A man who poured a container of petrol and set fire to himself inside the front door of a Springvale bank full of customers has been jailed by the Victorian County Court.

Nur Islam, 24, was charged with injuring 15 of 39 customers and staff during his self-immolation in the Commonwealth Bank branch on Friday 18 November 2016.

In “traumatic and sickening” CCTV footage, the petrol exploded in flames, immediately engulfing Islam’s clothes and filling the bank with black, acrid smoke, Judge Howard Mason said during sentencing on 1 March.

The flaming Islam dropped the container,

running around the inside of the bank.

It was a scene of “panic, confusion and danger”, the judge said.

The flames just inside the second glass front door immediately prevented people’s escape. Some took a risk of running in the midst of the blaze.

Several people banged desperately on a locked rear security door - many believed they were going to die, Judge Mason said.

An eight-year-old child, while being comforted, said she was going to die, she didn’t want to die.

A mother with a child in a pusher narrowly escaped before the petrol was lit.

Pell verdict shock

By Cam Lucadou-Wells It’s been a strange week for recently retired pastor Michael Shadbolt at Doveton’s Holy Family Church.

In the first days of renouncing his priestly robes, Father Shadbolt had to digest the shock of Cardinal George Pell being found guilty by a Victorian County Court jury of the indecent assault of two 13-year-old choir boys.

Father Shadbolt will reserve judgement on Pell until the outcome of the cardinal’s appeal against his conviction.

“The main thing we have to do is show support for the victims but I am still hoping that Pell is finally cleared.

“I find it very difficult to believe Pell is guilty.”

It was Pell who first appointed Father Shadbolt to leading the Doveton parish 20 years ago.

However, Father Shadbolt, at the time fresh from working in Latin America, was not told by Pell of the parish’s “dark history”.

It had been a dumping ground for four priests accused of child sex abuse in the 1970s-'90s, most infamously the violent Father Peter Searson.

“Had I known the dark history, I probably wouldn’t have taken (the position at Doveton).

“But now I’m glad I did. They’ve been the most fabulous years of my life.

“What’s been so special about it is the people.”

From early in Searson’s tenure starting in 1984, the claims against him included allegedly molesting and striking children, pointing a handgun at child cleaners, flinging a cat by its tail to its death, killing a baby bird with a screwdriver and showing children a dead body in a coffin.

Yet he wasn’t removed from the position until 1997 by the newly-appointed Melbourne Archbishop Pell.

"This is the only way we can stop people smugglers.

"The reason the people smugglers exist is because there is no official visa for humanitarian refugees."

For about 10 years, he interpreted as part of the Australian Red Cross for more than 1000 asylum seekers in off-shore detention.

“I think there is great sadness and mourning in our church. These are sad days for us.”

Some had been lingering there for more than five years with no foreseeable end.

Despite stifling daytime temperatures, most detainees were supplied with only ceiling fans.

Only those under five were granted air-conditioning.

At home, Mr Wickiramasingham worries for the plight of asylum seekers in the local community.

Hundreds dwell in the limbo of three-year temporary protection visas (TPVs).

When the visas expire, they must re-apply and face the possibility of deportation.

The next Federal Government should be converting the TPVs to permanent visas, Mr Wickiramasingham said.

"They've spent their time here. Their children are in their school communities and living the Australian lifestyle.

"There are professionals - radiographers, engineers - from a refugee background who are going to contribute to this community."

Bank burner From front page Earlier that morning, Islam had been incensed after experiencing delays in withdrawing his Centrelink payments due to a non-activated bank card.

After receiving his money, Islam walked out, took a container from in front of a cafe, filled it with 11 litres of unleaded petrol and lit its contents just inside the second glass front door.

He’d claimed to police he’d been angered by not being served fast enough. He had not been acting normally due to smoking ice the night before, he said.

In the preceding months, his strange behaviour was observed by housemates. He’d spoken of insects and snakes coming out of his mouth, and of eating two ghosts he’d captured at home.

The court was not given any evidence that he was suffering a diagnosed mental illness at the time or that he was a long-term drug user, Judge Mason noted.

The Burmese-born asylum seeker was on a bridging visa after fleeing by boat to Australia without any family.

