She added service providers were "experiencing a great strain on current resources" due to a large volume of people looking for help.

"Demand is often unable to be met within Casey, Dandenong and Cardinia," she said.

"There has been night long parties with lots of young people," he said.

"There is no reason for the police to not remove them from illegally staying there."

It is unsure who owns the reserve but may be part owned by Casey Council and VicRoads.

VicRoads manager of land and property Ian Stokes said they would arrange a clean-up of the area and work with Victoria Police and council to resolve the issue.

“We’re concerned about any reports of illegal or anti-social behaviour on our land,“ he said.

A 21-year-old man forced to sleep in a tent in Narre Warren says welfare and homeless services have turned their backs on him.

Jayden Catrileo, who has been camping at Angus Facey Reserve for just over a month says "no one wants to help me."

"I tried getting help from Centrelink; that was going well for a bit till they cut me off," he said.

He also tried to seek help from WAYYS, a homelessness service in Berwick, who he claims knocked him back because he was "too old."

Mr Catrileo, formerly of Hallam, says he had been homeless for more than a year and was

forced to pitch a tent after couch surfing with friends didn't work out.

"I would like to have at least a roof over my head...I do my best, I rarely ever eat and only drink water."

Casey Councillor Rex Flannery spoke with Mr Catrileo during a visit at the reserve on Friday 3 May reassuring him he would investigate the matter and also gave him $50 cash to help.

Cr Flannery advised Mr Catrileo to clean up the area which he says was "trashed" by unknown people.

"If he's gone off his own bat to try and seek assistance, turning your back on somebody that's supposed to help people that are homeless just doesn't add up," he said.

Community News 2019/20 Draft Budget delivers record infrastructure investment The City of Casey has prepared it’s 2019/20 Draft Budget, which features a record infrastructure investment of $158.7 million to continue to deliver the projects needed for our large and growing community now and into the future.

Council adopted the draft budget for community consultation at a Council Meeting on Tuesday 7 May, along with the revised Council Plan 2017-21 and Annual Action Plan 2019/20, with residents now invited to have your say until Thursday 6 June.

Through financially responsible budgeting, Council has been able to continue its strong investment in the necessary projects and services for Casey’s large and rapidly growing community.

The draft budget includes a 2.5 per cent average general rate increase in line with the State Government rate cap and $21 increase in the standard waste charge.

Crossing ‘to go’

By Brendan Rees Works to eliminate the "frustrating" level crossing at Clyde Road, Berwick will begin within a year.

Minister for Transport Infrastructure Jacinta Allan was at Clyde Road on Tuesday 7 May to announce the timing of project and encourage locals to attend an information session.

Works on the Clyde Road level crossing which is reportedly down for around a third of the two-hour morning peak - will start in early 2020, and be gone for good by 2022.

"It's a really busy precinct," Ms Allan said.

"It also impacts on the Princes and the Monash Freeways."

"This one has to go - there are community information sessions on the 22 and 25 of May, and we're looking at having construction start on this in early 2020."

She said the removal of this level crossing would mean drivers, cyclists and pedestrians will be able to travel more safely, and it will potentially provide greater access to more train services.

Works at the Cardinia Road level crossing in Pakenham have been fast-tracked, with the construction of a road bridge to be built over the rail line in late 2019 and wrapped up by the end of 2021.

Narre Warren South MP Gary Maas said: "The removal of Clyde Road and Cardinia Road level crossings will really help ease congestion on Narre Warren South roads and ensure that locals get home sooner and safer."

Federal Labor candidate for La Trobe Simon Curtis said as a local councillor, he had been for "fighting" for the level crossing removal on Clyde Road for 10 years.

Federal Member for La Trobe Jason Wood said in 2007 he made an election commitment for a grade separation of Clyde Road rail intersection.

"Unfortunately, when Federal Labor came to power, they just widened Clyde Road. Since then State Labor Government committed to grade separation over four year but failed to deliver," he said.

Arrests were made and cautions were issued when police responded to an incident at a school in Narre Warren last week.

Police responded after reports a number of males were on the roof of a building at Strathaird Primary School on 28 April.

Officers were called to the premises at about 5pm.

Four teenage males were arrested and issued with cautions in relation to trespass.

One was also issued with a caution in relation to possession of a drug of dependence.

Firearms stolen

The Federal Government announced this month a commitment of $40 million for an extra lane on Clyde Road, Berwick between the railway crossing and the Monash.

In addition, $10 million will be delivered to upgrade at the junction of Clyde Road with Kangan Drive, delivering three right and two left-hand turning lanes.

Information sessions for the Clyde Road level crossing removal project will be held at Berwick Primary School on Wednesday 22 May between 6pm- 8pm, and Saturday 25 May between 10am and midday.

Casey’s record budget tops $500m Casey Council is set to deliver its biggest ever budget ... topping half a billion dollars for the first time.

This includes a record amount of $158.7 million for infrastructure and capital works.

And it's all being delivered within the State Government’s compulsory 2.5 per cent rate cap.

The council released the draft budget for community consultation at its meeting on Tuesday 7 May. City of Casey mayor Amanda Stapledon said the council was proud to deliver the draft budget which supported council’s strategic objectives of “being people driven, a place to prosper and operating a high performing organisation”.

The big budget number includes: A $158.7 million Capital Works Program (CWP) to deliver much-needed infrastructure for our new and growing communities as well as renew facilities in our established suburbs.

Cr Stapledon said the CWP focuses on using more than $50 million of council’s developer contributions for critical infrastructure to ensure new communities have the infrastruc-

ture they need. Funds would also go towards renewing facilities in established suburbs to ensure all residents had access to quality facilities, Cr Stapledon said.

“The budget takes action to position Casey to meet the immediate and longer-term challenges of service delivery, the roll-out of infrastructure and continued transformation of our operating environment to meet the demands of such a large and growing city,” she said.

“Our operational budget supports us to keep up with the growing demand on our services as more people choose to call Casey home, as well as deliver on the priorities in the Council Plan and Annual Action Plan.

“Through this budget, we’re continuing to demonstrate our commitment to invest in the future and to meet the growing demands of a community set to reach more than 514,000 residents by 2041.”

During its meeting, council also adopted its revised Council Plan 2017-21 and Annual Action Plan 2019/20.

Casey Crime Investigation Unit is investigating an aggravated burglary that occurred in Cranbourne East on 19 March.

