Gumtree grope?

By Cam Lucadou-Wells A 76-year-old Dandenong man is fighting charges that he molested a 19-year-old Gumtree customer in his home garage.

The man, who wore dark glasses and was assisted by a Russian interpreter, pleaded not guilty to indecent assault in a contest-mention hearing at Dandenong Magistrates’ Court on 2 July.

Star News has chosen not to name the accused at this stage.

According to the prosecution, the victim had organised to buy a lawn mower and whipper-snipper from the accused via the onlinetrading post Gumtree on 7 November.

The man invited her into the garage, sat down at a table and they chatted amicably over a smoke.

Later she loaded the gear into her car, and the man - saying he was a former panel beater - bumped out a dent in her car door.

He then asked: “Do you want a cigarette before you go?”

The victim sat down in the same chair in the garage. From behind, the man allegedly kissed her neck and cheek, and groped her repeatedly.

According to the police summary, he ignored her objections, telling her over and over: “You’re so beautiful”.

“We’re going to be good friends.”

As she left, he allegedly insisted on giving her a box of cigarettes, telling her it was because they were “really good friends”.

The victim stopped her car down the end of the street, and rang her sister, police prosecutor Leading Senior Constable Glenn Horman told the court.

“I’m shaking, I can’t drive. I can’t believe what just happened,” she allegedly told her sister.

Her sister met her at the car and drove her to Dandenong police station to report the incident.

On 11 November, the victim rang the accused from Victoria Police’s MDC in Dandenong. The call was recorded by police.

He allegedly admitted that he could remember touching the victim’s breasts. “Yes, yes, yes,” he replied, according to the police summary.

He denied her assertion that she had asked him to stop, the court heard.

“Pardon?” he said. “No, no.”

“And I told you I had a boyfriend?”

“Yeah.”

“I just wanted you to know it really made me uncomfortable and made me scared.”

“Yeah.”

“I really didn’t like it. The next time someone says stop, they don’t like it, you should stop.”

“Yeah.”

According to police, she asked him to apologise.

“Yeah, it’s OK, it’s OK,” he said. “You’ve got a problem with the machine?”

In a police interview, he allegedly admitted selling the equipment to the victim but denied the indecent assault.

“She just bait me for something,” he told police.

“Maybe she’s not happy with what she bought. I’ve got no reason to touch any women.”

The court heard that he denied making admissions during the recorded phone call.

“What, am I going to say yes to the thing I hadn’t done?,” he allegedly told the police interview.

“Maybe for something else I said ‘Yes’.”

There was no forensic evidence to prove the man had kissed the victim, the court heard.

The man’s lawyer told the court that his client had a “myriad” of health issues but was well enough to give instructions.

Magistrate Julie O’Donnell asked the defence if the man would continue to contest the matter, given the “overwhelmingly strong” prosecution case.

The contest hearing is scheduled for Dandenong Magistrates’ Court in October.

Freedom ends with affray

By Cam Lucadou-Wells A 17-year-old boy’s promising parole period abruptly ended after he was involved in an affray outside Dandenong library.

The male victim, who was known to the accused, was attacked about 4.30pm on Wednesday 19 June, a children’s court heard.

Six weeks beforehand, the teen had been released on parole as part of a 12-month custodial sentence for “violent offending”.

A defence lawyer argued that the youth had been provoked by the victim’s racial taunting - though that was no excuse for the violence.

Born in a Kenyan refugee camp, he’d experienced a great deal of racism since arriving in Australia at a young age. At one stage he’d moved schools due to the abuse.

The lawyer said the teen had been doing “incredibly well” on parole, keenly engaging with support agencies such as employment, and drug and alcohol counselling.

“He wants to make this change and he is working towards it.

“He’s still very young and still influenced by people.”

His lawyer sought a deferred sentence on strict bail, including a curfew and a ban on meeting with certain peers.

His downfall was anger control and being swayed by “peer group” pressure, the lawyer argued.

“These situations have often occurred when influenced by peers of similar background to him.”

A youth mentoring agency gave a glowing

report about the teen’s excellent attendance and attitude. “(He) hasn’t presented any behavioural difficulties,” the agency’s manager told the court.

“It would not be unreasonable to describe him as the best performing pupil in the class.”

The teen had shown potential leadership during employment skills training, he said.

He was on track for being recommended to employers in the construction industry.

The magistrate noted the boy’s contradictions, not least his “serious prior matters”.

He’d been reportedly polite and considerate in custody, yet had also been charged with assaulting a youth custodial worker.

“The difficulty we have is he was not involved in a minor incident or a minor slip-up.

“What you could say is that despite all of the

resources put into him, we’re still seeing him commit these violent acts.

“Six weeks after he’s released on parole for violent offending, he’s back before the court for violent offending.”

The magistrate said despite the boy’s young age, the community needed to be protected from random violence.

“It can’t be mitigated. It’s a serious assault on a gentleman who walked out of the library in the main area of Dandenong.

“Whatever his reason might be for having an issue with this victim, it doesn’t justify this behaviour.”

The boy was sentenced to six months’ in detention for affray.

He will serve three months concurrently with his original 12-month custodial sentence in February.

Probus ladies toast birthday The Dandenong Ladies Probus Club’s 25th year Celebration Lunch was held on the same date it was founded - 6 June - at the Dandenong Club, where members met for the first time and still do today on the first Monday of the month.

