By Michael Doran Saturday 30 March was a very good day for the Upper Yarra Valley and Dandenongs Ranges regions, when Member for Casey Tony Smith announced a further $10 million in federal funding for the Rivers and Ridges project, adding to the $5.3 million previously committed.

Speaking at the announcement, Tony Smith said that the total commitment of $15.3 million will ensure that the project becomes a reality, with Stage 1 now fully funded.

"I'm thrilled that we have been successful in delivering significant funding for this very ambitious project, conceived and ultimately delivered by Yarra Ranges council," he said.

"The project will bring many new opportunities to the region, generating more than 500 jobs and $80 million in economic activity into the local communities."

"With over 160 kilometres of mountain biking, cycling and walking trails, this project will bring untold benefits to our entire region; from the Dandenong Ranges to the Yarra Valley and from the Upper Yarra River to Warburton," Mr Smith added. "It will continue to make our region one of the premier tourism destinations in Victoria.".

Mr Smith particularly thanked Councillor Jim Child for his tireless efforts in championing the project and for his advocacy of the benefits to the local community to government ministers who had visited the region.

Cr Child highlighted the efforts by the council staff and community leaders over an extended period of time to get the project to the starting line and thanked local community organisations who have contributed $440,000 to the package.

Yarra Ranges Mayor, Tony Stevenson said that projects of this scale can only be delivered in partnership with community and federal and state governments.

"We're proud of and thankful for the support we've received for these projects at every level, from the Federal and State Governments and our local elected representatives, right through to residents, community groups and local businesses," he said.

Tony Smith joined with Mayor Tony Stevenson, Cr Jim Child and community leaders to announce the new funding. 192098 Cr Stevenson said that the additional funding from the Federal Government completes the funding for Stage 1 of Rivers and Ridges, ensuring that the council can now push on with delivering the project.

The secured funding of $34.24 million will deliver the first stages of the Warburton Mountain Bike Destination and the Yarra Valley Trail from Lilydale to Yarra Glen, along with the RidgeWalk across the Dandenongs and the

Warburton Community Recreation Precinct.

Tenders have already been awarded for the Warburton Mountain Bike Destination and the Yarra Valley Trail and the tender for the Warburton Community Recreation Precinct closes in April. The masterplan for the RidgeWalk is in the final stages of development with funding of $9.8 million allocated.

The Rivers and Ridges trails will complement the Lilydale-Warburton rail Trail which

the council says attracts more than 300,000 visitors each year, growing by more than 20 per cent annually.

Whilst there are many aspects to be finalised, the news that Rivers and Ridges is now fully funded and tenders are being awarded is a great boost to the Yarra Ranges region and a shining example of how cooperation at all levels of government and community can work successfully.

LETTERS Most at risk from bushfire in Warburton Warburton is widely reported as being the Victorian town most at risk from bushfires, with the steep dry slopes of Mt Little Joe being particularly fire prone.

Old Warburton residents know this, with large fires tearing through the settlement in 83 and 91, and many smaller fires threatening our community since.

Parks Vic says that fire risk will continue to grow with climate change already bringing increased incidence of extreme bushfire weather and conditions.

With this in mind, is Mt Little Joe a good place to build a mountain bike park?

Tens of thousands are predicted to use the park over the summer months.

This could result in chaos in the event of a fire, as residents and emergency services battle tourist traffic on the one road in and out of town.

More people on the mountain also means a higher risk of fires being accidentally started. If built, this park will increase the danger we face every summer.

Yarra ranges council say it's OK as they will advise visitors not to use the trails on high risk days. Via social media apparently!

The experience of the last few weeks has shown us that the lightning storms that start fires can happen on any day (not just code red days) and can be upon us with very little warning.

Clearly the chance of riders on Mt Little Joe being trapped in a bushfire is unacceptably high.

Who from the council, parks or DELWP will be prepared to stand before some future Royal Commission and say they thought this project was as good idea?

Too much control Is bureaucracy replacing democracy?

The government agencies behind the Yell-

NEWS ingbo Conservation Area (YCA) now control much of the public land in the Upper Yarra Valley, river reserves etc.

