By Cam Lucadou-Wells "Welcome to Drug Court - we look forward to working with you for the next 12-24 months."

Magistrate Gerard Bryant looks into the eyes of a new inductee to the Dandenong Drug Court. It's Thursday, which is sentence day - a day of either hopeful new starts or crushing ends.

For new inductees, it marks the start of their 12-month or 24-month drug treatment orders (DTOs).

These are serial, serious offenders who are otherwise facing jail time of up to two years.

One rapidly taps his feet as he tells Mr Bryant why he wants to join the intensive program of up to 24 months.

It marks his best-ever chance to rebuild his life, to put an end to his years of drug-fuelled criminality.

An independent evaluation found the drugcourt regime more cost-effective than prison.

Most strikingly, its brand of "therapeutic ju-

risprudence" has delivered lower re-offending rates than prison.

Despite also expanding to Melbourne Magistrates' Court, the Dandenong branch is at its capacity of 60 participants - with a threemonth waiting list.

Mr Bryant tells offenders that they're privileged to have been enlisted in the Drug Court - a "world-class" model with a "huge" array of services and programs, he says.

"As you've heard from participants, you've got to want to change.

"What you're asking for is an opportunity to transform yourself to someone who is considered a great dad, a great son and who can make a meaningful contribution to the community.

"One thing you need to understand at the outset is you're not able to finish this order with the same associates if they're involved in drugs and crime."

An experienced participant chimes in: "It's impossible."

Refugees serve with pride

By Cam Lucadou-Wells Role-model refugees who are helping others were celebrated in an uplifting award ceremony at Springvale Town Hall.

At the Friends of Refugees charity's recognition awards on 20 June, Jeffah Thabach was crowned Refugee Champion.

Mr Thabach was described as a tireless worker for "changing the narrative" on young people from African backgrounds.

He volunteers for Victoria Police, Cardinia Shire and advocacy groups, leading positive programs to keep young people in school and finding work.

The South Sudanese refugee, who spent a long period in a Kenyan refugee camp, also hosts public barbecues and dances for families and young people.

His described aim was to help people from African backgrounds to resettle, be proud of their culture and to be positive role models for their peers.

Other winners included Monash Health volunteer and All Nations Social Cricket committee member Hasnain Ali who received the Youth Achievement Award.

Asylum Seeker Resource Centre volunteer Maha Albarezi and Rohingyan womens advocate Amina Khatun were awarded Community Service trophies.

Marzia Rohani, an advocate for young Hazara women, was given the Success and Integration Award. A former captain of Victoria's Afghan girls soccer side, Ms Rohani is studying a Master's degree in architecture.

The night's keynote speaker was prominent human-rights barrister Julian Burnside, who argued for more lenient treatment of asylum seekers.

Mr Burnside said that, despite the Federal Government's attacks, seeking asylum was not illegal.

He pointed out the $5000 million annual expense of off-shore detention of asylum seekers in Manus Island and Nauru.

Even if at its height, 25,000 boat arrivals were allowed to land and resettle in Australia with full Centrelink and Medicare benefits each year - the $500 million cost was much smaller, Mr Burnside argued.

Cr Blades said the charity had suffered from cuts from a Federal Government that was "not compassionate to people who do not have very much".

Other guests included councilors Youhorn Chea, Matthew Kirwan and Sean O'Reilly who vocally supported Cr Kirwan's recent motion to donate $61,200 of surplus council funds to Friends of Refugees.

Genuine Indo cuisine packs a punch for the strong

By Cam Lucadou-Wells Iron-gut lovers of spicy food may have met their match at Indonesian eatery Ayam Penyet Ria. Newly opened in Dandenong Plaza, this burgeoning chain serves genuine traditional cuisine that doesn't sanitise the spice.

To spell it out, the chilli sambal sauces really have a kick. Yet many Indonesians ask more more spice, says owner Hana Tania.

Fortunately for the less hardy diners, the fireworks are optional and served on the side.

On the milder ranking is the delicious Soto Ayam - a beautifully-coloured turmeric chicken soup that lights up with a lemon tang.

It's a hearty meal of chicken, rice noodles, shredded cabbage, fried shallots, celery leaves and a boiled egg.

Another highlight is Penyet Iga - 'smashed' beef ribs that has been slow-cooked twice for six hours, served with fried tofu and tempeh, a sambal side and rice.

The ribs, after their final frying, are battered several times with a pestle. On the plate, they're tender on the inside with a satisfying crunchy exterior.

Perhaps one of the most famous Indonesian dishes is Gado Gado - a mix of raw vegetables and fried tofu and tempeh served in a warm peanut sauce with a mix of garlic and bitternut crackers.

It is popular as a shared entree, or can be enjoyed as a standalone main.

Ms Tania says genuine Indonesian eat-outs are rare in Australia, despite a large Indonesian community.

"We offer authentic Indonesian food - this is what you would find sold on the streets in Indonesia.

"Many other Indonesian restaurants try to Westernise it a bit, but I find a lot of customers like our authenticity."

Ms Tania's family has grown this 100-shop chain across South-East Asia from humble beginnings on the tiny Indonesian island city of Batam 20 years ago.

Up until 1998, her mother and father had been struggling to make ends meet in Java. Her mother had been a street-seller offering crackers and snacks, while her father's business struggled during the outbreak of riots.

