A TRIP to avoid Funerals and road death are confronting and, in part, the Teenage Road Information Program (TRIP) is, too.

The combined Knox emergency services CFA, SES, Police and Ambulance - will present a hard-hitting road program at Wantirna City Life Church at 7pm on Wednesday 7 August.

The target audience is 18 to 25-year-olds and their parents.

Montrose CFA community safety co-ordinator Marj Taylor is helping co-ordinate the event.

She said TRIP was primarily aimed at changing teenage driving behaviour, most adults also walked away reassessing their own driving behaviour.

“The program gives an in-depth insight into what happens to road crash victims and the aftermath from injuries and fatalities,” Ms Taylor said.

“It is designed to be a hard-hitting presentation by the very people who attend the crash scene and know first-hand the devastation caused.”

The sweet sounds of ukuleles descended on Emerald for this year’s Hills Ukulele Festival.

The event ran at Emerald Primary School on Saturday 18 and Sunday 19 May and featured a diverse range of world-class ukulele performers, ukulele groups and workshops.

Festival organiser and the school’s music teacher, Dan MacEoin, said all Saturday workshop participants were welcomed to the main stage during the gala concert on Sunday.

Crime on the rise

By Casey Neill Crime is up 4.2 per cent in the Yarra Ranges, latest figures show.

The Crime Statistics Agency released the Victorian recorded crime statistics for the year ending 31 March on Thursday 20 June.

State-wide figures showed offences increased by 2.6 per cent compared to the previous 12 months.

Local Area Commander Inspector Jason Goddard said police had been working extremely hard every day and night to interrupt the crime cycle.

"We will continue to do all we can to prevent and detect crime in order to ensure the Yarra Ranges community is safe and feels safe," he said.

Insp Goddard said enforcement activity had contributed to a 37 per cent rise in drug trafficking and dealing offences for the year.

"Victoria Police has zero tolerance for drug dealers and traffickers, particularly those who prey on the vulnerable," he said.

"That is why we are committed to investi-

gating and pursuing the illicit drug traffickers and dealers who profit from this trade."

Insp Goddard pointed out that firearms offences had also increased in the Yarra Ranges, by 60.5 per cent.

He said intelligence showed that the majority related to storage of legal firearms.

"Divisional Firearms Officers have been doing proactive work with licensed owners to ensure firearms are stored compliantly, and as a result we're seeing a reduction in the theft of these firearms," he said.

Insp Goddard said high-volume crimes, such as thefts of and from motor vehicles, had been a real focus for police in the Yarra Ranges area.

"Unfortunately we have seen an increase in these types of offences, with theft of motor vehicle increasing by 15.8 per cent and theft from motor vehicle increasing by 38 per cent," he said.

"We know these types of crimes have been a concern recently and police will continue to proactively target known hotspots in an effort to detect and deter offending."

But he also urged vehicle owners to lock their vehicle at all times, even at home; secure their keys and never leave them in the car; park in well-lit and secure areas if possible; and remove any valuables, including tools, from their vehicle.

Insp Goddard said a 38.5 per cent decrease in sexual offences in the Yarra Ranges was in line with a state-wide drop.

He said sexual offences could be stabilising following a number of years of high counts of historical offences following the Royal Commission into Institutional Response to Child Sexual Abuse, as well as a global movement that this type of offending was unacceptable.

"Police understand it can be difficult for victims to report their experience to police and that the decision is an important personal choice," he said.

"We have dedicated teams who can investigate these matters with the sensitivity and compassion they deserve.

"Our message to victims is that we support you."

Not-so-grand Australian flag in tatters

By Derek Schlennstedt We need to talk about your Australian flag, Belgrave.

Up a flagpole in Belgrave is a torn, tattered and ragged Australian flag that for the past year has been solemnly ignored.

In a country where every Australia Day is celebrated by people ready to get fake Aussie flag tattoos or don Aussie flag beach thongs, who would have thought that replacing an official Australian flag would be so hard.

Over the past year Belgrave resident Belinda Clayton has endeavoured to address the problem even if it means taking action herself.