The Yarra River Act is to place a cultural heritage overlay 200 metres each side of the Yarra.

A cultural heritage management plan will be required to disturb soil.

Melbourne Water via other overlays is to control 1 kilometre each side of the Yarra.

DELWP and their contracted fire experts have done a fire assessment of the YCA that excluded all local residents, their fire knowledge and thus their local fire history excluded.

Some limited input was allowed from the CFA, an assessment that also totally ignored access roads in and out of the area.

Does this mean that responsibility for our environment and fire suppression has been removed from the Australian people.

YCA is a bureaucratic conservation system totally reliant on chemicals.

Fire suppression, a system that fines landowners if one stick is removed from river reserves for fire suppression and no access road acknowledgement.

The Engage Victoria engagement process currently running Future of forestry the Future of Strategic Agriculture Land, Better Bushfire Management.

Those already run, Yellingbo Conservation Area, Haining Farm and Yarra Strategic Plan.

Are these engagements in reality just a required bureaucratic process marketed as an engagement process resulting in bureaucratic control?

Does this mean the people that live daily in close association to our local environment are now effectively removed from any intellectual input?

The only input allowed is physical, if done to the rules and regulations set down by our bureaucratic agencies.

Is this a form democracy based on a power/ responsibility of an unelected bureaucracy?

Frowns turn upside down

By Michael Doran The year five and six students at Wandin Yallock Primary School have turned disappointment into triumph when the recent bushfires forced a postponement of their eagerly awaited camp at Wilsons Promontory.

Part of the camp menu included biscuits and the students decided to use the ingredients already purchased to make them at school, sell them and donate the proceeds to the local CFA brigade.

Representing the classes involved, four of the students, Renata, Jasmine, Isaac and Izzy spoke about the experience and how it all came about.

"We were really upset that we couldn't go to camp because it was the first time we were going to Wilsons Prom," Reanata said. "But now I'm really pleased that we raised some money to help the firemen who were doing their job to protect us."

Izzy also said she was happy to have helped when it was needed. "It was good because we were helping the people that were out there at the fires helping everybody else."

Issac said: "It was a good idea to help the CFA and we made posters to put around the school and we sold everything we made so that was really good."

"We even delivered some biscuits up to the office and all the classes came to the stall to buy some," said Jasmine. " They were really good biscuits called Confetti biscuits, and everyone liked them."

School principal, Trevor Vass, said what stood out the most was how the students had

"I am really proud of the students for thinking of others in their time of disappointment," he said. "They could have focussed on themselves but instead they decided to be proactive and do something positive for the community who is there to protect them."

The students made close to 300 biscuits and set up a stall at school and sold out, raising $123 which was presented to Wandin CFA Captain, Tim Michelson, on Monday 27 March.

Not safe to cross

By Michael Doran Many schools along the Warburton Highway and surrounds have fought long and hard to provide safe crossings across busy roads for their students. Some, like Woori Yallock Primary and Yarra Junction Primary have been successful in having electronic 40km/h flashing signs installed but Wesburn Primary has not been so lucky.

Despite numerous campaigns, petitions and pleas to VicRoads, the school remains one of the few left behind and the Member for Eildon Cindy McLeish has continued the fight by again calling for action from the state government.

Speaking in the Victorian Parliament Ms McLeish called on the Minister for Roads and Road Safety to fund the much-needed project.

"I have raised the matter in Parliament a number of times already because our schoolchildren should be safe in their travels to and from school," she said. "The school community have long been concerned about the volume and speed of the traffic that passes by but nothing has changed."

Ms McLeish said Wesburn Primary School has raised this matter in the past with very little success, and the school community is particularly frustrated.

"This frustration is exacerbated when they see other schools in the Yarra Ranges having these signs installed, and they are sure that the risk to the students, the staff and the traffic supervisor is lower, as are the traffic volumes," Ms McLeish said.

