80 sealed a double for her trainer and jockey Gary Geran after they paired to win the Lightning Handicap with Super Suave. The race was delayed when Rubel refused to load at the barrier and was a late scratching. The interruption had no effect on Super Suave.

The well bred High Chapparal six year old was having his first start since June. After beginning well Geran took a sit on the gelding and allowed the leaders to cut at each other. Geran made his move coming to the home turn pushing out around the leaders. With the field spread right across the track Super Suave ($8) swept to the lead and under hard riding held off late challenges from Abb Roy and the Colpo Di Tamburo. The official winning margin just a short half head.

WARWICK CUP DAY RESULTS The eight race programme opened with the Gross Wholesale Meats QTIS Three Year old Maiden Handicap. Eagle Farm visitor Rebel Rock having only his second race start got favourite punters off to a great start with an easy win. He was well tried by punters and started $2.70 favourite and after a solid win this might be one for the black book.

Punters got behind the second winner, the Michael Nolan trained American Crown who started $2.10 favourite after opening at $4.

The well backed favourite looked a class above the field as he raced away to a clear win.

Bookmakers got their revenge in the third event went rank outsider Whistlin' Arrow broke through for his maiden win.

Starting at $26 jockey Stephanie Lacy allowed the Gatton trained three year old to come to the centre of the track in the straight and despite running about a little easily held off the favourite Sonic Bloom ($3.40 fav) and Divine Miss Boom ($3.90).

Honours in the fourth event a Class 1 over the 1100 metre journey went to Mister Ward ($4.40) who followed the winning pattern of racing when he swooped down the outside to run down Inkblot and early leader Princely Sum. Following the running of race four stewards upgraded the track from a heavy eight to a soft seven.

In race six the Hire Solutions Class 1 (1100metres) Harry's Star ($4.40) under hard riding from Alannah Fancourt held off favourite Eskdale Girl ridden by Ron Goltz.

The margin just a half head.

Ipswich trained Casino Gold ($13) spotted the front runners many lengths in the early stage of the race. Jockey Wayne O'Connell secured a dream inside run from the 1000metre mark to the home turn and straightened up in the lead. Favourite Fast Ali lunged late but the leader proved too strong to get the nod in the last.

We have reduced the subscription for 2020 from $90 to$70 to make it a little easier for retirees to play bowls.

The Club Selected Triples will start on Saturday 19th and there are no byes so everyone is called up, let Brian know on 46617379 if you can't play. The Club Selected Fours is still open for nominations.

There was no bowls on Saturday but the 16mm of rain we measured over the weekend will do the green a bit of good.

Looking ahead we have the start of the C/S Triples and Social on Saturday 19th. KFC on Wednesday the 23rd and C/S Triples and Social on Saturday 26th.

The District Super Veterans had a great day last Thursday with a good turnout. Experience shone through with some super bowls played.

After some welcome rain, Saturday morning saw Grasshopper Hemmings rolling the green in time for the Butcher Birds visit. It was lucky for him that we had morning tea organised for them, so he didn't get pecked to pieces when the bus load of eager competitors arrived. The rain held off as we played 18 enjoyable ends followed by lunch. A great time was had by all judging by the laughter, with prizes galore drawn out for the players, as well as heaps prizes for the raffles.