Since June 2018, Ms Clayton has been in contact with Yarra Ranges Council, Local Member James Merlino, Federal MP's Jason Wood and Tony Smith, and even the local RSL - all who seem to have shirked any responsibility.

"Around last year's Anzac Day I noticed that the flag in Emerald was looking tired and that they'd had it replaced and that's when I noticed ours and I thought 'okay let's get ours done,'" she said.

"I contacted the RSL club who advised me that Yarra Ranges Council are responsible for it, who said who said it was MP Tony Smith, who advised me to contact Jason Wood."

"What I have found somewhat disappointing is passing the buck, I thought any one of the authorities I contacted would have been proud to raise our Australian flag, but instead red tape."

The symbol of great importance to many Australians seems to have lost much of its initial shine in Belgrave, with the flag showing clear signs of wear and tear.

The tattered ends blow sadly in the wind and holes can be seen in the mid-section.

Wandering trad days numbered Friends groups along Ferny Creek in Upwey are taking on the invasive weed wandering trad.

The CSIRO recently released a fungal biological agent to control wandering trad around the Dandenong Ranges.

This followed years of research to confirm that it only worked on this specific weed, which hails from Brazil.

The Friends of Thompson Road, Upwey South Reserve and Glenfern Valley Bushlands have worked with Dr Ben Gooden from the CSIRO to release this fungus along Ferny Creek in Upwey.

The friends groups are keen to find out if a biological control solution is an efficient way to avoid laborious hand weeding or using herbicides in ecological sensitive areas.

Friends of Glenfern Valley Bushlands president David Moncrieff said he hoped the fungus would at least give native vegetation a chance to compete and promote native biodiversity.

The friends groups were provided with training and guidelines to ensure the best chances of being able to introduce the leaf fungus into the infestation of wandering trad along Ferny Creek.

The CSIRO and Yarra Ranges Council are providing demonstration sessions to ensure that this biological control agent has every chance of success.

"The method of release is easy to do, using infected leaves to spread the fungus spores," Mr Moncrieff said.

"The fungus spores enter the leaves through tiny openings on the underside of the leaves."

Car crash Two people were taken to hospital following a car crash on Belgrave-Hallam Road in Belgrave on 18 June.

Police closed the road for an hour as emergency response units worked to remove the car which slid off the road and down an embankment.

It’s understood the vehicle lost traction in wet weather, hit the shoulder of the road and went down the embankment.

Two passengers were taken to hospital for assessment.

Three crashes in the same night

"If you look at how deteriorated it is, you can see that it's been like that for a long time," Ms Clayton said.

"It has now been 14 months since I first raised this issue and still no real progress."

According to Yarra Ranges Council, the flag is a Federal Government Responsibility.

Through her communication to Tony Smith's office before the federal election, Ms Clayton was told the rules stipulated that only a Federal member can give a flag to a group or individual in their electorate.

As the change in electoral boundaries only came into effect following the election, Jason Wood was still the responsible member. However, despite contacting his office Ms Clayton

never heard back.

It's understood that in the past Jason Wood has on a number of occasions assisted in the replacement of the flag.

Following the election Ms Clayton was told that a flag was available at Mr Smith's office but a group would have to officially request it.

Most recently Ms Clayton received news from the Belgrave Traders Association who are already aware of the issue and are in the process of having it replaced.

The Belgrave Trader's Association hope to have it replaced in the next few weeks and they will also be adding an Aboriginal and LGBT pride flag.

Police are urging drivers to remain aware and slow down following three car crashes in one night.

At 4pm on 23 June, Emerald Police attended a single-vehicle crash along Bailey Road in Cockatoo when the vehicle's driver lost control and hit a tree.

The driver was travelling towards Emerald, and suffered no injuries.

Only an hour later at 5.50pm, Emerald Police were called to a three-car collision on Wellington Road.

Police told the Mail that a car turning right on Wellington Road was rear-ended and pushed into oncoming traffic where it collided with a vehicle travelling in the opposite direction, towards Emerald.

One person was taken to hospital in a stable condition.

A third accident occurred at the BelgaveGembrook Road and Beaconsfield-Emerald Road roundabout in Clematis at 7pm.

Budget big on education the roll-out of 15 hours of subsidised kindergarten programs for all three-year-old children by 2029.