They moved north, opened a small restaurant to eke a living. But soon the fiery-spiced brand got recognised.

"In Indonesia, people are looking for the chilli - they like it as spicy as possible."

The restaurant branched across the strait to Singapore, then Malaysia, Hong Kong and Brunei.

Ms Tania's sisters and brother own their own restaurants in Indonesia. One of her sisters makes the spices that are sent out to all of the franchises.

Ms Tania is in charge of the Australian branch - personally ensuring the quality is high in the three shops in South Melbourne, Noble Park and now Dandenong.

The franchise is set to open in Sydney in coming weeks.

IN BRIEF KFC carjacking attempt: charges laid

Thunder denial on soccer fan brawl Dandenong Thunder has denied claims that its fans were involved in a violent brawl at a Victorian Premier League soccer match in Altona North.

Football Victoria is investigating the scuffle involving dozens of spectators at a match between Altona Magic and the Thunder on Saturday 15 June.

Both clubs say their fans were not embroiled in the fights, instead blaming supporters from North Sunshine Football Club.

The fights erupted just after Magic goaled for a 3-2 lead in the 79th minute, having come back from 0-2.

On live-stream video footage, fans seem to hurl water bottles towards Altona players, and to shout and spit at players and officials over a two-metre-plus security fence.

There were ugly outbreaks of punching and stomping among the clusters of supporters.

Up to five security guards were required to calm the scene and escort spectators out of the stadium.

Thunder president Ronnie Mustafai said he was disappointed that the FV’s live-stream video commentary feed wrongly pointed the

blame at his club’s fans.

Like the Thunder, North Sunshine is an Albanian-based soccer club, which wears the same black-and-red colours.

“They’re definitely not our members,” Mr Mustafai said.

“The worst part of it was the commentary which stuck our name right on it, without any hard evidence or proof.

“We’ve made it clear to FV that we’re disappointed that our name is being thrown out there.”

Thunder supporters had a clean behaviour record for the past seven years due to the club working hard on its fan culture, Mr Mustafai said.

The last infraction in 2012 occurred when a supporter fired flares at a grand final that injured two children spectators. The club was fined $40,000 by the league’s tribunal.

Mr Mustafai said that the club would punish any of its supporters if they were involved in the Altona brawl.

“We’re relieved that our supporters aren’t involved, but disappointed with what happened on the night.

“We work hard in making our home games as family-friendly as possible.

“We’re working with the authorities so that - whoever they were - they get caught and punished as they deserve.”

Video footage shows Altona players verbally clashing with a mob of fans behind the player bench.

Victoria Police officers were called to the venue, speaking to “several parties who did not want to make a complaint”.

Two people suffered minor injuries, a police spokesperson said.

In a statement, the state’s peak football body condemned the crowd behaviour.

“We treat misconduct matters seriously and ensure these incidents are dealt with decisively.”

The matter was being investigated by Football Victoria’s Legal, Regulatory and Compliance Department.

“I’m unable to give you a specific timeframe on the investigation because, as you could appreciate, it will be very thorough,” a Football Victoria spokesperson said.

“It’s not appropriate for us to comment on the nature of the incident, except to say that we treat misconduct matters seriously and will ensure it is dealt with decisively.”

Writing’s on the wall A captivating mural has injected visual fantasy onto the walls of Dandenong Library's childrens area.

The Journey of Dreams, which features a reader among airborne books, was designed by artist Julian Clavijo.

The work explored the concept of children being curious and believing in a world where anything is possible, Clavijo said.

"Sharing that knowledge and experience through the pages of timeless books is the resource where imagination is endless and the realm of time and dimension and space no longer exists," he said.

Greater Dandenong mayor Roz Blades said the artwork added "playfulness and whimsy" to the library space. "(It) encourages children's imaginations to run wild."

Clavijo is also known for enchanting murals of upside-down children in Springvale and coloured lines on the Thomas Street car-park in Dandenong.

The latest mural is part of the Dandenong Library Children's Area Revamp project and was funded by a State Government Local Priorities grant.

A driver has been killed after their car collided with a truck on Monash Freeway in Mulgrave.

Police say the crash occurred in the outbound lanes about 7.40pm on Monday 17 June.

The driver, who was yet to be formally identified, died at the scene.

The 42-year-old truck driver, of Longwarry, received minor injuries. He was taken to hospital for treatment.

Police say they are still investigating the cause of the crash.

A family's car has been stolen from their driveway during an aggravated burglary in Springvale South.

Burglars broke-in through an unlocked side-door, taking the car keys to a 2011 Honda CRV vehicle at the Corio Drive home about 6.30pm on Sunday 16 June.

A 20-year-old man in his bedroom at the time was alerted to the intrusion when he saw his mother's Honda being driven away.

The vehicle was later recovered in Latimer Street, Noble Park.

A 32-year-old man has been charged over an alleged carjacking attempt at a KFC outlet's car park in broad daylight.

The man pulled up in a stolen red Honda CRV near a 27-year-old woman outside the Dandenong fast-food outlet on Princes Highway about 12.30pm on Saturday 8 June, police say.

He told her to "come here". Then he got of the car and demanded her to "give me the keys - you know what I'm doing".