Foundation member certificates were presented to June Gorma, Anne Drury and Joy McHugh by club president Sandra Burman, who then asked them to cut the cake.

Tom Torrence, Probus Ambassador for 9820 Region, gave a talk on the early years of the club and then presented the Probus Anniversary 25th certificate to Sandra.

Dandenong is now a multicultural city and the club keeps membership above 60, which shows Probus is a need in the community for friendship activities and a chat - as it did 25 years ago.

Engaging on safety with Neighbourhood Watch team

By Danielle Kutchel Greater Dandenong residents had the opportunity to meet those at the forefront of keeping the community safe at a recent event.

The community safety event, held at Harmony Square on Wednesday 3 July, saw representatives from Crime Stoppers, Neighbourhood Watch Greater Dandenong, Victoria Police and the CFA step out to meet residents and provide information on safety services.

More than 150 people attended the set up.

Jim Davine, acting director community services at the City of Greater Dandenong, said the council had organised the day in conjunction with emergency services and community safety organisations in order to encourage residents to learn more about personal and community safety.

"Very few opportunities exist for the community to engage with the agencies involved in this event, and encouraging that connection

is important to increasing feelings of safety," he said.

According to Mr Davine, the key messages of the day included the importance for the community to report crime and suspicious activity to the police when it occurs and to Crime Stoppers when it was in the past, encouraging participation in Neighbourhood Watch meetings to learn about crime prevention strategies and keep up to date with community safety issues, and learning about common sources of fires in the home and how to manage fire emergencies.

"While recent statistics reveal that crime is decreasing in the municipality, the safety and security of residents and visitors to the City of Greater Dandenong is important to Council," he said.

Dawn Vernon, president of Neighbourhood Watch Greater Dandenong, commented that the day had been useful with many residents interested in learning more about personal and community safety.

IN BRIEF Brawl erupts in Plaza store

Little India traders fearing ‘wipe out’ Little India traders say the iconic retail strip may be "wiped off" under a proposed largescale redevelopment of the Dandenong retail precinct.

The State Government announced on 5 July that a 1.9 hectare site, including the unique Foster Street retail strip, is being put out to market by State Government agency Development Victoria.

The area borders Thomas Street, Cheltenham Road, Halpin Way and Dandenong railway station would become a mixed-use precinct.

It is part of the Revitalising Central Dandenong - an urban renewal project that is 10 years into a 20-year plan.

The Government said that traders will be consulted as part of the project.

Little India traders, however, say they were "in the dark" over the plans. They are calling a meeting for 9 July to consider their situation.

Trader Steve Khan, who owns a cafe, supermarket and hairdresser shop in the precinct, was worried that there was no announced temporary site for businesses during the redevelopment.

"I don't know what we're going to do now.

"The issue is they need to find a place to keep us all together for when the new facility is ready.

"Otherwise in four or five years' time it will

The once-thriving strip hadn't recovered since being paralysed by the early phases of Revitalising Central Dandenong about a decade ago, Mr Khan said.

For several years of works, customers were deterred by the closure of Foster Street and reconfiguration of nearby streets.

Since that time, the precinct has been beautified with street art and signage with a partlyspent $500,000 State grant.

Confederation of Indian Australian Association chair Vasan Srinivasan said Little India would be "destroyed".

"This is going to destroy many lives of Indian traders and those working for those traders.

"What was the use of spending $500,000 to decorate it when Little India is going to be wiped off?

"It was just a sweetener given by (then-Multicultural Affairs Minister) Robin Scott."

According to a State Government statement, guidelines will require the redevelopment to "respect the cultural significance of Little India".

The developer would be required to ensure that "new retail and hospitality spaces incorporate Indian cultural themes".

Dandenong MP Gabrielle Williams said Revitalising Central Dandenong enabled the city to "continue to grow and meet the needs of the community".

"We will work with local businesses and the community every step of the way as we deliver the next phase of this exciting project."

Priority Precincts Minister Gavin Jennings said: "From the centre of Dandenong, the benefits of renewal will resonate throughout this vibrant and fast-developing community and we're proud to be leading such an important initiative."

Greater Dandenong councillor Matthew Kirwan said the announcement was "broadly positive" for the "stalled" Revitalising Central Dandenong project.

He hoped that it did not represent a "fire sale" of the land.

"Development Victoria is putting its foot on the accelerator in a sense.

"My concern is we get a quality response from the market that is good for Dandenong."

Top triumph after Tai Tin-ic battles

By Cam Lucadou-Wells Just three years after taking up the sport, a feisty Lyndhurst family has collected a fist-full of national judo medals.

Will and Priscilla Tai Tin, and children Ethan and Lily, grabbed five medals at the finals at Gold Coast on 8-10 June.

Ethan (under-15s) and Priscilla were crowned national champtions, Lily struck bronze in the under-12s and Will won two silver medals.

Will has also been selected to represent Samoa in the Pacific Games in July 7-20. He withdrew from one of the Gold Coast finals on medical advice to rest an injury ahead of the Games.

“The last couple of weeks have been all about doing the right thing in training, and getting the body in peak condition.”

He paid tribute to the coaches at their home club, the Taketani Judo Academy in Huntingdale. At the recent Gold Coast titles, the club yielded six Australian champions, five silver medals and seven bronze.