The calls come after four years of lobbying

Delayed timber plan hurts the industry

By Derek Schlennstedt In a protest against the indecision of the Labor State Government, logging contractors, saw mill owners and forestry workers congested the Council car park on 26 March, and urged Yarra Ranges Council to help end the uncertainty in their industry.

That uncertainty is the result of the State Government's inability to make a decision on the state's Timber Release Plan - a document that identifies areas that can be logged over the next three to five years.

The document is already more than a year overdue and has placed many saw mill operators and industry workers in the dire straits.

At the Yarra Ranges Council meeting forestry workers urged Council to write to the State Government on their behalf and request the immediate release of the Timber Release Plan (TRP).

Rowan Reid Managing Director of Reid Brothers sawmill in Yarra Junction said that if the State Government did not address the TRP soon the situation for many sawmill operators would be untenable.

"We employ 22 staff, most of them coming from local area, and most of them would probably struggle to find other employment if they weren't working with us," Mr Reid said.

"With this timber lease plan not getting signed off by the government our ability to operate is getting beyond difficult."

Mr Reid said the delay in the TRP has hampered his ability to plan ahead.

He said this has been compounded by a 20 per cent reduction in the quotas delivered to mills in the past twelve months, and that with winter coming he may have to let staff go.

"I may have to put off staff if I don't get that 20 percent in, and I won't because they've said that already," he said.

Yarra Ranges Police are once again reminding people to lock their cars.

The call follows a spate of break-ins in the Yarra Ranges in particular the Upwey and Tecoma surrounds whereby offenders are accessing open vehicles in driveways. The Officer in Charge of Lilydale Crime Scene Services, Sergeant Wayne Hart, said that on one night in March there were more than 15 incidentsall of which were vehicles that had their doors unlocked.

Sergeant Hart said it was frustrating that people were not taking the necessary precautions.

"People really need to be mindful of the valuables they leave in their car and need to be locking their vehicles, no matter where they are parking."

"From a policing perspective it's particularly frustrating that people are leaving their vehicles open with wallets and cash on display."

He urged anyone who sees any persons loitering in driveways or around vehicles late at night or in the early hours, to phone "000" in an Emergency or make contact with their Local Police Station or alternatively phone Crime Stoppers on 1800 333 000.

Fire under investigation Police are investigating a grass fire in Healesville on 29 March.

A passer-by observed a glow around the base of a tree on Harker Street about 4.25pm.

When she realised it was a fire she immediately called emergency services.

The fire quickly spread and burnt about a quarter of an acre before it was extinguished.

The exact cause of the fire is yet to be determined but it is being treated as suspicious at this stage and it is believed to have been purposely lit.

Investigators are hoping to speak to a young male seen in the area at the time wearing grey shorts and a blue brimmed hat and was carrying a blue backpack.

Sentenced to 10 years In a protest against the indecision of the Labor State Government, logging contractors, saw mill owners and forestry workers congested the Council car park.

"At the moment, I'm mitigating that risk by turning off my overtime, not putting on new staff because I know going forward I will probably run out of work."

At the Council meeting Victorian Association of Forest Industries Policy and Research Manager, Tim Morrissey reminded council of the critical role they have in raising the profile of this issue with the State Government.

"This shire has the second highest number of forest industry workers in the state - 599," he said.

"That's four percent of this industry and roughly half the native forests sector, and two thirds of jobs in central highlands region are in and around the Yarra Ranges ... Yarra Ranges

will be critical in raising the profile of this issue with government."

Yarra Ranges Councillor Jim Child, supported the motion to write a letter to the State Government and said it was deplorable for the State Government to leave this industry in limbo.

"We're in a space now with VicForests, under direction of the State Government are giving a thing and taking a thing. I think it just deplorable that these contractor and mill owners are in this space at this particular time."

"What our industry needs to know and they need to know now is what direction they can go in."

The motion was approved with all Councillors except Tim Heenan supporting the need to write a letter to the State Government requesting the immediate release of The Timber Release Plan.

On Friday 22 March 2019, Clinton James Tuite was sentenced to 10 years and 2 months imprisonment with a minimum term of 7 years for a rape that occurred in Chirnside Park on 13 October 2007.