Police allege between 11.55pm on the 18 March and 5am on 19 March intruders attended a Cranbourne East residential address and allegedly stole three firearms - a Winchester Browning 380WIN and two CZ .22 Rimfire Rifles.

Police believe this incident may be linked to four thefts from motor vehicle incidents that occurred in the same street in Cranbourne East during the same time frame.

Police have released CCTV still images of a male who they believe may be able to assist with their investigation.

Two men on the run after crash Two men are on the run after a vehicle crashed into a fence in Hampton Park on Saturday 27 April.

Investigators have been told a black Ford sedan was travelling south on Oaktree Drive when the driver failed to navigate turn at the intersection of Pound Road about 9.30pm.

The vehicle collided into a retaining wall at a property on Pound Road.

The driver and passenger, both men, fled on foot, police say.

It is believed the registration plates on the vehicle had been falsified.

The investigation remains ongoing and anyone with information is urged to contact Crime Stoppers on 1800 333 000.

When Neloo Kreltszheim was introduced to the pencil at an art course, she fell in love with it instantly.

Now, the Casey artist has launched her first book 'The Humble Pencil' with the hope other artists will consider the "value of pencil art."

It was launched at the opening of her retrospective of pencil works at the SECAN Gallery at Akoonah Park in Berwick on Saturday 4 May. Her book contains her humble creations of portraiture, wild life, flora, fauna and landscapes in graphite pencil, colour pencil and pastel pencil produced across almost 30 years of work.

She said, sadly, pencil art had been "neglected" in favour of other traditional materials including water colour and oils.

"I am amazed to see the standard of pencil drawings and the beauty it creates," she said.

Born in Sri Lanka, Neloo qualified as an architect after immigrating to Melbourne in 1973.

While her children were at school she decided to take a step back from architecture and returned to tertiary study art - her first love.

She then worked as a graphic artist for the Leader Newspaper Group before starting her own private art classes for children and adults in Dandenong in 1990.

The 'Palette and Paintbrush School of Art' was one of the first art schools established in the South East, and following its success, she expanded her classes to the Casey, Knox and Monash municipalities.

CCTV footage has captured three attacks on the Hampton Park fire station over the weekend ... by the same man.

The station was pelted with rocks on each occasion, smashing windows and damaging an LED sign.

Damage is estimated at $3000.

The nearby ambulance station was also targeted on the first night.

First Lieutenant Chris Gomolis said footage showed a man at the front of the station carrying a heavy bag about 7pm on Friday 3 May. "He's then taken rocks out and thrown them at the windows," he said.

The man returned at 10.30pm and allegedly threw more rocks, damaging more windows, Mr Gomolis said.

"He's walked up the road to the ambulance station and done the same thing."

He said the same man came back at 5.05am

the next morning and "put more rocks through the window."

"He threw multiple rocks and there was still some lying around on the road."

Mr Gomolis said the damage bill would be covered by insurance."The (LED) board we hope so as well because the board is brigade owned not CFA owned."

The LED sign, he said, had been funded through community fundraisers.

Hampton Park fire brigade posted information about the incident on its Facebook page.

This has since led to "quite a number of locals" providing addresses of the bandit which has been handed to Narre Warren police.

Mr Gomolis described the act as "disrespectful" and "disgraceful behaviour" and believes it was carried out "for no apparent reason other than for the sake of it."

Casey at a ‘crossroads’

Casey council's endorsement for Cr Rosalie Crestani as Deputy Mayor should be withdrawn in view of the fact that Cr Crestani is a member of Danny Nalliah's "Rise Up Australia Party" (RUAP).

This is a party that strongly opposes multiculturalism and is, furthermore, in denial about climate change - notwithstanding overwhelming scientific evidence showing global warming is a serious threat to the natural environment and our quality of life.

The ratepayers and residents of Four Oaks Ward deserve better and Cr Crestani's connection with the RUAP seriously compromises Casey Council's capacity to deal with some of the biggest issues now impacting on the future of Casey, including high population growth and global warming.

Cr Crestani and the RUAP do not accept the validity of scientific methods or evidence as the basis for public policy and decision making.

Casey is now a city at the crossroads.

The old conservative model of leadership which demonizes multiculturalism and science needs to be rejected in favour of a leadership model more focused on our future and the issues impacting on our health and quality of life, such as inequality, transparency in government, waste and rubbish recycling and climate change.

Instead of thinking about junkets to China, Israel, and the United States, for example, Casey council and Cr Rosalie Crestani should be planning and showing leadership and plans for dealing with Casey's waste and recycling crisis.

While waste and rubbish is being dumped on the Doveton nature trail and in the Kidds Road Underpass, Casey's Deputy Mayor has been focused on getting elected to the senate!

I call on Casey council to withdraw Cr Rosalie Crestani's Deputy Mayor role and appoint someone interested in local community issues,recycling, climate change, and transparency in government.

Carly was also a member of strike teams on the following Wednesday and on Thursday alongside Bridgett.

"It was really confronting, being a massive fire and my first of that scale," she said.

"The fire got so close to some people's properties that all their garden beds were burnt, but firefighters were able to save their homes. Seeing the devastation really puts what we do into perspective."

Rachel, a fifth-generation firefighter who has volunteered for 15 years said: "I remember standing there and you can hear the fire coming for you, you can hear the tree's crackling, it's loud, and that's that moment where you go 'yep, alright, bring it on'."

According to the girls, Devon Meadows Brigade is a close-knit family, and described the support they received as "out of this world."

"With CFA, we are all quite close. So when you're facing a fire you know the person next to you has your back and they know you've got theirs. In these situations, you revert back to your training and your faith in your crew," Rachel said.

Three courageous yet humble young women are helping break down gender inequality in CFA volunteer numbers, having devoted their time to the Devon Meadows CFA and fighting the recent Bunyip blaze.

Bridgett Young, 21, Rachel Rizzo, 26 and mum-of-three Carly Damman, 26, help make up the small figure of just 11,916 female volunteer firefighters in Victoria compared to 41,116 males.

"When you say 'firefighter', when you imagine 'firefighter', you don't imagine females. To be a part of it - not just sit there and do nothing, but be a part of the crew and playing a role - is unlike anything else", Bridgett said.