“The academy continues to perform,” Will said.

“Our junior teams are the ones to look out for.”

It’s only been three years since Will and Priscilla followed their kids into the sport. Will, who comes from a rugby background, trained instead of working long overtime.

Under the diet and training regimen, he shed a dramatic 50 kilos.

Since then, fighting-good health and better work-life balance have followed.

The family now spends long hours together - on the training mat and preparing for their events.

Training and competing six days a week, the children have similarly high aspirations to represent Australia in the Olympics at some stage.

“It’s a highly competitive sport,” Will says.

“It can be a matter of inches or a split-second between being on the winning end and the losing end.

“It’s something we can share - with our ups and downs.

“We also enjoy the company the judo community brings and the friends we’ve made along the way.”

Ethan Tai Tin was crowned national under 15s judo champion.

Two hospitalised in drunken fight A man has been charged over seriously injuring a drinking buddy during a violent fight at a boarding house in Oswald Street Dandenong.

A verbal stoush turned physical when he allegedly punched the victim to the face about 7.20pm on Tuesday 25 June.

As the victim lay on the ground, his head was stomped. The man then broke a glass bottle on the victim’s head, police say.

The victim was reportedly taken to The Alfred hospital with serious but non-life-threatening lacerations.

Soon afterwards, the man allegedly armed himself with a knife and fought with a resident in Cleeland Street.

The man himself was later hospitalised with a serious finger injury.

He was remanded to appear at Dandenong Magistrates’ Court, charged with intentionally causing injury and weapon offences.

Two children were asleep inside as a burglar broke inside a Keysborough house on Wednesday 4 July.

The unknown offender jemmied open an external garage door at Chi Avenue about 7.50am.

They entered the house through an internal door and stole several items including cash and house keys.

The children aged six and 13 were asleep upstairs.

No one was injured.

A man has been charged with stabbing a “highly intoxicated” victim in a supermarket carpark in Cleeland Street, Dandenong.

Police say the victim and a drunk associate were approached by a stranger walking through the car park about 1.25am on Sunday 30 June.

During a brief exchange, the stranger allegedly slashed the victim’s back with a 30-centimetre carving knife.

The victim was taken to hospital with a “superficial” wound, and soon discharged.

The alleged offender was remanded to appear at Dandenong Magistrates’ Court on assault and intentionally causing injury charges.

A fight between youths has broken out in the aisles of a supermarket in Dandenong Plaza, police say.

Between six and eight males allegedly descended on the Coles store about 6.30pm on Saturday 29 June, sparking a series of triple-0 calls from shocked shoppers.

Police say it’s unknown how many in the group, described as African in appearance, were fighting at the time.

It’s believed the conflict was sparked by a stolen mobile phone.

Using a ‘phone-finding’ app, the victim then tracked their phone to a group of the males in the supermarket, police say.

During the fight, the victim retrieved his phone.

Police arrested a male at the scene. He was charged with theft, affray and assault.

Gerda turns 100 in style Gerda Elisa Paula Laabs marked her 100th birthday this month with family and friends, celebrating a life well lived.

A party at her Endeavour Hills aged care home, View Hills Manor, was attended by the Honorary Consul-General of the Federal Republic of Germany, Michael Pearce, who presented her with a certificate and letter from the German government.

She also received cards and messages from the Queen, the Governor General of Australia, Prime Minister Scott Morrison and her local MP. Born on June 23, 1919 in a rural property in Wilhelmsburg, just outside of Hamburg in Germany, Ms Laabs’ early years were impacted

by World War Two. At the beginning of the World War Two, age 20, she worked as a secretary for a company in Norway that produced Heavy Water, the only woman in an all-male workplace. It was later bombed by the English.

When production ceased she returned to Germany and worked for another company that was based underground near a forest, which manufactured air craft components. It too was subsequently bombed out, but luckily, Ms Laabs had been ill and wasn’t at work that day.

The times being what they were, she had the Gestapo knocking at her door the next day, questioning why she wasn’t at work - they thought that she may have been a spy. Eventually she was allowed to leave and return to her parents in Wilhemsburg.

On the train to Hamburg she spoke to a lady who suggested she become a nurse, so in Hamburg Ms Laabs went directly to the nearest hospital and signed up to be a nurse. Most

of her nursing was spent attending to the troop trains with the wounded soldiers.

When the war ended and the Americans and English occupied Germany, she met an English soldier and subsequently had a child, but the soldier was deployed back home. Later, Ms Laabs discovered he was already married and wanted nothing to do with her or the child, so she raised a son on her own until she met Joachim Friedrich. They married in 1957, came out to Australia and had daughter Cornelia in 1958.

Joachim died in a work place accident in Collins Street in 1960, leaving Ms Laabs on her own again. Thinking it better to return to Germany and have the support of her family, she moved back, but with the threat of Russia on the East she decided to return to Australia in 1962.

Ms Laabs found secretarial work for a building supplies company in Springvale, and bought her own home there, where she met and married Lindsey McRorie. Unfortunately that marriage broke down and again she was left to raise 2 children. Her son passed away some years later.

For many years she was on her own until 1970 when she met Gerhard Deich. The pair married and were together until his passing in 2008.

Now, Ms Laabs has 4 grandchildren and 5 great grandchildren with one more on the way.