This will be the largest social, economic and

educational reform ever undertaken in early childhood learning in Victoria's history.

We are starting the rollout in regional Victoria first, but this is merely the first step before we start seeing that investment flowing to our own community in coming years.

This is an initiative that will transform lives.

The budget also included even more funds to upgrade schools across the electorate of Monbulk.

Funding was provided for an upgrade at Monbulk Primary School, which will deliver a brand-new library, a new Grade 5 and 6 building and two new competition-grade outdoor netball courts, which will also be used by the Monbulk Football Netball Club after schoolhours.

Funding was also included to continue the upgrades at Upwey High School, Monbulk College and the Yarra Ranges Special Developmental School.

Our local TAFE facilities also received a great boost with a $10.2 million investment to deliver a new integrated and sustainable construction centre at the Box Hill Institute's Lilydale campus, focusing on carpentry, plumbing and electrical training.

It won't be long and you will be able to see work start on many of these projects firsthand.

We are truly transforming the educational offerings in our community.

Building fire on motor site

Tired park to shine

A fire in Upwey Main Street at the old Upwey motors site is considered suspicious and is being investigated.

On 18 June, an advice warning was put in place warning residents of smoke from the fire.

A CFA spokesperson told the Mail that three CFA units attended a small fire in the rear of an abandoned mechanics workshop at 3:53pm on 18 June.

The fire was deemed under control at 4pm, and police were on scene to manage traffic.

It’s understood that the advice message was put out for residents to monitor conditions and for those who are sensitive to smoke to close the windows.

Detective Senior Constable Andrew Austin at Yarra Ranges CIU said police are investigating the cause.

“At this stage the fire was deemed suspicious,” he said.

“At this stage the building is an abandoned business premises.

“It appears that there may have been people squatting at the location.”

The tired Gembrook Leisure Park will receive a $1.2 million revamp, fitted out with a multi-use sports court, a hangout space with interactive technology and a skate space suitable for scooters, skateboarders and BMX riders.

A tender to upgrade the site was awarded by Cardinia Shire Council at the Monday 17 June council meeting, with all councillors being in full support of the plans.

Councillor Leticia Wilmot moved the motion, stating this was a “good news story”.

“This has been an aspiration for a few years, I’m really looking forward to seeing this project get started,” Cr Wilmot said.

“Even now in its poor condition, the park is still busy.

“It’s not just a little local park, this is going to be quite a district level park. I think this is a great outcome for Gembrook.”

The park, located on the corner of East Beenak Road and Gembrook Road currently contains a skate park, undercover barbecue area, toilet and a timber playground.

The new park will include pathway connections into the park, additional sealed accessible parking, a passive lawn area with barbecue shelters and tables and a new play space.

Councillor Brett Owen shared Cr Wilmot’s sentiment, saying the upgrades are most definitely required.

“It’s definitely something that was needed.

We witnessed firsthand how tired the park is at the moment,” Cr Owen said.

“Gembrook is becoming a real destination, this will benefit the wider Cardinia community.”

Federal and State Government joined council in allocating $500,000 each, rounding out the project’s budget to $1.5 million.

By Derek Schlennstedt In 1976, a year after she had finished teaching at a small country school, Upwey writer Greta began to write a memoir recounting her last year of teaching English to students that she describes in her book as 'a bright lot'.

Over 40 years later and the Upwey writer is launching her book, aptly called A Bright Lot. "I began writing this story 40 years ago," Greta said.

"At the time I was being driven by my sense of loss at having left the group of students just when we had reached the stage of rapid progress.

"Also, their work was becoming impressive for thirteen and fourteen-year-olds and I wanted to show what they had achieved.

The book features ten portraits of students who were prominent in her class.

Greta told the Mail that she was so impressed by her students that she was inspired to document their work.

Unfortunately life got in the way and the book was left gathering dust until a serendipitous reunion between Greta and her former students.

"I stopped writing the next year because the demands of family, full-time work and building a new house, swept away the time and energy needed to complete the story," she said.

"A few months ago I visited Bright, after a long absence.

"Searching for something else, I chanced upon the script, photographs, lesson plans and students' work. Fate also conspired to place some of my former students in my path.