In the wake of the Bunyip bushfires that saw more than 15,400 hectares, 29 homes and 69 sheds engulfed in flames, Bridgett speaks of her ordeal being trapped for more than eight hours surrounded by burning sheds and falling trees.

"We were trapped in the sense that we couldn't get out and go home. We didn't have food, no one could come in to get us out and we couldn't physically get ourselves out with just our chainsaws," Bridgett said.

Bridgett was a part of three strike teams over the fire danger period. On the Sunday morning during the fire period, Bridgett boarded the fire truck at Devon Meadows brigade about 5am.

Unbeknown to her, she would not be returning home until 3am the following morning.

"We didn't know at that stage we were trapped in there, we just thought we were going to be there until 7pm and would be released. It wasn't until about 5pm when we went out on to the road and saw the amount of trees that were on fire laying across the road that we knew we wouldn't be getting out," she said.

"We were told basically to call our bosses and tell them that we weren't going to be in

Josh brings home gold

By Brendan Rees A Clyde North man who lost his wife and son to Huntington's disease is determined in his fight to find a cure.

The rare genetic condition that affects the brain, and worsens over time, has meant Maurice Browne's family has been diagnosed with the disease.

This gene is passed on from parent to child, but the condition isn't obvious at birth. The symptoms usually, but not always, first appear when the person is approaching middle age.

Unfortunately there is no cure or effective treatment for this disease and therefore Huntington's disease remains fatal.

Maurice, who lives at Selandra Rise Retirement Village, says his daughter Sharon, 50, was diagnosed with Huntington's disease four years ago and requires help with household jobs such as cleaning dishes.

"She can (clean around the house) but it's best not to, accidents might happen," Maurice says.

His wife Mary was diagnosed with Huntington's diseasein her early forties and lost her battle 11 years ago. His oldest son also died from the disease, age 49.

Today, Maurice's grandsons Mitchell, 27, and Philip, 30, have been diagnosed with the disease.

"Mitchell's already got the symptoms; it came on early, we don't know why. He's already receiving the disability pension already," Maurice explained.

"It's supposed to follow family history but sometimes it doesn't because it's so random."

Symptoms include changes to a person's thinking, feeling, and lack of coordination, speech and swallowing difficulties.

Being a genetic disease, each child of a parent with Huntington's disease has a 50 per cent chance of inheriting the defective Huntingtin gene.

Josh Sullivan, 12, has reached new heights in Little Athletics, taking out gold and silver medals in the Hobart championships.

The Cranbourne Little Athletics member, who began participating at age five, was recently selected for the national team and invited to the Australian Little Athletics Championships held in Tasmania 27-28 April.

There, Josh won gold in the triple jump, and silver in the four by 100 metre relay events in the under 13 boys.

It was the first time Josh has competed in a national competition where he also competed in high jump, and selected to be a team leader during the championships.

Josh said his goal was to train hard to one day win gold: "I have competed at many regional and state level competitions, but never for nationals. It felt amazing to achieve gold for an event (triple Jump) that I love the most," he said.

"I can't wait for the new season to begin next year."

Proud father Mark Sullivan said Josh competed at Cranbourne Little Athletics Centre at Casey Fields every Saturday morning during summer.

"In the lead up to Tasmania, Joshua had various training days with Victoria's best coaches who also included the experience of a camp to help encourage a team environment," he said.

"As a father of Joshua I feel very proud of him. Proud of the way he set himself a goal and how he achieved it was outstanding and proves what a remarkable young man he is.

How long have you been involved with Cranbourne U3A? About four years ago I approached U3A Cranbourne with the idea of starting a cycling group for seniors. That has led to me starting a table tennis group and becoming involved on the committee.

Northern Queensland, Mission Beach.

Best music concert you have been to see? Not into music but a couple of years ago we saw the Twelve Tenors in Melbourne.

History was on display at the historic Fisherman's Cottage in Tooradin last Saturday.

The Cottage played host to the National Trust's Heritage Festival, held in conjunction with the City of Casey. A number of historical societies from around the Cranbourne region attended, including the Cranbourne Shire Historical Society and the Dandenong High School Ex-Students Association.

The Narre Warren Family History Group helped visitors delve into their family tree.

The museum at the Fisherman's Cottage was open all day, showcasing life in the 19th and 20th centuries. Visitors explored the old one-teacher school, and a shed which houses historical fishing gear.

The afternoon was capped off by a boat tour of Western Port Bay, during which marine expert Greg Hunt explained the importance of the bay's biodiversity.

Barry Freeman, a committee member of the Cranbourne Shire Historical Society, said around 100 people ventured out to the cottage.

"It was a big day and we're happy with the response - people who came really enjoyed it, and those who hadn't been before were surprised at what we had there," he said.

He said there was a strong feeling of nostalgia, as people re-discovered old artefacts and reminisced on seeing their parents, grandparents, aunts and uncles use them in years gone by.

The Fisherman's Cottage itself is a historical monument in its own right, Mr Freeman added.

The Fisherman's Cottage at Tooradin is open on Sundays from 12pm til 4pm.

Funding for migrant hubs

By Brendan Rees The Federal Government has announced funding for five new community hubs to benefit hundreds of migrant and refugee families in Casey.

The $1.2 million investment will create spaces for migrant and refugee women and their children to learn English, develop new skills, find employment, integrate and access programs and services.

Federal Minister for Families and Social Services Paul Fletcher joined La Trobe MP Jason Wood at Bunjil Place in Narre Warren on Friday 3 May for the announcement as part of the government's commitment to establish 32 new hubs nationally under the 2019-20 Budget.

Mr Fletcher said Casey was experiencing an increase in the number of migrants choosing to settle in the area, and the hubs would provide the opportunity for new migrants and ethnic groups to "feel fully supported in their engagement with the broader community."

"I would be hopeful that we might have some of these up and running by the 2020 school year," he said.

"The Community Hubs Program has a proven track record in helping migrant and refugee women and their young children navigate daily life in their communities to set them on a pathway to participation and employment."

Mr Fletcher said he would expect the hubs to be located at schools and community centres but the Federal Government will work with Casey Council, settlement service providers, school principals and local community group representatives on the need, feasibility, and location of the new hubs.

"It's all about supporting women of migrant and refugee communities to better engage with the community, improve their skills, improve their English and also help get their children set up for the next stage when they go to school," he said.