She lived in her own home from 1962 to 2018 and loves the sea, swimming and bush walking. A favourite ritual was travelling to Magnetic Island every year for 3 - 4 months and for many years she also travelled back to Germany to visit family and friends.

Our refugee food friends Each weekday, an industrial warehouse in the back blocks of Springvale cheerily echoes with playing children.

Once a leaky storage space for old tyres, the Friends of Refugees base has been softened with plants, play equipment and the bubbling mass of young families and up to 30 children.

"We spent three months cleaning it, just to get rid of the thick dust and that old rubber smell," says Friends of Refugees chief executive Sri Samy.

It's an oasis for the most disadvantaged and destitute in our community.

A whopping 700 kilograms of fresh and dry food is supplied to a stream of desperate asylum seekers and refugees, out of work and cut from any Federal income.

Food is an increasing need, Ms Samy says.

Up to 80 households - and rising - arrive for food each week.

Some are commuting as far away as St Albans and other Western suburbs. "Because people are desperate," Ms Samy says.

It doesn't surprise her to hear of other charities such as Springvale Benevolent Society being swamped by demand.

The underlying reason is the Federal Government cutting hundreds of recipients from its Status Resolution Support Services (SRSS) program.

It has meant that asylum seekers and refugees - assessed as job-ready - are cut from any payments, even before they have found work.

"The Government's policy is hurting people. We could solve this with less money than it costs (the Government's current border protection policy) but that's not their aim.

"Their aim is to score political points."

The charity helps them help themselves. Its mentors run basic English-language and OHS tuition for workplace readiness.

There are also sewing classes and help with resumes, BAS statements and other employment-ready skills.

Several of its 'graduates' have created lawnmowing, fencing, cleaning, sewing and driver tuition businesses.

Others have found work as farm hands, fruit pickers and factory and warehouse hands. dandenong.starcommunity.com.au

Without any government help, the charity supplies furniture, TVs and whitegoods to help families deck out their homes. All donated by private citizens.

In 2013, the charity began from nothing but warm community spirit. Volunteers started hearing of asylum seekers sleeping on the floors of empty houses, and donations of beds, whitegoods, food and furniture poured in.

One of those volunteers Ms Samy started to organize the help, as well as job and training opportunities like a bicycle repair workshop.

While the late Trevor Grant, a journalist, captured the public's attention for the cause with a story on a pregnant asylum seeker sleeping on a bare floor.

"We thought it would be just a few families and then we'd carry on with our lives."

After six years, Ms Samy had hoped to wind down her charity and spend more time with her family after the Federal Election.

Like many, she had expected the Labor party, which had pledged to restore the SRSS payments, to win.

Now the former architect is steeling herself for at least three more years.

On hold are her plans to start up an enterprise to help single and separated women in their 50s - a group at a higher risk of homelessness, poverty and unemployment.

"We need to survive to help other people."

Meanwhile Friends of Refugees still lives off goodwill from regular donors from diverse community groups. Many in the Indian community donate food, for example.

A volunteer delivery driver who looks out for abandoned goods recently supplied eight single mattresses - as good as new.

Waverley Gardens shopping centre donated the ever-popular indoor play assemby.

Greater Dandenong Council last month handed a $61,200 grant of some of its surplus funds to the overwhelmed charity.

And the warehouse's landlord, inspired by the charity's efforts, replaced the leaky roof.

It is now in need of food donations as well as cash to help employ volunteer and employment program co-ordinators.

LOOKING BACK 100 years ago 10 July 1919 Peace Celebrations In accordance with directions issued by the Commonwealth authorities, peace celebrations were held on Sunday, the day being set apart as one of thanksgiving that the days of war are over, and that a victorious and righteous peace has been achieved. Thanks were offered to God for having led the nations, and given us the victory, after years of awful war. Appropriate reference was made to the great sacrifice in regard to loss of life, and heartfelt prayers were offered to the bereaved ones. On Sunday morning a number of returned soldiers marched to the Town Hall, where they were addressed by the shire president (Cr Abbott) after which they attended services at the various churches.

"All wards have been working to capacity " reported acting Matron J M Batson. At one stage the hospital, rated at 139 beds had 144 in patients. Acting Matron Batson reported that the increased admissions of medical patients, and the increased tempo of elective operations had placed a heavy demand in the wards. The midwifery bed state has been adequate, but promised to reach capacity in July. Admissions to the children's wards have kept these beds constantly occupied. The Hospital and Charities Commission

has approved the requested increase in staff.

One medical orderly was added on June 23.

Mr Tardif Secretary/Manager reported that the total of 761 in patients treated for May was the highest figures in the hospitals history. Total patients days 3806, daily average 122.8; minor and major operations 369; pathology in patients units 973; local out patients treated 718.

Councillor Peter Brown last week said the library in Stuart Street "may well be knocked over for car parking" to accommodate the proposed expansion of Dandenong Market. Mayor Jim Memeti said the updated masterplan would go to public consultation, including the question of maintaining or demolishing the library building. Dandenong Community Association has petitioned the council to retain the library as a needed community facility. It has collected 96 signatories on an online petition.

No change in citizen laws Good news! The controversial proposed citizenship laws have not changed.

The Australian Government has been trying to introduce changes that would require permanent residents to provide evidence of their English proficiency and to increase the minimum permanent residency period to four years - regardless of the previous time spent in the country before applying for citizenship.