He would likely be deported after his jail term and possibly rendered stateless.

Islam suffered self-inflicted burns to 60 per cent of his body. At one stage, he was treated in intensive care and for a time was receiving daily dressings.

Almost his entire body was permanently scarred, Judge Mason noted.

Islam pleaded guilty to arson, four counts of recklessly causing serious injury and 11 counts of recklessly causing injury.

He was jailed for up to 11 years, with a nonparole period of seven years. His term includes 833 days in pre-sentence detention.

A 49-year-old woman has been woken by an intruder in her bedroom in her Dandenong home early on Sunday 24 February.

In waking, she appeared to startle the intruder, police say.

He fled out the laundry as she demanded him to leave her King Street home about 4am.

The victim's 44-year-old brother was also home at the time of the aggravated burglary.

He later found that cash had been stolen from a bag next to his bed.

The intruder was described as African appearance, and did not appear to be armed with a weapon, police say.

A male has broken into a Springvale mechanic's workshop during a ramraid on Monday 25 February.

A dark-coloured Mazda without number plates rammed the Booloora Road premises' large roller-door about 3.30am, police say.

An intruder with a covered face then entered through the damaged door and ransacked the workshop.

Interpreter speaking up for the voiceless A Tamil interpreter who worked at Australia's offshore detention centres has made a public plea for its captives.

Wicki Wickiramasingham, who was recently crowned as Greater Dandenong's Citizen of the Year, has stopped working on Manus Island, Nauru and Christmas Island.

It means he feels free to speak out - not least against the much-vexed 'medevac' issue.

The Federal Government - supported by the ALP opposition - recently announced Christmas Island would be the destination for medical evacuations of asylum seekers from Manus Island and Nauru.

From his own experience, Mr Wickiramasingham can echo criticisms against the suitability of the Christmas Island's medical centre.

It's said to house just six beds, with no operating facilities for an island population of about 1400. Emergency surgical facilities on the Australian mainland are a five hour flight away.

"There's no point taking patients from Manus Island to Christmas Island.

"You're taking them out of the frying pan into the fire."

Australia's border protection regime needs revision, he says. But not to profit people smugglers whose sinking boats had killed many fleeing to our shores.

Arsonist films fire

By Cam Lucadou-Wells A gloating arsonist has bragged and filmed video of his "handiwork" that destroyed a Lyndhurst car restorer's shed, tools and cars, the County Court has heard.

David Maddocks, 30, of Cockatoo, with the help of a co-offender, poured petrol through the shed and contents and set it alight following a dispute between the tenant and Maddocks's sister.

Days earlier, Maddocks had found out that the victim sold off the sister's horses that had been in agistment on the property due to her being in arrears.

The intense blaze about 3.30am on 4 April 2018 destroyed the shed and $80,000 of uninsured collectible cars on Dandenong-Hastings Road - and effectively the victim's livelihood.

"It would take me 20 years to collect all that again," the victim stated to the court.

Four occupants, including the victim, fled a weatherboard house 100 metres away. They escaped injury.

Victoria was in a fire danger period at the time, though conditions weren't "extreme" that night, Judge William Stuart noted.

In sentencing on 22 February, Judge Stuart noted Maddocks "gloating" over the aftermath during legally tapped phone calls to the sister and associates.

"You wanted to show yourself as the big man," the judge said.

Maddocks described all the fire brigades at the scene, the sirens, the black smoke and gas tanks exploding.

He listed the destroyed cars including a Chevrolet El Camino, a Valiant, VZ SS ute and a Thunder ute.

"I thought I was Rambo," he said.

"You f*** with my family, you f*** with my fire."

He filmed a video of the blaze as he drove north towards the site.

"Music is playing in the car as you clearly gloat at what you had done," Judge Stuart said.

He said there were more "sinister" motives than Maddocks protecting his sister.

"What you said and what you did and the pride with which you speak of the events on that night provide a chilling insight into your lawlessness.

"Rarely does a sentencing court have such an insight into the motivations and the actions of an offender."

In a police interview, Maddocks denied he committed the arson. His version was "basically all lies", Judge Stuart said.

Maddocks had been released from prison just 10 weeks beforehand. He had just embarked on an intensive two-year community corrections order at the time.