"It was clearly time to finish the story."

Greta said it was fascinating revisiting her work after so long and drew particular attention to the change within the education department.

"It was interesting to read what my thirtyyear-old self had written but some of the content was startling to present-day sensibility,"

"There are things I could not, and would not attempt in this day and age."

"1975 was a simpler and more innocent time in spite of the social upheavals that were stirring ... it is a record from a different time."

Celebrating their first birthday party

By Derek Schlennstedt On Sunday 2 June the 1st Kallista Joey-Scout Mob celebrated its first birthday with a party attended by Joeys, Cubs, and Scouts from 1st Kallista as well as representatives from Sherbrooke Forrest District and Mt Dandenong Region.

The day included party games, party food, face painting and birthday cupcakes which were enjoyed by all.

Special visitors to the party included two Victoria Police Highway Patrol officers on their motorcycles, as well as Firefighters from the Kallista-The Patch Fire Brigade.

After a 'Come and Try Joeys' night on 21 May 2018 attracted four members, the Mob has since grown to fifteen.

"Having a Joey-Scout Mob has contributed to the growth and success of the Group over the past 12 months and has guaranteed that 1st Kallista will have many more birthdays to come," Group Leader James Savin said.

The editor’s desk I was so disappointed to see comments about choosing "the best person for the job" on our story about encouraging more women to consider running for local government.

The story wasn't about handing a council position to anybody on a platter.

It was about sparking awareness and taking a step towards making the body more representative of its community.

Any person who puts their hand up for council should need to convince voters that they are the best candidate for the role.

The projects discussed in the article weren't suggesting otherwise.

Rather, they're about helping more wom-

en to raise their hand in the first place.

The Municipal Association of Victoria said research had shown that when women stood for council they were just as likely as men to be elected - however, they often don't stand for election.

Women only make up about 37 per cent of councillors in Victoria but are more than 50 per cent of the population.

Supporting more women into local government ensures councils reflect the communities they serve.

Yarra Ranges Council is made up of eight men and one woman, Fiona McAllister.

The value of different perspectives was

abundantly clear during a recent discussion about a planning application for a childcare centre.

Most argued that the proposed parking was inadequate because parents would spend 15 minutes dropping off their children.

Only Cr McAllister could provide perspective as a parent who uses childcare - and very adamantly pointed out that the dropoff rarely took more than a minute or two.

Firefighting reforms pass Fire service reforms will enhance or destroy the CFA, depending on who you listen to.

The Legislative Council, the state's Upper House, passed the controversial Fire Services (Reform) Bill on Thursday 20 June.

The new arrangements will be in place for the 2020-'21 fire season.

Volunteer Fire Brigades Victoria (VFBV) CEO Adam Barnett said in a statement that many CFA volunteers would be incredibly disappointed by this outcome.

"And while many will go to bed tonight feeling betrayed and broken-hearted, all of them should sleep with a clear conscience," he said.

"They have articulated their concerns, they have diligently put on public record their expert advice and analysis, and they have shared their vast knowledge and experience in warning of the dangers and unintended consequences that accompany such rash and ill-

conceived arrangements to our fire services as those proposed in this Bill."

Mr Barnett said they would now do their best to implement and work with what they had been given.

"They will work tirelessly to try and limit the potential damage of the changes, as well as continuing to seek real and practical improvements to such important areas such as operational training, safety, infrastructure and culture," he said.

But Police and Emergency Services Minister Lisa Neville said the reforms were long overdue, and systems and structures had not changed since the 1950s.

"As our environment changes, the challenges around fire are becoming greater," she said.

"We took to the last election our plan to deliver a modern fire service for all Victorians and

now, we've put this before the Parliament."

Ms Neville said the reforms created a new agency, Fire Rescue Victoria, for all paid firefighters.

"FRV will lead firefighting in Melbourne and major regional centres from a network of stations that will be staffed by career firefighters - 24 hours a day, seven days a week," she said.

"CFA volunteers currently serving at one of the state's 38 career and integrated stations will be able to remain at that station if they choose, co-locating with Fire Rescue Victoria services under the new and necessary altered boundaries.