Mr Wood said the Federal Government was committed to "supporting social cohesion

and harmonious communities, and this funding commitment will go a long way towards achieving this aim here in La Trobe."

Councillor Rex Flannery said: "It is essential that we provide support to our refugees and migrant communities to improve social isolation, and create opportunities to allow them to forge their own path," he said.

Dr Sonja Hood, CEO of Community Hubs Australia, also welcomed the funding boost: "Over the past decade, hubs have made a significant difference in schools and communities across Australia. We are delighted that this announcement secures the future of our existing hubs, as well as expanding the program into communities such as Casey."

Showcasing the South East region’s INNovative spirit More than 1,500 visitors submerged themselves in the innovative spirit of the Casey Cardinia Region's INNovation Summit on Sunday 28 April.

A mix of experiences were on offer, including inspirational talks on the library's big steps, shark-tank style business pitches and our region's first ever eSports Competition.

City of Casey Mayor Amanda Stapledon was energised by the day's entrepreneurial spirit, beginning with a socially conscious breakfast held under the eaves of Bunjil Place.

"I was so proud to share in an event like this and to hear that by doing so we raised $2,000 for the Casey Cardinia Foundation's Bunyip

Fire Emergency Relief Fund is truly special," Cr Stapledon said.

"Whoz Cookn should be commended for their efforts to create motivational experiences like this that are accessible to all."

But it wasn't just the breakfast that inspired those who visited.

Dozens also settled into the Bunjil Place Library's big steps to enjoy 16 Fireside Sessions, short inspirational talks, on everything from how to motivate staff, and living with visiobibliophobia (a social anxiety disorder associated with social networking platforms) to their own very personal business journeys to success.

Hundreds of people also gathered in the Bunjil Place Studio to compete for more than $1000 cash in the eSports tournament, Smash @ Bunjil Place.

Hosted by the not-for-profit Couch Warriors, the event showcased the popularity and growth potential of the booming tech-sport.

Jack from Couch Warriors was thrilled to bring eSports to Bunjil Place.

"We were thrilled to be able to host this tournament at Bunjil Place. The studio was perfectly suited to us and we hope that this will be the first of many tournaments held here," Jack said.

Throughout the day, visitors were also able

to get up close with virtual reality, artificial intelligence and wellness applications at Experience Kiosks dotted throughout the plaza.

As if that wasn't enough, excitement levels were raised to their limits at the Pitchfest, where ten local business people presented their new business, or new business idea, shark-tank style to a panel of judges and potential investors in a winner takes all battle.

Dr Saiyi Li and his team at Bayes Tech took home the ultimate prize of almost $12,000 worth of prizes for their Tele-Rehabilitation Platform which helped patients stick to their exercise regime and improved communications between therapists and their patients.

Police ramp up patrols

Police will be targeting anti-social behaviour at the Fountain Gate shopping centre.

Police have stepped up patrols at Fountain Gate shopping centre following a string of robberies, assaults and thefts.

"Police will not tolerate any criminal or anti-social behaviour at the Fountain Gate shopping centre and the community can expect to see an increased police presence in the area," a Victoria Police spokesperson said.

There will be ongoing increased patrols near the shopping complex, with uniform and plain clothes police officers patrolling the area on foot and in vehicles at all times of the day and night.

It comes after a 14-year-old boy, who was in the food court with friends about 4.30pm on Thursday 11 April, was allegedly threatened by thugs he would be "stabbed and bashed" if he

didn't hand over money.

Police are also on the hunt for a bandit that allegedly stole more than $1,000 worth of clothing on 20 April from the centre's Kathmandu store.

Police maintain a strong partnership with shopping centre management, meeting regularly to address emerging issues and provide appropriate police response to ensure safety of the community.

The public are encouraged who sees any suspicious, anti-social or criminal activity occurring in the area to contact their local police station and if you are in immediate danger to call triple-zero.

A Scentre Group spokesperson said the safety and security of their customers, retail partners and employees was always the centre's priority.

Star Search seeking voices

By Breanna Taylor The annual round of Star Search’s vocal competition is hitting Cranbourne and talent singers of all ages are being asked to showcase their talent will all proceeds raised aiding cancer research.

Auditions for the show will be held on Saturday 25 May at The Factory Rehearsal Centre in Cranbourne with further auditions being held on June 2 at Hillcrest Christian College in Clyde North. The registration fee for all performers is $15 with solo acts, as well as duo and trio welcomed.

The event not only provides a friendly and supportive platform for all performers to gain experience and exposure, but also supports victims of cancer. In the past two years $10,000 has been donated by ‘Star Search for a Cause’ toward brain cancer research at the Olivia Newton John Cancer Research Centre.

By Brendan Rees Narre Warren Police is investigating an alleged theft that occurred at Fountain Gate Shooping Centre in Narre Warren on the 20 April.

Police allege that at about 2.20pm a man entered the Kathmandu store and selected a number of clothing items to the value of $1,629 without making any attempt to pay.

Police have released CCTV still images of a male who they believe may be able to assist with the investigation.

Anyone with information is urged to contact Crime Stoppers on 1800 333 000 and quote incident number 190142677.

By Breanna Taylor Four star players from Melbourne Football Club visited Harkaway Hills College on Monday 29 April for a Leadership morning. Students in Grades 2-4 were treated to a 30 minute leadership session, during which time the players taught students about the importance of team work and being positive role models to their peers.

The students also participated in a Footy Skills workshop, with the Melbourne FC play-

ers running through a number of drills and skills-based activities to teach the students the basics of AFL. Principal at Harkaway Hills, Mary Broadsmith said, “It was a pleasure hosting the Melbourne Football Club at Harkaway Hills College. It is so important for students to learn not only how to be quality footy players, but more fundamentally, how to be quality leaders within our school and the community. What a fantastic opportunity for our girls and boys.”

Performers off to China Two of Casey's brightest local performers are preparing to take their music to the international stage.

Sonyta Trahar and Matt Prins are finetuning their instruments and vocals, ready to showcase their talents in the Chengdu International Sister Cities Youth Music Festival in China, this July.

They will be joined by hundreds of artists from across the globe who will rock the live audience of more than 1000 and be broadcast to more than 5 million music fans online.

"Sonyta and Matt will represent the City of Casey in the festival to celebrate our thriving sister city relationship with Dujiangyan City, located on the fringe of Chengdu in the heart of China," City of Casey Mayor Cr Amanda Stapledon said.