The victim hurried back to her friends, who called triple-0 for assistance.

The man sped off in the CRV, which was also involved in two alleged dangerous-driving incidents in Oswald Street and David Street, Dandenong.

In each incident, the car tail-gated and then overtook and swiped against the other vehicle, according to police.

The man from Dandenong was arrested and charged by Greater Dandenong CIU detectives on Saturday 15 June.

His charges included attempted carjacking, theft of motor vehicle, reckless conduct endangering life and driving in a manner dangerous.

He was remanded to appear at Melbourne Magistrates' Court on Tuesday 18 June.

Hold the phone on waste

By Danielle Kutchel Residents are being asked to think twice before throwing that old mobile phone in the bin, ahead of the state government's ban on e-waste entering landfill.

The ban, which comes into effect on July 1, means that any item with a plug, battery or cord will no longer be able to be put in kerbside bins, and must instead be dropped at a designated e-waste drop off point.

The City of Greater Dandenong has a number of drop off points around the municipality.

Recycling stations are located at all City of Greater Dandenong customer service centres and accept household batteries and mobile phones without packaging.

Many e-waste items are accepted free of charge at transfer stations and recycling disposal centres, while other e-waste items incur a fee. To confirm whether your waste is accepted, the council encourages residents to call the transfer station first.

Over the local border, the City of Casey also

accepts e-waste at several locations, including Outlook in Hampton Park, Future Recycling Transfer Station in Pakenham or Frankston Recycling and Recovery Centre.

Casey Council also collects batteries, mobile phones, DVD's, tapes, videos and CDs at its customer service centres in Cranbourne and at Bunjil Place.

Officeworks stores are also able to collect mobile phones, ink cartridges and IT waste items.

E-waste includes old mobile phones, computers, audio devices, refrigerators and other white goods, hair dryers, TVs, heaters and airconditioners.

The amount of e-waste is growing three times faster than the rate of standard municipal waste and contains potentially hazardous and valuable materials.

The ban will ensure valuable materials left inside e-waste can be safely recovered and reused, while reducing the damage electronic items can have on the environment and human health.

As part of their Australian tour, Joe Chambers and Andrew Crawford laid on some interactive comedy with a live performance of The

Trio fail in blackmail scam

By Cam Lucadou-Wells A serial criminal, with two mates, has lured his uncle electrician to a Dandenong North unit in an attempt to blackmail him, the County Court of Victoria has heard.

Long-term drug addict Sanjesh Charan, 42, organised the botched plot in which his accomplice Daryl Cropley booked the uncle to perform electrical work at the Hillside Avenue unit on 10 November 2017.

Once inside, the uncle was confronted by Charan and Theodore Alexiou, who forced him to on a chair in the kitchen.

Charan demanded $47,500 from his uncle who was "as close to a family member as you have in Australia", sentencing judge Richard Smith told Charan on 19 June.

Neither of the three conspirators had any right to enter the unit, and were charged with

trespass, the court heard.

Alexiou took the uncle's car keys, and removed the victim's wallet with $1500 and a credit card from the car.

He drove to a Dandenong North ATM, where he unsuccessfully tried to make three cash withdrawals.

Threatened with a knife, the uncle was then driven to a bank, where he was pressured to withdraw money. The teller refused due to the uncle not having his passbook.

Alexiou and Charan drove the uncle to his home to collect his passbook. They waited outside as the uncle raised the alarm with his family.

The pair fled as police quickly arrived. The three plotters were later arrested and remanded in custody.

"Only the quick report by (the uncle's) daughter and the prompt arrival of police to

his home prevented more serious offending by you and Mr Alexiou," Judge Smith said.

During police raids, a 0.22 calibre ammunition round was found at Charan's home.

Police seized cannabis, ecstacy and ice as well as a taser, laser pointer and knuckledusters and a stolen number plate, credit card and i-Phones from Cropley's address.

In a victim impact statement, the traumatised uncle wrote he was unable to work nor sleep after Charan's "betrayal".

"Regardless of whether you believed (your uncle) owed you money, your motive for your offending conduct was a financial one," Judge Smith told Charan.

"You decided to take the law into your own hands."

Fijian-born Charan arrived in Australia in his early teens with his adoptive parents. He was said to have had a traumatic and abusive

childhood.

When he found out he was adopted, he left home at 15 and started regular drug use.

His adult life was blighted by regular convictions for dishonesty and drugs, and prison stints, the court heard.

Charon was jailed for 31 months, with a non-parole period of 20 months. His term included 580 days in pre-sentence custody.

Alexiou, 49, who had a 40-page-long criminal record including 50 prior burglary convictions, committed the blackmail one day after being released from jail.

He was sentenced to 25 months' jail, with a non-parole period of 18 months.

Cropley, 34, was jailed for two months with a two-year supervised community corrections order including 250 hours of unpaid work as well as drug treatment.

Young leader Guided well

By Cam Lucadou-Wells After twelve months of toil and leadership, Somayeh has become the first at Dandenong West Primary School to earn Girl Guides' top junior award.

The Year 6 student received the Junior Baden-Powell Award after finishing 12 challenges in promise and law, outdoors, patrol systems, world Guiding, service and Guiding traditions.

One of her highlights was organising student donations of blankets and towels for an animal shelter.