Tuite was found guilty by a Supreme Court of Victoria jury in October of aggravated burglary, attempted rape, indecent assault and intentionally causing injury.

In sentencing, Justice Elizabeth Hollingworth said the attack took place in the woman's own home, where "she had a right to feel safe".

"The victim was somewhat vulnerable, being a slightly built woman who was living alone. She was a stranger to you," Justice Hollingworth said.

On Friday 22 March Tuite was sentenced to 10 years and two months in jail.

He must spend at least seven years behind bars before being eligible for release on parole.

Tuite, who still maintains his innocence, has already served 162 days in custody.

Fire danger still with us While the smoke at Warburton, Woori Yallock and surrounding areas has reduced, it's important to remember that Yarra Ranges is still in the fire danger period until 1 May. The Fire Danger Period was declared for Yarra Ranges in November last year, meaning you cannot light a fire in the open air unless you have a permit or comply with certain requirements.

There is still plenty that residents can do to clear their properties, and keep them free of grass, leaves, bark and twigs from around the home, shed and garages, to reduce the fire risk, such as using a green waste bin or taking green waste to your local waste transfer station (for a fee).

Government's VicEmergency app and the CFA, as advice was issued while fire services dealt with the fire in the Upper Yarra Catchment area.

Bushfires near Reefton, Armstrong and Upper Yarra Catchments are still burning weeks later and residents in our neighbouring municipality of Cardinia are recovering after losing some properties as a result of the Bunyip State Park fire in early March.

I would like to thank all the fire fighting services and supporting agencies, for their unwavering efforts to get the fires under control and keep our communities safe.

The 500 or so residents who attended the Warburton community information meetings

showed resilience and supported one another by working with agencies and sharing vital information within their communities.

Although summer is over, we encourage everyone to stay informed via the VicEmergency app. The app is the state's combined source of emergency information and warnings, helping everyone to prepare for, response to and recover from emergencies across Victoria.

Time’s up for Trad The Dandenong Ranges has been selected as the first battleground in a CSIRO-led fight to save rainforests across Australia from a devastating weed known as Wandering Trad.

Local community groups have been battling this invasion for many years and it was an excited group that gathered in Emerald on Friday 23 March to hear the good news.

The CSIRO has been involved in research on Wandering Trad biocontrol since 2014 and field biologist Dr Ben Gooden is coordinating the rollout of the biocontrol program across Australia.

He said that highly targeted and tested biocontrol agents are a more environmentally sustainable option than other available tools.

"Currently, the only tools available to the community and local councils against the weed are hand-pulling and chemical herbicides, which only bring short-term control and have the unintended consequence of killing native plants and disrupting complex rainforest ecosystems."

Speaking at the announcement, Member for La Trobe, Jason Wood, said that without the work of the community groups getting to this point would not have been possible.

"It's great to come along and be involved in the announcement considering how many years it has taken us to get here," he said. "For me this is one of those days I didn't think would ever come."

"Over the last five or six years I have pushed the federal government to put in over $6m supporting environment groups for weed control in the area and that's made a huge difference, but it needs science to come in and support that."

"The scientists at the CSIRO are so passionate and their tenacity is amazing," he said.

"Their attitude is that if you give us the funding we will dedicate our heart and souls to find the solution."

Bill Incoll is a committee member of the Community Weed Alliance of the Dandenongs and said he had been looking forward to this day for years.

By Michael Doran For some time, Parks Victoria have said the Badger Weir Picnic Ground is scheduled to reopen to the public in March and the dedicated members of the Badger Creek Community Planning Group (BCCPG) are taking matters into their own hands to try to make that happen.

A group of 20 are spending Saturday 23 March putting the finishing touches to the Picnic Ground area in readiness to reopen and Doris Pozzi from the BCCPG said that they are responding to a request from Parks Victoria to lend a hand.

"They asked us to organise a group of 20 to help with the last stages of getting the park ready," she said. "Parks Victoria (PV) have done all of the big infrastructure work and we are mulching the garden beds, doing some pruning and cleaning up because that is not part of their budget allocation."