Sonyta is a solo singer and songwriter with a list of credits to her name including graduating the Academy of Country Music and receiving a Lyrebird Award, while Matt Prins is a contemporary artist with competitive singing and performance experience including winning 2018 Casey's Got Talent.

"The vibrant and eclectic annual event provides a platform for artists to showcase their talents to an international audience."

"The event also attracts significant media coverage so it is a great opportunity to promote the City of Casey and enhance our inter-

national relations with Chengdu and our sister city as part of our Casey China Engagement Strategy," said Cr Stapledon.

Both artists were selected to represent Casey in the festival through a competitive process.

At its meeting on Tuesday 16 April, Council voted to cover the airfares of the two performers selected to represent Casey at the Festival at an estimated cost of $800 return.

In March council voted Cr Wayne Smith would lead a Cultural and Educational Delegation in China following the Chengdu International Sister Cities Youth Music Festival.

"The delegation consisting of up to four people will stay in China for an additional four days, with each day to focus on a key area of opportunity around tourism, culture and education," a council report said.

Casey director of city planning and infrastructure Peter Fitchett advised the cost estimates for the delegation to China, comprising a councillor, council officer and consultant would be $5,000 per person.

"Costs associated with the attendance of the delegation to the Chengdu International Sister Cities Youth Music Festival, including food, accommodation and local transport will be covered by the Chengdu Municipal Government as per the Council report from 16 April," he said.

By Hayley Wildes The Casey Cavaliers had a tough weekend of Big V basketball, suffering three losses and chalking up two wins.

The Championship men went down in a thrilling, high-scoring affair against Hume City at home on Sunday afternoon.

The Cavs trailed for much of the afternoon, but with 40 points in the fourth quarter, came roaring home. Unfortunately, it wasn't enough though as the Broncos held on for a nail-biting 121-119 win.

Brandon Polk (27 points and 6 rebounds) and Raheem Lemons (20 points and 6 rebounds) were dominant as per usual and both are in red hot form over the last few weeks.

Despite the loss, Casey remains second on the ladder with a 7-2 record.

The Championship women suffered a home loss on Saturday night as their offence spluttered all game against Sunbury.

The Jets turned up the defensive pressure and the Cavs couldn't respond, going down 72-56 in a defensive slog. Sarah Halejian (11 points, 6 rebounds, 5 assists and 4 steals) and Toccara Ross (11 points and 6 rebounds) topscored for Casey in a tough night at the office.

With a 4-3 record, the Cavs sit fifth on the ladder.

The Youth League 1 men went 1-1 over the weekend; suffering an away loss at Werribee on Saturday night, before bouncing back at home on Sunday against Camberwell.

Against the Devils, the Cavs were just two points adrift at the final break, but were unable to make inroads in the fourth quarter,

losing 79-72. Brendon Head (18 rebounds and 17 points) was a man on a mission, while Asi Faaui (15 points and 10 rebounds) was active on both ends of the court.

The next day the Cavs returned to the winners' list with a strong 93-76 win over the Dragons. Head (24 points, 11 rebounds and 7 assists) continued his dominant weekend with another monster performance, while Blake Taylor (24 points) provided vital offence.

Casey sits second on the ladder with an 8-2 record.

The Youth League 1 women claimed an important road win on Saturday night over Eltham, 73-66.

Steph Leclerc was at her defensive best with an outrageous 12 steals, to go along with 12 points, 7 assists and 4 rebounds in a dynamic display, while Lauren Tuplin (16 points) and Peta Rhodes (13 points and 4 steals) were also impressive.

The win sees Casey improve to 6-2 on the season to sit third on the ladder.

Round 8 action tips off with Casey's annual 'Ballin' For Breast Cancer' event on Saturday night. With a Youth League 1 women, Championship women and Championship men tripleheader taking centre stage at Casey Stadium, it's a night not to be missed as Casey looks to raise money for the Breast Cancer Network Australia.

The Championship men also have a top of the table clash on the road against McKinnon on Sunday afternoon, while the Youth League 1 men travel to Geelong to take on the Supercats.

Casey's Steph Leclerc was a pest on defence against Eltham, swiping 12 steals on the night.

Doveton conquers the Heights, continues unbeaten run

By Hayley Wildes MORNINGTON PENINSULA NEPEAN DIVISION 2 - ROUND 5 Pearcedale was unable to get back on the winners list, falling to Somerville at home. The Panthers were jumped in the first quarter and never got back into the contest.

Despite the best efforts of Jahron Ostrom and Jack McGuiness, Pearcedale was comprehensively beaten, 14.12 (96) to 6.5 (41).

Devon Meadows was in the game at half time against Tyabb, but just one goal in the second half saw them get beaten by 38 points.

A strong second quarter from the Panthers had them just eight points adrift at half time with Stefan Baumgartner and Leigh Craig in fine form. It was in the second half though when the damage was done as the Yabbies kicked six of the last seven goals to run away with the win, 13.12 (90) to 7.10 (52).

SOUTHERN FOOTBALL LEAGUE DIVISON 2 - ROUND 4 Doveton continued its unbeaten start to the season with a commanding 82-point win over Chelsea Heights, 20.14 (134) to 8.4 (52).

In a game of two halves, the Eagles found themselves down by five points at the main break but slammed on 10 goals to zero in the third frame to complete a 63-point turnaround in the quarter.

The damage up forward was done by Piva Wright (seven goals) and Ryan Hendy (six goals), while Cameron Carmody and Cory Wilson ran amok across the ground.

The Burras claimed a win against Hampton after a stirring fourth quarter effort. Dogged by inaccuracy in the first three quarters, Keysborough trailed by 12 points heading into the final term.

In need of a lift, the team put on five goals to one in the fourth to run away with an impressive 13-point win, 9.14 (68) to 8.7 (55). Bryce Sutton and Anthony Brannan were best for the Burras.

Hallam suffered its first defeat of the season, unable to complete a comeback against South Yarra.

Trailing by 22 points at the final change, the Hawks had their chances in the final term, but fell seven points short, 7.7 (49) to 5.12 (42).

Cameron Parker and Mitch Wood were for best for Hallam.

Lyndale recorded its first win of the season, scoring 10 of the last 12 goals to run away with a 29-point win, 18.10 (118) to 13.11 (89).