His "litany" of 138 previous offences across

15 court appearances showed a propensity for violence and reckless conduct, Judge Stuart said.

There was also a complete disregard for court orders such as bail, corrections orders, suspended sentences, driving disqualifications and intervention orders.

The accused grew up in an abusive childhood, the court heard. At 4, he'd witnessed the murder of his father, a high-ranking member of a Hells Angels chapter, by fellow outlaw bikies.

He was effectively homeless at 12, escaping a violent stepfather. He descended into alcohol and drug abuse from his teens, with diagnosed ADHD, poor impulse control and borderline personality issues.

"This dysfunctional family life has had traumatic effects on you," Judge Stuart said.

Maddocks, who pleaded guilty, was jailed for up to six years for one count of arson.

He will be eligible after serving four years, including 324 days of pre-sentence detention.

Construction has been started on a $60 million retail development in Dandenong South.

‘Predatory’ rapist lured backpacker

By Cam Lucadou-Wells A father of six who lured, imprisoned and repeatedly raped a foreign backpacker for six hours in a Keysborough motel room has been jailed.

Alimadad Mokhtari, 42, had been found guilty by a County Court of Victoria jury of four counts of rape, as well as sexual assault and false imprisonment.

In sentencing on 27 February, Judge Scott Johns noted Mokhtari had provided no explanation for his "predatory" and "violent" crimes.

The judge said this was presumably because he maintained his innocence.

In the leadup to the attack on 6 May 2016, Mokhtari responded to the 23-year-old Lithuanian national's 'work wanted' ad on Gumtree.

He offered her a sales managerial role at a Melbourne tyre company and to accommodate her with other employees.

She left behind her boyfriend, flying from Brisbane to meet Mokhtari at Melbourne Airport.

"There was no genuine job offer," Judge Johns said.

"Instead you had engaged in an elaborate ruse designed to isolate your victim and ply her with alcohol and methampethamine in the hope you'd obtain sexual gratification."

During the attack, a drug-affected Mokhtari failed to respond to the victim's trauma and distress other than in a "base and callous manner".

At one stage, Mokhtari threatened her to stop screaming or he'd put a towel in her

mouth and beat her to death.

In the room, she pleaded for Mokhtari to kill her now rather than waiting to kill her afterwards.

The victim escaped only after a struggle in which she gouged Mokhtari's eyes. She fled out of the room naked and flagged down a passing car.

She received numerous injuries, Judge Johns said.

"You showed a complete disregard to her fundamental rights as a human being."

In her victim impact statement, she told of feeling "broken" and a loss of confidence and self-belief.

Since the ordeal, she'd suffered panic attacks and anxiety. The world seemed a different place.

Mokhtari denied the allegations, claiming he had no recollection after the victim drugged

him with a tablet.

Police had found Viagra and ice in Mokhtari's pockets at the scene.

Born in Afghanistan, he'd assisted United Nations Special Forces in recruiting local troops in his home country.

His service helped him gain permanent residency in Australia after he fled the Taliban in Pakistan, Judge Johns noted.

With the aid of people smugglers, he arrived on Christmas Island in 2012.

He'd since been joined by his wife and family in Australia.

He'd been active in the Afghan community in Dandenong, assisting military colleagues to migrate to Australia and helping set up the Rasul Akram Centre.

His citizenship application had stalled as a result of the charges. He faces possible deportation after his jail term, the court was told.

Without prior convictions, much of Mokhtari's personal history was "creditworthy", Judge Johns said.

"It is difficult to understand how someone who has known fear, vulnerability and isolation could inflict such crimes on an innocent other."

Judge Johns said the situation was a tragedy for Mokhtari's wife and children. His wife, on Centrelink payments, struggled to pay off the family home.

Mokhtari was jailed for up to 11 years, with a non-parole period of seven years, nine months.

He will be registered as a serious sex offender for 15 years.

The Take a Swing for Charity event at Huntingdale golf course raised up to $50,000 for Wallara and the newly-formed Greater Dandenong Community Aid Consortium.

"We have received fantastic support for this event over the past ten years and this year was no exception," mayor Roz Blades said.

"The atmosphere was infectious with everyone wanting to give back to the people who need it most in our community."