Student visa holders, 457 visa holders and temporary partner visa holders were the applicants who would have been most affected if the changes were implemented.

In 2017, the Turnbull Government's first attempt to pass the Bill failed after staunch opposition from Labor, the Greens, and the

The legislation makes several changes to citizenship requirements.

They include changing the period of permanent residency from one year to four, a modest English language requirement, a new values test, and stronger character checks.

Potential citizens will also need to demonstrate their integration into the community, including "behaving in a manner consistent with Australian values".

But it has been confirmed that there will be no changes in the requirements.

The second worrisome news was that the Australian Government introduced a regulation to split the combined partner application into two stages; that is, into a sponsorship partner application and a visa partner application.

However, the implementation date was deferred after the Federal Election was announced.

That is good news for those who are think-

ing of sponsor their loved ones.

They should consider lodging their partner applications as soon as possible to take advantage of the deferment.

Late last year the Government introduced a regulation to put more onerous, two-stage applications for partner visas that could take up to five years. The regulation provision was supposed to come into force by 12 June 2019.

It would require a sponsor to apply, pay a fee and be approved before a partner visa application could be lodged validly.

There is a big relief that the changes of citizenship requirements and the sponsorship partner applications are not going to be affected.

Lee Tarlamis.

Lee Tarlamis says his older brother’s cancer battle inspired him to spend his life helping those less fortunate.

His service culminated in a Medal of the Order of Australia (OAM) in the Queen’s Birthday Honours List, announced on Monday 11 June.

The Noble Park man and former state Upper House MP received the nod for service to the people and Parliament of Victoria “I’m extremely humbled. It’s not something that I’d expected,” he said.

“I didn’t do it to get acknowledgement.

“It was about wanting to provide assistance and help to people.

“It’s a view that I formed very early on.”

Mr Tarlamis said his brother fought cancer for two years before dying at age 17.

“The trouble and the stress that the family went through, I saw how positive he was

throughout those two years,” he said.

“It instilled in me that as tough as I think I have things, there are always people out there who are doing it a lot worse than me.

“That’s why I got involved in the local community.”

Initially that was through the Keysborough Learning Centre.

“The centre loaned me a computer for me to do my school work,” he said.

“I wanted to repay the favour so I was volunteering time with them.”

There he met then-politician Eddie Micallef and became his electorate officer.

“That’s how I got into the politics world,” Mr Tarlamis said.

“That opened up a lot of opportunities to provide assistance to community groups.”

He never intended to run for parliament, but “one thing lead to another which lead to another” and he was a South Eastern Metropolitan Region MP from 2010 to 2014.

“That was such an honour as well, when you consider the fact that very few people get to hold that position and represent that large number of people,” he said.

Mr Tarlamis was a Springvale Benevolent Society volunteer from 2002 to 2012, a Noble Park Community Action Forum member for many years, a founding Springvale Multicultural Men’s Shed committee member, and more.

He’s now a senior advisor to Special Minister of State Gavin Jennings.

The world of politics is not where he thought he’d end up.

The Tarlamis family moved from Oakleigh to Keysborough when he was eight months old.

He went to Wallarano Primary School in Noble Park and to Chandler Secondary College, where Keysborough College’s Acacia campus now stands.

Mr Tarlamis went on to study an associate diploma of business.

“I grew up working with dad in the family businesses,” he said.

“I thought it would be logical that I would go into the business world and maybe into management or something like that.

“I really enjoyed the community stuff.

“Politics became that vehicle to do it.”

By Cam Lucadou-Wells A former drink-driver’s seemingly long period of abstinence ended in near disaster.

John Langhans, 64, of Dandenong, had not touched a drink for seven years due to health issues, his lawyer told Dandenong Magistrates’ Court on 2 July.

But then he downed four complimentary schooners at a central Dandenong pub on 20 April.

They were offered to him as thanks for delivering an Easter egg ensemble.

About 8.40pm he drove home, down Robinson Street, turning into Clow Street where he narrowly missed crashing into an unmarked police vehicle.

The officers, who were conducting a registration-check operation, intercepted Langhans nearby.

His blood-alcohol reading was .109 - more than double the legal limit. His driving licence was cancelled on the spot.

Langhans had two serious drink-driving priors “well over 10 years ago”, including a stint in custody, his lawyer told the court.

“There were several years he’s been able to abstain. He’s not drinking at all.”

The memory of his late wife who was killed in a car crash had helped him keep off the booze, the court heard.

Magistrate Sharon McRae noted there were “numerous” drink-driving priors then a “big gap”. She said his erratic driving while drunk was an aggravating factor for sentencing.

“When he’s alcohol affected, he’s not a very good driver at all.”

Langhans was disqualified from driving for 12 months - two more than the mandatory minimum.

The pensioner was also convicted and fined $600.

By Cam Lucadou-Wells After a three month hiatus, the Solar Homes program has been rebooted from 1 July.

The State Government program in 2019-20 will support the installation of 49,000 rooftop solar panels, hot water systems and batteries in households.

Installers were angered after the 2018-19 program was brought to an early halt due to being oversubscribed.

The scheme for 24,000 rebates was extended and capped at 32,000 before being frozen in late April.

In that time, 371 rebates were taken up in the Dandenong electorate.