"We formed a relationship with PV and when their local person came out and talked to our group we found out why it was taking longer than we thought it would. One of the reasons was because they wanted to get more money to make some improvements that were not part of the repair work funding."

Doris said the community is incredibly enthusiastic to get this done and when the group posted that the park was opening in early 2019 their facebook page had 2000 likes, shares and comments, a clear indicator of the affection the community has for the park.

"There is something a bit special about this park and its closure has been a huge issue for a lot of people, many have been quite upset about it," she said. "I think it made it hard for local people to have a place to take their kids and go for picnics and evening walks as this place is visited constantly in the summer.

"For everybody, the degree of contact with the park very high and it's not like a day trip to the botanical gardens. It's almost like an extension of their backyard and for most that's how they see it, they expect to come here whenever they want to."

By Michael Doran Yarra Hills Secondary College marked the National Day of Action against Bullying and Violence with an assembly on Tuesday 26 March at the Mount Evelyn Campus, featuring presentations by five members of Victoria Police.

College principal, Robyn Drew said that it was a very powerful presentation that helped students understand how racism and discrimination is so detrimental to people lives.

"Having representatives from different community groups meant students could get a real insight to the effect racism and discrimination can have on people," she said. "I am so grateful to our guest speakers."

Leading Senior Constable Lisa Brooks, Youth Resources Officer Yarra Ranges said her message was about acceptance and that when she looked at the audience all she saw were people.

"We're all human beings, it's as simple as that," she said. "Everyone is responsible for what they do or say and we should all accept every person for who they are."

"One of our biggest weapons is our mouth and that's why it is so important to engage your brain before you open it."

Jason Cockatoo is an aboriginal community liaison officer with Victoria Police and he spoke openly about the racial discrimination he endured growing up in Northern Australia and how devastating that can be.

"The words you use can really impact the people you say them to for the rest of their lives, " he said.

He asked students to be the one to call out poor behaviour and to recognise that the problem is with the person making the racial comments, not with the one being vilified.

Sports ovals to receive major upgrade from $3m boost

By Jed Lanyon Three Yarra Ranges sporting grounds have received a major boost in funding after Federal Member for Casey Tony Smith announced $3 million for sporting facilities on Tuesday 26 March.

Wandin North Reserve, Mount Evelyn Football Ground and Kimberley Reserve in Chirnside Park will each receive $1 million from the federal government.

This funding will assist Wandin and Mount Evelyn in constructing a new community pavilion, while Kimberley Reserve will receive essential oval upgrades and lighting upgrades.

The construction of an additional netball court in Wandin will cater for the increase in female participation.

"The changing rooms at Mount Evelyn and

Wandin North will be able to be used by both genders and will be fully compliant to Australian disability standards with full wheelchair access and access for other special needs such as sight issues, and by providing ambulant toilets with hand rails for people with mobility issues," Cr Stevenson said.

"Children and adults of all ages, genders and people of all abilities will be able to use the facilities.

"The clubs will be able to promote their female teams more widely now that more inclusive facilities are on the way, and start promoting the smaller junior teams that may have been mixed before," he said.

Wandin Football Netball Club president Mick Fowkes was excited to see construction work get started.

"We plan to play all our home games by the end of July, both juniors and seniors. Then we can just find somewhere to train and they can start work, so it gives them six or seven months," he said.

"Hopefully it'll be knocked down in August and ready to use from the start of next season.

It will be amazing once it's done.

"It will turn from one building into two buildings ... There's a beautiful family courtyard area that's going to back onto the new netball court ... The whole hill (will be) landscaped with a roof over the top," Mr Fowkes said.

Mr Smith said, "All three facilities will be an invaluable resource, providing social and meeting spaces for local sporting and community groups."

Rail help lands Volunteers Derren Leung, Jii Williams and Craig Tennant at Yarra Glen Station.

By Jed Lanyon Over 220 members from The Church of Jesus Christ of Latter-day Saints volunteered their time to assist the Yarra Valley heritage railway project on Saturday 23 March.