At her invitation, animal shelter workers visited the school with rescue kittens and dogs to give a talk on responsible pet ownership.

Somayeh is one of 15 students that are part

of the school's free lunchtime Guides group.

She has graduated to a school captain as well as one of City of Greater Dandenong's inaugural junior mayors.

Group leader Jeanette Cox said the award was testament to Somayeh's blossoming leadership as a Guide for the past three years.

"Somayeh has embraced everything that Girl Guides has given her.

"She has become a beautiful young woman who can hold her head up high."

Local crime rate dropping

By Cam Lucadou-Wells The official crime rate continues to drop in Greater Dandenong - though robberies and property crimes are on the rise.

Criminal offences fell by 3 per cent on a percapita basis for the year ending 31 March 2019, according to Crime Statistics Agency figures.

It defied a slight statewide rise of 0.5 per cent - described by Police Minister Lisa Neville as a "stabilisation" after seven consecutive quarterly drops in the crime rate.

Assistant Commissioner Shane Patton, of Victoria Police, said 85 per cent of the rise was due to "pro-active police work".

In the 12-month period, police "processed" a record 178,731 people with arrests, summons and diversions.

In that time, they responded to more than

81,000 family-violence incidents - up by 6000 and equivalent to one every six minutes. Many assaults were family-violence related.

And that rate is expected to continue to rise as family-violence specialist units roll out, Asst Comm Patton said.

"It's about us calling people to account."

In Greater Dandenong, crimes against the person dropped by 14 per cent - with assaults down by 8 per cent and sexual offences lower by 27 per cent.

Robberies however rose by 3 per cent.

Property crimes rose by 6 per cent - with property damage (up 7 per cent), deceptions (up 14 per cent) and thefts (up 6 per cent) on the rise.

Statewide, increases in online financial scams and fuel theft offences are trending factors. The latter rise was in part due to the

changes to policing fuel theft last year, Ms Neville said.

Burglaries however dropped in Greater Dandenong by 6 per cent, echoing a statewide record low rate in residential burgs. In part, this was due to the targeting of known offenders, according to police.

Drug offences fell by 6 per cent, including drug-dealing and trafficking (down 25 per cent) and drug use and possession (down 3 per cent).

Drug cultivation offences were up nearly 10 per cent.

In other categories of note, breaches of orders and weapons offences dropped significantly.

Statewide, offences by youths also fell overall, though a "small group" still committed serious "high harm" crimes.

These include aggravated burglaries, home invasions, robberies and car jackings - the latter rising from 102 to 176 in Victoria in the past year.

"This is a really difficult crime to police," Asst Comm Patton said of carjacking.

Most of these incidents were opportunistic and a "great concern" to police - but the risk of being carjacked was still "very very low indeed".

Ms Neville said for the first time, the victimisation rate fell while the number of offenders increased.

Perceptions of safety would improve with the rollout of extra police on the streets in the next 12 months, she said.

"Our only focus is on people feeling safe, whether it's on the streets on in their own homes."

Courting a smart outcome Welcome to court

By Cam Lucadou-Wells Drug Court House is far removed from the court rooms at the nearby Dandenong Magistrates' Court.

The offices on Lonsdale Street Dandenong glow with photos of successful participants, each shaking the hand of Magistrate Gerard Bryant as they receive medals of achievement.

Their paintings created in their art therapy classes also decorate the walls. Brimming with optimism and brightness, these arts were produced by serious offenders with entrenched drug habits.

And the tight-knit team of case workers, clinicians, office staff, a Victoria Legal Aid lawyer and Mr Bryant are proud to tell you their story.

It's a program - despite a wide suite of services - is less costly than prison. And it delivers lower re-offending rates.

"It's being smart on crime," Mr Bryant says.

He says participants look forward to coming to Drug Court House, how the "wraparound" and holistic services support their rehabilitation.

They're not punished for relapsing into drug use - as it is part of addiction. But they are expected to be honest about it and to keep all of their appointments.

It can be hard work at first. Many are institutionalized by long stints in prison. Breaking away from their old friendship group of criminals and drug users is isolating.

Just making all the appointments in a week can be a challenge.

But the team is ready to address the underlying causes - the mental illness, past traumas, as well as helping rebuild family connection and making positive friends.

Even after they've successfully completed the program, the clients are welcome to stay in touch. Some even do so after their orders have been cancelled.

In prisons, inmates are even praising the program. "They say it's a good program but it's a tough program," Mr Bryant says.

"To a man they feel supported."

The whiteboard is a full Monday-Friday schedule of appointments for the participants.

Their week includes three urine screenings, a review with Mr Bryant at Dandenong Magistrates' Court as well as services to rebuild their lives.

The services offered include art therapy, cooking, anger management, parenting programs, literacy assessments, employment and life-skills services, drug rehab and counselling, Narcotics Anonymous, Wednesday footy at Noble Park Football Club and Friday barbecues.

A participant told the court that there was so much to do, there was no time to play up.

"Each of the therapeutic response services are tailored for each individual," Mr Bryant said.

"I think the experiences that a lot of offenders have had on other orders haven't felt as supported as much as they need."

The program's "jewel-in-the-crown" is its 30 properties - assigned to accommodate its participants. It's a rare feature, compared to drug courts around the world.