Keysborough-based installer Samuel Kent, of Sky Energy, recently told Star News he lost all of his residential contracts "overnight" when the scheme was stopped.

In June, Solar Energy Installers Association Victoria chairperson Philip Smith said the industry had been blighted by stop-and-start rebates for 30 years.

"Either support a rebate program continuously or have no rebate at all - just make it stable."

The redesigned 2019-20 program releases rebates on the first day of each month - seemingly to avoid the 'boom-bust' cycle.

Other new features are having the rebate applied at point of sale, and no-interest loans to further reduce upfront costs.

Dandenong MP Gabrielle Williams said the program added power back into the grid and saved "hundreds of dollars" each year for households.

Leonard’s inner warrior

By Brendan Rees Break dancer Leonard Hermawan hopes his agility and explosive moves will help him get across the line in his quest to become a ninja warrior.

The 33-year-old from Narren Warren South will be a contestant on Channel Nine’s reality smash hit, Australian Ninja Warrior in July.

The all-new supersized course will be hosted in Spotswood alongside the Science works museum in Melbourne.

Leonard, who is a sport therapist, will join 200 contestants in the hunt for the $100,000 grand prize as they must complete the gruelling and high intensity obstacle course in record time.

He is no stranger to physical challenges. He started breakdancing at the age of 16 and has competed in dance battles around the world.

The former student of Maranatha Christian School in Endeavour Hills also loves skateboarding, and playing basketball and soccer.

Upper-body exercises have been the focus of his training in preparation for the show, he says.“I’ve been break dancing for a while now, and I know my body and I trust what I do so I thought, ‘Yep, why not just try out for the show and give it a go?’ he said.

“Doing a lot of monkey swings ... it could be at a park or at the rock climbing gym or at one of the ninja training sites. I do quite a lot at home with the backyard set up.”

Leonard, who will carry the nickname ‘Bboy lion’ into the show, which stems from the time he used to have large hair similar to a lion when he was younger, says taking on the obstacle course for the first time will be a big task.

“I kind of treated it as I’m just dancing. I guess not too nervous. Being a rookie I’m really pumped ... I just prepared myself for the worst.

Australian Ninja Warrior premieres on Monday July 8 at 7.30pm on Channel 9.

Student action on water

Children’s hub for the ages A new-look Chalcot Lodge Childrens Centre in Endeavour Hills has moved with the times, expanding into a community hub for groups of all ages.

The $782,000 upgrade includes a new multi-purpose community room, a flexible consulting room, a community kitchen, outdoor play area and an upgraded kindergarten.

The 40-year-old building's furnishings, fittings, equipment, facade, front landscaping and signage also get a makeover.

It will host programs such as playgroups, exercise classes and a meeting point for a wide range of social and cultural groups in Endeavour Hills.

The opening was launched by Casey Four Oaks Ward councillor Rosalie Crestani and Dandenong MP Gabrielle Williams.

"Places like these are vital anchors, which help grow greater community connectedness and reduce social isolation," Cr Crestani said.

In the past 12 months, the number of babies born in Casey rose by 5 per cent - from

4959 to 5202.

Dandenong MP Gabrielle Williams said with 90 babies born in Casey a week, there was a clear need for better maternal-and-childhealth facilities.

"This Children's Centre will be a major asset for young families in our area."

Casey mayor Amanda Stapledon said the redevelopment was an example of the community's changing needs.

"By providing a dedicated community space for a diverse range of community and user groups, residents now have a place to meet, participate, socialise and connect for years to come," Cr Stapledon said.

Local Government Minister Adem Somyurek said the Growing Suburbs Fund supported "our growing community", investing $25 million into projects in Casey.

The project was jointly funded by City of Casey ($407,000) and the State Government ($350,000).

Gleneagles Secondary College students' bid to protect the Murray-Darling Basin has successfully passed in YMCA Victoria's Youth Parliament.

Year 10 and 11 students Jess Fitzgerald, Luke Gablek, Josh Davis, Fergus Thomson, Brayden Dopper and Julian Oraison debated their Bill in Victoria's Parliament House last week.

It included a Victorian Royal Commission, the creation of a Victorian office to manage the Basin, installing water aerators, revegetation and primary and secondary school education programs.

During debate, Mr Davis stated the current management of the Basin is "unquestionably a disaster".

"The Murray-Darling Basin Authority haven't exactly done anything to prevent the decimation of the most important water system in the country," he said.

"Climate change and environmental degradation will be the defining issues of our generation."

The students believe the issues surrounding the Basin, which runs through five states, affect all Australians—even those who don't live near it.

"We're just some kids from the South-East, we're the furthest point away from the MurrayDarling you can get without being in Tasmania," Mr Gablek said.

The opposition questioned if this was an issue Victorian Parliament should be handling, given how much of the Basin was outside the state. The Gleneagles students argued Victoria could be the catalyst for instigating reform.

"If we all sit back and say, 'the other states are capable of it', no one takes specific action," said Mr Dopper.

"I think the fact this is coming from Youth Parliament is not important. It should be an issue for all people, of all ages, for all demographics," said Mr Thomson.

Both sides of the chamber passionately discussed the best way to solve the river system's myriad problems. The Bill passed by one vote.

The Bill will now be presented to the Minister for Youth Gabrielle Williams to consider for Victorian legislation.