Trailing by 21 points at the main break, the Pumas needed goals and it was Trent Day and Trevor Kumetaitis (five goals each) who produced up forward. Anthony Koutsoubos and

Jayden Denmead were also impressive.

WEST GIPPSLAND ROUND 5 Tooradin-Dalmore was a class above Korumburra-Bena. The Seagulls jumped out to a four-goal lead after one quarter and the result was never in doubt as the Giants couldn't find any avenues to goal.

There was no such trouble for TooradinDalmore, as Andrew Dean booted eight goals in a dominant display up forward, while Tim Lenders chipped in with three majors. The Seagulls ran out 70-point winners, 14.7 (91) to 2.9 (21).

By Hayley Wildes The Dandenong Stingrays flexed their muscles against the Brisbane Lions Academy in Brisbane on Sunday and rose to the top of the NAB League ladder as a result.

It was a brutal and clinical display from the Stingrays, who took total control of the contest in the second half as their offence kicked into gear.

Inaccurate kicking from both sides marred the first half and at the main break Dandenong led by just 15 points, 4.8 (32) to 2.5 (17).

After struggling to make the most of its chances in the first half, Dandenong got to work in the third quarter, slamming on five unanswered goals as the likes of Jack Toner and Hayden Young took over. Leading by 46 points with a quarter to play, the game was all but over. The Stingrays weren’t done yet though, and continued to pile on the pain as Cody Weightman booted two goals in the quarter and the Stingrays ran out massive 71-point winners, 14.16 (100) to 3.11 (29).

The Stingrays held the Lions to just one goal in the second half, while converting 10 of their own as their class and depth shone through in a relentless day at the office.

There were winners across the board for Dandenong, with likely top-five draft pick Hayden Young doing his prospects no damage with yet another impressive performance to finish to an equal team-high 28 disposals.

Clayton Gay (21 disposals and two goals), Cody Weightman (18 disposal and two goals) and Corey Ellison (16 disposals and two goals) were an electric trio up forward, while Jack Toner (28 disposals and one goal), Luca Goonan (22 disposals) and Ned Cahill (21 disposals and one goal) found plenty of the footy.

The win sees Dandenong move to top spot with four wins and a draw. They face the Western Jets in Round 7 on Saturday afternoon at Downer Oval.

Demons out-shone by classy Bulldogs

By Hayley Wildes The Casey Demons fell to 1-3 on the season after they were unable to put four quarters of football together against the Footscray Bulldogs on Saturday at Casey Fields.

In typical blustery conditions, the Bulldogs kicked with the wind in the opening term and took full advantage, slamming on the first four goals of the game within 12 minutes.

It was a dominant stretch that had the Demons on the back foot, but to the side's credit, Casey hung tough for the remainder of the term and kicked two goals of their own - courtesy of skipper Mitch White and Kade Chandler - to trail by just two goals at the first break.

The second quarter saw the Demons play the type of tough and defensive-minded football that fans have become accustomed to in the last few seasons, and it paid dividends.

Oskar Baker slotted a pair of goals, while Sam Weideman launched a long bomb from beyond the 50-metre arc to see Casey take the lead. While dominating play, the Demons missed some opportunities with wayward kicking in front of goal.

This was compounded when Footscray's Lukas Webb kicked a late goal to bring the Bulldogs back within a kick. At the main break, Casey held a three-point lead, 5.7 (37) to 5.4 (34).

The play of Corey Wagner was a first half highlight as the tough midfielder collected 16 disposals, while Weideman was doing a bit of everything with 13 disposals and a goal.

Desperately needing the first goal of the quarter to give themselves a chance, Casey failed to deliver and it was Footscray's Pat Lipinski who scored the all-important first major after five minutes of play.

In his 100th VFL game for Casey, James Munro kicked a goal after 11 minutes of play, much to the delight of the Casey faithful. But

Lapses of concentration and their inability to halt momentum shifts quickly enough ultimately cost the Demons.

By Russell Bennett If struggling sporting clubs continue to do what they've always done, how can they realistically expect to improve the situation they're in?

That's one of the prevalent questions asked in 'How Ordinary People Create Extraordinary Clubs' - a book written and released recently by one of the most well-known names in West Gippsland footy, Cora Lynn's Terry Dillon.

The work, produced by Dillon as part of his work with TD Solutions (TDS) Sports Administration, is based on his five steps to build a successful community club.

"Community sport has some real concerns, and the modelling for volunteers, finance, the committee structure and revenue modelling hasn't changed for 40-plus years, and that's why more clubs are battling," Dillon explained.

TDS brings Dillon's lifetime work - including working for 17 years at AFL clubs such as Collingwood (as chief financial officer under Eddie McGuire), Hawthorn (as chief operating officer under Ian Dicker and Jeff Kennett, and acting chief executive), and St Kilda (as chief operating officer) - to the fore to help those running local sporting clubs.

TDS has now helped more than 500 clubs across 12 sports - including Aussie Rules, soccer, cricket, rugby, tennis , golf, and netball - at local, league, association, state, and national levels.

And though some may have a preconceived notion about Dillon through his heavy involvement with the Cora Lynn Football Netball Club, he has worked directly with a number of other local football and netball clubs who have clearly seen the need to improve their own situations. Those clubs include: Tooradin-Dalmore, the Warragul Industrials, Nar Nar Goon, Kooweerup, Dalyston, Pakenham, Narre Warren, and Hampton Park. He has also worked with a range of clubs in the MPNFL, such as Frankston YCW, Crib Point, Somerville, Hastings, and Devon Meadows.

The AFL has even utilised TDS in a range of pilot programs interstate.

Dillon has presented to club members of a large number of Cora Lynn rivals, and he explained why.

"I want a healthier competition, and this leads to greater health of all clubs," he said.

"There is a formula to running a club and I feel privileged to work with some terrific community-minded people who want to make a real difference.

"The fundamentals of running a club are the same across all sports - they all have similar challenges but importantly the same opportunities."

TDS has developed a model called the 'REEDS' approach with the clubs it's involved with - Recognition, Evaluation, Education, Di-

It utilises technology across a range of mediums and includes short, targeted online training sessions across 10 key areas. From there, it provides a set of simple tools to assist clubs and tailored coaching and support with experienced sports administrators.