It breaks the cycle of walking from prison to a stay at a boarding house with criminals and drug users.

The court has a capacity of 60 participants, with a three-month waiting list. This gives the court some discretion in selecting offenders willing to take advantage of the opportunity.

The more informal court differs from regular courts. Those who progress earn rewards they are praised and applauded, and given the chance to spin a big wheel for prizes.

A magistrate for 12 years, Mr Bryant says the drug court has been his most satisfying, rewarding work.

"For me it wasn't philosophically a huge shift. I've always been interested in tackling the underlying causes of offending.

"You cannot arrest your way out of the problems that the criminal justice system faces alone."

'Jamie, who pleads guilty to a long list of charges, is applying for a DTO in lieu of jail.

He faces a packed schedule of daily appointments, weekly reviews, three urine tests a week as well as every possible support such as stable housing, drug rehab, counselling, job and life skills coaching and social opportunities.

"I'm addicted to drugs," he tells the court.

"I keep reoffending because of drugs."

Speaking from a remand prison video link, he says he wants to reform for the sake of his family and teenage daughter.

Mr Bryant warns inductees that the order is onerous - harder than community corrections orders. That they won't succeed if they're not committed to reforming themselves and just hoping to dodge jail.

The magistrate calls on other participants to tell Jamie what he's getting himself into.

"I tell everybody that a DTO is the most intensive and demanding thing I've done in my life," a participant in his late 40s says.

"If you're not looking towards abstinence, it's the wrong thing for you.

"There's no tolerance. You miss, you get a sentence - you find yourself in the cells very quickly."

Another recent inductee has a long history of substance abuse and jail time.

"It's hard but it gets easier," he says.

"The level of support is fantastic, better than a community corrections order.

"I found out a lot about myself with support and the counselling."

On review days, the court has an air of informality. Participants who make progress get applauded by the courtroom, earn medals and other rewards.

But this isn't the case for all participants.

This Thursday, some are led from the police

cells into the dock after being picked up on an arrest warrant.

They have strayed back with old friends, back onto the drugs and missed the intensive daily appointments. They face at least seven days in jail.

At worst, their order will be cancelled - with the certainty of being re-sentenced to a long stint behind bars.

It's crushing for them. And who knows what their tearful families and supporters in the gallery have been through.

Mr Bryant tells a prisoner that he's surprised and disappointed that he had seemed to walk away from the program. He locks him away for 14 days, while pondering the fate of the prisoner's DTO. Another who's pale and drawn is led in the dock. He'd gone AWOL six days into a sevenday stint at residential rehab after complaining of "hearing noises" during detox.

Near the end of his two-year DTO, the man's compliance had been "sporadic at best". In his case, police had called for its cancellation several times.

After the man serves seven days in custody, Mr Bryant directs him to go to SECADA drugand-alcohol clinic.

Another would-be inductee Simon enters the court dock and applies for a DTO. He has spent time in prison and has been remanded for the past eight months on serious charges.

His predicament was like turning around a ship that had sailed 30 years in the wrong direction, he said.

Things had been looking good after four months in rehab. When released, he spent four months clean and landed a job.

Then an old friend just released from jail visited him. He lured him back on 'ice' and he went down the old slippery slope of drugs and crime.

Desperate to be a good partner, dad and son, he said a DTO had been recommended by other prisoners.

"It's perfect for me at the moment."

A-League bid still going

By Cam Lucadou-Wells Greater Dandenong chief executive John Bennie has told an event that Dandenong Stadium was still “on the agenda”, despite Team 11’s failed A-League bid last year.

At the Rotary Club of Greater Dandenong breakfast, Mr Bennie said more white-colour jobs and more people living in central Dandenong were also a key part of its economic revival, He said an A-League team would still be fantastic for the region - an inspiration for the city’s youth and an economic driver.

It would also be the catalyst for stage 2 of Revitalising Central Dandenong.

“Imagine Dandenong on game day with 1015,000 people in Cheltenham Road.

“The beauty of a stadium in this location is that when the economic wheel turns fast, that area south of the railway station is ripe for further development.”

Mr Bennie said Team 11 had been “outbid” financially; its bid had been “better in every respect but for the licence fund submitted”.

The consortium would be ready for the next licence round.

“The council and the company behind it is back on the horse very quickly.”

Mr Bennie spruiked the need for a SouthEast airport for the region’s projected 1.5 million population - a similar size as Adelaide or Perth.

Mr Bennie said the $290 million Revitalising Central Dandenong was still only 10 years into a 20-year-plan, but the council was “anxious” for development to “speed up”.

He pointed to several parcels of land yet to be sold and developed in the precinct.

To come is the HCA Hemmings Street affordable-housing development, and the Spectra apartments in Thomas Street - the first permanent residential high-rise in the area.

Mr Bennie was optimistic that the Orion apartment high-rise on the former Pop-Up Park would proceed in the “foreseeable future” as well as the Hyatt Place hotel in Springvale and the Cumulus and Launch Housing projects.

They complement the award-winning designs of the civic offices, Drum Theatre, Chisholm Institute and The Castle, Mr Bennie said.

“Everything happening in Greater Dandenong in the past decade has been about making an architectural statement.

“We don’t want to be known as the place where architectural quality is poor.”