ALZHEIMER’S IN FOCUS

Alzheimer’s drug trial Peninsula Therapeutic and Research Group is part of an international trial testing a drug that aims to slow down cognitive decline in people with Alzheimer’s disease.

The trial is recruiting 450 people, aged 6085 living with mild cognitive impairment or mild Alzheimer’s disease. It aims to demonstrate that the drug, Anavex 2-73, shows benefits for those living with the disease.

Dr Jennifer Grunfeld, principal investigator at Peninsula Therapeutic and Research Group, said she became interested in this trial following the promising results seen in an earlier Australian study, which achieved significant cognitive improvement in some participants.

For many participants in the previous trial,

there was no deterioration in their cognitive function. Some participants regained functions previously lost, such as the ability to paint and play the piano, while a person who re-sat the driving exam successfully regained their licence.

The drug is a disease-modifying therapy and this trial will test whether the drug can stabilise the progression of the disease. The trial is being run by American biopharmaceutical company, Anavex Life Services. If the trial is successful and Anavex 2-73 can modify the course of the disease, it would be a complete game changer in the treatment of Alzheimer’s disease.

“It is exciting to be able to provide patients in and around the Peninsula with access to

clinical studies trialing the latest medications,” said Dr Grunfeld, who has been running clinical trials in mental health and dementia for over 15 years.

Peninsula Therapeutic and Research Group is located at 137 Frankston Flinders Road in Frankston and is currently looking for patients with a diagnosis of mild Alzheimer’s Disease to participate in the clinical trials. Patients do not require a referral to be seen at the clinic, there is no cost for consultations and travel costs are reimbursed.

Refugee artworks A stunning exhibition of digital art works by young refugee and migrant artists giving an insight into the refugee experience is being staged in Dandenong under the aegis of Heartlands 2019: Stories from the other side.

The exhibition, presented by migrant and refugee settlement agency AMES Australia, provides a glimpse into the experiences, hopes, dreams and passions of the millions of humans displaced by conflict.

Artists from a broad spectrum of refugee communities have produced artworks using digital media for this year's exhibition. Hailing from countries including Afghanistan, Iran, Iraq, Myanmar and Pakistan, the artists' work gives insights into the refugee journey and highlights our common humanity.

"Much of what we see in the media about refugees, migrants and emerging communities is portrayed through the prism of mainstream society. Heartlands 2019 has offered the opportunity for culturally and linguistically diverse youth to tell their own authentic stories using accessible digital tools," said AMES Australia CEO Cath Scarth.

"As the largest refugee crisis in history gets even worse with more than 70 million people now displaced, the Heartlands project gives insight into some of the communities who have found a safe haven in Australia in recent years.

"The aim of the project is to transcend cultural barriers to reveal the hopes, dreams, challenges and everyday lives of people who make up our refugee communities," she continued.

A 19-year-old man has been sexually assaulted at a bus stop outside Dandenong railway station, police say.

The Endeavour Hills man was approached by another man who struck up a conversation on Saturday 15 June just before 9pm.

The unknown man held the victim's hand and sexually assaulted him, then walked off along Foster Street towards Cheltenham Road, police say.

The alleged offender is described as Indian Sub-Continental appearance, about 165 centimetres, aged in his late 40's and wearing a blue hooded jumper with the text BRKLYN on the front.

Transit Crime Investigation Unit detectives are investigating the incident.

Ryan takes Rangers reins The future of one of Australia’s most successful domestic women’s basketball teams has been strengthened with the announcement last week that prominent Australian businessman, Gerry Ryan OAM, has been granted the licence to run the Dandenong Rangers WNBL team.

Ryan, the founder and owner of Jayco Australia, which is based in South Dandenong, has a long association with basketball and support of women’s sport in Australia, including through Jayco Australia which has been the naming rights sponsor of the Dandenong WNBL team since 1997.

“Having been involved with the Dandenong Basketball Association for a long time this is something I am very passionate about, it is a natural progression, it is a personal investment, and we want to ensure it is a huge success for everyone,” Ryan said.

In a major coup, Cheryl Chambers has signed as the new head coach of the team. The Australian Opals assistant coach and threetime WNBL Coach of the Year will see the team led by one of the most successful and respected coaches in Australian basketball.

“I am thrilled and excited to be part of an iconic Australian women’s basketball team, particularly as we commence what promises to be an exciting era for everyone involved,” Chambers said.

Basketball Australia’s newly appointed head of women in basketball, Lauren Jackson was also thrilled with the news.

“It is a wonderful endorsement of the Chemist Warehouse WNBL, a league which is entering

an historic 40th season in 2019/20 and Gerry Ryan’s endorsement provides the team with a platform for success,” Jackson said.

The transfer of the licence of the WNBL team to Ryan will enable the Dandenong Basketball Association to focus on other domestic competitions and participation in what is a huge growth area for basketball in Victoria.

The private ownership of the WNBL team adds to Gerry Ryan’s ongoing patronage of Australian sport and his advocacy of women’s sport in Australia.

His son Andrew Ryan, who is representing Gerry while he is away, said this ongoing support is something the family is very proud of.

“I know he is delighted to continue to be a key supporter of a number of sports and extremely proud to have been a major supporter of women’s sport in Australia for over 25 years,” he said.

“As a family we are very proud of his ongoing support and his work to develop more opportunities for women in sport.”

Vernon attracting more than 160 coaches to Casey Fields recently.