Members of the church were joined by volunteers from the Yarra Valley Railway and the local Men's Shed.

Poor weather conditions did little to deter the workers as they estimated to have completed over 1000 hours of work on the day.

The service day saw many tasks completed at the Yarra Glen station including building restoration works, sorting reclaimed materials and line side cleaning The railway project is now entering the next phase of its development as nine kilometres of tracks will be laid along the tourist journey between Yarra Glen and Healesville.

The church says that service days like these give members the opportunity to support and improve their communities and to follow the example of Jesus Christ in experiencing the joy that comes from helping others.

Steve Byrnes, a member of both The Church of Jesus Christ of Latter-day Saints and the Yarra Valley Railway was one of the key organisers for the day.

"I really enjoy it, I get a thrill every time I get involved and am pleased to see so many members of the church take up the invitation to come out and feel good about helping others," he said.

The Yarra Valley Railway is solely run by volunteers and they are completing the largest volunteer infrastructure project in Australia.

Brett Whelan, Yarra Valley Railway President was thankful for the contributions from members of the church.

"We think it's just fantastic how the church gives back to the community.

"For a community project as large as we are looking at, the amount of work is just mind blowing.

"We are able to do things that may seem too big a job for a handful of volunteers and we can just smash them out," Mr Whelan said.

Lilydale wins the big prize

By Jed Lanyon A Lilydale mum is now $1 million richer after winning the Lotto on Wednesday 27 March.

The lucky woman said 'I burst into tears' when she found out she had the winning numbers.

The Yarra Valley woman plans to go on a holiday to the Great Barrier Reef and share her prize with those at the top of her Lotto List.

The woman, who wished to remain anonymous, revealed she 'didn't sleep a wink' after discovering her millionaire status.

"Oh my gosh! I am so excited! I am shaking," she said.

"I just want to cry all of the time when I think I am now a millionaire.

"I found out last night after the draw. I checked the app and saw all the zeros.

"I thought 'oh my god! No, this can't be real?', so I went and woke up my daughter and showed her my phone and asked her 'Is this real? Please tell me this is real'.

"Then she looked at it and we both just burst into tears and hugged each other. We probably stood there crying and hugging for ages.

"Afterwards, the rest of my family came over and we kept hugging each other and laughing.

"I couldn't sleep a wink last night. I kept wondering if it was real and thinking about what I am going to do with it."

When asked how the Yarra Valley woman planned to spend her win, she admitted she wanted to share her prize with those at the top of her Lotto List.

"I want to leave it for a few months so I have the time to really decide what I will do with it," she said.

"Everything will stay the same until I work out what I want to do.

"I know I will definitely pay off the house, go on a holiday to the Great Barrier Reef and help out my kids.

"I just can't believe it is real.

The happy woman held one of the four division one winning entries where each winning entry takes home the guaranteed division one prize of $1 million.

Hot pies for SES in the oven

By Jed Lanyon Volunteers at the Healesville State Emergency Services were fortunate enough to receive a refurbished pie warmer from the Men's Shed in Badger Creek.

Mario Herodotus, one of the members from the Badger Creek Men's Shed described the state of the old pie warmer.

"Some of the drawers wouldn't open; it desperately needed to be cleaned up and to be painted.

"So we had one of our members take that project on. We basically re-welded some of the steel that had worn down over the years and got it all back together."

"Now we're just waiting to test for the electrics to see if it works because we've already asked them if we could have some of the first pies," said Mr Herodotus.

The SES crew joked that the Men's Shed

team would have to give pie making lessons in the future.

"You (Men's Shed) make them, and we'll warm them," said George Trumble from Healesville SES. "It'll come in handy during the winter time."

"They're doing a good job for the community and we really appreciate what they've done in restoring our pie warmer," Mr Trumble said.

The Men's Shed are involved in a variety of odd jobs around town including painting the Badger Creek Hall and maintenance of Badger Creek CFA. Badger Creek Men's Shed invites locals to participate in classes including metal and woodwork, camera club, and guitar making.