Worldly feast sells out Student chefs at Wellsprings graduated to putting on their first commercial feast for 60 diners.

After 18 months of cooking the world's cuisines, Wellsprings Women's Cooking Group staged a multicultural feast at St John's Regional College Training Restaurant on 19 June.

The meals were drawn from an expanse of five traditional cuisines.

Wellsprings chief executive Dalal Smiley said the migrant and refugee women were passionate about cooking and interested in turning it into a career.

LOOKING BACK 26 June 1919 Parks and Garden At a meeting of the Dandenong council on Monday a letter was received from F J Male, making application for an increase in wages which were £1/16/- a week. As the park required his attention practically every day in the week, the council would understand that the work he must do is not all in agreement with the small wage he received. Cr Russell said that Male was entitled to a full rate of pay, for he had done his work well, and the park was credit to his efforts. He moved that Male be paid at the rate of 10/- per day. Cr Goves - No married man, with even one child, could live on less than £3 a week. The President favoured an increase to 9/- per day; he did not consider the work so hard as ordinary day labour therefore, an increase to 9/- would meet the case.

Teachers at Doveton High School will stop work if the Education Department sends unqualified staff to replace 10 teachers who have left the school this year. The teachers all women resigned because of family commitments. When the director of education Mr Brookes was asked if unqualified teachers would be sent to Doveton High he replied: "We will finally come to the position where we will have to send the best teachers we have available." A VSTA spokesman for the Doveton High School branch said: "On the first day an unregistered teacher arrives we would stop work."

Stop the gag

What's the problem?

It is very disappointing to hear that the proposed changes to the City of Greater Dandenong public meeting rules in last week's article, Council moves to gag Cr Kirwan (DSJ, page 3, 17 June).

In this internet age not supporting online petitions makes no sense at all.

I want my councillors to ask as many questions as they need to on my behalf.

And if I decide to attend a council meeting it seems reasonable that I should be able to speak and ask the question myself.

These rules take local democracy in Greater Dandenong backwards and not in line with other municipalities.

I certainly hope councillors reconsider these backward changes.

Councillors voting to support, even as a draft for public consultation, to limit their time for questions on resident issues at Council meetings has completely astounded me.

Why would our Council which is supposed to be open, transparent and democratic, vote to silence themselves and therefore the community as well?

Again I ask why? What is the problem?

I hope post-consultation they change their minds because if the amendment goes ahead, this will be a gross injustice to the entire community and our democratic system of local government.

Lee Tarlamis.

Lee Tarlamis says his older brother’s cancer battle inspired him to spend his life helping those less fortunate.

His service culminated in a Medal of the Order of Australia (OAM) in the Queen’s Birthday Honours List, announced on Monday 11 June.

The Noble Park man and former state Upper House MP received the nod for service to the people and Parliament of Victoria “I’m extremely humbled. It’s not something that I’d expected,” he said.

“I didn’t do it to get acknowledgement.

“It was about wanting to provide assistance and help to people.

“It’s a view that I formed very early on.”

Mr Tarlamis said his brother fought cancer for two years before dying at age 17.

“The trouble and the stress that the family went through, I saw how positive he was

throughout those two years,” he said.

“It instilled in me that as tough as I think I have things, there are always people out there who are doing it a lot worse than me.

“That’s why I got involved in the local community.”

Initially that was through the Keysborough Learning Centre.

“The centre loaned me a computer for me to do my school work,” he said.

“I wanted to repay the favour so I was volunteering time with them.”

There he met then-politician Eddie Micallef and became his electorate officer.

“That’s how I got into the politics world,” Mr Tarlamis said.

“That opened up a lot of opportunities to provide assistance to community groups.”

He never intended to run for parliament, but “one thing lead to another which lead to another” and he was a South Eastern Metropolitan Region MP from 2010 to 2014.

“That was such an honour as well, when you consider the fact that very few people get to hold that position and represent that large number of people,” he said.

Mr Tarlamis was a Springvale Benevolent Society volunteer from 2002 to 2012, a Noble Park Community Action Forum member for many years, a founding Springvale Multicultural Men’s Shed committee member, and more.

He’s now a senior advisor to Special Minister of State Gavin Jennings.

The world of politics is not where he thought he’d end up.

The Tarlamis family moved from Oakleigh to Keysborough when he was eight months old.

He went to Wallarano Primary School in Noble Park and to Chandler Secondary College, where Keysborough College’s Acacia campus now stands.

Mr Tarlamis went on to study an associate diploma of business.

“I grew up working with dad in the family businesses,” he said.

“I thought it would be logical that I would go into the business world and maybe into management or something like that.

“I really enjoyed the community stuff.

“Politics became that vehicle to do it.”

If your child is particularly young, make up a song to go with the process or associate the act of using the puffer with a reward.

Minister sides with Rosie

By Cam Lucadou-Wells Family violence prevention minister Gabrielle Williams says she's disappointed by remarks attributed to unionist John Setka.

At a national executive meeting, Mr Setka had allegedly linked anti-violence campaigner Rosie Batty to men having fewer rights.

"We value the work of Rosie Batty to an enormous degree," Ms Williams responded to Star News during a visit to a WAYSS domestic violence refuge.

"She should be credited with saving lives."