Vernon was the guest speaker at the third session of the program for 2019, offering advice to coaches from juniors, seniors and women’s leagues from right across the AFL South East region.

Vernon was a star player for Leongatha, a two-time best and fairest winner, before a freak football accident in 2012 saw him become a quadriplegic at the age of 23.

He spent seven months in rehabilitation before finding solace in the grand art of coaching. He has since secured senior premierships at both Leongatha and Phillip Island to become one of the most respected figures in the game.

AFLSE Coach Support and Mentor Program Coordinator Brent Clinnick said Vernon’s participation was a real highlight of the program, now in its third year. The program aims to brings coaches together to share their knowledge and experiences with one another in a cohesive and enjoyable environment.

“I’m not surprised by how many coaches turned up because Beau is such a well-respected figure in the game,” Clinnick said.

“He has such a unique story to tell and I’m sure everyone in attendance will take something positive away from the experience. It’s been a real highlight to have Beau on board and to add his touch to what we have built in

the first three years of the program.”

Clinnick said the program - which had mostly concentrated on senior coaching in its first two years - was creating a great support mechanism and learning experience for coaches from right across the region.

He was also excited by the introduction of a junior component to the program, which will work with over 50 junior clubs to implement overarching coaching strategies and aim to achieve consistency of coaching throughout the various age groups.

Clinnick has been working closely with AFL Victoria Football Development Managers (FDMs), Cam Roberts, Dean Rice and Stuart Clark, and advisor Paddy Swayn, to ensure the program hits the ground running.

“It’s very exciting to be entering the junior space, and to provide assistance and guidance to coaches at that very important development stage," Clinnick said.

“It’s not an easy job coaching, and sometimes coaching the juniors can be just as challenging as taking on a role in the senior ranks.”

AFL South East has allocated Coach Support Officers (CSOs) to every junior club, to act as mentors and provide direction, support and advice in regard to coaching programs.

The mentor project specifically targets the Under 11-14 age groups and includes a focus on club strategy, training and matchday. The program will be coordinated by Clinnick who

will work closely with newly appointed CSOs Shaun Beattie, Dean Langford, Jarrod Flanigan and Darren Roe. The CSOs will also form part of the new Monitoring Coaching Behaviour Program (MCBP) that will monitor and watch FDJFL and SEJ coaches on match-days. They will be looking for, and reinforcing, positive coaching behaviours and how the actions of coaches impact on teams, club and community. They will also assess and nominate coaches for Coach of the Month Awards.

Finals race heats up for the Rangers

By Hayley Wildes The return of Bec Cole wasn’t enough for the NBL1 Rangers women against Waverley, but the men got the job done in the Sunday afternoon away double-header.

Playing her first game for Dandenong since 18 May, Cole returned in fine fashion against the Falcons, but the Rangers fell short, 77-66.

A slow start saw the Rangers fall behind 23-12 after one quarter and despite a fightback over the second and third quarters, Dandenong couldn’t get its offense going in the fourth and lost by 11 points.

Cole (22 points, 5 rebounds and 3 steals)

and Aimie Clydesdale (19 points and 3 rebounds) were the standouts for Dandenong.

The loss sees the Rangers fall to 10-7 on the season to sit seventh.

In a hugely important game in the context of their season, the Rangers men were too good for the Falcons as a great team effort ensured Dandenong got the win.

Dexter Kernich-Drew (28 points, 5 rebounds and 4 assists), Matt Kenyon (18 points, 7 rebounds and 3 assists) and Lucas Barker (12 points, 6 rebounds and 6 steals) proved to be a deadly trio.

Deng Puoch (12 points, 6 rebounds and 4 assists), meanwhile, provided plenty of energy

off the bench.

Every comeback attempt from the Falcons was thwarted by the Rangers with a big bucket and eventually the Rangers claimed a 95-82 win to improve to 9-8 on the season and sit sixth on the ladder.

With just three games left in the regular season, both teams face crucial away clashes against the Albury-Wodonga Bandits on Saturday night.

Burras fire on all cylinders to win against Doncaster

By Hayley Wildes In the Premier Division of the Eastern Football League, Rowville did enough to claim a win against Doncaster at Seebeck Oval.

The Hawks didn’t have it all their own way as the Sharks took it up to them, but with Taine Barlow, Lachlan McDonald (three goals) and Ziggie Alwan playing starring roles, Rowville recorded a fighting 14-point win, 13.11 (89) to 11.9 (75).

A five-goal to two third term set up the win as the Hawks managed to keep the Sharks at bay.

Meanwhile, Noble Park played a great first half against Norwood to lead by one-point at the main break but was unable to keep up in

the second half.

Dylan Collis and Luke Bull were in the thick of the action for the Bulls and played key roles in ensuring Noble Park led at the main break, 5.8 (38) to 5.7 (37).

After half-time, Norwood raised its level and slammed on nine goals to three in the second half to run away with a convincing 35-point win, 14.14 (98) to 8.15 (63). When the Bulls tried to get back in the game in the final term, inaccuracy in front of goal cost them any chance of a comeback.

In Division 2 of the Southern Football League, Keysborough and Springvale Districts absolutely obliterated their opponents in ruthless fashion.

After leading by just 12 points at the first break, Keysborough put the foot down in the second term with nine unanswered goals in a brutal display.