BMX competition to conquer Take it from Us: see it

By Derek Schlennstedt Hundreds of riders are expected to tackle the jumps and bumps at the Lilydale Conquer the Valley BMX competition on April 7.

The Conquer the Valley competition is the biggest event of the year at Lilydale BMX Club, which will have local, state and even interstate riders testing themselves against the best in the sport.

Club president, Ian Henderson, said that the Lilydale event will be a great hit-out for riders ahead of the National Championships to be held in May in Shepparton.

"For some elite competitors, the National Championships are key to being able to represent Australia at the World Championships as well as the Olympics next year."

Lilydale BMX Club's Julie Urben di Giamo and Connor Fallon, both 14-years-old, and current State Champions will be amongst a huge contingent of riders from across the country, competing for the greatest of BMX prizes.

Attracting over 1000 people, both riders and spectators alike flock to the popular competition.

Council keeping it simple

By Derek Schlennstedt The Yarra Ranges Planning Scheme has undergone its most comprehensive review in 20 years, with three years of community consultation resulting in two major amendments.

Amendment C148 includes changes to the Municipal Strategic Statement (MSS) to provide a clearer strategic direction and guide decisions on a range of land use and development issues. It includes new strategies and addresses emerging planning issues not adequately covered by the current scheme.

Yarra Ranges Mayor Tony Stevenson said C148 was designed to address current policy gaps, embed council strategies, protect environmental values and make the planning scheme easier for people to use and understand.

"While over the years Council has adopted a number of planning related strategies and plans, many of them have not been formally recognised in the Planning Scheme," Cr Stevenson said.

"Amendment C148 has enabled us to imple-

ment those strategies and plans through the Planning Scheme, providing stronger strategic direction to help guide our decision making on a range of land use and development issues.

"Those strategies include the Yarra Ranges Green Wedge Management Plan, Vision 2020

by Design, the Yarra Ranges Economic Development Strategy and the Recreation and Open Space Strategy, to name a few."

Amendment C148 includes an updated Environmental Significance Overlay which recognises significant remnant vegetation, habitat corridors and waterways. The amendment also protects rural landscapes by introducing new Significant Landscape Overlays to manage built form and control vegetation removal.

"These overlays are designed to protect the valued landscapes that the Yarra Ranges is renowned for and the reason why people love to live here," Cr Stevenson said.

Cr Stevenson said many redundant policies and controls were removed as part of the review.

"A number of controls are currently buried

deeply in the planning scheme. These have been replaced by clearly mapped overlays which are now more visible." he said.

Tenement provisions, which were retained as part of the amendment, will be more transparent in the new planning scheme, and will now appear on planning certificates and electronic planning reports as part of a Special Controls Overlay.

Associated changes to the Upper Yarra Valley and Dandenong Ranges Regional Strategy Plan (Amendment 122) were exhibited as part of the C148 amendment process.

Cr Stevenson said Council undertook an extensive review process for C148 which began back in 2016.

"Community consultation for the amendment began late in 2016, and included community information sessions across Yarra Ranges, targeted consultation and direct notification to rural landholders" he said.

"Council considered public submissions in May 2018 and a Panel Hearing was held in August last year giving community members the

opportunity to speak to their submissions. The Panel then prepared a report with recommendations for Council to consider.

"The Panel was generally supportive of the Amendment and recommended Council adopt the amendment subject to a number of changes.

"Council has carefully considered the recommendations of the Panel and issues raised in submissions and has made a decision to adopt Amendment C148 generally as exhibited, but with some changes mainly involving improving the Environmental Significance Overlay mapping and tenement controls."

Cr Stevenson said Council was now preparing to submit the adopted Amendment C148, and the associated Amendment 122 to the Regional Strategy Plan, to the Minister for Planning for approval.

"It's very satisfying to finally adopt this Amendment, and we look forward to the Minister's approval for both Amendments so the proposed changes can be incorporated into the Yarra Ranges Planning Scheme."

Retired builder Keith Hopkins continues to add to his impressive collection of models.