An Australian of the Year, Ms Batty has been a prominent campaigner against family violence since her 11-year-old son Luke was murdered by his father in 2014.

"She's been an incredibly brave advocate in this area," Ms Williams said.

"It's disappointing to hear her work cast in a negative light."

By a twist of fate, just minutes later, federal ALP leader Anthony Albanese announced he'd seek Mr Setka's expulsion from the party.

Mr Setka has since threatened legal action

and withdrawal of funding from the ALP. Speaking generally, Ms Williams said the family violence "conversation" had become more pronounced in the mainstream community - and was driving cultural change.

It shows in the state's Call It Out ad campaign - seen by half of Victorians in just three months.

"The levels of understanding of the message run high," Ms Williams says.

Another indicator is recent commentary from Assistant Commissioner Luke Cornelius, of Victoria Police, she says.

Mr Cornelius reacted in unambiguous terms after Courtney Herron's remains were found in Royal Park, Parkville in May. "Violence against women is absolutely about men's behaviour," Mr Cornelius said.

"It isn't about women's behaviour."

A man was later charged with Ms Herron's murder.

It was an "180-degree" turn from police remarks five years ago, according to Ms Williams.

"Good attitudes to women lead to good

outcomes. Bad attitudes to women lead to bad outcomes.

"The sector has been aware of this for some time. We're starting to see acceptance of that."

Marion toasts a wonderful 80 years with a big party Marion Bjorksten celebrated her 80th birthday with friends and family at the Dandenong RSL on Sunday 16 June.

The birthday celebrations included high tea with Marion's three children Colin, Ann and Katrina, three grandson's Fraser, Brodie and Ethan (Johnathan was unable to make it) great grandson Fred and many of Marion's longtime friends.

Marion arrived in Australia on her 16th birthday on board the SS Strathnaver in 1955 with her Mum, Dad and brother.

They lived in Nissen Huts in Preston set up for migrants arriving as 10 Pound Poms for two years, where many of her lifelong friends came from.

Marion married John Logan and they moved to Doveton in 1976, but John died of cancer six months later and Marion was left to raise the three children.

Their lives took a turn for the better when she won Tattslotto in 1983 and the family moved to Endeavour Hills, where she re-

Despite living in Australia for 64 years, Marion still has a strong Scottish accent.

Marion lives a very active life and her children often find it hard to catch her at home at Willow Lodge in Bangholme.

She enjoys line dancing, going to the movies with her friend Margaret and plays competition lawn bowls at Willow Lodge Bowling Club.

Stalwarts mark 40 years associated with Red Cross Loyal volunteers have celebrated the Hallam Friends of Red Cross's 40th birthday at an event on Monday 17 June.

Red Cross metropolitan-zone chairperson Heather Perrott spoke on the value of volunteering and the organisation's refugee program.

She also presented long-service medals to members Josephine Thompson (who volunteered for 30 years) and Beryl Smith (20 years).

The 20-member group regularly fundraises with raffles and street stalls, selling crafts, cakes, jam and plants.

"New members are always welcome to join in for a cuppa and socialise with friends," president Betty Keen said.

It holds regular meetings at Hallam Community Learning Centre on the third Monday of the month.

Let it snow for holiday fun Springvale is gearing up for one of its biggest events of the year - the seventh annual Snow Fest on Sunday 28 July.

Springvale Snow Fest brings an authentic snow experience to the heart of Springvale when real snow is trucked in from Mt Buller turning Buckingham Avenue into a winter wonderland.

The event received the 2018 Major Event of the Year Award at the Parks and Leisure Awards of Excellence. Having taken top billing in the Victoria/Tasmania region, the event is now eligible for the national Major Event of the Year Award, which will be announced in October.

Since its inception in 2013, Springvale Snow Fest has also won Australian Event Awards in the Best New Event (Vic) and Best Tourism Event (Vic) categories.

This year visitors can win a wintery weekend getaway at a ski resort with the family. The prize includes two nights’ accommodation for two adults and two children in a family room, wheel chains rental, two day resort entry and parking, and two day ski or snowboard rental package. Bulls are on the charge

It’s a nightmare for bowlers in the DDCA

The Dandenong District Cricket Association’s biggest weapon, Buckley Ridges captaincoach David White, will return to lead the reigning Turf 1 premiers next season off the back of a record-breaking first season.

The South-African, 28 - who played 85 matches of first-class cricket in his home country before retiring in early 2018 - plundered an astonishing 1252 runs at 125.2, almost unheard of numbers at any level of cricket.

In further crushing news to the bowlers of the south-east, Narre South - the newcomer to Turf 1 - has confirmed the news that Jersey international star Jonty Jenner will also be returning to the club, putting to bed rumours he may have been heading to a rival club in the DDCA. The emerging star was a major factor in the

Lions’ premiership success in Turf 2 in his first year in Australia, cracking 632 runs at 45.14 while also taking 16 wickets at an incredible average of 6.44.

The Lions have also announced a trio of signings from Narre North, bringing in Matt Brooks as playing coach, paceman Joel Zietsman and opener Kyle Hardy, further strengthening the list as they look to make a splash in the top grade. Gun all-rounder Kirk Dickson will return to the club after a year off, in another major boost.

Off the back of consecutive grand final defeats, Springvale South has made some major changes to its coaching and playing stocks, in what is likely to be a new look-side next season.