"Our 1220 volunteer CFA brigades will be untouched, continuing to serve their communities day-to-day as they have always done and will still provide vital surge capacity during major emergencies."

She said CFA volunteers were the best people to make decisions on behalf of their communities during times of emergency and "we're going to make sure nothing gets in the way of this and that all volunteers have our full support to do what they do best".

Ms Neville said the reforms included new laws to make sure eligible firefighters claiming compensation wouldn't have to prove that firefighting was the cause of their cancer.

Emergency Services Minister and Gembrook MP Brad Battin said the State Government forced the reforms through parliament without adequate community consultation.

"The bill disrespects volunteers and threatens our community safety in future fire seasons," he said.

"The Liberal National party strongly opposed these changes, and we commit to always putting community safety first."

A century passed and we still remember

By Casey Neill Mount Evelyn RSL has finished tributes for local World War I service men and women held 100 years to the day after their deaths.

Sub-branch vice president Jim Hurley hosted a service for Mount Evelyn sailor Sub-Lieutenant Frank Larkins at the Mount Evelyn War Memorial on Thursday 20 June.

It was the final of 63 services held since 2015, a ritual the Mount Evelyn and Lilydale RSLs started to mark the Centenary of Anzac.

They tracked down and invited family members where possible to honour their ancestor's sacrifice at war memorials in Montrose, Wandin, Mount Evelyn, Yarra Glen, Silvan and Lilydale.

Mr Hurley explained that 11 November was

just a ceasefire and the war didn't officially end until a peace treaty was signed on 28 June 1919.

"Up until then, any service person who passed away is include in the official casualty list for World War I, including Frank Larkins," he said.

Sub-Lieutenant Larkins left school in 1912 at age 14 and enlisted in the Royal Australian Navy.

He sailed for the United Kingdom in January 1917 to serve on the battleship HMS Royal Sovereign in the North Sea. He transferred to HMS Vampire, and finally to submarine J2.

That vessel sailed from Portsmouth on 8 April 1919 and proceeded to Australia via the Mediterranean, Suez Canal and Singapore,

and through the Karimala Strait between Sumatra and Borneo.

His crew mates discovered Sub-Lieutenant Larkins' empty blankets on the morning of 20 June 1919 and feared he'd fallen overboard while sleeping up top.

"Due to the oppressive heat of the tropics man of the crew took to sleeping on the casing," Mr Hurley said.

A 12-hour search turned up nothing.

"The follow day the J2's captain held a burial service with all the crew mustered," he said.

When news reached Mount Evelyn, the local newspaper said the 20-year-old was 'of splendid physique and would have made a career for himself'.

Lanterns light longest

By Derek Schlennstedt Even though it was a cold night, the Belgrave Lantern Parade warmed the hearts of those who attended.

Thousands of residents from the Dandenong Ranges and surrounds took to the streets of Belgrave to show off their homemade lanterns and celebrate the winter solstice.

The 13th annual lantern parade was nothing short of dazzling and thousands of glittering lanterns, bright lights and radiant firetwirlers lit up the smiling, glowing faces of those who came to celebrate.Lanterns in the shape of a TARDIS and a Dalek from the television show Doctor Who were among the creations and other lanterns represented fauna common to the Dandenong Ranges.

Hollywood comes to the hills for red carpet treatment

By Derek Schlennstedt Producers, directors and notable Belgrave celebrities received the red carpet treatment at the Lantern and Light International Children's Festival movie awards at Belgrave Cameo on Sunday night.

The three-day festival culminated on 23 June with a red carpet rolled out to welcome the dedicated movie makers.

Over three days 56 movies were featured at the Cameo, all of them created and produced by children under 18.

Over 60 per cent of those movies were made by local students in the Yarra ranges and each night the cinema was filled with interested viewers.

"We've had so much interest and been packing out these cinemas," explained organiser Rainsford Towner.

"Twelve local schools were engaged in making films.

"Yes we have international films but six per cent were created by our children, our community our region so we're hearing about what

they want to talk about and that's been really quite amazing."

Just what those students wanted to talk about was featured in their films and included some very serious topics such as; homelessness, loneliness and even transgender discrimination.