TDS' plan to improve clubs includes: building confidence with club volunteers, establishing a modernised committee structure, developing a thriving volunteer program, implementing an effective financial reporting structure and importantly a 'new-aged' revenue model, instigating a succession planning model, and helping to carry out both shortterm and long-term strategic plans.

According to Dillon, the TDS model is applicable to all clubs from all sports which are either in debt, lacking revenue, finding it difficult to attract volunteers, overloading their most experienced administrators and burning them out, using out of date structures, or are simply open to change.

In his book, Dillon identified that the major challenges for clubs - regardless of sport -fall into the same five categories: Identifying and retaining good leaders, using strong financial reporting processes, using an effective and relevant revenue model, finding and retaining volunteers, and planning for the future.

Without expertise in these key areas, he

says that even committees and administrators with the best of intentions will struggle to run their clubs successfully.

"I've always been surprised that to coach a team, in nearly all sports around the country, you need to have gained a minimum education requirement," he said.

"Yet, if you want to run the whole club, you need no qualification whatsoever - nothing, zip, zero.

"To avoid catastrophe in clubland, there has to be a circuit breaker, something that provides not just hope and encouragement, but real, practical support and workable solutions for clubs and their volunteer administrators."

TDS is built around two key philosophies 'don't give clubs fish - teach them how to fish' and 'successful community clubs share the load'. The organisation meets with clubs and their committees on a face-to-face basis - via a strategic planning workshop - and helps to lay every challenge that may be facing them out on the table.

"The TDS workshops in combination with the online education available provides the administrators new energy, new hope, and importantly a precise pathway to take clubs forward in a sustainable manner," Dillon said.

Wood’s $5 million sporting commitment La Trobe MP Jason Wood has made major commitments to sporting clubs across the region in the lead-up to the 2019 Federal election on 18 May. Wood has promised over $5 million in funding to community sporting clubs and facilities, highlighted by a $1 million pledge to the Berwick Cricket Club to upgrade facilities and equipment, as well as asphalting work.

Wood's other funding commitments are $500,000 for facility upgrades at Berwick Bowls Club, $500,000 for surface upgrades at Berwick Junior Football Club, $500,000 for facility upgrades at Emerald Football Club, $450,000 for facility upgrades at Gembrook Cockatoo Football Netball Club, $300,000 for a new scout building at Lakeside Pakenham scouts, $117,000 for a netball pavilion at Nar Nar Goon Football Netball Club, $500,000 for

facility upgrades at Narre Warren Bowls Club, $500,000 for scout hall upgrades at Pakenham Bowls Club, $180,000 for Toomuc Creek Reserve facilities upgrade, and $500,000 for facility upgrades at Upper Beaconsfield Cricket Club/scouts facility.

Wood said the funding announcements were a key priority for him because of the significant benefits for the local community.

SOUTH EASTERN WOMEN'S REVIEW - ROUND 2 DIVISION 1-3 The Eastern Devils proved far too strong for Cranbourne on Saturday afternoon at Casey Fields, running out comfortable winners, 10.6 (66) to 1.1 (7).

The home side were unable to gather any momentum and scored their only goal in the second quarter, courtesy of Meg Graham who was impressive all day for the Eagles.

Beaconsfield, meanwhile, also suffered a heavy loss to St Kilda Sharks at home, 20.14 (134) to 0.2 (2).

In Division 2, Cranbourne got the better of the Devils to win by just a single-point, 5.4 (34) to 5.3 (33).

The Eagles trailed by 13-points at the final change, but stormed home with a two-goal last term, with the Devils only able to muster up one point.

In a dynamic performance, Sheridan Holland slotted three, while Nicole Sheridan was best afield with a commanding display.

Pakenham, meanwhile, has continued its perfect start in South Eastern Women's Football (SEWF) Division Three with a hardfought 13-point victory over Karingal at Ballam Park.

The Lions, who won just three games in their debut season last year, sit in second place on the ladder after defeating the fast-finishing Bulls - 5.8 (38) to 3.7 (25).

The Lions came in confident after a 99-point victory over Officer in their season opener on Anzac Day, but soon discovered that the Bulls would be a far tougher assignment.

Both teams hit the ball hard in the first quarter, with the Lions struggling to adjust to the congestion caused by a much-smaller ground than their home deck at Toomuc Reserve.

Bel McGee started the game well in the ruck, while the hard work of defenders Mel Stocker, Mimi Henderson and Nat Staunton stopped the Bulls from extending their sixpoint advantage at quarter time.

But the Lions kicked into gear in the second term.

Lauren Hojnacki showed her class through the midfield while Roslyn Cook started to run and show the form that saw her kick five goals against the Kangaroos last week.

The Lions kicked 3.2 to 0.2 in the second quarter to take a two-goal lead into half time, and extended that to 18 points at the final break.

Karingal came out firing in the last quarter, kicking the opening two goals to close to within one straight kick with just minutes left on the clock.

But a great finish from Courtney Dodson saw the Lions celebrate a second-consecutive victory.

In other Division 3 games, Mornington held off Officer by four-points at Starling Road under lights, 2.15 (27) to 3.5 (23).

The Kangaroos led by three-points at threequarter time, but were overrun by the Bulldogs in the final term.

Audrey Murnane and Sheena Izadi were the best for the Kangaroos.

Eagles stun hapless Dogs

By Nick Creely OUTER EAST FOOTBALL PREMIER AND DIVISION 1 REVIEW ROUND 3 An extraordinary masterclass in the wet and windy conditions saw Beaconsfield secure their first victory of the AFL Outer East Premier season on Saturday in a drubbing of Wandin at Holm Park.

Leigh McQuillen's side - after two narrow losses to begin life in the new competition stunned the Bulldogs in an incredible performance, running out 110-point winners and showcasing why they are one of the great attacking threats at their very best, 20.13 (133) to 3.5 (23).

In their first trip down to the south-east to take on one of their new rivals, the Bulldogs were blown away early, with the home side absolutely clinical with their ball movement, scoring five unanswered majors to take a fivegoal lead into the first break.

With Scott Meyer up and running and dominating proceedings - as well as the likes of the impressive Jamie Plumridge looking a menace in attack - the Bulldogs couldn't hit the scoreboard until the second term when young gun Patrick Bruzzese found a major, with the home side extending their lead to 59-points at halftime.