The charity day has raised more than $400,000 for charities since its inception.

Night realm of the senses

There's a broodiness to Letisha Hirniak's street noir paintings.

Set in the night, the eerie urbanscapes are part of the 18th annual She exhibition in Dandenong.

The exhibition, coinciding with International Womens Day, features emerging female artists.

Hirniak feels comfortable in the night, venturing out and taking photos around her local western-suburb streets.

The VCA graduate took close interest to details like road signs and old buildings that "remind me of a simpler time".

"Though you can see more during the day, you find your mind plays tricks on you at night.

"You see things in the dark. It's a place for imagination."

Monash University graduate Brooke Hyrons' ethereal fabric-based installations hark back to times when women artists were confined to domestic crafts.

Hyron's embroidered linens take "nondeterminative forms" that "move away" from those earlier times.

"The nineteenth century was a time when women weren't working and were under these domesticated rules."

Other featured artists are Chisholm Institute graduate Karen Crawford, RMIT graduate Madeleine Joy Dawes and Monash University graduate Zee Mazloum.

She 2019 runs from 7 March to 13 April at Walker Street Gallery and Arts Centre in Dandenong.

It will be officially launched at 2pm, Saturday March 9 with the artists and guest speaker Elizabeth Gower.

A new era in junior footy A new era in under 18 football will begin in 2019 with the introduction of the NAB League.

NAB, a long-time partner of the NAB AFL Rising Star Program in Australia, will further support the future stars of the game, extending its partnership with the AFL to the next exciting phase of the expanded under 18 competition, that now includes teams from Victoria, Tasmania, Northern Territory, NSW/ACT and Queensland.

With a focus to provide further support in education, wellbeing, high performance and coaching, the NAB League will help increase opportunities for talented footballers to reach their potential both on and off the field.

It will also help better prepare the athletes that don't get drafted, returning to local clubs and schools as peer leaders who set examples.

In a significant development for the national sport, the Tasmanian Devils will be a fullyfledged NAB League team in 2019, while an Academy Series featuring five northern state squads will take part in the lead up to the NAB AFL Under-18 Championships.

AFL head of talent pathways and state league competitions, Tristan Salter, welcomed NAB's involvement with the next chapter of growth in the under 18 pathway.

"NAB has been a fantastic supporter of our AFL talent pathways for 18 years now and it is exciting that they will extend their support and be naming rights partner for this new era," Mr Salter said.

"Over 1000 AFL and AFLW players, including the likes of Dustin Martin, Chloe Molloy, Gary Ablett Jnr and Madison Prespakis, have been drafted from Victoria's under 18 competitions - with 2018 producing more than 50 per cent of the boys (62%) and girls (59%) talent at the NAB AFL and AFLW Drafts.

"We welcome Tasmania to the competition

in what will be the start of the team's journey towards a return to the VFL competition."

In a step forward for footy fans, a revamped digital platform, highlighted by the official NAB League app, will offer insights never before seen from the competition.

"The dedicated NAB League app will provide our audience with live information at their fingertips, from stats to game vision and match highlights," Mr Salter said.

"The increased digital access to the competition and its players will help our audience

The Dandenong District Cricket Association has announced the venues for this year’s Turf grand finals, which will take place on 16 and 17 March before a standalone Turf 1 decider on 23 and 24 March.

St Mary’s home ground, Carroll Reserve located on Box Street in Dandenong - will host the standalone Turf 1 grand final for the second consecutive year, after an extremely successful fixture between Mordialloc and Springvale South in 2017/18.

The four teams left in the premiership race are Springvale South, Berwick, Hallam Kalora Park and Buckley Ridges.

By Narelle Coulter Narre Warren business Successful Endeavours is set to be given national exposure on Foxtel's Industry Leaders program.

Production company Annex Media spent Tuesday 26 February filming at the electronics design and embedded software development consultancy based at the Casey Corporate Centre in Victor Crescent.

Managing director Ray Keefe has been told the segment will go to air at the end of March.

The program focuses on companies and business leaders who are taking the Australian economy forward.

Mr Keefe said Successful Endeavours came the attention of the show's producers after winning an Internet of Things Award last year for its work on a system which detects faults and problems in SWER electrical distribution systems to help prevent bushfires.