His collection spans from models of the Titanic to steam engines similar to that of Puffing Billy.

On Thursday 28 March, Mr Hopkins hosted several members of a Yarra Ranges community group to view his hand-made models.

Mr Hopkins, aged 83, first started crafting his models in 2000 after he retired from managing a construction firm.

Since then, he has entered his work into the Lilydale Show's woodwork and metalwork competitions.

"I have won first prize in the Lilydale show

for the last three years," Mr Hopkins said.

"There's a lot of work to them. A ship takes about six months and a steam engine can take about one or two years."

Mr Hopkins welcomes people to view his models when they will be on display at the Lilydale Show when he attempts to win his fourth consecutive handcrafting award.

"I've got another one on the way at the moment it's an 1800's model steam powered boat that ran in Port Phillip Bay called Hygeia," he said.

While Mr Hopkins keeps most of his crafts in his collection, he has sold a few models in the past.

"I have sold two steam engines quite a while back. I have sold a locomotive for $20,000 and another for $10,000.

Pinks Reserve has netball covered for all weather

By Jed Lanyon Through rain, hail or shine, netball will always be played at Kilsyth's Pinks Reserve thanks to new netball court covers.

The new giant structure acts as a permanent cover for two existing netball courts and gives plenty of undercover space for surrounding spectators.

Over 2500 members of the Lilydale and Yarra Valley Netball Association, including interschool sport competitions and the local community will benefit from the new courts that will allow play to continue through harsh rain and extreme heat.

Deputy Premier James Merlino, Member for Evelyn Bridget Vallence, Member for Croydon David Hodgett and Yarra Ranges Councillor Len Cox joined Lilydale and Yarra Valley Netball Association president Simon Grimes for the official opening of the new netball court covers.

Mr Grimes said that the association had raised $800,000 alone, while $200,000 was contributed from the state government through the Pick My Project initiative and $132,000 from the local council.

"It helps us because one of the main difficulties is cancellations to games," Mr Grimes said.

"What this does is allows the girls to play, it keeps them on the court and keeps them involved."

Mr Merlino was on hand for the ribbon cutting ceremony to officially open the new mailcommunity.com.au

"Pick My Project has helped the Kilsyth community get the funding they need so that local netball games continue rain, hail or shine," said Mr Merlino.

"This will boost the uptake of netball in the

area and allow the sport to grow."

Ms Vallence said this project would be a significant boost for sport and women playing sport.

"The beneficiaries are the girls and women who play here," she said.

"I've come down here a couple of times on a Saturday and we were here on a day when it was teeming down with rain and you could see the girls on the side of the court were disappointed.

"They were disappointed because they had come and they wanted to play, they were ready to play, but they couldn't because of the rain," said Ms Vallence.

The netball association received bipartisan support from political parties to build covers for several other courts in the future.

Cr Cox marvelled at the size of the structure and said, "It's a heck of a lot bigger than I thought it was ever going to be ... It's very spectacular, it looks terrific."

The new covers feature allows natural light to shine through as well as stadium lighting to improve night play.

Dark shadows made the targets thrown to the left difficult to see but by about noon the light conditions had evened up.

The Eye Opener, 10 targets Single Barrel resulted in Rob Bevis winning AA Grade, 10/10, the only perfect score.

Andrew Estcourt's 9/10 won him the A Grade cash with Geoff Hill taking B Grade, 9/10. Jodie Stockdale started well by winning C Grade.

The main event was the 60 target Community Bank Cup comprising 15 targets each of Single Barrel, Double Barrel, Double Barrel Points decision and Continental, all shot from the 18 metre mark handicap with a potential score of 90/90.

No one managed the perfect 15/15 in the Single Barrel but Geoff Hill and Laurie Poile returned solid 14/15's to be in the lead.

The Double Barrel brought Peter West, Phillip Desmond, Ian Findlay and Shawn Wood into contention with 15/15 each, another seven shooters on 14/15.

The Double Barrel Points decision where a first barrel break was awarded 3 points, a second barrel break 2 points and a miss 0 points, was a real deal breaker.