From there, things didn't get easier for the Bulldogs, with the home side completely flattening the visitors in a scintillating third term, before slamming on a further four in the final term to extend the margin to beyond three figures.

McQuillen told the News that this win was a bit of a statement from the club after a disappointing opening couple of rounds for his highly-touted side, and said that they went to work on the areas that have previously let them down.

"We let ourselves down in Round 1 and made a marked improvement the week after against Narre Warren," he said.

"It was a long fortnight after the Round 1 loss having had such a big pre-season winning all our practice games.

"Taking nothing away from Cranbourne who are well coached, but we believe that we should've won that game especially after having 10 shots to two in the opening term.

"Credit to them, they opened us up defensively and it's seen us spend 50 per cent of our time at training since then to defensively reset that.

"We've seen in the past two weeks that we're a lot more defensively sound without ball in hand. So out of a negative there's a positive and you have to look at the positives.

"We feel that our first quarters have been fantastic over all three games. We set ourselves the task to play each 30 minutes as a separate game and the whole team made this a focus.

In essence we wanted four first quarters and that's what we produced against Wandin which was pleasing."

Making the win all the more impressive was the bursts of rain sweeping across the ground throughout the day, with the Eagles enjoying 10 individual goal kickers, including Plumridge who slotted five and Matthew Johnson with four.

Experienced heads Sean Dwyer and Jake Bowd were also instrumental in the win, while Bruzzese was the best on a dirty day for the Dogs.

McQuillen said the Eagles were prepared for the wet and windy conditions, and had to adjust accordingly.

"We watched the conditions all week and knew what was coming," he said.

"We selected a forward line suited to the conditions and the pressure they provided was exceptional.

"With the ball on the ground a lot more we had a lot of players up there with great closing speed and pressure which worked exceptionally well.

"The ground was in good nick too which helped and we were clean from the outset. Our focus this year has been on being more attacking so it was pleasing to see that pay off."

Former SEFNL (CCFL) star Kris Fletcher dominated for Monbulk on Saturday. 192989 to their very best football after a clinical performance against Upwey Tecoma on Saturday afternoon.

The Magpies were absolutely dominant to run out 20.22 (142) to 2.4 (16) winners at Kalora Park, dominating for four-quarters and overcoming some early inaccuracy to make the Tigers pay.

Matt Shinners' group were defensively sound in the first half to hold the Tigers' dangerous forwards goalless, and then went on to slam 11-goals to two after half-time to pick up some handy percentage, and more importantly confidence.

After three games of putting together strong patches of football but not being able to do it consistently, Shinners said that the win was the first sign that his side was starting to settle into a grove.

"It was one of those games for us where we're able to put together four quarters of sustained pressure, so it was really pleasing and more of what we're about and how we want to play our footy," he said.

"We were really good - we can obviously improve in a lot of areas, but it was the first time this year we've put four quarters together.

"The challenge for us is now doing it two weeks in a row."

Aaron Wilson (five goals), Stewie Scanlon (three), Nathan Foote (three), Daniel Jackson (three) and Michael Collins (two) were completely unstoppable in the forward half, with the Magpies enjoying a whopping 42 scoring shots, including 12 in the first quarter alone, while the likes of Dylan Quirk, Trent Cody and ball magnet Brad Scalzo were vital all day.

In other clashes across the Premier Division, Olinda Ferny Creek secured their first victory of the season in a hard-fought 10-point win against Healesville.

After the visitors took a narrow lead into quarter time, Olinda took control to kick six goals to four in the final three-quarters, but probably should have won by more after having 25 scoring shots.

Woori Yallock also enjoyed a strong win against Cranbourne, with the Eagles venturing down to take on the Tigers for the very first time.

The Tigers started slowly, and were unable to get their game moving as the Eagles settled quickly, spreading nicely and using razorsharp foot skills to cut the game apart.

Taking a 19-point lead into quarter time, it seemed that the visitors were just going to have too much class on the outside.

But that's where things changed.

With the weather turning sour, the Tigers turned it on, wrestling back the momentum to kick eight-goals to two in the second-term, and after an impressive third term, took a 26-point lead into the final change.

But the Eagles roared back admirably, finding their feet once again, but it was too late, with Steve O'Brien's side going down by just seven-points, 14.9 (93) to 13.8 (86).

Casey Demon-listed midfielder Anthony Vella was superb for the visitors all day, while big man Michael Wenn and gun playmakers Ryan Jones and Shaun Marusic were all excellent.

In Division 1, Monbulk kept its unbeaten start to the season alive with a comprehensive domination of Officer after half-time at Starling Road on Saturday, 10.17 (77) to 5.4 (34).

The Hawks ventured out to the highway for the first time to take on Doug Koop's under fire side - who after two straight losses to the start the season - simply needed to get a vital fourpoints under their belt.

With the pressure a highlight early, in what loomed as a low-scoring scrap, the Kangaroos were far cleaner with the ball in the opening stages and managed to take a narrow fourpoint quarter time lead.

But the Hawks were always going to relish the slippery, blustery conditions eventually, and simply took control of the contest thereafter, simply cracking in harder at the footy and winning the vital contests, particularly when the home side looked to move the ball forward.

Gun defender James Waldon succumbed to an injury just before half-time, making matters worse for the Kangaroos, who gave up their lead to be trailing by eight-points, and crucially gave away a fifty metre penalty that resulted in a goal, something that seemed to really shift the momentum of the match.

Instead of a much-needed response by the Kangaroos to inject some life into their season, the Hawks were brilliant in the third term largely led by Kris Fletcher, who bullocked his way through to have a significant impact - and broke away to a sizeable lead after a stunning burst of goals that broke an otherwise dour game apart.

The Hawks peppered the goals in the final term to snare 2.8, while holding the Kangaroos scoreless in the final term, and very well could have extended the margin to well beyond 10 goals had they kicked straight late.

In other games, Pakenham moved to an impressive 3-0 record, inflicting the in-form Doveton with a 39-point loss at AJ Robinson Reserve, 10.8 (68) to 4.5 (29), Warburton Millgrove stormed home in the last quarter to pinch a thrilling win against Belgrave, 13.14 (92) to 12.14 (86), while Mount Evelyn controlled proceedings all day to cruise to a win against Emerald, 15.9 (99) to 11.6 (72), with Robert Hartfield snaring six majors for the Rovers. berwicknews.starcommunity.com.au