Best Live Action Award winners included the movie 'Journey of Story Float' from Taiwan, and 'Zoe,' a movie from Croatia. Taking out the best animation award was Cosmo Penguin of the Oper from Austria.

Locally, the best Documentary Award went to 'Ayisha's Las Fallas,' and Kallista Primary School took out the Film in Schools Award for their movie 'The Homeless.'

The O'Sullivan Ruffilli Student Jury Award went to 'The Loneliness Orb' - a RAPA collaborative movie - which also received the Proserpina Audience Award.

Best Performance Award went to Catherine Shi for the 'Shadow Chasing Game' and the Special Light Award went to 'No Bullies Here: Enough' by Healesville High School

Eagles prevail in a thriller

By Nick Creely A blistering start from Woori Yallock in the rain was not enough to topple a red-hot Beaconsfield on their home deck on Saturday, in an AFL Outer East Premier Division blockbuster.

In the inaugural Russell Rowe Shield named after a legend of both football clubs - both sides were desperate to grab a hold of that precious third spot on the ladder, 7.13 (55) to 6.12 (48).

With rain pelting down and the game becoming an almighty slog almost from the opening bounce, the visitors got off to a raging start, slamming on three goals in a matter of ten minutes - including two rippers from Joel Smith - to grab that early lead.

The Tigers were playing a relentless brand, surging the ball forward, not trying anything too expansive and playing the style indicative of the conditions.

But as the opening term wore on, Leigh McQuillen's side were able to grab a major, through the class of Sean Dwyer, who was already having a terrific impact around the contest, to bridge the gap somewhat.

Some Monbulk Junior Football Club teams played away and three teams played at home using the club's new rooms.

The facilities outshone the scoreboard.

Under-9 Monbulk vs Yarra Junction This was the side's best game for the season so far.

During the week they worked on picking up the ball and kicking quickly.

This showed throughout the match and created plenty of opportunities for everyone to get a touch.

It was a mixed bag of results for Olinda Ferny Creek as the club took on a traditional rival in AFL Outer East Netball Premier Division at Wandin North Recreation Reserve on Saturday 22 June.

Wandin outclassed Olinda Ferny Creek 30 to 22 in the 17 and Under grade.

Ava Van Leemput, Illyah Reid and Hannah Pace were among the best for Olinda Ferny Creek.

In D-grade, Wandin completely outclassed Olinda Ferny Creek in the first three quarters.

Only a strong last quarter from Olinda Ferny Creek put some respectability back on the scoreboard (34 to 26).

C-grade opened up the account for Olinda Ferny Creek in a thrilling game of netball.

The first half was all Olinda Ferny Creek's.

Wandin then barnstormed back in to the match with a scintillating third quarter.

The last quarter was an epic with Wandin drawing level at one stage, but Olinda Ferny Creek won by two goals, 40 to 38.

B-grade was a good tussle throughout but it was Olinda Ferny Creek that just had that little bit of extra depth, running out winners by 10 goals, 45 to 35.

Athletes are busy

By Jamie Strudley It was a very busy weekend of cross country for the Yarra Ranges with athletes spread throughout Victoria.

Yarra Ranges Athletics' senior teams travelled to Anglesea for the annual Ekiden Relay.

The club had five teams competing, finishing with two firsts, a second, a fourth and and a seventh-placed finish in the respective grades.

It was a fantastic day of trail running followed by a fun social evening and a great run on the surf coast trails on Sunday.

Team results are: Men Division 3 - 4th Calvin Amos, Caleb McInnes, James Anderson, Michael Clarke, Liam Russell Men Division 5 - 7th Graham Coutts, Bryan Ackerly, Craig Hewitson, Camden Hewitson Men Division 7 - 1st Tynan Mims, Chris Ord, Dave Laven, Graham Coutts Women Division 2 - 1st Kellie Emerson, Veida Somerville, Georgia Laven, Maddie Laven Men Under-20 - 2nd James Laven, Max Savill-Bentley, Harrison Van Duuren The club's little athletics athletes travelled to Jells Park to compete with other eastern region clubs at the EMR Cross Country Championships.

Twenty-one Yarra Ranges athletes splashed their way around the course covered in smiles and mud, obviously enjoying themselves.