Mr Keefe said he was pleased the cutting edge work of Successful Endeavours would be highlighted to a national audience.

"The national exposure will help people understand just how much above its weight Australia punches in so many industries," Mr Keefe said.

"We are really good at innovation and problem solving and the creative side of things, but we are not good at commercialising things. We are really quite reserved about saying 'this is really good and really worth paying for'.

"Things go overseas not because we can’t do it here, but because we are stuck in the psychology that somehow doing it here wouldn't work.

Mr Keefe said the interviewer was interested to know the Successful Endeavours back story.

Mr Keefe said the film crew spent more than six hours at the Casey Corporate Centre, shooting footage for what will eventually be a five minute segment.

Successful Endeavours has 15 staff, a number that has doubled in the two years since it

Mr Keefe said 2019 was shaping up as a busy year, with Successful Endeavours heavily involved in the Smart Cities space.

He said he hoped Successful Endeavours' appearance on Industry Leaders would reinforce the message that manufacturing innovation is thriving in Australia.

"We're a tiny 15 people business in Narre Warren winning national wards for innovation. It does get attention. I want others to be encouraged to have a go at doing it too.

"There is lots of good, smart stuff happening in Australia but we don’t showcase it well.

That is one of things I’m trying to change."

Expo opens up some career pathways The South East Careers and Try-a-Trade Expo is the largest expo of its kind outside of Melbourne, with more than 100 exhibitors and attended by 4,000 local students and community members.

This year, in addition to exhibitors from major universities and vocational providers, there will also be an employment offering, with more than 500 job vacancies on offer on the day.

Another new feature at this year’s event will be industry-specific forums to get the inside information on what specific industries are looking for in employees and how they recruit.

Executive officer of South East Local Learning and Employment Network (SELLEN) Andrew Simmons explained that the event, which is now in its 10th year, helps to open up students’ futures by making them aware of the wide range of employment options on offer in the region.

“The Try-a-Trade expo is important because it gives local students the opportunity to meet with universities, employers, TAFEs and training providers at a local level rather than having to travel to them,” he said.

Mr Simmons explained that the expo will feature different elements such as the ‘trade section’ which will encourage students to “have a go” at their chosen trade. Providers within this section will allow students to partake in activities such as bricklaying and the cutting of a mannequin’s hair.

Inside, the expo will take on a more tra-

ditional form, allowing students to talk to universities and training providers about the courses on offer.

“Whether you are wanting to try your hand at bricklaying or hairdressing, wanting to speak to universities about entry requirements, learn about a specific industry or looking for a job, this is one event you cannot miss,” Mr Simmons said.

The South East Careers and Try-a-Trade Expo will take place on 2 April 2019 from 9am to 2pm at the Cranbourne Turf Club. For bookings and information, email expo@sellen.org.au.

The City of Casey will host its first TEDx forum in April.

Inspired by the theme of community empowerment, represented by a ‘Two Hands’ image, presenters will offer their unique tales of success (or failure) or trend-setting ideas poised to affect real, positive change.

City of Casey Mayor Cr Amanda Stapledon welcomed the inaugural event.

“This will be the first TEDx event to be held at our magnificent Bunjil Place, and we’re absolutely thrilled,“ Cr Stapledon said.

“Council is working hard to empower our community through numerous exciting initiatives, and we’re thrilled to be able to help showcase those who are working towards that same goal.“ TEDxCasey 2019 will be held over three sessions, one in the afternoon with a focus on youth, and two in the evening.

TEDx is a program of local, self-organised events that bring people together to share a TED-like experience. At a TEDx event, TED Talks video and live speakers combine to spark discussion and connection.

derstanding communities, tourism and social trends. Brian has over 25 years' experience as an economist, futurist, and strategic planner.

Brian has been the key analyst in major developments and projects, including Australia’s tallest residential building (99 storeys), Eureka Towers ($700m); the Royal Automobile Club of Victoria (‘club of the future’) in Melbourne ($160m); the QV building ($700m), Australia’s first and largest mixed use development; Australia’s first new generation ‘main street’ in Brighton Butler, Perth; and Australia’s first fully integrated greenfields transit-orientated development at Varsity Lakes in South East Queensland.