Leicestershire County batsman Ateeq Javid has signed on as captain, replacing club legend Craig Slocombe, who will stay on in a playing capacity after a stellar 13-year term as skipper.

The Dandenong Stingrays suffered their second NAB League loss in a row - falling to the Murray Bushrangers at Shepley Oval on Saturday afternoon.

With many under-age players suiting up for both teams, the Stingrays missed the likes of Hayden Young and Ned Cahill as they struggled to keep the Bushrangers’ forwards in check.

Murray was inaccurate in front of goal in the first term and that would turn out to be the case for the entire game. Despite their dominance, the Bushrangers held just a 16-point lead at half time, 6.12 (48) to 5.2 (32).

The work of Max Gregory and Bryce Milford helped keep Dandenong in touch in the first three quarters as the Stingrays continued to battle hard after the main break.

Trailing by 19 points with a quarter to play, Dandenong was still in the hunt, but after being unable to put its domination on the scoreboard, Murray finally got reward in the fourth quarter and put the Stingrays to the sword.

A five-goal to three fourth term saw the Bushrangers run away with a 34-point win, 13.20 (98) to 10.4 (64). Along with Gregory (two goals) and Milford, Will Bravo and Sam De Koning also impressed across the ground.

The loss brings the Stingrays back into the chasing pack in fifth position with a 6-2 record, but it is extremely tight at the top with Dandenong just one win behind the top-placed Eastern Ranges.

Meanwhile, in the Eastern Football League, Noble Park got back on the winners’ list with a hard-fought win over Doncaster.

The Bulls were inaccurate in front of goal, but the performance of Kyle Martin steadied the ship enough to see Noble Park claim a six-

Boxers ready to unleash

By Nick Creely Two of Doveton Boxing Club's finest young boxers will be taking their talents across the Tasman to New Zealand next month, representing Regional Victoria Boxing in an exciting opportunity.

Levi Harrison and Zealand Rakei, both 15, will jet off for a 10-day tournament to Christchurch and Auckland, becoming the first international competitors to come out of the Doveton Boxing program.

Harrison, who will be fighting in the 66kg Junior Division, is a former soccer player who gave up the sport to try something new, and has come a long way since, dedicating himself to training and getting to this very important milestone.

Until the departure day, he'll continue training as hard as he can, knowing all too well just how paramount a strict training routine can be.

"I'm very proud to be representing Victoria in New Zealand, this is a once in a life opportunity and I'm very proud to have been selected," he said.

"I pride myself on hard work and commitment so that I can be mentally and physically prepared to fight "From now until we leave it is just hard work and building up the skill and fitness to be best prepared for the event."

The Doveton Boxing Club holds a special place in the heart of Levi, "Doveton Boxing Club has had a massive impact on me, it has taught me to push my limits and it is the main reason I'm here where I am," he said.

"Doveton is the only gym I've been at so it has had a massive impact on my journey.

"I'd like to thank Ryan from the Doveton Boxing Club for getting me this far and giving me all his time and effort to train me.

For Zealand Rakei, who will compete in the Junior Girls 75kg, sport is her passion, and she dedicates every spare moment she has to enhancing herself.

"I work three days a week but when I'm not at work or school I am at the gym training or on the netball court. Boxing is a very difficult sport not just physically but mentally, you have to be really fit but also be smart," she said.

Much like Levi, Zealand is extremely grateful for the opportunity to represent Victoria, and will be working tirelessly to ensure she's

in prime shape to make a splash in the tournaments next month.

"What I have to do now to prepare for the New Zealand tour is make sure my weight is on track by keeping to my diet and training every chance I get," she said.

"Preparing myself mentally is also very important. I need to be focusing on my skill work at training and making sure I'm ready for any challenges that are going to be thrown at me."

Doveton Boxing Club has been a vital part of Zealand's life, providing her with plenty of support and guidance in the gruelling sport.

"Doveton Boxing Club is like my second home," she said.

"My skills have improved in many ways.

Doveton has always been a welcoming gym from day one. They are like family to me.

"Ryan my coach has always pushed me to the limits which I know will make me the best boxer possible."

Zealand started her journey by doing Karate at the age of eight, but realised it wasn't for her. Three years later, she went to SKAMMA in Narre Warren, enjoying kickboxing and Jiu Jitsu before joining the Doveton Boxing Club where she has been for the last three years.

Now she's hell-bent on proving that female boxing is the real deal.

"Boxing is such an amazing sport and what I love most about it is that everyone underestimates females in boxing which makes me want to show everyone what girls are really capable off and the strength we have," she said.

While Zealand won't look too far ahead, she admits that she would like to one day represent her country.

"Honestly I haven't really thought about my future but I would love to represent Australia in the Olympics and one day I want to go pro," she said.

"But for now I'm just focusing on training and pushing myself to achieve these dreams."

She has plenty of people to thank as she now prepares to become an international competitor.

"I'd like to thank my parents for driving me to training and believing in me with everything I do," she explained.

"But most importantly I want to thank my coach Ryan Wilson for putting so much of his effort, time and money into me.

"Thank you for putting up with all my complaining at training, but most of all thank you Ryan for believing in me and telling me I have a bright future ahead of me in boxing and just not giving up on me."
